UPGRADERS MAKE THE MOVE By Narelle Coulter UPGRADERS are cashing in on capital gains made from homes in the growth corridor and moving to acerage in Gippsland or closer to the city. Century 21 South Eastern CEO Craig Seymour said only five per cent of people who sell in Pakenham buy a subsequent property within the township. “Ninety per sent of sellers either move closer to the city from whence they originated, or go to acreage near Drouin and Warragul,“ Mr Seymour said. “Pakenham is not a suburb where people sell a smaller home and buy a bigger one.“ He said the story was similar for the owners of units. They too tend to sell and buy closer to the city or move to a more rural location. According to RiskWise Property Research CEO Doron Peleg the cooling housing market has placed upgraders in a good position. He said upgraders “can achieve bigger properties in better locations for a relatively reasonable price, and more importantly, they need a lower amount in order to upgrade, knowing they will enjoy long-term capital growth“. However, to minimise the risk he warned they need to “sell before they buy to ensure they get the right price particularly if they only own a unit“. Mr Seymour said the tightening of lending to both investors and owner occupiers and new deposit regulations for investors had produced a “tough“ market. He said buyer activity in both Pakenham and Officer had slowed from a peak in January and February. “It’s tougher for investors because they now need a minimum 20 per cent deposit. In the early 2000s you could borrow 110 per cent.“ Mr Seymour said only 15 per cent of buyers in the Pakenham market were investors. Overwhelmingly buyers were looking for owner occupied properties. However, he said buyers still viewed

COUNCIL PROVIDES TIPS ON TRICKS OF THE BUILDING TRADE THE City of Casey has launched a new online tool designed to support Casey residents during the process of building a new home. In an Australian Council first, Casey’s new ‘Build a House’ platform is equipped with all the tricks of the trade and information about the many steps involved in building a new house. Both new and experienced home builders are encouraged to check out the website, which details the stages of building a home; including understanding your finances, locating land, locking in a builder and getting construction started. Casey mayor Geoff Ablett said that with so many new residents coming to Casey every year, it was important to have tools such as these to ensure residents have everything they need right at their doorstep. “Not only can the build and design of a new home be daunting, but sometimes it’s just as hard to decide where to live depending what your lifestyle requires,” Cr

CALL TO EASE THE POWER PAIN FOR NEW HOME OWNERS THE Housing Industry Association (HIA) has sent a submission to the Australian Energy Market Commission to express its concern “that builders and owners of newly constructed homes have faced significant delays in getting power provided to site and meters connected,” after the introduction of the Federal Contestable Metering (Power of Choice) legislation last year. Under the new “Power Of Choice” legislation, introduced in December 2017, all new electricity meters installed in new homes must be advanced or ‘smart’. Retailers and metering coordinators (rather than distribution network businesses) are

now responsible for arranging metering services for their customers. “These new arrangements have seen the typical time for electricity connections to new homes increase from less than two weeks to 16 weeks in some cases, with most now taking around 8 weeks,” said HIA Chief Executive Industry Policy, Kristin Brookfield. “Splitting of duties between the distribution network provider and the retailer has created unnecessary complexity and cost. The process of delivering power to a home now requires up to eight separate steps and eight sets of hands. “We are hearing that new home buyers

are waiting longer for the power to be connected than the time to build their home. “The dramatic increase in the connection timeframes has seen home builders using portable generators during building work and families relying on them once they move in. “HIA has conservatively estimated that these delays are costing home builders and ultimately the home buying public at least $2,000 per home, but those costs are likely to be higher depending which state you’re in. “This is a nationwide concern with South Australia and Queensland bearing the brunt of the confusion. “We know this is a problem that has escalated to the Federal Government’s com.au

attention and they have requested the Australian Energy Market Commission (AEMC) make changes addressed in our submission." The change will require electricity retailers to install new electricity meters for customers within a defined timeframe. The proposed period is 6 days.
