‘Puppet’ master By Cam Lucadou-Wells A property developer allegedly paid cash to Casey councillors and treated them as his “puppets” as part of a campaign to rezone Cranbourne West land, an anti-corruption hearing has heard. It was alleged that the developer John Woodman paid $80,000 in cash deposits to Cr Sam Aziz and $17,500 to Cr Geoff Ablett in the lead-up to Amendment C219 deliberations in 2014, the IBAC Operation Sandon hearings on 19 November was told. In response, Mr Woodman said Cr Ablett’s payments were a “coincidence” and didn’t know of the payments to Cr Aziz. Mr Woodman and his associates had been lobbying councillors to rezone the land from industrial to residential - a move that would create a windfall profit of tens of millions of dollars.

On 3 February 2014, Mr Woodman sent a ‘briefing note’ of arguments for the rezoning in an email to Crs Aziz, Ablett and Amanda Stapledon’s private email accounts. The next day, Cr Aziz introduced an urgent motion for Amendment C219 during a closed council meeting. “You would forgive people who have read the document we’ve just been looking at as thinking that you were treating councillors just like puppets,” counsel assisting Michael Tovey told Mr Woodman. Mr Woodman denied Mr Tovey’s allegation that it was because “Mr Aziz was in your pocket and you considered Mr Ablett to be in your pocket and you thought Ms Stapledon would at least follow them”. “I’m attempting to outline to them the reason why the Cranbourne West land zoned in-

dustrial should be changed to residential,” Mr Woodman said. “Sir, this is the first time I have ever witnessed a document that I have prepared where I have suggested a motion.” He agreed that such a move was “improper”. Commissioner Robert Redlich foreshadowed that the ‘briefing note’ fitted the pattern of later correspondence sent to councillors by other persons on Mr Woodman’s behalf. Mr Woodman was confronted with evidence he’d deposited $5000 cash under a false name into Cr Ablett’s account in late 2013. “I cannot recall doing that, sir,” Mr Woodman said. “No, I have no explanation for that.” Also on day two of the hearings, Mr Woodman defended $5500 monthly payments to the Save Cranbourne West Residents Action Group

(SCWRAG) leader Ray Walker. SCWRAG leader Mr Walker was purportedly hired to drive around noting real estate signs on property, to provide “feedback” on real estate sales in the region. Mr Woodman denied that the payments presented a conflict of interest for Mr Walker, whose group supported the developer Leighton’s wishes. The IBAC investigation will focus on corruption involving Casey councillors and property developers, particularly three planning issues. They are the Amendment C219 rezoning of land in Cranbourne West, the H3 intersection in Hall Road, Cranbourne West, and the Pavilion Estate. The hearings continue for an expected three weeks. Bond for funding IS fighter By Brendan Rees A Hampton Park man who channelled cash to an American fighting for Islamic State in Syria has avoided a further jail term. Isa Kocoglu, 45, pleaded guilty to two charges of sending money to an IS fighter engaging in hostile activities in Syria during a Victoria County Court sitting in Melbourne on 8 November. The court heard Kocoglu used PayPal to send AU $2,610 and US $103.07 in 2014 to help American John Georgelas maintain his propaganda website - “a forum to promote and support IS”. Judge Gregory Lyon said Kocoglu, a father and disability pensioner due to his depression and obesity, was the administrator of a restricted Facebook group named ‘We Hear, We Obey’. Kocoglu “enforced the rules of the group“ to post material of Georgelos and to actively seek donations, the court heard. Through the Facebook page, Kocoglu also encouraged others to “keep an open mind about IS”.

Judge Lyon said: “Although this is serious offending, this is not the most serious example of this type of offending”. Australian Federal Police (AFP) raided Kocoglu’s Hampton Park home in June, 2016,

where officers seized hard-drives, computers, SD cards and a USB stick, which contained material associated with violent extremism and advocating IS as well information relating to discussions of the Sydney Lindt cafe siege, the court heard. A recorded interview with AFP officers revealed Kocoglu “did not accept full responsibility or demonstrate insight into the criminal nature” of his offending, the judge said. Kocoglu, who also has bipolar, spent 31 days in custody after his arrest and later complied with stringent bail conditions for three years including a “considerable restriction” on his use of internet and a prohibition of social media as well as reporting daily to the police. Judge Lyon said he believed Kocoglu “wasn’t planning any terrorist activity in Australia” but it “cannot be ignored that your interest in extreme violence and the work of these organisations dated back before your offending as far back as the year 2005”. Kocoglu completed Year 11 in Australia before going on to finish his education in Turkey. He started an Arabic theology degree but

not complete it. He returned to Australia and worked in call centres and factories but was unemployed for about 10 to 12 years. The deaths of one of Kocoglu’s young twin sons in 2011 due to a house fire sparked depression and more time online “examining his faith and Islamic ideas,” the court heard. His defence council argued Kocoglu was remorseful, deracialised, and had good prospects of rehabilitation. In sentencing Judge Lyon said: “It is important to note that you have not committed any further offence in the last five years and you are a person who is previously without prior convictions”. “I was told that since your arrest ... you have suffered insults, disparagement, and constant isolation in your local community,” Judge Lyon said. “I have decided it is not in the interest of justice that you return to prison.” Judge Lyon released Kocoglu on a 12-month recognisance order and ordered him to pay $500 and be of good behaviour for one year.

Plan is proof of a bright future for Hampton Park By Brendan Rees Casey Council has unveiled plans for a new $15 million community hub building, and refurbishment of Arthur Wren Hall in Hampton Park. Councillors adopted the Hampton Park Central Community Precinct Masterplan at their 7 November meeting. Under the plans, a further $2 million will be spent realigning Main Street to improve the street network, including car parking and ensuring the town square celebrates the River Red Gum tree. The Masterplan proposes to build a two storey integrated community building containing multi-use spaces, new community services and some existing community house functions. The library and youth centre are planned to remain in place however a new main entrance will be constructed to the north to allow direct access into the shared foyer and towards the new town square and Main Street. But council says none of this will be possible without the help of Federal and State Government funding. River Gum Ward councillor Wayne Smith welcomed the Masterplan which he described as a “long time coming” and had been “given the tick of approval” by the majority of the community. “This goes back a long, long time trying to getting the Hampton Park central area sorted out which is notorious for being the worst planned business precinct probably anywhere,” he said. He said the Hampton Park Shopping Centre precinct had been an “example of bad or poor planning for a long, long period well before

Cr Damien Rosario said the Development Plan provided a clear framework for the future revitalisation of Hampton Park Central that will apply to private landowners or new developers. “It aims to streamline and better inform planning decisions to make redevelopment more attractive in the area,” he said.

He said the project would “take a number of years,“ adding “We’re not talking doing this about tomorrow but we do want to see it happened.” Community consultation was undertaken in 2018 when the Masterplan was exhibited and the feedback was received to inform the vision, actions and priorities of the plan. Council intends to continue to work closely with the community, groups and service organisations to understand what challenges and opportunities there are for the future of

Evelyn marks a century By Brendan Rees

Women’s Association, the Narre Warren North church (30 years), and Berwick Presbyterian Church until finally settling at Narre Warren/ Webb Street Church. She and her eldest daughter Margaret were among the first volunteers at Webb Street church who set up the Transit Soup Kitchen. Ms Peterson only retired from transit a couple of years ago. Ms Peterson has 14 grandchildren, 21 greatgrandchildren and seven great-great grandchildren with another two due in early and late March 2020. When asked what her secret is to a long life, she says: “I was given a healthy body and looked after it. I never smoked or drank. I once had wine as part of a communion in church and was couldn’t wait to get home for a cup of tea.” Ms Peterson says she enjoys eating one

piece of toast with marmalade or jam for breakfast with “a good knife full of butter, I do it properly” She also lives by the quote: “To know what’s right and live it” and her regrets in life are ones “I forgot to do.” “I wish I had looked after my mother and father but I was busy raising children and working,” she said. Ms Peterson says she tries not to think about death. “If I think about it I think I don’t know what’s going to be like but in the Bible St Paul says it’s good here but better once you’re gone. Fear not; just trust the Lord. That is what I believe. When it comes to that time I will just say I will not be afraid as the Lord has said fear not”.

Narre Warren resident Evelyn Winifred Peterson has celebrated her 100th birthday with a wealth of family and friends. Born on 18 November 1919 at home in Kyabram, with help from a local midwife, Ms Peterson worked as a nurse at the Rural Kyabram Hospital. She married her husband Norm in December 1941 after his family moved to Kyabram from Melbourne. “As they were ‘townies’ they didn’t know what to do on a farm therefore spent every night or two at our house,” Ms Peterson said. “I became very close to Norm. He eventually

asked me to be his”. They had six children: twins Darryl and Margaret, Graeme, David and twins Lorraine and Rosie. They lived in Kyabram until moving to Gigarre East, then moved on to Harkawary in 1956, until settling in Narre Warren in 1966 the year the currency changed. She has now lived in Narre Warren for 53 years. Before Norm died in 2004, they had been married for 63 years. During their life together, Norm was a soldier in World War II, and Ms Peterson was a mother and farmer, even milking cows while in labour with their twins Rosie and Lorraine. She said the secret to a marriage was “endeavouring to make the other person happy.” Ms Peterson was part of the Country

Weapons and cash seized in drug raid By Brendan Rees Imitation firearms, cash, and weapons have been seized at a property in Cranbourne East on Wednesday 13 November. Members of the Southern Division 3 Divisional Response Unit executed the search warrant in Butterwick Terrace in relation to alleged drug offending. Police allegedly found imitation firearms

Also located was a large amount of ecstasy tablets, LSD strips, magic mushrooms and prescription medication, police say. “Officers seized a large quantity of several alleged drugs of dependence as well as alleged imitation firearms and restricted weapons,”

Victoria Police spokesman Sam Bidey said. A 26-year-old Cranbourne man has been charged with several offences including trafficking drug of dependence, possess drug of dependence and possess imitation firearms. He was remanded to face Dandenong Magistrates Court on 2 December. A 22-year-old Cranbourne East woman was arrested and released pending summons.

Police find guns, cash and drugs Firearms, ammunition, cash, and a large quantity of drugs have been seized and a man arrested after police raided a Narre Warren house on Wednesday 13 November. Detectives of Dandenong Criminal Investigation Unit applied for the search warrant at the house after Highway Patrol intercepted a driver with an outstanding warrant. An Endeavour Hills divisional van attended to assist with processing the 30-year-old man and a large quantity of illicit drugs was located, police say. Southern Divisional Response Unit and the Narre Warren uniform members then attended the man’s Narre Warren address where a large number of firearms, ammunition, cash, and illicit drugs were allegedly seized. The man was interviewed will appear at the Melbourne Magistrates Court on Thursday 14 November.

Casey councillor Sam Aziz was paid a $5000-amonth “sham” commission for sourcing wealthy Chinese investors for equine firm Spicer Thoroughbreds, it was alleged at an anti-corruption hearing. The prinicipal of Spicer Thoroughbreds was unaware of the “unauthorised” arrangement paid for by property developer John Woodman, the IBAC hearing was told on 19 November. Mr Woodman agreed with counsel assisting Michael Tovey’s assertion that the payments were “funnelled” through Spicer Thoroughbreds - which had provided horses to Mr Woodman over the past decade. Under questioning from Mr Tovey, Mr Woodman said the payments were “in hindsight” a conflict of interest. “The contracts that you had for these people with Mr Aziz for consultancies were really just an excuse to pay money that he was insisting on getting because of his role as a councillor,” Mr Tovey said. “Yes, sir,” Mr Woodman said. “But I was advised by (part-owner Bernard Lee) that there was in fact an agreement and that Mr Aziz was in fact seeking people to participate in the purchase of race horses.” He’d never seen evidence of Cr Aziz communicating with a “potential client“, Mr

Woodman conceded. Spicer Thoroughbreds was part-owned by Bernard Lee, the boyfriend of Woodman “lobbyist” Lorraine Wreford, the hearing was told. Ms Wreford took up the posting after being on Casey Council and losing her Liberal MP seat, Mr Woodman said. Her job was to “communicate” with Liberalaligned councillors for $5000 a month. She also couriered cash to Cr Aziz, including $2000 out of a $25,000-a-month payment

to Cr Aziz on a Little River project. That was withdrawn recently after Mr Woodman learned that Cr Aziz didn’t gain entry to his planned PhD on Smart Cities. Former ALP federal candidate Phil Staindl was hired to target Labor councillors - Tim Jackson being the only one lobbied in Casey, according to Mr Woodman. Mr Staindl was being paid $3000 a month, with his $250,000 “success fee” withdrawn after the Cranbourne West rezoning was refused by the State Government.

"If I had my time again I would've made exactly the same decisions because I am sure that the decisions that I made were very, very good for the community."

Mr Aziz denied ever accepting a 'bribe' describing the allegations as "absolute nonsense." "I have never ever in my entire career of 35 years of public service to receive a bribe for anything. "I would never accept it upon myself to receive a bribe. "What I have done is acted in the best interests of my community."

Legal eagles have flocked to the IBAC hearing into alleged corruption among Casey councillors and property developers. On the opening day, separate legal representatives for developer John Woodman, his lawyer and consultant Megan Schutz and developer Leighton’s executive Thomas Kenessey were on hand. Casey Council and its current chief executive Glenn Patterson were represented. A lawyer sat on behalf of Casey councillors Amanda Stapledon and Gary Rowe. Colleague Geoff Ablett was represented separately. Casey ex-mayor, former state MP and Woodman “lobbyist” Lorraine Wreford was separately represented. There was no mention of representation for ’person of interest’ Cr Sam Aziz. A City of Casey spokesperson wouldn’t detail the legal costs to the council. They said that the council was required under law to cover the legal fees of councillors and staff “provided they have carried out their roles and responsibilities ... in good faith”. “Where a councillor of council officer has been found to not have acted in good faith, Council’s insurer will not cover the legal fees and it would be up to the individual councillor or council officer to cover their own legal costs.”

Casey councillor and former mayor Sam Aziz may return to Australia before the end of the IBAC hearings. On 20 November, he told 3AW Radio that he would fly back from overseas work in Egypt "possibly in the seven to 10 days". The IBAC hearings are expected to run until 6 December. "This is certainly nothing unusual," Cr Aziz said of his overseas flight. "And it is an absolute travesty of justice that the media seems to have made an issue out of it when, clearly, I have a return ticket and IBAC was aware I was travelling and didn't stop me from travelling." On the hearing's opening day, Counsel assisting Michael Tovey QC said that Cr Aziz would not appear. He had allegedly put his house on the market and sold it soon after being served a search warrant, the hearing was told. The 'mayor emeritus' had not yet returned since flying out to Egypt "some four or five weeks ago", Mr Tovey said. "And we are unaware as to if and when he might be returning." IBAC has since placed a restraining order on the proceeds of that house sale, Mr Tovey said. On 3AW, Cr Aziz said that "two thirds" of the alleged $900,000 received from property developer John Woodman was the councillor's own money. He said he'd withdrawn the cash to stop his former wife from "quarantining or shutting down" money in his accounts. He delivered it in a suitcase to Mr Woodman as an investment in mezzanine finance at

IBAC HEARING

$1.2m payments claim Two City of Casey councillors allegedly received a total of about $1.2 million from property developer John Woodman and associated companies, an anti-corruption hearing has been told. In a day of bombshell testimony, Mr Woodman detailed extraordinary payments to former mayors, Crs Sam Aziz and Geoff Ablett - close to $900,000 to Cr Aziz and more than $300,000 to Cr Ablett. Mr Woodman also testified he had been loaned a suitcase of $600,000 cash by Cr Aziz. Mr Woodman testified under oath to the Independent Broad-based Anti-Corruption Commission (IBAC) that in January, he’d hired Cr Aziz as a consultant for $25,000 a month over two years as a smart cities adviser. It was in relation to Woodman’s son’s company Wolfdene seeking the rezoning of land in Little River in Melbourne’s west. He’d paid Cr Aziz $250,000 over the past 10 months due to his “expertise” in trying to implement smart cities technology in Casey and him undertaking a PhD in the field. Former Casey mayor and ex-State Liberal MP Lorraine Wreford allegedly acted as courier for Mr Woodman, delivering $2000 cash a month in “miscellaneous expenses” to Cr Aziz. The remaining $23,000 per month was paid by transfer.

The payments stopped “two weeks ago”. Mr Woodman said it was mainly due to learning that Cr Aziz’s purported PhD application had not gone through. Mr Woodman said that he’d spoken to Cr Aziz about 10 times - about seven of them related to council matters. He said there was “not always” a council officer present in their council-related discussions. Counsel assisting the inquiry, Michael Tovey QC, said: “Mr Woodman and those who worked for him or represented him kept a very close and controlling association with a core group of councillors who were expected to and did line up votes in favour of his interests.“ Mr Tovey said IBAC was interested in what appeared to be a failure by Cr Aziz to declare any conflict of interest, perceived or otherwise. Cr Aziz had loaned $600,000 cash - delivered in a suitcase - to invest in Mr Woodman’s developments. Interest was then paid back to Cr Aziz at the rate of $15,000 - in cash - per month. Mr Woodman testified that the cash was again delivered by former councillor and MP Lorraine Wreford, employed by Mr Woodman’s firm as a “lobbyist“. Mr Tovey said that Cr Ablett and Cr Amanda

Stapledon allegedly received “significant donations” to their 2014 state election campaigns from Woodman’s company Watsons Pty Ltd. They had stood as Liberal candidates during the election. Mr Woodman testified that he had spent approximately $200,000 buying into racehorses, at least some of which were jointly owned with the Ablett family, since 2012. He said he was paying Cr Ablett $5,000 a month in expenses for horses, under a legal agreement. Part of that agreement was that Cr Ablett would have no further involvement in any council discussions or business involving Mr Woodman’s companies. None of the horses involved had ever raced in a “formal race“, Mr Woodman said. The IBAC investigation will focus on corruption involving Casey councillors and property developers, particularly in relation to three planning issues, Mr Tovey said. They are the Amendment C219 rezoning of land in Cranbourne West, the H3 intersection in Hall Road, Cranbourne West, and the Pavilion Estate. “The concern is whether the (planning) process has actually or potentially been corrupted

or compromised by councillors being influenced by close undisclosed relationships with developers and their representatives, and on occasion the receipt of financial or other benefits,” Mr Tovey said. Witnesses would include other councillors, council officers, planning lobbyists and consultants, Mr Tovey said. Mr Woodman described himself as working as a “consultant” to Wolfdene - a development company part-owned by his son Heath. Mr Woodman also identified his son Heath as a codirector of a number of companies associated with Watsons. Wolfdene was involved in the Pavilion, East, Elysian and Brompton Lodge estates in City of Casey, he said. Mr Woodman denied he’d lobbied councillors to promote Wolfdene’s interests. He said he made political donations for “good governance“. In a statement released on the morning the inquiry commenced, the City of Casey said: “We remain committed to ensuring the highest standards of integrity and probity as we manage the rapid growth and development of our city.“ The hearings continue, and are expected to last for three weeks.

Mornington millionaire Woodman’s rise to the top John Woodman grew up in Springvale before making his millions as a Mornington-based property developer. He directs Watsons Pty Ltd, which describes itself on its website as the “pre-eminent consultant to land developers”.

It claims to produce between 10 and 20 percent of the total lots released to the Victorian market each year. Mr Woodman, then 60 years old, was profiled in Mornington Peninsula News while running for local council elections in 2012.

He arrived on the peninsula as a project manager “on the way up“ in 1981. He bought Watsons in the 1990s and acquired several “notches on the belt” including the $650 million Martha Cove development at Mt Martha.

“Mr Woodman has made Watsons the preeminent development “one-stop shop” on the peninsula and the southeast with a reputation for shepherding difficult projects through labyrinthine planning laws,” reporter Mike Hast wrote.

‘Welcome’ for hearings By Brendan Rees Casey mayor Susan Serey has declared council is "fully cooperative" with Victoria's anticorruption commission amid explosive claims councillors received cash-for-favours from a property developer. It comes as the Independent Broad-based Anti-corruption Commission (IBAC), the state's independent anti-corruption body, began public hearings on 18 November into allegations of serious corrupt conduct in relation to planning and property development decisions at the Casey Council. On day one of the hearings it was alleged Cr Sam Aziz and Cr Geoff Ablett pocketed about $1.2 million from property developer John Woodman and associated companies in exchange for favourable planning decisions. But it was business as usual at council's 19 November meeting which lasted about 40 minutes - with just a handful of people in the public gallery and council officers in attendance. Chairing just her second meeting as mayor, Cr Serey announced she would like to make "some brief comments" regarding the IBAC hearing. "Public hearings commenced yesterday into several planning decisions by the City of Casey dating back to 2014," she said. "As the hearings are ongoing, it's not appropriate for the council to comment on specific allegations made at the hearings but as the mayor I wanted to reassure all ratepayers that the City of Casey is fully cooperative with the commission and we welcome these hearings in the public interest, thank you". No further discussion was made between councillors about the hearings. Interestingly, seven public questions were

presented to council - however none were related to the corruption probe. Cr Serey told the chamber Cr Aziz and Cr Ablett had been granted leave from the 7 November until the end of the year. Councillors in attendance at the meeting were Cr Amanda Stapledon, Cr Gary Rowe, Cr Wayne Smith, Cr Milla Gilic, Cr Rex Flannery, Cr Rosalie Crestani, and Cr Tim Jackson. No councillors announced any conflict of interest or political interest for the meeting. Cr Damien Rosario was also granted leave following the stillbirth of his and his wife's baby boy, Henry. The funeral will be held at St Kevin's Church in Hampton Park on Wednesday 20 November. Members of the Casey Residents and Ratepayers Association were also present at the meeting. In a statement, the Association's spokesman Brendan Browne said the allegations were "shocking" and the hearing was "long overdue". "If one any of these allegations are substantiated it is an absolute disgrace. We have complained to council for years about their lack of transparency only to be met with silence, rhetoric and insults. Yet, a greater level of transparency could have prevented the mess we are now in. In the end it is the local people who pay when a council does not act in their best interests," Mr Browne said. "A lack of planning and good governance has already lead to a lack of local jobs, congested roads, overflowing car parks at railway stations and a range of other problems. Unfortunately this council has not functioned the way it should have for many years." Casey CEO Glenn Patterson did not publicly speak during the meeting.

Members of Casey's Afghan community have been recognised after completing training programs to ensure they are workforce ready. Fifty women of the Hazara community were awarded certificates in safe food handling, first aid and introduction to training in the cleaning industry during a graduation ceremony at Lynbrook Community Centre on Wednesday 13 November. The training, delivered by the Women's Association South East Melbourne Australia, was designed for those whose English is a second language and to help increase their employability skills. Sadia Ali, president of the United Cultural Support Inc said she was proud of the recipient's efforts who are "ready to go out in the work force and become independent". "The students have been impressive with their diligence, punctuality and attendance," she said. "Each training was delivered over several days with hands-on experiences and well as class room environment. The students were

supported by experienced trainers with the concepts and to make sure that work place English conversations were understood," she said. "I would congratulate two of my proud ladies Nouriah Eliasi and Zahra Mohammadi who have started their catering business after receiving their training and certificate in safe food handling," Ms Ali said. "Without the collaboration, partnership and support of our partnered organisations and Volunteers this wouldn't have been possible". The award ceremony also featured police officers from Victoria Police who delivered a cyber safety information session titled 'Think U Know' to the parents of young people covering issues of cyber bullying, online gaming, inappropriate content desire, privacy management, identity theft and more. A fourth program will also start soon in 'Water safety and swimming lessons for Afghan Women'. The programs were funded by the Komak Program and Connections -UNITING.

Santa’s little helpers have been hard at work this year creating between 800 and 900 toys and they’re not finished yet. As part of their Christmas toy appeal, the club will donate wooden toys for underprivileged children. They will be handed out to charities including 4Cs, Turning Point Church in Cranbourne, Casey North Community Information and Support Service, Cranbourne Information and

Support Service Inc, and Windermere Child and Family Services. Fifty of the members dedicate up to three times a week making toys at the Old Cheese Factory to craft everything from tractors, trailers, jigsaw puzzles, rocking horses, wheelbarrows, and trains. Club president Len Preece said it was all about putting smiles on children’s faces and “give them something they wouldn’t normally get at Christmas time”. The toys will be presented at a Gala Day where representatives of the charity groups, local MPs and councillors will gather on Sunday 8 December at the Old Cheese Factory.

Relay for Life raises $45K By Brendan Rees There was a sea of purple at Casey Fields as hundreds gathered to the 2019 CranbourneNarre Warren Relay for Life to raise money for the Cancer Council over the weekend of 16-17 November. The 305 registered participants managed to raise $44,500 in the hope to find a cure for cancer. The event brought the community together to celebrate survivors and recognise the unsung heroes - their carers. Teams committed to walking or running around the athletics track for 48 hours nonstop to signify that cancer never rests. Cancer survivor, Nat Wenke, who was named this year’s Face of Hope opened the event and was joined by Federal Member for Holt Anthony Byrne. In Mr Bryne’s Facebook post he said: “Thanks to the amazing Jodie Hollis and her management team for organising this life af-

firming event. You can still show your support by attending to cheer on the teams or by donating via the Cranbourne-Narre relay for life website“ Ms Wenke underwent six months of chemo this year at the age of 43. She was given the news she was cancer free in September. “Your life just changes and I don’t think I’ll ever get back to normal,” Nat says. A candlelight ceremony was also held on Saturday night. Other activities included candle bag decorating, an obstacle course, Jenga and Connect 4 game, trivia and endless entertainment. Runner-up of Australia’s Got Talent 2019, singer Jennifer Anderson also performed two songs. The event was supported by sponsors including the City of Casey and all funds raised go to the support, prevention and research work carried out by Cancer Council Victoria. Casey councillor Amanda Stapledon spoke at the closing ceremony.

Cafe is OK By Brendan Rees Casey Council has given the green light to a new cafe to open in Narre Warren North. The plans from Ciavanni Group to build a cafe at 35-69 A’Beckett Road, Narre Warren North were amended to reduce patron numbers and operating hours before getting the thumbs up at council’s 7 November meeting. Casey’s manager of Statutory Planning and Building Services Duncan Turner said council determined the application would “facilitate the growth of local business and employment and with the conditions imposed on the permit, would not negatively impact the local community”.

The applicant’s plans original plans sought to increase patron number from 38 to 88 people and operate from 6am-11pm trading seven days a week. However council said the potential amenity impacts, including noise, would have the ability to “significantly affect” residents of nearby properties. Therefore, council made a condition that the cafe operates from 6am to 9pm Monday to Wednesday; 6am - 10:30pm Thursday to Sunday and public holidays. The cafe would also be restricted to 12 patrons and additional outdoor seating for 26 people.

Trivia night to fight diabetes By Danielle Kutchel Quiz masters and trivia nuts will have the perfect opportunity to show off their brain power at the upcoming Funtopia Trivia Quiz Night fundraiser. The Quiz Night will be held on Saturday 30 November from 7.00pm at Clyde Public Hall, and has been organised by the V3 Online Lions Club Branch. Profits raised from the event will go towards Lions community programs. Shirley Higman, president of the branch, said some of the funds would go towards Lions Prevention of Diabetes programs. Diabetes is one of five focus areas for Lions Clubs worldwide. Guests can book tables or come as individuals. Table sponsorship is also welcomed.

Old friends share tales With the adjoining Mechanics' Institute they are the only two surviving pre-World War II buildings in Webb Street. The school is also typical of interwar schools such as the multi-paned double-hung sash windows with two brick chimneys. Former student Moyneen Chester, who started prep at the old school in 1957, said a "few tears of happiness were shed" as well as many "hugs and laughs" at the reunion. "Most people recognised each other or introduced themselves and the place was abuzz from the minute it started," she said. There were about 60 people at the reunion including former residents of the area.

By Brendan Rees There were many stories shared among former students of Narre Warren Primary School No.2924 during a recent school reunion. About 40 past students who attended the school from the 1940s through to the 1990s came together at the Narre Warren Senior Citizens rooms on Centre Road, Narre Warren on Sunday 10 November. The former weatherboard school, constructed in 1929 at 53-57 Webb Street, is now heritage listed and played an important role in the development of the community for over a century from its opening in 1889.

Among the attendees was Bill Sweeney, whose father supplied the grounds for the Narre Warren football ground as well as Tony Weaven, an outstanding community man who coached the junior football teams for many years. "We had people come from Byron Bay, Tocumwal (a town in New South Wales), Warragul and many people bought old school photos from as early as 1953 although some were damaged," Ms Chester said. The idea for the reunion idea came about after Ms Chester caught up with some former school friends at a funeral. The former students, she said, were aged

in their 40s through to their 80s and wanted to "catch up over a cuppa and talk about how lucky we were to have grown up in Narre Warren back in the day." "I felt it was well worth all the phone calls and even the dead ends I chased up. I spoke to my prep grade teacher Mrs Crowley, who is in her mid-nineties now and would have loved to come along as well as people from as far away as Darwin who hope to come to the next one," she said. Ms Chester thanked Casey councillor Amanda Stapledon and members of the Narre Warren Senior Citizens committee for making the reunion possible.

Provenance Artists in Narre Warren South have been given a special gift to create paintings telling the story of Australian soldiers in the Vietnam War. A $6,000 grant by Federal Member for Holt Anthony Byrne will allow 10 leading artist will create 22 large paintings to tell the story and honour Australia's brave soldiers - which will be the centrepiece Provenance Artists' Great Art Show on 27-29 March 2020. The paintings will be exhibited at Nossal High School and Federation Univerisity Berwick campus and later at the Cranbourne RSL before being unveiled at the National Vietnam Veterans Museum in Phillip Island on National Vietnam Veterans day on 16 August. The paintings will then be given to the museum in perpetuity. Provenance artists are working with local

and Philip Island veterans to select the photos from which the paintings will be created. Casey Council also provided a special grant Provenance Artists to to take their art studio to the digital age. The group used the grant to buy two computer screens to download images and create their paintings about the Vietnam War. Casey councillor Geoff Ablett says council is excited to open a new family and community hub in Term 1 2020 in Botanic Ridge.

Pre-school hub under way A new $5.9 million family and community centre being built in Botanic Ridge is on track to open for Term 1 next year. The hub delivers a much-needed kindergarten and maternal and child health services for the growing community. City of Casey is jointly funding the new facility with the State Government, which is being built on the grounds of the new Botanic Ridge Primary School. The integrated family and community centre will be home to two fout-year-old kindergarten playrooms, two maternal and child health consult suites and a large, multi-purpose community room available for hire to deliver a range of community programs, activi-

ties and services. Council has already been taking kindergarten enrolments from families, with the kindergarten to initially operate one room full time from Term 1, accommodating up to 50 children. Balla Balla Ward Councillor Geoff Ablett said council was excited to give the community an update on this project, with many families looking forward to the centre opening its doors. "We're working closely with the Victorian School Building Authority and Department of Education to deliver this new facility on the school site, which will bring many benefits to local families," he said. "Co-locating with the school will help local

children make a smooth transition from kindergarten and reduce the number of drop-offs for some parents with both kinder and schoolaged children, as there will be a single point of entry for both the school community and those accessing the family and community centre. "Council has been running the Botanic Ridge Interim Kindergarten out of a portable building on Devon Meadows Primary School, which was designed to fill the gap in kindergarten services while waiting for the more permanent kindergarten to be built. "So, it's with great excitement that our new kindergarten will be completed soon, and we look forward to welcoming the first cohort of

Council also plans to undertake some other projects for the Botanic Ridge community, including constructing an extension of Orchard Drive to improve access to the school and community facilities. There are also plans for a new sports reserve to be constructed south of the primary school site that will cater for soccer and cricket. This project is currently in the design phase, and it's anticipated that construction will start in the next four years. Probus Endeavour Hills Club

Berwick Artists Society's demonstrator for November is Echo Wu. She paints in watercolours in a Chinese style. Her artworks are based on her Chinese culture. Echo Wu was born in Nanjing China, a city famous of its cultural atmosphere. She grew up in an artistic family and her father's association with famous Chinese painting and calligraphy masters in China created an Environment for Echo to fall in love with Chinese painting at young age. The pride of North Dandy By Nick Creely Dhilipkumar Gananeshansiva plays his cricket like he approaches his life - with a positive attitude and a beaming smile across his face. The 17-year-old North Dandenong Cricket Club youngster - known as Kumar Siva - made his first XI debut in the Maroons’ Turf 1 clash against Narre South on Saturday, but it was no ordinary entrance into the top-flight of the DDCA. Kumar came to Australia as a refugee from Sri Lanka at the age of just 10 with his brother and without his parents there beside him, and has since used his love of the game and positivity to forge a life for himself in the southeastern suburbs. The youngster told the Star News that while it initially took time to acclimatise to life in Australia, he couldn’t be happier settling in Endeavour Hills. “We were really young, but my parents wanted us to have a better future,” he said of moving across from Sri Lanka. “I was at Christmas Island for a month or so, and then moved to Tasmania, and from there, we came to Melbourne. “It was pretty tough for the first year to be honest, but then once I got used to it, everything became normal to me. I just love the place, the people.” He said the experience of leaving his parents has forced him to grow up quickly, and basically learn to become independent in his new Endeavour Hills home. “We have guardians and carers to look after us, so it’s like a detention centre house but with more freedom, we go out and stuff. They come and go every now and then,” he said. “I had to learn things by myself without my parents and all and with my brother, so I had to learn new things and grow up.” Only a year after arriving in the country, Kumar made his way to the North Dandenong Cricket Club, a place he now calls home. As a shy kid, one thing never left Kumar as he learnt the game as a junior, made new friends and left an impression on his club that smile, one thing that has been admired by others as they watched his progression. Swans rack up the runs By Nick Creely Make no mistake about it, Casey-South Melbourne's is one of the in-form batting groups in the Victorian Premier Cricket competition. And that isn’t just within the first XI - the Swans are starting to rack up the runs through the grades and showcase the depth that’s been so heavily talked about during the off-season. It seems a far cry from the Swans’ opening round clash against Prahran when they were skittled for just 45 on their home deck. But things seemed to have clicked for Brian Keogh’s group. On Saturday, on the picturesque Junction Oval against St Kilda, the Swans - coming off a strong win against Fitzroy-Doncaster the week before - saw an opportunity to make the most of a deck that’s seen plenty of runs this season, and pain for bowlers. In the only Sheffield Shield game this season between Victoria and South Australia, there was a total aggregate 12/1287 across four days. But there was a bit more life in this deck, and the Swans' openers, skipper Luke Wells and keeper-batsman Devin Pollock had to fight hard for their runs and showcased rocksolid techniques against a disciplined opposition bowling attack. The pair added 67 for the first wicket, with Pollock falling for a patient 37, bringing Wells and Nathan Freitag to the crease. The captain and vice-captain have spent plenty of time at the crease this season, and the pair added a further 63 runs to the score, still playing with patience but crucially putting away the bad balls. Wells (65) fell short of back-to-back centuries when he edged behind off seamer Shea Gribben (1/41), but the Swans were steadily building into a potentially monster total. Freitag registered his third half-century on the trot, while the highly-talented Joel Mitchell crunched 58 and once again showed he’s one of the most promising players in the competition. Entering the final session, the Swans lifted their aggression, which was always going to yield more wickets for the Saints, but a blistering knock from Jordan Wyatt (61 off 44 balls) saw the Swans push towards 300. In Wyatt’s 50-minute dig, the middle-order dynamo whacked five sixes and took a liking to emerging spinner Todd Murphy (2/121) in the kind of innings that the aggressive righthander has become known for over the last few seasons. A vital cameo late in the day from James Maxwell (20) then saw the Swans reach stumps with a strong 9/329 next to their name - setting up an intriguing day two on Saturday. Swans coach Brian Keogh said that his group has come a long way since the opening exchanges of the season, but was wary that the total wasn’t a safe one with the wicket flattening out as the day progressed. “We walk away thinking, ‘yeah, we’ve got 330’, and most people would take that but I’m far from saying that’s enough - we’re in for a super competitive game, and I think in the

last hour or so the game will be on the knife’s edge,” he said. “There’s been steady improvement with the bat, and we’re starting to really trust our lineup - four guys getting 50 and 60 aren’t ideal, you’d ideally want one of those to go on, but you’d take that most weeks. “As a coach, you always want more - I suppose if you wanted to be critical, if one of those guys went on to get the big one, you are looking at 350, 355, and if you get that, it feels really good.” Keogh said that the wicket did provide something for bowlers if they stayed true and stuck to plans, and believes his bowling group took some learnings from the day. “If you hit the right areas back off the length in the first session there was plenty in it - Wellsy and Dev faced plenty of balls, and either left it or played and missed at plenty,” he said. “The reality is the weather is going to be better this week, so the wicket will probably be even flatter, but even towards the back-end of the day if you bent your back - which a lot of Saints guys did - there was still some movement. “I thought it was a really good cricket wicket - I know a lot of people talk about how flat it is, but I thought it was great; it seamed early and then flattened out. “They had an off-spinner (Todd Murphy) who bowled really well - Jordy took him as he can and got on a bit of a run, but he was getting it to turn and bounce. It was a really competitive day.” It was also a strong day with the blade for the seconds and fourths, who made 7/338 and 8/327 respectively, with Keogh adamant that the depth of batting is as good as it’s been in recent memory. In the seconds, the two leading run scorers in the competition, Aaron Fernando (128) and Chris Benedek (80), continue to not just knock on the door for first XI selection, but barge it down. The Swans are also set to welcome back Dylan Hadfield and Lachie Sperling - both vital players in the group - in the coming weeks, while the likes of Ashley Chandrasinghe, Ashvin Adihetty and Ryan Eaton are more than capable of breaking into the side. “Growing pains is what we aspire to be as a successful club, that’s it harder to get out than it is to get in - this is the problem that Melbourne, Fitzroy, and the Dandenongs battle with. Our batting depth is strong,” Keogh said. “Chris Benedek made 80 on the weekend, and his average went from 120 to 110, and if you go through the grades, he’s got the best average by a while. “Aaron is demanding a spot, and so is Eggs (Benedek), and we’ll have to manage that, but respect the guys that are there at the moment - at some point, you just have to find a way to get these guys in the side. “I also cannot remember the last time our fourth XI made 300, let alone 275 - that again, with where we’re trying to be, that is the type of thing that we’re looking for.” Play will resume at the Junction Oval at 11am on Saturday morning.

Goodbye, interleague By sports editor Russell Bennett AFL Victoria has pulled the pin on the annual interleague program more commonly known as the ‘WorkSafe AFL Victoria Community Championships’. In a memo sent by AFL Victoria to officials across the state, seen by Star News Group, concerns raised by clubs and leagues about the concept appear to have spelt its death knell. But there are also reports that sponsorship could also have been a significant factor. According to AFL Victoria, clubs and leagues - both senior and junior - across country and metropolitan Victoria were given the chance to provide their feedback on the Community Championships and representative football. But AFL Victoria won’t be operating the Community Championships in 2020, with the memo stating: “Many stakeholders raised the current format as a concern, telling us they believe it needs an update and changes. The Metropolitan Junior Championships and V/Line Cup representative programs for juniors will remain given there was very strong support for these two programs from across the state”. According to the memo, the main areas of feedback from clubs and leagues revolved around concerns to do with the ranking system; the varying levels of competition; travel; costs, and the pressures those costs place on leagues, fixturing, and administration; and player availability. But, fascinatingly, according to the memo, “AFL Victoria would encourage leagues to continue a representative program in 2020 if it is relevant to their league. Leagues who wish to participate in representative football in 2020 are encouraged to do so and AFL Victoria will continue to financially support leagues who wish to pursue representative programs”. In Gippsland, for example, since the WGFNC’s first season, many have supported a push for West Gippsland to go head-to-head with the Gippsland League at senior interleague level. This could theoretically open the door for such a scenario to take place. Phillip Island premiership assistant coach, and one of the most respected voices in community football coaching, Brent Clinnick, offered a more left of field suggestion - a club Champions League style set up at the end of

Of that money, $100,000 would be invested into the Champions League format to cover facilities, umpires, and officials. There would then be $130,000 left over for prize money split between the top five competing clubs - $75,000 for first, $25,000 for second, $15,000 for third, $10,000 for fourth, and $5000 for fifth. Each game would be played over two 25-minute halves, with the competition able to be run between mid-October and Melbourne Cup weekend. Under Clinnick’s proposal, it could be run on Thursday and Friday nights,

as well as Sundays - leaving Saturdays free for the opening weeks of the cricket season. AFL Victoria would run the bar and canteen, with proceeds split between AFL Victoria and each of the competing leagues. The revenue destined for the competing leagues could then be divided up amongst each club in those leagues. While Clinnick’s idea is sure to raise more than a few eyebrows, it’s one that will generate plenty of discussion with the statewide interleague format having run its race.

Stars sparkle in a huge night of DDCA Twenty20 action There were three sparkling centuries on a night where runs rained from the bat in Round 3 of the Dandenong District Twenty20 competition on Tuesday evening. Played in perfect weather - a far cry from a rain-interrupted season so far - the batsmen enjoyed the sunshine to take full toll. Down at Perc Allison Oval, Heinz Southern Districts skipper Kaushalya Weeraratne crunched an unbeaten 101 as the Cobras went to town on the home side, Beaconsfield. Batting first, the Cobras were in a bit of strife early, but Weeraratne saved the day, with the Frankston Peninsula marquee man in the Vic Super Slam continuing his white ball dominance by dispatching the ball to all parts as his side struck an imposing 3/175. The Tigers stood little chance after quickly finding themselves 3/11, and scrambled their way to 7/96, with Jack Benbow leading the way with 37. The impressive Chandima Abeykoon was excellent with the ball, ending with figures of 3/14, while Tharanga Watterugedara (2/18) and Michael Davies (2/26) caused issues with the new ball.

It was a similar story down at Max Pawsey Reserve as Fountain Gate played host to the powerful Springvale South. The Gators - who have perhaps unluckily been drawn against Berwick, and now the Bloods, in this tournament - sent the visitors in to bat, where it was all about overseas star Ateeq Javid. Javid - who crunched 88 in his debut Twenty20 for the club against Berwick weeks earlier - was merciless against the Turf 3 outfit, belting 108 off 53 balls, a knock glittered with 17 boundaries, including five sixes. The Leicestershire top-order batsman put on 106-runs for the first wicket with Akshay Ballal (32), setting up a grand total of 3/213 off its 20 overs. Liam Hamilton also carved up the Gators to finish unbeaten on 40 off just 21 balls to help set the imposing chase. Javid has now made 365 runs at 91.3 across all formats in the early stages of the season and continues to build into a potentially recordbreaking 2019/20 campaign. While the home side battled hard to make a fist of it, with skipper Stephen White (24) crunching five boundaries, the likes of Kallan Braid-Ball (3/15), Akshay Ballal (2/9) and

Brayden Sharp (2/6) helped bundled the Gators out for 74 in the 19th over. Cranbourne captain-coach Sandun Dias was the third star batsman to take the night by storm, registering another century, this time against Parkmore Pirates to lead his side to victory. The Pirates scrambled to 8/134 after a strong hand from skipper Anurudhdha Fonseka (44 not out), but the likes of Tim Fathers (2/29) and Jordan Margenberg (3/22) helped make the chase a manageable one. Despite an early wicket, the Eagles through Dias - dominated, running down the total with four overs to spare and six wickets left in the shed. The skipper was merciless, belting 100 not out - his second ton in just four digs in the DDCA - in another sign that he means serious business in both the regular season and the shortened format. And in another fascinating match between two quality Turf 1 outfits, Narre South got the points against Hallam Kalora Park in a highquality affair at Strathaird. The Hawks were sent in, but Ben Hillard fell first ball courtesy of Tim Phillips (1/24), before

But Hallam boy Jordan Hammond, in the middle of his first XI debut for Casey-South Melbourne, was at his devastating best and the top-of-the-order, helping the Hawks recover with a blistering 45-ball 61. Jagveer Hayer and Kevin Kean also contributed strongly with 30 and 20 respectively, helping the Hawks to 6/140. Herrick showed his class to be the pick of the bowlers with 2/25 off his four overs. The Lions took the game on as they often do in the shortest format, and it paid off, with opener Rumesh Rangana crunching 56 not out and Jersey international Jonty Jenner showcasing his class with 54 from 34 balls as the home side cruised to victory with seven wickets left and 25 balls to spare. Herrick also chimed in with a quick-fire 17 from 12 balls. Weather gods finally cooperate for a full day of softball After four frustrating weeks of rain delays, Casey Softball finally had a full day of competition play on the weekend. The mixed under-15s started off play with Berwick going down to Doveton 11-17; and a showdown between the two Cobras' teams, as Cobras Grey faced off against Cobras Maroon. With a few players missing through injury or representative duties, many of the young Cobras were given the opportunity to try out some new positions and roles within the teams. In a very tight match with plenty of exciting plays, Cobras Maroon triumphed 11-10. The under-13 mixed teams are mostly young and inexperienced groups of players, either brand new to the sport, or playing just their second season of softball. Berwick played a tight game against Doveton, going down 13-11. The Cobras took to the diamond against Royal Falcons and played well as a team with plenty of aggressive base running to win 13-7. The players are learning a lot about team sports, getting fit and - most importantly - having fun. In the social women's division there was a game between the two Berwick teams, Geronimo and Chickasaw. Geronimo was the comfortable winner 23-2, but as always this was a fun game, with all the ladies such good friends. The Cranbourne Comets played out a tight

game with Doveton, with the Comets winning 8-4. In the match between Narre Warren and MVPs, Narre Warren prevailed 11-8 in a close and exciting game. Batting highlights for Narre Warren included triples to Brenda and Moesha, and strong fielding from Kirra-Lee and Lynne. Open women 2 had two games, with Young Guns defeating Casey Combined 16-10. All girls contributed to the batting, however senior gun Guppy's home run was the highlight of the game. Casey Combined struggled due to its pitchers not being available on the day. On the fielding side, Tarynn Stafford did a great job pitching considering this was just her second time in pitching for a very long time. The Cobras faced Berwick Cheyenne. Despite being low on numbers, the Cobras' spirits remained high against tough opposition - with a strong batting, solid fielding and a few big

hits ensuring a competitive game. However, Cheyenne walked away with a 11-5 win. Two more games in the men's competition saw the Chiefs defeat Berwick Arapaho 13-1, and the Casey Warriors defeat Cranbourne Asteroids 17-4. One game in open women's 1 to finish off the round saw a tight contest between Berwick and Doveton, with both particularly strong batting teams. Berwick's errors in the field early saw it go down to Doveton 8-3. Following on from a very successful indoor wheelchair softball competition, the Casey Softball Association has a come and try day this Saturday, with the wheelchair softball competition starting the following Saturday, 30 November.
