A stunningly long line of Greater Dandenong’s finest contributors have been deservedly recognised in the 2019 Australia Day Honours List. They included Superintendant Charles Allen, who was awarded the Police Service Medal, in part for his work building peace in the Dandenong region. Springvale Park Special Developmental School principal Jacqueline Lowther received the Public Service Medal for promoting improved outcomes for her students. Former Dandenong assistant Scout leader John de Wijn QC was awarded the Member of the Order of Australia (AM) for significant service to Scouts and to tax law. Dr Simon Smith, an ex-coordinator of Springvale Monash Legal Service, also received the AM for significant service to law, higher education and history. There were numerous awardees of the Medal of the Order of Australia (OAM), such as a former Dandenong CIB detective, Anzac Day piper and charity organiser Ian Arrell. Mr Arrell said he just “thoroughly enjoyed” playing the bagpipes and being part of the charity, International Order of Old Bastards. “You don’t do these things for the recognition.” Other OAMs included Noble Park indigenous elder Aunty Fay Carter, who said she simply wanted to “make a difference and advance our people as much as we could”. Dandenong North charity organiser Jennifer Grainger, another OAM, said: “Doing good for other people is just part of me. “It’s where you get your joy and your pleasure.” Springvale Indo-Chinese Mutual Assistance Association co-founder Be Ha OAM spoke of the need to “pay forward” the kindnesses bestowed to her and her family since fleeing Vietnam in 1979. Springvale is rich with Chinese, Vietnamese and Cambodian communities - each who celebrate the Lunar New Year. The vibrant festival however attracts "all different cultures", Mr Cheng says. The event is the result of three months' hard work and focus from SABA volunteers. It is also supported by City of Greater Dandenong and Victorian Multicultural Commission. Springvale Lunar New Year Festival is on Sunday 3 February 10am-10pm at Springvale shopping precinct, Buckingham, Windsor and Queens avenues, Springvale.

Reigning world champion UFC fighter Khabib Nurmagomedov drew an excited throng of followers when he dropped into a Dandenong gym on 21 January. Many clamoured to meet-and-greet the lightweight champ, who claimed the world title after defeating Conor McGregor last year. Only a select few were admitted for the closed event at Fighters Xpress gym on Princes Highway. Nurmagomedov was a "humble", "quiet-spoken" presence as he offered training advice and a Q&A with a group of local fighters, members and staff, gym manager Salim Aschna said. "They couldn't believe it. "Everyone was excited to see a world champion, the No. 1 fighter in the world. No other gyms got the opportunity." It was sure to inspire the line of state, national and international winning fighters that have come out of the Fighters Xpress gym, Mr Aschna said.

Springvale's biggest annual celebration Lunar New Year Festival is back on Sunday 3 February. Regarded as the biggest such event outside Melbourne CBD, the festival in central Springvale will bring in the Year of the Pig in style. Organised by Springvale Asian Business Association (SABA) since 1992, the event has gone from strength to strength. "It's a major event in the City of Greater Dandenong and Springvale," SABA president Daniel Cheng said. "We're expecting crowds of up to 90,000. It attracts people driving up to five hours to Springvale to attend the event. "It has put Springvale on the map." During the day, there will be three traditional lion dances - in the opening ceremony, 3pm and 8pm. The energetic dancers will be accompanied by rounds of fire-crackers to scare the bad spirits away for the new year. The opening ceremony runs 11am-1pm, including performances from Springvale Rise Primary School, a lion dance and live hip-hop dancing. Main stage entertainment is non-stop, including Cook Islander dancing, Japanese drumming, hip hop dancing, live bands, Chinese, Cambodian and Vietnamese dance and opera. Children will enjoy a wide and new assortment of rides and games, Dozens of food stalls will serve cuisine from around the world. There will also be merchandise and sponsor stalls throughout the festival.

The martial arts training centre was also "taking kids off the street", teaching self-defence, discipline and respect. "We're doing good things for Dandenong putting Dandenong on the world map in the fight industry." The session was organised with the help of Mr Aschna's friend, who is a promoter of Nurmagomedov's Melbourne visit which included a sell-out at Palais Theatre. For a double dose of fighting royalty, kickboxing eight-time world champion Dzhabar Askerov was also on hand for physical training with local fighters. Askerov is currently training at the Dandenong gym in preparation for the upcoming ONE championship. He is being guided by the gym's head coach and founder Peter Hatton. Hatton is also the striking coach for Jake Mathews, a UFC fighter from Melbourne.

Doveton mosque’s permit has run out By Cam Lucadou-Wells A controversial Doveton mosque project has been put on hold due to the expiry of its planning permit. Afghan Islamic Centre and Omar-Farooq Mosque had unsuccessfully applied to the state's planning tribunal for a permit extension to build the place of worship at 25-29 Green Street. The five-year permit had expired in October 2018. At the Victorian Civil and Administrative Tribunal, Casey Council argued against an extension because construction work had not demonstrably started prior to October 2016. VCAT senior member Jeanette Rickards agreed, finding that alleged earthworks in 2014 were not sufficient. Also, the "spreading of a pile of dirt" and vegetation removal in 2015 "amounted to no more than maintenance on the land", Ms Rickards said. "In my view, these works do not relate to

the permit for the construction of a building to house a mosque." Mosque spokesperson Rokhan Akbar said the centre will press on for a new permit from Casey Council. The growing congregation based at small premises in Photinia Street, Doveton was in "dire need" of a larger mosque, he said. The previously-approved design, including its 14-metre minaret towers, would be retained. "We just want to keep things easier. We've got the plans, the blueprint, the town planning and engineering reports all done," Mr Akbar said. "We've lost so much time already." The project had suffered delays due to a redesign to increase the tower height as well as funding, Mr Akbar said. Prior to its original approval, the mosque was opposed by neighbouring residents as well as Catch the Fire Ministries, which intended to build an evangelical Christian church next door. The mosque later purchased Catch the

Fire's block, with the option of adding car parking spaces. Casey deputy mayor Rosalie Crestani was the sole dissenting councillor against the proposal in 2013. "I will again reflect the concerns of the community," she said of the re-application. "Any mosque will still throw up some concerns." Cr Crestani cited issues such as overflowing parking, the impact on neighbouring business's trade and traffic congestion. "It may change the social and cultural impact of the area - the community will set the tone of (the debate). "My vote may not change." She noted that a new mix of councillors had been elected since the mosque was approved. Cr Wayne Smith said the proponents were "probably hoping" that the same design would again pass a councillor vote. "My decision (to support the original mosque) was because of the council officers' report. If it ticks all the boxes, it will get my support again."

Bashed for his phone, watch and backpack An 18-year-old man has been punched in the face and robbed while walking on Wilma Avenue, Dandenong. A vehicle has pulled a U-turn at Birdwood Avenue and stopped alongside the man about 12.20am on Tuesday 22 January. A male got out of the back of the car and punched the victim in the face. While on the ground, the victim had his phone, watch and backpack taken by his attacker. Hard rubbish fire on Stud Road A pile of hard rubbish, including a mattress, has been set alight next to peak-time traffic in central Dandenong. CFA crews were called to the fire outside 64 Stud Road about 5pm on Monday 21 January. It was extinguished, halting it from spreading to the neighbouring front yard. Three hurt at black-spot corner crash By Cam Lucadou-Wells Serious car crashes have happened all too often outside the corner front yard of Noble Park resident Brian Fernando. But this time the collision came too close for comfort. Two cars crashed, crumbling down Mr Fernando's perimeter brick wall on the evening of Monday 21 January. His yard is on the corner of what is becoming a notorious black-spot, at the intersection of Athol Road and Noble Street. According to Ambulance Victoria, a man in his 70s and two primary-school aged children were hospitalised after the crash. The man suffered chest injuries and was taken in a stable condition to Dandenong Hospital. A boy was taken to Royal Childrens Hospital with bruises and lacerations, and a girl was in a stable condition with a head injury. Mr Fernando is calling for speed humps to curb a spate of crashes and "drag racing" along the Athol Road straight. Many nearby roads have traffic-calming humps, he noted. "It's the people that are walking here and living here that I worry about. "Speed is the cause of these accidents." He called for speed humps in the Star Journal late 2017, while bemoaning the recent installation of traffic lights. "The thing is the traffic lights are not going

A 41-year-old woman has been attacked and robbed as he walked home from Springvale railway station. The victim was shoved to the ground from behind on Balmoral Avenue about 11pm on Wednesday 16 January. Two males stood over her and silently grabbed her handbag, which contained her phone and cash. The robbers, described as dark-skinned, fled south on foot on Royal Avenue. As a result of the attack, the woman suffered a swollen eye and grazed arms. Police are seeking any information on the robbery, including from a jogger wearing a white singlet who came to the victim's aid. House gutted in suspicious blaze A vacant house has been destroyed in a suspicious fire at Kirkham Road Dandenong. The building was fully consumed by the fierce blaze about 11.45pm on Sunday 20 January. Recently prior to the fire, several windows had been smashed by vandals, according to its owner. "Speed humps, they would have stopped the accidents." Prior to the traffic lights' installation in 2017, there had been three casualty crashes at the intersection in five years. Two of them involved cars exiting or entering Noble Street and failing to give way to through traffic on Athol Road. One was a pedestrian, struck while crossing Athol Road.

This recent crash was the first since the lights came in, Greater Dandenong engineering director Julie Reid said. She said the council will consider further works to improve safety. "Road safety treatments are always allocated to the locations where the greatest road safety risk is identified." Council officers would obtain details on the recent crash from Victoria Police, and monitor traffic conditions in the area, Ms Reid said.

Armed men have threatened and robbed a victim at an Endeavour Hills bus stop. The two armed robbers are believed to have been driving in a grey 2005-06 Toyota Corolla about 6.45am on Sunday 20 January, police say. Wielding a weapon, they approached a 20-year-old man at the Power Road bus stop and demanded his wallet. The men stole the wallet and drove away. They were described as Caucasian appearance. OAM for a kindly piper By Cam Lucadou-Wells The International Order of Old Bastards (IOOB) is a much kinder charity than it sounds. Long-standing member Ian Arrell, 75, and the charity have been responsible for many acts of kindness in the South East, helping those who have nowhere else to turn. On 26 January, the Cardinia resident and former Dandenong and Narre Warren police officer was awarded the Medal of the Order of Australia (OAM). He is also well known as the piper, who hasn't missed a beat or an Anzac Day service at Dandenong for the past 20 years. Mr Arrell has also played bagpipes at Springvale RSL's Anzac Day ceremony for 15 years. Remarkably, his playing started at Coburg RSL's Remembrance Day service in 1958 and he has played there since without fail. "It's important to me. "My great uncle was at Gallipoli and France (in World War I) and he actually survived. "Both my uncles served in the Second World War." Mr Arrell also followed his grandfather, who served in the police force at Warrnambool CIB. "As long as I remember I wanted to be a policeman." However he was rejected three times by police recruiters before rising to be a CIB detective as well as officers in the fraud and stolen vehicle squads. He has been a member of IOOB since 1982 and does it because he loves it.

Sometimes it pays the utility bill for a broke single mum, the new workboots for a job-seeker or the fridge for a charity kitchen. Or it gives money to a host of other recognised charities that don't have paid staff or fundraisers. Each year, the IOOB delivered a truckload of Christmas toys to the former Dandenong Benevolent Society. As for his OAM, Mr Arrell says it was unexpected. "You don't do these things for the recognition. "I thoroughly enjoy the (IOOB) and I thoroughly enjoy my piping."

Aunty Fay Carter's long sense of service to the indigenous community was instilled from a young age. The newly awarded Medallist of the Order of Australia (OAM) was just four when she joined the famous walkoff from the Cummeragunja Mission in 1939. After years of neglect at the mission, 200 residents crossed the Murray River and camped on the river's Victorian bank. As one of the few original survivors of the walkoff, Aunty Fay is set to join the 80th-year commemoration on 4 February. "It was a spark for Aboriginal people to try to become independent. "The treatment at the missions was pretty harsh. We weren't allowed to speak our language or do anything cultural." It was daunting to walk off the mission to become "fringe-dwellers", Aunty Fay said. The experiences growing up on The Flats

galvanised her to later work on "how our people had suffered and were suffering". "I wanted to make a difference and advance our people as much as we could." Now living in Noble Park, Aunty Fay is most proud of co-founding the Aboriginal Community Elders Services, including the set-up of an indigenous aged care community in East Brunswick. It is culturally fit for purpose, family oriented and knowing of Aboriginal elders' backgrounds. It offers hostel beds, community-aid packages and day-care activities. Aunty Fay has also been heavily involved in the Victorian Aboriginal Child Care Agency, the state branch of the National Aboriginal and Islander Day Observance Committee (NAIDOC) and Aborigines Advancement League. In retirement, the 84-year-old Yorta Yorta and Dja Dja Wurrung elder has been involved in "cultural business" with her bloodlines. "It's been a rewarding experience, particularly at my age."

Paying it back - forever By Cam Lucadou-Wells Be Ha's life of community service has been all about 'paying forward' generosity. The kindness bestowed on her, her husband and children after they fled as refugees from communist Vietnam in 1979. "They opened their arms and hearts to welcome us - we were lucky to have that. "We have to pay back and help the community as well." Now recognized with a Medal of the Order of Australia (OAM), she immediately pitched in to help others. She has volunteered at the formerly-known Springvale Community Aid and Advice Bureau ever since settling into her new home. Among a long list of giving, she also cofounded and presided over the Springvale Indo-Chinese Mutual Assistance Association.

She remains passionate and proud about helping problem gamblers and victims of family violence - both who live in a kind of "hell". "For family violence, I think we should tell the victims to be brave enough to get help. "They have to speak up about their problems and tell their community. If we don't know, we can't help them." Ms Ha has been a JP for 20 years and helped at Family Mediation Centre and Springvale Rise Primary School. Her awards include being inducted into the Victorian Honour Roll of Women as well as a Greater Dandenong Australia Day Award. Twice her life has hung by a thread. First when she and scores of others escaped on a small fishing boat from Vietnam, fighting off deadly pirate attacks. They floated for a month, starved of food and water before they were rescued by a Brit-

ish cargo vessel Entalina. The second time was last year when her car was T-boned by a driver that defied a red-light at Wellington and Springvale roads. Ms Ha's car flipped four times. Fortunately, a nurse driving home from her hospital shift was quick to tend to Ms Ha as she sat profusely bleeding. "I was very lucky. I'm nearly 90 per cent recovered but not mentally ready to drive again." As for the OAM, she is "thrilled", especially for her children to see her recognized with the national honour. "I'm so proud to be Australian and for my Vietnamese community as well. "Nobody wanted to leave their country but for some reason, we had to be here. "We are not only with the Vietnamese community but work together with the Australian people."

Selfless server of others recognised with her own OAM By Cam Lucadou-Wells Jennifer Grainger says she has always wanted to give. The Dandenong North charity volunteer has been recognized with a Medal of the Order of Australia (OAM) for her community service for more than three decades. She was raised in Devonport Tasmania, where people did "a lot of stuff" for one another. Also while her and her husband settled in Manchester in the UK in the 1980s, she was inspired to put back by a "wonderful" group of helpers. "Doing good for other people is just part of me. "It's where you get your joy and your pleasure."

Her work includes being a respite carer for 38 foster children as well as raising six of her own. "A lot of these children came from needy homes whether emotionally or materially. "I thought even if they spend some time with us, they might get a glimpse of what their life could be like." Ms Grainger also served Women's Action Alliance, a feminist group of women who focused on caring for children and families. She described it as feminism without "throwing babies out with the bathwater". She's most proud of successfully campaigning for unpaid work by parents, grandparents, volunteers and carers being recognised in the national census. "It's important to recognise the contribu-

tion is being made." She also headed Operation Cover Up in which she collected and sent tonnes of knitted beanies and scarves to needy locales overseas. Thousands of knitters got on board, giving purpose to many residents in aged care homes. Their donated knits filled 36 shipping containers and valued at $10 million. "Small things added up to something big." Ms Grainger currently runs a charity opshop Jens' Craft Shop in Birch Avenue, Dandenong North. It up-cycles fabrics and haberdashery supplies, as well as raising money for charity. "It's important to keep your eyes open - you can help wherever you can see you can make the world a better place.

30 January 1919 Returned Soldiers at Dandenong On Sunday afternoon further evidence of the good work accomplished by the Dandenong patriotic league was given when nearly 100 wounded soldiers, from hospital were entertained by members of the league, in the park. As usual the visitors were motored to Dandenong and beautiful weather prevailing, the trip into the country was greatly enjoyed by the returned men. Under the guidance of the leagues president (Mr W Rodd JP the afternoon passed pleasantly indeed. The ladies supplied afternoon tea and the Dandenong Brass band rendered several selections in the day's programme. Before leaving on the return trip three hearty cheers were given for the Patriotic League and the ladies.

For some of them - the six year olds - it will be the first taste of school life, while hundreds of others will graduate from primary to secondary and technical school level. Whether they realise it or not, most pupils will share the common handicap of last year's educational legacy - teacher shortage or over-crowded conditions. One exception is the new Doveton North Technical School on 15 acre site off Power Road. But the remainder of Dandenong and district's 19 schools

particularly the secondary houses of learning are inevitably destined for the same teacher shortage and overcrowded conditions which caused so much controversy during 1968.

The Dandenong Community Association (DCA) is open to residents who want a suburb that people want to live in and stay in. Last week the Journal reported the 40 plus degree conditions did not deter 90 people from attending the event at Dandenong Library. "A lot of people in Dandenong are really passionate about the town," Ms Mastrogivanni said. "We really do want a place where people want to stay living in" We will be a voice for planning issues, facilities and services, public open space and other issues affecting Dandenong. Vandals take on Sky Rail By Cam Lucadou-Wells Graffiti tags are starting to linger for weeks on Sky Rail bridges in Noble Park. Amongst the vandalism were the appropriately-named 'RISK' tags, daringly placed high on the Corrigan Road rail overpass and its pylons treated with anti-graffiti paint. The most solid tag had been in place from at least 8 January. Removal crews were seen taking down the last of the tags on 21 January. Resident Gaye Guest said the crossing had been targeted by graffitists three times recently. The first instance had been removed, while a second and third series of the "revolting and dangerous" tag remained for weeks. Similar graffiti was also found on the SkyRail ramp near Sandown railway station and a nearby power box, Ms Guest said. Many other instances had been spotted

elsewhere on the elevated rail corridor, she said. Greater Dandenong mayor Roz Blades said she was "not at all thrilled" by the vandalism - which had been a "big" community concern before Sky Rail was built. The council and the Level Crossing Removal Authority (LXRA) are in ongoing talks on a future maintenance agreement on the Sky Rail open space and infrastructure. Currently the open spaces are regarded as the "maintenance responsibility" of the "construction consortium". Greater Dandenong city planning director Jody Bosman said the council's understanding was that graffiti-cleaning would remain the responsibility of the LXRA. The LXRA states it aims to remove graffiti within a "few days" subject to safety and access requirements. LXRA acting project director, Melissa Do-

bric said it would continue to "work with local stakeholders to ensure that the infrastructure we've built is suitably maintained, and to protect the area's amenity."

New patients welcome With the addition of three new doctors, the team at Langton Medical Centre is excited to welcome new patients to their family practice. Dr Clarissa Roque, Dr Swagat Shrestha and Dr Pooja Shrestha have recently joined Langton Medical Centre. Their positions take the practice's GP number to nine, and as managing director David James explained, will help to accommodate new patients - something that hasn't been done for almost a decade. "For so long we haven't been able to welcome new patients or book patients in on the day. Now, it's not an issue. Our new doctors are looking to build up their patient base, so they're of course willing to accommodate as best they can" Mr James said. Coach eyes opportunities By Cam Lucadou-Wells After just six games together, a Keysboroughbased team of young, talented footballers were setting themselves for an "opportunity of a lifetime". Playing under the banner of Australia Youth, they were to strut their stuff in front of a big AAMI Park crowd - including possibly A-League scouts - in the U-Nite Cup final on Australia Day. The game was a curtain-raiser to a Melbourne Victory-Sydney FC blockbuster. It's a massive step up for most of the players aged 17-25 years old from Dandenong, Keysborough, Springvale South, Cranbourne and Frankston. They're coached by Gavin Ithier as part of his visionary Future Footballers Project. Ithier set up the project to give disadvantaged children the chance to play the sport he loves. He hopes to offer 'scholarships' to 10 kids aged six-and-up to play for community clubs, as well as 100 hours of free clinics for many more budding players in the South East. As a 12-year-old, Ithier's former club Springvale City gave him a golden opportunity to train in Japan. His promising career was later cut down by a series of bad-luck injuries - four knee reconstructions in five years. But for many young footballers, their opportunities are being curtailed by exorbitant registration fees, he says. "Kids just can't afford to play. "I wanted to do something to help the kids to keep them active and off the streets." Assistant coach Roy Kilner says a few of the Australia Youth players have the raw talent to play A-League. "But to make the step up to the A-League they usually have to go through the (second-

Celebration of diversity Thousands flocked to City of Greater Dandenong’s Australia Day Festival in Dandenong Park. The all-ages event was a celebration of community and diversity - though the day itself was a “difficult” one for the Aborignal and Torres Strait Islander community, mayor Roz Bldes said. “The City of Greater Dandenong is now officially recognised as Australia’s most culturally diverse community,” she said. “We understand that Australia Day means different things to different people. We also acknowledge this can be a difficult day for some members of our Aboriginal and Torres Strait Islander community and we are respectful of that.” “As a council we see this festival as a chance to celebrate what connects us, including our similarities and our differences.” Cr Blades presented the council’s Australia Day awards to some of Greater Dandenong’s greatest contributors in a day packed with live music, arts workshops, rides and foods. Refugees’ best friend By Cam Lucadou-Wells A tireless advocate and helper for refugees and asylum seekers as well as servant for the Tamil community is City of Greater Dandenong's 2019 Citizen of the Year. Wicki Vikramasingham says it's important to remember the contributions that new arrivals make to the community. Fifteen Year 12 students from the local Tamil community scored ATARs of 98-and-more in 2018. Two of his own grandchildren are studying medicine. Like many Tamils, Mr Vikramasingham fled war-stricken Sri Lanka. He migrated to Australia on humanitarian grounds in 1988, quickly determined to preserve the Tamil language and culture. Hence he founded several organisations such as a long-running Tamil radio station 97.1 FM, the Tamil Cultural Association and the Victorian Tamil Cultural School. Since 1993, Mr Vikramasingham has been a

board member of Southern Migrant and Refugee Resource Centre, helping asylum seekers and refugees settle locally. He has also interpreted on behalf of asylum seekers in detention centres on the Australian mainland, Christmas Island, Manus Island and Nauru. In 2016, he wrote a publication with City of Greater Dandenong to help new arrivals settle and point them to getting drivers' licences, opening bank accounts and other essential tasks. He says he loves Greater Dandenong's diversity. You can see a multicultural program run locally every week. "I love my country. At this moment, it's my home town and home country." Mr Vikramasingham also regularly speaks up for Tamils - and refugees and asylum seekers generally - in forums with federal home affairs and immigration departments. He's particularly worried about the hard-

ship facing asylum-seeker families stripped of Status Resolution Support Services (SRSS) payments. Without jobs or income, many face destitution. "Asylum seekers are struggling in this country," he said. Other awardees included Young Leader of the Year Prachi Rane, who led the council's Elevate Youth project. Susan Anderson and Weda Mohseni were joint awardees of Volunteer of the Year. Former police detective Kim Culpin, who works to end homelessness with WAYSS, claimed the Leadership Award. The other recipients were philanthropist and pharmacist Richard Lim (Multicultural Award), Special Olympic basketballer Jessica McCulloch (Sportsperson of the Year), Hilton Manufacturing's Todd Hartley (Corporate Citizen of the Year), Noble Park Cricket Club president Craig Ortland (Sports Hall of Fame) and council ambassador Ludmila Karganova (Community Hall of Fame).

Working with these influencers is a "grassroots" way of resolving conflict, based on research, Mr Allen says. It's a successful method, building on strengths not negatives, that forms "sustainable, peaceful communities". "We know peace is hard won and it is also fragile." Mr Allen's 36 years of police service includes being an investigator at Dandenong

CIU and the Homicide Squad. He also helped rectify gender bias in police recruitment, which led to a significant increase in female officers. Much of his policing life was in Dandenong - a place he still has a "hell of a lot of affection for". He notes that the outsiders' view is that Greater Dandenong is unsafe. But surveys show the perceptions of locals was very different. "It's a vibrant, multicultural place. Dandenong is a fantastic community to live, work and play."

Victoria Police's Superintendent Charles Allen describes himself as once a police officer, now a peace officer. The once-local police commander at Dandenong has been recognised with a Police Service Medal in the 2018 Australia Day Honours. On leave from VicPol, Mr Allen is now a flyin consultant with the Institute for Economics and Peace. His clients have included the Ugandan government. Yet his police service has not been far removed from peace building. He was at the helm in Dandenong, dealing

with community tensions in the wake of the "racially-motivated" murder of teenager Liep Gony in 2007. "That was a fair signpost there was something going horribly wrong in the community," Mr Allen said. "There was a whole lot of work to do, and not all of that was policing." The response was a prototype of contemporary policing. It included YSAS outreach workers and police working together on patrols to intervene in "real time". "Enforcement is a really blunt instrument. To sleep or not to sleep A recent survey revealed that 1 in 5 Australian employees experience work related insomnia, an initial sign of a mental health concern. Senior Associate at Adviceline Injury Lawyers in Springvale Tina Toutzaris-Sabo said work related stress conditions have become a significant concern in workplaces and can result in long term or permanent impairment, unproductivity and absenteeism. Ms Toutzaris-Sabo said another report revealed that sleep deprivation is costing employers $3.7 billion and resulting in an average of 6.8 million sick days every year. “I regularly assist people who have developed a work-related injury, and have noticed a sharp increase in psychiatric injury WorkCover claims,“ Ms Toutzaris-Sabo said. “Sadly, the law treats these claims differently and creates bigger hurdles for psychiatrically injured workers to jump through. “In WorkCover law to qualify for lump sum compensation, an employee with a physical injury must be assessed at 5% or 10% whole person impairment, which is permanent. However, employees who have suffered a

‘Middle-aged’ pool is staying afloat Ideas sought for new hub

By Cam Lucadou-Wells Doveton Pool in the Park has celebrated 50 years with plans to shore up its future. A birthday cake for the centre was cut by Casey mayor Amanda Stapledon, councillors and YMCA centre management during a freeentry day on Saturday 19 January. It featured water inflatables, a DJ, chill out zone, barbecue and waterslides. The council is considering the future of the outdoor pool, which attracts at least 20,000 visitors a year. Councillor Damien Rosario said he and fellow ward councillor Wayne Smith were determined to make the pool "bigger and better". "There's a lot of desire to keep the pool open from residents. It's a great local resource. "We need a strategy around how to build that up." The council's draft aquatic facilities strategy, due for release in February, will also help clarify the pool's future. "Cr Smith and I don't want to lose the pool. We want it to be bigger and better, and to be a hub for the community. "We want the facility to get used." YMCA has been managing the pool on behalf of City of Casey for the past 23 years. It is the base for swimming lessons and school sports for 11,000 children from 30 schools each year. It also supports the Men of Doveton program, and partners with VIC Swim and Lifesaving Victoria.

Casey deputy mayor Rosalie Crestani, Cr Damien Rosario, YMCA area manager Barry Harrison, Cr Wayne Smith, mayor Amanda Stapledon and YMCA centre manager Susie Nogic cut the 50th birthday cake at Doveton Pool in the Park. Centre manager Susie Nogic said the pool had become a "thriving community hub for locals learning to swim or cooling down with the family".

"The pool may have hit middle age, but it has no signs of slowing down by providing services and support to the Doveton area."

City of Casey is surveying residents on how best to utilise the new $5.27 million Autumn Place Community Hub in Doveton. The soon-to-open community space includes a kindergarten, maternal and child health services and a multi-purpose room, kitchen and courtyard. Mayor Amanda Stapledon said the council wanted to hear from the community about what programs, activities and events could be run at the hub. "Council wants to ensure this new community space meets the needs and expectations of local residents." She said the aim was for a dedicated hub for the community to "meet, learn, play, socialise, connect and express their culture". "I'd encourage resident to fill out the survey, so we can ensure this facility is valued and well-utilised by all those in the community." Casey has run pop-up survey sessions at Doveton Library and Autumn Place shopping strip. Its online survey is open on its Casey Conversations website until 17 February. The hub was jointly funded by the State Government ($3.6 million) and the council ($1.67 million). It is due to open at the end of January.

Dandy in a dominant day By Nick Creely In the aftermath of Dandenong clinching a dominant Women's Premier Cricket Twenty20 premiership on Wednesday evening, coach Andrew Christie spoke of the rapport his group has developed this year. After downing Essendon Maribyrnong Park at Junction Oval in the Twenty20 grand final to claim their first piece of silverware of the season, Christie was full of praise after reflecting on the progress of his champion side this season. "They've got a sense of purpose and togetherness, and they're enjoying their time together, which is a really good thing," he said. "The girls played pretty well, you can't ask for much more, really. Credit to them, they should be waking up feeling pretty good of themselves." "The standards have been set with training, so I'm excited it's all come together. The Panthers made light work of their opposition after returning international star Sophie Molineux carved 38 off 30 balls to help guide the premiers to the eventual match-winning total of 8/107. Christie said that the heat and pressure was really on all game, with 18 wickets taken for just 170 runs, and said that the occasion made every run difficult, but all the more important.

"It (the scoring) had a lot to do with the grand final aspect - talking to Sophie Molineux, she said at times it was difficult to play, but she put the ball wherever she wanted," he said. "It's a final, there's pressure to score, and it probably worked in our favour in the end to bat first - it's quite funny, because we were planning to bowl if we won the toss, so it all worked out, I guess." Christie praised his bowlers, especially Garth, for producing such a well-rounded performance, and said that his group is now starting to perform at an incredibly high standard. "Kim's probably been struggling a bit in recent times, and for her to come out and get five, it's probably a relief to her," he said. "It was almost as if when she got one, the floodgates just opened, really - the squad on a whole have been doing great things, we're not relying on one person. It was Kim this time, another day it might be Chelsea (Moscript), Gags (Emma Gallagher) and then Courtney (Neale). "That's the luxury of having a really talented squad - if someone's not playing, we have someone that can come up and do the job. "The thing that we looked at a few weeks ago at Box Hill, I think there was only one wide bowled, and in the context of where this team's come, I think this was a moment where the team has gone, hey 'we can perform at a really high standard'."

Pioneers win youth title By Nick Creely Leading into the 2018/19 Youth Premier League, the Under 18 Southern Pioneers looked ominous on paper. Glittered with talent from the Greater Dandenong and Casey areas - rounded out with superb coaches Neil Price and Dandenong star Brett Forsyth - it was always going to be a difficult task topping the Pioneers. And on Friday 18 January, the Pioneers claimed the title as the best Under 18 side in Victoria, by dismantling Northern Rivers at Junction Oval. The Pioneers won the toss and elected to bat - hell-bent on setting the tone early - on a glorious Junction deck. Kevin Seth was the pace-setter early, cracking 37 off 43 balls before his side slowed down somewhat to still reach a highly competitive 7/125 off their 20 overs. But with the ball, the Pioneers simply dominated. The Rivers were unable to handle the heat, restricted to 9/74 after a disciplined bowling effort from the favourites. Seth was once again superb, taking 2/11 from his four overs, while emerging spinner Riley Siwes (2/11) and Chansika Kapukotuwa (1/11) were equally important at the top. Young soccer stars shine Plenty of emerging young soccer stars graced the fields at JC Mills Reserve in Dandenong on Friday 18 January as part of The City of Greater Dandenong Youth and Family Services' 2K19 Street Style Soccer Tournament. The school holiday event was open to young people aged between 12 and 25, who live, work, study or have a significant contribution to the City of Greater Dandenong. There were four divisions, the Under 25s female, Under 14s male, Under 16s male and Under 25s male, who all enjoyed the fun, competitive environment on the day. Cole the shining light in a tough season By Hayley Wildes DANDENONG RANGERS 2018/19 WNBL SEASON REVIEW In a season that started out with so much promise, the Dandenong Rangers were unable to hold onto the momentum they built up in the opening two games of the season and struggled their way to a 9-12 record for the season. Second half fade-outs were very much an issue throughout the entire season and that was the case early on too. Even contributions from across the board was another issue. Bec Cole was simply sublime all season long, but far too often it was left to her power the offence as the team would go long stretches without making a bucket. To Dandenong's credit, they continued to fight until the very end, even with post-season action beyond reach. A couple of late-season wins against Townsville and Sydney Uni were impressive and the Rangers owned a final re-

Whilst the season clearly didn't go to plan for the Rangers, the play of Cole - in her first season with Dandenong - was a bright spot to say the least. Her offensive arsenal; be it driving to the bucket, shooting from deep or making plays for others was a highlight and her

shooting efficiency was just as impressive. With the ball in her hands a lot, Cole was always composed and shooting 51% from the field, 38% from deep and 86% from the line showcases just that. Her 19.43 points per game was second best in the league, further highlighting her standing the competition and her 2.4 steals per game also was second best in the WNBL. She finished the season averaging 19.4 points, 3.6 rebounds, 3.6 assists and 2.4 steals in 31 minutes per game. Cole was relied upon to make plays so often and can certainly hold her head up high after a tremendous season. Another bright spot in the season was the return of Sara Blicavs. The superstar returned from an ACL injury on 16 December against the Bendigo Spirit and helped Dandenong to a 24-point win. The Rangers had chances to make this season a great one, but unfortunately it will be remembered as a season that didn't live up to the hype.

It was 59 balls of pure domination. An extraordinary innings played by a man with mountains of class, skill, dare and strength. Buckley Ridges' star captain-coach, former South Africa A player David White, single handily lifted the Bucks into the DDCA Twenty20 semi-finals after compiling an unfathomable 150 not out against HSD on Wednesday evening, an innings glittered with 16 sixes, and a strike-rate that would have Chris Gayle proud with 254.4. The Bucks sent the Cobras in to bat, and from the outset, the boundaries of Park Oval were never going to contain the strength of some of the DDCA's biggest hitters. Matt Cox (60), Kaushayla Weeraratne (87) and Michael Davies (50) combined for a whopping 14 maximums to give the visitors an imposing 6/224 off their 20, with Matt Goodwright (2/32) and Daniel Watson (2/36) really the only bowlers to contain the Cobras somewhat. Watson - opening with White for the Bucks fell quickly after a seven-ball cameo of 17 - and after another danger man Susa Pradeep fell for just one, the home side found themselves 2/21. The home side took the opportunity to consolidate despite losing another wicket shortly after, but White's thirst for runs in his summer in Australia continued, and he began to find the boundary at an alarming rate. While White continued to pepper the rope with some extraordinary striking with the cricket ball, the Cobras did make some inroads at the other end, but after 10 overs, the Bucks sat 5/112. With 23 needed off just 12 balls, White wasted little time, brutally cracking the ball well over the rope to seal a victory that in the end,
