The editor’s desk It’s debatable how supportive the majority of people in our region are when it comes to renewable energy, but it does seem there is a significant lack of consultation over such proposals (see cover story, pages 4-6). Whatever your view on the relative merits and desirability of renewable energy facilities such as solar and wind farms, in my experience what upsets people more than anything is the inability to voice their opinion. The previous council downgraded the application for the University of Queensland’s Warwick Solar Farm, thereby excluding residents from making formal submissions on the plan. They also negotiated with UQ behind closed doors and presented the outcome as a fait accompli. Similarly, wind farm proponent Acciona is behaving in a manner which suggests that approval of their proposed MacIntyre Wind Farm on the border between the Goondiwindi and Southern Downs council regions is a ‘done deal’. I’d suggest most of us are tired of corporate arrogance and that our communities deserve genuine ‘engagement’ over proposals which potentially set major precedents for future land uses. NO CHRISTMAS BORDER MIRACLE BY TANIA PHILLIPS With the Queensland Borders likely to stay closed until at least Christmas the LNP have vowed to introduce a Queensland CrossBorder Commissioner. While Premier Annastacia Palaszczuk’s office said rumours that there would be a hard-close to the Border and a resolving of the “Border Bubble” were untrue the premier has said Victorian restrictions were expected to last until Christmas. During a press conference on Monday she said that the borders would not open until there “is no community transfer in relevant states”. Three new (non-community) cases were reported from Saturday to Friday, leaving eight active cases, 1076 recovered and a total of 1091 as at Friday 14 August. Premier Palaszczuk said all five million Queenslanders shared in this result, with the threat still existing in other states and other countries. “And it’s going to take all five million of us to keep it up, with social distancing, hand hygiene and getting tested when feeling sick,” Ms Palaszczuk said. The most recent border closure and the subsequent omission of NSW village Urbenville from the cross-border bubble has prompted the LNP to reiterate their plan to create a Qld Cross Border Commissioner. A similar position already exists on the other side of the border. LNP Shadow Minister for Local Government Ann Leahy said the Commissioner would enhance cooperation and work closely with local governments and state agencies. “To many communities, the border is a line on a map which does not reflect their day to day lives,” Ms Leahy said. “Residents of places like Killarney, Stanthorpe, Wallangarra, Texas, Goondiwindi, Talwood, Mungindi, Hungerford and other border communities interact with people from other states every day. “Issues such as property matters, tourism, marketing, transport, emergency service access, licensing and departmental services don’t stop simply because there is a line on the map. “Queenslanders must be kept safe to protect lives and livelihoods and the people of country Queensland get this. But there is so much work that needs to be done to make sure that border communities are given a fair
go when the border gates come down. “Ideally we would like to have the CrossBorder Commissioner position located in a cross border community, so they can walk in the shoes of those who cross borders every day.” Member for Southern Downs James Lister said the Commissioner would take the concerns of residents and businesses to deliver plans to prevent further cross border issues. “The LNP’s plan is about providing support and helping border communities with the unique issues they face,” Mr Lister said. “We have seen serious hardship arise from deficiencies with the current border bubble arrangements for our border communities, and a Cross- Border Commissioner would really help in making sure that the realities of local border communities are taken into account when decisions are made. “I am doing, and if re-elected, will continue to do all I can to get the best crossborder environment I can for the benefit of our workers, small businesses, farmers and families.” “The LNP’s introduction of a CrossBorder Commissioner is part of a wider

A ‘DONE DEAL’?
Spanish-owned renewable energy firm Acciona plans to construct up to 180 turbines on land bordering the Goondiwindi and Southern Downs Regional Council areas including the Cement Mills and Goldfields districts. (Generic wind farm image). BY JEREMY SOLLARS
A
plan to construct the largest wind farm in Australia involves land spanning three local council areas - including the Southern Downs Regional Council - but none of them will have a formal say on the merits or detail of the project. Spanish-owned global renewable energy developer Acciona - through its Australian division - plans to submit an application by the end of September to the Queensland Government to develop the ‘MacIntyre Wind Farm’, across 36,000 hectares of leased land on the boundary of the Southern Downs and Goondiwindi Regional Council areas. A new high-voltage powerline linking the wind farm to the state’s Powerlink electricity network at Tummaville in the Toowoomba Regional Council area will cut through the Karara district and to the west of Leyburn. Construction is “anticipated” to commence in mid-2021. Under Queensland Government legislation designed to ‘fast-track’ renewable energy projects the Acciona application will be decided on by the State Assessment and Referral Agency (SARA), an arm of the powerful Department of State Development which handles major infrastructure project ‘facilitation’ across the state. The department has sweeping powers to ‘streamline’ major projects the Palaszczuk
Government deems as having significant economic and employment benefits, as well as designating potential preferred locations for projects such as wind and solar farms. Through its ‘Office of the CoordinatorGeneral’, State Development can declare ‘prescribed projects’ which enable the Coordinator-General “if necessary, to intervene in state and local government approval processes to ensure timely decision-making for the prescribed project” and to “overcome unreasonable delays in obtaining project approvals”. In the case of wind farms - including the MacIntyre project - SARA is the decision-making agency and wind farms do not require ‘impact’ assessment by local councils. Minor ‘operational works’ - such as roadworks involving a council road - may be council-referrable but would not give a council the ability to assess the overall proposal. The process of effectively by-passing local councils is in line with the Palaszczuk Government’s ‘Renewable Energy Target (RET)’ of 50 per cent of Queensland’s energy being ‘renewable’ by 2030. Acciona has stated it plans to “consult” with the Southern Downs, Goondiwindi and Toowoomba Regional Councils and the communities they represent but is yet to release details of what any consultation program will involve, in part citing COVID-19 as having “delayed” its consultation plans.

WELL IN TRAIN? Community enhancement aside, Acciona has secured lease agreements with private landowners in both the Southern Downs and Goondiwindi council areas for the 36,000 hectares of land it requires to construct “up to” 180 wind turbines with a maximum height of 285 metres - roughly the height of an 80-storey building - which will generate an estimated 1026MW of electricity a year. Acciona says the MacIntyre Wind Farm - the largest wind farm proposed to date in Australia - will have a total project value of $1.96 billion and will generate 400 jobs in the construction and operational phases, but
it remains unclear how many of those jobs will be done by local residents. Details of the landowners who are leasing to Acciona have not been publicly disclosed but Acciona says the MacIntyre Wind Farm “will be constructed on land predominately used for sheep farming”. “Current farming practices will continue during the construction and operations phases of the wind farm,” the company says. “The site - located approximately 50 km South-West of Warwick and approximately 10 kms south of Karara - has been selected due to its exposure to consistent winds across this part of the country and provides a suitable resource for the development of a wind farm.” Under the heading ‘Current Status’, the Acciona website states the wind farm “is currently in the development phase of the project”. “ACCIONA plans to submit a development application seeking a development permit for a Material Change of Use (MCU) to allow construction and operation of the wind farm to the State Assessment and Referral Agency (SARA) in Q3 (ie July to September) 2020”. The Free Times this week asked Acciona if a more specific timeframe - or a specific date - could be given for lodgement of the application but a spokeswoman said this was not possible at this time. If approved Acciona anticipates a construction period of 18 to 24 months.

In a statement released on Monday of this week Acciona said it plans to open a “community information centre in Warwick later in the year to provide the opportunity for locals to find out more information about the project”. No date has been given for the opening of the office, but Acciona has been pursuing what it describes as a “Community Enhancement Program” which in December 2019 funded the installation of a nonpotable water bore for the Karara Public Hall. The company says it plans further “partnerships and small grants to improve the quality of life in the local communities in which we operate”, including a ‘Scholarship Program’ to help fund local students attending university or TAFE.

Despite the lack of a development approval Acciona - whose corporate motto is ‘Business As Unusual’ - also announced on Monday of this week the appointment of “four senior team members on the MacIntyre Wind Farm project”. “The newly appointed leadership team will draw upon their extensive experience in the energy and infrastructure sectors to deliver a world-class project, drive local industry participation and keep the community updated regarding project developments,” the company said in a statement. Working alongside Acciona on the MacIntyre Wind Farm is the Queensland Government’s own energy company CleanCo, which will construct and operate 18 of the turbines. Also suggesting the wind farm looks to be a done deal, now-former Deputy Premier Jackie Trad announced back in March of this year that “Queenslanders now own their first new renewable energy generation in 20 years, with publicly owned generator CleanCo building a new wind farm near Warwick as part of a precinct that will create 400 jobs and supply up to nearly 700,000 homes”.
Ms Trad was one of the Palaszczuk Government’s most vociferous renewable energy ‘champions’, famously telling central Queensland coal industry workers ahead of the last federal election they would need to “transition” out of their own industry in the next few years, subsequently helping to deliver key Queensland seats to the Coalition.
ON A FAST TRACK ... The most recent example of wind farm ‘enabling’ legislation was passed just last week by the Queensland Government - the ‘Forest Wind Farm Development Bill 2020’, relating to a proposal for the Wide Bay region. State Development Minister Kate Jones said the legislation “facilitates tenure for the project to occur on actively managed exotic pine plantation licence areas in the Toolara, Tuan and Neerdie State forests between Gympie and Maryborough”. The local State MP for Maryborough, Bruce Saunders, used COVID-19 as part of the justification for the fast-tracking, saying in a government media release that “coronavirus is having a huge impact on our economy - it’s more important than ever before that we’re backing projects that have great potential to create jobs for
FROM THE ACCIONA WEBSITE ... About ACCIONA ... In Australia, ACCIONA has constructed four wind farms and a 20 MW solar farm. The wind farms include Waubra in Victoria, Gunning in New South Wales, Cathedral Rocks in South Australia, Mt Gellibrand Wind Farm in Victoria and construction of a fifth wind farm is underway in Mortlake, Victoria. Collectively, ACCIONA has over 450 MW of operational renewable energy assets in Australia. About MacIntyre Wind Farm ... The MacIntyre Wind Farm will be located within 36,000 hectares of leased land approximately 200 kms south-west of Brisbane and approximately 50 kms south-west of Warwick in Queensland. ACCIONA plans to submit a development application seeking a development permit for a Material Change of Use (MCU) to allow construction and operation of the wind farm to the State Assessment and Referral Agency (SARA) in mid2020. The project is expected to produce 1,026 MW of clean energy with 180 turbines
Acciona says the 36,000 hectares of leased land for its MacIntyre Wind Farm have “been selected due to its exposure to consistent winds across this part of the country and provides a suitable resource for the development of a wind farm”. and commence construction in mid 2021 with a construction duration of 18-24 months. This project will provide significant economic activity across the Goondiwindi, Southern Downs and Toowoomba Regional Council areas, and create approximately 400 jobs over the life of the project. ACCIONA will provide a Community Enhancement Program to strategically deliver added value to the local
Maryborough locals”. The Department of State Development’s website makes it clear rural land leases in Queensland continue to be in the government’s sights to pursue its renewable energy agenda, stating that “agricultural lease holders are able to sublease to wind farms and other renewable energy technologies”. “Seventy-one per cent of Queensland is classified as State land, presenting an opportunity for government to provide preferential access arrangements for renewable energy projects,” the Department’s promotional material targeted at wind farm developers states. “Most State land is administered under the Land Act 1994 by the Department of Environment and Resource Management. “Under the current Land Act provisions, a lease must be used for the purpose for which it was issued. “By amending the Act, a leaseholder could have improved flexibility to accommodate green energy projects with their consent. “Lease holders could then benefit through an additional income stream to support the primary land use.” - Continued on page 6 regional over the life cycle of the project, whilst providing clean energy equivalent to the consumption of around 700,000 homes The project will deliver significant economic benefits to the region, including the creation of jobs, rates to the local government, rent to participating landowners. · Wind turbines - 180 machines, with steel towers. · Substations - up to three substations, with compound areas of around 140 x 180m and each holding one power transformer. · Access tracks - Approximately 200km of access tracks may be required for the project. · Electrical cabling - underground and overhead electrical cabling up to 250km at 33kV. · Overhead transmission line - 64km of new 330kV transmission line · Temporary construction compounds - car parking, storage facilities, site office, amenities, etc. · Permanent site facilities - including a maintenance and control facility, met masts, etc. · Public road upgrades ●
Do local communities have enough ‘’say’’ on renewable energy proposals in rural areas?
NOT ALL SMOOTH SAILING ... In 2018 communities on the New South Wales Southern Tablelands protested so strongly against a 12,000 hectare wind farm proposal - perhaps ironically by a SpanishAustralian joint venture, EPYC - that the company scrapped the plan. Wind farm approvals in NSW aren’t all decided by the State Government - depending on their proposed size some are referred for local council assessment. In the case of the EPYC wind farm the NSW State Government rejected the plan, saying the location, in a prime agricultural district - was “fundamentally unsuitable”. The company had already been forced to down-size the wind farm proposal to half - 54 turbines but still decided not to proceed. Around 25 landowners had initially expressed interest in leasing their land for turbines. Residents formed a community action group - Residents Against Jupiter Wind Turbines - with more than 400 objections received by the NSW government. ●
Warwick residents had no opportunity to make submissions about the University of Queensland’s Warwick Solar Farm – the application was downgraded by the former council to “code assessable”, meaning no public notification and no legal appeal rights.

DOWN SAME PATH? The ‘approval’ process for the MacIntyre Wind Farm has parallels to the process behind the University of Queensland’s Warwick Solar Farm at Sladevale just north of town. Solar farms are assessed by local councils in Queensland but the former Dobie administration of the Southern Downs Regional Council downgraded the Warwick Solar Farm development application from “impact assessable” to “code assessable”, meaning the application was not required to be publicly notified. But crucially, “code assessment” also
means residents and other landowners are unable to lodge formal submissions on a development application, which would also reserve them the right to pursue a legal appeal against any approval. Councils which refuse development applications - of any kind - must be prepared to go as far as the Planning and Environment Court of Queensland to defend their decision if the applicant appeals a council refusal. But in the case of wind farms Queensland councils have no major part in their assessment and consequently no legal ability to refuse a proposal, even if community consensus is clearly not in favour. ●

NEWS STALLHOLDERS WANTED FOR OCTOBER Missing the Markets? Most stall holders would agree, it has been a drought for community markets over the past months. Helen Welsh, of Dragon Dust Florist, always looks forward to demonstrating her intricate jewellery and bead craft at markets and other events. Helen’s journey is an inspiring one, which brings a different perspective to her work. “I got into beading as a way of combating depression and anxiety 8 years ago”, explains Helen. “It started with a handful of beads and a
book. Being largely self- taught, I have also branched out into floristry and basic wire work - I have continued to develop my skills with Pinterest, YouTube, Facebook groups and experimentation.” Dragon Dust Florist works of art can be viewed on Facebook and Instagram. Helen will be demonstrating her work at the Rose City Probus Club of Warwick Art & Craft Expo to be held on Saturday 17 October, and an invitation is out there for many more exhibitors and stall holders. Colin Dobie, President of Rose City Probus Club , assures all participants a guaranteed audience for the day. “It will be run in conjunction with
Regency Park Retirement Village Open Day, and it will be operating in a ‘safe’ environment, taking into account all Government Co-vid regulations, and all under cover,” Colin said. “People will be coming and going all day, and it also happens to be on the same weekend as the Condamine Country Art Trail. “There are prizes on offer for exhibitors and should be an excellent opportunity for keen marketeers to be out selling their goods again. “All commission and donations go to LifeFlight.”

WATER CONTRACTS BATTLE OVER BY JEREMY SOLLARS A lengthy legal battle involving a group of Granite Belt producers and the Southern Downs Regional Council over contracts to use recycled water from the Stanthorpe wastewater treatment plant has been resolved through negotiation. The former Dobie administration in December 2017 terminated contracts held since 2004 by seven producers to purchase recycled water for farming irrigation even though the contracts were due to run until late 2019. The council at the time attempted to seek new users for the recycled water through the Stanthorpe Recycled Water Scheme - at a higher price through a public tender process, but the irrigators involved instigated legal action to keep the contracts running, adamant the council had no legal right to terminate their entitlement. The case came close to a full-blown hearing in the Supreme Court of Queensland but was resolved in recent weeks through negotiation between the irrigators’ legal representatives and the new council administration, with the contracts now reinstated. Councillors at their December 2017 meeting voted on termination of the contracts, with former mayor Tracy Dobie and then councillors Rod Kelly, Neil Meiklejohn, Yve Stocks and Sheryl Windle voting in favour and Vic Pennisi and Marika McNichol against.
Former deputy mayor Jo McNally and Cr Cameron Gow were not present for the vote after declaring potential conflicts of interest. A public notice issued by Stanthorpe’s Catanzaro Solicitors shortly before Christmas 2017 stated that should “any third party” outside of the irrigators seek to enter into a new contract with the council for the recycled water they could become embroiled in future legal action over the original contracts. The notice also stated that in such an event the irrigators would “take such steps as may be necessary to enforce their rights”. The former council stated in 2017 that it had received “a number of applicants” for the water via an Expressions of Interest (EOI) process but did not disclose their identity. The irrigators lodged a formal court action on 19 June 2018 through Stanthorpe’s V C Catanzaro solicitors, with the plaintiffs being Antonio Baronio, Pieter and Laura Hendriksen, William Taylor, Christopher and Jennifer Wren and Scurr Investments Pty Ltd. The group sought court orders that the council continue to supply them with the treated water under the terms of their contracts and that they be charged for the water as per those terms. The irrigators’ contracts were due to run until 2019, with the option of a five-year extension on each of them. As well as supplying water to the irrigators - who pay a base annual fee of
$4180 plus a consumption charge of $108 per megalitre - the Stanthorpe Recycled Water Scheme has also supplied water to local sporting groups, the cemetery, the showgrounds and the Stanthorpe State High School’s agriculture program. Court documents indicated part of the council’s argument was that new users for increased volumes of the recycled water were necessary to help prevent accidental overflows from the Stanthorpe Wastewater Treatment Plant into Quart Pot Creek. In their Supreme Court claim the irrigators stated they received correspondence from the council in August 2018 foreshadowing the termination of their contracts, on the basis that they and the council were within a “negotiation period” in relation to the renewal of the contracts. The irrigators disputed that assertion, writing back to the council stating that their contracts remained in force and that they had not breached any conditions relating to renewals. They also claimed the SDRC had been over-charging them for the water at a rate of $190 per megalitre (ML). The council also at the time suggested the group of irrigators were attempting to “lessen competition in the market”. In mid-2019 spokesman for V C Catanzaro Solicitors Michael Catanzaro said the water agreements with the council “have been running for many years without any problems until recently”.
“As anyone can appreciate, especially in this region, water represents a significant asset to our clients and one which any grower would fight to protect,” Mr Catanzaro said at the time. In a statement released to the Free Times this week Mr Catanzaro said “after a lengthy and complex legal battle spanning nearly two years with Council, the irrigators are pleased to have resolved this matter and to have the agreements reinstated”. “This resolution provides certainty for the irrigators and their use of the water scheme moving forward,” he said. “This matter was just days away from being listed again in the Supreme Court and at which time, both the irrigators and Council would’ve been exposed to some significant costs in progressing this matter. “It was clear that the change in Council was critical to this joint outcome and the irrigators are thankful to the Council as a whole and in particular Mayor Pennisi, Deputy Mayor Bartley, Councillor Tancred and Acting CEO Jane Stroud who took the time to review the extensive material, understand the issues and who reopened communication with the irrigators. “It was refreshing to work collaboratively with Council as opposed to the prior adversarial approach. “The irrigators look forward to moving forward with Council and restoring the working relationship that was once there.” ●

COMMITTEE VOTE ON UPGRADE BY JEREMY SOLLARS A legal appeal by the owners of Cherrabah Resort east of Warwick over conditions set by the Southern Downs Regional Council on approval of a commercial water extraction operation has moved a step closer to finalisation following a committee vote of councillors this week. But the vote - if endorsed at the August general meeting next week - could mean Cherrabah’s owners proceed with their water plan, with a majority of councillors this week voting to partially reduce a road
upgrade condition. In December 2019 a majority of councillors on the former Dobie administration voted to approve a controversial plan by Cherrabah owners Wenxing and Wenwei Ma to extract up to a million litres of underground water annually from Cherrabah for commercial plastic bottling on the Gold Coast. The proposal drew heated opposition from neighbouring Elbow Valley property owners and many others in the community questioned the council’s approval last December given the extreme
drought in the region. Last year’s approval came with a condition that the Ma brothers upgrade a section of Keoghs Road at Elbow Valley to allow for increased truck movements the water operation would generate, specifically that sealing on Keoghs Road be widened to at least 5.5 metres along with stormwater drainage to O’Deas Road. The Ma brothers appealed against the condition in January of this year - on the basis it was “overly onerous” - and were then given several extensions of time by council officers to back up their appeal
with documentary evidence, which have included fresh traffic volume estimates by their consultants which they claim show water trucks would not significantly add to traffic on Keoghs Road. Opponents of the Cherrabah water plan were hopeful that the cost of the full roadworks as originally required by the council would make the extraction operation financially unviable for the Ma brothers, given the overall plan was given council approval last December. Patricia Riddell of Southern Down Bookkeeping has been on both sides of the tax fence - working for the ATO and as a bookkeeper for more than 35 years. It is a passion for her and so when she returned to her beloved Southern Downs a few months ago after living in Brisbane to help look after her grandsons while her daughter went through medical school, she knew what she wanted to do. “I have just resurrected the business - I registered it back in 2008 when I lived in Maryvale but then I had to go to Brisbane to help my daughter,” she said. “I have based myself in Clifton this time because it has more shops and businesses.” A former auditor for the ATO Patricia said she was really enjoying being back on the Southern Downs but was needing more to keep her occupied and after finding her
business name was still available, she has set up again. I have been involved in accounting from 1984. I did 12 years with a Chartered accountant firm in Melbourne. Then in 2000 when GST came in, I got a position at the ATO. I used to be a field officer going out to audit businesses. So I have done varied work. When I was in Maryvale I had a farmer as a client, I've done restaurants and cafes, retail, subcontractors, builders.” She said with no overheads and rental, clients are only paying for her labour so she can keep her services affordable for even the smallest business. Patricia offers help with BAS, GST, PAYG (W) obligations, FBT, income tax and the Superannuation Guarantee Levy. But the brothers have had at least a partial win following a meeting on Monday of this week of the council’s Sustainable Development, Corporate and Community Services Committee. That committee - and the Infrastructure and Executive Committee - is made up of all the councillors and meets monthly ahead of general meetings to hold preliminary discussions on matters before councillors, with votes taken then ‘ratified’ or further debated at the general meeting. This week a resolution to reduce the Keoghs Road upgrade from the full length of the road to O’Deas Road down instead to widening of four smaller sections - bends and crests on Keoghs Road - was carried six votes to three. Voting in favour of reducing the road upgrade requirement were Mayor Vic Pennisi, Deputy Mayor Ross Bartley and Councillors Cameron Gow (who chairs the committee), Marco Gliori, Jo McNally and Sheryl Windle. Voting against were Councillors Stephen Tancred, Andrew Gale and Cynthia McDonald. Those in favour broadly agreed that the request by the Ma brothers was reasonable, with council officers stating during Monday’s committee meeting that if truck movements on Keoghs Road became excessive in the future the council could compel the Ma brothers to undertake the full road upgrade. Those against partial relaxation of the road condition cited traffic safety as their primary concern, arguing that a full widening as originally required would be
more likely to ensure safe separation and movement of vehicles passing each other on Keoghs Road. The resolution will be back on the table at the August general meeting next Thursday 27 August. If passed by councillors in ‘full council’ the Ma brothers will then be given the opportunity either to accept the amended road condition or further challenge it through more negotiation.
LAST YEAR’S VOTE ... Voting in favour of the Cherrabah water extraction plan in December 2019 were former mayor Tracy Dobie and then councillors Neil Meiklejohn, Rod Kelly, Sheryl Windle and former deputy mayor Jo McNally. Voting against were councillors Vic Pennisi, Yve Stocks and Cameron Gow. Former councillor Marika McNichol was absent from the vote due to a bushfire threatening her property at the time. Ms Dobie said at the time the council was powerless to stop the movement and private sale of water and its transport out of the region and that the council only had the power to set conditions on ‘operational’ issues - such as truck movements, road upgrades and the placement of pumping infrastructure - and could not override privately-held water entitlements. The Ma brothers had lodged an earlier application in December 2018 which they subsequently withdrew, but the council in late 2019 allowed the original 2018 application to be re-considered at the request of the Ma’s. As a result neighbours were unable to lodge fresh objections, having previously
Councillors in December 2019 approved the commercial water extraction application. submitted their formal opposition to the plan in 2018. Those neighbours were unaware the Ma brothers had re-instigated the plan until informed by the Free Times that the matter was listed on the agenda of the December 2019 council meeting. The primary concern of neighbours opposed to the Cherrabah plan was - and still is - the likely effect such a substantial water ‘take’ could have on their own bore supplies and the wider water table in the area. Reports commissioned by the Ma brothers - and accepted by the council in 2019 - claimed the operation would have no significant impact on underground water on surrounding properties due to the geological characteristics of aquifers on Cherrabah.
Concerns remain in the Elbow Valley region over the state of underground water supplies in the prolonged drought. Several neighbours have previously told the Free Times were it not for the drought they would potentially not have objected to the Cherrabah plan, although even in ‘good’ rainfall times they would still have wanted to examine the proposal in detail. ●

NEW CEO STARTS MID-SEPTEMBER The Southern Downs Regional Council has finalised the search for a new Chief Executive Officer. In a brief statement released last Friday a spokeswoman said “after a comprehensive recruitment process Mr David Burges will be joining Council on 14 September 2020”. “Council is looking forward to welcoming a new leader to the Southern Downs Regional Council team as we navigate the current changes and challenges and share future successes,” the spokeswoman said. “Council believe that Mr Burges will bring a fresh perspective to our team and we look forward to benefitting from the extensive experience he has amassed. “Southern Downs Regional Councillors and staff would like to thank Acting CEO Jane Stroud for all the hard work and dedication she has shown in the past three months. “Council has been through some very big changes and challenges, but the perseverance and support of such a strong senior leadership team keeps us on the right
path to bigger and better things.” Mr Burges will replace former council CEO David Keenan who left the role in late
April of this year. He is currently the CEO at Quilpie Shire Council, has previously worked for
Goondiwindi Regional Council and has strong family connections to the Stanthorpe area, having attended St Joseph’s School. Ms Stroud has been acting CEO since early May and it is understood she will return to her previous role as Director of Sustainable Development. Craig Magnussen has been acting in that role in the interim. The council is also recruiting for a replacement for Director of Corporate and Community Services Joanne Morris who the council announced in late July had resigned from her role. Mayor Vic Pennisi said Ms Morris “leaves her current position to pursue other career opportunities, and while we are sad to see her go, her departure has been very amicable and we wish her all the very best for the future”. Cr Pennisi said Ms Morris “has led her team professionally and capably, been an invaluable member of the Executive Management Team and played a lead role in steering the budget and a number of other corporate projects during her time at Council”. ●

‘K HUBS’ ARE COMING TO TOWN Kmart says new ‘K hub’ stores in Warwick and Stanthorpe - to replace the existing Target Country outlets - will open in “early 2021” but is yet to provide a more specific timeframe. Target announced in May of this year its Warwick and Stanthorpe stores would be converted to Kmarts, following a major shakeup of the Target brand by the Wesfarmers group, which owns both chains. Across Australia around 75 Target outlets will close for good. The Target brand nationally - and Target Country, smaller-format stores in regional areas - has struggled financially in recent years and Wesfarmers says this was compounded by COVID-19. “The actions ... reflect our continued focus on investing in Kmart, a business with a compelling customer offer and strong competitive advantages, while also improving the viability of Target,” Wesfarmers Managing Director Rob Scott said in a statement in May. “For some time now the retail sector has seen significant structural change and disruption, and we expect this trend to continue.” But if you thought the ‘full’ Kmart experience is due to hit Warwick and Stanthorpe you’ll need to adjust your expectations to some extent - the new stores will be ‘K hubs’, which Wesfarmers says are a “new concept”. Kmart Australia and New Zealand Retail Director John Gualtieri said “at Kmart, we’re on a mission to make everyday living brighter for Australian families, by providing easy access to the everyday items they need, at the lowest possible price”. “It’s how we make shopping more accessible to more people; and it’s at the heart of everything we do,” Mr Gualtieri said. “As a business, we’re committed to opening stores in new communities, so that we can reach even more people - and we are so excited to introduce the communities of Stanthorpe and Warwick to our new concept K hub stores in early 2021. “Think of it as Kmart experience ... a little closer to home “Now things may look a little different to what you’d expect from a Kmart today. “We’re giving the store a ‘light touch’ makeover for now, so that we’re not inconveniencing the community with a long store closure.
“Our priority is getting the stores up and running, so that people still have access to the products they need. “But keep an eye out, we have big plans to evolve the look and feel of this store over time. “For now - we’ve taken our most popular Kmart products across kids, home and
clothing and brought them to life in a new way. “A curated collection inspired for a smaller format store, with bigger convenience in mind. “Our K hub customers will have the ability to shop Kmart and Target’s full product range online and have items
delivered straight to their door - or they’ll be able to visit the team in store to collect items, with no additional shipping cost. “We’ll be extending this service later in the year to include our friends at Catch ... so think of K hub as your one-stop-shop for all your favourite Kmart, Target and Catch products.” ●

FIGHTING FOR THE PLANET FIGHT FOR PLANET A: OUR CLIMATE CHALLENGE, ABC, TUESDAY, 8.30PM There is something down-to-earth and every-man about Craig Reucassel. The Chaser Star turned quiet eco-warrior never seems to be preaching or taking the mickey and yet the programs that he presents are this quiet mix of comedy and pretty scary facts. His much talked about program War On Waste lifted the lid on Australia’s recycling issues and kickstarted discussions on how to better deal with, and create less waste. This time around he is delving into the climate crisis to help us understand where energy comes from, how transport and travel emissions affect our health and what is the carbon footprint of the things we eat? The three-part series, which started this past week, is fun and informative as five different Australian households are
Host Craig Reucassel. challenged to reduce their energy, transport and food carbon emissions in small and useful ways that we can all put in practice at home. The final episode on Tuesday night deals with food production - including a large segment filmed in Stanthorpe and focusing on the drought and what it did to food production. As always Craig uses lots of interesting fun facts (including that
Craig Reucassel and Jessica Panegres. we could potentially use Qld seaweed to cure cows upset stomachs and stop them belching up Greenhouse gases). As always this a grass roots program, fast paced, informative with real people, real situations and real ways that we can actually do something to help.

VIEWERS IN FOR GHASTLY GHOSTLY ACTION HUNGRY GHOSTS, SBS, MONDAY-THURSDAY, 9.30PM Atmospheric and chilling to begin with, slowly pulling pieces together across four dramatic episodes this is a beautiful piece of television as Vietnamese Australians (and Bryan Brown) confront the ghosts of their past. While some of the “big reveals” are a little predictable, some take you by enough surprise to make this wellwritten ghost story worth watching to the end (though the ultimate resolution feels a little cheesy after the brilliant first episode). More than that, this is a thought provoking look at the affects of the Vietnamese war on three generations of Vietnamese Australian families. The story begins on the eve of the Hungry Ghost Festival in Melbourne when a powerful amulet is broken and a vengeful spirit Quang (played by four actors including Garry Sweet) wreaks havoc and brings long buried secrets to the forefront.
Susie Porter stars in Hungry Ghost.
Catherine Van-Davies and Mary Wrong lead a really strong Australian cast.
The impressive cast, which includes over 30 Asian-Australian actors and Asian-Australian extras, is led by Catherine Van-Davies as May Le an aspiring chef whose life is turned upside down when she loses someone close and suddenly finds she has the power to control evil spirits and see ghosts - much to the astonishment of her best friend
Roxy (Mary Wrong) who is a mediocre clairvoyant. Van-Davies is impressive as May who is the conduit between several different family stories of loss and past ghosts. Hungry Ghosts also stars well-known Australian actors Bryan Brown, Clare Bowen, Ryan Corr, Justine Clarke, Susie Porter and Gary Sweet. - Tania Phillips ●

INSIGHT INTO HOW GOOD GIRLS GONE BAD GOOD GIRLS, NETFLIX It’s been going three series now and just been renewed for a fourth and yet Good Girls hasn’t lost any of it’s heart or humour. The series follows three suburban mums from Michigan, sisters Beth (Christina Hendricks) and Annie (Mae Whitman) and their friend Ruby Hill (Retta). When we first meet them they are having a hard time trying to make ends meet (nothing much freetimes.com.au

changes over the three series in that regard). With Beth losing everything thanks to her philandering husband, Beth needing treatment for her sick daughter and Annie facing an expensive custody battle they need money - fast. So they decide to rob the grocery store where Annie works and end up being caught up in organised crime and pursued by the FBI. By series three they’re a lot less innocent and seem to be enjoying their life of crime
- they’re just good enough at it not to really get caught but not good enough to ever get ahead. It’s a fun premise to see normal suburban mum’s laundering money and working for crime bosses and still packing lunches for their kids. It’s funny and even warm and more than a bit of kilter. It is certainly not your usual crime show but it has still garnered a loyal audience to the point where it has just been renewed for a fourth series.
BLOOD VESSEL IS A BLOODY VISUAL TREAT BLOOD VESSEL STARRING NATHAN PHILLIPS, ALYSSA SUTHERLAND AND ALEX COOKE RATED MA15+ Blood Vessel is a chilling Australian horror film that treads familiar monster-feature ground with finesse and strong character depth. Lost at sea during World War II, a motley crew of Allied personnel board a seeminglyabandoned Nazi minesweeper, only to unleash its macabre cargo. Blood Vessel has phenomenal tension, with our and the characters’ dread steadily rising as they explore the ghost ship and uncover more of its dark history. Gloomy lighting and claustrophobic, grimy sets enhance the unease. Some of the dialogue and acting feels slightly awkward, but the stylised characters still bond or clash in engaging ways. The narrative contains some effective foreshadowing, as backstory and personal items return meaningfully later in the plot. The supernatural creatures are rendered through remarkably lifelike prosthetics, and convey extreme presence and menace even when confined to a single location. Alyssa Sutherland and Alex Cooke deliver harrowing performances as strongwilled people struggling against the creatures’ insidious control, both physical and mental. The action is the one weak link in the production: the brief scuffles are gory and convey the characters’ determination, but are shot too close for the viewer to tell what’s going on. Blood Vessel is a tense, well-written horror film, and is available on DVD and iTunes. - Seth Lukas Hynes ●

AG SCIENCE GRANTS OPENED A $242,000 grants program, targeted at the sharpest young minds in agriculture, fisheries and forestry, opened this month. Minister for Agriculture David Littleproud said the 2021 Science and Innovation Awards help bring the next generation of big ideas to life, with projects sought from 18-35 year old researchers, scientists, innovators and others active in the agriculture sector. “2020 has made one thing clear: there’s no shortage of complex challenges facing this nation and our agricultural industries,” Mr Littleproud said. “The blueprint for success, however, is simple: work hard, work smart and invest in the next generation. “That’s why the Australian Government is funding individual grants of up to $22,000 across 11 categories to help develop the best new ideas. “Last year’s Ministerial award winner, Dr Meagan Craven from Deakin University, was recognised for her project investigating whether pigeon milk can combat Salmonella outbreaks on Australian egg farms. “This project is a great example of innovation. It demonstrates how looking outside the box and coming up with unique solutions can lead to real improvements to our agricultural industries. “I can’t wait to see what’s next.” · For more information and to apply visit www.awe.gov.au/scienceawards
FAST FACTS ... · Applications close at 5pm AEST Friday 2 October 2020. · The Science and Innovation Awards have helped 261 young researchers, innovators

Northern NSW grain grower Rebecca Reardon is the most northern based of five board directors appointed to the inaugural board of Grains Australia Ltd. The new company, being established with widespread support from industry, is set to consolidate the delivery of important services and functions on behalf of the grains supply chain. An initiative of the Grains Research and Development Corporation (GRDC), Grain Growers Ltd (GGL), Grain Producers Australia (GPA) and Grain Trade Australia (GTA), the formation of Grains Australia will combine a multitude of industry good functions under one organisation. These functions are likely to include trade and market access, commodity variety classification, market information and education according to GRDC chair John Woods. He said the initiative represented a significant milestone for the grains industry. “Grains Australia will take industry good functions that growers and the broader sector already pay for and put them under one roof,” Mr Woods said. “This has been a 10-year aspiration for the grains industry and it has taken three years of negotiation to achieve this outcome. “The alignment and integration of these core functions will deliver better outcomes and efficiencies, which ultimately means a greater return on investment for growers and more effective use of resources.” Well-known Western Australian grain and livestock producer Terry Enright takes on the roll of inaugural Chair for the group, stepping down as chair of the Australian Export Grains Innovation Centre (AEGIC) to take on the new role from 1 September. Rebecca Reardon will bring more than 25 years’ involvement in grains agribusiness
including domestic and international marketing, supply chain management and commodity production to her role. Other board members include South Australian-based commercial lawyer Catherine Cooper, who has had a senior management career in agribusiness, both domestically and internationally. Victorian-based Stuart Richardson, a former director of Grain Trade Australia and former head of trading at the Australian Wheat Board, who brings more than 30 years’ industry experience to the new board. Western Australian Andrew Young, who has held senior executive and director roles in leading agribusiness organisations in Australia and South East Asia and is also the managing director of a grain accumulation and export business. Chair Enright has more than 40 years’ experience in agriculture holding numerous high-profile positions, including GRDC Chair, director of Grain Producers Australia, Commissioner of the Export Wheat Commission and Chair of the Australian Livestock Export Corporation. Mr Woods said the selection of the directors had been made by an independent selection committee with support from a specialist recruitment organisation. “More than 200 applications were received for the five board positions, and the calibre of applications was exceptional, so it was a challenging process for the committee to select the skills-based board,” he said. “This inaugural board represents a combination of experience and expertise that will achieve the consolidation of industry good services and functions that has been long awaited by grain growers.” Mr Woods said Grains Australia had a very clear purpose - it would be a low overhead and outcome-driven organisation, with accountability to deliver to the industry and growers. ●

FARMERS IN FOCUS BY TANIA PHILLIPS Stanthorpe farmers will take centre-stage on episode three of the TV series Planet A: Our Climate Challenge #Fight For PlanetA, screening on the ABC on Tuesday, 24 August from 8.30pm The program, hosted by War On Waste presenter Craig Reucassel, was filmed around Australia late last year including a trip to Stanthorpe to talk with farmers and locals affected by the drought. The crew spent several hours talking to farmers and volunteers at the water charity Granite Belt Water Relief ’s depot. The charity which has given out 10million litres of water in 11 months and still has 500 people on it’s books has been the brainchild of local truck driver Russell Wantling and his wife (SFT employee) Samantha. Sam said it was a thrill to meet Reucassel but more than that it seemed important to get the story of the region’s farmers and rural population’s plight out the rest of the country. “It was filmed in early November,” she said. “When Stanthorpe was running out of water my husband started a water charity so we were busy handing out drinking water and stock water to people in rural Granite Belt who had no access to either. “As a result they were bathing every couple of days, cutting back to one cup of tea every second day - it was that dire. Obviously, someone from the production company had heard about the plight of the Granite Belt - looked into it and found out what we were doing and made contact with us. “We didn’t know much about it when contacted but I knew Craig, I’d seen the documentary War of Waste and I was a fan based just on that so it was a bit exciting to think they were coming up and taking and interest in our region and what was happening here.” She said at the time of filming she was unsure of how the plight of the Granite Belt would fit into the show and she was looking forward to finally seeing the finished product. In the three-part series Reucassel looks at where energy comes from, how transport and travel emissions affect health and just what is the carbon footprint of the things we eat? The program aims to entertain, inform and challenge while showcasing how people as individuals, families, schools and businesses can help reduce our carbon

Sam joked she was only partly looking forward to it going to air -”They say the camera adds ten pounds,” she quipped. “I think a lot of people they spoke to - at our water shed for a start - let alone some of the growers in the region - I think they had a lot of things to say,” she said. “Working with Craig was a highlight but I think he was a bit taken back - he said at the end of it he didn’t expect to hear what
Mike Hayes and Russell Wantling. he heard. When they arrived he just asked where we wanted him, I said just walk around and talk to people as they pull up to get their water - most of these people have been coming to us for a couple of months. They are quite used to seeing media here - they’ll talk to you. And a lot of them recognized him and opened up him. At the end he said he didn’t know it was like this - I really didn’t and that wasn’t the journo in him, it really hit him quite hard that these people are just your normal everyday people
and they’re wondering how they are going to give their kids a bath tonight - that’s not something you should ever have to consider.” Sam said while there had been a some steady rain in recent months with a possible long-hot summer aheady, the charity was continuing to operate. She hoped that with continued rains they would not get anywhere near the demand of last year. ●

FOCUS ON … History Free Times history contributor JOHN TELFER shares his latest look into the past in this week’s edition ...
WHERE ‘BLACK LIVES MATTERED’ - 1942 On May 25th 2020, in Minneapolis, Minnesota, an African-American named George Floyd died at the hands of white police officers when being arrested. This action by these officers has set off a reaction by an organised anti-racism movement called ‘Black Lives Matter’ that has been sweeping the world since his untimely death. However, there are many Australians who do not know that something similar happened in Townsville, Australia, on 22 - 25th May, 1942, and was kept secret under war-time regulations, and possibly, for American-Australian relationships during World War 2 when the country was virtually under control by General Douglas MacArthur, Commander-in Chief of the South-Pacific region at the time. In 1942, 600 African-American GI’s of the 96th Battalion United States Army Corps of Engineers arrived in Townsville to be a “supplementary labour” force. They were recruited under strict segregation policies that applied across the U.S. Military forces that only 7000 African-American troops could be stationed in Australia. Few African-American troops were assigned to combat duties so were mainly deployed for building air strips, catering, manual labour, as well as barracks for their own use. General Douglas MacArthur was well aware of Australia’s racial policy and was quoted that he “respected Australia’s racial views and would assign African-American troops

When trouble between other troops and the African-American soldiers broke out in Townsville after they arrived, (there were about 50,000 Australian troops also stationed there), they were sent out to Kelso
Field, about 60 kilometres from the city, and put to hard manual labour building an air strip with little training, and very little equipment. This caused low morale especially as they were under the control of white officers. Assigned to back-breaking labour and banned from leave in Townsville,

MAYOR ON A
freetimes.com.au
FOCUS ON … History A group of African-American troops decided to take decisive action and kill the white unit commander, Captain Francis Williams, so they overpowered the machine gun posts at the airfield, then turned the guns on the officers’ tents killing at least one, but missed Captain Williams who took shelter in a weapon pit. The rebels held siege for nine hours until heavily armed Australian troops were sent to quell the riot and put up roadblocks to prevent 250 of the troops from marching on to the city, and to round up the rebels. There were reports that some of the rioters caused concern among the locals at Kelso. Also, unconfirmed reports stated that 19 were killed in the rebellion before order was restored. Judy Nunn in her book “Khaki Town” said that: “Even today, nobody knows how many were killed, what was done with their bodies, where they were taken, where they were buried”. A Times magazine journalist and war correspondent, Bob Sherrod, attempted to write up the riot after later talking to
Australian army officers, but his report was suppressed under wartime regulations. It was reported that U.S. President Roosevelt was so concerned about the riot that he sent a young Congressman, Lyndon B. Johnson (Later to became U.S. President) to investigate the Townsville situation and he, Johnson, apparently confiscated Sherrod’s article to hush up the riot and report back to Roosevelt. The Australian Government also made it top secret and did not want the story to be released using wartime regulations to suppress it. Many Townsville locals did not mind the presence of the African-American soldiers in the city and found that they were polite and friendly, but once moved out to Kelso and put to the hard task of labour, the soldiers became very unsettled. Although the Townsville incident was hushed up and the story suppressed for nearly 70 years, it was not the first time in American military history that racial violence occurred because of the prejudice that continually
occurred between African-American troops and their white officers. In 1917 during World War 1, at Camp Logan in Houston, Texas, African-American troops and their white officers clashed in a violent riot that saw 19 African-Americans hanged, and 41 gaoled for life. No white officers, or enlisted men, were punished. In the Second World War a similar riot to that which occurred in Townsville broke out at Port Chicago, when African-American troops were forced to undertake the highly dangerous work of loading bombs and ammunition on board ships. This led to a mutiny when they refused to carry out the task with the result that 50 were convicted of mutiny and given 15 years hard labour. In December, 1944, at Agana, Guam, the fatal shooting of an African-American G.I. by drunken white Marines, saw another racial disturbance when African-Americans were gaoled, but no action taken over the death of the G.I. In 1945, at Freeman Air Force base in Indiana, 160 African-American
officers were arrested after forcibly trying to integrate an all-white Officer’s Club. One was convicted, but it started a policy of at last integrating African-American officers in the United States Army. In conclusion to this story, it is disturbing to know that the racial riots and prejudice that has occurred from the time that Lincoln abolished slavery, still runs deep in American society, with no real answers to solve this problem emerging over that time. However, rightly or wrongly, the ‘Black Lives Matter’ movement has started something that could be some small way of attempting to get changes in American society. The Townsville riot in 1942 saw the 96th Battalion African-American troops withdrawn by August 1942, but it was the White Australia policy from 1901 that existed then, that saw Australian politicians more concerned about the presence of African-American soldiers adhering to this insidious racial policy. ●

GARDEN TIME
BEATRICE HAWKINS
A RICH MIGRANT FOOD HERITAGE GROW, GATHER, SHARE. There was an exhibition held in Melbourne at the Immigration Museum from mid November to April 7th this year called “Grow, Gather, Share” expanding on how gardening helped assimilate migrants into our culture when vast numbers of Europeans arrived on our shores in the post war years and has continued as people from other countries have joined us here. It also showcased the benefits these wonderful people added to our lifestyle by growing non traditional plants (flowers, fruit and vegetables) here and teaching us how to use them. I didn’t know we even had places called “Immigration Museums”, but apparently most capital cities do. When this pandemic is over I have some on my list of places to visit. As a child growing up in “the sticks” in country NSW, I was fortunate to have a number of these people settle in our area and also very fortunate to have a Chinese garden on the way to school. 2 boys from this family attended school with us and it was a delight to help them learn English. When they started school in about year 5 and 1st year high school, “Good morning Sir” was about the extent of their Australian vocabulary! They were quick learners and diligent students and we all must have been good teachers, as they both finished school
Interesting to note which ones are taken for granted these days... with top marks and attended University doing Medicine and Engineering. They spoke great English by then with a good smattering and understanding of Aussie slang!! My parents grew a vegetable garden that was augmented by things from our friends at this Chinese garden and by the abundance from the garden of an elderly gentleman (Uncle Fred) who lived down the street from us and was interested in growing unusual things. I look at things available in green grocers now and there are so many vegetables that were completely unknown when I was young. The first that I think of is the Zucchini and all the assorted varieties that are in this family. We certainly grew some squash but mostly it was “Queensland Blue” pumpkins and “trombone grammas”. The first, still the best variety in my estimation,

salad be without them now? From different areas we now commonly use chick peas (yellow and black), lentils of various colours and lots of other dried legumes, in many wonderful, tasty dishes. These have also become important for our farmers as export crops. Purple cabbage and broccoli were unknown in my childhood but what wonderful colour and flavour they add to dishes now. Even a salad back then, didn’t include coleslaw or pasta salad. Thank you to all the people that have come to our country and helped us have the great diversity of food and flavours that we now enjoy. When I arrived home a wonderful neighbour had cut my lawn so the place didn’t look quite so uncared for. I have pulled many milk thistles but sweet Alice is covering a number of sins and lots of volunteers are poking their heads up. My tomato plants have survived and while a bit “leggy” and in need of staking, are doing OK. Snow peas seeds that I poked in the day before I left are all flourishing and almost ready to bear. Given a little care and a few weeks it will all look presentable again. With the rain we have enjoyed lately, keep working on your gardens ready for the competition in October. As usual, schedules and entry forms are available at Brysons in Palmerin St. Thanks Lynn! ●

and the second, the only variety to make a really good “gramma pie”. Seeds for both these are now very hard to come by. Certainly Kumara was not on the list - purple-skinned white sweet potato was grown by Uncle Fred and was far from a favourite with one of my brothers! Even tomatoes were not used as widely as they are now, nor were there as many varieties available and certainly not in different colours. With the many Italians that arrived and their use of pasta, tomatoes rapidly came to play a much larger role in our diet and who could cope now without tinned tomatoes and pasta sauce in our pantries? Olives, capsicums, eggplant, basil, oregano, marjoram and rosemary are some things that come to mind as not having been commonly available in my childhood. Garlic is also much more widely used now, adding great flavour to so many dishes. Bok choy, Choy sum, Pak Choi, Chinese Broccoli (Broccolini) and Wombok (Chinese cabbage) are all relatively new, but the last one was something that mum used frequently thanks to our friends at the garden. In this I know she was far ahead of her time. Even mangoes and avocados were unheard of back then and who would do without them now? Kiwi fruit, paw paw, papaya and dragon fruit are all new additions to our diets and what would fruit

CASEY O’CONNOR
BRONCOS’ WOES CONTINUE The rot continues at the Brisbane Broncos and, as this week develops, things could be about to get worse. It is well documented that a serious family issue caused the Coach to remain in Sydney after the team’s clash with the Bunnies. Out of the NRL bubble, he has been forced to self isolate. During this time, he has been the target of disgraceful and vile rumours emanating from what were thought to be faceless keyboard warriors. So damaging were the rumours, Seibold was forced to call in his lawyers, the police and cybercrime experts. It now appears a prominent name within the NRL may be linked to the rumours and innuendo that were peddled to various leading league journalists and posted on several social media platforms. This situation could get very ugly very quickly. Early this week, Seibold also spoke of his anger and disappointment at the lack of support he has received from the NRL during this difficult time. He has revealed that during the past two weeks of sheer hell, no-one from the NRL reached out to him to check how he has been travelling. The beleaguered Coach is angry and has every right to be. No matter what you think of Seib’s as a coach, he is by all accounts a decent bloke. He does not deserve what he has been served up in the past couple of weeks. It is a bit late now, but ladies and gentlemen of the NRL that thing on your desk or in your pocket is called a telephone. Seems you may have forgotten how they work. In a game that champions inclusiveness and looking after your mate, the reaction from those running the show to Seibold’s current situation is disappointing. There is a growing school of thought that Seibold may make a decision on his future this week. Many in the know speculating he will stand down. Like all Broncos supporters, I have been extremely disappointed this season and critical of the coach and plenty of other things in and around the club. Given what Seibold has been through personally and professionally in the past couple of weeks you could hardly blame him if he chooses to walk away. - Casey THREE NEWBIES IN AUSSIE SQUAD Three uncapped Australian cricketers have been included in the 21-man squad selected to tour England in the upcoming limited overs series. Three ODI games and three T20 games will be played in 13 days of intense cricket. The T20 games will be played at The Rose Bowl, Southampton, commencing on Friday, 4 September. All three ODI matches will be played at Old Trafford, Manchester beginning on 11 September. Riley Meredith, Josh Philippe and Daniel Sams have been added to the team which will captained by Aaron Finch. Pat Cummins has been named as vice captain. The Warwick Water Rats have reason to smile with a great five from five start to the 2020 season Andrew Tye, Matthew Wade, David Warner, Adam Zampa. The Aussie’s will remain locked in a biosecurity bubble at hotels built into the grounds’ grandstands, as has been the case during Pakistan and West Indies’ tours to England. Grounds will be closed to spectators. While most players will return home to mandatory isolation for two weeks, several including Pat Cummins, Dave Warner and Steve Smith head to the UAE for the 2020 IPL season. A lucrative trip for Pat Cummins. His contract with the Kolkata Knight Riders worth an eye watering $3.2million. STANTHORPE SPORTERS Conditions were a little chilly on the Stanthorpe Golf course early Sunday morning but Stanthorpe Sporters simply rugged up and got on with it. The conditions were not an issue for Aaron Simmers finally nailed a win last Sunday ahead of runner up Mark Lynam. Sporters tee off each Sunday between 7.308am CA WEBINARS SHOW HOW Cricket Australia recently announced a great initiative to assist and support community cricket volunteers. This is an opportunity that should not be missed if you are involved in Junior Cricket. The link to the webinars is www.
community.cricket.com.au/clubs/clubwebinars and can also be accessed from the Cricket Australia website SHOWERS NO PROBLEM Golfers across the Southern Downs were met with a very wet start on Saturday morning but a little moisture was no deterrent to the 33 keen players who hit the course for the single Stableford event in Warwick. In spite of the rain the course played well with the greens just a little slower than in recent weeks. Scott McLennan continued his good form and outplayed the field to record 38 points and record a one shot win. He just got home from runner up Brendan Landrigan (37 points) who is also in a purple patch of form. The run-down went as follows:- Peter Boney and Anthony Seidl (36). After scoring 21 points on the front nine, Tony Kahler finished with 34. Matty Tate (welcome back) along with Mark Thomas (33), Chase Longley Jon Pearson (32)and Don Stewart and Peter Balfour (31). Thirty-one may just be the lowest score to get a rundown ball in many months. It confirms that some players found the conditions a little difficult. Good to see Anthony Seidl getting a ball in his first game with a handicap at the club in decades. He was a very good junior golfer many years ago and is back in town supporting his mum Phyllis. His father Frank was a popular and longstanding member of the Golf Club up until his recent death He had been a member of the club since 1979 and served a period as a greenkeeper. The members of the club and golfing community extend their condolences to his family. Members will also be pleased to hear that Bill McKillop was recently discharged from hospital and is continuing to recuperate at home. Everyone wishes Bill a speedy recovery.
Members are reminded that the nomination sheet for the graded matchplay championships is now posted in the clubhouse. members are encouraged to nominate for this popular and important event before nominations close in a couple of weeks. HIGH QUALITY SINGLES FINAL Rain, glorious rain on Friday night paved the way for an exciting finish in the final of the Stanthorpe Bowls Club Men’s A Singles this past Saturday. The green played perfectly and the result highlighted the quality of the game. Frank Gallo narrowly defeating Len Girgenti 2524. Congratulations go to both players for providing a match that see- sawed from end to end and play to play. Thanks to Brian Brown who marked the game. While the Singles final played out there was also a game of Pairs and one game of Triples played Pairs Sylean Fairley and Wendy Hurnall outpointed Gary Trevana and John Fairley18-12 in the pairs. Honours in the Triples went to went down to Luisa Girgenti Robin Rose and Ernie Jones who claimed a 24-6 win over Gordon Gallaway Jack Bell and Helen Jones. Great to see Jack Bell back in action again. Numbers were down significantly this past Wednesday and only one game of singles and one game of pairs were played. Len Girgenti had a convincing win in the singles defeating Ray Rankin 28-7. In the other game Bruno Stefanon and Brian Brown proved too strong for Luisa Girgenti and Helen Jones 22-11. The light exercise offered by bowling along with the chance to meet new friends are just two reasons to try Lawn Bowls. If you would like to have a roll-up call Len Girgenti on 0477500402 for further details. Continued on page 30

THE SPIN From previous page B GRADE SINGLES GET UNDERWAY The first round of the East Warwick Bowls, B Grade Singles were hotly contested last weekend. The rain on Friday night very welcome and fortunately did not have a major effect on how the greens played. The final between Chris Lawler and Sid Morris will be decided this Saturday with play commencing at 1pm. Results of Saturday’s games:- John Johnson d Steve Ford 25-7. Darren Rabbitt d E. Diery 27-10. Members are asked to their names on the sheet at the Clubhouse if they are entering a team. Pennants comepitition is just around the corner so if you are interested in playing there is also a sheet in the Clubhouse. East Warwick bowlers diary:- The Open Rose Fiesta Fours Saturday, 3 October; Ross Norman’s Memorial day for Enid Saturday 17 October and Patron; Open Fours Carnival Sunday, 15 November and Patroness Day Saturday, 12 December. With regular bowls resuming, the organised roll-ups on Tuesdays and Thursdays have been discontinued. RATS ON THE ROAD It was a massive day of travel for the Senior Rats. The girls made the trek to Dirranbandi with a squad of just seven. Without the luxury of subs, they struggled against fitter opponents in the first two matches. St George put their home ground advantage to good use and add in the factor that they had adequate players to field two teams it was all credit to the Warwick girls that the score at half-time was only five-nil. Unfortunately, the Frillnecks ran away with the game in the second half to score a 24-0 win. The luxury of rolling on so many fresh players proved a huge advantage as the Frillnecks ran away with a 24-0 victory. The girls’ second match was interrupted by wild weather and hail. Again the lack of fresh reserves told in the end. The Bears big winners - 32-0 win. There is good news however, the Rats showed plenty of ticker in the final game of the day. In a much better performance they downed Roma 22-7. The girls scored four tries and only conceded to Roma in the last minute. Amanda Hinch best on ground. To allow all teams to recover from the gruelling weekend of travel, a full round of byes has been scheduled this weekend. The girls will be looking for some well-earned R & R. WATER RATS TOO STRONG FOR RIVER RATS The Warwick Water Rats Men’s side continued their unbeaten star to the season this past Saturday and are now five from five in season 2020. Their 36-7 win over the much-improved Chinchilla side is no indication of how tough and brutal this game was. There was for the little bit of complacency that set at the Fish Tank. The Chinchilla River Rats produced a tough, fighting performance. The rats ran in two tries in the first ten and many wondered if it was going to be a one-sided affair. The River Rats dug-in and held Warwick at bay for the remainder of the half while scoring a great try of their own. The classic chip-chase and regather delighted the home crowd. 30 SOUTHERN FREE TIMES

Pictured with Dave Scotney from Southern Cross are the winning team from Killarney. Kim Hankinson, Les Clarke and Jim Lamb who were the August winners of the Turkey Triples at the Southern Cross Bowls Club. A pivotal moment in the match came early in the second half. Momentum was swinging Chinchilla’s way but five minutes of disciplined defence repelled the raid Paul Christensen, pulled off two intercepts during the game. On one occasion he snatched the ball out of the air and ran the length of the field before passing to his brother, Matt to score. That try turned the game and the afternoon storm which rolled in made for miserable conditions. The Water Rats stuck solid to their plan with a mature and measured approach. Clever kicking and smart ball management allowed Warwick to camp in the opposition half never offering Chinchilla a chance. It was far from a pretty win - ugly, scrappy yet effective footy and with a win in their sights the Water Rats moved in for the kill. The Rat’s stocks were bolstered by the return of scum half Joseph Levick who added sense of calm and poise to the play. His performance gives selectors a real headache with Harry Sullivan set to return Brad Johnson continues to defy father time and the laws of physics, while. Matty Christensen was electric scoring another hat trick. Youngster Ryan Balint, showed plenty of class at fullback. The Water Rats are back at home this weekend and are attracting plenty of new followers at home games. Coach Vlad Savovski says this home game against the Bears is an impotent stepping-stone towards the club’s clash with Premiers Chinchilla and the team is hoping to keep their unbeaten run intact. Kick off this Saturday is 2pm at Risdon Oval. REDBACKS SHOW PLENTY OF BITE The recent form of the Stanthorpe United Redbacks has been pointing to a good win and against the Toowoomba Hawks on Sunday they delivered finding the back of the net on a regular basis and scoring a seven-nil win. In blustery conditions both teams struggled to control the ball on such a small pitch early in the game. United found their rhythm and began to control the game peppering the Hawks goal. They were unable to turn opportunity into points in the early stages of the game. Ben Rametta was brought down heavily in a play that the referee deemed to be just outside the box. Soon after, Brad Thompson curled the ball around the wall to give United a well-deserved lead. The Hawks created their share of opportunities but they were quickly snuffed

out by the strong defence of Halford, Josh Crestani, Hitchener and Lanza and well orchestrated by Carnell in goals. Brad Thompson scored his second after a pinpoint pass by Purcell found Thompson on the near post 10 yards out. He headed the ball powerfully into the back of the net. At half-time it was two-nil and the discussion centred around the importance of keeping the pressure on the Hawks defence. The nature of game changed 10 minutes into the second half. Ben Rametta was brutally tackled from behind by a Hawks defender (on a yellow card) coming through the back of his legs. The referee waved play on. Only seconds later Josh Crestani slid in a tackle to take the ball off a Hawks attacker earning a yellow card. Brad Thompson fell foul of the referee for his over reaction to the incident. He was sent off and United were reduced to 10 men - game on. Down a man, United demonstrated their strength putting the incident behind them and focusing on the job at hand. Rametta scored soon after to give the Redbacks a three-nil lead. A flurry of goals followed. Simon Mascadri scored. Rametta added another to make it three for the day. Hunter Murphy and Aiden Fax also found the back of the net to complete the rout final score seven-nil. It was a good team effort and it was difficult single out a player of the match however Jared Hitchener is quickly establishing himself as one of the most consistent players on the park. Purcell, Murphy, Mascadri and Rametta combined well creating countless opportunities. Brad Thompson showed his class once again in his shortened stint scoring two goals prior to half time. Unfortunately, he will now miss a week for his indiscretion. After seven rounds the Redbacks have moved to fourth on the ladder. On Saturday night they face their toughest test yet with a 6pm game against top of the table, Willowburn at Commonwealth Oval field. United will miss the contribution and experience of Brad Thompson while Ace McDonald and both the Crestani brothers must overcome some niggling soft tissue injuries. This should be a cracking game. ROLL ON WARWICK CUP Unlike many of their country counterparts, the Warwick Turf Club has confirmed that the 2020 Warwick Cup Day meeting on 10 October will go ahead as planned. Naturally because of the current Covid restrictions patrons will find things a little
different at the Allman Park signature event. After successfully hosting a TAB meeting recently the club is confident the Cup Day meeting can go ahead albeit with some modifications to comply with Covid-19 rules. With the Allman Park track now gaining Racing Queensland, Tier Two status, organisers are hoping to attract more nominations from Brisbane and the Gold Coast, COLTS IN CONTROL The combined Warwick Stanthorpe Colts team certainly took no ill effects from their week off after their round four game was cancelled due to wet weather. Last Saturday, the boys steamrolled bottom team Highfields six-one. Mitchell Scheiwe worked hard in the middle of the park in both attack setting up a number of chances for Joey Kelly, Harry Whitaker and Lochlann Hogan. The Wolves forwards did struggle to find the net early in the game hitting the framework on three occasions. When George Greenaway and Noah Dwan were introduced into the game their fresh legs paid dividends. Dwan scored shortly after taking the field. The Wolves then scored twice before the break and led three-nil at half-time. In the second half, the Wolves took control of the game, finding and utilising space across the park. Striker Joey Kelly became provider setting up a great opportunity for Ariel Walsh to score which he did with aplomb. Kelly then set up Dwan who obliged with his second goal. It was a great team performance with Mark Skinner playing one of his best games while keeper Joey Brown was again safe between the sticks. On Saturday, the Wolves travel take on West Wanderers on their home patch. The game begins at 1.30pm. TURKEY TRIPLES BACK AT SOUTHERN CROSS The return of the Southern Cross Bowls Club’s Monthly Turkey Triples competition at proved popular with 48 bowlers filling green. Players from the three Warwick bowls clubs were joined by visitors from Clifton, Killarney, The Summit and Tannymorel. The big field played two games of 14 ends and there was a mix of good and not so good performances. Fortunately for some “Rick O’Shea” showed up a few times and helped-out. Two of the ladies on a family team came up with some unbelievable shots at the kitty and not only bruised a few bowls, but also shattered the egos of their male opponents. The cream finally rose to the top and the crew from Killarney: Jim Lamb, Les Clarke and Kim Hankinson, claimed the win and took home the cash. Runners-up were Dave Scotney, Linda Hartley and Kev Mooney from Southern Cross. At the other end of the scale was the combination of Allan Davidson, Barry Frame and Joe Torrisi who couldn’t win a trick. They each went home with a six-pack in their possession and smiles all round. The Raffle winners were Fordy, Margy, Cocky, Gary and Joey. On Saturday, the team of Clark Davidson, Marion Skaines, Dave Scotney and Steve Tyter played in the Inglewood Bowls Club Carnival. They were in fine form and were good enough to bring home the winner’s share of the $1500 prize money. I wonder how much their lucky rabbit’s foot contributed to their good fortune? freetimes.com.au

NEW COMMITTEE TAKES THE HELM The Southern Cross Bowls club held their AGM this past Sunday and a new committee of Pat Gainey (Chairman), Bill Lee (Men’s President) and Cheryl Wickham (Ladies President) was elected. Following the AGM, the members enjoyed a sausage sizzle before 38 people took to the green to compete for the Frank O’Mara Memorial Shield while trying to ignore the cool westerly wind. The boys from Killarney were so buoyed by their success in the Turkey Triples they fronted up again. Some will say it was luck others skill but the Killarney crews winning run continued, scoring the highest winning margin in their game against Allan Davidson, Daphne Cross and Dave Scotney. runners up John Lawardorn and Steve Tyter. The day wrapped up with plenty of raffles and prizes for touching the kitty. Today, (Thursday 20 August), the ladies host Social Mixed Bowls commencing at 1pm. Everyone, including beginners who can have a go with bowls supplied by the club, are welcome. Be at the club (opposite St Mary’s Church, Warwick) by12.30pm. Inquiries should be directed to the Ladies President Cheryl 0407 641 158. Get ready for another “Crazy” afternoon of bowls on Saturday. The craziness commences at 1pm and again everyone is welcome. Put your name down with Clark or call him on 0427 673 277. COLD AND DAMP CONDIITIONS - TOUGH GOING The threat of rain hung over the individual Stableford scheduled for Stanthorpe Golf Club members and visitors. While more rain would have been welcomed by many, the weather remained dry and cold. (Did I say Cold - bitterly cold). You’ve got to take your hat off to our local golfers, most sane people were curled up in front of a fire somewhere. I’m told a spot close to the heater in the clubhouse proved pretty popular as players returned to the clubhouse. The fairways were damp from the overnight rain and scoring was expected to be tough. First time in quite a while not one player managed to return 40 points or better giving some indication of the conditions. A little bird tells me that Ken Hinze has been spotted out on the course playing some practice rounds to fine-tune his game. His hard work obviously paid dividends as he returned the best men’s score of 38 points to take the main prize of the day. Hayden Smith and Matt Waterworth returned nett 37. The countback for runner up went the way of Hayden while Matt settled for a run down. Keith Barnett (36 pts), Leighton Thurston (34 pts) and Santo Cavallaro (34 pts) also collected prizes in the run down. A 33points from Nikki Waterworth was good enough to win the Ladies even a score of 30 points. Nikki played a steady round with a score of 16 on the outward nine and was back in 17. Lorraine on the other hand had a better front nine but found the going much harder on the return journey, recording 12 points. The ladies run down included Helen Jones, Sandra Morris and Neta Thouard, all with 29 points. The day was kindly sponsored by club member Ian Pickering. The time sheet for the men’s and ladies’ foursomes championships is now available at the club with play to be held on Sunday, 23 August. Play will commence from 9.30 am following Sporters. The Redbacks are pictured going through their warm-up prior to a recent game in Warwick, ured during their warm up at a game in Warwick earlier in the month and enter your nomination onto the time sheet. A single event will be played next Saturday and the time sheet for this round is also available at the clubhouse. ORIENTEERS OFF TO DALVEEN Following the easing of Covid-19 restrictions the Bullecourt Bounders made a successful return to competition in July, hosting an event in the Passchendale Forest. Club publicity officer, Liz Bourne said the event at Passchendale attracted good numbers and members are keen to get back to regular competition. This Sunday (23 August) the Orienteering Club is hosting an event at a grazing property at Dalveen. Sunday’s course is located 10km north of Dalveen, off the Old Stanthorpe-Warwick Road and will be clearly sign posted. Starting times are from 9am - 11am. Ms Bourne said the property being used for Sunday’s event combined open, runnable forest and grazing paddocks with areas of scattered granite. The course is a good balance of enjoyable running and navigational challenge. “There will be seven courses available to suit all ages and levels of ability.” Ms Bourne said. “Local people curious about Orienteering or who would like to try their hand are most welcome to come along on Sunday. “There is a short, easy courses for beginners and instruction on basic map reading and navigational skills will be available”. The event sponsored by Style Shoes. Gwen Mills finished the round with the winning score of 35 points. Michelle Wright returned the best score (19-points) for the front nine. Anna Cox had the best of the back nine also scoring 19 points. Congratulations to the winners. Balls in the run down went to Mel McLennan and Janine Stewart (34), Di Macdonald, Ann Tomkins, Majella Kahler and Mary Young (33) , Jill Barnes 32 and Liz Ellis 31. Players were confronted with damp
conditions Saturday after overnight rain presented them with a few more water hazards than usual. The golfing weather gods were kind and only once during the round were umbrellas and raincoats called for. The event was won by Molly Scotney. Her score of 36 points put her well ahead of her nearest rival and runner up Mary Young (32 points). Balls in the rundown went to Dannielle Seibel and Anne Lyons (30), Helen Olsen 2 and Jacqueline Millard 27.The club is grateful for the sponsorship of the Warwick Twin Cinema. This week the Ladies will play a Single Stableford on Saturday. That event sponsored by Warwick Watchmakers and on Wednesday, it is the Mid-week Medal - a single stoke event off the the white markers ON THE SUMMIT SOMEWHERE The Summit Bowls Club sits at one of the highest points on the Southern Downs. On Saturday, 19 dedicated, tough or crazy (take your pick) players who were out on the green knew all about it as they out to support the afternoon sponsored by club member Darren Stanley. As a a bitter westerly blew across the greens, bringing with it an almost Arctic chill, bowlers could have been forgiven for thinking they’d been transported to the Summit - of Mount Kosciusko. All that was missing was the snow. Keith Mungall, Lindsay Hartley, Jamie Zamprogno, Rocky Thompson and Carl Sutherland were the lucky winners after it was decided that as a result of the uneven numbers a lucky draw would be for prize money. Gaye Wilmot and Tyler Sweeney (17) defeated John Graham and Lindsay Hartley (12). Brian Brown and Jamie Zamprogno had a 19-9 win over Pam Moore and Michael Sweeney. Rocky Thompson, Carl Sutherland and Eliseo Zamprogno had a 20- 15 win over their opponents, Keith Mungall, Rod Newlands and Tony Schubert. Tina Schubert (four bowls) and Paul Zamprogno had a big won over Tillio Zamprogno, Phil Davis and Ray Spiller . Score 30-9. Special thanks Darren Stanley for generously donating the prize money. The committee would like to thank those members who on gave up their Sunday morning to arrange the furniture and seating in preparation for the triples last Tuesday. Their help allowed for the club to be thoroughly vacuumed and furniture and chairs dusted and sanitized.
On Saturday, the club hosts the Southern Downs Men’s Pairs. Some strong pairs from clubs in the district will ensure good competition. Saturday’s winners will then be required to play in Inglewood on Sunday. Summit bowlers and others should have the following dates for the remainder of August. noted in their diaries: 22 August, Saturday: Hosting Men’s District Pairs; 23 August, Sunday - Men’s District Pairs, Inglewood: Sunday morning social bowls; 28 August Friday- Family - Community Barbecue; 29 August Saturday - Social Bowls; 30 August Sunday - Sunday Morning Social bowls. A Level One cricket coaching course will be held in Warwick on Wednesday, 9 September for anyone interested in a coaching role. A start time and venue are yet to be announced. Please contact either the Stanthorpe or Warwick Club for further information. The Warwick Cricket Association AGM will be held on Wednesday, 26 August at the Slade Park Club house and beginning 6.30pm.
