MORE TO LOVE The editor’s desk Household waste is like a lot of things when it's out of sight, it's out of mind. Our cover story this week (pages 4 and 5) focusses on the recycling operations at the Endeavour facility in the Warwick industrial estate. At least we have a fair idea where those materials - primarily commercial waste - end up, unlike much of Australia's domestic recycling, which China is no longer accepting. At the end of the day, domestic recycling ultimately creates huge profits for the big corporations which handle it and sell it on, with little benefit for the householder other than perhaps a vague sense they're helping the environment. The Southern Downs Regional Council is toying with the idea of charging ratepayers a new $70 annual waste levy as part of its proposed 10year waste strategy, now out for public comment. Given ratepayers already fund waste management in the region through their general rates, this seems like double-dipping to me. And it comes as state and federal government grapple with responses to the Chinese ban on Australian recyclables waste management in this country is clearly a work in progress. Jeremy Sollars

CENTRAL STUDENTS HELPING OUT The kids at Warwick Central State School are doing their bit for drought relief, selling 'worm juice' from the school's worm farm. The worm juice is great fertiliser for the garden and sells for just $2 a container, with the initiative being handled by the school's Project Club, which comes up with community engagement and fundraising activities. Central SS students will also hold a fundraising 'Dress Up As A Farmer Day' next Wednesday 29 August with a gold coin donation, with those funds and the proceeds from the worm juice sales going to the Buy A Bale campaign. Buy A Bale continues to be supported by the Southern Free Times and generous locals have donated nearly $2000 at our office on Fitzroy Street. Independent Queensland weather forecaster Higgins Storm Chasing is tipping the drought is unlikely to break any earlier than between April and June next year. In a video posted to his Facebook page last week Jeff Higgins predicts a 70 to 80 per cent chance of a "weak to moderate" El Nino developing from October to April 2019 which will prolong the dry conditions across eastern Australia. As well as summer heatwaves, he is also predicting dangerous dust storms across Queensland and New South Wales over the next several months and a continued heightened bushfire risk. Mr Higgins says while there will be "some rain and storms" likely over the summer months it won't be enough to break the drought. "I've been doing a lot of research and if this drought follows history it won't break until somewhere between April and June 2019," he says in the video. Mr Higgins says drought charities are fielding up to 3000 emails a week from primary producers seeking help across Queensland, NSW, Victoria and South Australia, and slams the federal government for excessive paperwork required from farmers seeking monetary assistance. He also raises the issue of national fodder supplies disappearing completely in the next few months, speculating that the RSPCA may be called on to euthanise animals such as horses owned by hobby farmers and small acreage owners. Mr Higgins has called on the federal government to formally declare the current drought a natural disaster and bring in the Army to assist with drought relief. · Watch the Facebook video on the 'Higgins Storm Chasing' page. ●

Warwick's Cassels Automotive has made a generous donation to RACQ LifeFlight Rescue to support its work bringing emergency, life-saving medical treatment to seriously ill and injured patients across the Southern Downs and Granite Belt. LifeFlight fundraising coordinator Amy Luhrs was on hand last Friday to receive a cheque for $14,330 from Cassels Automotive principal David Cassels, and it's not the first time the dealership has supported LifeFlight's rescue operations. David Cassels told the Free Times RACQ LifeFlight's service was a vital one for the region. "We choose LifeFlight this year as our community really depends on it," David said. "We see them flying in every other week and we need to make sure this service is always available." Amy said the Cassels Automotive donation was roughly the equivalent of one helicopter rescue mission - potentially meaning another life saved. She said 574 missions had been flown across

outhern Downs ratepayers could be slugged with a new $70 annual waste levy as part of a 10-year waste plan revealed by the Southern Downs Regional

Council. The council’s ‘Waste Reduction and Recycling Plan 2019-2028’ was released for public comment last week, with Mayor

Tracy Dobie lauding it as a “new era” in waste management in the region. Despite ratepayers already funding waste collection and disposal through their general rates, the council’s plan states a special waste levy is needed “to assist in funding the shortfall of ongoing capital and rehabilitation requirements”. The release of the new waste plan comes as the Queensland Government prepares to

introduce its own state-wide waste levy on rubbish disposed of at council landfills and transfer stations, in the first quarter of 2019. The $70 per tonne state waste levy is aimed at discouraging the dumping of rubbish in Queensland landfills from interstate. The move comes as the waste industry nationally is in crisis, following China’s decision to refuse recycled materials it

previously took from Australian processors - with the notable exception of paper pulp due to concerns over contamination. The council’s waste plan also aims for a reduction in landfills across the region. Under the plan The Yangan landfill will be converted to a transfer station, while the Ballandean, Karara and Forest Springs bin stations will become supervised facilities. Cardboard at Endeavour is compressed into bales. landfill is nearing capacity and a new waste transfer station will be built “at a location near the New England Highway”, with the current Stanthorpe site remaining open as a recycling facility. “Council is seeking feedback from the community on how the draft plan will be implemented,” Cr Dobie said. “The ongoing costs of Council’s current waste collection service is unsustainable and will put financial pressure on our local residents and families moving into the future. “As a community we disposed of almost 23,000 tonnes of waste in the past year and we must reduce the amount of recoverable waste going into landfill. “The new waste strategy is a 10 year plan that will move the region into the future as the population grows, and which looks to reduce the amount of waste going to landfill. “The plan is in line with the Queensland Government’s call for all councils to assess their waste management and manage

it effectively and efficiently for its residents and the environment.”

ROLLING ALONG One recycling operation which continues to roll along smoothly despite the national shakeup prompted by the Chinese move on Australian materials is Endeavour Industries in the Warwick Industrial Estate. Locals will be familiar with Endeavour’s trucks which circle the region every week picking up commercial waste, predominantly cardboard but also glass, plastics, cans, car parts and documents for destruction. The cheery crew at Endeavour sorts, compresses and bundles the various waste streams which are then moved on to the likes of recycling giant Visy and others, to be turned into food and beverage and other packaging items. Endeavour also collects waste from the council and runs the receiving-end of the recycling facilities - and the ‘dump shop’ - at the Warwick Central Waste Management

Endeavour Industries Warwick manager Terry Politch has been with the operation for three decades and has seen plenty of changes in the recycling game in that time. “I wouldn’t say the government has neglected recycling, but it’s been pushed to the side to some extent I think,” he told the Free Times. “When we first started here there were all kinds of government grants and subsidies for equipment, when recycling really started to take off. “It’s only now since the Chinese decision that it’s back on the radar, which is good in a way. “What we really need is more industries in Australia that will take stuff. “That said some things are happening - there’s a guy at Yatala who’s just started up shredding milk cartons, just set up in the last fortnight.” Endeavour in Warwick processes around 20 tonnes of material every week, including shredded document paper which is turned into kitty litter

at a plant in Toowoomba. Terry says their weekly output is the equivalent of “a footy field and a half ” of rubbish which stays out of landfill, a significant contribution to waste management at a local level. Domestic recyclables in the Southern Downs are collected by the council’s contractor J J Richards. They are transported to J J Richards’ transfer station in Toowoomba, where they are “bulked” and transported to Visy who run a large Materials Recovery Facility (MRF) located at Gibson Island in Brisbane. · Community consultation on the Southern Downs Regional Council’s new Waste Reduction and Recycling Plan 2018-2028 is open until Monday 3 September. · To find out how to have your say visit the council website at www.sdrc.qld.gov.au or call the council on 1300 697 372.●

Queensland’s new ‘Container Refund Scheme’ will commence on 1 November. The State Government says the introduction of a state-wide scheme will give people an incentive to collect and return containers for recycling, in exchange for a refund payment, helping to reduce the amount of drink container litter that enters the environment. Under the scheme, a 10 cent refund will be provided for eligible, empty drink containers between 150ml and 3L in size that are returned to a participating container refund point. As part of the scheme, you can receive a refund for most aluminium, glass, plastic, steel and liquid paperboard beverage containers between 150ml and 3L. After a period of transition, all eligible drink containers will have to display a refund marking that will make it easy to see which containers can be returned for a refund. A number of drink containers will not be eligible for a refund under the scheme. These include · plain milk containers · glass containers which have contained wine or pure spirits · large containers (1L or more) which have contained flavoured milk, pure juice, cask wine or cask water · cordial or vegetable juice containers · sachets above 250ml which have contained wine · registered health tonics. All containers that are smaller than 150mL and bigger than 3L will not be eligible for a refund. n investigation into how topsoil contaminated with asbestos found its way onto Warwick's Collegians Junior Rugby League field and the oval at Warwick Central State School continues this week. As reported online last Friday, information on the topsoil from an as-yet unidentified "third party" was given to the Collegians club on Tuesday 14 August. Club officials contacted authorities and cordoned off the playing field, with inspections on the Friday confirming the

presence of asbestos. The same day asbestos was detected on the Warwick Central SS oval which was likewise secured. Saturday's junior football fixtures were played at the Warwick Cowboys' Father Ranger Oval. A spokesman for Worksafe Queensland - the State Government agency which regulates asbestos - told the Free Times this week it was working with the Department of Education and the Collegians club in investigating the matter, The Free Times asked Worksafe

"The Department of Education continues to take the advice of the specialist consultants, contractors and technical experts from the WHSQ Asbestos Unit on this matter. "The Department's chief health advisor on asbestos will be available at the school this week for a parent information session." Similar testing was carried out at the Collegians playing field. It is not known when it and the Warwick Central SS oval will be cleared for use. The Warwick and District Junior Rugby League this week announced the major and minor semi-finals will be held at Stanthorpe's Sullivan Oval this Saturday and the preliminary finals at Father Ranger Oval on Saturday 1 September. The grand final will still be held at Redmond Park at Goondiwindi on Saturday 8 September. There have been 16 prosecutions for mishandling of asbestos successfully brought against Queensland businesses and individuals by workplace health and safety authorities since 2014.

Warwick-based Kevin Jeffery runs his firm Asbestos Removal Queensland - and is a government-registered asbestos assessor and inspected the Collegians field last week and took soil samples for testing. He told the Free Times the "fragments" he found were "thumbnail-sized" and therefore impossible to breathe in, as well as

being "old and very weathered". He is strongly of the view that any risk is unnecessary and unacceptable, but said the likelihood of junior footy players inhaling small asbestos fibres - as opposed to larger fragments - was very low. "Obviously you've got a lot of movement on the field creating air movement when the kids are running on the surface," he said. "As to the risk factor nobody can say there's absolutely no chance of exposure whatsoever. "But I think in this instance the risk of inhaling fibres would be extremely minimal. "Playing fields are generally kept fairly moist which would also decrease the risk of airborne fibres. "I think the kids would be at more risk of being injured by playing footy. "When you're dealing with an external or an outdoor environment, air monitoring rarely picks up fibres, they're microscopic and not visible to the naked eye. The Free Times also spoke with Sydneybased lawyer Tanya Segelov, who's been dealing with asbestos-related medical claims for the last 20 years, and was a founding member of the national Asbestos Safety and Eradication Council. She declined to be drawn on the likely risk level to junior footy players or students at Warwick Central State School but said it was "insane" that children were being placed at risk of exposure "in 2018". "You can't say there's no risk - there's no threshold for exposure to asbestos," Ms Segelov said. "Some people contend that children have a greater risk because of their smaller lung capacity.

"All of us have a three per cent lifetime risk of exposure to asbestos. "For those unlucky people who develop an asbestos-related illness they've often been exposed as a child, such as during home renovations when dad's brought down a shed wall or something like that, and they've picked up asbestos and played with it. "So it can in some cases be a very small exposure. "There's certainly no way I'd be letting my kid play footy (on that field). "Any exposure should be avoided." Ms Segelov said it was "really difficult" to theorise about how the topsoil used at the Collegians field and the Central State

School oval became contaminated with asbestos, but said prior to the introduction of regulations for asbestos handling in the early 2000s big companies dumped asbestos "all over the place", including sites that later became children's playgrounds. ● An average of 4000 people die from asbestos-related diseases such as mesothelioma and lung cancer - in Australia each year, and the trend is increasing. In many cases the symptoms appear years - often decades - after exposure. ●

NOT-FOR-PROFIT LEFT FUMING OVER FEE BY JEREMY SOLLARS The Stanthorpe Sports Association (SSA) has blasted the Southern Downs Regional Council over its refusal to waive a $1730 building application fee for a new announcer's box the SSA installed at the council-owned McGlew Sporting Complex at a cost of $30,000. The SSA wrote to the council in mid-July asking for a waiver of the fee, pointing out that the new announcer's box represents a $30,000 improvement by the not-for-profit group to a council-owned facility. Funding for the announcer's box came from a Gambling Community Benefit Grant. The SSA's letter was sent to Councillor Yve Stocks, who is the Portfolio Councillor for Events, Sport and Recreation, but the reply to the SSA dated 14 August came from the council's chief executive officer David Keenan. Mr Keenan told the SSA the council provides non-profit organisations with a 50 per cent discount on building approvals and that "feedback" from such groups around the region "has been in support of this incentive from Southern Downs Regional Council". Mr Keenan stated in his reply the SSA's request for a waiver had been "discussed" by councillors, who had agreed not to grant it and to "maintain" the 50 per cent discount. The CEO also stated that "other private businesses" issue building approvals "and it

Writing on behalf of the SSA, its furious president Col Britton fired back a second letter, this time to Mayor Tracy Dobie and the councillors, reminding them the SSA has "for many years been significantly improving council owned facilities at little or no cost to council". "If you wish me to believe that other not for profit groups enjoy and agree to paying fees that is an absolute cover up of the truth, I don't know of any not for profit that feels it

should be paying to improve council owned facilities," Mr Britton wrote. "The CEO's comment around private business has no bearing on the issue of why not for profit organisations should be working their butts off in their spare time to improve facilities for the community on what is council owned land and in my opinion already a council responsibility. "It is just embarrassing that council allegedly has made claims it has $50 million in the bank but will not encourage the community who is saving the council millions of dollars by proactively improving

council facilities at no cost to the council." The SSA was forced to pay the $1730 up front but will receive half of that amount back, with Mr Britton pointing out that even $865 is a "significant amount" for a not-forprofit community group. Mr Britton also asked for details on when the discussion between councillors about the SSA waiver request took place, as he could find no record of it in council meeting minutes. The SSA is now awaiting the council's further response. ●

COUNTRY CHARM APPEALS TO COUPLES BY JEREMY SOLLARS One of the most picturesque churches on the Southern Downs is promoting itself as a wedding venue for city couples wanting to celebrate their nuptials in the country. Historic St David's Anglican Church at Allora has been the scene for the weddings of several out of town couples in recent times - after not having hosted a wedding for the last four years - and is actively marketing itself to both metro dwellers and locals alike intending to tie the knot. With the local population ageing and church-goers fewer in number than in the past, the idea is seen as a way helping to promote 'The Best Little Town on the Downs' and to support local businesses, including hair and beauty services, caterers, florists and photographers. The idea is the brainchild of church warden Linda Sharman-Bowman, who herself was married in the church in 2010. St David's Anglican Church at Allora has the reputation of being one of the finest wooden country churches in Queensland. The Foundation Stone for the church was laid by the Bishop of Brisbane, Bishop Webber, on 5 August 1887. The architect was F D G Stanley, who also designed the pews. The builder was local carpenter William Gillam of Spring Creek - the contract price was 800 pounds The interior walls are beech and the internal fittings are cedar. Australian Digital Health Agency CEO Tim Kelsey said the implementation of My Health Record nationally this year will deliver a system that provides universal functionality, clear and concise content and, critically, a safe and secure clinical health service for all Australians. “My Health Record can reduce the risk of medical misadventures by providing treating clinicians with up-to-date information,” Mr Kelsey said. My Health Record enables important health information including allergies, medical conditions, treatments, medicines, and test reports to be securely shared between clinicians and their patients. It also allows people to take more control of their own health and wellbeing, manage their children’s health, and upload key documents, like advanced care directives. Every Australian with a Medicare or Department of Veterans’ Affairs card, will be offered a My Health Record, unless they choose not to have one. During the opt out period, individuals who do not want a record can opt out by visiting the My Health Record website or by calling 1800 723 471 for phone based assistance. CRICKET A WELCOME DISTRACTION This week's column comes direct from Emerald and day six of the 12 day Wanderers annual tour. Warwick lads Mitch Darton and Pat Bourke have settled into the routine of the travelling circus well and have had their share of success on the cricket pitch. The Wanderers team has won three from three as they head into today's game at Emerald. Mitch Darton has bowled well taking five wickets to date. Pat Bourke showed the Tambo boys how it's done with a slashing top score of 56 in the game there. To see up close and personal how damaging the drought is in these areas has been a real eye opener for the all of touring party. Despite all the heartache what shines through is the amazing resilience of not only the farmers but also the rural communities we have visited. It also brings home how important sport is to these people. I never cease to be amazed at the distances players and supporters travel to play in these games. They then stay on for a few drinks and a bit of well earned socialising before making the long trek back to properties to feed their stock. It reminds me that while we haven't been able to deliver the much needed rain, this tour has certainly brought a little light relief to a bunch of people who deserve a whole lot more and our unqualified support. In the meantime, "Back on the Bus" there's another game to umpire. - Casey HARD ROAD FOR WATTLES AFTER THRILLER Despite only losing one fixture match this season Wattles now find themselves having to do it the hard way to get to the TRL grand final. They face a sudden death playoff against the in-form Highfields Eagles after their loss to arch rivals Valleys in a thrilling Major Semi Final at Glenholme Park. In a game worthy of any grand final Valleys booked a place in the TRL big dance for the first time in six years. It was a match that had everything both sides showed they were prepared to put their bodies on the line. It was full of twists and turns and had the big crowd involved and on the edge of their seats and on their feet as momentum swung from one team to the other. Valleys Captain Coach Brett Seymour showed his sides intentions early in the game when he nailed a 35 metre penalty kick to take a 2-0 lead. There was desperate defence from both sides and some sensational attacking raids. The opening try of the game came when Wattles Ty Gardner scored what looked to be a soft try. Matt Duggan added the extras and a 6-2 lead. Valleys picked up another penalty and added two points to narrow the gap to 6-4. Little did anyone realise how important the decision to take those two penalty goals would be. The momentum swung Valleys way and with it the lead when winger Matt Hawkins scored. As the half time siren sounded Wattles winger Braydon Wilson scored a spectacular try in the corner to send his team to the break up 10-8. It was the try of the match. It was 18 year old Rooster, Richard Murray who broke the deadlock. He scored after some great work by player of the match Corey McGrady to give the lead back to Valleys (12-10) Wattles weren't done with, but it was McGrady who scored to give Valleys an 1810 lead with 20 minutes remaining. Duggan and Burns showed all of their experience as they battled to get Wattles over the line. Finally there was reward for the effort when centre Nick Van Der Pool got the Warriors within two points. In the final minutes, the game was still being played at a cracking pace as Wattles threw everything at the opposition. Valleys were reduced to 12 men after Hugh Sedger was sent from the field for off for back-chatting the referee. Wattles made one last raid downfield as the full time siren sounded but when the final pass went to ground Valleys had held on to win a corker 18-16. After the game Wattles coach Travis Burns admitted that mistakes and the failure to take advantage of opportunities along with inexperience in finals footy had cost his side the game. He said he believed there were some good lessons his side will take into this weekends must win clash against the Eagles. Highfields Eagles blew the 2017 premiers Dalby off the park with a 42-0 nil win in knock out semi-final. It sets up what will be an intriguing Preliminary Final this Sunday between Wattles and Highfields. One player who seemed to find the conditions to his liking was Scott Constable. Constable recorded a marvellous par 72 round. He played the front nine marginally better than the back nine scoring 23 points going out and came home in 17 for a winning score of 40 points. No surprise that he collected the balls for the Pin shot at 17 and the Pro Pin at 5/14. Alan Kerr who played in the same group also had a good round keeping the pressure on Constable all the way. Kerr was rewarded for his round with the runner's up prize after returning a score of 38. Other pin shots went to Brendan Barker (3) and Rick Chapman (12). The remaining pro-pins were won by Matt Waterworth at 1/10 and Darryl Boekholt at 9/18. In the run downs Mark McCosker (37), Ricky Chapman (36) and Billy Webb (36) each picked up a ball on what for most was a tough day. Annelle Batterham returned to the winners circle in the Ladies event after posting34 points for her round. Nikki Waterworth finished two points back to claim the runner's prize and held the ladies' pin at three. In the tough conditions it was Linda Kelly who had best approach at 17. This weekend sees another month end rolling by and that means an end of month Medley 4BBB Stableford sponsored by Howard and Sons. It is a shotgun start commencing at 11.45. Players will be hoping for kinder conditions this week and should be registered with the starter by no later than 11.30am so tee positions can be allocated. STANTHORPE OUT OF THE RACE IN A THRILLER The Stanthorpe Gremlins suffered a heart breaking loss to Pittsworth in the knock semi final of the TRL Clive Berghofer

Second Davison competition in week two of the finals. Just five minutes into the game Stanthorpe opened the scoring with a try to one of their most consistent all season, Jake Burnell. A successful conversion by goal kicker Michael Marini gave Stanthorpe 6-0 lead. Pittsworth hit back with a converted try and it set the scene for what was a tight game. As the game shifted from end to end, Stanthorpe wrestled back the lead when Matthew Murphy scored. The conversion was unsuccessful and the Gremlins led 10-6 with plenty of time left to play in the first half. Pittsworth returned serve and a converted try had them with their noses in front 12-10. The teams went to the half time break locked at 12 all after Michael Marini kicked a penalty conversion. Pittsworth flew out of the boxes in the second half and after just eight minutes had scored twice and the score shot out to 24-1 in their favour. Matthew Hendry showed all of his experience when he scored to get Stanthorpe back into the game. When Jake Burnell crossed for his second and Marini converted the margin was suddenly reduced to two points and it was game one. Michael Marini ensured it was going to be a thrilling finish when he converted a penalty to lock up the scores at 24 all. As both sides threw everything into the final minutes of the game Pittsworth's Jake Morris scored the winning try to break the deadlock. Pittsworth were able to repel the attacking raids of the Gremlins in the finals minutes of the game to clinch a 2824 win and their place in this weekend's Preliminary final. The Stanthorpe players were devastated after the game but can hold their heads high after a great opening season in the competition and having come so close. Stanthorpe Coach Gary Skimmings said post game that although simple mistakes killed them he was very proud of his side. With many of the players still in high school it has been a steep learning curve for a predominantly young side that has performed well, often against older more experienced players. Stanthorpe maybe out of the final's race but look to have found its niche in this competition and although disappointed are sure to be back next season bigger and better. Well done to the players and all concerned for their hard work to keep rugby league alive in Stanthorpe COWBOYS GALLOP INTO SECOND DIVISION GF The Cowboys booked their place in the Grand final of the TRL Second Division competition last weekend with a 28-22 win over Gatton at Glenholme Park on Sunday. Winger Dale Lee scored two tries in the Cowboys win while fullback Aden Howard was one of the best for the Cowboys. The Cowboys took early control of the ruck setting a great platform for their back line. The Cowboys now have a week off while their eventual opponents will be decided this week after the game between Gatton and Pittsworth. The 25 players who were available for the Major semi are expected to line up on grand final day (September 2nd) despite centre and club president David O'Leary suffering a dislocated finger in Sunday's game.
