"I was up in my roof a couple of hours before that," the Springvale South grandfather said. "I would have probably died up there. "If I'd been driving on the way to the pool, like half an hour before it happened, I could have run off the road." Instead, Mr Maslin was about 500 metres into his twice-weekly swim when he lost consciousness on 15 March. "Next thing I know I'm in Monash emergency," he said. "When they pulled me out of the pool my lungs were full of water." It was NPAC lifeguard Danielle Begg who removed him from the pool and duty manager Lochlan Norton who joined her to perform cardiopulmonary resuscitation (CPR) before emergency services arrived. "In total, apparently, there was 18 minutes of CPR and there were four lots of big zaps," Mr Maslin said. "Then apparently I was on my own, breathing and beating OK." The 66-year-old caught up with the life-saving duo about 10 weeks after the drama. "I've got them on my iPhone, a picture of the two of them, so I can say 'these are my saviours, I owe an awful lot to them'," he said. "I was in the hospital for eight days, basically getting the lungs cleared out and being fitting with a defibrillator. "That's in the chest wall. That's with me forever. "It's not actually the plumbing side of it which was the problem, it was the electrical side. "There's no blockage. "I had no pains, I had no breathing difficulties. "It's just something that was totally unexpected." His cardiologist receives data from his defibrillator each day. "There's a bit of security there," he said. When he spoke to the Journal three months down the track, he had already built back up to swimming 24 laps. "I'm lucky," he said.

He's not allowed to drive for a while and his ribs took a hammering during CPR. "He didn't break any of my ribs, but I've only really now got over the pain associated with the rib cage," he said. "It seems that every part of your body is joined to your rib cage. "The first six weeks I couldn't lay flat. I had to sit up to sleep." Mr Maslin's wife Sue was visiting his elderly mother in Noble Park when the drama unfolded. She received a call from NPAC and arrived while her husband's life-saving treatment was still in progress. "I used to run a childcare centre so I know first aid, but there was nothing I could do except watch when I got there," she said. "The YMCA staff were absolutely unbelievable and kept working on him for 10 minutes until the paramedics arrived and took over." NPAC YMCA manager Ansie Uys said that equipping staff with life-saving skills was the difference between a positive outcome and tragedy in this case. "We have numerous training sessions throughout the year to prepare us for how we would respond on the day," she said. "The team stayed calm and followed the training step by step."

National law firm Macpherson Kelley has completed a major multi-million dollar overhaul of its Dandenong office. The 110 yearold law firm, with offices in Brisbane, Sydney, Melbourne and Dandenong, has been a part of Melbourne’s south-east since its inception. Now the firm is cementing its ties to the region and innovating for the future with a bold and progressive plan to move away from the traditional legal workplace. Crime rate falling By Casey Neill Crime dropped 10 per cent in Greater Dandenong over the past 12 months, latest figures show. The Crime Statistics Agency released the numbers for the year to 31 March on Thursday 14 June. They showed a year-long downward trend in the municipality's crime rate. There were 18,289 offences recorded in Greater Dandenong for the latest period, down from 20,337 at the same time the previous year. The offence rate per 100,000 population was down nearly 12 per cent. Both results were in line with the state-wide average decreases. Greater Dandenong Local Area Commander Inspector Matthew Mulcahy welcomed the results. "We will continue to focus on reducing and deterring crime in Greater Dandenong and as always want to thank the public for their sup-
port," he said. "Due to the hard work of local police we are proud to say that we have seen some great reductions in assaults, burglary, property damage and theft." There were 124 fewer assaults, 574 fewer burglaries, 212 fewer property damage offences and 1165 fewer thefts. "Our divisional response unit have been working hard proactively targeting drug dealing and trafficking and that has resulted in a lot of arrests and a 15 per cent increase in those crimes," Insp Mulcahy said. He said public nuisance offences increased by 39.8 per cent. "This is due to us having a highly-visible police presence with our Frontline Tactical Unit in high-risk areas targeting anti-social behaviour," he said. Insp Mulcahy also noted an increase in crimes related to family violence. "It's important that we get these reports," he said.
"We want all community members who feel unsafe in their own home or with their family to come forward to us." Crime Statistics Agency chief statistician Catherine Andersson said a reduction in property and deception incidents drove the statewide decrease. "The number of burglary incidents is the lowest in seven years," she said. Victoria Police Deputy Commissioner Andrew Crisp said a significant factor in the "disappointing" rise in sexual assaults across the state was that victims were more willing to report to police and support agencies. New sexual offences had also allowed police to further target "evil" online predators. "Social media and on-line platforms provide that sort of opportunity to engage in this type of behaviour but through the introduction of these new offences it enables us to intervene and act before that contact becomes physical," he said.

Trolley small change to make big change By Casey Neill Greater Dandenong has won a battle in its war on shopping trolleys. At their Tuesday 12 June meeting, councillors agreed to proceed with a plan to make coin operations mandatory on carts in the municipality. In February the Journal reported that Cr Sean O'Reilly's frustration with dumped shopping trolleys had hit breaking point and he'd suggested a new local law could combat the "shopping trolley wasteland". Cr Tim Dark took the next step and moved
the local law change. "The City of Greater Dandenong has many different shopping centres and with these centres come a substantial amount of trolleys," he said. "We have seen an explosion of dumped trolleys in the municipality which is costing rate payers a lot of money in recovery and reporting of dumped trolleys." Cr Dark said the City of Casey had taken similar action with good results, and coinaccess trolleys were working at Dandenong Plaza. City design, planning and amenity direc-
tor Jody Bosman said the next step was public consultation, including with affected shopping centres. He said the issue would then return to the council for discussion before a change could take place. Cr O'Reilly welcomed the motion. "I'm sick of lazy inconsiderate individuals leaving their shopping trolleys," he said. He said it was unsightly, messy and potentially damaging for cars. "We want a tidy city," he said. "We want to see some order restored to our streets."
Stolen car lost to flames An explosion alerted a Dandenong man to a burning car in nearby parkland. He went outside his Moomba Parade home to investigate after hearing the loud sound about 5.30am on Saturday 9 June. He saw the blue 2005 Mazda 3 sedan alight and called triple-zero. CFA crews attended and extinguished the suspicious blaze. Greater Dandenong CIU Detective Senior Constable Tony Lavars said the car was stolen from a Cranbourne West home between Wednesday 6 and Thursday 7 June. Ram raid helmet heist Thieves tore down a fence and smashed through a shop front to steal motorcycle helmets. Greater Dandenong CIU Detective Senior Constable Tony Lavars said they struck the motorcycle accessories store on FrankstonDandenong Road, Dandenong South, about 3.20am on Sunday 10 June. The thieves linked chains from the back of their car to a cyclone fence, drove forward and ripped the fence down. Det Sen Const Lavars said they then drove the car into the glass shop front entrance. They stole 10 motorcycle helmets valued between $500 and $1500 each. Call Crime Stoppers on 1800 333 000 with any information.
Drug trafficking charges A six-month drug trafficking investigation ended with an arrest in Endeavour Hills. Southern Metropolitan Division 3 Divisional Response Unit detectives executed two warrants in the suburb about 4.30am on Wednesday 6 June. They arrested a 48-year-old Endeavour Hills man at one of the addresses and charged him with trafficking a drug of dependence, possessing a prohibited weapon and possessing fireworks. He was bailed to appear at Dandenong Magistrates' Court on 2 August. The warrants followed a six-month investigation into drug trafficking within the Southern Metropolitan Division.
Dandy's oustanding debt Greater Dandenong residents owe the Sheriff's Office more than $86 million. The municipality places fifth in the state for outstanding fines. Sheriff's Office figures released on Thursday 14 June showed 24,371 debtors in Greater Dandenong on average owed $3569 each. Victorian Sheriff Warwick Knight highlighted the importance of dealing with infringements early "to avoid additional penalties and the infringement becoming a warrant". "People who receive a fine can request an internal review, nominate a driver, apply for a payment plan or elect to have the matter heard by the court, and we encourage them to come and speak to us about their options," he said.

Good on Dandenong’s local government for striking at the scourge of abandoned shopping trolleys. Their push for coin-operated trolleys is a visionary one. There’s no quicker way for an area to look more low-rent, than to have flocks of trolleys filling the streets. As always, it’s a shame that a lazy, selfish, inconsiderate few have brought us to this. But if some need just a little financial incentive to do the right thing, then consider it done. Really, the results for most will be pretty positive. It’s a win-win for the supermarkets and the council, who both spend a fortune on rounding up recalcitrant trolleys. It will be a win-win for kids who find abandoned trolleys, and pocket a dollar for their trouble. But most of all it will be a win-win for the community, who can now live in an environment that doesn’t take on the characteristics of a slum. The reason coin-deposit trolleys have been growing in number in recent years is a simple one - they work. And in a world where single-use plastic bags are on the way out, trolley access is going to be even more important in the future. In general, bans and regulation are often not the answer. But in this case, the council has struck a decisive blow for both a better community, and common sense. - Jason Beck

Reserve name row By Casey Neill Naming a Dandenong South reserve after a developer is "a completely out of touch idea" according to Councillor Matthew Kirwan. His colleagues voted to name the land at 43-67 National Drive the Frank Pellicano Reserve at the Tuesday 12 June Greater Dandenong Council meeting. Cr Sean O'Reilly said this decision shouldn't be debated in public and that sometimes a councillor "should just really take one for the team and support the majority decision". "We're all going to have different opinions on who is more worthy," he said. "This is an extremely good fit for the circumstances, for the history. "We should proceed with what is a majority, consensus view." But Cr Kirwan said the council should be recognising those that contribute to the community the most, "not those that have the big-
gest wallets". He said that by all accounts, Mr Pellicano was respected and did his job sensitively and ethically. But he also donated the council-owned 21.6 hectare conservation area that will now bear his name "as part of a broader negotiation about the development of this estate". "That is good business - I am not questioning that - but is that a reason to name a reserve after someone?" Cr Kirwan said. He said naming the reserve after "volunteers who have slaved away over decades, making a positive difference to our community for no pay and little recognition" would be more appropriate. "Alternatively we could have taken the approach that we have taken with Harmony Square and recently with the new park in Westwood Boulevard have done an open consultation on the name of the reserve," he said.
Cr Maria Sampey said the move would set a dangerous precedent for future development. But Cr Jim Memeti said it was fitting. He said Mr Pellicano had the vision in the late 1990s to acquire 160 hectares that would become the Remington Estate and M1 and M2 Industry Park "when it was swamp and cow paddocks". Cr Memeti said Mr Pellicano also secured the majority of occupiers for the business park, which now provides about 2000 jobs. He said the estate generated $1.5 million in council rates each year and about $1.6 million annually in land tax. "Frank was a pioneer who came to this country with nothing," he said. "He created a business that was very successful." Cr Zaynoun Melhem said Mr Pellicano made a significant contribution to the city and should be acknowledged.
Bus boost locks in jobs with hybrid plan By Casey Neill

A new hybrid bus fleet will be built in Dandenong. The State Government announced the vehicles would run in Wyndham, Oakleigh and Sunshine to reduce emissions and improve accessibility. All 50 buses will feature low floor layouts and will be a Euro 6 emission standard, the highest and cleanest level for commercial vehicles worldwide. Volgren will complete the body construction and fit out. Volgren CEO Peter Dale said the project secured manufacturing jobs across the local supply chain.
Volgren's bus assembly facilities in Dandenong. "All 50 buses will be built in Dandenong and locally engineered, securing jobs and supporting local development and design in hybrid technologies," he said. "Hybrid and electric buses are a key part of
a sustainable public transport solution and it's a great endorsement for Volgren, to be able to bring these new technologies to market." Dandenong MP Gabrielle Williams said this was great news for the local community. "This pipeline of work will support our local economy and most importantly local jobs," she said. Trials in Victoria found hybrid buses used 30 per cent less fuel and made significantly less noise during idling and departing from stops. The new buses will be phased into operator CDC Victoria's bus fleet over the next three years. The first bus will enter service late this year and at least 30 will be delivered in the next 12 months.
No apology By Casey Neill An independent investigation has found Councillor Angela Long should apologise to colleague Tim Dark over her claim he was “opposing anything that’s indigenous”. Greater Dandenong Council received an independent arbiter’s report into Cr Dark’s complaint at the Tuesday 12 June meeting. Cr Long made the remark during the 27 November council meeting, after Cr Dark slammed a Reconciliation Action Plan (RAP). Two weeks earlier he’d abstained from voting on a proposal to fly the Torres Strait Islander flag. The arbiter’s report is confidential, but the council did reveal that Cr Long’s comments were in breach of the Councillor Code of Conduct. “The arbiter believes this breach was minor and inadvertent,” the council report said. It said the arbiter recommended Cr Long apologise to Cr Dark “by acknowledging that he was entitled to oppose the council’s endorsement of the RAP, and that she understands that such opposition does not mean that he is against our indigenous people”. But Cr Long successfully moved that “no further action be taken” on the matter and revealed the arbiter also found her views reasonable and frustration understandable. In a heated exchange, Cr Dark questioned whether “failure to act” would have any occupational health and safety implications. Council CEO John Bennie said “no liability or issues are deemed to exist ... for this particular matter”. Cr Dark went on to declare the situation “nothing short of Labor party councillors protecting their own”. “This is 100 per cent a cover up,” he said. Greens Party member Cr Matthew Kirwan said he believed Cr Long never did anything wrong. “It’s time as a council to move on,” he said.

100 years ago 20 June 1918 Fatal accident On Monday morning a fatal accident occurred near the No.1 signal box at Melbourne, when T W Charman, employed as a platelayer on the railways, was run down by a light engine and had both legs shockingly mutilated. It appears the mishap took place as Charman was crossing the line to obtain some material that was required and, although a warning was given, it was apparently not heard. On arrival at the Melbourne hospital, it was found necessary to amputate both legs and, we regret to state, the unfortunate man succumbed to the injuries received about 9 o'clock on Monday night. The deceased was a widower with six children, his wife having died some months ago.
The family have resided in Dandenong for many years and are well known throughout the district.

Springvale Road, Springvale. He will not permit liquor on his premises. Mr Emmanuel Diakomanolis will also refuse liquor on his premises. He runs a milk bar-come-fish cafe in Leonard Avenue, Noble Park.
20 years ago 22 June 1998 Power Failure Springvale police are investigating the armed robbery of a convenience store in Heatherton Road, Springvale, on 16 June. However, the bandits' attempt to get money was thwarted because they had disconnected the power which locked the register. The three offenders entered the 7-Eleven premises at 4.30am and forced the attendant into a back room. They then disconnected the power and loaded cigarettes into garbage bags.

Kerryn Maynes, a resident for 25 years, said the "village" was tarnished by drug dealers and beggars. She said they are "putting off" customers from a sophisticated mix of shops, including a lead lighting outlet, a European cheese seller and staples such a medical clinic and supermarket. "I want to walk down to my local shops and not be afraid."
Trash talk must turn tide The world is ours! So why do we do our utmost to beat it up and ruin it? There is no Plan(et)B! Sitting on public transport allows me to look out the window and survey all the changes. Recently my attention has turned to the amount of litter on our verges and median strips along our road networks and rail lines. I have written to four councils and they have insisted that the mess is VicRoads' responsibility in most cases, and VicRoads has replied that it is a never-ending task and they don't have enough manpower or money. In reality, this is a community problem and it is OUT OF CONTROL! If we don't get real about how much rubbish we throw away that litters our environment there are going to be significant consequences.

Every day needs to be Clean up Australia Day or Environment Day until we get on top of this problem and people are educated enough to be more thoughtful with what and how they discard rubbish. Residents need to get a handle on how bad our roads are looking to people using them. Maybe campaigns like "Pick up 3 b4 me!" and "Don't fling your rubbish!" need to be on signs along our major roads. The Casey, Dandenong, Frankston and
Kingston councils, VicRoads and VicTrack need to work diligently on this problem collaboratively. If people would take their faces out of their devices and actually look around I think they would be as disappointed as I am about the state of our major thoroughfares. I am even disappointed with how much plastic debris is on the walkways along the beach - it's endless. You cannot pass the ball on this issue. We can all say it's not our problem, but it is. We are all showing that we have no pride. It is simply not good enough, and I for one am sick of looking at the junk. Opposite the Lynbrook shopping centre on the highway, there were about 12 to 15 empty plastic drinking bottles all together and they looked like they had been there for ages. I can't see why a resident can't pick those
up and put them in their recycling bin. In manicured gardens at the crematorium, I picked up two pieces of plastic and put them in the bin. That is so out of character there, but demonstrates that plastic blows everywhere and it just simply looked out of place in such a serene setting. One piece had been mowed and this is happening on our roadways - contractors are mowing over rubbish and breaking it up into smaller pieces. In some places you have livestock grazing in paddocks, while grass areas in front of these paddocks are littered with tyres and rubbish. Clothing has been strewn on the bypass near the South Gippsland Highway for months. The public needs more education to understand that the side of our roads are not dumping grounds for rubbish or unwanted goods. 12351228-EPJ19-17

Welding up skills By Casey Neill A new workplace training program could solve the region's skills shortage. Hilton Manufacturing in Dandenong South applauded the first six graduates from its inhouse four-week welding program on Thursday 14 June. "They'd never held a welding gun in their lives," managing director Todd Hartley said. He approached Chisholm Institute for help to meet demand. The business grew 40 per cent in the past year. "One thing now that's holding us back is labour," Mr Hartley said. "We're now knocking back business. "It's purely because we don't have skilled labour. "Over the past two years we've worked with over 25 skills and jobs centres ... with very little return." He said they'd provided people who were underqualified or not work-ready. "We're here to manufacture sheet metal components," he said. "This is another cost to our business. "We have no choice if we want to continue to grow." He said Hilton could have "taken the 457 visa approach" and hired workers from overseas. "I've said 'let's back our local people'," he said. So Chisholm partnered with Hilton to establish the Advocacy and Employment Program. It's designed to help local job-seekers to find employment in sectors where there are skills shortages. "They can hit the ground running and be productive members of the team immediately.

"The Greater Dandenong area has one of the highest rates of unemployment in Victoria and through this new initiative, we will create more job opportunities for the region." Jayco Drive is becoming a hub for brewing and bottling. At their Tuesday 12 June meeting, Greater Dandenong Councillors approved an application from Encore Beverages for its site in the Dandenong South street. The company was already using the site for beverage production without a planning permit. It sought to legitimise producing wine, beer, cider, liqueur, spirits and non-alcoholic beverages at the site as a contract manufacturer and bottler. It would also manufacture, bottle and sell its own product. After receiving unanimous support from councillors, Encore will be allowed to sell to members of the public in a small section of the building's existing reception area. Beverages would be sold in sealed containers for consumption off the licensed premises, but some tastings might occur. There'll be no food preparation or patron seating, and product sales will occur between 9am and 5pm on Monday to Saturday. In October last year the Journal revealed that Collingwood Football Club president Eddie Maguire and Jayco founder Gerry Ryan were bringing a $10 million brewery to Dandenong South. Greater Dandenong Council gave the green light to the Brick Lane project in Jayco Drive, which includes a tasting room, function space and brewing facility.

What is something people don't know about you? My father was a magician and he owned a circus that toured the Australian countryside. And I know how to juggle. What was your most memorable moment? My wedding, because my wife will read this. What would your last meal be? If it was a three-course meal it would have to be pumpkin soup as a starter, probably salmon fillet as a main and sticky date pudding for dessert, although I very rarely eat dessert these days. All washed down with a very good wine, preferably shiraz.

Try to go to bed at the same time each night. The body's internal clock is most effective at triggering sleep hormone melatonin when there is a regular sleep routine.

Avoid caffeine for at least four hours before going to bed, including soft drinks, energy drinks and chocolate. The stimulant can make it harder to get to sleep and stay asleep. Cigarettes have the same effect. Alcohol also disrupts sleep and should be avoided for at least four hours before bedtime.

Dim devices screens in the evening and try to put a curfew on use - the longer the better. The blue light from smartphones, tablets, computers and television can reduce melatonin production. Set aside an hour before bedtime to wind down. Listen to music, read a book, or jot down thoughts about the day gone by and the day ahead to help shut down the mind for the night.
What event, past, present or future, would you like to witness? The 1970 AFL Grand Final. I could watch that forever. What is your favourite television show? At the moment it is The Front Bar but after the football season is over I will go back to Netflix and resume Designated Survivor. What's one thing people have wrong about accountants? That we are all boring. I try to be anything but. I like to think I have a bit of a personality, even if it includes telling dad jokes (that my daughter happens to think are hilarious). What six guests, dead or alive, would you invite to a dinner party? John Lennon, Martin Luther King, Mohammed Ali, JK Rowling, Julia Roberts, Pink (and my wife would like to attend if there is room).
What has been your most embarrassing moment? In Italy jumping into the passenger seat thinking there would be a steering wheel when there wasn't one ... .only to see a whole crowd of people watching as I sheepishly walked around to the driver's side. Have you always been good with numbers?

IT’S NONE OF OUR BUSINESS BUT… onto buses for nine days. Signalling, power and platforms will be upgraded on the Cranbourne line between the Westall and Pakenham train stations from Saturday 30 June to Sunday 8 July. Crews will replace ageing infrastructure with several kilometres' worth of new overhead wiring and support structures between Narre Warren and Beaconsfield. Platforms at Dandenong, Hallam and Pakenham stations will be extended to accommodate longer trains, and signalling works will continue between Dandenong and Pakenham. She said there were 328 hours of delays from signal faults on the Cranbourne/Pakenham line last year, much of it linked to ageing infrastructure.
City of many good names Greater Dandenong will stay the City of Opportunity. But the council will use City of Celebration when promoting the city's many festivals and events. In January, Councillor Roz Blades asked to review the council tagline a decade on from its adoption. The report back recommended keeping the City of Opportunity but using the celebration slogan when appropriate. It also recommended starting a process to make subtle changes to refresh the existing logo and gradually implement a version with no tagline, so messages could be targeted to the audience and the medium. Lastly, the report recommended actively seeking feedback from the community and providing information back to councillors by June next year. Corporate services director Mick Jaensch said the logo refresh would cost between
$3000 and $5000. Switching taglines would have cost up to $1 million because "that City of Opportunity tagline is everywhere". He said the council would replace signage with the refreshed logo only when it was due for replacement anyway. The report found the City of Opportunity was still relevant in many circumstances and to a variety of audiences. "City of Celebration is a tagline that is also favoured by councillors as being fun, inclusive and representative of our diverse community," it said. "It is agreed that this could be an effective promotion associated with the city's many festivals and events, so in order to trial it in the short term a series of flags, banners and a brochure were developed for use."
Smoke shrouds suburbs A rubbish fire sent smoke over Dandenong South, Bangholme, Dandenong and Keysborough. A CFA spokesman said the Perry Road blaze was reported about 2.18pm on Wednesday 13 June and declared under control at 2.22pm. Crews from Springvale and Keysborough stayed on the scene until the fire was completely extinguished. The CFA warned that smoke would be visible from nearby roads and communities for a few hours, but there was no immediate threat to the community.

Found photo mystery Dandenong North man Michael Pond got in touch with the Journal after finding an old photo at Waverley Gardens Shopping Centre. He wanted to track down the owner. "I know that if I lost a precious thing like that, I'd be over the moon if I could get it back," he said. Mr Pond might be in luck. Within minutes of publishing a story online, a spokeswoman for the shopping centre got in touch. "Approximately 12 months ago an elderly lady came to centre management twice reporting a lost photograph of herself," she said. She asked Mr Pond to return the photo and vowed to track down the owner.
Short-term pain "Vital upgrades" will push train passengers
A Doveton man might be regretting running from police. Croydon Police stopped and spoke to a large group of men in a licensed premises car park on Dorset Road, Croydon, just before 11.30pm on Sunday 10 June. Police allege the 29-year-old ran and they gave chase, finding him hiding in the rear yard of a private property in Lyndhurst Close. They searched a nearby vehicle and allegedly found a large quantity of drugs and cash. Police seized the items, arrested the man and charged him with trafficking a commercial quantity of a drug of dependence, GHB, and other drug-related offences.
Vale, John Laughton HMAS Bataan Veterans Association national secretary John Laughton has died. The naval veteran passed away on 30 May, aged 89. He was in regular contact with the Journal, inviting attendance at charity lunches and, most recently, to navy cadet events. Mr Laughton always shied away from sharing his own story when called on in the leadup to Anzac Day and Remembrance Day, but was always quick to dob in a fellow veteran with a tale to tell. He will be missed.

RSL pokies hurdle By Casey Neill A Dandenong RSL plan for 11 new pokies attracted opposition from Greater Dandenong Council. At their Tuesday 12 June meeting, councillors unanimously agreed to write a formal submission against the application to the Victorian Commission for Gambling and Liquor Regulation (VCGLR). They also agreed to give testimony at a commission hearing to consider the application, and engage legal counsel to support this process. That could cost between $5000 and $7000, according to community services director Martin Fidler. The Dandenong RSL already operates 63 electronic gambling machines (EGMs). Its submission said the new EGMs would put an extra $50,000 per year into its welfare
program and $65,000 per year to employ a welfare officer. The club said it would not provide these further services if it was denied approval. The Dandenong RSL said it would use increased gambling revenue to fund a $2.7 million refurbishment, which would bring in more patrons and lead to five jobs. Cr Matthew Kirwan said the RSL did great work for veterans and the broader community. "But tonight we are making a decision on an application for more poker machines and considering the specific impact of those extra pokies on the community," he said. He said the EGM density within 2.5 kilometres of the Dandenong Club was 10.3 per 1000 adults - nearly twice the metropolitan level of 5.3. Cr Kirwan said annual average EGM gambling losses per adult among residents living
near the venue in 2016-'17 were about $1172. "This substantially exceeds the rate of losses of any Victorian municipality and is more than double the corresponding metropolitan level of $562," he said. Across Greater Dandenong, gamblers lost $118 million to poker machines in 2016-'17. The council report said that was $937 per adult and the highest rate in Victoria. The Journal reported last week that the council would give the Alliance for Gambling Reform $75,000 over three years to tackling problem gambling. Dandenong-Cranbourne RSL Sub-Branch general manager Greg Betros said: "The application is currently before the Victorian Commission for Gambling and Liquor Regulation and that is the appropriate forum for exploration of the issues relevant to the RSL's application."

Budget boost for Friends By Casey Neill Greater Dandenong Council's budget is locked in for the next year, with two changes from its proposed financial plan. The average ratepayer will pay about $71 extra next financial year. The council released the draft budget for consultation in April and received four community submissions. Sri Samy from Friends of Refugees expressed concern about the likely impact of the Federal Government cuts to Status Resolution Support Services (SRSS) on asylum seekers residing in Greater Dandenong. The council in response agreed to provide an extra $60,000 in funding. It also agreed to a submission from Dandenong Basketball Association for $50,000 to service an outstanding loan. Rhonda Garad raised concerns about an increase in the waste service charge, and urged the council to consider greater financial incentives for residents to reduce waste. In response, the council said the waste service charge was due entirely to increased costs associated with the recycling industry collapse. Over the past financial year, the council has moved from receiving $70 per tonne for recycled product to having to pay the recycling contractor $150 per tonne. The net effect is $2.5 million per year. On incentives, the council said it already offered residents lower charges for having a smaller general waste bin but would look at further options. The budget's headline project is the Springvale Civic Precinct. There's $18.5 million allocated to start construction, which is due for completion by December next year.

As prospective patients it must seem like a minefield out there. When you go to see a specialist either in a public hospital or privately there is no easy way to ensure that the advice you get is current and appropriate. If you are seeing a specialist privately ensure you know what you are getting and how much it is going to cost. Initial consultations can vary widely in length and cost from being bulk-billed up to $250. If you are booked for a private operation you should complete informed financial consent which should detail out-of-pocket expenses. Many procedures can be done for free in the public sector and for important conditions such as cancer the waiting times will be less than four weeks. Most, but not all, private surgeons can get patients onto a public hospital waiting list. Some operations are much safer in a big public hospital than a small private hospital no matter who is doing the operation. Second opinions are well worth considering if in any doubt. Friday 1 June marked the start of Bowel Cancer Month - an initiative strongly supported by St John of God Berwick Hospital each year. Through its annual Red Apple Day, Bowel Cancer Australia encourages people to support its work through the purchase of a Bowel Cancer Awareness ribbon or by running apple themed fundraising activities. Through the generous donation of apples from local growers, Montague Fresh and Bonview Orchards, St John of God Berwick Hospital hosts an annual fundraising day, where visitors and caregivers are encouraged to give a gold coin donation in exchange for a fresh apple. The event not only helps to raise muchneeded funds for the association but also aims to promote awareness around bowel cancer in the hope that early detection will reduce the number of new cases diagnosed each year. "Although bowel cancer is one of the most treatable types of cancer with 90 per cent of cases being curable if caught early enough, it still continues to be one of our biggest killers claiming the lives of 80 Australians each week due to low early detection rates," a St John of God spokesperson said.
"Also called colorectal cancer, bowel cancer affects both men and women equally with eighty per cent of cases exhibiting no known hereditary genetic associations. "With the rate of cases rising sharply and progressively from the age of 50, it is no longer considered an "old person's" disease. Cancer Council Australia recommends that people aged between 50 and 74 be screened for bowel cancer every one to two years." The free non-invasive test can be done at home to screen for blood in the faeces but is only recommended for low-risk people who show no warning signs or have no family history of bowel cancer. If individuals are experiencing symptoms such as a change in bowel habit with diarrhoea, constipation or the feeling of incomplete emptying, thin bowel movements, blood in stools, abdominal pain, bloating or cramping, fatigue, unexplained weightless or anaemia, they are urged to contact their local GP for a referral to a St John of God specialist. The past year has seen a great increase in the number of overnight stays in caravans and campers. Tambo River offers powered and unpowered sites. A Noble Park teacher and her daughter shed their long locks for a good cause. The Noble Park Primary School community rallied behind Jennie and Sienna Ralph, donating hundreds of dollars to their Leukaemia Foundation fund-raiser. "This, from one of the poorest school population demographics in the state," Jennie said. "It's just overwhelming ... and donations continue to come in. "Our grand total to date is $1521.50 as my family and friends have also been very generous." Students came to school with crazy hair or wearing a crazy head scarf on Friday 8 June and donated a gold coin. Sarah O'Connor shaved the mother and daughter's heads at a school assembly that afternoon. "It's the second time I've done it," Jennie said.
"I did it six years ago with my friend Sarah. "My daughter followed us some time later. "Everyone knows someone who has had a battle with cancer in one form or another. "I think it's close to most people." During the last school holidays, 13-year-old Sienna she told her mum she wanted to brave the shave. "She is a very generous giving person. It's in her nature," Jennie said. "I just thought it was a fantastic cause and at her age she'd need some support in organising it. "I thought solidarity was the way to go." Their hair has "probably made its way to Sydney by now". "It will be made into a wig for people who've had chemo and lost their hair," Jennie said. Running machine on track By Nick Creely On the weekends you're likely to see Jafar Ocaa streaming down the wings of Toomuc Reserve or Shepley Oval with defenders desperately trying to chase him down. The 18-year-old Dandenong Stingray is certainly an exciting prospect, and his deeds on the football field are beginning to take notice. In Round 8 of the TAC Cup season on Sunday 3 June, Ocaa made his debut for the Dandenong Stingrays, helping them to a 78-point win over Sandringham Dragons at home. While he admits he struggled at times with the tempo during his performance in which he snared a final term goal, he loved the experience. "It was really, really exciting - the level was pretty good, I think it was harder than I thought it would be, but it's similar to seniors, so all good," he said. "Early on, I struggled with the structures a little bit, but yeah it got better as the game went on." Ocaa hasn't been involved with the TAC Cup program very long, but feels he has earnt his place after a strong pre-season. "I came last year, and I reckon I handled it pretty well, I was already fit going into the pre-season so it got easier for me," he said. The youngster came to Australia in 2007 from South Sudan, and has quickly bought into the game of football after being invited down by friends. "I came from South Sudan at the age of seven, I lived in Hampton Park and now Pakenham," he said. "I started in Under 14's where my friends introduced me to the footy at Pakenham - it wasn't that hard for me to play, I was involved in it quite a bit, like watching it and stuff, and I
enjoyed it from the very start." Ocaa has also been busy in representative football of recent times as well as playing senior football with Pakenham in the SEFNL, where he would likely be top five in the best and fairest at this stage. During the AFL Victoria Community Championships, the winger represented the SEFNL in the clash against AFL Yarra Ranges at Holm Park, and was a little unlucky not to be awarded best on ground after impressing all day with his speed, and dare when he's got possession. And at club level, he has been a shining light in Ash Green's side, with a sublime display against Beaconsfield only a couple of weeks ago an indicator of his talent. In the match against the Eagles, Ocaa kicked two goals and run the opposition ragged, and had his coach to thank for his progress. "Pakenham's a great club, especially Ash Green, he's like a mentor for me, he's helped a lot - he just goes over the stuff with me, guides me through a lot as well and helps me improve on what I need to get better at," he said. And as Ocaa explains, it's one certain aspect that helps him excel, and one that he feels will propel him to take the next step. "I play that wing role, because I'm fit and fast - my biggest strength is the outside run and use of the footy, which comes with my fitness," he said. "Early years of primary school, I won a lot of cross country, so it's always been like that for me - it's not really genetic or anything, I've learnt it." So what's driving the youngster for the rest of the 2018 season? "I'd like to play as many Stingrays games as possible, and I'd love to win the flag for Pakenham," he said. One thing is for certain, Jafar Ocaa is a player worth keeping an eye on in coming years.

Eagle armyâ&#x20AC;&#x2122;s new leader By Nick Creely CRANBOURNE will be looking to bounce into a new era of the Dandenong District Cricket Association (DDCA) with the announcement of Rowville champion Matt Blackman as coach. Blackman joins the Eagles as they embark on a new journey in Turf 2, after a strong first XI career spanning almost three decades as a top order batsman. In terms of player signings down at Casey Fields, highly rated bowler and 2015/16 premiership player Marty Kelly will return for the Eagles after previously relocating for work, and will be a welcome addition to a side that has struggled for wickets in the last couple of years. Fellow DDCA rival BERWICK has been typically busy in the off-season, with the signing of former Casey-South Melbourne star Brendan Rose. In what comes as a bit of a shock, the lion-hearted quick is likely to be one of the stars of the Turf 1 competition, and helps offset the losses of both Jarrod Armitage (Springvale South) and James Wilcock (Dandenong), who is likely to have another crack at Premier Cricket.
Rumour has it the Bears could yet sign another Casey-South Melbourne cricketer in the off-season. Another Turf 1 powerhouse, BUCKLEY RIDGES are on the verge of announcing two major signings, with two recruits set to bolster their premiership credentials. It is understood that one of the big name players is a South African, while the other is a gun player from a local competition. HEINZ SOUTHERN DISTRICTS has significantly bolstered its spinning stocks with the signing of former Cranbourne and CaseySouth Melbourne spinner Cameron Dinger. Dinger comes across from the Swans where he played a handful of first XI cricket, but will look to return to the DDCA ranks with a point to prove. SILVERTON are another club that have had a strong off-season to date, with the signing of star batsman Alex Kerr, who has played Premier for Dandenong and Greenvale, as well as North Dandenong. It comes after the announcement of new captain/coach Simon Beshara, who has had a stellar career with Ormond.

Hawks set to rise in 2019 as women take the field By Hayley Wildes The Rowville Hawks have been a staple of football in the local area for years and the club is set to expand in season 2019 with the introduction of their inaugural senior women's team. In an exciting move for the club and women in the area, from 2019, Rowville will have a pathway for girls to start in under-12s and continue their football journey all the way through to senior football. The clubs female football program is currently in its second year - last year boasting under-10 and under-12 girls' teams, while adding under-14s this year. The Dandenong Stingrays extracted some revenge on the Oakleigh Chargers at Shepley Oval on Saturday afternoon. The Rays, whose solitary loss for the season was dealt by the Chargers in Round 5, continued on their merry way to move to 8-1 on the season, strengthening their position at the top of the TAC Cup ladder. With an array of their guns missing due to Vic Country commitments, the team’s depth shone through - as it has done all season long. Captain Campbell Hustwaite got things underway with the first major of the day and Dandenong jumped out to a 28-12 lead at quarter-time through slick ball movement and couple of late goals in the quarter. The second quarter was when the Rays made their move. Relentless attack and pressure around the ball saw Dandenong force turnovers and slam on five foals to one for the term. The barrage of forward 50 entries proved too much as the Rays scored three goals in five minutes after the Chargers put through the first major of the quarter. The likes of Matthew Cottrell, Reid Nanscawen and William Hamill were really starting to take over the match and Oakleigh had no answers for them. A 42-point half-time lead was added to in the third term as the Rays made the most of their chances. William Geurts scored two goals for the quarter and Angus Paterson added one too. Campbell Hustwaite and Hayden Young were sublime and continuing to drive the ball forward. Through the team’s hard work, the Rays held a massive 81-27 lead at the final break. After accurate kicking for the first three quarters, the Rays goalkicking abandoned them in the final term as their dominance in general play only yielded them 1.8 (14), saving the Chargers from what could have been a very ugly final scoreboard.
