Ex-Casey mayor Sam Aziz has returned to Australia. his return flight from Cairo to Melbourne by a month, however on the day of his return flight, Mr Aziz was said to be “suffering from symptoms including heart palpitations, shortness of breath and was visibly perspiring” and therefore had to cancel his flight. The former councillor left Australia after IBAC investigators executed search warrants on his properties in Berwick and Roxburgh Park.

A significant amount of Mr Aziz’s personal property, including documents and electronic devices were seized during the raids, court documents stated. Mr Aziz allegedly sold his home in Berwick prior to fleeing the country but the sale of the house was seized as proceeds of crime - with a restraining order also in place. Mr Aziz is alleged to have committed of12425088-FA36-19

Besieged former Casey mayor Sam Aziz, who left for Egypt 10 months ago, has finally returned to Australia. Mr Aziz is a ’person of interest’ regarding an ongoing Independent Broad-based Anticorruption Commission, where it is alleged he had dealings with a developer, however, he flew overseas last October, just before the hearings began. An IBAC spokesperson confirmed the watchdog was “aware of the recent return to Australia of Mr Aziz” who remains a focus of IBAC’s Operation Sandon, “an ongoing investigation into allegations of corruption concerning Casey Council“. “We intend to resume public hearings as soon as practical, in line with the directions of the Chief Health Officer,“ the spokesperson said. “For legal and operational reasons, IBAC is not able to provide further comment at this time.“ Mr Aziz has been teaching at a business school in Cairo but it is understood his contract ended in July. He last spoke to Star News in February, saying his lecturing duties at Bloom Business School were “sporadic” as he battled a heart failure condition. According to The Age, Mr Aziz flew into Sydney last week and is now in hospital. The nature of his condition is not known but in a court document filed by his lawyers earlier this year it claimed Mr Aziz had ongoing health conditions including a chronic heart condition, diabetes and mental health concerns. He will face a two-week mandatory Covid-19 quarantine in Sydney after all international flights that were scheduled to land in Melbourne, where Mr Aziz lives, have been banned due to stage-four Covid-19 restrictions. Australia’s borders are closed but only Australian citizens, residents and immediate family members can travel to Australia. Court documents revealed in November last year that Mr Aziz had brought forward

fences including misconduct in public office, bribery of a public official, and dealing with the proceeds of crime, according to a court document filed by IBAC with the County Court. He continued to claim paid leave from the City of Casey while overseas until the State Government moved to sack the council in February. Mr Aziz could not be reached for comment.

Active case rate plummets By Brendan Rees Casey’s active Covid-19 tally has continued to fall, with data showing a drop of nearly 200 cases in the seven days to Wednesday 26 August. Despite Casey recording three new cases in the 24 hours to Wednesday 26 August, the local government area active case tally dropped by eight to 151, according to the latest health data. Victoria recorded 149 new cases of Covid-19 in the 24 hours to 26 August, with the total number of cases now at 18,608. The state’s total has 3488 active cases, including 434 active cases of infected health care workers. There have been 24 new deaths from Co-

vid-19 reported in the 24 hours to Wednesday 26 August. They include one woman in her 60s, three men in their 70s, three women in their 80s, seven men in their 80s, six women in their 90s and four men in their 90s. In Neighbouring local government areas Greater Dandenong has 117 active cases and Cardinia 34. On Wednesday 19 August, 349 cases had been listed as currently active within Casey, but that number has dropped by 198 in the past week. Meanwhile, Victoria Police issued 156 fines to individuals for breaching the Chief Health Officer directions in the 24 hours to Wednesday 26 August including 22 for failing to wear a face covering, 16 at vehicle checkpoints, and 46 for curfew breaches.

Friends jailed after raid By Brendan Rees A pair of uni drop outs have been sentenced to jail for their part in an elaborate drugs supply operation at a Narre Warren home. Toan Vu, 23, was sentenced to two years and six months in jail while Son Pham, 29, was sentenced to 12 months’ jail after both pleaded guilty to cultivating a narcotic plant at the Victorian County Court sitting on 19 August. In his sentencing remarks Judge George Georgiou said while the roles they had “performed was at a low level it was still, an important role and one which must be denounced”. The court heard police uncovered the “sophisticated” cannabis set-up after swooping at a Wood Road home in Narre Warren just before noon on 12 August, 2019. Officers initially knocked on the front door but when no one answered they activated their siren and spooked the pair, causing them to run through the garage along with a third man. All three were arrested before police raided the home, seizing almost 200 cannabis plants including seven garbage bags full of dried cannabis buds totalling more than 136kg, the court heard. Police also found lamps and ballasts, two fluorescent lamps, carbon exhaust fans, water pumps, electrical transformers and an electrical bypass controlled by timing devices. Investigators interviewed the duo through a Vietnamese interpreter where Pham told police he had been living with Vu for two months and at the time of his arrest had been cutting plants for about 10 hours for a payment between $500 and $1000 over two days, the court was told. Vu told police he met a person at Springvale shops who offered him work cutting plants for a payment of $1000 as he struggled on his savings of $150 a week.

Two men have been jailed after police uncovered a cannabis operation at a Wood Road home in Narre Warren. The court heard Vu and Pham, who came to Australia from poor families in Vietnam in 2015 and 2014 respectively, had met at a Victorian poultry company where they had worked. After struggling with his studies Vu dropped out of his English and business courses before his higher education visa was cancelled in December 2018. However, three months later he was granted a bridging visa but at the time of his offending was unemployed and in a “desperate, emotional and financial state”, the court heard. Pham, who was also struggling for cash and keeping up with his uni fees, had his student visa cancelled without him knowing, the court was told. Judge Georgiou said the duo, who had no prior convictions, were not involved in the set-up of the crop and told them he accepted “neither of you entered the country to commit crimes to which you pleaded guilty to”. When sentencing Judge Georgiou took into consideration the pairs youth, that their pleas of guilt were “indicative of some remorse”, and their prospects of rehabilitation was “at least good”. But he noted the charges were “serious given the quantity involved and the sophisticated nature of the operation.” The court also heard the pair would be placed in immigration detention after jail.

Examples of people breaching the rules include: A woman who was intercepted in Carlton at 12.45am after police observed her driving without her headlights on. When asked for her reason for travel, she told police she was going to a convenience store to buy some donuts. A man who was found drunk in the passenger seat of a vehicle at 4am. He told police he had just come from a party at his friend’s house. Multiple people across Melbourne leaving their homes during curfew hours to buy fast food. toria’s state-of-emergency powers by a year - a move Opposition Leader Michael O’Brien said the state coalition would vehemently oppose, describing it as a “power grab” by the Premier. “Daniel Andrews caused this second wave by his government’s incompetence managing hotel quarantine and now he wants to extend his power without being accountable for it,” Mr O’Brien said. The extended powers, which the Premier plans to introduce on 1 September, would mean mandatory face coverings and requiring workplaces to have a Covid Safe Plan. “Without a vaccine, this pandemic is far from over,” Mr Andrews said. “These legislative changes will mean we continue to have the right protections in place until it is.”

Burglars’ double trouble Police are investigating a burglary at a Lysterfield service station that is believed linked to an attempted ATM theft in Dandenong in July. Two male offenders allegedly forced their way into the Lysterfield Road servo about 5.40am on 5 July, stealing a number of confectionary items before fleeing. On this occasion, the males were using a blue early to mid-90s E-Class W210 Mercedes Benz with no front bonnet ornament. Police believe the pair also tried to allegedly steal an ATM from a market on Clow Street about 3am the following day. They were unsuccessful and left the scene empty-handed, police say. Investigators from Greater Dandenong Crime Investigation Unit have released photos and close-circuit television of two males they believe may be able to assist with their inquiries, along with pictures of the Mercedes. Police ‘dead letters’ search Narre Warren police are hoping to locate the owner of stolen burial documents which were found during an intercept at Clyde North in May. Police intercepted a car with two occupants inside on Blackhazel Crescent about 5am on 6 May. Officers searched the vehicle and allegedly found drugs, weapons and suspected stolen items including burial documents, police say. Investigators have made attempts to locate the rightful owner but have been unsuccessful so far. “The documents date back to 1867 and investigators believe they would hold sentimental value to its owner,” a Victoria Police spokesperson said. Inspiring students Casey Cardinia’s soccer-loving students at Hope Australia Soccer Academy (HASA) have received a much-needed shot of inspiration when they were treated to an online party featuring an international soccer hero. Living in lockdown conditions has been a challenge for students from HASA - a nonprofit soccer program for children aged seven to 18, who have been keen to get back on the field playing their beloved game. The online party began with students receiving balloons and masks in the mail that they could decorate, and a program involving an emcee, trivia and a skills show. But the highlight was access to Afghan national soccer player Zelfy Nazary, who made his international debut for his birth country when he played against Palestine in August 2018. Nazary, who is more used to fielding questions from the media than from children and teens, said he found the experience of engaging with the students personally enriching. “It was good to tell them my story and how I got to where I am today. I really enjoyed talking to the students and answering their questions,” said the midfielder, who currently plays for Dandenong Thunder SC. “A lot of the kids come from the same background as I did as a refugee. There are a lot of struggles when you come to a country like Australia, and you see the potential for where you could end up if you worked hard and had the desire to succeed.” HASA student Zabi Mohammadi, 15, said the experience of meeting Nazary at the party was special and he was able to relate to his inspiring story, having grown up playing in the streets of Afghanistan, kicking water bottles like soccer balls on the way to school. Another highlight of the party was when Brazilian World Cup player and HASA guest coach ‘Mineiro’ surprised the students, appearing with his son Juan to perform soccer

Nazary encouraged the students to stay active during this lockdown period. “The conditions are hard at the moment and we’re all going through the same thing,” he said. “But if you love soccer you will find reasons and the space to keep training. You can jog, push yourself against a wall or do sit-ups to make yourself stronger. When this is over you want to be better than who you were before physically and mentally, which will help you become a better soccer player”. More than 40 percent of HASA students are from Afghanistan, with many other migrant communities represented including Sudan, Iraq and Pakistan.

Casey’s first home buyers cash in By Brendan Rees Casey residents buying their first home have cashed in on $4 million in stamp duty savings or waivers - the highest of any local government area in the state. The latest data shows 3704 people in Casey have got their foot in the property door and were among the 40,000 first home buyers across the state to save a collective $72 million in stamp duty in the 12 months to 30 June. Local government areas of Hume and Wyndam also topped the list of savings with Casey while in regional Victoria, it was Geelong, Bendigo and Ballarat. More than 9400 Victorians paid no stamp duty at all and 381 received the concession when buying their first home in regional Victoria, saving $120 million all up. Under the Victorian Government’s Homes for Victorians scheme, applicants do not pay any stamp duty at all on properties under

More than 103,000 Victorians have saved close to $2 billion in stamp duty since Homes for Victorians was introduced in 2017. Treasurer Tim Pallas said even amid the global pandemic, the scheme was helping Victorians get a leg-up and enter the property market and turning their dreams into reality. “Home ownership has become increasingly difficult for young Victorians and we know it can often feel out of reach. That’s why we abolished stamp duty for properties valued $600,000 or less - so first home buyers get a fair go,” he said. Narre Warren South MP Gary Maas said: “It is fantastic to see so many people purchasing their first homes in our community and saving such an incredible amount in stamp duty”.

More than 870 community members from a diverse range of backgrounds have shared how and when they most want to have their say on local matters. Casey council’s chair of administrators Noelene Duff said ensuring the community’s voice was heard formed a key part of council’s decision making. “The community told us they value feedback opportunities; they expect to be heard; and they want to hear how their views were included in decisions or outcomes,” Ms Duff said. “Our role as administrators is to ensure council meets or exceeds community expectations. Understanding and referring to community ideas and concerns forms a key part of our decision making.” Ms Duff said while Covid-19 had changed the way council engaged with the community in the past, council’s research showed a “strong acceptance and preference for digital engagement as ways to have a say”. She said the community’s feedback, along with council’s Community Engagement Policy reflected best practice, referencing the International Association for Public Participation’s spectrum of increasing community impact on decisions, adding “We are committed to hearing from all the voices that make up the City of Casey’s diverse communities. This includes Culturally and Linguistically Diverse (CALD) backgrounds, all abilities and Aboriginal and Torres Strait Islander communities”. Ms Duff said the city-wide ‘Shape your City’ engagement project, to be launched in September, will seek significant feedback as council starts developing a 10-year community vision and longer term strategic planning to guide future decision-making in line with community needs and priorities. Residents left disgusted By Brendan Rees Piles of rubbish dumped beside a busy road including disposable face masks in Hampton Park and Lynbrook - have disgusted a resident. Bob Bush said he and his wife, both in their 70s, had regularly seen rubbish including building materials dumped sporadically along Ormond Road and Lynbrook Boulevard during their daily hourly exercise. “People are dumping rubbish; there’s bricks, there’s paper bottles, all the gutters are full on this block of land,” he said referring to Lynbrook Boulevard. “People are just dropping their face masks; it’s a walkway. It’s just peeves me off.” He believed most of the rubbish had blown

off waste trucks going to the tip at Hallam Road, and was further appalled to find dog poo bags near a treed area. Mr Bush said the abandoned rubbish had been continuous since the first round of the coronavirus lockdown in March, and hoped the issue would be addressed by council. “I’ve been in Hampton Park for 45 years... It’s a shame to see it,” he said. Casey council’s manager of sustainability and waste, Michael Jansen, said council staff were continuing to investigate reports of illegally dumped rubbish, and remove litter from public places during stage four restrictions. “Single-use mask and glove litter is a problem being experienced across Melbourne at

present,” Mr Jansen said. “A litter prevention officer has been allocated to inspect the area around Ormond Road and Hallam Road. We have a litter collection contractor that pro-actively attends to litter hot spots and reactively cleans up litter when required.” He said council encouraged all residents to report litter issues, including litter falling from vehicles, via council’s online form, and include specific details, such as exact addresses, to assist investigations. “We ask that all residents are responsible for their own mask and glove litter by bagging, sealing and binning it. For more information on disposing of single use masks go to the EPA Website.

“Another option is to purchase or make reusable masks which can be washed between uses. Instructions on how to make a reusable mask are on the DHHS website.” The Environmental Protection Authority Victoria, on its website, said single use face masks and gloves should be disposed of responsibly in a general waste bin. “For households with a suspected or diagnosed Covid-19 case, place disposable PPE (personal protective equipment) and tissues into a sealed plastic or paper bag, and then in your general waste bin. Thoroughly clean your hands before and after carrying rubbish to your general waste bin or moving bins to and from the kerbside.”

By Brendan Rees Schools and community groups can now apply for sun shade grants thanks to a State Government sun smart initiative. Narre Warren South MP Gary Maas announced the Shade Grants Program round five had open and encouraged all those eligible to apply. Under the Shade Grants Program government schools can apply for up to $25,000 for shade development while eligible community groups can apply for grants of up to $50,000, both of which can include up to $700 for sun protection items. Applicants may also request up to $700 for sun protection items only. Since the initiative began 1325 shade grants have been awarded totalling more than $12 million since 2015. The State Government said it had continued to invest in prevention and early detection of skin cancer with a $15.1 million commitment, including $10 million to the future of the Shade Grants Program from 2019 to 2023. “Two in three Australians will be diagnosed with skin cancer by the time they’re 70 and yet it’s one of the most preventable forms of cancer,” Mr Maas said. “That’s why the Andrews Government’s commitment to the Shade Grants Program and skin cancer prevention in our communities is so important.” The schools application stream closes on 28 August and the community group stream closes on 11 September. Firies boxed in on times By Brendan Rees Firefighters at Hampton Park are lagging behind neighbouring brigades after responding to 19 per cent of emergencies on time, the first quarterly CFA response data has shown. The fully volunteer-run brigade reached emergencies in 13 minutes and 24 seconds in 90 per cent of cases, which was below the eight-minute benchmark. However, response times across Hampton Park between January and March, which included recorded times for nearby crews was eight minutes and 38 seconds. The recent data shows crews at Cranbourne, Narre Warren, Hallam and Berwick were performing well, responding 85 to 97 per cent of emergencies within eight minutes. Officer and Beaconsfield had also fared well, meeting 57 to 80 per cent of response targets respectively. A CFA spokesperson said Clyde fire brigade was not listed in the data due to responding to fewer than 10 incidents and would “not provide a statistically significant indication of service delivery performance”. Hampton Park brigade first lieutenant Chris Gomolis said there were a number of factors that impacted the brigade’s response times, noting in particular that the station was unsuitably located within a heavily populated residential area with many schools in each direction. He said this, combined with traffic gridlock and 40km/h schools zones, had contributed to delays for volunteers when travelling to the station to respond to call-outs as they were not exempt from any road rules. He said in “some cases” the station’s trucks responded to code three jobs - a non-urgent incident without the need for lights-and-sirens - if a call-out was deemed to be under control by a first responding truck, which meant they must comply with all road rules such as traffic lights and speed limits.

He reiterated that despite the delays and restrictions they faced “at no time is the community put at risk” - as the brigade had ongoing support from neighbouring 24-hour staffed Fire Rescue Victoria fire stations. Meanwhile, Mr Gomolis said the brigade had been fighting for years to relocate their

small and outdated station at Somerville Road. Concerns raised by 29-member brigade, which responds to call-outs in Dandenong South, Lyndhurst, Lynbrook and Hampton Park, have been a lack of change rooms, adequate training areas, and secure parking. “We want to be able to provide the best service we can as quickly as possible and being where we are, we’re doing it with one hand tied behind our backs,” Mr Gomolis said. The State Government has been contacted for comment as to whether a new station has been considered at Hampton Park. The incident response data reflected a peri-

od in which Victorian firefighters battled some of the worst bushfires in the state’s history by the end of which they adapted to operating within challenging Covid-19 restrictions. By the end of March, 400 homes had been lost as bushfires devastated much of East Gippsland. Sadly, the statistics showed three people died in fires during the quarter. “Despite these significant losses, I’m proud of our firefighters who saved many houses by bunkering down with communities as the fire front came through,” CFA acting chief officer Garry Cook said.

‘Cheese days’ scheme sees Sky Rail manager jailed By Cam Lucadou-Wells A highly-paid former manager on the Sky Rail project has been jailed for his part in work rorts worth more than $160,000. Kory Oxley, from Berwick, was on a $185,000 salary as a 35-year-old Land Lease foreman on the Caulfield-Dandenong leg of the Level Crossings Removal project in 2017’18. He pleaded guilty to orchestrating a timesheets rort in which workers were paid on non-entitled days off - or what the conspirators called “cheese days”. Over 12 months, he pocketed about half of the $90,328 racket. Oxley used the proceeds to buy a $24,000 caravan and an $11,500 boat and trailer. In sentencing on 13 August, County Court

judge Kevin Doyle noted that some workers felt pressured to join the ‘cheese’ scheme. They were told that “you’re either part of the ship or you’ll be thrown off”, Judge Doyle said. “You were managing these workers and you had power over them. You roped them into your criminal conduct. “You were spreading a culture of dishonesty in that workplace.” Oxley also organised 26 project laborers to do work on his co-offender and boss Steven Winter’s home in Selby over a two-day weekend in August 2018. Among their multitude of tasks were painting an outbuilding, building a large fence and moving a pile of wood. Oxley authorised for the team to be paid on the company dollar.

Though Oxley didn’t reap the benefit, the rort wouldn’t have occurred without his abuse of power, Judge Doyle said. “I don’t accept that you were somehow prevailed upon to offend in this way by Mr Winter.” Oxley’s “serious” offending was aggravated by repeatedly breaching his position of trust over an extended period. At the time he was not complying with a community corrections order designed to address his drug use. Oxley partly blamed his meth use for his offending, Judge Doyle said. He noted Oxley’s early guilty plea and lack of previous criminal deceptions. If Oxley could stop using meth, his rehabilitation prospects were “reasonably good”, Judge Doyle said.

The New Zealand citizen grew up amid family violence, drugs, crime and alcohol, and being “shuffled” among relatives’ homes. Jail would weigh heavily on Oxley, who was likely to suffer high levels of separation anxiety. So too the possibility of deportation under the Commonwealth Migration Act’s ‘character test’. Oxley was jailed for nine months, followed by a 15-month community corrections order. The supervised order included 100 hours of unpaid work as well as mental health, drug and alcohol treatment. The boat, trailer and caravan were forfeited, and Oxley was ordered to pay back the remainder of the money.

Changes to permits Casey landowners whose properties are in a bushfire prone area must now apply for a council permit to remove trees or vegetation from their land under new rules. Previously, all landowners in municipalities across the state could remove a tree within 10 metres of their house, and shrub and vegetation within 30 metres of their home, without requiring a permit, if the vegetation was protected by planning controls. However, the permit exemption has now been amended by the Department of Environment, Land, Water and Planning (DELWP). This change in rule, which applies to local government areas throughout Victoria, includ-

ing Casey, will prevent some of the oldest trees and vegetation from being cleared unnecessarily, which had been the case over previous years. Those properties with land sitting within the Bushfire Prone Area (BPA) can continue to have trees and shrubs cleared without a permit, providing the removals comply with the exemption requirements. Casey Council chair of administrators Noelene Duff said council was committed to protecting local homes and properties from fire and allowing homeowners whose houses sit within the BPA is demonstrative of this. “This change in policy will help protect

some of Casey’s oldest, native trees and vegetation and ensure we preserve our local environment, where we can,” Ms Duff said. “This will not prevent landowners whose property does not sit within a BPA from clearing trees, and Planning Officers at Council are here to work with you to assess your permit.” To find out if your land sits within a BPA visit the Landata website or contact the City of Casey’s planning department.

Landowners will now have to apply for a council permit before removing trees or vegetation from their property.

Markets win a reprieve By Brendan Rees Stall holders will be allowed to trade at the Berwick Farmers Market after it was abruptly banned in what was labelled as a “shambolic debacle”. It comes after the State Government moved to close farmers’ markets across the state from a list of permitted food retailers under Covid-19 stage-four restrictions on Friday evening 21 August, leaving many farmers blindsided and forced to cancel markets before the weekend. But following public outrage and pressure from the Victorian Farmers’ Markets Association (VFMA), the State Government had backflipped its decision by 8.30pm last Friday, allowing farmers’ markets to stay open. Hanna Hamod, a Baxter farmer who runs a fresh fish stall at the Berwick Farmers Market, said the decision had left his small business “extremely vulnerable” and resulted in insufficient time to prepare for last weekend. He said the last-minute reversal also meant “there was nowhere near the customer volumes because everyone was confused” when he and other farmers traded at farmers’ markets last weekend. “We don’t know what the government’s going to do next. We have no security in what they’re going to do,” he said, but added: “To now know that Berwick and a few of the other markets just gives us a bit of certainty”. Geoff Rankin from the VFMA who also oversees the Berwick Farmers Market, said the decision came without warning and a “total shock to the industry” and the only way it was

A Victorian Government spokesperson said after concerns were raised around density requirements, the Chief Health Officer and the Minister for Agriculture reaffirmed that farmers’ markets could continue for takeaway. “We want to ensure Victorians have access to the fantastic local produce our farmers and artisan producers have to offer, keeping local providers afloat during this pandemic,” the spokesperson said. “Markets are limited to takeaway food and

drink sales only - to be consumed offsite - with Covid safe restrictions in place including density requirements, signage and cleaning.” Agriculture Minister Jaclyn Symes said: “I want to confirm that farmers’ markets continue to operate, to ensure Victorians have access to the fantastic fresh produce our farmers work tirelessly to provide”. The VFMA’s executive officer Kate Archdeacon said she was “utterly thrilled” that accredited Victorian farmers’ markets could resume trading and “wholeheartedly” thanked the Minister for intervening.

COOL CAKE FOR SPRING WEATHER By Tania Phillips The weather is warming up and it’s time to get out into the backyard or further afield if lockdown allows but it’s not so warm that butter melts off the bread! So it’s the perfect time to enjoy a cake straight from the fridge. This tropical papaya refrigerator cake comes all those beautiful summer flavours without needing to be close to fridge to keep the cake from melting down your arm.

Tropical Papaya Refrigerator Cake Serves 12, Prep Time: 25 minutes Refrigerator Time: 8 hours

Method 1. With a hand-held mixer beat the cream cheese until smooth. Slowly add cream, beating to incorporate well as you pour, then continue to beat for 1 - 2 minutes until it thickens and holds soft peaks. 2. Add the condensed milk, vanilla and lemon juice to the cream and beat until the mixture begins to re-thicken and the beaters leave trails in the surface. Spoon 1/2 cup of the cream into a separate dish, cover and place in the fridge for toping the cake when it’s ready to serve. 3. Line a 1.5 litre loaf tin with cling-wrap to cover the base and over-hang on all four sides. Spread 1/2 cup of the remaining cream in the bottom of the prepared tin and arrange a layer of biscuits on top, cutting a few into smaller pieces to fill any gaps. Dollop over a quarter of the cream (about 1/2 cup again) and spread to cover the biscuits. Top cream with a third of the papaya slices and a third of the drained pineapple. 4. Repeat with biscuits, cream and fruit for two more layers, then finish with a final layer of biscuits and the remaining cream. 5. Cover the surface of the cake with the over-hanging cling-wrap. Press gently to compress and refrigerate 8 hours or overnight - giving the biscuits plenty of time to soften. berwicknews.starcommunity.com.au

6. When ready to serve, peel the cling-wrap off the top of the cake and invert onto a serving platter. Remove all cling-wrap and discard. Spread the top and sides of the cake with the reserved cream. Decorate with the coconut, almonds and extra papaya. Keep cake refrigerated until ready to slice and serve. TIPS To toast coconut and almonds, spread over a tray and bake for 5 - 6 minutes in an oven preheated to 180°C, or toss in a hot pan until just golden. As long as the cream is thick enough to stay on the biscuits without running quickly off the edges it will do the job perfectly, however if you feel it’s too thin at the end of Step 2 you can refrigerate it for an hour and beat again. To cut biscuits into smaller pieces use a serrated knife in a sawing motion so they don’t shatter or crumble. The Blu Olive platter is loaded with lamb and chicken cooked on the spit, pork skewers, keftedes, homemade sausage, pita bread, salad, chips, dips and dolmades. TPAR’s due very soon The Australian Taxation Office (ATO) has reminded businesses that pay contractors for certain services that they may need to lodge a Taxable payments annual report (TPAR) with the ATO by 28 August. This is the first year that businesses that pay contractors to provide road freight, information technology, security, investigation, or surveillance services may need to lodge a TPAR with the ATO. This is in addition to those businesses providing building and construction, cleaning, or courier services that are already required to report. “In response to Covid-19 many businesses have had to quickly adapt, and many have needed to contract out more services. We also know many contractors are struggling right now. It is not fair if an honest contractor misses out on business because a competitor is under-cutting them by doing things like under-declaring or not declaring income. The TPAR helps us shed light on payments to contractors and keep things fair,” ATO Assistant Commissioner Peter Holt said. Businesses should take the time to check if they need to lodge a TPAR and to make sure it is lodged with the ATO by 28 August 2020. The ATO website ato.gov. au/TPAR has information that businesses or their advisers can use to quickly determine if they need to lodge a TPAR. “Many restaurants, cafes, grocery stores, pharmacies and retailers have started paying contractors this year to deliver their goods to customers as a result of Covid-19. These businesses may not have previously needed to lodge a TPAR. However, if the total payments received for these deliveries or courier services are ten per cent or more of the total annual business income, you’ll need to lodge,” Mr Holt said. The ATO uses information reported on the TPAR to make sure that businesses are complying with their tax obligations, for example, being registered for GST, lodging BAS and income tax returns, and using valid ABNs, reporting correct income and then paying the correct tax. Lodging the TPAR online is quick and simple. There are four options to lodge online: Check if your business accounting software can create and lodge the TPAR. Talk to your software provider if you’re not sure. Complete and lodge your TPAR through the ATO’s Business portal. Individuals and sole traders can use a myGov account linked to the ATO. Registered tax professionals can also lodge the TPAR on behalf of their clients.

Drive-through groceries Woolworths has expanded its contactless Drive Thru service in Victoria to help make social distancing easier for customers when picking up their online orders. Four Casey stores have been added to the growing list of those allowing Drive Thru service: Berwick, Casey Central, Cranbourne North and Marriott Waters Now available in more than 100 Victorian stores, Woolworths’ Drive Thru allows customers to order groceries online and have personal shoppers pick it for them in-store.

Customers simply confirm when they’ve arrived in the car park via the Woolworths app or SMS link to notify the store team who will then pack the order directly in the boot contactless and with no additional charge. According to the supermarket giant, demand for pick up has grown by more than 50 percent in Victoria since the second lockdown came into effect at the start of July. Woolworths Victoria general manager Andrew Hall said: “The needs of our customers are changing in the pandemic, and so is the

way we serve them. “Drive Thru offers a fast, convenient and contactless way to pick up your grocery shop while maintaining social distance. “It’s a great option for those with mobility challenges and anyone looking to limit their outings due to COVID-19.” Dozens more Drive Thru sites are expected to be rolled out in the coming weeks. Worthy challenge: Crafting a memorable ‘elevator pitch’ Ever heard the term “elevator pitch”? If not, this is an American term given to the short time (less than 30 seconds) that you may have to pitch your business. It derives from the scenario in which you and someone else enter an “elevator” (lift) on a high level floor and as the doors close the other person asks you what you do for a living. The intent is to gain interest from the other person so that by the time the elevator reaches the ground floor, they continue the discussion with you about your business. In practice, having an elevator pitch is very useful since you never know when you might get asked about your business, e.g. networking functions, conferences, promotional events etc and having a practical way to gain interest in your company within a very limited timeframe can be very valuable indeed. Most business owners when asked about their business will tend to focus very much on what they do, e.g. “I run a manufacturing business that produces high quality steel products” or “ I run an accounting com-

IAN ASH pany that maximises tax returns” and whilst these may well be statements of fact, they are unlikely to result in any particular interest in their products or services, so why bother? Well, the reason both these (and similar) statements provide little value is that neither is inspiring or unique. Why? Because statements like these focus on what the business does, not why they do it and according to Simon Sinek, “people don’t buy what you do, they buy why you do it”. To illustrate the point, if you currently source products and services for your business, ask yourself whether you could purchase any of these cheaper elsewhere? I am sure that for most

businesses the answer would be yes, but the reason people are prepared to pay more for goods or services from one particular supplier is that they trust and value what they do, i.e. they understand why this business does what it does (e.g. provides a better level of customer service/support, supports local charities, takes care of its staff etc). Contrary to popular belief, price is not always the primary consideration especially if making a larger purchase. A good elevator pitch should contain words, ideally contentious, that actually differentiate the business from the competition. Words like “quality”, “cheapest”, “great customer service”, “best” etc are not true differentiators and will be used by many (competing) businesses. The reason I suggest that you include something contentious (but true!) in your elevator pitch is that you actually want people to challenge you about this because then the dialogue on your business has started! Many years ago I worked with an electri-

cal manufacturing client that derived an elevator pitch along the following lines: “We use our agility, expertise and experience in electronics to provide enduring, high quality, innovative solutions for industry – worldwide”. The one word that really stands out in this statement is “enduring” meaning longlasting in a positive sense, you rarely see this stated. They actually wanted people to challenge them on this since they sold products worldwide including into New Zealand and when the first major earthquake struck in Christchurch back in 2010, when their competitors’ products fell over, theirs were still able to function. Obviously, if they started to talk to someone about their product sales into New Zealand, few would bother to listen attentively, but with a carefully crafted elevator pitch that invited a challenge, it paved the way for the business to provide a unique story to attest to their unique abilities. They’re staying connected By sports editor Russell Bennett What started as a simple idea for a group of club-mates to stay connected during the Covid pandemic could have a lasting impact on the broader landscape of community sport. Clyde Cricket Club president Paul Duyvestyn explains what the Cougars are doing to stay in touch, socially, when they can’t communicate face-to-face. “I got put on to this idea by one of our players,” Duyvestyn said. “I put up a social media post about just reaching out and being there for each other while we’re in lockdown, and one of our past players touched base with me and asked if I’d thought about doing this phone check.” From there, Duyvestyn formed the idea of putting the names of those interested at the club into a random list generator website, and wherever a player, committee member, or club person finished up in the list, that person would call the person directly above and below them to touch base over the phone. “We knew the best way of going about it was having it as an opt-in type of thing,” he explained. “You can’t force people to do it, but it’s just so easy - a couple of times a week we shuffle the order and touch base with the people above and below us on the list. It’s as simple as that.” Duyvestyn coined the concept ‘CougarConnect’, and more players are joining in each week. “It’s not about forcing anyone to open up to you if they struggle to do that - it’s about

“They might open up and it might just be that right moment when they’re down in the dumps and get a lift from a message by someone they might not even know that well at the club. “That’s the other positive with it - we’ve got a range of people doing it now across all

grades, so it’s connecting the club on another level as well as just the mental health aspect.” From Duyvestyn as the president, to coaches and captains, to junior players - there are people involved right throughout the grades at the club, of all ability and experience levels. “We’re always looking for ideas on how to catch up and stay together as a group. This is just another simple option - it’s the simplest idea around, just about,” Duyvestyn said, adding he’d communicated with the West Gippsland Cricket Association about the concept in case any other clubs were interested in implementing it. “Of the guys I’ve spoken with already, all of them have started off with asking each other how they’re going through Covid. “There are a couple of guys in there new to the club, and now I know more about them, too. “It’s basically about getting to know each other better, first and foremost. If blokes decide they want to open up and get things off their chest, that’s a bonus.” CougarConnect will also have its own Movember team up and running later this year, to raise as much money as possible for men’s health initiatives. The south east comes together to rally around Ryan By Russell Bennett As Ryan Frazer prepares for his biggest fight yet, he’s spurred on by the astonishing generosity of the south east community that’s rallied behind his cause. He turns 22 next month, and has just learned that the brain cancer he first fought with every fibre of his being in 2017 has returned. Ryan hasn’t stepped foot on to an oval for a competitive footy game for his beloved Kooweerup for more than three years, and now that wait doesn’t have a foreseeable end date. But that day - when he can pull on the red and blue guernsey again - well, that’s what’s fuelling him. Ryan - a game development officer with AFL Gippsland - struggles to put into words just how blown away he is by the level of support he’s received from the community since he revealed his second battle with brain cancer. A GoFundMe page, created by one of Ryan’s childhood mates Troy Dolan - himself a highly-respected footballer at the Demons staggeringly raised more than $26,000 within the first two days of it being posted. More than 290 donors contributed, on average, nearly $90 each. Many of those donors Ryan has never met. And the total is still rising. That - at a time when the community is battling with both the health and financial challenges of the Covid-19 pandemic - has left Ryan gobsmacked. “It just made me feel so loved, to be honest,” he said. “Half those people I don’t even know, and they’re donating money at such a tough time for everyone in the community given the pandemic. “It’s a truly incredible feeling, and it’s really empowering to know so many people are behind me and it’s taken so much pressure off us as a family.” He’s not scared of the battle he’s facing or outcomes beyond his control. Pictures: SUPPLIED Back in July of 2017, after months of misdiagnosis, he was told he had a medulloblastoma - the most common kind of cancerous brain tumour in children, but rare - and often aggressive - in young adults. At just 19, Ryan’s life changed completely. But through it all, his fighting spirit has only continued to strengthen. After having surgery in mid-2017, he underwent six straight weeks of radiation from that September onwards. Six weeks, five days a week. Remarkably, he’d played footy right up until just a few weeks before his diagnosis. He was nauseous and would vomit most mornings, but he had no idea why. After finally being encouraged to get an MRI - following his initial misdiagnosis - he was at home alone when he got the call to say he had a mass on his brain. “I was more filthy I had to leave home - that I had to be in hospital,” he explained with a laugh. “I was watching the Blazers in the (NBA pre-season) Summer League final and I was absolutely dirty I had to leave. I was watching it in the car on the way to the hospital while everyone else was pretty upset. I’ve been pret-

ty level-headed through it all. I’ve taken it on pretty well, I think.” In January this year, before the Covid pandemic took hold, Ryan - a Portland Trailblazers diehard - headed to the United States, with his family and his girlfriend Megan, for the trip of a lifetime to celebrate being in remission. Ryan simply idolises Blazers superstar Damian Lillard and even got his likeness tattooed on his forearm. In January, not only did Ryan get to meet his hero before a home game against the Charlotte Hornets, he showed him his tattoo. Lillard, one of the NBA’s biggest names, even recognised the game the tattoo was based on, and signed Ryan’s arm so he could add to it the following day. Since Ryan’s initial diagnosis, he’s gone from not fully understanding the role of an oncologist, to being inundated with information on brain cancer. He said his initial diagnosis was “almost a relief” because he then knew what he was facing - what he could take on, head-on. “Then it became ‘now we know what’s going on, let’s get it fixed. Let’s get on top of it’,” he said. This time around, Ryan became aware

that his cancer had returned through a routine six-monthly scan. “I feel the best I’ve felt in ages - I don’t feel sick at all right now,” he said. “It’s obviously a bigger challenge now - it’s worse because it’s a relapse. I have four little tumours now, and I’ve been told how we’re going to treat it.” The only time he’s felt scared through this second diagnosis was when the subject came up of having palliative care as an option down the line, if his condition worsens. He doesn’t want to know his prognosis, given the uncertainty. “I don’t know what’s going to happen. I could be perfectly fine soon, or it could go the other way - we just don’t know. But what we do have is a lot of treatment options on the table,“ he said. “And what I do know is how important it is to just live your best life and keep doing it, because you just don’t know what’s in store.” Ryan will undergo clinical chemotherapy trials through a hospital based in Memphis, Tennessee. They will run for more than two years, but he won’t have to spend each day in hospital. Elite footy is set for big-time change By Nick Creely There are set to be drastic changes to some of Australia’s premier football competitions, with the VFL and NAB League to be majorly overhauled in 2021. With both football competitions - which provide the bulk of AFL draftees each season - cancelled due to the ongoing impacts of the Covid-19 pandemic in Victoria, the AFL this week announced a series of key changes. The VFL, which sees local club Casey De-

mons compete, will merge with the NEAFL in 2021 - the league that hosts nine teams across Queensland, New South Wales, and the ACT, with AFL clubs Brisbane, Gold Coast, Sydney and GWS all in the competition and set to field teams. Described by the AFL as “a year of transition”, the NEAFL will be absorbed into the VFL in a major change as the Covid-19 pandemic continues to take a toll on the football industry. It will mean that there will be just one state-league competition in Australia’s eastern

seaboard from next year. Meanwhile, the elite junior competition, the NAB League, which hosts local outfits Dandenong Stingrays and the Gippsland Power, will switch from under-16 and under-18 competitions to under-17s and under-19s. However, the AFL has confirmed that the draft age for both the AFL and AFLW will remain at 18, while the VFLW model is under review with a revised model to be announced in due course.

The Australian women’s cricket team is set to have a distinctly local flavour to it as international cricket prepares for its return in late September, with Sophie Molineux and superstar Ellyse Perry named in an 18-player squad for an upcoming series against New Zealand. The pair - who are listed for Dandenong in the Victorian Premier Cricket competition - are expected to play a big part in the series against the White Ferns, with the three Twenty20s and three One Day Internationals set to be the first played since the world champions played in front of 86,174 people at the MCG on 8 March, prior to Covid-19’s lockdowns around the world. Incredibly, Australia has won 18 ODIs in a row and has a chance to equal the world record for consecutive ODI wins held by Ricky Ponting’s men’s team of 2003. Perry - who is a global icon in women’s cricket in what has been a remarkable career - has been included in the squad despite undergoing hamstring surgery in March, and has been able to progress in her rehabilition process despite Melbourne’s Stage 4 restrictions. The superstar all-rounder, who will be hoping at some stage to make her club debut for Dandenong, has an imposing international record, which includes a double-century against England in an Ashes clash in Sydney last year. National selector Shawn Flegler told cricket.com.au that Perry was right in the mix to be ready and raring to go come next month. “Ellyse is progressing well from a significant hamstring injury and we want to give her every chance to be available for selection,” he said. “So we’ll continue to monitor her progress over the coming weeks.” Exciting Bairnsdale product Molineux - who has risen through the ranks at Dandenong since joining as a teenager in 2013/14 to become a domestic star - will be hoping to lock down a spot in the Australian side after promising performances to date. The 22-year-old - who has taken 21 wickets from 21 Twenty20 internationals, four wickets from a single Test match, and six wickets from three ODIs - was impressive in the 8 March clash at the MCG, snaring 1/21 in the Aussies’ dominant win over India. With the matches scheduled to be played in New South Wales and Queensland, Cricket Australia said in a statement that it will work with revelvant authorities to ensure cricket can be played. “The schedule for the series has matches in both New South Wales and Queensland but given the current Covid situation changes may be required. ‘Job done’: DBA’s chief executive officer walks away By Cam Lucadou-Wells In the midst of a Covid crisis, Dandenong Basketball Association chief executive Stephen Walter has quit - just 15 months after being hired to rescue the sporting giant. Citing differences with the board, Walter said he tendered his resignation effective from mid-August. “My contract was up and I wasn’t seeking an extension,” he said. Regarding some of the board’s proposed initiatives, “I didn’t think (they were) the right thing to do at this juncture,” Walter said. “I had the opportunity to present my case. “I left on my own terms. “I wish the DBA the best of luck. I think I’ve steered them through a difficult financial situation in 15 months - and my job was done.” As of 23 August, the DBA had yet to announce the news. The sport’s frozen in indefinite Covid-19 lockdown, with no income flowing. But Walter says he’s left the DBA in a better place. Chief executive Graeme Allen was terminated. After “significant financial challenges”, the association will turnaround a “healthy” profit for 2019-’20. But now without Walter, the DBA faces the stern challenge of Covid-19 with no competitions. Its $90,000-a-week income from more than 800 domestic, state and national teams has dried to zero. In early July, the stadium briefly reopened for limited training. Two days later, it closed as Victoria plunged into more severe shutdowns. The new season is likely to be delayed beyond its hoped-for October start, Walter said.

Since March, many staff were stood down, with some retained on the $1500-fortnightly JobKeeper scheme. The DBA has also been aided by about $50,000 in state grants and payroll tax relief. Greater Dandenong Council has waived the DBA’s stadium rent since March. “The fact we improved our balance sheet, we were able to weather the storm,” Walter says. “There’s still significant overhead for businesses that manage and run stadiums. “Hopefully there’s several months in reserve to see it through and then to get the kids playing again.” On joining the DBA, Walter was hailed for previously turning around Knox Basketball from near-receivership to profits. “With Knox now thriving at an elite, representative and domestic competition level, (Mr Walter) will no doubt look to do the same at Dandenong,” a DBA statement said at the time. Racing’s Covid-19 scare By Russell Bennett A confirmed Covid-19 case linked to a Cranbourne trainer led to a number of runners being pulled from Saturday’s racing at Moonee Valley. Racing Victoria subsequently organised for testing to take place at the Cranbourne Turf Club for all impacted participants, and on Sunday was advised that the 88 Covid-19 tests conducted all returned a negative result. Racing still continued at Moonee Valley on Saturday until the worsening track conditions - caused by the wet weather - brought about the abandonment of the meet after the fifth race on the card. Earlier in the day, Racing Victoria confirmed it was advised late on Friday by Cranbourne trainer Richard Laming that a staff member from his stable had tested positive for the coronavirus. Laming had only one starter in the preceding nine days, which was at Sandown last Wednesday. The staff member in question wasn’t attendance on that day. Since being notified of the positive case, Racing Victoria immediately started contact tracing to determine whether or not any other stables or industry participants outside the Laming stable may have been exposed to the staff member or designated close contacts.
