Driver jail appeal ing serious injury charge. He also pleaded guilty to charges of speeding, driving while using a mobile phone, drugdriving (cannabis) and drink-driving (at .10) in Pakenham on 26 April. Cartwright’s lawyer argued for a community corrections order with drug counselling and driver behaviour programs. Cartwright, with a relevant but “very limited” criminal history, had made a “poor decision”. Jail was a sentence of last resort, particularly for a “youthful” offender with “fantastic” support from family and his employer, the lawyer said. Mr Crisp mused that many young offenders were imprisoned after causing deaths on the road. But it was illogical for courts to wait for someone to die, Mr Crisp said.
FACTORY DIRECT BLINDS FOR LESS
“The community is entitled to the protection of imprisonment.” Mr Crisp was not swayed by Cartwright’s alleged support structures. “It was fairly obvious that the least support would be to deny the accused the use of a car.” Cartwright’s “uniquely serious” driving could have killed or seriously injured another “hapless driver” during the “hair-raising” pursuit. “Prison is a last resort sentence but this is a case in which the last resort is called for.” Cartwright was also disqualified from driving for four years. After being taken into custody, he lodged an appeal to the County Court of Victoria. He was then bailed on conditions of a night curfew, reporting to police thrice a week and not driving a vehicle.

A 23-year-old concrete pumper is appealing against a jail term for a “hair-raising” police pursuit in which he blindly turned into a redlight T-intersection off Eastlink. Hamish Cartwright, 23, sobbed after magistrate Rodney Crisp delivered the six-month sentence in Dandenong Magistrates’ Court on 24 September. His driving offences had led to his Hampton Park mother’s Subaru being impounded twice this year. His mother was forced to plead to the court to ward off a further impoundment. Cartwright pleaded guilty to dangerous driving while pursued by police on 25 January. On 25 January, he was spotted by police as he illegally turned right from a middle lane in the Subaru. As police signalled for him to pull over,
he continued driving at normal speed on the Dandenong Bypass until he sped away onto an Eastlink on-ramp. Cartwright drove south, slowing down at a traffic island and then accelerating at a “fast rate” up the tollway’s off-ramp at Greens Road, Dandenong South. Police said he sharply cornered left through a red light at the end of the ramp, narrowly missing an eastbound car travelling 80km/h on Greens Road. Police told the court that Cartwright’s blind corner was a “gamble” during a medium-high traffic period. He was later arrested by appointment at Dandenong police station, giving an “evasive” and “unco-operative” interview. At the time, Cartwright was on a good behaviour bond for a reckless conduct endanger-

IN BRIEF Three-man carjacking in Springvale
Factory inferno A massive fire at a carpet factory blanketed Dandenong under thick plumes of black smoke. Eighteen fire crews battled to bring the blaze under control for at least two hours after being called to the Hilton Street business in Dandenong about 5.56am on Friday 27 September. Two men escaped the 1200-square-metre building, which was totally destroyed by fire. The pair were assessed for smoke exposure at the scene but didn’t require hospitalisation, according to Ambulance Victoria. Fire-fighters, including two ladder-platform crews and a specialist hose-layer vehicle crew, largely managed to curtail the fire from spreading to neighbouring properties. An adjacent premises suffered some minor damage, a CFA spokesperson said. VicEmergency issued an advice message for people to avoid the area, with Hilton Street closed to traffic. Ali, from the neighbouring Alhamdulliah Taha Centre, filmed the belching smoke filling their yard as well as flames consuming an adjoining fence. He was grateful for fire crews stopping the ferocious flames. “The fire was a big fire - from far away I thought at first our community centre was on fire. “Everywhere was black smoke. It’s really black smoke. “I don’t think it’s really good for anyone.” The fire was reportedly non-suspicious.
A driver has been hauled out of his seat during a car-jacking by three males on Springvale Road, Springvale. The trio had stood in the middle of the road forcing the 46-year-old Springvale driver to stop his black Nissan Maximus sedan about 4.45am on Wednesday 18 September. Two of the males approached the driver'sside door, which was locked. The third male opened the front passenger door and dragged the driver out of the car. The trio drove away in the Maximus while the victim ran for help at the nearby Waltzing Matilda Hotel. The car was tracked via the victim's phone in the vehicle's door pocket to Hampton Park. Police followed the car to Blue Gum Way before losing sight of the car. The trio were seen jumping out of the car and over a fence into The Parkway reserve. The Canine Unit was called but lost the scent, police say. The offenders were described as Maori appearance. People power means Oasis to flow at fifty
A burglar has set alight and fired at least two shotgun bullets inside a Dandenong South transport business, police say. A male was seen running from out of a broken window in the Advantage Drive building about 9.30pm on Wednesday 18 September. He got into a dark-coloured Subaru sedan without registration plates, which had been parked directly in front of the premises. The car was driven southwards along Commercial Drive. Fire crews were called to extinguish the fire within two of the building's "side-rooms". It caused mainly smoke damage inside the property, police say. Police later discovered shotgun bullets had been fired in an apparent attempt to break double-glazed windows. Any information to Crime Stoppers on 1800 333 000 or crimestoppersvic.com.au or Greater Dandenong CIU on 9767 7487.

Tobacco shop rammed by car
People power has delivered the right outcome on the Dandenong Oasis redevelopment. That's according to Cr Maria Sampey, who was a strong supporter of users objecting to part of the redevelopment. The City of Greater Dandenong's draft aquatic strategy had included plans to change the layout of Oasis to add a 25 metre, 10 lane lap pool, removing the current 50 metre Olympic sized pool. But users of the centre rebelled, arguing a smaller pool would not meet swimmers' needs. They hit the pavement, presenting a petition signed by more than 760 people to council. In a council meeting on Monday 23 September, the planned redevelopment was put to council for a vote. Cr Sampey said the users' determination had paid off, and in Monday night's council meeting councillors voted unanimously to provide a new 50 metre, eight lane pool. She criticized the council officer's report, telling the Dandenong Journal that officers had been trying to push for a 25 metre pool and that the final report hadn't included the petition. "They were running the show, they wanted
A Springvale tobacco shop's front has been damaged during an attempted ram raid. Police say that unknown offenders reversed a light-blue coloured sedan through the shop front on Balmoral Avenue about 4.20am on Thursday 26 September. The offenders did not gain access and drove away empty-handed, according to police. Dandenong Crime Investigation Unit detectives are investigating. GROW BUSINESS … Casey Cardinia Region
Casey and Beijing By Danielle Kutchel The City of Casey has moved to cement its reputation as a tourist destination in the growing Chinese traveller market through a video for Chinese viewers. Broadcast in July on a Beijing television station, the video featured Moonlit Sanctuary and MPD Steak Kitchen and aimed to put Casey on the map as part of a global tourism push. The video promoted Casey as a great weekend family getaway destination, and highlighted the two local attractions as part of its theme: "Fun Casey, feed animal, enjoy gourmet food". Having been open for three years and with plans to be around for a lot longer still, MPD manager Marcus Fabian says the restaurant saw an opportunity through the video to mark their presence in the City of Casey. "The benefit for us is to expand our presence, not just to people in Beijing and China but to within the Chinese community in the City of Casey who also might watch the footage or be told by friends back home," Mr Fabian explained. Michael Johnson, director at Moonlit Sanctuary, said the sanctuary had been looking to develop links with China through the City of Casey, and jumped at this opportunity. "We were surprised at how widely it was distributed and how it turned out," he admitted. He said the Chinese tourism market was changing, with increasing numbers of independent travellers rather than tour groups, and that the sanctuary's tourism strategy involved working with these independent travellers. "International tourism is very good for us and the community, because people spend their money in the community and come all year round," he said. The video also featured a brief look at Bunjil Place as an entertainment precinct.

Manufacturing far from dead in Australia Busting the myth that Australian manufacturing is dead and buried is a driving passion of Australian electronics manufacturer, Ray Keefe, who has developed market-leading products in Australia for more than 30 years. “Unfortunately, a belief among many home-soil manufacturers that overseas competition has killed off Australian manufacturing fuels a public misconception that the industry is all but phased out. But the facts defy the myth”, said Ray. “Recent statistics show that manufacturing in this country has grown every month except one since October 20151 and 2018 saw 85,000 new jobs created in manufacturing, among the highest of any sector2. “The biggest barrier to Australian manufacturing is not overseas competition. It’s the mindset of many Australian manufacturers who think that manufacturing products overseas is the only viable option. “That may be true for highly commoditised products and where quality and longevity are not the highest priorities. But when you want to produce a highly reliable product, Australian manufacturing changes the sales conversation because of the integrity of the process and ability to directly follow up the manufacturer if you need something addressed with the product.” Ray is the head of Narre Warren-based electronics design and embedded software development firm, Successful Endeavours, whose electronics product excellence and business acumen has seen the company recently notch up its 47th award win. While being recognised for developing world-class, cost effective technologies for Australian electronics manufacturers is hugely satisfying, it is Ray’s laser-focussed vision to see the continued growth and long-term resil-

Don’t rely on passion alone
Ray Keefe and the team at Successful Endeavours. ience of the manufacturing industry that fuels his drive to push the limits of innovation. Why? “Because I’ve got grandchildren!," Ray explained. “I asked myself 20 years ago where jobs in the future would come from. That’s why I’m supporting the industry that generates more jobs for this country than any other industry. “According to the Victorian Government, for every direct job in manufacturing, up to five indirect jobs are created. In fact, about 40 per cent of the nation’s approximately 11 million jobs depend on manufacturing if you follow the figures through. “To underline the importance of manufacturing, think of a world without it. “There would be no cars, no public transport, no utilities, empty shelves on supermarkets, no furniture, no clothes, no buildings, no mobile phones, computers or televisions, and the list goes on...
“Almost every facet of modern-day living is made possible because of a manufacturing process. “If we want to grow Australian jobs and maintain our standard of living, then governments need to better support industries that make things and create fundamental value, like manufacturing.” Successful Endeavours is a prolific maker of things. Since its establishment in 1997, the company has produced more than 2000 products or product enhancements; currently finishing a design, component, upgrade or complete electronics product every three days. “Australian manufacturing is growing but to grow exponentially, we need to get everyone behind it: government, businesses and the manufacturing industry itself. “We have the opportunity to support future generations of workers and the prosperity of our nation if we do.” For more on Ray's thoughts on manufacturing go to grow.starcommunity.com.au
Over the past few months I have attended a number of networking events some of which have been specifically focused on small and micro business owners. What’s great about these is that you just can’t help but be impressed by their passion and enthusiasm for what they are doing and this is typically the reason the business was established in the first place. Whilst the number of business failures is not as dire as some make out (according to the Small Business Association (SBA), only 30% of new businesses fail during the first two years of being open, 50% during the first five years and 66% during the first 10), it is still significant and it is clearly not a risk-free undertaking. What typically keeps them going? Passion. However, what is important to note is that passion is a fuel and like any other fuel, it is necessary but not sufficient to drive an engine; the motor also requires oil and electricity in order for any kind of traction to be obtained. And so it is in business: businesses can’t survive on passion alone, they also need additional inputs to perform and so here are my thoughts on what is required for a successful and sustainable business: Not understanding the target market. Many business owners assume that customers will love their product or service as much as they do, but demand is a function of perceived value of which price is necessarily a factor. Understanding the price the market will bear, the anticipated sales volume and what is needed to cover costs is critical if the business is to make money. Lack of a defined Business Strategy or Business Plan. There is simply no substitute for defining what you want to achieve, how you will do it, what it will take to get you there and writing this down. If the strategy and/or plan is solid, measures should become easy to see; discipline and accountability will help you get there. No defined approach to Sales and Marketing. These are the core drivers to revenue generation and so cannot be done in the margins. Thinking about how your product and/or service will meet customer needs and ensuring that your marketing targets the right customers is essential. A disciplined approach to sales management will then be necessary to fully leverage the opportunities that result. Not knowing your numbers. People don’t start businesses because they are good at business and for many the idea of creating a budget and tracking financials is off-putting. However, you must be able to track and manage the finances otherwise you are almost certain to get unpleasant surprises. Managing your financials is not as difficult to do as you may think and the rewards are undeniable. On Friday 22 November, marketing and communications specialist Ros Weadman and I will be joined by Lana Johnson to host a one day event that will equip business owners with the essential information needed in all the above areas to share practical tools and techniques to provide “Business Strategies to Turn Passion into Profit”, we would love to see you there. Plan for Plaza twin towers By Cam Lucadou-Wells Twin 12-storey apartment towers are being proposed to kick-start a revamp of Armada Dandenong Plaza. The $70 million development for 211 apartments would require a reduction in the statutory car parking requirement. It is touted as Stage 1 of the renewal of the shopping centre on McCrae and Clow streets. The application was lodged with the De-
partment of Environment, Land, Water and Planning on 20 June, with the department awaiting "further information" on the proposal. Being in the Revitalising Central Dandenong declared area, its fate will be ultimately decided by Planning Minister Richard Wynne. In the meantime, the application will be referred to City of Greater Dandenong and state agencies to comment. The application will also be open for public

Award-winning top cats feline good after the rescues By Danielle Kutchel The new 'kitten' on the block is the sole winner of a new award for rescue groups. Dandy Cat Rescue picked up the inaugural 2019 Jetpets Companion Animal Rescue Awards - Outstanding New Rescue Group on Thursday 12 September. For winning, Dandy Cat Rescue received a $1000 cash prize from Jetpets, $660 in flea treatments from Seresto (Bayer), a $250 Jetpets travel voucher to transport any rescue cats for interstate adoptions, as well as marketing and promotion assistance to help them reach more potential adopters. It's big news for the little rescue from Dandenong, which only started in December 2017. Melissa Mitchell, secretary of the group, says she and a couple of friends decided to set up the rescue after realising that the local pound was overflowing with unwanted cats and kittens. "It was a crazy idea!" she laughs. "We had no idea what we were in for; we didn't know anything about ABNs or getting charity status. "We just learnt along the way, lots of trial
and lots and lots of error." Since then, the rescue has taken in over 120 abandoned, unwanted and dumped cats and kittens and provided all necessary vet care and socialisation before finding permanent homes for them. They now have 12 foster carers on the books, who look after the cats until they find their 'furever' homes. While it can be an emotional rollercoaster, Ms Mitchell says the best part of foster caring is watching the friendly felines go to their new homes. "Seeing the excitement on faces of families or someone who has really wanted to adopt for some time and has finally found the cat or kitten that they've fallen in love with, it's the most beautiful thing," she says. Anyone interested in becoming a foster carer for Dandy Cat Rescue can email dandycatrescue@yahoo.com.

Justice of the Peace • Help your community by witnessing important legal documents in person. • Applications now open for new justice of the peace volunteers. • People of all cultural and professional backgrounds encouraged to apply. The Department of Justice and Community Safety is now recruiting new honorary justice volunteers across Hobson’s Bay, Dandenong, Melton and Wyndham. If you’re good with people, consider attention to detail as one of your strengths and enjoy helping others, you might make a great justice of the peace.
By Danielle Kutchel
What is a justice of the peace? Justice of the peace (JP) volunteers are a vital part of our justice system. In Victoria, JPs have the power to witness many legal documents, including statutory declarations and affidavits, and to certify true copies of documents and a person’s identity. These documents can be required for a wide array of personal situations – in one appointment, a JP could be sitting alongside an excited couple signing the contract to buy their first home; in the next they could be witnessing a statement that will be rushed off to court immediately, or certifying visa documents with new Australians. “I enjoy it. Justices of the peace offer an important service and it’s a great way for me to give back to the community. It’s a nice feeling helping people out.” – Ravi, Justice of the Peace, Melbourne The role of a JP volunteer is primarily focused on: • certifying true copies of an original document • certifying a person’s identity.
• attesting to the execution of a document • witnessing a statutory declaration • witnessing an affidavit for use in court
This work can be done from an office in an official document signing station (DSS), or from your own workplace or home, without major disruption to your day. JPs make themselves available to the public and stakeholders on a regular basis and the workload and times available can be flexible. Typically, members of the community requiring your services will book an appointment and then come to you. Most appointments take just a few minutes. There are DSS’s right across Victoria. DSS’s operate out of local sites such as police stations, libraries, community hubs and more and members of the public attend to have their documents certified. All JPs who would like to volunteer on DSS’s are warmly welcomed. This is a great way to be part of the life of the community. What qualifications will I need? There are no specific qualifications required to become a justice of the peace in Victoria. However, to be eligible for appointment as a JP, applicants must: • be of or over the age of 18 years • not be an insolvent under administration. • be an Australian citizen Applicants must also satisfy the Attorney-General that they: • have satisfactorily completed the course of training prescribed for appointment as a JP. • have sufficient proficiency in the English language to
perform the duties of a JP. • ordinarily reside in Victoria. • are a fit and proper person to be appointed as a JP.
What kind of people make great JPs?
In the heart of Dandenong's CBD, Justice Specialty Coffee is a java-lover's oasis. The 'hole-in-the-wall' style cafe has just celebrated its first birthday, and shows no signs of slowing down. It was born of owner Joy Kinczel's dream for a Melbourne-style coffee house where visitors could hang out, enjoy a cup of Joe and soak up their 'ahh' moment. It's something she says that hadn't been explored in the area previously, and her customers have lapped it up. But there's another point of different to Justice, and that's that it is driven by the ethos of generosity. The cafe donates 100 percent of its retail profits from its Justice Range (comprising keep cups, coffee beans and more) to charity. The current charity of choice is A21, a not-forprofit that fights human trafficking. The cafe also hires interns to give young people the chance to start their hospitality career, offers ethical wages, recycles coffee cartons and sources sustainable coffee beans. Even the money from the tip jar gets donated. "As much as we can, we try to make it about social justice," Ms Kinczel says. Growing up in Malaysia, Ms Kinczel says she and her family regularly donated to villages and children in need. "I feel the more you give, the more you re-
ceive. You're never really short-changed when you're generous," she explains. That generosity extends to the food too. An extensive drinks list incorporates Mork and Kali hot chocolate, a barista's platter, smoothies, organic teas and more. Traditional brunch and lunch favourites are on the menu, including bacon and egg muffins and chicken and avocado toasties. Sweet treats are made in house by the owner's mother-inlaw. It all adds up to a little piece of Fitzroy, in the heart of Dandenong. "I've lived here for quite a long time and I think people often have this perception of Dandenong, and I think coming to a place like this stretches their imagination as to what's around them," Ms Kinczel says. Justice Specialty Coffee is located at 10/50 Robinson Street, Dandenong, and is open 8.00am until 3.30pm weekdays. Visit www.justicecoffee.com.au.

Shotgun holdup at servo By Cam Lucadou-Wells A homeless armed robber who pointed a sawn-off shotgun at a lone service station worker and demanded all of the station’s cash and cigarettes has been jailed. Jack Rawson, 24, had knocked on the glass doors to be let into the United servo in Tooradin on the night of 12 February, the County Court of Victoria heard. As the attendant’s back was turned to find him a requested brand of cigarettes, Rawson produced the weapon. Under threat of gunpoint, verbal abuse and urgings to “go faster”, the worker filled a bag
with about $500 cash from the till as well as $334 of cigarettes. Ten days after the robbery, police arrested Rawson in the back seat of his car sitting on a clear bag of methamphetamine in Dandenong. He had been living in the black Honda sedan at the time. He had been disqualified from driving for a month. Rawson’s offending was linked to his expensive drug habit - using up to 20 points of ‘ice’ a day, usually by himself in his car, the court heard. His time in remand while awaiting sentence
was his first period of drug abstinence since his early teens. During sentencing on 25 September, Judge Scott Johns said Rawson’s hold-up aimed to elicit terror. Such armed robberies of “soft targets” were well-known to have a lasting psychological impact on victims, he said. Judge Johns accepted Rawson’s letter of apology and desire to remain drug-free were “genuine”. He noted Rawson’s “limited” criminal history and impressive work ethic as a concretor and tree lopper, considering his disadvantaged
background. As he grew up, Rawson and his family at times lived transiently across several Australian states and at times in a car. During his time in remand, he’d studied for his first formal work qualifications as well as attending weekly Narcotics Anonymous and Alcoholics Anonymous meetings. Rawson had the support of a “father figure” mentor and their family, who had offered him accommodation after his release. Rawson was jailed for two-and-a-half years with a non-parole period of 15 months. He was disqualified from driving for one year.
Dandenong trains are late By Cam Lucadou-Wells The State Government has defended its contract with rail operator Metro Trains after “frustrating” performance figures for the Cranbourne and Pakenham lines. Both lines have failed to meet on-time performance targets for each month of 2019. In August, Cranbourne’s line was worst in metro Melbourne with 83.4 per cent of services on-time. Pakenham services were second-worst, with 85.4 per cent of trains on time. Added to that were 214 unscheduled train cancellations and ‘no shows’ for Cranbourne, and 245 for Pakenham in August alone. Opposition public transport spokesperson David Davis said performance had “plummeted” even since the Government had spent $2 billion on level crossing removals on the line. “It’s a lack of focus by the (Public Transport) Minister and the loss of passing loops ... the impact is huge.
“This is a shocking performance.” Mr Davis said the lines had struggled to meet benchmarks for the past eight months, with 1438 unscheduled cancellations, skips and bypasses on the Cranbourne line this year and 1688 on the Pakenham line. “The Government wrote that contract (with Metro Trains) and signed that contract in 2017. “At the end of the day the Minister and the Premier is responsible for the performance of the system.” Metro Trains was ordered to compensate passengers for its August failings - it failed to meet overall benchmarks for the third month this year. It is also liable for fines of up to $1.25 million a month. PTV noted factors such as passenger illnesses, police operations and people straying on tracks for the delays. The best solution was to deliver punctual and reliable services, Mr Davis said. “I’d just like them to run trains on time.”

introduce big penalties when Metro doesn’t hit its targets - they will be penalised for this month’s results.” Under the previous Liberal Government’s contracts, Metro Trains would have been unpunished for the results, the Government argues. LOOKING BACK 100 years ago 2 October 1919 Electrification It may be interesting to local residents to know that a ray of hope may be held out for the electrification of the railway line to Dandenong. It would appear from the information submitted at the local council, by Cr Groves MLA that when the electrification of the line to Caulfield is got on with, the Dandenong line will be worked in conjunction. There are three lines which will be electrified before Caulfield/ Dandenong line, but two of them have the work in an advanced stage. So that matters might be expedited , the people of South Riding of Dandenong Shire are holding a conference, and should it have any results, it will mean that the Cheltenham Aspendale line will

Charity’s call for help as end of lease is looming near By Brendan Rees A Casey charity providing immediate help to families in crisis is in desperate need of council funding as the end of its lease looms. At their 17 September meeting, Casey councillors voted to explore ways of providing funding to the Andrews Centre in Endeavour Hills before its lease ended in April 2020. For the past 20 years the Andrews Foundation, a philanthropic trust, has generously paid the rent for the Andrews Centre building - however this funding will cease as soon as the lease was up. The Andrews Centre's chief executive Judy Martin said Endeavour Ministries, which runs the not-for-profit on Hanna Drive, had looked at a number of options but found the only way forward was to buy the building as the landowner wanted to sell. "Each year the centre spends around $254,000 just providing the services we offer, so we are seeking help from council to help us repair costs and/or supporting us to pay back
Noel and Judy Martin hope to continue their role at Andrews Centre beyond 2020. 198110 Picture: STEWART CHAMBERS moneys borrowed to purchase the building," Ms Martin said. "We remain reliant on the support of other individuals and organisations to keep doing all we can to help those in need. "We are truly grateful to the many who have provided this much valued support," she said. For the past 25 years, the Andrews Centre has
been providing food relief as well as counselling and legal advice to more than 300 people from Endeavour Hills to Dandenong every week. "The psychologists agree to work at the centre for no fee beyond what is provided by Medicare," Ms Martin explained. "Clients are bulk billed and, where families are in crisis and cannot afford further sessions
needed after Medicare runs out, the centre covers the cost." They also provide free legal advice for the financially disadvantaged, and free educational courses. During the council meeting councillor Rosalie Crestani said council was committed to helping the Andrews Centre. "We have assisted in small grants but now we recognise there's a milestone that is approaching and we don't want to miss this opportunity," Cr Crestani said. "I know we'll have community support to lend further financial commitment to them," she said. Casey mayor Amanda Stapledon praised the centre for "delivering outstanding services to the community," adding it was "our intention is to be able to assist in some way." "I know our council officers are doing all they can to find out how we might be able to do that," she said. A report will come back to council in October.

TIMBERTOP A UDIA RESDIENTIAL FINALIST PARKLEA has been named as a finalist in the 2019 Victorian UDIA Awards for Excellence with the jewel in its development portfolio, Timbertop, nominated for Best Residential Development. Parklea had a vision for Timbertop as far back as 2002 when it purchased land in Officer from the Hicks family who had farmed there since the 1800s. When work started in 2012, Timbertop was one of the first estates to open up the now thriving corridor between Berwick and Pakenham for residential development. Thanks to careful planning and with the liveability of future residents in mind at every step, Timbertop is a prime example of what can be achieved by a developer who is invested in quality and cares about its legacy. Now, seven years later, the 80-hectare estate is nearly complete with more than 700 homesites and 2,000 people enjoying life at the top. The estate’s final releases have created enormous interest, with buyers keen to snap up the last blocks in the premium Chateau release and the Timbertop East release situated around the estate’s picturesque wetlands. The Chateau release features a wide selection of lot sizes, including generous blocks ranging from 630m2 to 1,049m2. Situated at the high point of the estate, The Chateau release offers sweeping views of Officer across to Westernport Bay in the distance. In contrast, the Timbertop East release affords residents water views across the wetlands. Timbertop East blocks range from 230m2 to 585m2 offering residents choice when it comes to building their dream home.
The 2.5-hectare wetlands are one of three significant open spaces within Timbertop, along with the 2 hectare Hicks Reserve and the 1-hectare Timbertop West Reserve. Timbertop’s popularity with buyers is understandable when you consider its peaceful country setting surrounded by all the essential services needed by a growing community. Timbertop has its own cafe, which has become a favourite meeting place for friends, family and neighbours wanting to catch up over lunch or coffee. The cafe was created using the original sales office and is run by a local couple who say they love living and working in Timbertop. Timbertop also has its own childcare centre, while the area is serviced by a plethora of quality government and private schools. Transport links are well developed with access to buses, trains and connection to
the CBD via the Princes Highway. Timbertop has completely transformed the once tiny hamlet of Officer. Now residents have at their doorstep an established shopping centre, fuel outlet and speciality stores. Wine lovers don’t have to go far to enjoy a glass of locally produced vino and a tasting platter at D’Angelo Estate Vineyard. Berwick, with its quaint village feel, is only a 10-minute drive from Timbertop, while a short drive north and you start climbing into the beautiful Dandenong Ranges.
Parklea Sales and Marketing Manager Jarod Mills said it was Timbertop’s “serene yet convenient lifestyle“ which set it apart and has helped produce exceptional sales results throughout the life of the project. “Residents quickly fall in love with life at Timbertop. We have a varied community at Timbertop with residents keen to connect with their neighbours. People are searching for a community where they belong and at Timbertop we believe that is just what we have a created - a community where everyone feels at home.“ ●

Mayor was on the march After walking 120km across the municipality, Casey mayor Amanda Stapledon completed her Mayor’s Walk for Disability on Sunday. It was with an overwhelming feeling of emotion as Cr Stapledon walked through the gates of Myuna Farm, following the nine-day event. Close to $30,000 was raised through the event, with all proceeds being donating to the Wolfdene Foundation’s Project 28 initiative. Project 28 will see the construction of supported accommodation units for people in Casey who live with a disability and are still in the care of their ageing parents or carers or unsuitable accommodation such as boarding houses, motel rooms, hospital beds and aged care facilities. The initiative will also address a current shortfall of 28,000 households Australia wide for people living with a disability and strives to achieve 28 supported accommodation units by the year 2028. Cr Stapledon said she could not thank everyone enough who participated and donated generously. “I would like to sincerely thank the residents of Casey, community groups and local businesses for hosting me and cheering me along the way, for your morning and afternoon teas, coffees and donations - I thank you from the bottom of my heart,” Cr Stapledon said. “While I set out to raise both funds and awareness for Project 28, it was also important to shine a spotlight on the amazing community groups we have in Casey, particularly local disability agencies. “I believe that every person, no matter what their ability, should have the right of passage to leave home and to live in their ‘forever’ home that is safe, homely and a place to live their best life. I also believe that we should be giving comfort to their carers that when they are no longer with us, their adult child is well

Throughout her campaign, Cr Stapledon met Christine Ritchie, whose 82-year-old father Anton is the main carer for her 43-year-old brother, Anthony, who has a severe intellectual disability and was also recently diagnosed with Parkinson’s Disease. Cr Stapledon said these families are an example of why she is putting so much time and effort into fundraising for this cause, because, as Christine said, ‘these supported accommodation units would be an ideal outcome for
Anthony and my father.’ During the nine days, Cr Stapledon visited more than 45 local community groups and walked from all ends of the city, including Lynbrook, Endeavour Hills, Tooradin and Narre Warren. Jonathan Atchison, Director of the Wolfdene Foundation, said as a major developer of land in Casey, they saw Project 28 as a wonderful opportunity to help alleviate some of the challenges and pressure faced by local families. “Through Project 28, we can provide somewhere for adults with a disability to live that is comfortable and supported, and close enough to their families so they can have easy and regular contact,” he said.

His life for others By Casey Neill
Lee Tarlamis.
Lee Tarlamis says his older brother’s cancer battle inspired him to spend his life helping those less fortunate. His service culminated in a Medal of the Order of Australia (OAM) in the Queen’s Birthday Honours List, announced on Monday 11 June. The Noble Park man and former state Upper House MP received the nod for service to the people and Parliament of Victoria “I’m extremely humbled. It’s not something that I’d expected,” he said. “I didn’t do it to get acknowledgement. “It was about wanting to provide assistance and help to people. “It’s a view that I formed very early on.” Mr Tarlamis said his brother fought cancer for two years before dying at age 17. “The trouble and the stress that the family went through, I saw how positive he was
throughout those two years,” he said. “It instilled in me that as tough as I think I have things, there are always people out there who are doing it a lot worse than me. “That’s why I got involved in the local community.” Initially that was through the Keysborough Learning Centre. “The centre loaned me a computer for me to do my school work,” he said.

“I wanted to repay the favour so I was volunteering time with them.” There he met then-politician Eddie Micallef and became his electorate officer. “That’s how I got into the politics world,” Mr Tarlamis said. “That opened up a lot of opportunities to provide assistance to community groups.” He never intended to run for parliament, but “one thing lead to another which lead to another” and he was a South Eastern Metropolitan Region MP from 2010 to 2014. “That was such an honour as well, when you consider the fact that very few people get to hold that position and represent that large number of people,” he said. Mr Tarlamis was a Springvale Benevolent Society volunteer from 2002 to 2012, a Noble Park Community Action Forum member for many years, a founding Springvale Multicultural Men’s Shed committee member, and more.
He’s now a senior advisor to Special Minister of State Gavin Jennings. The world of politics is not where he thought he’d end up. The Tarlamis family moved from Oakleigh to Keysborough when he was eight months old. He went to Wallarano Primary School in Noble Park and to Chandler Secondary College, where Keysborough College’s Acacia campus now stands. Mr Tarlamis went on to study an associate diploma of business. “I grew up working with dad in the family businesses,” he said. “I thought it would be logical that I would go into the business world and maybe into management or something like that. “I really enjoyed the community stuff. “Politics became that vehicle to do it.”

Not in a way that “flaunts it” but by encouraging and helping their peers, he says. “The No. 1 growth that I see is participants say how much more confident are to talk about how they feel and to share their creativity with people.” The On Track program is run by Mushroom Group.

The Bears bowed out in the semi-finals against Hallam Kalora Park last year, but despite not going all the way, it was a solid season for Matt Chasemore's group, who largely played some excellent cricket throughout the season. Nathan Pilon comes out of the side after retiring after an absolutely brilliant season with the bat, but the depth of this list - combined with incredible inclusions of James Wilcock and Ruwantha Kellepotha - should ensure the Bears are once again one of the teams to beat. A bowling attack consisting of Brendan Rose, James Wilcock, Ruwantha Kellepotha, Jarrod Goodes and Isaiah Jassal is star studded, and should worry even the best batting groups in the competition. BUCKLEY RIDGES President: Sonny De Silva Coach: David White Captain: David White Last Season: Premiers Most Runs: David White 931 at 116.38, 50s: 3, 100s: 4, HS 178 Most Wickets: Jurgen Anderson 24 at 20.21, BB: 5/29, ECN: 2.76 Ins: Ben Kitt (UK), Jerome Jones (Barbados), Dario Seale (Barbados) Outs: Jurgen Andersen (Eildon Park), Rob Peat (St Mary's), Chanaka Silva (Brunswick) Home Base: Park Oval, Dandenong Turf 1 premierships: 3 Most recent premiership: 2018/19 First Match: vs St Mary's, Thomas P Carroll Reserve (East Oval), 5 October How far can they go? The reigning premiers once again look ominous ahead of another massive Turf 1 campaign, with the Bucks in a serious premiership window, and with no sign of slowing down. Despite losing leading wicket-taker Jurgen Andersen and all-rounder Rob Peat, the Bucks have added three overseas stars, with Ben Kitt perhaps the biggest signing off the off-season. The English quick will be a force in Australia this season, and add that to the re-signing of the superstar David White - who played one of the greatest DDCA seasons of all time despite missing several games with injury - the Bucks are once again primed to be right up in the premiership race once again. The Hawks are an interesting side, they've been relatively quiet in the silly season, but have still done enough to suggest they're primed and ready to launch at a premiership. The loss of Jordan Hammond does hurt, with the star leading the runs and wickets last season, but the all-rounder is looking for an opportunity at Premier level with Casey-South Melbourne. The two imports the Hawks have brought in should help cover Hammond somewhat, with Jayasinghe in particularly a quality left arm spinner, but the club will need a lift out of some of its depth players, while the likes of Leigh Booth, Ben Hillard, Jagveer Hayer and Ciaron Connolly still going strong. HEINZ SOUTHERN DISTRICTS President: Matthew Downe Coach: Kaushalya Weeraratne Captain: Kaushalya Weeraratne Last Season: 6th Most Runs: Michael Davies 494 at 49.40, 50s: 4, 100s: 1, HS: 100* Most Wickets: Kaushalya Weeraratne 24 at 13.79, BB: 5/19, ECN: 2.98 Ins: Nil Outs: Suraj Randiv (Dandenong), Lee Brown (Lower Plenty) Home Base: Reedy Reserve, Hampton Park Turf 1 premierships: 0 First Match: vs Narre South Reedy Recreation Reserve, October 5 How far can they go? The Cobras are in an interesting spot, with very little movement this off-season, and will instead go down a more youthful path, with an emphasis on home grown talent. There is plenty of talent, experience and depth within the squad, and were always a tricky opposition for the top sides last season, but the losses of Suraj Randiv and Lee Brown hurt the bowling department, with Randiv electing to take his chances with Victorian Premier Cricket outfit, Dandenong. The Cobras will back themselves in to challenge for finals, but will need to take some early scalps to set up their season. NARRE SOUTH President: Nathan Tracy
Picture: ROB CAREW
Coach: Matthew Brooks Captain: Scott Phillips Last Season: Turf 2 premiers Most Runs: Jonty Jenner 632 at 45.14, 50s: 1, 100s: 3, HS: 165 Most Wickets: Scott Phillips 35 at 11.43, BB: 7/6, ECN: 2.25 Ins: Kirk Dickson (returning), Joel Zietsman, Kyle Hardy, Matthew Brooks (all Narre North), Imran Laghmani (Narre Warren) Outs: Nil Home Base: Straithard Recreation Reserve, Narre Warren Turf 1 premierships: 0 Most recent premiership: Turf 2, 2018/19 First Match: vs HSD, Reedy Recreation Reserve, 5 October How far can they go? One thing is for certain, the Lions have no intention to just make up the numbers as they make their way up to the DDCA's top flight this season. Scott Phillips' side was the best team in Turf 2 for the last two years, but were finally rewarded with silverware last year and promotion to Turf 1 after another terrific grand final against Narre North. The Lions have recruited smartly, bringing in a host of solid cricketers from Narre North, as well as the talented Kirk Dickson, who returns to the club. Imran Laghmani is another who has genuine match winning ability, coming across from Narre Warren and will be a terrific addition as an all-rounder with more scope for improvement. NORTH DANDENONG President: Jason Shaw Coach: Rick Bean Captain: Austin Heldt Last Season: 7th Most Runs: Akshay Ballal 506 at 36.14, 50s: 1, 100s: 3, HS: 112 Most Wickets: Akshay Ballal 20 at 24.50, BB: 5/14, ECN: 2.90 Ins: Bhanuka Keppetipola, Raveen Nanayakkara (overseas), Mitchel Minhas, Clay McCartney (returning), Emran Heras (Melbourne Eagles) Outs: Akshay Ballal (Springvale South), Asfan Thajudeen (injury), Romesh Jayasundara
(WGCA), David Bell (Surrey Hills) Home Base: Lois Twohig Reserve, Dandenong Turf 1 premierships: 2 Most recent premiership: 1997/98 First Match: vs Hallam Kalora Park, Lois Twohig Reserve No.1, 5 October How far can they go? While other Turf 1 lists have certainly built over the off-season and with some keen on cashing in potentially being within the premiership window, the Maroons will be looking for more improvement underneath and will hope for some of the club's most promising youth and depth to take another step this season. With the likes of Austin Heldt, Zafar Sheikh and Riley Shaw developing nicely - as well as adding quality seamer Mitchel Minhas and batsman Clay McCartney back to the club - the Maroons could test a few sides, but may battle to match with the very top teams in the competition. SPRINGVALE SOUTH President: Jason Quirk Coach: Rory Ingram Captain: Ateeq Javid Last Season: Runners-up Most Runs: Steven Spoljaric 752 at 50.13, 50s: 5, 100s: 3, HS: 132 Most Wickets: Jarryd Straker 36 at 16.58, BB: 7/34, ECN: 3.35 Ins: Ateeq Javid (Leicestershire), Akshay Ballal (North Dandenong), Kallan Braid-Ball (Cardinia), Joshua Allen (Dandenong) Outs: Steven Spoljaric (Bundalaguah), Michael Vandort (Parkdale), Malinga Bandara, Jarrod Armitage (Merinda Park) Home Base: Alex Nelson Reserve, Springvale South Turf 1 premierships: 8 Most recent premiership: 2010/11 First Match: vs Berwick, Arch Brown Recreation Reserve, Berwick, October 5 How far can they go? The powerhouse Bloods have been Turf 1 runners-up for the previous two seasons, but despite this, have arguably been the benchmark, such is the quality of the cricket they've played. But the Bloods - who will be led by Leicestershire batsman Ateeq Javid this season - will look slightly different, with a host of their Turf 1 regulars departing the club. But the inclusion of Akshay Ballal - who was a star for North Dandenong last year - is massive, with the all-rounder a fine player capable of making big hundreds, while quick Kallan Braid-Ball should slot straight into the lineup. Replacing a player of the caliber of Steven Spoljaric is near on impossible, but the Bloods will back the recruits, plus a host of others looking for an opportunity to take the next step and remain in the premiership hunt. ST MARY'S President: Troy Cashman Coach: Rob Peat Captain: Rob Peat Last Season: Last in Turf 1 Most Runs: Ruwantha Kellepotha 570 at 47.50, 50s: 5, 100s: 1, 116 Most Wickets: Ruwantha Kellepotha 40 at 13.60, BB: 5/31, 3.04 Ins: Rob Peat (Buckley Ridges), Rajika Dilshan Fernando (Sri Lanka), Thilina Rajakaruna (SL), Lewis Palmer (UK) Outs: Ruwantha Kellepotha (Berwick), Kaushalya Gajasinghe, Luke Davis, Dan Davis, Achintha Rajapakse (Beaconsfield) Home Base: Thomas Carroll Reserve, Dandenong Turf 1 premierships: 7 Most recent premiership: 2002/03 First Match: vs Buckley Ridges, Thomas P Carroll Reserve (East Oval), October 5 How far can they go? Ruwantha Kellepotha is arguably the biggest loss of any side in the competition, with the gun all-rounder leading runs and wickets for the Saints last season. But despite this, the Saints will just be looking for improvement underneath, have added a few overseas players to help push the, along, while the return of Rob Peat - who won the flag with the Bucks last year in Turf 1 - is massive, with the experienced campaigner to be captain-coach.

Vale top sire Barcia Bale By Mick Floyd Dual Australian sire of the year Barcia Bale passed away on Thursday morning following a brief battle with cancer. The nine-and-a-half year old was diagnosed with cancer in his spleen, which had begun to spread throughout his body and had begun to affect his quality of life. He was put to sleep with his stud master Paul Westerveld and wife Michelle by his side. "We've had plenty of good dogs, but he was the one that really put us on the map, the one stud dog that you dream of having," said Westerveld. "But he was more than a stud dog to us. He's been part of the family since he arrived here seven years ago and we were looking forward to him enjoying a long retirement on the couch with us. It's heartbreaking to lose him this way." Bred and owned by renowned breeder Paul Wheeler, Barcia Bale was bred for success on and off the track. The product of Melbourne Cup winner Go Wild Teddy and Princess Bale, a daughter of champion producer Gold Rush Bale, Barcia Bale burst onto the scene winning
Barcia Bale is being remembered as a generational sire. his first 11 starts. Remarkably, 10 of those victories came in the fastest time of the night, the sole exception being his victory in the Group 1 Maturity Classic.

After a luckless run in the final of the New South Wales National Sprint Championship at Bulli, he would win his next two starts - again in a best of night time - before tragedy struck.
While doing his regular work in the runs at home, Barcia Bale broke his hock - leading to his immediate retirement. He was sent to Westerveld's Meticulous Lodge property where, once recovered, he began stud duties. Despite his outstanding pedigree and near flawless racing record (he finished with 13 wins from 14 starts and $136,075 in prize money), connections weren't certain how he would be received by breeders. "Paul and I weren't sure of how he'd go at stud," continued Westerveld. "He was such a speed dog but he also had strength on his dam's side, so we were hopeful he'd make it. But the response has been phenomenal. He's become a genuine sensation at stud, you only have to look at some of his offspring to see the quality he has produced - and continues to produce." Among his progeny are Melbourne Cup winners Dyna Double One and Aston Dee Bee - both of which are now established at stud Million Dollar Chase winner Mystic Riot, Easter Egg winner Zipping Bailey, Group 1 winners Raw Ability, Fast Times, Barooga Brett and Mepunga Blazer, and a host of other group performed greyhounds.
A moment stapled in Doveton history - football magic By Nick Creely It was a moment that will go down in Doveton football folklore, a piece of magic that capped off a remarkable afternoon at the Woori Yallock Recreation Reserve recently. And it was only fitting that this moment one that sealed one of the most famous local football premierships of recent memory, 9.7 (61) to 8.7 (55) - came from the Doves’ inspirational, beloved skipper, Matthew Stapleton.

In an absorbing contest - one with rapid momentum-swings - Stapleton kicked one of the most clutch goals imaginable with just minutes on the clock in the final term, and with his side just three points up on a surging Pakenham. It was a moment reminiscent of the famous goal kicked in the dying moments of the 2018 AFL grand final between Collingwood and West Coast, with Stapleton, tucked deep into the pocket 45 metres out, launching it straight through the middle of the big sticks to all but assure that silverware would be heading to AJ Robinson Reserve for the first time since 2005. “The crowd was actually cheering me on to put it through, so I was lucky it wasn’t in the other pocket - I just punched it in and went through the big ones,” he said of the moment with a massive grin on his face. “I knew that I had to punch in, and to be honest I thought about last year’s AFL grand final with Dom Sheed taking a similar shot in the pocket, so that was what going through my head.” But it was the way that the Doves rallied together to play yet another commanding team game that culminated in this magic moment, with Stapleton describing the Doveton Football Netball Club as one big family - one that sticks together through thick and thin, and there’s been plenty of moments over the last few years that have certainly tested the fabric of the club. “These boys, we’re all brothers, and we’ve been through all the hard times together,” he said. “Not everyone was here for the hard times
