‘Victim’ arrested A jilted woman has plotted against her expartner's girlfriend by having her twice arrested on fake kidnapping, assault and stalking allegations, a court has heard. Sara Ezadyar, 25, of Keysborough, had elaborately stalked and harassed the victim for about 18 months, starting with regular prank calls and deactivating the victim's phone number. It culminated in Ezadyar staging her own disappearance in March. In the meantime, she went to the lengths of activating a mobile SIM card in the victim's

name to send harassing texts to her own family. They reported Ezadyar as missing, leading to the deployment of multiple police units including the Missing Persons Squad and Homicide Squad. The victim was arrested by police and detained for seven hours during the investigation. The next day at 5am, Ezadyar and her toddler returned home while detectives were at the scene. She fabricated that she'd been the victim of a violent carjacking and kidnapping at knifepoint. Her story unravelled with the discovery of two phones in her car boot, together with de-

tails of the victim and SIM card applications found on one of the phones. On another occasion, the victim was arrested and detained after Ezadyar falsely reported receiving harassing texts from the victim including threats to kill her and her toddler. She also falsely alleged that she and her toddler were attacked with rocks by a male and female in a 4WD. Ezadyar told Dandenong Magistrates' Court on 20 August that she wished to apologise to the victim's parents seated in the gallery. "It's not accepted," the victim's father replied. "It's gone on for two years."
Magistrate Tara Hartnett told her that the apology was "literally too late in the day", noting the immense emotional and financial impact. "Not only are these matters criminal in nature but they are persistent over a significant period of time. The damage you have done and caused to the complainant in this matter and her family is extraordinary." Ezadyar was ordered to perform 350 hours of unpaid work on a two-year community corrections order. She was also ordered to pay Victoria Police $8597.40 in costs for investigating her claims, and supply a DNA sample.

Three hurt at ‘death trap’ By Cam Lucadou-Wells Three people have been hospitalised after a two-vehicle crash at a “death trap” intersection in Keysborough on Saturday 17 August. Paramedics were called to treat two women and a primary-school-aged girl with “minor injuries” at the corner of Chapel Road and Dandenong Bypass about 10.20pm, an Ambulance Victoria spokesperson said. The girl and a woman in her 40s were taken by ambulance to Monash Medical Centre, a woman in her 30s was transported to Dandenong Hospital. A white Toyota Tarago and a black SUV sustained front-on damage, and a pedestriancrossing sign was felled during the crash. In June, Greater Dandenong councillor Tim Dark labelled two Dandenong Bypass intersections at Chapel Road and Perry Road as a “real death trap”. He said Keysborough CFA had been called out to 10 crashes in recent times. There was a dangerous mix of drivers, some reportedly speeding well above the bypass’s 80km/h speed limit and some running the traffic lights, he said. Greater Dandenong Council will lobby the State Government for safety measures such as a red-light speed camera at the intersections. In June, a roadside warning sign with flashing orange lights was installed on the bypass. It warns of a ‘High Risk Area. Police Enforcing Speed’. According to VicRoads, there have been four serious injury crashes at the Chapel Road junction in the five years up to 30 June 2018. In the same period, there have been three serious injury crashes at the Perry Road intersection. VicRoads was set to raise both locations for consideration for road safety cameras at its next meeting with the Department of Justice and Community Safety.

Lee Tarlamis.
Lee Tarlamis says his older brother’s cancer battle inspired him to spend his life helping those less fortunate. His service culminated in a Medal of the Order of Australia (OAM) in the Queen’s Birthday Honours List, announced on Monday 11 June. The Noble Park man and former state Upper House MP received the nod for service to the people and Parliament of Victoria “I’m extremely humbled. It’s not something that I’d expected,” he said. “I didn’t do it to get acknowledgement. “It was about wanting to provide assistance and help to people. “It’s a view that I formed very early on.” Mr Tarlamis said his brother fought cancer for two years before dying at age 17. “The trouble and the stress that the family went through, I saw how positive he was
throughout those two years,” he said. “It instilled in me that as tough as I think I have things, there are always people out there who are doing it a lot worse than me. “That’s why I got involved in the local community.” Initially that was through the Keysborough Learning Centre. “The centre loaned me a computer for me to do my school work,” he said.

“I wanted to repay the favour so I was volunteering time with them.” There he met then-politician Eddie Micallef and became his electorate officer. “That’s how I got into the politics world,” Mr Tarlamis said. “That opened up a lot of opportunities to provide assistance to community groups.” He never intended to run for parliament, but “one thing lead to another which lead to another” and he was a South Eastern Metropolitan Region MP from 2010 to 2014. “That was such an honour as well, when you consider the fact that very few people get to hold that position and represent that large number of people,” he said. Mr Tarlamis was a Springvale Benevolent Society volunteer from 2002 to 2012, a Noble Park Community Action Forum member for many years, a founding Springvale Multicultural Men’s Shed committee member, and more.
He’s now a senior advisor to Special Minister of State Gavin Jennings. The world of politics is not where he thought he’d end up. The Tarlamis family moved from Oakleigh to Keysborough when he was eight months old. He went to Wallarano Primary School in Noble Park and to Chandler Secondary College, where Keysborough College’s Acacia campus now stands. Mr Tarlamis went on to study an associate diploma of business. “I grew up working with dad in the family businesses,” he said. “I thought it would be logical that I would go into the business world and maybe into management or something like that. “I really enjoyed the community stuff. “Politics became that vehicle to do it.”

Lions face tribunal By Cam Lucadou-Wells Sandown Lions and Springvale City soccer clubs have both been penalised by a Football Victoria tribunal over a violence-marred match at Ross Reserve, Noble Park on 2 August. Despite the sanctions, the Lions say they have been vindicated and cleared of involvement in the ugly pitch invasion by about 50 spectators at the end of the game. The Lions had argued that the invaders were mainly a group of “black kids” involved in an earlier street brawl which was dispersed by police nearby. A Football Victoria (FV) tribunal banned a Lions player for eight games for violent misconduct. Lions secretary Bol Luak said the tribunal blamed the incident - in which the Lion “pushed over” a Springvale City player - for sparking the pitch invasion. As a result, it deducted six points from the Lions for the player’s misconduct, knocking it from the top of the State League 4 table. The club was handed a suspended fine of $1000. Springvale City was fined $500 and had three points deducted for failing to control a club associate. One of its players failed to appear to face a violent misconduct charge. His case was adjourned. Springvale City has said that three of its players were coward-punched in the violence,

The Lions say that their marshall was punched in the face by a City player. Mr Luak said the tribunal accepted that the mass of pitch invaders were not fans from either the Lions or Springvale City clubs. The club’s own video footage exonerated a Lions player and committee member, who was charged as a result of the match referee’s allegations. Mr Luak said the footage showed that the player was actually the victim of on-field aggression. The Lion was subsequently cleared of the “one-sided” allegations, he said. Another club associate accused of hurling a projectile at a Springvale City player was also not dealt with. The tribunal stated that it was a police matter. Mr Luak said there was no evidence at the tribunal to sustain the charge. Victoria Police say no charges have been laid as part of its ongoing investigation.
Though feeling vindicated, the Lions had already suffered national scorn as well as a team refusing to play them since the incident. “It was lucky we were able to capture the evidence on video. The allegations had been all one-sided.” The club wanted to now build a better relationship with Springvale City, which had publicly called for the Lions’ suspension, Mr Luak said. “We don’t want to see them as enemies.” He called for more marshalls to help control crowds, and assertive refereeing to stamp out malicious play. In a statement, Football Victoria said it would meet with Springvale City and Sandown Lions who are co-tenants at Ross Reserve “as a priority”. The aim was to support the “positive aspects” of the club’s programs and “to put in place steps to ensure such incidents are not repeated”. The tribunal decision - which also penalised North Sunshine Eagles and Preston Lions over a separate ugly incident - sent a “strong message”, the statement said. “The Tribunal’s decisions last night again underline FV’s call to Respect The Game,” FV chief executive Peter Fiolopoulos said. “We all need to keep working together to keep our game strong and protect participants, match officials, club administrators, volunteers and spectators at each venue each week.”
Mayor slams ‘NewStarve’ allowance By Cam Lucadou-Wells Greater Dandenong mayor Roz Blades has taken aim at NewStart, describing its crippling impact on thousands of people in Dandenong as akin to ‘NewStarve’. Speaking after a Homelessness Week launch on 9 August, Cr Blades said people were literally starving on the NewStart rate of $40 a day. It was a factor for many of the 2000-plus people living in “severely over-crowded” conditions or at risk of homelessness in Greater Dandenong. “I’m trying to make it a stark reality - NewStart equals NewStarve. “The facts are people are starving because all they’ve got is NewStart.” Cr Blades urged residents to put up signs in car windows and shop fronts as part of a “community groundswell”. “I think one person can make a difference. And I’m asking every other person to make a difference.” Cr Blades called for state and federal governments to urgently increase social housing stocks. It would create jobs and reduce the nation’s welfare bill, she said. “Housing and only housing can end the cycle of homelessness.” Dandenong-based homelessness service Wayss is backing a national campaign to raise

The meagre payment was behind a “skyrocketing demand” for homelessness support services, chief executive Elizabeth Thomas said. “We’re seeing people who can’t afford the basic necessities of life - housing, food and clothing,” Ms Thomas said. “The costs of health and dental care and internet access are way out of their financial reach, which not only impacts their personal welfare, it makes it all the more difficult to obtain employment.” Ms Thomas said the NewStart rise would not be enough in itself to tackle homelessness. “To alleviate rental stress, we desperately need investment in diverse housing options,

When asked about the NewStart rate, Social Services Minister Anne Ruston said the Government was focused on job creation. “No one is saying it’s easy to get by without a job which is why the Morrison Government is focused on job creation to help working age Australians gain financial independence. “It is encouraging to see Dandenong punching above its weight with a 6.7 per cent drop in the number of people relying on Newstart in the area between June 2018 and June this year.” Bruce MP Julian Hill said the NewStart rate was a barrier to people finding work and “trapping thousands of people in poverty in our community alone”. “Even those radical lefties at the Business Council of Australia say that Newstart needs to be raised. “Only the Prime Minister continues to pretend there is not a problem and his refusal to address this is a disgrace. “As the value of Newstart continues to erode in real terms, the Liberals may as well come clean and rename it ‘Newstarvation’.”
Hospitalised after hit-run in Doveton A man and boy have been hospitalised after their vehicle was allegedly side-swiped by a hit-run car in Doveton. A Commodore sedan with stolen number plates had been seen travelling erratically before it struck the victims’ vehicle on Power Road just after 3.30pm on Sunday 25 August. Police say the Commodore then hit a tree and its male driver fled the scene. He was then picked up by someone driving an Audi. The Audi clipped a pedestrian as it left the scene. It was later believed to have been set on fire in Ashwood a short time later. Man charged with murder A 38-year-old Dandenong man has been charged with murder and attempted murder after an alleged dual-stabbing in a squathouse in Dandenong. A 48-year-old Dandenong man was unable to be revived by paramedics at the Pickett Street residence about 12.45am on Friday 23 August, police say. A second victim, a 37-year-old Dandenong man, was treated for upper-body injuries. He was taken to The Alfred hospital in a stable condition. Police say the charged man and the two victims were all known to each other. A woman was arrested by police at the address that day on unrelated matters. In a statement, police assured that there was “no ongoing threat to the community”. “The owners of the Pickett Street property have secured the premises and it has been approved for demolition in the near future.” Police say they as well as Greater Dandenong Council and service providers were providing assistance to homeless persons living at the house. Daily patrols will also be run in the vicinity, police say.

White Night fight fears with witnesses and endangering public safety. Police say Wuordol was among about 20plus NGS “African males” who entered through the rear door and forced entry into a secondstorey room at a “community cafe” in Barkly Street Footscray about 8.20pm on 31 July. Armed with sharpened sticks, metal poles and kitchen knives, the group assaulted four occupants in the room and damaged the room, Sen Const Adrian Farano of Taskforce Wayward told the court. Wuordol’s role in the attack was unknown at this stage, Sen Const Farano said. The victims, who received injuries, had also refused to co-operate with police. However, police intelligence suggested that a “retaliation fight” at White Night was planned as a result of the attack, the court heard. “Our belief is the parties know each other,” Sen Const Farano said. “It seems to have started from a very small tit-for-tat. Someone’s said something about someone else and it’s grown from there.” The NGS gang members were linked on social media or from the same schools, he told the court. “The accused has made considerable effort
By Cam Lucadou-Wells Fresh details have emerged at a Dandenong court about two youth gangs planning a “retaliation fight” during the White Night festival on 23-24 August. Police had “strong intelligence” of a planned clash between South-East-based gang Next Gen Shooters (NGS) and a West-based rival Blood Drill Killers at the event in Melbourne CBD, a bail hearing at the court heard. Sixteen males from the South East were charged over an armed affray in Footscray during police raids on the morning of 20 August. The charged teenagers were aged between 15-18 from Hallam, Clyde North, Berwick, Cranbourne, Pakenham, Doveton and Dandenong. Police bailed most of the group, except three who were already on bail at the time Allegedly among them was Koang Wuordol, 18, of Pakenham, who applied for bail on charges of affray and violent disorder at a Dandenong Magistrates’ Court hearing on 20 August. Police were opposed to bail due to a lack of compelling reasons, being a flight risk, and an unacceptable risk of re-offending, interfering
to travel from one side of Melbourne to the other to take part (in the Footscray affray).” He said other cafe patrons were “shaken” by the incident and afraid the group would return. The attackers filmed and live-streamed the incident on social media, with police analysing video from mobile phones seized during the 20 August raids. Wuordol was on bail at the time for cannabis possession and giving police a false name in Pakenham on 25 July. He had been bailed on a night curfew, and to not contact the four co-charged associates. All five were later charged over the Footscray affray, the court heard. Magistrate Tara Hartnett said she would not bail Wuordol without suitable accommodation and Youth Justice supervision. Wuordol was remanded in custody for a “thorough” Youth Justice assessment and further bail hearing on 21 August. A 17-year-old from the South East was granted bail on Youth Justice supervision at a children’s court, despite police opposition. He had already been on bail on charges of affray and assault by kicking over an attack on
a lone victim in central Dandenong on 11 May. On 20 August, a magistrate granted the 17-year-old due to his age, lack of convictions and Youth Justice supervision. He was granted bail on condition he didn’t associate with the co-charged or contact witnesses. The teen was ordered onto a night curfew and not to attend Footscray CBD or White Night sites - Carlton Gardens, Treasury Gardens, Birrarung Marr and Melbourne CBD. About seven NGS gang members were reportedly involved in a stabbing and assault of three males at a Dandenong fish-and-chip shop on 14 August. No arrests have yet been made. In a media statement, Detective Senior Sergeant Marnie Sheehy, of North West Metro Regional Crime Squad, said police would not tolerate public violent incidents that put the safety of others at risk. “It’s really concerning to see so many young people facing court on serious charges including affray and violent disorder. “We can’t forget the impact violent crime has on the rest of the community, it causes an unacceptable level of harm and fear.”
Seven wanted for gang attack By Cam Lucadou-Wells Police have released images of suspects allegedly involved in a terrifying gang attack on three teenagers in a Dandenong fish-and-chip shop on 14 August. No arrests have yet been made since a group of seven males rounded James Street and stormed the David Street store about 6.40pm. The attackers were armed with assorted weapons including a golf club, garden shears and hammer. They smashed the shop’s front window and specifically targeted three teenage customers who were assaulted inside the shop. An 18-year-old man from Hampton Park was stabbed in the forearm, and a 16-year-old Hampton Park boy suffered a cut hand and bruised head. They were hospitalised with non-life threatening injuries. A 16-year-old boy from Doveton was also attacked. As they fled, the assailants stomped and shattered a windscreen of one of the teen’s cars. The attackers, described as African appearance and in their mid-to-late teens, ran towards Princes Highway. “Although no offenders have been nominated, investigators are confident that the parties are known to each other and it’s a targeted attack,” Detective Sen Const Tony Lavars of Greater Dandenong CIU said. “It’s not a random act of violence.” The attackers have also been reportedly
associated with the New Gen Shooters (NGS) gang, and their victims from the rival gang HP Boys. Members of NGS have been associated with a violent affray in Footscray in July as well as

Red-light driver rams cars By Cam Lucadou-Wells A disqualified driver from Cranbourne has pleaded guilty to recklessly driving through a red light, crashing into two cars and causing a police officer to fall from the rear of her car. Damla Ozcelik was pulled over by police after being detected speeding at 96 km/h in a 60 km/h zone outside Dandenong High School on Princes Highway, Dandenong on 23 January, a court heard. Ozcelik's VW Passat stopped near the corner of Lonsdale Street and Foster Street, with a police car parked behind her. As a police officer approached, Ozcelik heavily revved the engine and lurched forward, ramming a Honda Jazz and a Holden Barina. Passengers in her car shouted that "It's the police, f***ing go."
The police member ordered her to stop. Fearing she would reverse onto him in traffic, he jumped onto the back of the car. Ozcelik's vehicle revved, rising in the air as it continued to drive into the rammed vehicles. The police member fell from the car, whose wheels continued to spin just centimetres from the head of one of the victim drivers, the court heard. The Passat crashed to ground, pulling a large amount of debris from another car. It pushed between cars in the two lanes, damaging both and accelerating through a red light, police told the court.
Other drivers were said to have been "traumatised" by the incident. In a police interview, a "regretful" Ozcelik described her driving as reckless, dangerous and stupid, but refused to identify her passengers. Among Ozcelik's five charges was breaching a community corrections order at the time. She had been sentenced to the CCO in July 2018 for trafficking methamphetamine. A defence lawyer told the court that the mother of two had been engaging in drug treatment on the order, though not turning up for other appointments. Her serious anxiety issues as a victim of trauma were "paramount" in this case, the lawyer said. She had stopped the car. Then she became scared after the police officer banged on the
car, and overwhelmed by her friends' yelled exhortations, the lawyer argued. Magistrate Tara Hartnett noted the disqualified driver's "appalling" history including dangerous driving, drug-driving, failing to stop for police, and driving dangerously or negligently while pursued by police. "There's a pattern of behaviour that your client has shown that's consistent with her prior history. "She shouldn't have been driving." As a result, the sentencing priority was shifting from Ozcelik's rehabilitation to the protection of the community, Ms Hartnett said. Ozcelik was disqualified from driving for two years. She was bailed for further sentencing at Dandenong Magistrates' Court on 9 October.
For peace of mind for many, words make a difference By Cam Lucadou-Wells It's OK to ask for help. That was the prevailing message at a free mental health forum staged by Rotary Club of Greater Dandenong on Wednesday 21 August. But then there's the question of how to ask. From the audience, a single mum caring for an autistic child asked how she could get help while so isolated from family and friends. Forum MC Vivienne Armstrong, of Australian Rotary Health, said her own life changed when she started to tell friends how they could help her. Ms Armstrong has been caring for her son with cerebral palsy for more than 30 years. And she'd suffered two nervous breakdowns in that time. The task was too hard for her to cope on
her own. Don't be too "tough" to ask for assistance, she said. "They don't ask you if you need help because they're afraid to. They don't know what you need. "You can't expect others to tell you how they can help you because they haven't been there and haven't felt it. "It's up to you to say can you drop off the kids at school or could you pick up the shopping. Or sit with me and watch TV for half-anhour because I'm lonely. "It's up to you to tell your family and friends how to help you." The forum's guest experts were psychiatrist and author Greg de Moore, teacher and Metanoia Movement founder Sara Villiers and headspace clinical lead Christina Molina.
Assoc Professor de Moore spoke of mental illness's ongoing stigma. His own personal assistant at his Westmead Hospital clinic - a husband and father - showed no signs, told no one of his anguish before he took his own life, Mr de Moore said. But even last year in delivering his colleague's eulogy, Mr de Moore could not mention he took his own life - at the bereaved family's request. He told of another astonishing story of an inpatient at Beechworth's former asylum, whose brother unbeknowned to either of them worked in the asylum's maintenance shed. The patient had been admitted 30 years earlier during World War II with a post-natal illness. Her brother who was fighting overseas in the war had been told by his parents that she'd died in a car crash.
Every day, Mr de Moore would see between four and eight people who attempted suicide the night before. He's written two popular books to shine a light on mental health. One was on Australian Rules founder and star cricketer Tom Wills who was traumatised by his father's death in a frontier massacre. For 20 years, Wills self-medicated with alcohol before taking his own life at 44 years of age. His other book was on the under-celebrated Australian medical discovery of lithium as a treatment for bipolar disorders. "When people come out and articulate what they've been through in the darkest of moments, it's something that helps us all." 28 August 1919 The Dandenong Bridge At a meeting of the Dandenong Shire on Monday the president (Cr Abbott) reported in regard to the opening of the bridge, for which he said tablets had been prepared and would be placed on each side of the bridge. He specially invited councillors, also old identities of the district. He proposed to have a small social function, in the council chambers, at which visitors could be entertained. Cr Wilson suggested that Mrs Abbott be invited to cut the ribbon, to open the bridge; the necessary scissors to be purchased by the council, to be presented to Mrs Abbott. The proposal was carried.
28 August 1969 Division on CAB policy To avoid establishing a precedent and keep the city's books in order, Dandenong Council will formally charge the Community Advice Bureau $15 weekly for the use of the Town Clerk's former office in the town hall. But, because the CAB operate without income, and mindful of the uniqueness of the welfare group, council will refund the $780 rental at the end of the first year of operation and then review the situation. A long, and at times acrid, debate on Monday night tossed out a move by Cr's E R Hill and A C Downard for free use of the room. Council agreed on July 28 to charge rent for that room that has been vacant for 21 months. Later Cr Hill gave notice
to rescind the decision. Cr Hill and Downard outlined a lengthy and well prepare case for free use of the room as an essential referral venue for citizens.

23 August 1999 Crime rate up 5%, over half solved Dandenong police have one of the best crime solving rates in Victoria, the latest crime statistics reveal. Dandenong District crime manager Detective Inspector Adrian Mason said the Dandenong CIB area had a clearance rate (number of crimes solved) of 57.6%. "A rate of 57.6% is excellent for Dandenong, it is one of the best recorded crime solving rates," he said. "Despite the major increase in the solving of crime, we have not been able to curtail certain types of crime, such as street
25 August 2014 Dead Sheep could be chased in Court Greater Dandenong Council has not decided whether to recover legal costs from Springvale's Uv Ho whose sheep Baa died at home earlier this month. Mr Ho had been in a long legal stoush against the council to keep Baa in his suburban back yard. His arguments were rebuffed by the Supreme Court, the Court of Appeal, and the High Court, but Mr Ho still refused to move Baa from home. She remained there up to the ripe age of 17 before her demise on 15 August.

Under-used cancer tests By Cam Lucadou-Wells Staggeringly few numbers in Dandenong are taking a free test to help detect the nation's second-deadliest cancer. Only 30 per cent of eligible people in Dandenong are taking part in the National Bowel Cancer Screening Program. It is significantly less than the 41 per cent state average. The reality is that early detection saves lives. About 90 per cent of bowel cancers are successfully treated if found early, but about 100 Australians are dying from the disease each week. Cancer Council Victoria has launched a campaign to lift the numbers using the free bowel cancer screening kit that's mailed to

people aged 50-74 every two years. The aim is to tailor in-language promotional material for the most under-screened communities in Dandenong, including Sri Lankans, Indians, Vietnamese and Aboriginals and Torres Strait Islanders. This includes radio, digital and print ads as well as posters in community centres and venues. "It seems that some communities face barriers to screening. We are trying to overcome these," says CCV cancer screening team manager Clare O'Reilly said. "Some of the barriers are that people are less familiar with how to do the test itself." As part of the project, GPs in the region will be trained to encourage patients to take the test.
Ms O'Reilly said research showed that GPs played a key role in persuading patients to do the screening test. the screening test looks for early warning signs before symptoms appear. "If detected early bowel cancer is usually easy to treat. "The test is quick, simple and you can complete it in the comfort of your own home. The State Government is inviting submissions to an inquiry to help it address homelessness.
Community input invited on problems of homelessness The State Government Legislative Council’s Legal and Social Issues Committee is inviting community members to share their views and ideas on addressing homelessness in Victoria. An online submission form has been launched to collect information from people and organisations that have experience with homelessness and want to put forward suggestions to the committee. “We are putting the spotlight on homelessness in our state, to assess the scale of it and to identify ways in which we can best address it,” committee chair Fiona Patten said. “We want to hear from people across our community, living in urban and regional areas, so that we can make evidence-based recommendations on actions that are needed.“ The online submission form is aimed at making it easier for people to provide their views to the inquiry. It is the first stage of the inquiry, which is investigating the many social, economic and policy factors that impact on homelessness.
The committee will also seek to identify policies and practices from all levels of government that have a bearing on delivering services to the homeless. According to 2016 Census data, a total of 1,942 people in Greater Dandenong were homeless in 2016, with over three-fifths (61 percent) of them living in overcrowded circumstances.Homeless residents accounted for 1.2 percent of the population of Greater Dandenong - nearly three times the Victorian level - and the number and percentage of homeless persons in Greater Dandenong were the highest in Victoria. The Greater Dandenong Council has signed up to the Everybody’s Home Campaign, to advocate to the State and Federal Governments for a better and fairer housing system. A Dandenong truck and earth-mover depot has been given the all-clear by the state's planning tribunal despite noise concerns by the Environment Protection Authority. EPH Enterprises was granted a permit for 256-264 Princes Highway by the Victorian Civil and Administrative Tribunal on 19 August, overturning Greater Dandenong Council's earlier refusal. The council had received complaints about truck noise from a resident on nearby Heatherton Road. The EPA also advised Greater Dandenong that the business was unlikely to comply with state noise regulations. In their findings, VCAT members Michael Nelthorpe and Catherine Wilson sought an "acceptable balance" between development and community amenity. "In this case, the review site is clearly a site set aside for robust commercial activities and the sensitive residential uses are close by on
the opposite side of a main road. "As such, an ideal outcome for applicant or for the respondent is unlikely." The members approved the limit of six trucks starting and idling on the site between 5am-7am. "We acknowledge that it is likely that this noise may be heard from houses on the opposite side of Heatherton Road. "Yet it was well within the noise limit of (State Environment Protection Policy - Control of Noise from Commerce, Industry and Trade No N-1)." After an early-morning inspection, they said that traffic noise on Heatherton Road was likely to be the source of much of the noncompliant noise. An idling truck at the depot was "a noise source but not the primary source by any means". VCAT found that a ban on trucks using the Heatherton Road exit before 7am on weekdays and 9am on weekends, as well as a 1.8 metre noise wall would reduce the impact.
Satire pops housing bubble By Cam Lucadou-Wells Peter Polites' soaring reputation is built on powerful prose and dark satire. The Western Sydney author is visiting Dandenong as part of the Melbourne Writers Festival to discuss his new second novel The Pillars. He describes it as a satire on gay aspirations, a critical look at how status, consumerism and ambition has become a driving motivation for many. "I'm looking at gay men who are becoming very middle-brow. "Their lives are oriented around the home and specifically objects that symbolize status." There's the preoccupation with occupation. "They ask 'What do you do?' - that's a question about status. What's your job, what's your income. "It's not what did you do today, what did you cook, who do you love, where do you come from." His book steeped with Greek community references also takes aim at the property market and its unaffordability for many - a tellingly topical theme. As Polites finished writing about "cowboy" developers installing shoddy buildings, life soon imitated art. In NSW, several new apartment buildings have been evacuated due to structural faults. Hapless residents are battling to get their deposits back, Polites said. "Even though this novel is really topical, it's an idea that's been brewing in my mind for a long, long time. "I wish our society was more compassionate and less status driven, and that we would reach for a model of housing affordability." Even as a highly-regarded novelist and playwright, he has to work in a bar to make ends meet. He says his novels aren't the type to make money. IN BRIEF Four teens arrested Four teens have been arrested after a street hold-up using an imitation handgun in Noble Park. Two of them allegedly approached a pair of Dandenong North boys, aged 16 and 17, walking on Browns Road near Carwatha College about 6pm. The imitation weapon was pointed at the head of one of the victims while demanding their property, police say. One of the victims handed over their phone. The robbers fled into a vehicle, which was intercepted by police nearby. The four male occupants were arrested. A 15-year-old from Dandenong North boy and a 15-year-old Hampton Park boy were charged with armed robbery. The former was remanded to appear at a children’s court, the other bailed. A 15-year-old from Mulgrave and a 16-yearold from Mulgrave were released pending further enquiries.

A man has been hospitalised after being allegedly stabbed and robbed in Pickett Street Dandenong. The 38-year-old Dandenong man was treated by paramedics for stab wounds to his leg about 12.20am on Thursday 22 August. Police say they were told an unknown offender assaulted the victim and stole his bag. “The exact circumstances surrounding the incident are yet to be established and the investigation remains ongoing,” a Victoria Police spokesperson said. Police spoke to a man at the scene about 1.40am. He was released shortly afterwards, pending further enquiries, the spokesperson said. A woman has been sexually assaulted by one of a group of three males on Douglas Street Noble Park. The 24-year-old heard a male behind her call out “Excuse me” as she neared the corner of Shepreth Avenue about 10pm on Wednesday 14 August. One of the group approached her and said: “Do you want your life?” He then groped her in several places. The victim ran from her attacker, who did not give chase. A 40-year-old man with a suspected broken ankle has been rescued by CFA crews from scaffolding at a construction site in Henry Street, Noble Park. The man had slipped and fallen from the roof of a double-storey building about 9.30am on Monday 19 August, a CFA spokesperson said. He was injured as he landed on scaffolding. A CFA ladder platform was used to lift the man down for treatment by paramedics. Work Safe has been notified of the incident.

Empowering the next generation On Wednesday 21 August, the annual Wooranna Park Youth Empowerment Conference was held at Nazareth College, Noble Park North. This unique event was coordinated as a partnership by Wooranna Park Primary School and Nazareth College. Wooranna Park teacher Lucia Hetherington and her students have worked alongside Jacqueline Kol, Nazareth College student agency teacher, and the Nazareth Student Action Team to create an event that everyone is proud to be a part of. This conference is an event run by children for children, aiming to inspire and empower young people to 'dream, believe, achieve'. More than 500 primary and secondary students from the south east region came together for a day of inspirational speakers and discussions, encouraging young people to find their passions and become involved. Most speakers were young people, showing that students do not have to wait to become involved and make a difference. The Wooranna Park Youth Empowerment Team spent the past 12 months working collaboratively with Nazareth College students to gather inspiring people from across Victoria to share their unique life stories with children from the Dandenong region and beyond. Strict criteria for guest presenters included having an inspirational life story, achieving success in their field or making a difference to the world. As well, they have persisted in the face of adversity or challenge and are willing to share the strategies they have used to overcome their challenges. The aim is for their stories to inspire the students to believe that they too can do great and powerful things in the future, regardless of the obstacles they face. Guest presenters included but were not limited to Minister for Youth and local MP Gabrielle Williams, Victoria's lead scientist Dr Amanda Caples, and MS ambassador Rania Melhem, as well as student speakers Bridgette V of Kilbreda College, Somayeh A of Dandenong West Primary School, Emma, Daniel W and Ronan L of Nazareth College, and many more! They encouraged others to look for opportunities to develop their skills and passions, by taking risks and not being afraid to

Ratepayers deserve better
By Jessica Anstice Comedian Akmal Saleh is heading to Hallam. He’ll perform at the Hallam Hotel on Thursday 22 August as part of his Transparent Tour. Akmal has performed in movies, sketches, stand up and TV shows, as a radio DJ and talk show host, and is a published author. He immigrated to Australia from Egypt with his family nearly 30 years ago. “My parents didn’t tell us where we were
going,” he said. “We thought it was two hours away. “Twenty hours later, we got off the plane. We were on another planet.” Akmal’s Arab heritage steers his comedy to issues of religion, honesty, looks at modernday life. He has appeared at festivals around the world including Adelaide Fringe Festival, Melbourne International Comedy Festival,
Vancouver Comedy Festival, Just For Laughs Comedy Festival in Montreal, New Zealand Comedy Festival and the Edinburgh Fringe Festival. Akmal wrote and starred in the feature film You Can’t Stop the Murders’ to critical acclaim and also the cult hit TV show The 40 Foot Show. He hosted The Wrong Way Home drive radio show on the Nova network and achieved the station’s highest ever drive-time ratings.

Many councilors at Casey Council, just like the Dandenong councilors, appear to think that councils exist for their own agenda; not the concerns of local residents. Councils exist in a democratic system. This means more than leaving all the important decisions to elected councilors some of who may have ran a fake election campaign or were only elected due to the preference deals made with numerous “dummy“ candidates is not really satisfactory or democratic. In a real democracy,as opposed to a fake democracy,public question time should be the first and foremost item on any council’s meeting. Ratepayers and residents should all have the opportunity to verbally ask questions and seek clarification from councilors.without being subject to artificial constraints. Casey Council has a ridiculous situation where all questions from residents have to be approved - and validated- by their governance office before any questions can be allowed. I believe this amounts to little more than what George Orwell would have described as thought control. Ratepayers deserve better, especially when they pay Casey their CEOs and mayors very generous allowances.from their rates money, taxes,and charges. The present Minister for Local Government, Adem Somyurek, needs to reform the anti-democratic instrument on which local government authority rests - the 1989 Local Government Act. Lucaâ&#x20AC;&#x2122;s a talent on the rise By Tyler Lewis Luca Goonan has football attributes that can't be taught. The tough inside midfielder has had a unique entry into the Dandenong side, but is now a regular for the Stingrays with his brute strength around the contest. Goonan has been in and out of selected 23 for the Stingrays over the past year, but a solid stint at senior footy level for Mt Eliza has only helped the 18-year-old improve his most valuable asset. "If I wasn't playing Stingrays I was playing seniors last year and that was awesome," he said. "Getting the opportunity to play against men, full-grown men - obviously the first game I was a bit nervous but once you get used to it, it was bloody awesome. "The culture is just insane. "I played a bit of forward at the start, and then the wing and I ended up sneaking my way into the midfield by finals time. "I played two finals, (against) Pines and Frankston YCW - we lost against Pines and we beat YCW, I got picked for the Stingrays so couldn't play against Sorrento and they (Mt Eliza) lost. "Then I got dropped further into finals and I had no footy to play. "From that experience last year, once I came back and played a lot of NAB League I am used to the bodies." In 2019, Goonan has improved immensely and often has been the source of contested football for the Rays, but he still holds a harsh microscope upon himself for improvement. "I go too hard sometimes; I end up getting into trouble by the umps for running into people," he said.

"But I definitely want to improve my running capacity to run out games and my speed as well. My marking is good but I want to improve my running to put myself in more marking opportunities." Most young NAB League players have an abundance of influences on their growing careers, but Goonan says he can't shy away from the advice of his coaches at the Stingrays who have helped him turn his year around from
injury and his dad who coached him to junior success. "I had a slow start to the year, didn't have a great start and unfortunately got injured at the halfway mark, (and) missed about four weeks of footy through a calf injury," he said. "I came back and against Sandy, and found my feet a bit and playing some alright footy. "Other than Nick Cox the actual coach, Josh Moore, the midfield coach - I obviously spend a bit of time with him.
"He (Josh Moore) has been pretty good this year, so Moorey and Coxy have been great. "But dad has been huge, he has definitely been my biggest influence in footy. "We had a pretty couple years in junior footy for Mt Eliza, in 2016 and 2017 we won back to back flags - that was pretty awesome. "Through those flags we won, he (dad) was the coach. "He has been seriously helpful, bit of a legend - he doesn't push me too hard but he's been awesome." Goonan is currently studying Year 12 at Padua College and, like with his footy, is trying his hardest to place himself in the best position for a sustainable future, while avoiding the hype of being a top-ager. "At the moment I am trying not to think about that stuff, I am just trying to enjoy my footy and whatever happens, happens," he said. "With school, I am not stressed with what I get at the end of the year, I want to get a decent score but every night I try and do something. "I try and do even if it is an hour of something, even on nights I have training and I am too tired to even think I will get some notes down just to reinforce stuff I have learned during the day. "On the nights I don't have Stingrays training I will try and get some work done. "I obviously try and maximise my time at school because I haven't got much time out of it so whenever I am at school I give it a red hot crack." In the Wildcard Round for Dandenong on Sunday, Goonan collected 22 disposals, six inside 50s and five tackles to be best on ground - playing an integral part in the 21-point win for the Stingrays that place them as the danger side in September.
Stingrays snap losing streak by bulleting Bushrangers By Tyler Lewis The Dandenong Stingrays snapped their losing streak at the right time when they eliminated the Murray Bushrangers in the NAB League Wildcard Round, 13.13 (91) to 10.10 (70). Young Doveton star Connor Macdonald snagged his first goal for the Rays, which lifted the group early. The Stingrays were challenged in the second half after skipping away to a lead, but the likes of Luca Goonan, Ned Cahill and Bigoa Nyuon solidified Rays as the team to be concerned about in the next few weeks. In Southern Football League Division 2 action, Keysborough will face the Doveton Eagles next week after going down to Murrumbeena 8.9 (57) to 10.10 (70). The Burras lost touch with the Lions in the second term and were kept at bay from then on.
Chris Bryan, although goalless for Keysborough, was named best afield while Matthew Lello was sublime for the Lions. Keysborough faces the Eagles on Sunday in an elimination final for a spot in the prelim. A strong second half continued the Doveton Eagles' season for another week as they ran out 12.14 (86) to7.9 (51) winners over Hampton. The Eagles lead by just three points at the main break but a blistering second half ultimately secured another finals appearance next week. As usual, Nick Battle was superb for the Eagles while Lewis Robertson was impressive for Hampton. In Division 3, Hampton Park strolled into the big dance with an impressive 11.13 (79) to 4.10 (34) win over Clayton. A seven-goal to one premiership term put
the Redbacks further ahead as the favourites for the flag as they put a wasteful Clayton side to the sword. Luke Behin was best on for the Redbacks while Chris Morrison was best afield for Clayton. In the meantime, Endeavour Hills knocked off Ashwood, 11.11 (77) to 9.8 (52). The third term proved costly for Ashwood as they won the first and final terms and lost the second by a single behind. David Hickey was dominant with four goals in a best afield performance for the Eagles while the Hills were led by Ben Carter who booted three majors. And in Division 4, Lyndhurst won its final, 5.13 (43) to 2.8 (20) over South Yarra. The Lightning asserted its dominance in the first half, keeping the Lions to just three behinds to half-time, and again in the final term.
Jarrod Murphy continued his form with another best-on while Harrison Gillett was impressive for South Yarra. Hallam tested the Frankston Dolphins all day but were unable to escape with the victory, going down 12.9 (81) to 11.5 (71). Jack Sharlassain was the best for the Hawks while Calum Eiffler was best-on for the Dolphins. In the Eastern Football League, Balwyn taught Noble Park a lesson on the eve of the finals, winning 17.12 (114) to 9.11 (65). James Freeman booted another four for Balwyn while Kieren Byers was the best for the Bulls. Rowville had a momentum-building win over Blackburn before its finals campaign, 9.6 (60) to 6.17 (53). The Hawks trailed at the final break but stormed home to secure a strong victory to build from come finals.

With the recent recommitment of South African superstar captain-coach David White who belted 1252 runs at 125.20 in his first season in Australia - the Bucks have added some immense depth to their bowling stocks after the departure of premiership seamer Jurgen Andersen. The Bucks have signed 24-year-old Englishman Benjamin Kitt, a former Nottinghamshire-contracted seamer, who is now playing for the Leicstershire second XI as well as Attenborough Cricket Club. For the Leics, Kitt recently took 12 wickets in a match. Kitt has had a stint in Australia previously, spending some time with St George in the powerful Sydney Premier competition, where he played six games - including snaring 6/31 dandenong.starcommunity.com.au

All set for the Speed Star By Mick Floyd Neo Cleo again showed why she is regarded one of the country’s finest chasers with another brilliant victory at Sandown Park last Thursday night. Lining up alongside another dual Group 1 winner in Dyna Patty, Neo Cleo began brilliantly to lead from Box 3 and, as the chasing pack bunched behind her, she found herself clear entering the back straight. From there, she was never challenged, defeating Jaro Bale by almost six lengths in 29.282 - an identical time she ran last week when second to Whiskey Riot. Trainer Wendy Neocleous was delighted with the run. “Very pleased, she again showed what she can do,” she said. “She’s coming out as well as she ever has. Last week she went 5.02 and her run from Box 8 was phenomenal, she repeated that tonight and got the chocolates. “She’s so consistent and honest. Whether over 600 metres or 500 metres she races against the best dogs and she just loves racing. She’s a good little girl.” Neocleous confirmed that she will target September’s 595-metre Speed Star event in preference to the 515-metre edition of the series. She currently sits in second place on the 595-metre leaderboard with a time of 33.976. “She won the last one here, and she’s a strong middle distance dog,” she said. “It’s very hard to find 600-metre races for her because she’s a Grade 1 dog on both city tracks, so we’ll just play it by ear and keep her ticking along until the Speed Star comes along. That’s what she’ll be targeting.” Neo Cleo has now won 35 of her 76 career starts - including four at Group level - and over $430,000 in prize money. With her fourth birthday looming in January, Neocleous also revealed that preparations are already being

Dual-premiership coach Mick Fogarty has departed from Eastern Football League powerhouse Noble Park in a shock move. Fogarty - the longest-serving coach in club history, won premierships in 2010 and 2011 as well as taking the Bulls to a grand final appearance in 2013 - informed the club last week that he wouldn’t be re-applying for the position after the Bulls indicated their desire to advertise the role after three seasons without a finals appearance. The club issued a statement on Thursday night, praising Fogarty for his immense contribution to the Noble Park football community. “He is the longest-serving senior coach in our 100-year history,” it read. “His passion and dedication can never be questioned. The last 10 years has seen many highlights for this footy club and Mick has been an integral part of that.
“The last few years has seen this club go through some challenges. "Through all this Mick has remained very positive and has stayed the course and never wavered from the direction the club wants to go. “However, with the lack of results, that this club expects, sadly something had to give. “Although Mick is a very much-loved figure not only within our footy club but also from afar, we felt for the club’s interest we needed to seek expressions of interest to find a candidate to reinvigorate our list and the club in general. “This decision was certainly not taken lightly as we have been fortunate to have a coach in charge for the last 10 years who has earnt the respect from all at our footy club, the EFL, and footy in general. “We wish Mick and his family all the best and thank them for their contribution in this footy club.” Fogarty coached out the final game of the
season on Saturday against Balwyn, with the Bulls sending off one of their greatest ever coaches.
