PETS MAY BE FORCING INVESTORS OUT By Rebecca Skilton THE Victorian Government’s proposed rental reforms making it easier for tennants to keep pets could push up rents and see investors leave the market, according to a local property manager. If passed, the new laws would give tenants the right to keep pets provided they obtain the landlord’s written consent first. Landlords will not be able to unreasonably refuse a request for consent, and in the case of an assistance dog, consent cannot be refused at all. Guidance will be issued to help landlords and tenants understand the types of situations where it may be reasonable to refuse consent. The policy is part of the Victorian Government’s yet-to-be-seen rental reforms and would be the first of its kind in Australia. High profile vet Chris Brown has thrown his support behind the proposed changes. “It’s all about not banning pets by default and currently all across the country that is the situation,“ Mr Brown said. “This legislation aims to even the pet playing field.“ Peake Real Estate property manager Cindy Huntington said the new laws could potentially alter the rental market. “The policy itself hasn’t been reviewed for 20 years,” Ms Huntington said. “The last time (it was revised) was in 1997, so it’s probably needed for all parties concerned. “We haven’t been notified of the changes, but we are led to believe the landlord can no longer reasonably withhold permission for the tenant to have a pet.“ Ms Huntington said she had already noticed a increase in investors getting out of the market.

Under the Victorian government's proposed rental reforms, landlords will not be able to unreasonably withhold permission for a tenant to have a pet.

“We have noticed that there has been an increase in selling within the last six monthswhich I believe is for a couple of reasons including that the market’s good, but it also might be because (home-owners) may be frightened or scared of the changes and they’re selling now. “So in the long term, if owners feel they’re losing less control over their asset, they will be selling which would push rental prices up. “So it could really have a negative

outcome for both parties.” Rent Fair Victoria states that the reforms will make it easier for Victorian tenants and landlords to understand their respective rights and obligations when it comes to allowing, and keeping, pets in rented premises. Rent Fair Victoria explained that an outgoing tenant will be required to undertake cleaning and fumigation if there is petrelated damage to the property that goes

beyond fair wear and tear. This is consistent with their existing duty not to damage the property and to leave it in a reasonably clean condition. The reforms to the Residential Tenancies Act will be introduced into the Victorian Parliament in 2018, and if passed, these reforms would be implemented in 2019. CENTRE PASS FOR TIMBERTOP TIMBERTOP residents are getting fit, having fun and getting to know their neighbours thanks to the estate's new netball team. The idea for the netball team came from a Timbertop resident who approached Community Development Officer Tammy Radford after taking part in a free yoga class hosted by estate developer Parklea. "The residents loved this opportunity to attend a yoga class within their estate and they loved meeting their neighbours," Ms Radford explained. "As a result, one of the residents asked if I would consider looking at putting together

a mixed netball team." A Facebook shout out soon had enough interested players to register a team with the Pakenham Netball League. The Timbertop Netball Team plays in a mixed competition on Wednesday nights at Cardinia Life. "The great thing was that except for one married couple, not one single person knew each other, so again it was an opportunity for residents to meet and connect and make new friends," Ms Radford said. Timbertop resident Sally Groeneveld said she was enjoying playing netball again for

the first time in 20 years. "Thank you to Tammy and Parklea for supporting the initiative to form a Timbertop mixed netball team," Sally said. "For some of us it has been 20 years since playing and so far we are all having such a great time playing, forming new neighbourhood friendships and overall loving the workout." Parklea pays the team fees and weekly player fees, while building firm Orlara Homes has supplied the team polo shirts. General manager Brad Davidson said as a locally owned and operated company, Orlara

Homes was keen to support community development. "We employ local staff and think it's important to support community events and sporting teams," Mr Davidson said. "We have been around for 43 years and we want to see the community thrive." Cardinia Life has also extended a charitable hand, offering to host a collection bin to support Parklea's upcoming winter food drive. No matter the score on the board, the Timbertop Netball Team has been a win for residents in more ways than one. ●
