Barbara considers herself a strong woman, someone who's worked in business and office management for years. Yet when she was admitted as a compulsory patient into a hospital psychiatric ward, she was left isolated, terrified and bewildered. The South East single mum in her 40s says medical staff didn't explain to her why this happened, what her rights were nor did they notify her children of her admission. At times she sat in the ward for four days before she was seen by a doctor, she said. "Patients were saying to me: don't buck up, don't ask questions or they'll keep you in here longer or give you medication." She felt lost, without support, but for the help of an advocate working for Independent Mental Health Advocacy (IMHA). In their role, an advocate visits hospitals and is a voice of support for patients. Barbara described his intervention as like an "angel".

The review is calling for a funding boost to expand the service to an opt-out model for all involuntary mental health patients. IMHA manager Helen Makregiorgos said the service was a "safeguard". According to a recent independent review, there needs to be twice as many IMHA advocates to reach every compulsory patient. The horrors started for Barbara when, stalked and threatened by a violent ex-partner, she had "a bit of a breakdown". She sought help at Casey Hospital in January where she had an epileptic seizure. She was told paramedics were transferring her to The Alfred hospital for a CAT scan. Then to her bewilderment, she was admitted as a compulsory patient into a psychiatric ward. "I don't know if there was some sort of mistake Weeks later, she visited Narre Warren police station to apply for an intervention order. Upon checking her details, police officers grabbed her, patted her down in the car park and carted her back to Casey Hospital. There, medical staff started to shackle her

rights and have as much of a say as possible, so they don't have to undergo unnecessary or unwanted treatment." Dr Chris Maylea, who led the RMIT review, said several inpatients in Dandenong told how frightening the system could be, and how few the supports. "We identified that services often breached the Mental Health Act and that IMHA helps services to comply with the Act." The IMHA was introduced by the State Government in 2015 at an annual cost of $2.3 million. Mental Health Minister Martin Foley said the Royal Commission into mental health would give answers to a system that needs repairing. "In the meantime, we will continue to support the Independent Mental Health Advocacy to make sure the views and voices of mental health patients are heard." Meanwhile, Barbara is lodging a complaint with the Mental Health Complaints Commissioner. She is also submitting to the Royal Commission.

No jail terms for vigilante intruders By Cam Lucadou-Wells Two vigilante intruders armed with a cricket bat and a metal pole have been sentenced for wreaking terrifying havoc inside a Noble Park North home. Charanpreet Brar, 32, and Gurvinder Sandhu, 25, pleaded guilty in the Victorian County Court to aggravated burglary, assaults and recklessly causing injury. The Indian-born migrants were among a group of six who beat up residents, ransacked their home and smashed car windows at Kernot Crescent about 1.45am on 28 November 2016, the court heard. During the rampage, household items were upended and smashed such as a laptop and speakers. Three cars outside the home were damaged. According to a defence lawyer, Brar had acted in frustration due to a stalled police investigation into an earlier incident. The former Keysborough Pizza Hut owner and security guard was out at a restaurant when he confronted a table of three young men acting offensively towards female staff, the court was told.

He believed the group later smashed his car windows. On the night of the vigilante attack, Brar attacked an occupant sheltering in their bedroom. Brar kicked him, dragged him into a corner, pushed him into a speaker and struck him in the stomach with a pole. He stopped his attack when told that the victim had not “done anything”, Judge Michael O’Connell noted during sentencing on 8 April. Sandhu twice struck one of the occupants to the head with a cricket bat. The victim was taken to hospital with a small haematoma to his head. Two other residents were attacked with a metal pole, wooden bat and rod by unidentified offenders. A female occupant locked herself in her bedroom and crawled under her bed. The group were arrested in nearby Elenora Road soon afterwards, with Brar and Sandhu initially denying the allegations. Judge O’Connell said he could infer that the home occupants were likely to be terrified by the violence.

The incident in the restaurant was “no excuse”, he said. “Neither of you should be in any doubt that taking the law into your own hands is completely and utterly unacceptable.” He noted the Indian-born migrants’ impressive references, remorse, absence of relevant priors and “excellent” rehabilitation prospects. Brar and Sandhu seemed to have “learnt a hard lesson”, Justice O’Connell said. “I’m satisfied that it is highly unlikely that you would take the law into your own hands again.” Judge O’Connell was unsatisfied that jail was the only option, noting two other offenders had been only fined at a magistrates’ court over the incident. Brar was sentenced to a four-year supervised corrections order including up to 400 hours of volunteer work as well as alcohol abuse and mental health treatment. Sandhu received a three-year supervised order of up to 300 hours work and offender programs. Both were required to attend judicial monitoring in 12 months’ time.

Charlotte’s unicorns are flying high By Cam Lucadou-Wells Believe it or not, there are unicorns flying high in front of IKEA Springvale. On National Unicorn Day on 9 April, Charlotte, 6, hoist her unicorn flag design aloft into the whirling winds on Princes Highway. Her family, friends and staff looked on, many of them dressed up in unicorn costume. The unlikely scenario started with Charlotte’s letter of constructive criticism to IKEA’s CEO. Charlotte was unimpressed with the “bor-

ing old” flags in front of the store. She requested that they change them to her attached design featuring pastel colours and soaring unicorns. To her delight, the store manager Julian wrote back. “We think you are right, they are a bit boring. “We actually really love unicorns too.” And so, IKEA staged a flag-raising ceremony among a lot of unicorn activities at the store. The unicorn flag will fly for the following two weeks.

Man charged over crop-house invasion A man has been charged with an aggravated home invasion of a cannabis crophouse in Thomas Street, Noble Park. The 39-year-old, of Caulfield East, allegedly pulled up in a car outside and forced open the residence's front door about 4.15am on Saturday 6 April. The intruder made no threats or meted out any harm to the three occupants, aged 20, 22 and 28. He walked straight to the rear of the premises, where nine cannabis plants were being hydroponically grown. Police say the man started cutting the plants with an intent to steal them. When he was told that police were called, he fled out the back door. Police, with the help of their Air Wing and Canine Squad, arrested the intruder in a nearby front yard about 30 minutes later. A 25-year-old woman, of Hillside, who had waited in the man's car, was interviewed and released pending enquiries. The three residents were arrested and interviewed in relation to cultivating cannabis. They were released pending summons. The man was remanded to appear at a filing hearing at Melbourne Magistrates' Court on Tuesday 9 April.

Solar company to face court The state's consumer watchdog has launched legal action against a Dandenong South solarpanel business and its director. After investigating customer complaints, Consumer Affairs Victoria alleges that Vic Solar Technologies misled and acted unconscionably to consumers between 2013-'19. CAV has also brought the Federal Court of Australia action against the company director Sunny Srinivasan, 29, of Templestowe. Among the allegations was that the company used door-knocking of homes to enter into "unsolicited consumer agreements". In some cases, Vic Solar didn't advise consumers of their cooling-off and termination rights, and started supplying and installing solar systems during a prohibited period, CAV claims. In a statement, CAV states it will seek a fine against the company as well as compensation for its affected customers. The matter is expected to be heard later this year.

Driver injured in Dandenong crash A man in his forties has been seriously injured in a car crash on Frankston-Dandenong Road, Dandenong South. Paramedics were called to the scene near the corner of Amberley Crescent about 1pm on Wednesday 10 April. The man was taken by road ambulance to The Alfred Hospital with upper body injuries. Police were investigating the crash.

The meeting was held in the fire brigade hall, and the object was to elect three members to represent the parents on the High School Council. The following were nominated: Dr Langley, W Tharle, C Robertson, Cr Pearson, Mr Mehrens, and Mr Staughton. A ballot was taken with the following result: Dr Langley 41, Tharle 40, Robertson 35, Mehreus 18 Pearson17, and Staughton 11. The Chairman (Mr Langford) declared the first three duly elected.

Australian tenor Harold Blair, a teacher of singing and speech, will open Dandenong's 1969 Festive of Music and Art for Youth on Thursday night at Dandenong Town Hall. When the Governor, Sir Rohan Delacombe, chief patron, was unable to accept, it was unanimously decided to invite Harold Blair to launch the festival. Blain has won world wide acclaim on Australian and overseas concert platforms and on radio and television. The festival is going from strength to strength and this year promises to be an outstanding success. There is a record 82 choirs competing in the Westminster Australian Youth Choral Contests including entries from Hamilton, Bendigo and Sebastapool.

During the recent visit by a delegation of ministers to the area, the Treasurer, Mr Stockdale, indicated to me that Dandenong should not be viewed or promoted as Melbourne's second city, but simply as an industrial area. Not only did I find this offensive, but it indicated to me a real lack of understanding about the area. Greater Dandenong has innumerable assets, the greatest being its people. More than 140 different nationalities are represented and they bring with them a great diversity of culture and skills. In many ways the area is a gateway as it links Melbourne with agricultural and fishing industries in South East Victoria. The Treasurer should visit this area more often to better inform himself about its wide diversity of assets.

At her stall Abyssinia Coffeeland in Dandenong Market, she serves Ethiopian organic coffee that's roasted and packed in Australia. The single-blend Sidano bean tastes surprisingly smooth with a nutty, sweet undertone. There's none of that familiar bitter after-taste or head-spinning kick. And it's very more-ish. Also on offer is the stronger Yirgacheffe bean. It's a complete other world from regular coffees - due to the absence of chemicals such as fertilisers, Ms Hailemariam says. Drinking three cups a day, she finds it difficult to find a comparable quality coffee when she goes out. "It makes me annoyed. I think why aren't

After completing a hospitality course at

Chisholm Institute in Dandenong, she started working at the department's cafe. After trying a coffee stall at Dandy Makers Market last year, she opened an outlet at the market one month ago. Unsurprisingly given Melbourne's deep coffee cult, she's quickly attracting loyal customers. "After you give them a taste, they always seem to buy it."

China school exchange By Cam Lucadou-Wells The call is out for schools to join Greater Dandenong Council's revival of a Chinese sistercity student exchange program. Mayor Roz Blades will meet up to four schools in the cities of Xuzhou and Xinyi during a council trip in China in mid-May - described by one councillor as a "junket". As part of the trip, Cr Blades and a senior council officer will attend the Xuzhou International Sister City Exchange on 15-17 May. Cr Blades had been instrumental in setting up the original school exchange in a previous mayoral stint. The exchange had ongoing benefits, with former students maintaining the friendships. It also "opened the doors" for local businesses to access the Chinese market, Cr Blades said. She'd also organised and paid for teachers and nurses to work in Xuzhou. "The benefits are that students have been able to learn about each other and it's been ongoing. "It's a slow process but very worthwhile." At a council meeting on 8 April, Cr Blades and several councillors were moved to defend the mission. Cr Timothy Dark, in opposition, said the $5,000-10,000 trip didn't pass "the pub test" and carried "no nett benefit" for Greater Dandenong. Such talks could be facilitated online, such as on Skype, he said. "There's no need for the mayor to embark on a junket." The word 'junket' drew a swift rebuke from

Sex pest jailed for years By Cam Lucadou-Wells A predator in his thirties who pursued underage girls online for sexualised chats and explicit photos and videos has been jailed. Richard Kelly, 35, was a registered sex offender and on a community corrections order for similar offences when he was arrested by police at his mother's house in Cranbourne in July. In sentencing on 11 April, County Court of Victoria judge Scott Johns noted that Kelly had often used a false name and pretended he was 17 during the seduction of the six victims aged

between 12 and 15. He had contacted them on private messaging on either Facebook or Instagram, mostly for up to eight days. However, a 15-year-old victim was groomed by Kelly for nearly 13 months. At one point, he'd arranged to meet her at a shopping centre, telling her they would smoke ice, go to the cinema and have sex in his car. Judge Johns accepted that Kelly cancelled the meeting and made no physical contact. On seizing Kelly's phone, police discovered Kelly contacted a total of 15 children - who he had failed to disclose to authorities.

Kelly had a 20-year history of drug abuse. He was under the effects of 'ice' during most of his offending, as well as socially isolated and depressed by the death of his father a decade ago, the court heard. Judge Johns said Kelly's high moral culpability was amplified by the breach of a corrections order issued by Dandenong Magistrates Court for similar offences. They included soliciting a child under 16 for sex, inducing a child to provide child abuse material, and possessing child pornography. The corrections order did not deter Kelly from further offending, the judge noted.

Kelly had not advanced any remorse and showed limited insight into the impact of his actions, the court heard. Judge Johns said "with some reservation" that Kelly had rehabilitation prospects given Kelly had not yet completed a sexual offender program. It was largely dependent on Kelly overcoming his drug addiction, the court heard. Kelly was jailed for up to three years and three months, with a minimum non-parole period of two years. He will be a registered sexual offender for life.

Drug workshop leads way perience with: the mentor and best-selling author of 'Drugs Do Not Discriminate' and 'I Quit Drugs Now What?' was once a drug addict and dealer himself. Sentenced to jail, he appealed and received an 18-month intensive corrections order. While serving his time, Munso realised that something was missing from traditional counselling and rehabilitation programs for people like him - especially when he was told he had an 85 per cent chance of reoffending and landing in jail. Based on his experience, he created the Youth YOU program to help youth overcome and recover from drug addiction. And Munso's strategy is yielding positive results. "One participant [on Saturday] said it was so different to what she had done because usually courses are all about the shame of being on drugs [instead of] forward-thinking and focusing on the person," he said. "Another said that it gave him hope again and sparked his passion for living again."

Former drug addict-turned-author and life coach Glenn Munso brought his Recover from Drug Addiction program to Hallam last Saturday, where 20 people took part in a workshop led by Youth YOU coaches and assistants. "The objective for the day was to give people who were struggling with mental health and drug addiction the tools and strategies to overcome their daily struggles," Mr Munso of Cranbourne explained. Participants were taught about the importance of having a healthy mindset and lifestyle, and Mr Munso said the coaches showed participants that they still have time and hope to accomplish their dreams despite the stigma of the 'drug addict' label. "We showed them that...a label didn't define their life," he said.

The next generation Mazda 3 In recent years, brands such as Mazda have been pushing the design envelope for nonpremium cars. And the next generation Mazda 3 is no exception. Underpinning the new car is the SkyActivVehicle Architecture, Mazda's latest modular platform which makes its own debut in the next generation 3. The platform is said to offer improved dynamic performance compared to Mazda's current design, as well as a quieter, comfier and a more refined ride. The platform also integrates Mazda's new SkyActiv-X engine which promises diesellike fuel economy but with the cleaner emissions of gas engines. Mind Help - new campaign Swimmers took the plunge to help raise money for Rotary's new mental-health campaign Mind Help. Rotary Club of Greater Dandenong staged sprints and relays for 42 young swimmers at North Lodge Swimming Academy on Saturday 30 March. Greater Dandenong mayor Roz Blades as well as extended families, friends, Rotarians and pool staff were on hand. Proceeds were donated to Australian Rotary Health for mental health research and community education.

In its project Mind Help, the Rotary Club aims to support locals suffering mental illness, as well as helping their families. It also plans to offer mental health first-aid training to community leaders who work with children and young people. "Our area of special interest is the mental health of children and adolescents," club secretary Leanne Byron said. "Our endeavour is to provide support to their immediate and extended families."

Dr Yap helps fight cancer Dr Nicole Yap is the director of Breast Institute Australia and works across multiple practices including those as St Vincent's and Mulgrave Private. Exciting new treatment Rezum is a ground-breaking new procedure which uses water vapour rather than radical surgery and is now available for treatment of BPH (benign prostatic hyperplasia/enlarged prostate). BPH is a condition that affects 50% of 50-year-old men with increasing frequency with age. The typical symptoms include decreased flow or urine, difficulty initiating urination, incomplete emptying, straining, rushing to the toilet, frequent urination and waking up night frequently. Rugby rules for kids, OK? By Hayley Wildes The Endeavour Hills junior rugby union club has been around for decades, and over that time the club has gone from strength to strength despite being in an AFL-dominated sporting landscape. Gone are the days of needing parents to light up the field with their car headlights for training, and gone are the days of getting flooded off the field. Now, with new lights and three new fields to utilise, the club is on the hunt for new members to come and join in the fun. The club has something for everyone, with teams starting from under-7s all the way through to under-18s, and both girls and boys are welcome. With the creation of the Super W league - the national rugby union competition for females - there are bonafide pathways now available for both boys and girls to make it to the elite level of rugby union. An array of past and present Endeavour Hills players have represented Victoria, the Melbourne Rebels and even Australia's national team; the Wallabies. Sean McMahon and Siliva Siliva are two names that immediately jump out and without the opportunities presented to them in their earlier years as Endeavour Hills players, they wouldn't be where they are today on some of the biggest stages in the world. Marita Naea, Endeavour Hills rugby club junior coordinator, talked about the passion within the club and the volunteers that are helping the kids advance and chase their rugby dreams. Lucy's Milo lit up Sandown Park on Thursday night, running the fastest time of 2019 to storm into the final of the $432,000 Launching Pad. The son of Melbourne Cup winner Dyna Double One stepped well from Box 3 before accelerating brilliantly to lead equal favourite Say Hi past the post the first time. From there, the gap only grew as Lucy's Milo powered away from his rivals to stop the clock in 29.166 eight lengths clear of runner up Chiquita Lass. It was the eighth win of his 18-start career and by far the most impressive, though his performance didn't come as a big surprise to connections. "He's getting better with every start," said Tom Dailly, deputising for his wife, trainer Andrea. "He got out of the box quite well last week and even better this week, but as a baby he'd always shown good pace, but it's taken a while to show it in a race. Hopefully he keeps doing it because

he's strong as well, so if he can keep coming out like that he's going to win some good races." The win completed a race-to-race double for Andrea Dailly after Jaro Bale impressively also won through to Thursday night's (18 April) decider. Despite being shuffled back to last after finding early trouble, Jaro Bale showed fantastic field sense to pick his way past his rivals to win in 29.80 and will now line up in the $150,000 to the winner final at just his seventh career start. As impressive as the winning Dailly double were, boom pup Flynn is the greyhound to beat in the final after drawing Box 1 for the final. The pre-post favourite took out the night's opening semi-final by five lengths in 29.38, much to the delight of trainer Harry Manolitsis who believes Flynn has further scope for improvement as the series enters its third week. Flynn lost no admirers after running second in his heat last week and further justified the punter's faith with a flawless performance in his semi-final. That run was just his second

start over 500 metres and the confidence of his huge supporter base was enhanced knowing he will wear the coveted red rug in the final. The night's final semi-final was won by Curt Lee in 29.93. While the slowest of the four semi-final winners, Curt Lee was no less impressive. In a rough-run affair, the striking Glenn Rounds trained chaser was made to earn his seventh consecutive victory but did so in determined fashion, improving his record to eight wins from 10 starts. The Launching Pad is Australia's only sweepstakes event and is open to greyhounds with one to six wins, and no more than 30 starts. Connections pay $2000 for one of 64 places in the heats. It attracts the best young chasers from across the nation and boasts one of the biggest prizes in greyhound racing. The final of the 2019 Launching Pad will be run on Thursday 18 April as part of the club's annual Easter Kids Fun Night featuring a host of free family entertainment.
