MORE TO LOVE The editor’s desk I paid a visit to the small community of Dalveen for this week's cover story on de-amalgamation (see pages 4 and 5). Dalveen is an interesting case study - it was originally part of the old Rosenthal Shire which, along with Allora and Glengallan, eventually became part of the former Shire of Warwick. This tight-knit community sits roughly halfway between Warwick and Stanthorpe, but it seems clear Dalveen people identify far more with Stanthorpe than they do with Warwick, as a 'community of interest'. If the results of a recent petition signed by locals are any indication, should Warwick and Stanthorpe deamalgamate Dalveen would almost certainly become part of the proposed new Granite Belt Council, and more strength to them if that is the case. We are 10 years on from the amalgamation - or should that read 'forced marriage' - of the former Warwick and Stanthorpe Shires. Has it been a success? I think the majority of people in both communities would say no, but concerns do exist about the costs to all of a split. In any case, the Granite Belt Community Association is about to complete its business case in favour of de-amalgamation and I congratulate them on their efforts to date to progress the campaign. CHRISTMAS DOWNTOWN A PARTY The Warwick Chamber of Commerce Inc will launch 'Christmas Downtown' in the Warwick CBD tomorrow night, Friday 7 December, with a family-friendly street party 'Turning on the Lights' at the Warwick Post Office from 6.15pm. The community event will feature some 60 festively-decorated street trees by local businesses and community organisations along Palmerin Street between Percy and Fitzroy Streets. The theme for the main street trees this year will be a traditional colour palette of red, green, white, gold or silver and will be on display until Thursday 27 December. Chamber members Robyn Fraser and Kay Martin (pictured with Chamber president Julia Keogh) have formed a dynamic duo bringing together this creative celebration for the festive season. Chamber President Julia Keogh said it was a credit to their hard work and the wonderful response from both main street
businesses and community organisations to see such a positive outcome for the project. The Street Party and 'Turning on the Lights' in front of the Warwick Post Office
festivities will be from 6.15pm to 8pm tomorrow night, with Mayor Tracy Dobie officiating. Julia Keogh praised Warwick Post Office
Manager Jeff Clark's involvement in the project, with the sandstone Post Office building primed to shine during the month of December. Several acts will perform including The East Street Singers, The WUPPIES, the Warwick Central State School Combined Choir and the Fern Brothers. Rotary and Warwick East State School P & C will run a sausage sizzle and food stall on the night, and there will be free facepainting for the kids. To help with catering purposes, please head to the Warwick Chamber Facebook page to register your attendance at the event. Entertainment and food will be available from 6.15pm with the official launch at 6.30pm. There will also be a surprise visitor from the North Pole making a special appearance to see the young and young at heart. For more information contact Julia Keogh on 0438 665 440. ●
NEW COUNCILLOR COMPLAINTS OFFICE BY JEREMY SOLLARS The Office of the Independent Assessor started work this week as the new body to receive, assess, investigate and prosecute complaints about councillor conduct in Queensland. As of Monday the office took on approximately 60 current complaints that are under investigation or are awaiting assessment. Monday also marked the start of the State Government’s new Code of Conduct for Councillors to enforce higher standards of behaviour from local government representatives. Local Government Minister Stirling Hinchliffe welcomed the OIA which is headed up by respected crime investigator Kathleen Florian as the inaugural Independent Assessor. “This is the start of a new era of
accountability, integrity and transparency as we rebuild the community’s faith and trust in local government,” Mr Hinchliffe said. “The Independent Assessor has the power to investigate and determine genuine complaints more effectively and efficiently while being able to quickly dismiss vexatious complaints. “The new Code of Conduct has a strong focus on the three ‘R’s - that councillors carry out their responsibilities conscientiously, they treat people in a respectful way and ensure their conduct does not reflect adversely on the reputation of the council.” The Code is backed by a range of penalties including reprimands, orders for counselling and reimbursement of costs. Ms Florian said the OIA’s job is to hold councillors who would commit misconduct to account, for the benefit of the community and the benefit of all councillors who are
trying to do the right thing. “It will be my priority to resolve the transition matters and ensure that the councillor conduct system is effective, timely and balanced,” Ms Florian said. “With new powers to address early complaints that are vexatious, frivolous or not in good faith, the focus of the OIA will be on complaints of more serious allegations of misconduct.” The OIA will work with the new Councillor Complaints Tribunal and the Department of Local Government, Racing and Multicultural Affairs to provide councillors with advice, training and information. The Code applies to all Councils, except Brisbane City Council which has a separate Code. For further information visit www.oia. qld.gov.au ●

Hands up for Stanthorpe – Dalveen locals (from left) Karen Steinhardt, Nathan Parkes, Judy Wills and Jo Anderson at the bar of the Dalveen Sports Club, part of the community’s hall. The timber bar top was made by much-loved former local Neville Pierpoint. Cover photo – the group of locals on the steps of the Dalveen Hall, one of the community’s main hubs and gathering places. Dalveen also has a very active CWA and Rural Fire Brigade and numbers at the primary school remain consistent, with eight new families calling Dalveen home in recent times.
'ON WITH THE SPLIT', SAYS DALVEEN BY JEREMY SOLLARS
A
s the campaign for de-amalgamation of Stanthorpe and Warwick continues to gather steam, one small community in the region has made it clear where they stand on the subject. Dalveen - population a few hundred - sits roughly at the geographical halfway mark between the region's two largest towns but there's no sitting on the fence down their way. The village and surrounding district was originally part of the old Rosenthal Shire and so became part of the new Shire of Warwick when Warwick City was
amalgamated with the former Allora and Glengallan Shires in the early 1990's. But when it comes to a 'community of interest' the consensus in Dalveen is that they identify with Stanthorpe and not Warwick - and wish to be part of a proposed new Granite Belt Council, should deamalgamation get the go-ahead. It's nothing personal, it's just that the locals see their village as the 'gateway to the Granite Belt' and Stanthorpe is where they shop, where their kids go to high school and play sport, and where they visit the doctor and the dentist. And it's where the emergency services come from when they're needed - and
Dalveen even celebrates Stanthorpe Show Day. Dalveen folk are also fiercely proud of their district and the close ties that bind it, helping each other out when times are tough like any self-reliant country community. As Karen Steinhardt - one half of the crew which runs the Dalveen Post Office puts it in simple terms, "We're the beginning of the Granite Belt, not the back end of Warwick". Dalveen locals hadn't given deamalgamation a lot of thought until fairly recently, assuming they would find themselves lumped back in with Warwick if the council split eventuates.
But when the Granite Belt Community Association - which is spearheading the de-amalgamation campaign - circulated a petition a few weeks ago asking locals for their views things began to get real. Around 120 locals ticked the "yes to de-amalgamation" box on the petition and while a minority remain sceptical and believe a split could cost them dearly when it comes to rates and charges, the majority of Dalveen residents want Stanthorpe to go it alone - and they want to be a part of it. "Geographically we're part of the Granite Belt," says local Nathan Parkes. "It would make logical sense for Dalveen to be part of a new Stanthorpe or Granite

Belt council - we're the start of the tourist route and the 'fruit run'. "We're surrounded by the horticultural industry, which employs many of our kids. "The petition got a really good response in a pretty limited time and everyone who signed it was in favour (of deamalgamation). "There are some in the community who are worried their rates would go up and they're not in favour, and their opinion is respected. "But at the end of the day as a community we identify with Stanthorpe and not Warwick." Jo Anderson agreed, saying if Dalveen people were asked where they were from when visiting out of town the answer is "near Stanthorpe". While the pro-Stanthorpe sentiment is strong, Dalveen residents do have a few gripes with the current Southern Downs Regional Council, one of them being the council's plan to charge visitors for camping in Dalveen's Jim Mitchell Park. The community fought the proposal and
The Dalveen Hall - home to the Dalveen Sports Club, the district's main social venue - also needs structural work to the roof and painting, with funds not yet allocated by the council despite requests. The Hall is used at least once if not twice a week and is a venue for parties and wedding receptions - and low-cost meals on Friday nights are popular, along with the bar. The Post Office - run by Karen Steinhardt and Judy Wills - is another key gathering point. Ultimately though, community spirit is what unites Dalveen. "I've lived all over Australia but I've never lived anywhere quite like Dalveen," Karen Steinhardt says. "It's just a great little community - we all look after each other." • The annual 'Dalveen Christmas Tree' will be held next Saturday 15 December at the Dalveen Hall from 6pm, with a barbecue and visit from Santa. Entry is $10 for adults and children over 12, $5 for kids under 12. All are welcome. ●
eventually won, with the council relenting but also installing timber bollards in the non parkland- designated open space beside the park, in what locals saw as a rather mean-spirited move to stop campers using that area. "We woke up one morning and here's these bollards," Judy Wills said. "Someone took to a few of them with a chainsaw as a protest and the council then brought in a mobile security camera to try and catch them in the act. "Who knows what that cost. "People from out of town who camp (in the park) spend money here in Dalveen, and it's also a road safety benefit for driver fatigue, which is how it started out. "We wanted the park to remain open and welcoming. "The land for Jim Mitchell Park was donated by a local and it was locals who developed it." There's also been unhappiness over the closure of the Dalveen waste facility, not to mention the removal of a sign on the highway welcoming travellers to the Granite Belt.
The Granite Belt Community Association (GBCA) says it will deliver a detailed business case on de-amalgamation to the Queensland Government by the end of this year. The government has said that if the business case stacks up - and de-amalgamation will not financially disadvantage the Stanthorpe community - the matter will be put to a region-wide vote. In other words, all residents of the current Southern Downs Regional Council area would get to say "yes" or "no" to a return to separate Warwick and Stanthorpe/Granite Belt councils. GBCA president Rev Alan Colyer told the Free Times the group is "pleased with the progress of our investigations and we thank Lawrence Springborg and the Project Steering Committee for their efforts". "The committee remains positive but there is still a long way to go and a number of steps still have to be achieved," Rev Colyer said. "Council have been open to our requests for information and have provided consultant David Spearritt with the information required to put the financial analysis together. "We are very thankful to Mayor Dobie and staff for their openness through the process." Rev Colyer said the GBCA will hold a "public address" next Tuesday 11 December from 7pm at the Stanthorpe Showgrounds. "There will be a briefing on the study and on the next steps going forward," he said. "On behalf of the GBCA I would like to thank all the wonderful people in our community who have put their signatures and donations behind our efforts to create a new Granite Belt Council. "To date we have raised $60,636.17 from 212 individuals and groups. "This is an impressive show of community support and the desire for a Granite Belt Council. "We are humbled by their support and are working hard to make sure that we present a professional Business Case Proposal that all can have confidence in." ●

INTERNATIONAL AWARD FOR MILL The Piano Mill at Willson's Downfall just across the border from Stanthorpe has been recognised internationally with the award for Completed Buildings - Culture, at the World Architecture Festival in Amsterdam. The Piano Mill won out of a field of 15 shortlisted structures, which included cinemas, museums and China's Zhuhai Opera House. The judges described it as "a prime instrument in an orchestra of trees." Nestled in the forest on Harrigans Lane at Willson's Downfall, near Stanthorpe, The Piano Mill is a unique architectural feature, homage to the musical history of outback Australia, and an "outrageous" musical instrument all in one. A square structure clad in copper, it was designed by architect Bruce Wolfe (Conrad Gargett) and is purpose-built to house sixteen pianos - eight on the first level and eight on the mezzanine. The walls consist of large-scale louvers, which can be opened and shut to alter the Mill's acoustic. Sixteen pianos were sourced from the Brisbane, Stanthorpe, Warwick and Toowoomba areas. Many are quite serviceable, and even reasonably in tune, while a few are more dilapidated, with wonky keys and bung notes. Wolfe's concept was that the pianos be kept in their original, "found" state, to evoke the weathered sound of the outback. To launch The Piano Mill, composer

NEWS FIRE SAFETY FINES A pair of Stanthorpe locals has been handed $23,000 in fines after a Queensland Fire and Emergency Services (QFES) investigation uncovered illegal budget accommodation practices. QFES last month successfully prosecuted Jack Cheng-Chieh Huang and Chia-Ming Lu in separate matters for a string of building fire safety offences at properties they managed in Stanthorpe. Stanthorpe Magistrates Court heard that both men failed to install suitable safety measures to account for the number of people living at their properties. Mr Huang was fined $17,000 plus costs after pleading guilty to 22 breaches of the Fire and Emergency Services Act 1990 and Building Fire Safety Regulation 2008. Mr Lu was handed a $6,000 fine plus costs after pleading guilty to 10 breaches of the Act and Regulation. In both cases, Mr Huang and Mr Lu failed to maintain a fire exit to standard, neglected to install emergency lighting and early warning systems, and did not prepare fire safety management plans. QFES Commissioner Katarina Carroll said she welcomed the ruling as a win for public safety and for law-abiding accommodation providers. "Building fire safety requirements are in place to protect lives and property," Ms Carroll said.

Warwick is seeking memories and memorabilia from former students and teachers as it plans celebrations for its 150th anniversary in 2020. Members are also being sought for the organising committee which is coordinating planning for the event.
Motorists were last week given a headsup ahead of the Christmas holidays about a two-week program of random vehicle inspections across Queensland by officers from the Department of Transport and Main Roads (TMR) which began last Saturday 1 December and continues until Friday 14 December. TMR Director General Neil Scales said 'Operation Safe Vehicle - Holiday' aimed to keep motorists safe by increasing road and vehicle safety understanding. "We want to ensure everyone is safe on our roads, especially during the busy holiday period," Mr Scales said. "This operation is about reducing mechanical-related crashes by making drivers and owners more aware of any safety concerns with their vehicle before travelling these holidays. "This initiative takes place four times a year, during or in the lead-up to school holiday periods." Mr Scales said almost 4000 vehicles were intercepted and inspected across Queensland this year as part of these operations. "Transport inspectors will ensure vehicles comply with safety standards and legislation, with an emphasis on windscreens, lights, tyres, brakes, steering and suspension," he said. "Safety checks also include condition and visibility of number plates." ●

NEWS
WALLS SAND & GRAVEL PTY LTD WALLS CONCRETE PTY LTD Walls have been residents of the Southern Downs for nearly 30 years and during this time our total focus has been to build a family-owned, sustainable business that primarily serves the local communities of the Southern Downs Region.
ZONTA BREKKIE
In 1993 we discovered and developed a quarry at Braeside. The vast reserves of several types of rock with direct access to a federal highway should have ensured that the Southern Downs was well served for generations to come and on the back of this we purchased a landscape yard and land in Warwick and a yard and concrete plants in Stanthorpe, investing heavily in the local area.
The Zonta Club of Warwick and Warwick Safe Haven will hold a 'Say No To Violence Against Women' breakfast at Warwick Gardens Galore this Saturday 8 December, with a 7pm for 7.30pm start. The special guest speaker will be popular Brisbane journalist Kathleen Noonan, who is chair of 'Second Chance', a charity that supports atrisk women and children in domestic violence shelters. The breakfast events marks Zonta's global '16 Days of Activism' on domestic violence. Tickets are $25 per person and are available from Style Shoes and Olsen's Home Hardware by Thursday 6 December. Are you experiencing domestic violence or abuse? Help is available •DVAC(businesshours)-46421354 •dvConnect(24/7)-1800811811 •MENSLINE-1800600636 •Women'sLegalServiceHotline- 1800 957 957
Unfortunately there was never a confidence indicator ever shown by either the local council or state government departments and we have always been treated as a backup supplier. This was further highlighted by the council giving approval for another quarry to open right next door in 2003 and hindering our attempts to build a concrete plant in Warwick itself to compliment our other businesses. After 10 years of operation, the Gold Coast owner of this quarry is now seeking permission for a “Material Change of Use - Development Permit for High Impact Industry (Concrete Batching Plant)” at her quarry. Recently the Warwick Daily News did a free advertisement (in the form of two articles) for this project and painted a picture that is completely untrue i.e. less traffic, more employment, training, etc. The statements need to be clarified if this company is going to provide the same service Walls do. What she has failed to say is that there are already three concrete plants in the area providing concrete to the local community. Our concrete plant does not cause large volumes of trucks to drive through town to deliver supplies. How she is going to serve all the towns and surrounding local communities when they will have to travel 20kms to Warwick and 37kms to Stanthorpe with all of the loads, both large and small is anybody’s guess. Surely if this was such a great idea then the large, established players in this industry would have already done this. In towns throughout Australia they have their quarries and then build their concrete plants in the towns where the product is needed. She has also failed to share with the community that during a court case in 2004 she was ordered to complete roadworks on the New England Highway to ensure the safety of users of this road and this work has still not been done. Over the past decade, despite the highway getting busier, their latest traffic report claims that these roadworks still aren’t necessary. They openly state in the report that they are basing their expected sales at 50,000 tonnes (25,000m3) of concrete. They predict that 85% (21,250m3) of that will go to Stanthorpe yet this market is only 8,000-10,000m3/annum. This would mean they would take the entire Stanthorpe area concrete market from us (plus more – where do they get their figures from?), therefore wiping us out. Why wouldn’t they set their sights on the larger Warwick concrete market? In our eyes this is not fair competition and we ask for the communities support. This will be another example of the Southern Downs Regional Council letting the people of Stanthorpe down, showing preference to outside big business. Where will the local communities be without a local landscape yard or a concrete plant? We predict that once this quarry has annihilated us that they will have free rein over how and who they supply and at what cost.

COMPOST RULING
No planning permission has been given by the council yet but they have already built the concrete plant, bought trucks and employed staff. Do they know something that we don’t? The Warwick Daily News article suggests they have prior approval. Objections or constructive comments to the Southern Downs Regional Council or MP would be appreciated. The public consultation period finishes on Friday 7th December 2018. Any further information on the planning application can be found at the online services section on the Southern Downs Regional Council website at https://onlineservices.sdrc.qld.gov.au/eProperty/ P1/eTrack/eTrackApplicationDetails.aspx?r=P1.WEBGUEST&f=$P1.ETR.APPDET. QFF President Stuart Armitage said farmers recognised the need to improve soil structure and supply organic nutrients. "While many farmers have amended their soils and improved soil quality through the application of their ownmanufactured composts, the sector has never had a clear exemption for this common-senseactivity,"MrArmitagesaid.
Queensland farmers can continue using composts and other organic products on farm following continued advocacy by the Queensland Farmers' Federation (QFF)andindustrymembers. After a three-year review of the regulated waste classification and the waste-relatedEnvironmentallyRelevant Activity frameworks, the Department of EnvironmentandSciencespecifieda clear exemption for on-farm composting within the waste management licencing framework.

FIREFIGHTERS TAKE ON AN EPIC BATTLE... A bushfire at Karara west of Warwick which at one stage threatened safety and property had been contained at time of printing of the Free Times this week. As bushfires devastated parts of Central Queensland last week our own fire crews battled over several days to prevent the fire from reaching Karara's residences, including last Sunday when emergency evacuation was being considered. A change in wind direction late last Sunday afternoon at that time reduced the fire's threat but residents were still being warned this week to remain vigilant in case the situation again deteriorated. A 737 aircraft dumped 15,000 litres of water on the fire which also helped to slow its progress. As of Tuesday of this week the fire had been downgraded to 'advice' level by Queensland Fire and Emergency Services (QFES). The fire travelled from Strathyre Road towards the Toowoomba-Karara Road and Millmerran Road. A QFES statement on Monday said residents need to "keep up to date and decide what actions you will take if the situation changes". "People in the area will be affected by smoke, which will reduce visibility and air quality," the statement said. "Call Triple Zero (000) immediately if you believe you or your property is under threat." · If the situation changes updates will be posted on the Free Times website at www. freetimes.com.au and on our Facebook page...
SUMMER OUTLOOK ... Most of Australia is likely to see a hotter than normal summer period, according to the Bureau of Meteorology's 2018-19 Summer Outlook released last week. The Bureau's manager of long-range forecasting Dr Andrew Watkins said the outlook showed most of the country had an 80 per cent chance of exceeding normal temperatures over the next three months. "Summer in Australia typically brings hot temperatures for many communities and the outlook indicates this summer will be no different," Dr Watkins said.
Home safe... Photos: Karara Rural Fire Service "We've already seen extremely hot temperatures through parts of north and central Queensland in recent days and this should act as an important reminder of the kinds of conditions we can get during an Australian summer. "In terms of rainfall, the outlook shows a drier than average three months is likely for large parts of Western Australia, Queensland and the Top End of the Northern Territory. "For the rest of the country there is no strong push indicating wetter or drier than average conditions. "Having said that, locally heavy rainfall events similar to what we have seen in New South Wales in the last two days are always a possibility during summer, no matter what the outlook is showing." The Bureau's ENSO outlook remains at El Nino alert, meaning the chance of an El Nino forming in 2018 is 70 per cent, roughly triple the normal risk. An El Nino typically brings drier and warmer conditions to eastern Australia but the rainfall effects tend to be less pronounced in the south during summer months. The Bureau's spring summaries will be released on Monday, 3 December but
Karara volunteer firefighters and scores of others from across the region battled the Karara blaze at its height last Sunday.
Rural residents and those near bushland across the Southern Downs and Granite Belt regions are being urged to be conscious of the current bushfire risk. preliminary figures show its likely to be one of the 10 warmest springs on record for the country as a whole. Rainfall during spring has been a mixed bag with above-average rainfall through southern Western Australia (apart from the southwest), most of
the Northern Territory, northern and western South Australia, small areas in southeast Queensland and northeast New South Wales. Victoria and Tasmania are currently on track for one of the 10 driest springs on record respectively. · To find out more visit www.bom.gov.au ●

NEW FREE BREAST SCREENING PUSH Former Southern Downs resident Janine Hills is a strong advocate of regular mammograms. Southern Downs women are encouraged to get a free mammogram while the mobile breast screen van is in town this month. The mobile service will operate from Warwick Hospital until Thursday 20 December. Former Southern Downs resident Janine Hills is urging all eligible women to take advantage of this opportunity, after a BreastScreen mammogram saved her life. "My younger sister, Noela, died from advanced metastatic breast cancer in 1987 at just 32 years of age, and before she passed she asked me to pledge to regular breast screening," Ms Hills said. "I started to get regular mammograms and in the 1990s a lump was found, which - thankfully - was diagnosed as a benign adenoma," she said. "I continued to get regular mammograms at Toowoomba BreastScreen and the mobile BreastScreen van in Warwick, but by the time I was almost 65, I was contemplating whether I really needed to go. "I decided to go to my next appointment anyway, and was glad that I did - my mammogram showed an abnormality, and further testing confirmed I had a DCIS, a form of non-invasive breast cancer." Ms Hills had surgery, completed radiation treatment in early 2016 and continues to be a strong advocate of regular screening. BreastScreen Queensland Toowoomba Service health promotion officer Alexandra Robbins-Hill said it was never too late for older women to book a mammogram. "We actively target women from 50 to 74 years old to have two-yearly screens, as the majority of diagnosed cases fall between these age groups, but we also urge women between 40 and 49 and over 75 to come in for a free mammogram," Ms Robbins-Hill said. "BreastScreen appointments only take around half an hour and they can save your life.
A BONUS FOR OUR BOB I was honoured to be nominated for the second time for the Queensland Community Awards in recognition of my work as the Town Crier for the Southern Downs. At the presentation dinner on Friday 30 November I was absolutely delighted to discover that once again a Stanthorpe winery provided over 300 people from all parts of Queensland, with an excellent variety of their wines. As proud as I am to represent the Southern Downs, to be able to talk about Granite Belt wines to all and sundry and see their reaction and appreciation was a wonderful bonus. Such sponsorship as theirs will increase the awareness of our area and encourage tourists to come and experience what treasures we have to offer. Well done, and thank you Hidden Creek Wines. COUNCIL SETTLES ON $8K TO SECURE BY JEREMY SOLLARS The Southern Downs Regional Council has accepted an offer of $8000 from the Stanthorpe and Granite Belt Chamber of Commerce to secure the environmental approvals for the proposed Emu Swamp Dam. Councillors voted on the matter in a confidential session of a special council meeting held last Monday 3 December. A council spokesman said councillors "resolved unanimously to enter into a contract with the Stanthorpe and Granite Belt Chamber of Commerce for the purchase of the Project Approvals resulting from the Environmental Impact Statement for the Emu Swamp Dam Project for the amount of $8000". "The Stanthorpe and Granite Belt Chamber of Commerce was present for the decision which, while listed in the confidential section of the agenda, was discussed in the open session of the Special Council Meeting," the spokesman said. Mayor Tracy Dobie said the purchase of the approvals "is an important step for the Stanthorpe and Granite Belt Chamber of Commerce to progress the irrigation project". As previously reported, the Chamber's $8000 offer is substantially below the council's original asking price of $1,501,980 as outlined in the tender documents, which the council had termed "cost recovery". The council put the approvals up for
Emu Swamp Dam Project Steering Committee Chair Brent Finlay. sale by tender in November in what was seen at best as a hopeful bid to claw back funds expended by previous councils on moving the dam project forward, and at
worst a grab for cash. This was despite the Chamber of Commerce - which is the 'proponent' for the dam and is finalising a business case
to secure State and Federal funding always being the only likely bidder for the approvals. Continued next page

FOCUS ON … Granite Belt Banter
EMU SWAMP DAM APPROVALS From previous page The Chamber of Commerce had previously pointed out that under Queensland law such approvals can be released free of charge to a non-profit group like the Chamber under "community interest" provisions. But the council deemed the approvals to be council "assets" which can be sold off commercially to the highest bidder, even though Mayor Tracy Dobie has made it publicly clear the council does not support Emu Swamp Dam. Cr Dobie has repeatedly stated the council will not help fund the dam's construction, even though its supporters have always conceded the project is beyond the financial scope of the council and would need State and Federal funds to be built. For its part the Chamber has made it clear the current detailed business case being prepared for the State and Federal governments has no reliance on any council contributions, but does factor in nearly $24 million from private farming family investors. In its tender document submitted to the council in late November the Chamber pointed out that a significant amount of funds have been expended directly by the community since as far back as 2007 to try and make Emu Swamp Dam a reality. The environmental approvals were granted to the council by the Queensland Government in September 2014 and were extended to include federal
approvals in November 2014. "In this nearly eight-year period significant funds, support activities and expertise were contributed in the development of the Approvals by State Government officers from the then DNR, QDPI and Dept State Development, State Government grants, private funds as well as ratepayer funds," the Chamber's tender documents stated.

"The costs were incurred by the council, representing the community, from annual expenditure and it is believed that the approvals were never classified as assets." The Chamber has completed its business case for the dam and has delivered it to the State Government. Approval of the business case by the State Government is the next step before federal funding can be sought. ●

"Consequently the Stanthorpe and Granite Belt Chamber do not believe the 'cost recovery' for disposal of the Approvals by just one party is equitable or morally correct. "The approvals were sought for the purpose of developing a dam and pipeline network, not for sale or cost recovery if the project did not proceed under the council's stewardship.

BACKPACKER TAX COURT CHALLENGE The validity of the Federal Government's controversial 'Backpacker Tax' was due to be tested in the Federal Court in Brisbane this week. A case against the tax - introduced in January 2017 - was initiated by Taxback. com, an international tax accounting firm that provides global tax refund and tax return services. Taxback.com says it has taken the action "on behalf of working holidaymakers from eight countries". "The company will be arguing that the tax contravenes non-discrimination clauses built into tax treaties that Australia has signed with the UK, the US, Germany, Finland, Chile, Japan, Norway and Turkey," a statement released by Taxback said. "These clauses prohibit unequal tax treatment of citizens from these countries, including working holidaymakers, compared with Australian nationals. "International tax treaties signed by Australia override domestic tax laws. Taxback.com Commercial Director Eileen Devereux said the purpose of the action was to protect the rights of foreign workers and Australia's reputation as a working holiday destination. "There are three reasons why we are arguing that the Backpacker Tax is fatally flawed," Ms Devereux said. "Firstly, the tax is discriminatory towards foreign workers. "Secondly, it is in breach of a number of Australia's international tax agreements.
"And finally, it also damages the international reputation of Australia's tourism sector." "The Backpacker Tax was brought in through the Income Tax Rates Amendment (Working Holiday Maker) Reform Act 2016. "The law, as it currently stands, imposes a higher rate of tax on foreigners who enter Australia and earn income on a 417 or 462 Working Holiday Visa, which are typically used by backpackers on a working holiday.
"In 2017 backpackers spent $920m in regional towns alone. "The overall contribution of the sector to the Australian economy is estimated at $3.5bn per year. "Australia has seen a decline in backpacker numbers in recent year, leading many regional farms and businesses to experience difficulties sourcing seasonal staff. "The tax is counterproductive as it hurts
Australian companies that need to fill job vacancies with these workers." The legal action was aimed at securing 'declaratory relief' from the Backpacker Tax for citizens of the eight affected countries - in effect, rendering them exempt from the tax. The case was due to be heard in the Federal Court in Brisbane by the close of yesterday, Wednesday 5 December. For updates visit www.freetimes.com.au ●

THE SPIN
FOOTY FARCE A BLIGHT ON GAME job. Buck has a great relationship with Justin Langer and would be a great asset to an organisation searching for credibility. Much like the CA organisation, I think the credibility of all those involved in the Broncos/Souths coaching fiasco has taken a huge hit. Meanwhile the people who pay their hard-earned and put their bums on seats week in and week out supporting these teams have been treated like Bunnies and copped a double-barrelled kick from some of the leaders and legends of the game. Pretty sad really. - Casey CRESTANI CRUSHES TENTERFIELD BOWLING RSL batsman Cameron Crestani scored an outstanding double century on Saturday at Sheehan Oval in the clash against Tenterfield. In a memorable innings he amassed an undefeated 206 in the 40 over game helping his side to an insurmountable total of 5/387. It had everyone searching to find the last double ton scored in a Stanthorpe fixture game and while they are rare it is not the first time the scorer has been kept so busy. Tenterfield won the toss and elected to send their opponents in to bat. Openers Curtis Allen and David Marino set a solid platform for a big total. Valleys were 53 when Marino was dismissed bringing

someone is seeing the ball that well. Captain Damian Anderson came to the wicket with the score at 2/196 and contributed 59 runs to the partnership which ended when Anderson was caught by Daniel Potter off the bowling of George Little. The run chase was already 330.There were a tick over five overs remaining and Crestani was still at the crease and having a field day. Charlie McCormack was run out adding just one to the total and the innings closed with Dave Burgess and Cameron Crestani at the crease. The score was 387 and Crestani not out 206. The only way to describe the Tenterfield bowling figures would be "not pretty".

Crestani to the wicket. In a good second wicket partnership Allen and Crestani moved the score along to 143 before Allen was dismissed on 93 just missing his ton. Allen's 93 came off just 49 balls and included 13 boundaries and four sixes. It was however overshadowed by Crestani's dominant performance. Dropped in the 50's Crestani made the most of his good fortune and pummelled the bowling attack. He was at the cease for 121 minutes and faced 105 deliveries as he smacked 20 boundaries and 13 sixes powering past his century and then double century. Crestani found plenty of support during his long stint at the wicket and faced the majority of the deliveries and why not when

We are several months away from the 2019 NRL season but frankly the circus surrounding the Bennett/Broncos/ Seibold/Souths saga has this fan seriously thinking of following ping pong or marbles if they are played in winter. I can probably find them on pay TV too, along with everything else you want to watch these days but that's a story for another day... What a sorry saga and blight on all of those involved and the NRL hierarchy for allowing such a farce to occur. Not one person or group involved in the mess has come out the other side smelling of roses. Of course there is currently a group of cricketers preparing for the first Test in Adelaide and the boffins at Cricket Australia who are dancing a jig as the coaching circus has taken the blow torch off the scandals, saga and sub-par performance that has dogged cricket. It will be interesting to see if Cricket Australia looks back to the future to find their replacement High Performance Manager after incumbent Pat Howard exited stage right to the applause and relief of many in the know. If recent reports are correct former Australian coach John Buchanan, who returned to the coaching ranks this season taking the reins at Wests in the Brisbane competition, is keen to throw his hat in the ring for the

The Tenterfield openers set about attempting to chase down the massive total but it did not auger well when Savins was out for one and Pat Skinner run out by the man of the moment Crestani for a duck after facing only two deliveries. The score was 2/27. To Tenterfield's credit they never stopped trying and posted 175, ironically their highest total this season. Caleb Hutchings top scored with 40. Adam Jennings scored 32 before Crestani again injected himself into the game taking a catch off the bowling of Anthony Marino. Opener Geoff Swan scored 31 Daniel Potter 15 and Toby Knox was not out 18 when the innings closed. Most of the Valley's bowlers got their chance at the Tenterfield batsmen. Both the captain and Anthony Marino took a pair but the day belonged to Cameron Crestani and the points to RSL. TERRY ON TARGET Terry Byrnes was on target at Stanthorpe Sporters on Sunday scoring a win edging out runner up John Rawlings. It was a day where booty was shared among many. Dave Burgess continues his good recent form returning the Best Gross in Sunday's round. Paul Armstrong and Matt Burgess figured in the run downs. . Ivan Jurriss picked up the Pin Shot at the third and Casey Leotta claimed the Pro Pin. The Meat trays on offer found good homes with Steve McEvoy and Ben Adams. A reminder the Sporters Christmas party is not far away - Sunday 16th. Sporters and their supporters should have that date in their diary. In the meantime be ready for tee off this Sunday t the regular time 7.30-8.00. Footnote - We hear popular Sporters veteran Jim Mitchell is currently facing some serious health challenges. We wish Jim and Dell all the very best in the coming weeks. QCC BACK IN TOWN TO CLAIM TROPHY The QCC Over 40's side has been bringing a side to more than 30 years and each relish their visit to Stanthorpe to wrap up their playing year with a game against an invitation Stanthorpe Over 40's side. The annual game was played on Saturday on the CF White Oval and the visitors were determined to get their name back on the Wickets O'Connor Trophy after they were defeated last year. QCC won the toss and had no hesitation in batting first. Captain Seamus Robertson led from the front top scoring as his side set the Stanthorpe players a target in excess of 160. In reply the Stanthorpe side looked
crew played a shortened round allowing them time to prepare for the Croquet Club's annual Christmas luncheon. As a result only two games were played in the first game Team Two (Team2 Bill Golding, John Draper and Les Williams) took the honours over their opponents Team One (Andrea Denkewitz, Val Fancourt and Jenny Tunbridge). The team work of the winners was excellent as they scored a 13 - 9 win. The second game finished with the same score line however the placings were reversed with Team One exacting revenge as e second Match saw the result reversed, with Team1 winning with 13 points to 9. John Draper and Jenny Denekwitz each scored Agari's during the games. Earlier in the week Association Croquet was played on the Stanthorpe courts. Jenny Tunbridge and Carol Verwey played Andrea Denkewitz in one of the opening games. It was a close game throughout and both Andrea and Jenny scored a break of thee hoops in a row. Tunbridge's partner Carol also made some great long roquets as the pair closed out a 25-23 win. Pat Schnoor and Sharyn Roser paired up to take on Peter Tunbridge. Roser had one break of three hoops while her playing partner scored two breaks of three as the pair skipped away to an 18-10 win. The Ricchoet group played on Thursday and were joined by a visiting player for the morning's games. Andrea Denkewitz partnered visitor Deb in a game against of Sharyn Roser and Bron Southgate. In a very close game Sharyn Roser recorded a break of four hoops in a row. No doubt that helped Roser and her partner to an 18-16 win. Val Fancourt and John Draper played a spirited singles match. In the end it was a 26-24 win to John Draper. Carol Verwey and Liz Ellway took to the court playing Bill Golding. Carol made several good long shots and her partner was as ever very consistent. Golding however was in great form and went on to win the game 26-17, OPENING ODD COUPLE HONOURED Recently Justin Langer and Matthew Hayden were inducted by the Bradman Foundation as 2018 Honourees. The former "odd couple" of Australian opening partnerships were humbled by the tribute delivered by their former Test Captain Ricky Ponting. In response, both players talked about their mateship and

for well on their way to the total before a mid innings collapse saw them dismissed 134 with plenty of overs remaining. QCC opening bowler Justin French took three key wickets for the visitors and earned himself the QCC Player of the Match. Todd Beckett was named Stanthorpe Player of the Match. Once again the annual game was played in the true spirit of the game and the QCC group were full of praise for the CF White wickets and the Stanthorpe facilities. In a return to a long standing tradition, following the game the QCC players kicked up their heels in end of year fashion at Wickets in Britannia Street. RIFLE CLUB HOST SUCCESSFUL COMP The Southern Downs Rifle Club recently hosted the Darling Downs District 600 yards F Class and Target Rifle Association Doubles Competition and for the first time Electronic targets were used in Warwick. The electronic target is placed over a physical target to work out the scoring and the score comes up on an Ipad next to each shooter. Although they may take some getting used to they are certainly the way of the future. 38 shooters travelled from Goondiwindi, Dalby, Crow's Nest, Gatton and Pratten to compete. Warwick was represented by Club Captain Neil Sexton and Dave Taylor in team One and Bruce McAllan and Margaret Taylor in team Two. The gusty conditions made for some interesting scores. A barbecue lunch was provided between the two rounds of shooting to round put a very successful day. The club is this holding a local competition shooting at 300yards this Sunday. Sign on is 7.30 in preparation for an 8.00am start. Please contact Margaret on 4666 1018 for more information. HOT STUFF ON RANGE Things down on the range at Inglewood got pretty hot last Sunday and not just the barrels. Conditions were extreme but the band of intrepid shooters were unfazed by the heat and got on with the show. Richard White took the honours in the 25 metre target pistol event. White out scored Andrew Slack and Ray Dudgeon to win the event. The Target Pistol comp was followed by a round of Clays. Michael Dudgeon was in form in this format relegating Tom Donald and Adam Cooper to the minor placings. the values that sport can deliver when two individuals are in tune with each other as they were as one of the best partnerships to open batting for Australia despite being very different personalities. Patron of the Bradman Foundation John Howard spoke of the great value of sportsmanship and mateship which is fundamental to Australia's culture, developed as a result of our nation's ability to perform on the world stage across many sports. They are two topics certainly at the forefront of cricket at the moment. RSL ON TOP In a switch of games in the Stanthorpe fixtures RSL and Wanderers played a Friday night T20 game scheduled for later in the season to accommodate the annual Stanthorpe Vs Queensland Cricketers Club Over 40's game on Saturday. After winning the toss Wanderers sent RSL in on a good wicket. It looked to be a good decision when the Weylin and Peter Aldridge combined to dismiss RSL opener Tom Garland cheaply. The score 1/8 and Luke Brady joined Duane Lihou at the crease. As the Wanderers bowlers continued to bowl short RSL moved to 58 before Lihou was dismissed by Tim Harslett for 24 off 25 balls. It was left to Brady to anchor the innings. Partnerships with the dangerous Ross Lupton, Anthony Di Bella and Greg Mackenzie saw the score move to 138 before Brady (67) was bowled by Weylin Aldridge on the final ball of the 18th over. It was a solid knock from Brady who scored six boundaries and a six in his innings Aldridge notched up his third wicket in the innings. At the close of the innings RSL had set Tenterfield a run chase of 143. In reply Wanderers lost early wickets cheaply and were 3/27 midway through the sixth over. Wanderers' captain Tim Harslett top scored 41 off 43 and Andrew Einam also played a pivotal role scoring 35 but the RSL bowlers had Wanderers measure and they were dismissed for 110. Josh Wren continued his good performance this season. He opened the bowling and took 2/14 from his four over spell. Duane Lihou was also economical taking 2/15 late in the innings. The win moves RSL to the top of the table after eight rounds of fixtures. This weekend Wanderers play South's and RSL take on Tenterfield - Valleys have the bye in round nine. freetimes.com.au

VICTORIA HILL SCORE SIGNFICANT WIN Victoria Hill scored an upset win over current premiers Maryvale on the weekend. It is the first time Maryvale have tasted defeat since the end of the 2016 season. Victoria Hill showed plenty of class amassing a total of 7/365. Adam May had a field day scoring 165 while Travis Burns also scoring a half century. Despite Jason Steketee finishing with figures of 2/24 and Dan Conn also taking two wickets the Victoria Hill batsmen dominated the first innings. Paul Bourke continued his good form with the bat top scoring for Maryvale with 65. Kev Bourke was the best of the rest with 37 however they failed in their bid to run down Victoria Hill's big total and were dismissed for 171. We are not used to seeing Travis Burns on the cricket field but he showed he is far more than a one trick pony along with his half century he also took 2/30. Maryvale 171 (Paul Bourke 65, Kev Bourke 37, Brodie Frizzell 4-55, Travis Burns 2-30) Victoria Hill 7/365 (Adam May 165, Travis Burns 50, Jason, Dan Conn 2-66) In other Warwick games Colts de (9/252 defeated Allora 9/183.
