Call to halt town growth By Justin Flynn City of Greater Geelong has adopted a settlement strategy directing long-term growth away from the Bellarine Peninsula, although permanent settlement boundaries are yet to be locked in. Councillors recently voted to accept all 13 recommendations of an independent panel and adopt amendment C395. Permanent settlement boundaries will be determined through the distinctive area and landscape declaration process, which is overseen by the Department of Environment, Land, Water and Planning (DELWP).

The process will decide on long-term settlement boundaries and review height controls within towns on the Bellarine. Ocean Grove Community Association (OGCA) chairperson Phil Edwards said “the existing Ocean Grove settlement boundary needs to be made permanent now”. “The Bellarine has done the heavy lifting for Geelong in accommodating residential housing growth over the last 10 years,” he said. “Did you know Ocean Grove already has the capacity to accommodate some additional 6700 people in the already approved residential zoned areas? The issue of the location of settlement boundaries around each town is

still under review and should be decided by the government’s Bellarine Distinctive Areas Landscapes (DAL) process for the Bellarine Peninsula when a draft Statement of Planning Policy (SPP) is released for public consultation in coming weeks. “Developers are still pushing strongly for the further release of more land to the north and west of the Ocean Grove Nature Reserve, north to the Bellarine Highway and east of Banks Road.” OGCA will continue to engage with DELWP, Mr Edwards said. “Concurrently OGCA will lobby state government members of Parliament as we now move into the final stages of the DAL.

“We will alert everyone as soon as the draft Statement of Planning Policy is released by DELWP for community consultation. This will probably be your last chance to have your say and support the campaign to oppose further outward sprawl of Ocean Grove by retaining the settlement boundaries in their current location. “Firm settlement boundaries are essential to maintain liveable communities and the beauty and vitality of the green spaces that separate towns on the Bellarine.” The OGCA-sponsored Enough is Enough online petition (chng.it/44MPprTqrJ) has attracted more than 4600 signatures.

Boundary expansion rejected The City of Greater Geelong has knocked back an independent panel’s recommendation to extend the proposed boundary of Ocean Grove’s Kingston Neighbourhood Activity Centre. Council voted to adopt an 11,000 square metre floor space cap for the new Kingston Neighbourhood Activity Centre and rejected the panel’s recommendation to include commercial one and two zoned land. Council said that a larger centre would be inconsistent with the role and function of a neighbourhood activity centre and would strongly compete with the Ocean Grove town

centre and the Leopold Sub-Regional Activity Centre. A larger centre could possibly redirect investment away from those centres, council said. However, council did adopt the City of Greater Geelong Retail Strategy 2020-2036, which supports retail expansion to keep up with demand and the region’s growing population. The region currently has enough retail centres to service the community. However, the strategy identifies an extra 418,000 square metre of retail floor space will be needed by 2036 to support the future growth of the city. The majority of this growth will be in

areas such as the Geelong CBD, the Bellarine, Armstrong Creek and the new northern and western Geelong growth areas. The strategy supports expanding or redeveloping existing centres over developing new centres and identifies the need to prepare master plans for several retail centres, including Belmont, Separation Street and Shannon Avenue. Council also adopted amendment C393GGEE which implements key elements of the strategy into the planning scheme but doesn’t rezone or apply overlay controls to land. It introduces an updated retail hierarchy and an application of floor space caps to sub-regional

centres and centres in growth locations. In late 2019 and early 2020, an independent panel reviewed 14 submissions regarding the amendment from a range of retail and land developer businesses with interests in Greater Geelong. The panel confirmed the importance of Geelong’s activity centre hierarchy policy and was supportive of the use of floor space caps for sub-regional and growth area centres. The panel recommended the amendment be adopted with minor policy changes, including an 11,000 square metre floor space cap for Kingston Village and the extension its boundary.

Help for wildlife warriors As a veterinary nurse, caring for sick or injured wildlife is a huge part of Layla Merritt’s life. Layla also manages a wildlife shelter at her Ocean Grove home, in which she devotes about 30 hours a week to caring and rehabilitating animals. Jakki Colinson does the same from her Drysdale home, taking in animals for rehabilitation with the aim of releasing them back into the wild. It’s all done on volunteer hours and mostly self-funded. “There’s only two of us here on the Bellarine,” Layla said. “We both have full-time jobs outside of what we do here at home. It takes a lot of time and all financial responsibility is on us.” Layla said COVID-19 had taken some of the focus off wildlife and that she was rapidly approaching her busiest months.

“During the bushfires, it was all in the media and donations were quite significant, but for us it doesn’t stop,” she said. “Covid has probably been a bit of a distraction because we’re too busy trying to look out for each other and ourselves. “Bushfire season is looming upon us. Win for post office campaign Ocean Grove’s Kingston Village will be the site of a new post office. Australia Post will seek expressions of interest for a three-year licence to manage a new site at Kingston Village Shopping Centre. The community licensed post office will improve postal services for the Ocean Grove community at a time when more people than ever are relying on Australia Post due to the COVID-19 restrictions, Liberal Senator for Victoria Sarah Henderson said.

“I have been an advocate for the establishment of a second post office in Ocean Grove for over four years, listening to local voices including Cameron and Heather Waring who operated the Point Lonsdale Post office for six years and understand the importance of reliable and accessible postal services to the community,” Ms Henderson said. “The rapidly growing communities in the Kingston and Oakdene estates of Ocean

Representatives from the TAC and City of Greater Geelong, along with TAC clients and community members affected by road trauma were all involved in the selection process of the successful artwork. Having been recognised as a need and instigated by the Road Trauma Support Services Victoria (RTSSV) , the memorial will also raise awareness for support networks that Victorians can access. The Victorian government partnered with the TAC and the City of Greater Geelong to deliver the road trauma memorial project with support from RTSSV and Uniting Church Australia. ‘Solace’ is a permanent memorial sculpted by Ocean Grove’s Don Walters. Ocean Grove sculptor Don Walters has unveiled his permanent road trauma memorial at Geelong waterfront. Walters’ sculpture ‘Solace’, a permanent memorial to remember people who have lost their lives or been injured on Victorian roads, is the first of its kind in the state. It will be an important place for all people affected by road trauma to visit and remember their loved ones, Roads and Road Safety Minister Ben Carroll said. “No one healing from road trauma needs to go through it alone – this memorial provides a permanent reminder that support is available,” Mr Carroll said. The steel and stone sculpture has a permanent home along the waterfront off Hearne Parade, where the views will provide a peaceful place for remembering. “I hope Solace will be a rewarding visual experience and a place for contemplation and reflection for all those in the Victorian community who have been impacted by road

Help for rescued dingoes By Justin Flynn A family of 20 dingoes has been rescued by Jirrahlinga Koala and Wildlife Sanctuary. The dingoes were confiscated from New South Wales after living in “appalling conditions”, according to Jirrahlinga co-founder Tehree Gordon. Now the sanctuary would like your help to continue taking care of the native mammals. “We can afford to feed [them] but I would like to see that they get even greater assistance, things like having them desexed and allowing them to go into other wildlife parks,” Ms Gordon said.

“We want to continue to make sure they get proper veterinary care. “They will go into other wildlife parks on a lease agreement, so that if anything happens … they have to be returned to us and that would become their forever home.” Ms Gordon said releasing the dingoes into the wild would be a “death sentence” and that the risk of the dingoes ingesting the pesticide 1080 was too great. “We might as well euthanise them,” she said. “You will never forget 1080 if you watch one dog die from it. It is the cruelest, most terrible thing. We’re trying to get that stopped. Only Australia and New Zealand use it in the world.” Ms Gordon said confiscating the dingoes was an arduous task.

we had to have import permits … and we had to have people who had permission to cross the border. “There was so much work put into it and

I really appreciate everyone that came on board.” Ms Gordon said the dingoes were apprehensive about coming out of the enclosure when they first arrived at the Barwon Heads wildlife sanctuary. “They were shell-shocked,” she said. “It was happy and sad. “We let them out and they sort of slunk out and they were walking on grass and thinking ‘what’s this?’. “One of them laid down and then she rolled and then all these adult dingoes had gone from tiptoeing on grass to suddenly rolling in it. “Then they all stood up and stretched and they all came together and nuzzled and wagged tails. One of them started to run and they ran and ran and ran until eventually they just lay down. “And the next day they hardly moved at all.” Ms Gordon is keen to get children involved in helping to care and save wildlife. “Children are our wildlife future,” she said. “If we don’t encourage them to love and care and respect then we will end up like everyone else. “Years ago a Japanese school came here. The headmaster said ‘the reason we want you to learn about Jirrahlinga and respect what they do is because sadly in our country we didn’t act quickly enough and a lot of our wildlife became history and can never be replaced’. “That was many years ago but those words burnt in my brain. Lake feedback sought City of Greater Geelong is asking locals for feedback on how Ocean Grove’s much-loved Blue Waters Lake can be protected. Residents are being asked to outline what they value about the reserve and how they use it, in a short online questionnaire. The city will use the feedback to help shape a discussion paper, ahead of an updated master plan to guide the management of the 7.4-hectare reserve for the next 10 years. Blue Waters Lake Reserve is an unique wetland habitat, with its natural assets providing a peaceful oasis among surrounding residential homes.

The unsealed path around the lake is popular for exercise, scenic walks and bird watching, with the grassed areas of the reserve providing space for gatherings beside the water. The reserve supports a mix of native and introduced vegetation and many native bird species. It also has an important role in the Ocean Grove drainage network, filtering pollutants and nutrients from stormwater before it enters the Barwon River. The refreshed master plan will update the existing version, which was developed in 2002. Feedback during this first stage of community consultation will be taken until September 20. “The unique environment of Blue Waters Lake Reserve is a hidden jewel in Ocean Grove and beloved by the community,” City of Greater Geelong mayor Stephanie Asher said. “The current master plan for the space needs

Meet the candidates The Combined Bellarine Community Associations (CBCA) will host a series of community webinars aimed at introducing candidates for the October council elections. Country Press applauds press code An Australian Competition and Consumer Commission (ACCC) plan to force tech giants Google and Facebook to compensate publishers for the use of news content has been applauded by Country Press Australia. Under the ACCC’s News Media Bargaining Code, which was developed at the request of the federal government, Google and Facebook will need to negotiate revenue-sharing deals with media companies for the use of their content. Facebook and Google have raised concerns about the proposed code, saying it will impact their services and could lead to Australians being charged to use previously free services. But Country Press Australia president Bruce Ellen said the tech giants’ claims were “disingenuous” and provided a “stark and compelling” reminder of why the code was

necessary. He said Facebook and Google were using content produced by news media businesses to drive increased audiences and engagement, build confidence in their platforms, and develop a commercial benefit.

“The fact that this commercial benefit to the tech giants has been at the expense of advertising revenue that previously supported the provision of public interest journalism in news media businesses massively compounds the challenges facing our democracy in sustaining independent and objective reporting, analysis and investigation,” Mr Ellen said. “This concern is particularly acute for regional, rural and small publishers … recent closures of regional newspapers and local broadcasting newsrooms highlight the challenges. Country Press Australia applauds the federal government and ACCC for their determination to bring the global tech giants to the table to address a serious matter that should be of vital concern to all Australians.”

Bellarine Catchment Network celebrated National Threatened Species Day on September 7, by inviting six-to-12-year-olds to bring threatened species to life in their own home. BCN launched an art competition to celebrate local wetland environments and the many threatened species that rely upon them. There are many beautiful wetlands around Geelong and the Bellarine including five sites that are internationally recognised. These are called Ramsar wetlands and hundreds of countries have agreed to protect them for the protection of the plants and animals that live there. With stage 3 lockdown restrictions in place, children put their attention towards creativity and environmental education for Threatened Species Day. Ocean Grove mum Jackie Porter said her daughter Charli loved participating. “She Googled each flora and fauna as they were labelled and watched videos about them as well as looking to see what colours they were. Fledgling sightings delight Over the past few weeks, we have experienced some very wintery and windy weather, but the days are getting longer and milder. The rain has been very welcome. I must take a drive to Lake Modewarre to see if the lake has filled up over the past few weeks (when we are allowed to venture a bit further from home). I have been looking around the Bellarine on my way to work. I have been fortunate to spot two families of black-shouldered kites, one in Curlewis and the other at St Albans Park near Reedy Lake. In both cases there were two fledglings, which was great to see. I was happy to see a fledgling little wattlebird at ‘Sue’s Park’ around the corner from my house. I also noticed a pair of newly fledged red wattlebirds in the same vicinity. I’ve been watching a pair of spiny-cheeked honeyeaters in the same park to see if they were showing any nesting activity, but so far they have just been chasing each other around a small area of the park. I have seen New Holland honeyeaters taking spider webs from around the eaves of my house, presumably to use in nest construction to hold the twigs together. I spotted a superb fairy-wren that was moulting into a breeding plumage near the boat ramp in Ocean Grove. This beautiful bird is obviously used to being around people, as it just danced around my feet and was not the least bit worried about my presence. According to ‘Birdlife Australia’,

two-year-old superb fairy-wren males moult into their breeding plumage in July, whereas one-year-old birds wait until September. Older males also moult directly from breeding plumage to breeding plumage, without going through the ‘brown’ non-breeding stage. Therefore, the bird I photographed near the boat ramp was probably a one-year old male.

There have been a few sightings of swift parrots around Ocean Grove recently, by Tom, Christine and Guy Dunstan (who saw a flock of over a dozen swift parrots in Yellow Gums estate). Swift parrots are a critically endangered bird, that fly to the mainland in winter and then back to Tasmania during the breeding season. I received an email from Kevin, who

was looking to photograph white-naped honeyeaters in Clows Lane, Point Lonsdale, and came across a Horsfield’s bronze cuckoo. Cuckoos are active and vocal in spring as they lay their eggs in the nests of small birds such as fairy-wrens or thornbills. Robin from Bellarine Birdlife Group saw and heard a fan-tailed cuckoo near Point Lonsdale, so spring must be in the air. I also received an email from Stephen, who photographed a flock of magpie geese in a flooded paddock at Moolap. Magpie geese do seem to like the Moolap area, and can also be seen around Lara, but mainly they frequent Northern Australia. I think I owe Stephen an apology as he sent me a photo of a leucistic Australian magpie that he had spotted at Armstrong Creek, and I think I accidently sent in a photo of a leucistic duck to the Voice instead for the last issue. Carole from Bellarine Birdlife has been fabulous in keeping all members in touch with bird sightings and other positive news during the stage 3 lockdown. Carole reported this week that Peter got a very good sighting of a magpie goose at Mcleod’s Waterhole in Drysdale, and Libby sighted an extremely large flock of very noisy yellow-tailed black cockatoos heading for Ocean Grove.

Swooping season begins The Department of Environment, Land, Water and Planning (DELWP) is reminding Victorians that with spring in the air, so too are swooping birds. Native birds swoop humans (and their dogs) to defend their young for the six to eight weeks between when they hatch and when they leave the nest. DELWP has received reports of birds such as magpies and masked lapwings swooping at locations around the Bellarine Peninsula. Hotspots in previous years included urban and rural areas, in parks and gardens, along bike and walking tracks and in school yards or near shopping centres. Swooping occurs every year during breeding season and is largely a defensive manoeuvre. For some species, including magpies, this

is carried out primarily by males; swooping birds account for less than 10 per cent of the population. Voice ‘Nature Watch’ columnist Jennifer Carr said she had been attacked by a magpie. “I have been attacked by a magpie while riding my bike in Barwon Heads, and its beak penetrated my scalp even though I had a helmet on, and it hurt,” she said. “My friend Kerrie was badly injured a few years ago when she lost control of her bike after being swooped. “Once the young birds have fledged, the swooping usually stops. “There are many hints and suggestions for people to follow to learn to cope with the ‘swooping season’ but the best resource I have found is a website called ‘Magpie Alert’ which can be found at magpiealert.com.”

Plan explores glass recycling A glass drop-off scheme could replace plans for a fourth bin on the Bellarine, with council leaving its options open on a state government recycling deadline. City of Greater Geelong allocated $10,000 toward the creation of a transition plan for a purple bin for glass, or an “equivalent waste service”. An equivalent waste service could include a glass drop-off scheme, according to council’s waste services manager Rodney Thomas. The state government’s new circular economy policy requires Victorian councils to introduce a separate collection for glass by 2027.

Support is a phone call away Margaret has been receiving care calls from Bellarine Community Support Register for several years and looks forward to her chat with a volunteer every Monday morning. Trish called her this week and they both had a good chat. The chats have taken on even more importance this year – Margaret’s family is living in a Melbourne suburb in lockdown and she hasn’t been able to see them since January. Margaret also doesn’t drive, so is limited to walking in the local area. Her family don’t like her to travel on the bus, wanting her to remain safe and healthy. But Margaret, like many others, remains

connected to her community, keeping in contact with her neighbours, local businesses and volunteers at the register through the care calls. Bellarine Community Support Register is a not-for-profit organisation that was established in 2006 and is run by a group of volunteers to enhance the security and safety of residents of the Bellarine Peninsula. Register volunteers are continuing to offer the care call service during the coronavirus pandemic, calling from their own homes and continuing vital contact with residents. For many senior residents, with extended family in lockdown and unable to visit, it

can often be days without them speaking to someone. This can lead to feelings of isolation and loneliness. The care call service is free and covers areas including Barwon Heads, Clifton Springs, Drysdale, Indented Head, Leopold, Ocean Grove, Point Lonsdale, Portarlington, Queenscliff, St Leonards and Wallington. The program also relies on approved volunteers to carry out the day-to-day functions and to promote BCSR throughout the Bellarine. Seedlings help restore ecosystem More than 5000 indigenous seedlings were planted in Point Lonsdale recently. Moremac Property Group continued its partnership with Bellarine Catchment Network (BCN) to carry out the work, despite COVID-19 challenges. This initial phase included more than 1000 coastal moonah woodland and 4000 coastal saltmarsh being planted, using local provenance which retains local genetic diversity. The seedlings were propagated from seeds sourced on-site at The Point. BCN biodiversity co-ordinator Lachlan Forbes said the goal was to continue planting and growing indigenous species in their local environments. “Our aim is to restore local ecosystems as close as possible to their original state of

hundreds of years ago,” he said. “It’s great to see The Point using their resources to actively enhance and restore the local environment but also spread awareness about the cause.”

He said the project offers important long-term environmental benefits. “The Saltmarsh is also important in safeguarding species that are at risk of

endangerment. The vegetation helps to halt the progression of animals nearing extinction, including the likes of the orange-bellied parrot whose food sources live amongst the vegetation planted.” Moremac Property Group director Bryce Moore said he was proud to continue the partnership established with BCN in 2015. “It is important that we play our part in enhancing and restoring the natural environment and ecosystems in and around The Point, and the revegetation of the conservation reserve is a key component of our plans,” he said. Spend a little time with us This year has brought fire, drought and COVID-19 – it’s also brought together three rural women, Victoria’s Lauren Hateley and New South Wales’ Sarah Britz and Jenn Donovan – who are a force to be reckoned with. Earlier this year the trio launched Spend With Us – Buy From a Bush Business Marketplace, an online shopping marketplace and directory for rural and regional small businesses who have been impacted by bushfire, drought, and coronavirus. The website was created by Sarah, a web designer and supported through Lauren’s social media initiatives. Meanwhile Jenn, founder of Facebook group Buy from a Bush Business, was growing a community of people who wanted to support small and regional businesses impacted by the devastating, prolonged drought that had a grip on so many rural communities. Lauren lives in a small rural community in Geelong with her husband, two young boys and a few special pets. She grew up on a family farm and, as a clinical psychologist, is passionate about supporting children, young people, parents and families through difficult times. “My goal is to provide a platform to directly support Victorian families and their children who are suffering adversity and trauma following the bushfires and in turn positively impact their wellbeing and livelihoods,” Lauren says. “Our mission is to change the way Australians support families and communities, who have suffered adversity. “We want to show people who are in rural communities, who have lost their homes or have properties devastated by natural disasters, lost significant income in their business, and are feeling a build-up of emotional distress,

It’s been a tough year, but Driftwood Café owner Ty Simons says they’ve rolled with the punches, adapting the business to changing conditions and still pumping out great food for appreciative locals. Restrictions on outdoor dining are set to lift and Driftwood will be the first to have the tables out, but in the meantime, the very successful home delivery service, online ordering, and take-home “ready meals” are kicking goals like Tom Hawkins. As well, Ty has launched a “Survival Box”, packed with all sorts of goodies to get people through lockdown 2.0. Ty’s creative and proactive approach to facing down the many challenges has attracted incredible support from the community. “We’re so grateful for this support,” Ty says, “especially this second time around when everyone’s a bit ‘over it’. But we’ve managed to keep our kitchen busy and our core team employed throughout these crazy times – and we’ll be welcoming our part-time crew of school kids back as soon as we re-open.” Ty says Father’s Day kept them busy. “We were really happy to serve delicious roasts, especially to some of the dads who were on their own and missing their families. It felt very right and very good to know we added a bit of sparkle to the day.” The newish breakfast “to go” menu has also proven a big hit. Customers are popping in for a roll or wrap – there’s a big selection – to eat on their way to work or on their morning walk, or to take the treats back home for a family brunch. Sweet lovers are by no means overlooked, with the likes of sticky toffee pudding four-packs, and brownies with berry coulis and ice cream available – pair it with a great brew and the fix is complete.

And don’t forget the “store” part of Driftwood, where free-range eggs, La Madre bread, coffee (beans and ground), specialty milks, basic grocery items, toiletries, cleaning products and a selection of sweets and lollies line the shelves. Home deliveries are free for orders over $40, and take place every day for lunch, and Thursday-Sunday for dinner. Order online anytime for pick-up, or drop in to choose a fab take-home meal.
