MORE TO LOVE The editor’s desk The focus of discussion in this community is still very much on the prevailing drought and water situation (see this week's cover story on pages 4 and 5). I caught up with local water diviner Mick Glasby who gave me his thoughts on the predicament in which we continue to find ourselves. The Southern Downs Regional Council is exploring various avenues to augment our towns' drinking water supplies, one of which is investigating underground or bore water sources. Mick Glasby believes existing but unused wells and bores on public land at least in the Warwick area could potentially yield good water supplies so there may be some reason for hope there, with our dams at alarmingly low levels. The issue will be equipping those wells and transferring the water to the treatment plant but that is not an insurmountable challenge. At this point I think it's worth looking at any and all potential solutions. The council is also undertaking aerial and underwater surveys of Leslie, Connolly and Storm King Dams to determine their true 'dead storage levels'. That data is obviously going to be vital in informing the next steps in the water security plan. Jeremy Sollars

NEWS DRINKING WATER CARTING
The Warwick Target Country outlet on Grafton Street.
TARGET NSW CLOSURES TO HIT BY JEREMY SOLLARS Target Australia has confirmed it will proceed with the closure of four stores in regional New South Wales, including its outlet in Tenterfield. The decision follows representations made by Tenterfield Mayor Peter Petty and the mayors of councils covering Batemans Bay, Gilgandra and Temora last month to the retail giant, pleading for a reversal of the decision. A Target spokeswoman this week told the Free Times the decision to close its Tenterfield store was "a difficult one". "We were grateful for the opportunity to hear the councils' proposal of an alternative operating model for our stores in these regional locations," the spokeswoman said. "We have explored if this model or similar could work for Target in those stores, however we have ultimately concluded that this will not be feasible given the direction of our business. "We are thankful for the time, collaboration, ideas and support of each of the councils, communities and our teams in these towns and we will continue to explore options to ensure our Target products including our full range online are available to our customers after the stores close." The Tenterfield outlet will close on Saturday 24 August this year.
"BUSINESS AS USUAL" Target Australia and Kmart last month
refused to categorically rule out closure of the Target Country outlet in Warwick when asked by the Free Times if this was a possibility. A spokeswoman at that time said it was "business as usual" for that store. "All stakeholders will be communicated with well in advance of any planned change to Target's store network," the spokeswoman said. "We look forward to continuing our relationship with the communities where we operate and remain committed to providing our customers quality fashion and basics at low prices. "As always, and with great respect, our team members will be communicated with first if there are any planned changes to our stores." That statement followed the announcement last month by Woolworths Group that it plans to close down Warwick's BIG W Distribution Centre in 2023 - with the loss of 183 jobs - and its Monarto Distribution Centre in South Australia in 2021. Woolworths has also foreshadowed the closure of up to 30 BIG W stores nationwide over the next three years but has refused to give out details of specific locations. A company spokesman told the Free Times last month the BIG W outlet in Warwick is a "profitable" store. ●

The Southern Downs Regional Council says it is working in partnership with the Federal Government and The Salvation Army to help rural residents across the Southern Downs access water during the drought. In a statement released last week the council announced it had received $150,000 in Federal Government funding and is making this available to pay for the carting of drinking water to those rural residents significantly impacted by recent drought conditions. "The water carting will be made available to eligible rural property owners and occupiers not connected to Council's reticulated water supply as part of $1 million in funding secured through the Federal Government's Drought Communities Programme (DCP)," the statement said. "The Salvation Army will administer the funding program because of the organisation's well established referral pathways and existing frontline assessment service. "Eligible residents interested in applying for water cartage can contact The Salvation Army on 07 4661 3617 on Mondays, Tuesdays and Wednesdays between 9am and 12pm. Southern Downs Mayor Tracy Dobie said water cartage will help ease the burden on rural residents who are experiencing the ongoing impacts of severe drought conditions. "Council is thrilled to partner with The
Salvation Army to ensure this vital drought relief funding is being used where it is most needed," Cr Dobie said. "This service will be best delivered with The Salvation Army's existing connections, resources and highly skilled staff who can assess the needs of rural residents and also refer them to established, trusted service providers and additional assistance if required. "The $1 million in funding from the DCP has allowed Council to fund important projects that deliver an important boost to the region's economy and provide a muchneeded helping hand to our rural residents." Program eligibility is subject to the following criteria: · Applicants must be resident of the Southern Downs region · All water supplied to the owner or occupier must be deposited directly into a water tank that services the main household · The property is not connected to Council's reticulated water supply · Limit of one carting delivery per household until additional funds are made available. The DCP stipulates that SDRC must use all $150,000 in funding for the water carting program by 30 June 2019, and council recommends that residents apply for any water deliveries by 27 June 2019. · More on water issues in the region pages 4,5 & 6. ●
DAM BOATING RULES FREED UP The Southern Downs Regional Council says keen anglers and water sport enthusiasts can now make a splash and have some fun at Connolly Dam any day of the week with free recreational activities. In a statement this week the council said electric and oar-powered vessels at Connolly Dam are now permitted seven days a week during daylight hours. "Vessels were previously only permitted to be used on Saturday and Sunday and users were required to be members of the Warwick District Fish Stocking Association (WDFSA)," the statement said. "The change will encourage residents and visitors to make use of Connolly Dam's recreational facilities and is aimed at delivering a boost to the region's tourism industry." Councillor for Events, Sport, Parks and Recreation Yve Stocks said council is "committed to supporting tourism
and offering affordable, family-friendly recreational activities across the region". "Our region has many unique open spaces and Connolly Dam has a lot of potential as a beautiful recreational area," Cr Stocks said. "Council has worked to promote the area and accommodate visitors including adding 20 camping sites. "To increase Connolly Dam's appeal and attract more visitors, council decided a membership of WDFSA to use a vessel on the water should no longer be required. "This ensures families and water enthusiasts can enjoy the best of what the region has to offer; camping and getting on the water at Connolly Dam. "Council has allocated funds in the Draft Budget for 2019-2020 to support the WDFSA and Stanthorpe Fish Stocking Association to ensure the organisations can continue stocking Connolly Dam and other recreational areas with fish." ●

Water diviner Mick Glasby says there are potentially good supplies of underground water in the Warwick town area.
THE SEARCH FOR NEW WATER BY JEREMY SOLLARS
A
s the heavens continue to withhold rain from the parched Southern Downs and Granite Belt the search for alternative sources of town water to our near-empty dams is on. In March the Southern Downs Regional Council announced a suite of emergency water security measures, including the possibility of bringing bulk water into the region by rail from other council areas, including from Brisbane's Wivenhoe Dam. Along with the introduction of 'extreme' level water restrictions, the council also announced it would look at the option of reactivating unused underground water wells and bores in urban areas. There are dozens of bores on public land
across the region, but whether or not they're all capable of producing a reliable water supply is unclear. And there's also the challenge of equipping them and transferring raw water to treatment plants, but that's not mission impossible. One location which could be a winner is an old well near the north-eastern boundary of the Warwick Showgrounds just beside Bracker Creek, long boarded-over by old railway sleepers. The Free Times understands the well used to supply the Warwick Hospital many years ago - we're happy to stand corrected on that - and one man who believes it would be crazy not to investigate it is Warwickbased water diviner Mick Glasby. Mick - who travels across Queensland on his spare weekends helping primary
producers locate new water supplies on their properties - had a look at the well this week and could see water just a metre or so down. With his trusty willow stick - willows like water, as we all know - Mick walked the ground around the well and felt what diviners call a "strong pull". "There's plenty of water here, it would most likely be seepage from the creek," Mick said. "It'd be as good as anywhere to start looking - I'd say you'd hit water about 25 feet down, which is fairly shallow. "There's good streams all over Warwick in the town, it's just a matter of how you get to them. "There's streams under Palmerin Street I know there's been problems with building footings in the past because of moisture." Mick said he'd seen Leslie Dam lower
than it is now - back in 1998-1999 - but conceded the current situation is dire. "The town was smaller then and Leslie Dam wasn't supplying Yangan and Allora like it is today," he said. "Things are getting pretty terrible you've got to start thinking of the big employers that need a lot of water like the (John Dee) abattoir. "You close that and you may as well close down the town." Mick has been divining on a lot of farming properties in the Warwick and surrounding areas in recent times, and also at one local school looking to sink a new bore. "Plenty of people are drilling - I've been busy," he said. "They're just trying to at least get water for stock, if they can't get irrigation water."

Leslie Dam in mid-April. The Southern Downs Regional Council is completing aerial and underwater surveys of Leslie, Connolly and Storm King Dams to determine their true level. For its part, the Southern Downs Regional Council says it will complete aerial and underwater surveys to determine the true levels of Leslie and Connolly Dams in Warwick and Storm King Dam at Stanthorpe by the middle of June. Many locals dispute the council's predictions for how long the region's urban water supplies will hold out but the surveys are expected to give a clearer picture. As of Monday of this week the council's website showed Leslie Dam was at 6.9 per cent of full capacity with 7331 megalitres (ML) in storage, but that figure is based on dam owner SunWater's level, which it has been claimed is artificially inflated for commercial reasons to include 2000 megalitres below the 'dead' storage level. Connolly Dam - Warwick's councilowned backup supply - as of Monday was at 44 per cent of capacity (1140ML), while Storm King Dam was at 35 per cent of capacity (756ML).
'LIMITED DATA' A report to the April monthly meeting of councillors on the council's water security strategy stated there is "limited data available to determine the effectiveness of the current water restrictions, given at the time of writing the report only one month has passed since the introduction of the extreme water restrictions".
"In addition to the short timeframe, there was rainfall in some areas across the region which is expected to have resulted in less demand on the reticulated water system," the officers' report said. "In assessing overall water usage, one of the objectives is to determine the suitability of continuing to allow the use of raw water and standpipes. "The modelling is based on water consumption for the one month period since the introduction of extreme water restrictions, current dam levels and the assumption of no inflow into the dams. "The dead storage levels of the dam are based on best available information, however all three dams will be surveyed in late April / early May to determine the accuracy of the assumed dead storage levels, which will result in a more accurate determination of remaining water available for use. "Once the results of these surveys are obtained, the model will be updated. "Due to the low use of raw water, the model predicts only a three day difference in dead storage if raw water is continued to be supplied at the current volumes (note: the raw water volume associated with watering of the fields at Morgan Park has not been included as this was a 'one-off ' event). "Eliminating the use of standpipes results in an additional two months of reticulated
Connolly Dam viewed from the air in mid-April. Dam photos by local pilot Kelvin Hutchinson. water supply in Storm King dam (late October 2019 compared to late December 2019), and an extra two months of supply across all three dams extending from late June 2020 to late August 2020.
CALL FOR 'VIGILANCE' Residents are being called on by the council to be "vigilant and curb excessive water use with consumption well above the shared target despite extreme level water restrictions". A council statement released last week said data collected since the council introduced the restrictions suggests most communities across the region are exceeding the shared target of 120 litres per person per day. "Nearly all communities in the region exceeded water consumption targets with some using in excess of 250 litres per person per day," the statement said. "The Southern Downs moved to extreme level water restrictions in March in response to prolonged and severe drought conditions. "Extreme water restrictions play a vital role in sustaining and conserving the region's precious water supply as the drought continues and dam levels deplete. "Yangan was the only community in the Southern Downs to meet water consumption targets in March, with Allora and Wallangarra using water slightly above
the target level." The Free Times this week asked the council how many infringement notices had so far been issued to households and businesses for breaches of current water restrictions, with a spokeswoman only saying "a number of compliance notices have been issued". SEWAGE PLANT UPGRADES PROPOSED BY JEREMY SOLLARS The new Southern Downs Regional Council budget due to be released on Monday 3 June could contain the first instalment of more than $13 million over the next five years for upgrades to the problematic Stanthorpe Wastewater Treatment Plant on Quart Pot Creek. The council is potentially facing up to $4 million in State Government fines over multiple accidental releases in recent years of raw sewage directly into Quart Pot Creek, which remain under investigation by the Queensland Department of Environment and Science. A 'capital project concept' document prepared by council officers for budget consideration by councillors proposes an allocation of $110,000 in the 2019-2020 budget to commence the upgrades and the spending of a further $12.8 million over the following four financial years. The council has previously blamed staff communication failures and illegal plumbing connections by Stanthorpe residents for some of the sewage overflows. But as previously reported in the Free Times internal council documents obtained by us under Right To Information (RTI) last year showed the effluent overflows - which usually occur during heavy rain were caused by equipment failures at the treatment plant which were brought to the attention of senior council officers but were not promptly rectified.
Quart Pot Creek. (File image) Among other details, the documents showed that at least 106 megalitres of effluent flowed into the creek from the treatment plant between July 2016 and April 2017 alone, with the amounts released during some overflow "events" recorded as "unknown". A separate 'capital project concept' document also proposes $750,000 be spent on remote electronic monitoring of water and sewer pumping stations across the region.
The document states that currently "the majority of Councils pump stations, both water and sewer, are monitored by visual inspection and alarm by an on-site flashing light requiring a member of the public to notify Council that there is a problem". "Best practice is to provide remote monitoring and control to pump stations," the document states. "Council engaged City Smart Solutions to review the 2010 iPower SCADA Site Audit Report and Strategic Rollout Plan,
inspect and provide recommendations on the upgrade of the SCADA and telemetry network. "During the on-site audit it has been identified that the majority of switchboards do not comply with AS3000:2007 Wiring Rules. "In some cases these boards are unsafe." A major sewage spill into the Condamine River in Warwick occurred just before Christmas last year after a failure at the sewer pump station near the new Bunnings outlet at the corner of Canning and Condamine Streets during heavy rainfall. The council would not disclose to the Free Times the volume of raw sewage which entered the river. The new budget could also contain $420,000 in funding for "remediation works" at Stanthorpe's Storm King Dam. A 'capital project concept' document states the council engaged SunWater to complete a five-yearly "comprehensive safety inspection" which was delivered in September 2016. The document states the work would include · Provision of safe and secure access to the valve actuation platform and replacement of the 'scour valve' · Servicing, repair and/or replacement of the town water guard valve, including operational testing of the valve · Installation of an automatic level recorder and connection to telemetry to record floods more accurately ● 12417546-FA20-19

TRUCK ROUTE STILL UNDER DESIGN BY JEREMY SOLLARS Plans for a new traffic bypass for the eastern side of Warwick are still being drafted by consultants, according to the Southern Downs Regional Council. As reported in the Free Times earlier this year the council says a federally-funded upgrade of Ogilvie and Depot Roads would improve road safety and access to farming areas for heavy vehicles including B-Doubles. The council has previously said a Federal Government grant of $395,000 would upgrade 2.6km of the roads and associated intersections and if it goes ahead is expected to be completed in April 2020. A spokesman told the Free Times this week the council expects to receive the route design "soon", without specifying a timeframe. Mayor Tracy Dobie has previously committed to further community consultation once the design is finalised. The council agreed to host a public meeting at the Warwick Town Hall on Tuesday 15 January following a request from potentially-affected residents. The meeting was attended by around 200 locals, with the main concern being the use of the upgraded roads by heavy vehicles of all sizes and not just B-Doubles, significantly increasing traffic through that eastern part of Warwick by trucks seeking quicker access to the Cunningham Highway. The concept envisages B-Doubles
Palmer Bridge was the scene of a serious crash involving two gravel trucks in early February. turning off Yangan Road and down an upgraded Depot Road and Ogilvie Road and accessing the highway in the vicinity of the Caltex Roadhouse. But many at the meeting were adamant even if the upgrade goes ahead trucks would turn right onto Freestone Road and access the highway that way. Questions were raised about the ability of both Yangan and Freestone Roads themselves to cope with B-Double traffic if not upgraded - neither road is currently approved for B-Doubles - and how many B-Doubles would actually service farms on the eastern side of Warwick. A 'concept approval' document prepared by council officers in early 2018 states the project "will commence the opening up of B double access to the farming communities that range from the Cunningham Highway to the Condamine River, taking in localities
such as Junabee, Emu Vale, Tannymorel, Swanfels, and Freestone". "This will allow for more freight and the efficient movement of stock and grain," the document states. "The background stems from community engagement with stakeholders on the 15 February 2017 (when) the Mayor held a workshop to discuss with industry the requirements to be able to get better B Double access into our region. "Currently one of the largest deficiencies is B Double access from the Cunningham Highway near Warwick via Warwick Yangan and Freestone Road, which are all under jurisdiction of Main Roads."
DEPOT ROAD Depot Road is currently closed to traffic and is being sealed with separate 'betterment' funding granted by Canberra following Cyclone Debbie. A council spokesman
said the current upgrade is expected to be finished by the end of June.
NEW BRIDGE ... The council has said if the B-Double route does proceed and is in place by April 2020 it would not be affected by a separate project to replace Palmer Bridge on Freestone Road, a project which is to be part-funded with federal money and required by Canberra to be completed by 30 June 2020. Councillors at their April meeting last month awarded a contract for design and construction of the new bridge to Ipswichbased firm CPM Group Pty Ltd. The vote was taken during a confidential section of the meeting and the minutes do not detail the dollar amount of the contract. It is understood the existing Palmer Bridge will remain open to all traffic and the new bridge will be constructed on the eastern side. â—?

OFFERS SOUGHT Southern Downs councillors at their April monthly meeting voted in favour delegating authority to CEO David to negotiate increased offers from the highest tenderers to purchase the following parcels of council land · Former Killarney Scout Hall · Vacant land on Leslie Parade at Stanthorpe opposite Atkins Street · Former Stanthorpe Shire depot on Short Street · Vacant land bounded by Anzac and Tyrel Streets at Stanthorpe · Councillors also voted in favour of accepting an amount of $11,000 from a tenderer for a vacant block off Margetts Street The votes were taken during a confidential session of the council meeting on Tuesday 30 April and details of the tenderers were not disclosed. Also voted on during the confidential session was a request from Chris Shaw, owner of Canning Downs South cattle feedlot near Killarney, for a reduction in town planning fees in relation to Mr Shaw's application to expand his operation. Mr Shaw is seeking council approval to expand from 2500 head or 'standard cattle units' (SCUs) to 12,500. Council officers originally calculated the application fee at $34,085, with Mr Shaw requesting it be reduced to $5300, on the basis that many of the assessment processes for new and expanding 'intensive animal industries' previously done by local councils are now done by the state government. Councillors voted against granting his request at their March meeting but did agree to "review" the council's 'per standard cattle unit' charge in light of Mr Shaw's request at the April meeting. Council officers had in March recommended a 25 per cent reduction in fees, down to $25,563.75 which councillors at that time voted against, but at the April meeting accepted that amount, which Mr Shaw has paid. They also voted in favour of considering a "maximum standard cattle unit charge upper fee limit" for future intensive livestock development
applications as part of the 2019/2020 council budget, due to be delivered on Monday 3 June.
CHARGING STATIONS New-age motorists can soon drive their electric vehicles (EV's) to the Southern Downs with the installation of two new charging stations set to energise downtown Warwick. The Southern Downs Regional Council says the chargers "will see Warwick become a part of Queensland's Electric Super Highway and will further position the Southern Downs as a destination for renewable energy". "Council is installing the new car chargers in partnership with The University of Queensland (UQ) as a part of the Warwick Solar Farm project," Mayor Tracy Dobie said. "Warwick is now a key link in the Queensland Electric Super Highway, and an important fast charging point connecting the Queensland network with charging networks in New South Wales and Victoria," she said. "In the future, we will see more highways becoming electric and Warwick's position at the intersection of two major highways makes it ideal as an electric vehicle destination. "Southern Downs Regional Council is innovative and progressive, and with The University of Queensland taking ownership of the Warwick Solar Farm project, the region is fast becoming a regional hub for renewable energy. "The chargers will be located in the Acacia Avenue carpark behind Target Country with council providing a lease for the land and access to existing electricity conduits."
Hervey Bay and Cairns - and to Relationships Australia in Rockhampton, Mackay, Gladstone and the Gold and Sunshine Coasts," she said. "These Seniors Financial Protection Services will provide free independent financial information, tailored to seniors. "Financial protection services will provide seniors with advice on complex financial issues including aged care contracts and family agreements. "These services will be supported through a referral partnership with National Seniors Australia, which has been providing financial information and assistance to seniors for more than 24 years."
SCHOOL TURNS 150 Freestone State School is seeking memories and memorabilia from former students and teachers as it plans celebrations for its 150th anniversary in 2020. Members are also being sought for the organising committee which is coordinating planning for the event. If you can assist contact Karen Mauch on 0437 635 133.
SENIOR SUPPORT The Queensland Government says seniors in 10 Queensland communities will be able to access free independent financial advice to help protect them from financial abuse, thanks to $400,000 per annum. Minister for Seniors Coralee O'Rourke said the new 'Seniors Financial Protection Services' are part of the government's response to a parliamentary Inquiry into the adequacy of existing financial protections for Queensland seniors. "We have allocated $600,000 funding for the next 18 months to community legal centres here in Townsville and in Brisbane, Toowoomba,
Entries for the show close on Thursday 24 May. For more information contact Terry White on 3814 3791 and visit 'Bob Grant Memorial Bird Show' on Facebook.

BIRD SHOW The Lovebird and Parrot Society of Queensland is currently organising the inaugural 'Bob Grant Memorial Bird Show' which will be held at the Bird Shed at the Warwick Showgrounds on Saturday 8 June. ANTENATAL CLASSES The Warwick Hospital maternity unit has commenced a new schedule for antenatal classes. Weekend classes will be held on the first Saturday of every second month. The next Saturday session will be held 1 June from 9am to 3pm. "The Saturday sessions are going well with a minimum of five couples attending," Associate Nurse Unit Manager Maternity Services Ross Newton said. "Group sessions will be held every Tuesday morning from 9am to 11am. "These sessions will include a guest speaker to address different pregnancy related issues. "The idea is to have a different guest speaker each week. "Our guest speakers include a physiotherapist to discuss pelvic floor, a child health nurse to discuss returning home with a newborn and a medical officer to discuss pain relief options during labour. "These group sessions provide expecting parents the opportunity to ask questions about their pregnancy and birthing journey. "These sessions are also a great opportunity for mothers to interact with other mothers. "The group sessions are held in conjunction with antenatal clinic appointments." For more information about either the one-day antenatal classes or the group session contact 4660 3500.

HOW TO MAKE YOUR VOTE COUNT ... On election day you will receive two ballot papers - a green one for the House of Representatives and a large white one for the Senate. On the green ballot paper you are voting for a representative of your electorate (Maranoa) in the House of Representatives - number every box in the order of your choice. On the white ballot paper you are voting for representatives from Queensland for the Senate - you may EITHER · Vote above the line - number at least 6
boxes for parties or groups, in the order of your choice, OR · Vote below the line - number at least 12 boxes for individual candidates, in the order of your choice.
OPINION Righto I'll admit it - I am an election junkie. As a journalist I have an innate distrust of all politicians and political candidates - and as such I don't cast a formal vote as I don't support any political party or individual - but this Saturday night will find me glued to the couch in front of the telly watching the results fall in. Sad, I know, but I just can't help myself.
I always like to share my own prediction about election outcomes and my prediction for the 2019 Federal election is for a Labor win, but a slim one. You may think elections are about "the public mood" but they're not - they're about winning individual seats. I predict Labor will gain key seats in Queensland such as Flynn, Forde and Capricornia, and overall I am going to call 77 seats for Labor, 68 for the Coalition and six for minor parties and independents. I guess we'll see how close to - or how far away from - the mark I was at time of printing of the Free Times this week. I believe Labor would win more but for having Bill Shorten as their leader. He is not
a man of the people - ScoMo only barely more so and he's a happy clapper to boot - and even his own party sees Shorten as a liability in some key seats. Here in Maranoa of course it's no contest - Maranoa, held by the LNP's David Littleproud, is the safest LNP seat in Queensland. The only result of interest will be if One Nation polls ahead of the ALP like they did last time around. Anyway, if I'm way out with my overall prediction feel free to have a hearty chuckle at my expense. I've been wrong before ... ● Jeremy Sollars SFT editor

LANDOWNERS HIT WITH SCHEME The Southern Downs Regional Council has issued 'supplementary rates notices' to more than 300 local landowners for failing to comply with its controversial Invasive Pest Control Scheme (IPCS) in the current financial year. The scheme requires predominantly rural landowners to submit an annual 'Control Works Form' (CWF) outlining what measures they will take to control pest plants and animals on their properties and they are penalised with an additional rates
notice based on their property valuation if they fail to comply. A report to the April monthly meeting of councillors stated that IPCS 'information packs' were sent out to 5309 landowners in the region in June last year with the submission period for CWFs extended to 10 August. The report stated that 1560 reminder letters were issued on 16 August 2018. "The submission period for CWFs closed on 17 September 2018, however forms

CALL TO GET TOUGH ON ACTIVISTS The State LNP Opposition's proposed introduction of a Private Members Bill for harsher penalties for animal extremists has been welcomed by AgForce CEO Michael Guerin. The Opposition is proposing three new criminal offences - Aggravated Trespass, Serious Criminal Trespass and Organised Trespass - and Mr Guerin said this month if these proposed laws were supported by the current State ALP Government it would provide a much stronger deterrent than the "current, soft, on-the-spot fines for trespass". "While the State Government's introduction of on-the-spot fines last month was a step in the right direction, the amount, $652.75, was manifestly inadequate," Mr Guerin said. "Significant fines, lengthy jail time, these are the only ways to stamp out this sophisticated, calculated, illegal behaviour. "If we're actually going to get the attention of these criminals and make them experience some genuine consequences for their actions, we need harsher penalties.
"That's what the animal activists want, and we need sufficient measures to stop them."
CURRENT LAWS ...
Carey Brothers’ abattoir at Yangan was invaded by animal activists last month. "These so-called animal-lovers actually cause a great deal of distress to the very animals they say they're trying to protect." "They also pose a significant threat to biosecurity, which is bad news for everyone. "Imagine what would happen if these
short-sighted, misguided activists got their way? "If all the farms and farmers disappeared? "Imagine a world where you couldn't walk into your local supermarket and buy the food we take for granted?
· General Trespass - Maximum penalty — 20 penalty units ($2,600) or 1 year's imprisonment. · Trespass on farmland: Maximum penalty — 10 penalty units ($1,300) or 6 months imprisonment. · State Government Trespass fines (biosecurity regulations) · On the spot fines of $652.75 - no imprisonment. · State Opposition Trespass (proposed) · Aggravated trespass: maximum of 3 years imprisonment or a maximum fine of 100 penalty units ($13,055) · Serious Criminal Trespass: maximum penalty of 10 years imprisonment or a maximum fine of 3000 penalty units ($391,650) · Organised Trespass: maximum fine of 10 years imprisonment or 3000 penalty units ($391,650) ●

KIM SNAPS UP PHOTOGRAPHY AWARD The winner of the 2019 Warwick Show 'Emerging Photographers' competition was announced last Saturday 11 May congratulations to Kim Brown. Competition was fierce with 14 contestants all up. The competition was aimed at amateur snappers who were given free entry to this year's Show to 'capture the essence' of the event, and was coordinated by local couple Chris and Karen Johnson of C&K Photographers. This year's judge was Laura from Laura K Photography. Pictured with Chris (left) is Kim Brown and the other contestants, along with Chris and Karen's favourite shot from Kim's photo essay, which was printed and framed as part of her prize. Kim also won a day's mentoring with well-known local weather photographer Chris McFerran and had her name added to the perpetual trophy... ●

CASEY O’CONNOR
CRICKET FEAST FOR SLIGHTLY CRAZY The Cricket World Cup is just around the corner and with the opening games on May 30 and the finals played on July 14. A feast of cricket for the dedicated (or slightly crazy) cricket enthusiast. Australia open their campaign on June 1 with a game against Afghanistan. The Aussie will be in action in two warm up games at Hampshire Bowl, Southampton prior to the tournament. The first against England in a little over a week will be followed by as game against Sri Lanka two days later. Both will provide an opportunity for the Australian selectors to tweak their still undecided starting line up following the return of Smith and Warner from suspension. Australia, defending the World Cup Champions are far from favourites heading into this tournament. However, on the back of some excellent recent ODI form (they have won eight ODI games on the trot) you would be foolish to dismiss their chances as they seek to put "Sandpapergate" firmly behind them. While fitting Smith and Warner back into the side may be giving the coach and selectors a head aches - there are far worse positions to be in. In the meantime, for those cricket tragics I have some tips to survive the upcoming marathon. I strongly suggest you bank some sleep hours and important brownie points between now and the end of the month. Keep an eye on your stocks of coffee and other beverages. If you have a wood heater make sure your wood supplies are not going to leave you shivering in the middle of June. The next six to eight weeks will sort the sprinters from the stayers - Casey CASEY'S NRL TIPS ROUND 10 Storm: Panthers: Roosters: Titans: Cowboys: Rabbitohs: Knights: Sharks WATTLES AND COWBOYS LEAD The impressive form of the Warwick Cowboys and Wattles Warriors continued last weekend. Heading into round seven of the 2019 season the local teams sit at the top of the TRL A Grade competition on 10 points. The Cowboys who had a bye in round four stretched their unbeaten run to five on the trot with 32-19 win over Goondiwindi at the Boars home ground, Gilbert Oval. Any game against the Boars at Gilbert Oval is tough and the Cowboys were made to work hard for the win. Warwick were without some key personnel including captain Michael Bloomfield, Paul Cantwell and Coedie Tandy but the team showed plenty of ticker in defence throughout the game. The experience of Ben Sullivan, fresh from an outstanding performance at the 47th Battalion carnival and Sam Broomhall proved instrumental in the win. In other games at Gilbert Oval the Cowboys defeated the Boars 16-12 in the under 18 game however Goondiwindi posted a 50-8 win over the visitors in the Reserve Grade curtain raiser. Warwick will be back on the road on Sunday for their round seven clash with Brothers. Wattles who have had only one defeat in six rounds (a round one loss to the Cowboys) overcame a slow start to win a tough game against Dalby at Platz Oval 30-22. Dalby put the home-side on the back freetimes.com.au
Michael Pearson (Bugsy), Hayden Smith were the winners of the Men's Division of the inaugural Black Toyota Golf day at the Stanthorpe Golf club pictured with company representative Rob Reeves. foot scoring a point a minute early in the first half. When Wattles finally got some possession, they were chasing a 22-0 lead. They dug deep and at half time had narrowed the margin to 22-12. Solid defence in the second half combined with two quick Michael Marshall tries and the boot of Matt Duggan extended the lead to 24-22 midway through the second half. Braydon Wilson scored with 18 minutes left in the game pushing the lead out to eight points after another Duggan conversion. In a gritty display Wattles held Dalby scoreless in the second half to score a 30-22 victory. WATTLES 30 (Michael Marshall 2, Braydon Wilson, Matthew Christensen, Ty Gardner tries; Matt Duggan 5 goals) defeated DALBY 22 (Mitch Taylor, Alex Ambia, Danny Wassell, Kruse Turner tries; Dylan Taylor 3 goals). Wattles posted a 38-12 win in Reserve Grade but suffered a big loss in Under 18's. Dalby winning 84-0. This weekend Wattles will be looking for win number six when they host Goondiwindi. WATTS WINS SPORTERS Stanthorpe Sporters were back in action on Sunday. Bob Watts was back in the winner's circle after he outscored runner up Paul Byrnes. Ian Anderson returned the Best Gross and the run downs went the way of Mark Lynam and Paul Armstrong. Aaron simmers held the pin shot at the third. Unfortunately, there were no takers for the Pro Pin. Heading home with meat trays were John Rawlings and Paul Leotta. Sporters tee off this Sunday promptly between 7.30-8.00am sharp due to Club Championships. GOLF CLUB AGM The Stanthorpe Golf Club will hold their AGM at the club house on Thursday, 23 May commencing at 7.00pm. All members are urged to attend and be updated on the club's current position. If you are unable to attend, proxy forms are available from the bar in the club. TANNY BOWLERS BUSY Tannymorel Bowls Club is just a busy place. Tanny Classic 3-19 kicked off last Friday night at the Tannymorel Bowls club with another great roll up of troops. Taking an early lead in the competition are members of the winning team on Friday night - Ashton Costello, Damo Boal and Fritzy. Hot on their heels are runners up Mitch Muller, Reba and Croc. Fritzy and Croc have been busy telling all who would listen how talented they are while the kids actually show everyone how

to play bowls. Don't forget to nominate for round two this Friday night. The Tanny Open Four's carnival was held on Sunday. Players from Toowoomba, Drayton, Stanthorpe, Summit, West Toowoomba and the local filled the greens. The Summit Team of Tina, Rocket, Carl and Tony collected the chocolates. Runners Up (John, Col, Bluey and Steve) hailed from West Toowoomba. Stanthorpe visitors (Frank, Wayne, Lawrie and John) took home the spoils for third place It was another day of great bowls, great weather and as usual great food and greens well prepared and presented in excellent condition. BURGESS IMPRESSIVE IN MAY In an impressive performance David Burgess returned a nett round of 69 to collect the May monthly medal at the Stanthorpe Golf Club. Burgess finished the round two shots clear of runner up Mike McAuliffe (nett 71). Burgess also returned the best gross score of the round (95) and holds the early lead in the A Grade Club Championships. Nikki Waterworth who has been in good form returned a nett score of 72 to claim the Ladies May Medal. In a tight contest Waterworth finished one shot clear of runner up Neta Thouard (nett 73). Racheal Hendry had best gross score of 90. In the Men's putting stakes, Paul Mills, Mick O'Brien and Richard Reardon shared the balls with 26 putts and Neta Thouard had the best ladies' putts (28). With three rounds of the club championships still to be played three shots separate first to third in A grade., Saturday's winner David Burgess (75) leads the way ahead of Scott Constable (76) and David Reeves (77). Mike McAuliffe (84) holds a fourshot advantage over Richard Reardon (88) and Keith Jones (89) in the B Grade championships. Ian Henderson (97) leads the field by three shots in the C Grade. Challenges are coming from Keith Allen, Tod Beckett and Bob Watts all on 100. Rounds will be played on Saturday and Sunday this weekend so there could be several changes by this time next week. A seeded draw has been completed for the remaining three rounds. Players are asked to check the time sheet at the club for their tee time s. As the draw is provisional, times could be subject to alteration. Players are urged to be in attendance a half hour prior to the published tee time to allow for any changes. For those members not playing four
rounds of the championships tee times are available at the end of the field. MALLET ROUND UP Two rounds of Golf Croquet were decided last week. Only one-point separate Eric McLellan (6) and Shirley Page (4) and opponent Kathy Hopgood (9). In the second round, Judy Lock and Shirley Page had a decisive 7-3 victory over McLellan and Hopgood. In Ricochet games Peter Tunbridge and Marion McCulloch who were in good touch played John Draper and Andrea Denkewitz. In spite of their good form their opponents had a 22-18 win. In a game where the lead seesawed, Eric McCulloch and Sharyn Roser scored a 2321 win over Carol Verwey 21. The winners secured victory in the final minutes of the game. In Association Croquet games. Joy Newman partnered Jenny Tunbridge and scored a 26-15 win over Effey Russell and Sharyn Roser. Grace Howard and Peter Tunbridge were also in winning defeating Carol Verwey and Heather Widderick 9-18 despite some outstanding shots from Grace Howard. With a small turn out for Gateball three games were played. Team Two (Grace Howard, Joy Newman and Jenny Tunbridge) finished the day with bragging rights winning the opening two games (13-7; 129). In the game two scores were tied when Grace Howard made a gate and an agari to secure the win for her team. Team One (Andrea Denkewitz and Sharyn Roser) bounced back in the final game to win 11-9.
