New growth areas step closer COUNCIL has received 80 submissions on its plans for two Armstrong Creek-sized developments in the Geelong’s north and west. In May council voted to release the plans for both growth areas for public consultation, which concluded on 22 June. Council expects the areas to house 110,000 people, more than the existing population of Ballarat, by 2050. Mayor Bruce Harwood described the long-term project as “an enormous opportunity to create something special for Geelong’. “The growth areas were identified in 2013 in partnership with the Victorian Government and now we’re making sure they reflect the community’s vision,“ Cr Harwood said. “We’re planning for the long-term to carefully grow each neighbourhood over the coming decades. “We need to ensure housing remains affordable and that there is diversity in the housing market place for potential buyers”.
Richard Bisinella has cautiously welcomed the new development areas. The Northern Geelong Growth Area will be home to 48,000 people with 17,000 dwellings over 2,089 hectares, according to the plans. The area would feature more than 100 metres of rise with “stunning, panoramic“
views across Corio Bay, a council spokesperson said. “It’s well connected to Geelong’s employment precincts, Avalon Airport and the Port of Geelong. Around 30 per cent of the Northern Geelong Growth Area will be retained as open space.” The Western Geelong Growth Area will be home to 62,000 people with 22,000 dwellings over 3,245 hectares, according to the plans. The plan proposes converting Batesford quarry into a lake after it closed and building a tree-lined corridor prioritising public transport, walking and cycling. The growth area would also feature 20 kilometres of river frontage, the spokesperson said. “Planning will focus on protecting the strong environment and heritage values of the area, including the charm and character of the Batesford township. Around 40 per cent of the Western Geelong Growth Area will be retained as open space.
Lara developer Richard Bisinella welcomed the plans to expand but wanted more details before commenting further. “It’s important for Geelong to continue to grow so that opportunities aren’t lost to other regions in the state.” Council sustainable development portfolio holder Jim Mason said the plans gave Geelong certainty. “Our ultimate goal is to create sustainable and connected communities that enhance community wellbeing while keeping the same character and lifestyle that locals enjoy today,” Cr Mason said. City Hall will use feedback from the consultation to develop a framework plan, which it will release to the public when council considers it next year. The new development areas come after the Armstrong Creek growth zone, south of Geelong, surpassed the halfway mark of its initial forecast of 15 years to reach capacity of 60,000 residents. The zone's first development, Warralily, recently marked its eighth anniversary after launching in 2010. ●

This is interesting considering that overall Victorian sales have declined. The Geelong and Bellarine regions are
home to many areas that are accessible to first home-buyers and this may be contributing to demand in the context of the Victorian Government’s incentives for that buyer group. They include the removal of stamp duty for homes less than $600,000 and the doubling of the First Home Owners Grant to $20,000. THE latest data from the Real Estate Institute of Victoria is great news for property owners in the City of Greater Geelong, with the median house price soaring 11.2 per cent in the past year. The median house price in the City of Greater Geelong is $528,000 but this varies substantially throughout the region, which is reflective of its diversity.
For example, the median house price in the idyllic coastal township of Barwon Heads is $925,250 while $353,000 is the median for Corio. Barwon Heads is regional Victoria’s most expensive suburb to purchase a home and the median price increased 8.2 per cent from June 2017. Similarly, the median price for a home in Newtown went up by eight per cent to $777,500. Although still affordable, the median house price in Corio has skyrocketed 33 per

KEEPING your home warm in winter starts with covering your windows. So much heat can be lost through uncovered glass - you only need to stand beside or touch the glass to feel how cold it can be. Research shows that up to 30 per cent of heat loss in your home occurs through uncovered windows. We have roller blinds on the south of our home that are only ever used in the colder months for exactly this reason. They are hidden away under pelmets, so we don’t even notice they are there until we need to use them. These windows are double glazed, but it’s incredible the difference the extra layer of insulation can make. There are plenty of options for dressing your windows, but some will provide better insulation benefits than others. The important thing to remember is that hot air is drawn down and out through the glass, so having close fitting blinds and a blind with a solid top or covering your blinds with a 26

pelmet will prevent this convection effect from happening. By far the most superior blind available for insulation is the Duette Architella Shades range by Luxaflex. Fully lined drapes or curtains are often considered an old-fashioned option; however, when paired with a pelmet they are a highly effective insulator against heat loss.
Drapes are something people either like or don’t like. They have become quite popular again recently and personally, I’m a big fan as they not only insulate well but also provide great light blockout, making them perfect for bedrooms. Fabric choices for curtains are almost endless, with prints and plains, through to linens, silks and textured options available. Velvet is another fabric that has seen a resurge in popularity and lends itself well to being used for drapes. Velvet gives a richness and warmth that comes from both the choice of fabric and the insulation benefits the drapes provide. When it comes to choosing pelmets, simple is often best. A plain timber pelmet will provide the desired extra insulation and can be painted to match the wall allowing it to blend seamlessly into your existing decor. Having something on your windows is better than nothing - as long as you remember to use them! I have friends who are always complaining about their winter heating bills, but never close their blinds as they live on acreage and don’t need privacy. I’m sure they would be amazed at the cost savings if only they took the time to close them each night! ●

Zeroing in on carbon emissions THE Victorian Government will partner with land developers and volume home builders in a pilot program to boost the supply of zero net carbon homes in Melbourne’s growth areas. The $2.18 million Zero Net Carbon Homes pilot aims to recruit up to three partnerships between land developers and volume home builders to facilitate the design, marketing and construction of zero net carbon homes that will be sold and marketed in growth areas. Eligible volume home builders must be able to demonstrate that they achieve more
than 200 site starts a year and that they can offer the products to home buyers in one or more of Melbourne’s growth areas in the north, west and south east or in the Geelong and Mitchell regional areas. Sustainability Victoria CEO Stan Krpan said the pilot program aims to make zero net carbon homes available to more Victorians and create greater awareness amongst home buyers that these homes will be cheaper to run, more environmentally friendly and more comfortable. Sustainability Victoria will work with the volume home builders to deliver cost competitive and appealing zero net carbon
homes that are available direct to the market Mr Krpan said. Research conducted by Sustainability Victoria has identified that zero net carbon homes will contribute to lowering emissions across the residential sector towards meeting the Victorian Government’s 2050 zero net emissions target. The modelling shows that a new zero net carbon home could reduce greenhouse gas emissions from energy use in the home by around six tonnes a year, with the emissions from electricity and gas use offset by the electricity generated by a rooftop
PV system, and almost halve energy bills compared with a standard home. “By participating in the Zero Net Carbon Homes Pilot, builders can offer their customers homes that are affordable to heat and cool and provide year-round comfort,“ Mr Krpan said. “Offering more zero net carbon homes will diversify our building stock, stimulate the economy and reduce bills for homeowners.“ Home builders can find more information or register to attend an information session at sustainability.vic.gov. au/zeronetcarbonhomes. ●

Think green and save dollars THE average Victorian household spends more than $2,500 on energy bills every year. Energy efficiency is about saving energy, reducing bills and making your home more comfortable. Energy efficient heating, cooling, hot water systems, lighting and appliances will save power and reduce energy bills. Understanding where your money goes helps you to make simple, but effective, changes to reduce your energy costs, while increasing the comfort of your home. Appliances Houses are full of appliances that all add up to overall energy use. In fact larger household appliances account for around 31% of the average household’s energy use. Energy efficient appliances will save energy, water and money. Compare the energy and running costs when purchasing appliances: use energy rating labels and the Energy Rating Calculator to save money on both the purchase price and lifetime running costs
A fridge is the single biggest power consumer in many households, because nearly all households have at least one fridge and they run for 24 hours a day. On average, 13% of Victorian household energy costs are spent on running refrigeration. When it’s time to buy a new fridge or freezer, replace your old one with the most energy efficient model that will suit your household’s needs. Try to buy a two-door fridge with at least 2.5 stars, a chest freezer with at least 3 stars, or an upright freezer with at least 2.5 stars. Every extra star will reduce your running costs by around 20%. Cooling SEEK professional advice to make sure you get a cooling system that is the right size for the area you’ll be cooling. Refrigerative air conditioners come in both cooling-only and reverse-cycle models which provide both heating and cooling. A high efficiency reverse-cycle air conditioner will save energy and cost less to run. Look for inverter models as they are
quieter to run and give additional energy savings. Buy a unit with a thermostat and timer so you can use your cooling system efficiently. Heating SELECT a heating system that is the right size for your needs and room sizes: space or room heaters for living areas, or ducted heating to warm more rooms at the same time. When buying a gas space-heater or a gas ducted heating system make sure it has an energy rating of at least 4 stars. Buy a unit with a thermostat and timer so that you can use your heating system efficiently. Hot water THERE are a range of energy efficient hot water heaters to choose from, depending on your fuel source, household size, budget and preference for instantaneous or storage systems. Choose the right hot water system for your needs and use it wisely, and you can
save energy and lower your hot water costs. Reduce the amount of hot water you use Regardless of the type of hot water system you use, there are simple ways you can reduce your hot water costs. An energy efficient water heater is: correctly sized for your household, well positioned and appropriate for your climate. Lighting ENERGY efficient lighting means choosing the right lights and light fittings, turning lights off when you’re not using them and using natural light wherever possible. When planning your lighting design you should consider the look, function and purpose of the room, how you want to illuminate objects and features, the energy efficiency of the lighting products you choose and how to minimise the use of downlights. ● - Source Sustainability Victoria
