Killer rapist jailed By Cam Lucadou-Wells A murderer and rapist who preyed on couples in the Police Paddocks in Dandenong North more than 35 years ago has been jailed. James Patrick Dobbie, now 65, had been “motivated by lust and a violent need for domination” over his victims parked in the ‘lovers lane’ in March 1980, April 1983 and May 1983. His “despicable” and “completely indefensible” behaviour had “no place in the civilised

community”, Supreme Court of Victoria Justice John Champion said during sentencing on 29 April. In his first two episodes of terror, a masked Dobbie pointed a sawn-off shotgun at couples aged just 18-21 years, tying up the males and sustainedly raping the females nearby. In May 1983 attack, Dobbie pointed the gun through a car at a 37-year-old man and 26-year-old woman inside. The man fought back and briefly struggled

with Dobbie until he was fatally shot twice. Dobbie left the dead man behind, binding the woman and driving her away in her lover’s vehicle. She escaped from the moving vehicle - despite Dobbie warning he would shoot her if she tried. Dobbie dumped the car at Caulfield railway station, caught a train to his Boronia home and fled for a new life in Queensland. The crimes were quickly reported to police but remained long unsolved.

Justice Champion noted Dobbie’s guilty plea, admissions and stated remorse after long concealing his involvement in the crimes. He was jailed for up to 31 years, with a minimum non-parole period of 25 years. He had served 311 days in pre-sentence custody.

Susan Anderson has logged about 700 hours behind the wheel as a learner driver mentor. As a volunteer with the Jesuit Social Services’ L2P program, she’s taught four young drivers including a set of two sisters for nearly their whole 120-hour journey to a license. Ms Anderson enjoys every two-hour session. It’s a chance to indulge her keen sense of humour and make a difference, she says. “I’m lucky - it gets me out of doing housework,” she laughs. The Victorian Government and TAC recently announced a four-year extension of the L2P program. It provides access to cars and tutors for disadvantaged learner drivers to get supervised driving experience. In the past 10 years, more than 5000 drivers in the program have attained their P-plates. In the Jesuit program in City of Greater Dandenong, many have had contact with child protection or youth justice systems. Ms Anderson, co-winner of the 2019 Greater Dandenong Volunteer of the Year, says often her students don’t otherwise have access to a car or a fully-licensed family member to supervise them. “They’re really lovely girls and I just really enjoy doing it. “I enjoy driving. I’ve always appreciated my grandparents taking me out to learn to drive.” She gets a kick of her students gaining independence and confidence. As part of the lessons, Ms Anderson makes
Susan Anderson has voluntarily mentored learner drivers in the L2P program. 192647 Picture: STEWART CHAMBERS sure she instils the right driving attitude, such as keeping a safe distance behind cars. “I want them not just to clock up the hours but to be really safe drivers.” As a driver herself, Ms Anderson says she’s quite “old school” - preferring not to rely on reversing cameras. “These gadgets can make you lazy. I think you must check in the mirrors and over your shoulder as well.” Her other tips are to not be peer-pressured into driving too late at night. Driving while sleep-deprived is akin to driving drunk. More volunteers are needed in the community, including the L2P, she says. “It’s not just the matter of making someone a safe driver, it tends to get people out of their own home and mixing with people. “The girls I work with have enhanced my life, enlightened me about their families, their religion, their culture. “I’ve been really blessed.”

IN BRIEF
Moves to sack Liberal candidate By Cam Lucadou-Wells The Liberal Party is moving to dump its Isaacs candidate Jeremy Hearn over a series of reported online anti-Muslim rants. A party spokesperson said on 1 May that the state branch’s administrative committee was “moving this morning to cancel Mr Hearn’s endorsement”. The Herald Sun had reported that Mr Hearn last year posted comments such as Muslims being “clearly people of bad character” and calling for the end of government funding for Muslim schools. The newspaper reported that Mr Hearn had apologised for the comments. Even if disendorsed, Mr Hearn’s name will remain on the ballot paper. However, it now puts the incumbent and shadow AttorneyGeneral Mark Dreyfus into firming favouritism for the marginal seat. Mr Dreyfus held Isaacs by less than 6 per cent, prior to an unfavourable boundary redistribution last year.
Mr Dreyfus said he welcomed Mr Hearn’s possible disendorsement but said the candidate should not have been preselected in the first place. “His Islamophobic comments have been on the record for months and they have no place in modern Australia. “His views are sickening, divisive and dangerous. Mr Morrison should be ashamed of ever having been associated with him. “The voters of Isaacs deserve an apology the Liberal Party has insulted them by putting a man like this forward as their chosen candidate. “Regardless of what happens with Mr Hearn’s candidacy, I will continue to work hard for every single vote, talking to the voters of Isaacs about stability and Labor’s positive policies for the things that really matters for all Australians like health, education and jobs.” Animal Justice Party candidate Bronwyn Currie said she was “appalled” by the comments.
Giant new tower to cast Spectra over city’s CBD By Cam Lucadou-Wells
Right: A concept design of the 20-storey Spectra Dandenong, set to be built in Thomas Street.
A 44-year-old man has been stabbed by four male intruders in his room at a boarding house in Power Street, Dandenong. During the intrusion, the man refused an offender's request for a cigarette about 4am on Friday 26 April. He was stabbed by one of the males, suffering serious injuries. He was taken by ambulance to The Alfred hospital. The group rifled through the victim's room and other parts of the boarding house. Another resident was confronted by the group, who made demands for cash and his wallet. Any information to Crime Stoppers on 1800 333 000 or crimestoppersvic.com.au, or Greater Dandenong CIU on 9767 7487.
Home ambush by Facebook ‘sellers’ A man has been ambushed in his home by 'sellers' purporting to sell him a phone over Facebook. After responding to the Facebook 'for sale' advertisement, he let the two males inside his home at Gordon Street, Noble Park on Thursday 25 April, 6.20pm. With no sign of the promised Apple iPhone, one of the males tried to snatch the cash as the victim started counting it out. The victim was then kicked in the face, suffering minor injuries. The two would-be robbers left the house empty-handed. They were described as teenagers, dark-skinned in appearance, police say. Any information to Greater Dandenong CIU on 9767 7487 or Crime Stoppers on 1800 333 000 or crimestoppersvic.com.au.
Two wanted over road-rage stabbing Police remain on the hunt for two males involved in the road-rage stabbing of a 43-yearold man in Doveton on 10 April. The victim critically injured after being stabbed in the chest and arm with an axe or a knife on the corner of Power Road and Princes Highway, Doveton about 12.50pm. During the dispute, the offenders are believed to have got out of a Toyota Camry or Corolla, and then banged on the victim's car. One of them has then stabbed the victim, of Clayton South, who drove from the scene. Ten minutes later, he crashed his white Toyota Aurion into a traffic light on the corner of Dandenong-Frankston and Kirkham roads, Dandenong South. He was taken to The Alfred hospital with lifethreatening injuries. The offenders were described as South European appearance. Any information to Greater Dandenong CIU on 9767 7487 or Crime Stoppers on 1800 333 000 or crimestoppersvic.com.au.
More ambos on-time Ambulances are arriving to call-outs in quicker time in Greater Dandenong, according to the latest official data. The Victorian Health and Human Services and Ambulance Victoria Performance Data showed ambulances arriving on an average of 9 minutes, 27 seconds in the March 2019 quarter. A year earlier, the average was 10 minutes and 11 seconds. In 2019, 91.5 per cent of ambulances in Greater Dandenong arrived to Code 1 emergencies within the 15 minute benchmark. This was up from 90.1 per cent the year before.

In a further tick for Dandenong's future, work is starting on what will become the city's tallest building. The 20-storey Spectra Dandenong hotel and serviced apartment complex, which will soar above 219-221 Thomas Street. The "cutting edge" tower will command clear views of Port Phillip from one side and the Dandenongs on the other, says developer Martyn Barnes of Barnes Capital at a launch of the project on 2 May. It is expected to open in September-October 2020, built at a cost of $66.5 million. "From a business point of view, there's a need for more accommodation," Mr Barnes said. "The South East is growing and growing. Dandenong is really becoming a business centre as well as being close to Gippsland - and hopefully moving forward with the proposed (South East) airport. International firm Oakwood will operate the mix of 98 hotel rooms and 56 one- and two-bedroom long-stay apartments. It will be the firm's second hotel and apartments in Australia. On the lower floors are residential units, retail, a cafe, a restaurant, medical clinic, offices and meeting rooms.
Oakwood's Asia Pacific managing director Dean Schreiber said the development was in line with younger families heading to the region and the $290 million revitalisation of central Dandenong. It will also cater for visitors involved in project work in the surrounding manufacturing and industrial district. Development Victoria precincts general manager Simon Wilson said the hotel would be a "significant boost" to central Dandenong and its prosperity. Barnes Capital also has plans to start building an 11-storey Holiday Inn hotel in Cheltenham Road, pending approval. It is strategically placed, opposite the site of a proposed boutique soccer stadium. Mr Barnes said the Holiday Inn project was still expected to succeed, despite the FFA's rejection of the Team 11 A-League license bid based at the proposed stadium. "That doesn't stop us from proceeding with that particular development. "We're confident something will happen on that land. We still hope there will be another bid."
“There is no place for hate speech in our society. “The Animal Justice Party seeks to improve the lives of humans, to achieve a kinder world based on respect and non-violence.” Greens candidate Kim Samiotis called for Mr Hearn to withdraw his candidacy. “Should he continue to run as an independent, The Greens urge all voters to consider that the politics of hate only seeks to divide our society.” Ms Samiotis said political leaders had emboldened and encouraged white supremacy and an emerging neo-Nazi movement. “Melbourne's Bayside and South East is an area of rich cultural diversity. It's a part of what makes our country so beautiful and should be celebrated, not hated. “It was not so long ago that my father and grandfather's generations suffered social exclusion as Greeks living in Australia. It's time we break that cycle.”

Housing costs hit By Cam Lucadou-Wells Who of your local Federal election candidates is responding to the growing void of affordable homes and rentals in Greater Dandenong? Star Journal surveyed candidates in Bruce, Hotham and Isaacs over what is an ever more critical issue. The municipality is in the top tiers of homelessness rates in Victoria, according to analysis by Council for Homeless Persons late last year. The CHP called for more social housing in the area, especially given the dearth of affordable one- and two-bedroom dwellings. In the latest Rental Report, there were 71 lettings in Greater Dandenong that were affordable to people on NewStart benefits. None were one-bedroom residences, just 28 were two-bedroom properties. According to an Anglicare Rental Affordability Snapshot in April, only two rentals across the country were affordable to Youth Allowance or NewStart recipients. Bruce MP Julian Hill said an ALP Federal Government would build 250,000 affordable rental homes in the next decade for Australians on low and moderate incomes. It would also encourage 'Build to Rents' with tax concessions, reform negative gearing, provide more transitional homes for women

and children fleeing domestic violence, young people in out-of-home care and older women on low incomes. Their policy also includes re-establishing a Housing and Homelessness Minister and increasing fees on overseas property investors. Rise Up Australia Party Hotham candidate Peter Dorian said the ALP housing plan would "destroy the economy and the housing market, which would put everyone on welfare and the country ... cast into a depression". "If you think housing affordability is something that can happen, you probably are already ignorant enough to vote for the ALP." Greens candidate in Bruce, Rhonda Garad,
said social housing stock needed to be increased to ensure "we all have a home". "Young people are increasingly locked out of the housing market which means that the system is broken and we need to change the rules. "Therefore, we support the dismantling of the rigged system that privileges investors and landlords over the rest of us." Hotham Greens candidate Jess Gonsalvez added that a rise in Rental Assistance, NewStart and Austudy payments as well as protecting penalty rates would reduce people on or below the poverty line. "The Greens see housing as a right - our housing plan includes building 500,000 public or community homes." Dennis Bilic, standing for Sustainable Australia Party in Hotham, called for immigration cuts and the removal of negative gearing and capital tax concessions to encourage affordable home prices for young buyers. United Australia Party Hotham candidate Jim Luan said interest on self-occupied home loans should be tax-deductible. Tim Boyanton, Fraser Anning's Conservative National Party candidate for Bruce, said the purchase of land should be reserved for citizens only. Liberal candidates for Bruce and Hotham failed to respond by deadline.
Extra police are set to be rolled out into suburban growth areas in Greater Dandenong and Casey over the next 12 months. Victoria Police announced 26 more officers in Greater Dandenong and 36 in Casey as well as sharing 19 extra family violence specialists across the South East. In addition, seven further officers will be
shared across the South East to work in sexual offences and child abuse investigation, highway patrol, crime investigation, crime scene services. Deputy Commissioner Rick Nugent said police needed to be visible in the community and "out in vans" to keep people safe. "It also means having expert teams in place
that can provide a specialist capability to investigate complex crimes, gather intelligence and prevent harm in the community. "With more police on the beat we have been able arrest hundreds of offenders daily, conduct more police checks in the community, and enforce breaches of bail and intervention orders in record numbers in order to keep victims safe." 12417833-CG20-19

Candidates slam ‘racism’ By Cam Lucadou-Wells A Federal election candidate's racist comments targeting "Sudanese gangs" have been condemned by community leaders and candidates. When surveyed on community safety by Star Journal, Fraser Anning National Conservatives candidate Tim Boyanton turned his focus on the "huge problem with migrant crime in this region, in particular Sudanese gangs". The Bruce candidate urged Victoria Police to make arrests and put a swift end to the "common violent outbursts", and for a future Federal Government to cease "importing Third World migrants into the country". "The real issue is that both major parties continue to push an indiscriminate immigration policy." Deng Kur, spokesperson for Federation of South Sudanese Associations in Victoria, said he had a "terrible" reaction to reading the
statement. Mr Kur said he was confident that the wider community would not stand for Mr Boyanton's views. "There's no place for this type of behaviour in this society. "For a wealthy and beautiful nation like Australia, there's no place for leadership to target minority groups. "There's no single reason." Centre for Multicultural Youth chief executive Carmel Guerra said many in the Sudanese and South Sudanese communities made significant contributions to society in little time. They were "wholeheartedly" welcomed and supported by members of government and the wider community, Ms Guerra said. "From our work with young people and families from African backgrounds in Dandenong, we know that the safety and prosperity of the local community is very important to everyone.
"CMY ... believes there is no place for illinformed, divisive voices in the community." Bruce Labor MP Julian Hill said Victorians "soundly rejected the politics of race and fear" at the State Election. "And I am sure will do so again on May 18. "Australia got rid of racist immigration policies in the 1970s. We should never bring them back, and I will never play race politics in our community. "The fact is, crime in Greater Dandenong is at the lowest levels since 2014 and we should work together to further improve things. The minority of people who do the wrong thing should be dealt with." Greens candidate Rhonda Garad said local crime statistics and stats on perceptions of safety didn't support Mr Boyanton's claims "The Sudanese community make up only 0.16% of the population and are not represented in the top groups perpetrating crime in Victoria.

ALP makes $1.5m community safety pledge By Cam Lucadou-Wells Labor has made a $1.5 million Federal Election promise to improve community safety in Greater Dandenong. How it would be spent is not yet decided. It would be up to City of Greater Dandenong and the community to nominate initiatives. Bruce MP Julian Hill said the Labor Party had spoken to representatives on the "front line" tackling family violence, alcohol abuse, incarceration and anti-social behaviour. "This investment will make a big difference to our area.? "I'm looking forward to working with Council, local residents and businesses to get the

or proactive programs to support young people out of recidivism. "This is a community that has been ignored by the Liberal Federal Government. Labor will get on the front foot to invest in community cohesion and safety by investing $1.5 million to make this community safer." The local Labor MPs say the announcement builds on falling crime rates and 96 new police officers being rolled out in the South East. Greater Dandenong mayor Roz Blades said it was "wonderful" that the community had a choice in how the funding was spent - if an ALP government was elected. "There's a lot you can do with the funding but I would want to sit down and work out
what's best for the community." Greens candidate Rhonda Garad supported the "community-led" approach to safety issues. She said whilst there had been a fall in the local crime rate, the rates of violence against women was one of the highest in the state. "A strong focus is needed to reduce violence against women which involves raising awareness, police training and supportive social supports to women. "We also strongly support adequate funding of local women's services to provide this support." John MacIsaac, the Liberal candidate for Bruce, did not respond by deadline.

100 years ago 1 May 1919 Pneumonic Influenza At a meeting of the Dandenong shire council on Monday, a report was received on the emergency hospital at Chelsea. From the report it was made clear that adjoining shires, and other municipalities had ratepayers at Chelsea Hospital, it was further stated - that there would never be any chance of closing the hospital, If the taking in of patients from neighbouring municipalities is to continue. From February 14 to April 27, 64 patients had been admitted and 6 deaths had occurred; there were 23 patients in hospital at present. Cr Groves thought that Mr Clarke could give some assistance in the South Riding, by fumigating premises. Mr Clarke said he had been busy fumigation in the Centre Riding, and of the 40 cases of influenza reported, he had
fumigated the premises of 35. Cr Wilson said it would be advisable to request the member for the district to make some effort to get the education department to open a school in the South Riding, so that the children who had not been to school since Christmas might get some education.

Plan for sweeping re-development of the heart of Dandenong's business area will be announced today. The scheme is understood to affect Lonsdale St and Clow St to Foster St. Details of the plan are top-secret. However the Journal believes that the whole "face" of Dandenong's shopping centre will be drastically changed if
Anthony Anderson: What they have done had been the best thing to happen in Noble Park for years. The traffic flow is heaps better and the open space is awesome. Cheryl Newton Simmins: What can I say... It saved lives and employed people. Johnny McAndrew: MARVELLOUS Valerie Caterson: Having lived so close to this crossing and knowing of those dreadful accidents, I see this as such an improvement. The traffic flows much better and the area looks great.
Home carers will boycott a City of Greater Dandenong function to recognise their service because they are angry about losing their jobs to a private operator. The 43 home carers, who will be made redundant on May 21, are annoyed with the councillors, including the mayor, Councillor Nain Melhem, who voted in favour of the city's home and community care service being
contracted out to Silver Circle. Wendy Phillips told The Journal; about half of the 80 workers would boycott the function.
5 years 5 May 2014 Strip to shine New trees, bins, benches and paint will soon spruce up the Hemmings Street shopping strip. City of Greater Dandenong's councillors approved immediate improvement works for the Dandenong West precinct at their meeting last week. A notice of motion from Councillor Matthew Kirwan in May last year said residents and traders appreciated the centre but thought it appeared run down, had safety issues, lacked an appropriate mix of shops and didn't fully capitalise on the potential of its village feel and good accessibility.
NEWS
SOCIALLY SPEAKING On 2 May, Dandenong Star News asked readers if they remembered the "bad old days" pre-Skyrail when Noble Park was gridlocked by three sets of boom gates. Here is how our readers reacted online:
the scheme is approved. The plan to be presented at a press conference by the Dandenong Chamber of Commerce which for several years has envisaged a major facelift for the "Golden Mile" between Clow Sst and Foster St. It is understood to follow closely the latest American ideas to counteract the "pull" of nearby regional shopping centres.
Mark Lanyon: Best thing to happen in Noble Park for a long time. Graham Ross Jordan: The new traffic lights near the skate park change more often than the level crossing did, stopping traffic in Heatherton Rd and causing it to be banked up around the roundabout. They need to be reprogramed. Also the roundabout needs to be removed now and replaced with lights too. Dawn Vernon: I only find the lights change if cars are coming out of the community centre & swimming pool road, or pedestrians press the button. Graham Ross Jordan: I agree but they get the priority not Heatherton Rd. The moment a pedrestrian pushes the button they change. The moment a car hits the contact they change. There is no immediate waiting times to the lesser traffic.
Roads key to SE wishlist By Brendan Rees An advocacy group for councils in the South East has called on all Federal Election candidates to act as "fierce advocates" for regional projects in their regions. The South East Melbourne advocacy group (SEM) - which includes seven local governments, business and community leaders - has launched its 2019 election platform with a focus on roads, public transport, an airport in the south east, recyclable water solutions, more job opportunities closer to where people live, and better freight solutions ahead of the 18 May Federal Election. Their platform seeks a funding commitment to extend Thompson Road in Clyde North from Clyde Road to Cardinia Road; an early development of Glasscocks Road through Dandenong and into Casey, and funding for the final stage on the Dandenong Bypass.
Rail projects include extending the Cranbourne rail line to Clyde and a commitment to building a spur line from the Dandenong line to Rowville. A South East jobs strategy is also on SEM's wishlist to support job hubs in Monash, Dandenong, Frankston, Officer and Hastings. According to SEM, funding support is needed for two projects to improve access to recycled water with the construction of a pipeline from the South East Outfall at Baxter to Pearcedale ($20.5 million), creating 361 jobs, and a business case for the Hinterland Recycled water scheme. "Melbourne's South East will have another 300,000 residents living here in the next ten years, we need to start planning now to ensure there's enough jobs and that the region's transport infrastructure is keeping up with the growth," SEM chair Simon McKeon said.

Violence forum aims to connect
City tackles State on little backyards By Cam Lucadou-Wells Greater Dandenong Council will seek a 'please explain' after the State Government rejected its request to increase the minimum size of backyards in Keysborough's new townhouses. Under planning scheme Amendment C212, the council sought to rezone the area bounded by Chandler Road, Dandenong Bypass, Tatterson Park, Hutton Road and Greenview Terrace. It would increase the minimum area of private open space for townhouses from 40 square-metres to 50 per lot, with secluded private open space up from 25 to 30. Though much of the area is already developed, it's not too late for the remaining land and for future redevelopment at existing sites, Greater Dandenong councillor Matthew Kirwan said. It may also influence any future rezoning of the nearby Keysborough Golf Club for housing. "The issue is private open space for intimate family gatherings. "Despite the fact that this a family area and the townhouses that are getting built are three and four-bedroom townhouses as a result, they are being built (because of the zoning) with less private open space than equivalent parts of Noble Park and Dandenong. "That is the lunacy of the situation." Somerfield Estate resident Pablo Rodriguez said the last thing residents want is "more of the same" for future developments. He pointed to the density of townhouses - some with ludicrously short driveways that can't fit a small car.
Pablo Rodriguez and a passing car on Tyers Lane. 193078 These are just examples of developer greed, Mr Rodriguez said. "The main issue is the overall density and the lack of appropriate car spots." As a result, traffic gridlock in the narrow streets, with cars parked on both sides, is a daily bug-bear. Keysborough CFA has also warned that its trucks are struggling to squeeze through the estate's roads. It could be alleviated by widening roadways within the expansive adjoining nature strips, Mr Rodriguez said. Planning Minister Richard Wynne told the council in March there was a lack of studies,

reports and "strategic justification" to make an informed decision. He was also concerned about existing owners' ability to extend their buildings. "The council is encouraged to conduct further strategic work on these proposed changes to ensure they deliver the best outcomes for all landowners in the area. "Any future requests for a zoning change will be considered on its merits and will be subject to a thorough assessment when received." Cr Kirwan, with the support of a majority of councillors on 8 April, successfully moved for the council to write to Mr Wynne for what "strategic justification" is required.
Women in much of the South East feel less safe than the state average, says the organiser of a forum on preventing violence against women. Kit McMahon, chief executive of Women's Health in the South East, said police call out data showed that the violence was increasing in the region but recently, it had dropped in some pockets. "We ... know from publicly available data on perceptions of safety, that in six out of the 10 municipalities in the South East women report feeling less safe than the state average." An upcoming community forum Preventing Violence Together invites the public and practitioners to focus on what works and what can be done better, Ms McMahon said. One of the aims is for more collaboration and partnerships between health services, councils and non-government organisations to help prevent violence. "The partnership represents the key people on the ground in the region making a difference and taking action," Ms McMahon said. "We are very much looking forward to the outcomes of the forum and to supporting our partners to continue their great work, finding more ways to prevent violence against women and making the South East safer for all women in our community." The forum's key speaker is VicHealth programs group executive manager Kirstan Corben. The forum is at Springvale City Hall supper room, 397-405 Springvale Road, Springvale on Wednesday 8 May, 10am-1pm. Register at https://bit.ly/2GJEM4T

The Australian Sikh Games held over the Easter Long Weekend in Casey has delivered the largest attendance and participation in the 32year history of the event. Event management and Victoria Police estimated about 200,000 people attended over the three days from 19 to 21 April at Casey Fields in Cranbourne East. The Games have become a staple sporting and cultural event for the Australian Sikh community which is held in every year in capital cities around Australia. The event included traditional Indian and Australian sports along with cultural performances, music and dance, art displays learning seminars and traditional Indian food served as part of "langar" or community kitchen which is provided free to all attendees.
Narre Warren South MP Gary Mass said he was delighted to take part in the international event that hosted more than 4,000 athletes from Australia and overseas including New Zealand, Singapore, Malaysia, Hong Kong and India. Mr Mass was joined by Premier Daniel Andrews, Cranbourne MP Pauline Richards and Bass MP Jordan Crugnale. "The Sikh Games provided our local community with a wonderful opportunity to come together and celebrate diversity through sport and to display our area's ability to host major international events," Mr Maas said. The State Government contributed $200,000 to the event to support its celebration of diversity and multiculturalism.

Great deeds on the pitch By Cam Lucadou-Wells A pioneering free football clinic is attracting 50 young players a week from across the South East, with dreams to expand further. In a matter of six months, the Future Footballers Project (FFP) at Ross Reserve, Noble Park has become a hub for talented men, women, boys and girls. It is a godsend for the large number of families who can't afford the prohibitively expensive registration costs at clubs and other clinics. Coach Gavin Ithier, a former Socceroos Youth player, has poured $10,000 into the entirely privately-funded project. "The problem is every second soccer clinic is looking to make money. "For us it's about developing the kids and the positive results it brings. "They're really talented kids new to the game, and to watch them have so much fun is great." There was plenty of scope to grow if it could win sponsors and government grants, Mr Ithier said. "We want to reach as many young people as possible but we need more equipment, facilities and people to support our cause." This winter, FFP plans to hold a second clinic each week inside a hall during the wetter winter months, as well as tutoring to help with schoolwork. "It will be a true 'soccer school'," he said. The project has been promoted to five schools in Dandenong and Noble Park, yet is already attracting young players as far away as Cranbourne and Pakenham. "We're finding a lot of the kids aged about 12 or 13 are coming by themselves on public transport." The eventual goal is for the clinic to run six days a week, giving young people of all abilities
The FFP's Australia Youth team celebrated winning the U-Nite Cup in a grand final at AAMI Stadium. 189559 and backgrounds a chance to play the sport, as well as enter teams into local leagues. "We also want to be able to support talented youth who have developed a love of football but need support to stay in the game and develop pro skills." In January, its team 'Australia Youth' won a 16-team senior men's tournament the U-Nite Cup.
Thanks to a generous donor, three of the project's players are on the shortlist for an all-expenses paid trip to Glasgow to train two weeks at the Celtic Youth Academy. FFP's females have also been invited to train with a Womens Premier League club, Bayside United. Greater Dandenong mayor Roz Blades, who recently visited an FFP clinic, praised the

His life for others By Casey Neill
Lee Tarlamis.
Lee Tarlamis says his older brother’s cancer battle inspired him to spend his life helping those less fortunate. His service culminated in a Medal of the Order of Australia (OAM) in the Queen’s Birthday Honours List, announced on Monday 11 June. The Noble Park man and former state Upper House MP received the nod for service to the people and Parliament of Victoria “I’m extremely humbled. It’s not something that I’d expected,” he said. “I didn’t do it to get acknowledgement. “It was about wanting to provide assistance and help to people. “It’s a view that I formed very early on.” Mr Tarlamis said his brother fought cancer for two years before dying at age 17. “The trouble and the stress that the family went through, I saw how positive he was
throughout those two years,” he said. “It instilled in me that as tough as I think I have things, there are always people out there who are doing it a lot worse than me. “That’s why I got involved in the local community.” Initially that was through the Keysborough Learning Centre. “The centre loaned me a computer for me to do my school work,” he said.

“I wanted to repay the favour so I was volunteering time with them.” There he met then-politician Eddie Micallef and became his electorate officer. “That’s how I got into the politics world,” Mr Tarlamis said. “That opened up a lot of opportunities to provide assistance to community groups.” He never intended to run for parliament, but “one thing lead to another which lead to another” and he was a South Eastern Metropolitan Region MP from 2010 to 2014. “That was such an honour as well, when you consider the fact that very few people get to hold that position and represent that large number of people,” he said. Mr Tarlamis was a Springvale Benevolent Society volunteer from 2002 to 2012, a Noble Park Community Action Forum member for many years, a founding Springvale Multicultural Men’s Shed committee member, and more.
He’s now a senior advisor to Special Minister of State Gavin Jennings. The world of politics is not where he thought he’d end up. The Tarlamis family moved from Oakleigh to Keysborough when he was eight months old. He went to Wallarano Primary School in Noble Park and to Chandler Secondary College, where Keysborough College’s Acacia campus now stands. Mr Tarlamis went on to study an associate diploma of business. “I grew up working with dad in the family businesses,” he said. “I thought it would be logical that I would go into the business world and maybe into management or something like that. “I really enjoyed the community stuff. “Politics became that vehicle to do it.”

Cultural key Granddad Gardiner with a handpainted performance costume from Bunjil ACDC dance Picture: GARY SISSONS group. 192284
Relics of the former Dandenong-based Bunjil ACDC (Aboriginal Culture and Dance Club) of Wurundjeri and other Nations group are on display in an exhibition at Laurel Lodge, Heritage Hill. The exhibit’s curator Granddad Gardiner, 91, was part of the dance group that formed in 1992 to promote Aboriginal culture and spirituality. It disbanded in 2010 after more than 250 performances, including dancing in front of 70,000 footy fans at the MCG and marking the official opening of Drum Theatre. The group’s efforts are embodied in their Bunjil Eagle totem pole, and hand-painted costumes depicting stories of the Aboriginal
law and punishment system on display. “This exhibition takes visitors on a journey that really highlights the true essence of our culture,” Granddad Gardiner said. “It is an exhibition that tells a story that everyone can enjoy and we have received such positive feedback since the exhibition opened.” The exhibition is at Heritage Hill Museum and Historic Gardens until 12 July. It opens Tuesday-Fridays, 10am-4pm. A special screening of John Hughes’s awardwinning documentary After Mabo will be shown at the exhibition on Thursday 30 May, 1pm. Bookings essential on 1300 630 920 or in person at a Greater Dandenong library.

Students at Keysborough Primary School have put their minds into urban planning for a pilot program with Development Victoria. They were challenged to put up design proposals for public open space at a proposed housing estate next door at Coomera Road, Springvale South. During the process, the students learnt about the vacant site and the options for redevelopment. Groups of Year 5 students presented their ideas at a school assembly on 1 May. The winning group of Jaiden, Trevor and Daniel pitched for three spaces - a community garden for residents to grow and share crops, a playground for children and adults to meet and make friends, and a recreation space for picnics, exercise and off-leash dogs. They will share their ideas to the Geography Teachers of Association of Victoria annual conference in September. “This presented us with an excellent opportunity to get our Year 5 students engaged with community development and planning, a school spokesperson said.

A new program which will help young people in Casey learn about the law using sport is sure to kick goals. The Sporting Change program, with the help of sports stars and sport sessions was launched at Bunjil Place on Monday 30 April and teaches students about police powers, employment law, and relationships and the law - with the help of sports stars and sport sessions. Springvale-Monash Legal Service executive director Kristen Wallwork said the program, which had been piloted at Narre Warren South P-12 College in 2017, had been a proven winner with engaging young people, and shared many parallels with the law. "We understand that improving young people's access to justice and engagement with the legal system needs us to proactively reach out to the young person, rather than expect the young person to come to us," she said. "The sport hooks the student in to be involved and is also used as a way to try to explain legal terms in an enjoyable and approachable way. "For example, we teach the laws on consent alongside learning mixed martial arts. We draw parallels between the rules regarding contact in mixed martial arts and those rules that exist in society around consent laws." Cops’ wild chase
By Brendan Rees
A Casey resident has described the moment a driver "hurtled" towards her after an alleged stolen car wound its way through Hampton Park on Monday 1 April. Robin Dzedins of Lynbrook said she was turning left into Camms Road from South Gippsland Highway about 2.30pm when she saw a car "swerving like a maniac." "I could only see it head on hurtling straight at me. Luckily I was turning left, had I been going straight ahead I would've been hit," Ms Dzedins said.
hit flying in the air and I was thinking 'God, I haven't been killed and hope no one behind me is killed.'"
Ms Dzedins said: "It was very frightening, I was very lucky."
"I could see bits of car flying up into the air, like I think mirrors or I don't know; door handles, something like that," she added. "There must have been so people just affected literally by the accident."
It came as police were led on a two-hour wild pursuit which began about 12.30pm after a four-wheel-drive was allegedly stolen from Cranbourne. The vehicle was later set alight, police say, before the speedsters fled in a station wagon and later hijacked a ute in Hampton Park. The ute crashed where police say the driver was seen getting out carrying a rifle, which was used to carjack a Ford ute in Carrum Downs. Witnesses say they saw the vehicle driving on the wrong side of the South Gippsland Highway in Cranbourne.
Cardinia Highway Patrol arrested two men and a woman who attempted to flee on foot after their ute crashed into a truck on the South Gippsland Highway. The driver, a 26-year-old male from Chel tenham, tested positive to methamphet amine and had his licence disqualified. He was charged with aggravated carjacking; eight counts of theft of a motor vehicle, three counts of arson, three burglaries, and three

Doveton’s new beginning By Nick Creely They almost tore the paint off the walls. In the aftermath of Doveton's stirring Good Friday win against Officer recently, the pure joy - and almost relief - was plain to see on all of the faces that entered the AJ Robinson rooms to sing a rousing rendition of their famous song. This was no ordinary win; it was a culmination of the togetherness of the club, a resurrection from a 2018 full of anguish, and the beginning of a new era in AFL Outer East. It may go down on the ladder as just four points in the scheme of things, but it's so much more than what meets the eye. It was their first senior win since defeating Beaconsfield in the now-defunct SEFNL on 5 August 2017 by 48-points, after going through the final season of the competition winless. That's a run of 19-straight losses. Club president and current player Aaron Henwood bleeds for the club, and can't recall a win that held such significance. He said the scenes in the rooms after the win were of pure emotion. "From my perspective, I'm seeing it from both sides (as president and player) - so the emotions were probably running a bit higher than most of the guys," he said. "When you're president, you know the nitty gritty behind the scenes, and you know how hard it is to run a club and being successful is even harder. "For me, it was a big emotional dump to get to that point and see the relief, and all the hard work paying off, and seeing the tide turn so to speak, which it has." While 2018 was a horror year for the Doves - who are a proud, revered club in the southeast - Henwood said the club never lost faith, and were galvanised by a season which tested the fabric of the place. "We had that year where we needed to knock the house down and rebuild it again, it definitely took its toll on me, it wasn't easy for me," he said. "Generally, a year like that at most clubs, you would think half of your players would go, but we only had maybe two senior players go. "That speaks volumes of our club - it did galvanise us, and has held us in good stead for this year." Pure relief, that one overriding emotion from the Doves' breakthrough win, was also written all over the face of club icon and current senior coach Daniel Charles, who said it was a win to savour for everyone who stuck through the club in their darkest times. "It was big for the players that did play last year, and it was probably more importantly big for the supporters that stuck around last year," he said. "They did it tough - although it hurts to lose, at least you're out there trying to do something about it. "When you're following a team that isn't winning, and all you can do is sit there and
The Doveton Football Club broke through for an emotional senior win on Good Friday. watch in hope, it's a lot harder - we had 11 players that played last year in our team, so for those guys too it was a fairly big occasion." On-field, the Doves are reborn, playing an electrifying brand of football with a host of new names and gun youngsters, and Charles said that the agony of weekly tough losses in 2018 in a way made them figure out exactly who is willing to forge the club forward. "We just went into the game trying to put into practice what we learned the year before, and for the new blokes, trying to play a role and implement what we learned over the summer," he said "I think we'll benefit from it (2018) - what it did, a lot of players left the club, and it gave the club a chance to go out and get a new coach, which is myself, and I look down the path of playing kids and giving them the opportunity. "To be totally honest, I thought I was going to be there long enough to help rebuild the club, and not see a great deal of success, so it's pleasing to win a few games early this season,
that's for sure." They have entered the season in unfamiliar territory in Division 1 of AFL Outer East - as one of the premiership favourites - and the injection of the likes of Lachie Batten, Mitch Viney, Michael Sikora, Daniel Zajac, Luke Daidone, James Gascard to compliment Henwood and some of their seasoned warriors have made them an ominous task for opposition clubs. But the Doves had one mantra when looking at who to bring in this off-season - character, plain and simple. To them, it was the ingredient of a successful sporting club. "When we sought new recruits, our main criteria was simple, 'good blokes'," he said. "We were more interested in bringing in good people with a good work ethic to the club, rather than gun footballers. "We're lucky to have picked up a number of players that are not only good blokes, but can play a bit as well."
Picture: COURTESY OF SARAH TYLER Charles praised the AFL Outer East divisional model, saying it was crucial for a club like the Doves to rebuild and finally get their juniors back, with the Under 18 group plenty of reason for excitement. "The vibe around the club is just fantastic it all stems from getting Under 18s back to the club," he said. "All the kids generate most of the enthusiasm, so having them to support the senior group is fantastic. "I think every league should be divisional football, I think it gives everyone a chance to rebuild, and get back into the top division, and it gives all teams a chance to be successful over time." The Doves celebrated their 50-year premiership reunion on Saturday when they hosted Pakenham, with the club honouring the 1969 side - which includes Charles' dad Steve which happens to be the club's first ever senior premiership.
Thunder not striking, yet... By Hayley Wildes It's been a tough 2019 campaign thus far for the Dandenong Thunder in NPL Vic soccer. In the top-flight competition in the state, the Thunder entered Round 11 with three wins, two draws and five losses to its name. After an initial encouraging start to the season with two wins - a 3-1 win over Kingston City and a 3-1 win over the Oakleigh Cannons - in the opening three rounds, Dandenong has since struggled to find the required defensive tenacity. Since Round 3, the Thunder have been outscored 22-11, with goals hard to come by and protecting their own net even harder. Thunder superstar and reigning NPL Vic Golden Boot winner, Brandon Barnes - who torched opposition defences last season with 22 goals - hasn't had the supply in attack that he's enjoyed in previous seasons, but after two goals in Round 9 against South Melbourne, still leads the Thunder in goals scored. 22 STAR JOURNAL

With five strikes finding the back of the net, Barnes leads Dandenong, with Kieran Dover (four goals) the only other Thunder player to have scored over two goals this season. While the first 10 rounds of the season haven't gone to plan, the good news for Thunder fans is that the season isn't lost just yet. Yes, there's plenty of work to be done, but the top six isn't out of reach. Hume City, who entered Round 11 with five wins to sit sixth on the ladder, is just two wins (six points) ahead of the Thunder. Furthermore, Altona Magic and Bentleigh Greens, who sit fourth and fifth respectively, are eight points ahead of Dandenong. From Round 11 to Round 16, the Thunder have games against three teams below them on the ladder. This offers a chance for Dandenong to revive its season and possibly make some inroads up the ladder. With 26 rounds in the season, time is on Dandenong's side.

The Burras soar to victory By Hayley Wildes
Joseph Bekierz, pictured last season, was important in Keysborough’s win over Hampton. 181759 one in the fourth to run away with an impressive 13-point win, 9.14 (68) to 8.7 (55). Bryce Sutton and Anthony Brannan were best for the Burras. Springvale Districts’ rugged defence, meanwhile, proved too strong for Skye, holding the Bombers to just one goal for the game to claim a 5.8 (38) to 1.3 (9) win.
Districts were led by Stefan Feehan (three goals), while Joel McConville was impressive for Skye. In Division 3, Hampton Park remains on top of the ladder and undefeated after accounting for Ashwood with ease, 15.10 (100) to 6.11 (47). A six-goal to one opening term saw the Red-
Clydesdale leads Dandenong home By Hayley Wildes It was an up and down Saturday night for the Dandenong Rangers in NBL1 action at home. With both teams taking on Eltham, the women took care of business, while the men fell behind early and struggled to make inroads in the second half. The women’s side, playing without superstar guard Bec Cole, was led by the impressive duo of Colleen Planeta (22 points and 6 rebounds) and Aimie Clydesdale (22 points, 4 rebounds and 4 assists). The pair, who both have a wealth of WNBL experience, were simply sublime in helping the Rangers to an eight-point half-time lead. The Wildcats came hard in the third quarter and, with a quarter to play, the Rangers - leading by five points - still had plenty of work to do. But work, they did. With Clydesdale scoring 11 points in the
term, Dandenong out-scored Eltham 21-8 in a brutal display on both ends of the court. While Clydesdale and Planeta were fantastic, important contributions from Taylah Giliam (12 points and 5 rebounds) and Isis Lopes (11 points and 3 rebounds) ensured the Rangers claimed the win, 83-65. The men were unable to match the Wildcats in the opening term of their clash, falling behind 26-13 after one quarter. And despite a strong second quarter, they still couldn’t drag themselves back into the game in the second half. Trailing by 13 points at the first break, Keli Leaupepe took matters into his own hands with a mammoth 16 points in the second quarter to help the Dandenong out-score Eltham 36-27 in the term. Having trimmed the deficit to just four points at the main break, the Rangers were well and truly in the ball game. That was until a furious 26-10 quarter from
the Wildcats saw them blow the game apart and own a 20-point lead with a quarter left to play. Eltham went on to claim a cruisy win, 10485. Leaupepe (29 points and 13 rebounds) was a man on a mission, while the ever-reliable Lucas Barker (18 points, 6 assists and 3 rebounds) was the only other Ranger to score in double figures. After five rounds, the women own an impressive 6-1 record, while the men are in a logjam in the middle of the ladder with a 4-3 record. Dandenong has a busy Round 6 schedule coming up this weekend, with a back-to-back weekend in Tasmania. Both teams take on the Huskies in Hobart on Friday night, before suiting up again on Saturday night in Ulverstone, where the women take on Launceston and the men face North West Tasmania.
Picture: STEWART CHAMBERS backs take control of the game and they never looked back as Nathan Carver (five goals), Mitch Woolgar and Luke Behin dominated. Endeavour Hills sits second on the ladder after an important 10-point win over Black Rock. Despite inaccurate kicking, the Falcons hung on for the win, 7.14 (54) to 7.2 (44).

In a tough day for local teams, Rowville and Noble Park both tasted defeat for the first time this season in the Eastern Football League on Saturday. Rowville was completely outplayed from start to finish at home against Balwyn. The Hawks’ inaccuracy in front of goal compounded their issues as they fell to the Tigers by 57 points, 13.13 (91) to 4.10 (34). A 10-goal to two first half set up the win for Balwyn, while the Hawks were led by Mason Crozier and Nikolas Schoenmakers in a hard day at the office. The Noble Park side was defeated by North Ringwood. The Bulls fell behind in the second and third quarters and, despite a fourth quarter comeback attempt, lost by 16 points, 11.12 (78) to 9.8 (62). Ali Zijai (three goals) and Jackson Sketcher did all they could for Noble Park. Meanwhile, in Division 2 of the Southern Football League, Doveton, Keysborough and Springvale Districts all claimed strong wins. The Eagles continued their unbeaten start to the season with a commanding 82-point win over Chelsea Heights, 20.14 (134) to 8.4 (52). In a game of two halves, Doveton found itself down by five points at the main break but slammed on 10 goals to zero in the third frame to complete a 63-point turnaround in the quarter. The damage up forward was done by Piva Wright (seven goals) and Ryan Hendy (six goals), while Cameron Carmody and Cory Wilson ran amok across the ground. The Burras also remain undefeated, courtesy of a stirring fourth quarter effort against Hampton. Dogged by inaccuracy in the first three quarters, Keysborough trailed by 12 points heading into the final term. In need of a lift, the team put on five goals to
