Lifeline for CBD By Cam Lucadou-Wells Free parking could be expanded through most of Dandenong’s CBD to help spark a business recovery, says Greater Dandenong incumbent mayor Jim Memeti. In a survey by Star Journal, Dandenong Ward candidates were asked for their ideas of revitalising the town’s struggling ‘dead centre’ that’s fallen on harder times during the Covid-19 lockdown. As a sign of overwhelming demand, the council’s Covid-19 business grants of up to $5000 has closed just two weeks after opening on 18 September. The council also has plans to convert parking bays into dining areas in restaurant precincts such as Afghan Bazaar in Thomas Street, Dandenong. It will allow eateries to serve more diners under the State’s recovery roadmap, which allows only small numbers of indoor customers. Cr Memeti had led the council’s two-year trial of free parking in Lonsdale Street in 2019 as well as free parking during several Christmas periods. If re-elected, he would push for parking meters shut in the CBD, except for the multistorey car parks and Dandenong Market. Businesses were concerned about how to “fend for themselves” as JobKeeper and other grants wind down, Cr Memeti said. “This is where the council comes in - to help welcome people back.” Cr Memeti was also hopeful of a “big” announcement of a new A-League soccer license in the South East by the end of the year. Touted as a tourist and economic drawcard, the failed Team 11 bid included a stadium being built near Dandenong railway station. Candidate Naser Fekrat said struggling businesses were failing to get Covid-19 grants and support due to language barriers and a

Mr Fekrat said the council should deposit $5000 into every business for business-related expenses. A support service including community business leaders should be created to help businesses access government aid, such as the State-funded mentoring scheme, he said. Gonsalvez said a municipal-wide “Covid pandemic safe” plan was essential. IN BRIEF Dozy driver crashes

Jail after rampage A youth-justice parolee has been jailed for a “drug-fueled criminal rampage” ending in a high-speed police pursuit in Noble Park. Matthew McLeod, then 19, and a 17-yearold accomplice forced their way into three family homes in Keysborough and tried to break into others in the early hours of 11 December 2019. McLeod had shown a “complete disregard” for the victims’ safety, welfare and property, Victorian County Court judge Mark Dean said in sentencing on 30 September. “Offending of this nature strikes at the foundation of a secure society and the wellbeing of its citizens.” During the spree, McLeod forced his way into the home of a sleeping family of four in Annabelle Boulevard about 1.30am. He was seen running from the premises. A set of car keys had gone missing from the premises, Judge Dean said. The co-offender, armed with a metal pole, smashed into another home in Keylana Drive and screamed at an occupant to hand over their BMW car keys. McLeod had been trying to break into the

same vehicle. The accomplice left empty handed and smashed the BMW’s window on the way out. One of the pair smashed a panel window to try to open a front door of another house in Keylana Drive, occupied by a family of four including a mother in late-term pregnancy. An occupant called triple-0. Soon after, two police officers stopped McLeod and his co-offender in a stolen car in Keylana Drive. The 17-year-old threatened the officers with a tyre lever, while McLeod got in a “struggle” with a police officer. McLeod then drove away in a “highly dangerous and criminal manner” at up to 143 km/h on Princes Highway and Corrigan Road as he was pursued by police for about seven kilometres. He was arrested soon after losing control and crashing the stolen vehicle. The traumatised officers were put at “risk of serious harm”, the victim residents’ sense of security were “profoundly disrupted”, Judge Dean said. McLeod claimed he was under the influence of Xanax, and had no memory of what he’d done.

Now 20, McLeod pleaded guilty to two counts of aggravated burglary and three charges of attempted aggravated burglary. He also admitted to charges of theft, criminal damage, dangerous driving while pursued by police, assaulting a police officer and disqualified driving. Judge Dean noted McLeod’s youthfulness as well as a “significant” history of similar offences including aggravated burglary, assault and dangerous driving. At the time, McLeod was on a youth parole order for similar offending. He’d just been released from six months of youth detention. He’d grown up in “deprivation and disadvantage”, among drugs, criminal behaviour and abuse, Judge Dean noted. He was diagnosed with bipolar, anxiety and symptoms of psychosis. Judge Dean rejected a defence sentencing submission for a youth justice order. McLeod was jailed in adult prison for up to five years, including a two-and-a-half-year non-parole period. He had served 294 days in pre-sentence remand. He was disqualified from driving for five years.

An alleged drink-driving L-plater has had his BMW impounded after being intercepted by police near the Springvale Junction. The 29-year-old Noble Park man had been driving without headlights near Springvale Road and Princes Highway about 7.50pm on Sunday 27 September, police say. He allegedly blew a 0.062 blood-alcohol reading - despite being subject to a zero bloodalcohol driving restriction. His vehicle was not fitted with an interlock device. An interlock condition was imposed on the driver’s licence at the time, police say. The driver was also allegedly not accompanied by a full licence holder and not displaying L-plates. Greater Dandenong Highway Patrol officers impounded the BMW for 30 days at a cost of $950. The man is expected to be charged on summons with driving offences.

A man in his thirties was critically injured in a crash between his car and a truck in Endeavour Hills. Paramedics were called to the crash on Churchill Park Drive just after 11.30am on Friday, 2 October. The man was in a critical condition with what appeared to be upper and lower body injuries, an Ambulance Victoria spokesperson said. He was flown by air ambulance to The Alfred hospital.

Smoke warning for factory fire Four pumpers, a Hazmat unit and a ladder platform were called to the “extremely smokelogged“ factory in Berends Drive, Dandenong South, about 2.11pm on Thursday 1 October. More than 20 people were evacuated from the factory, with a worker reporting “lots of flames and smoke visible“, a FRV statement said. None were injured. The fire in a boiler room within a concrete structure in the factory was brought under control 30 minutes later. It was brought to a complete stop within 44 minutes. About 30 firefighters from Dandenong, Hallam and Springvale bridades attended. An FRV spokesperson said an electrical duct and compresser had caught fire, causing the factory to become “smoke-logged”. The FRV, CFA, Victoria Police and WorkSafe attended.

Noble Park’s Angelo Tucci is riding strong towards his 101st birthday. Mr Tucci, who lives at Belvedere Aged Care in Noble Park, exercises daily on his stationary bike in his room. With his birthday approaching in November, he shows the strength and flexibility of someone much younger. He says he’s lived a “good life”, despite being displaced by World War II. “I lived in Italy and worked as a farmer, and then went to war. “After the war I was in Germany and then came to Australia. “The war was hard but in life I have worked hard.” His aged care home has remained Covidfree for eight months within a strict bubble. Mr Tucci interacts with a small cohort of other residents segregated within a “zone” to limit cross-contamination risks. Within the limitations, he speaks daily with Italian co-residents and keeps touch with family on his iPad. Nursing director Carmel Drobnik said Covid precautions have included limiting the workforce to a single site and training staff in infection control and PPE use. “The increased use of technology for family, social connections and activities and the temporary redesign of the facility all play a part in addressing and supporting the various needs of older persons in our care across

A driver has been fined after crashing while falling asleep at the wheel on a late afternoon in Noble Park North. The 46-year-old Dandenong North man struck a small tree and a large power pole on Jacksons Road about 4.30pm on Wednesday 30 September. He allegedly told Greater Dandenong Highway Patrol officers that he dozed off due to fatigue. The man was penalised for careless driving with a $397 infringement notice and three demerit points.

Law-and-order a priority By Cam Lucadou-Wells Yarraman Ward candidates have law-and-order in their sights, particularly in the troubled inner Dandenong West precinct. The area bordered by Hemmings Street, Robinson Street, Pickett Street and Railway Parade has been long blighted by crime, street prostitution, drug and alcohol abuse and antisocial behaviour. It’s a problem acknowledged by Greater Dandenong Council and Dandenong MP Gabrielle Williams. Resident and independent candidate Hengshan Chen says the situation is deteriorating. “My neighbour and myself cannot sleep soundly at night.” Mr Chen says the council should lobby the State Government to reduce the prolific number of rooming houses in the area. Otherwise, owner-occupiers like himself will move out; Dandenong West could be like Detroit, Mr Chen says. In April 2019, the Star Journal reported the area had 17 registered rooming houses. They were among 68 in Dandenong, Dandenong North and Dandenong South. “The community should have a right to say ‘no’ to new rooming houses’ applications if they are too dense in one certain area,” Mr Chen said. “They should spread them out, to get the right mix with other families living there.” Gul Rahman Taniwal suggests curbs on booze, which is fueling violence and crime. His ideas include price hikes on alcohol, and “time-locked cash boxes” in Noble Park, Yarraman and Hemmings Street shopping areas. More sophisticated streetlights and CCTV, hot-spot policing and proactive police patrols,

Jet Saliu said residents and business owners blamed the area’s drug problem. “There needs to be a stronger connection between the local and state government, along with Victoria Police. “Open discussions available to the public need to be had to determine the best approach moving forward as it seems that the current actions being taken are not as effective as they can be.” Ravi Shankar’s five-point plan to reduce crime included more youth centres with a focus on sport and education, and more entrepreneurial programs to increase job opportunities. He said senior community leaders should be involved in the strategy, and spiritual leaders in “teaching morals to people in need”.

Neighbourhood Watch should also be expanded, he said. Greater Dandenong Council has drafted an action plan, including a CCTV mobile trailer and variable message signs to deter crime. It would also install public artwork to rejuvenate the area, encourage Neighbourhood Watch activity and seek a perceptions-ofcrime research partnership with Deakin University. But the council has no budgeted funds for the initiative. Council officers had started collecting hard rubbish from the area’s streets on a daily basis. In June, Cr Matthew Kirwan said the area should be a “fantastic place to live” given it was within walking distance of the library, market and train station. A “one-off” police blitz in 2019 suppressed the issues for only a few months, but won’t

CCTV near the shops at Hemmings Street, Dandenong West. 217063 solve entrenched social issues such as poverty, homelessness, squats and poorly-managed rooming houses and a lack of safe and affordable community housing. “Most of these are State Government issues so we need them to take the lead. “We’re finally coming to the point that we need a plan to deal with this, not just with a one-off police blitz.” In June, a Victoria Police spokesperson said the precinct was a “busy area” but there had been no increase in reported crimes or calls for assistance. Police conducted regular proactive patrols in Greater Dandenong including the precinct in question as part of the ongoing Operation Tidal, the spokesperson said. Recently, Dandenong MP Ms Williams called together State Government ministers, Victoria Police and Greater Dandenong Council for a “long-term” collaborative approach.

Food bank ready to serve Those in need have another place to turn with the opening of a new food bank in Lynbrook. We Care Community Services will operate the new service, which complements its existing food bank in Dandenong. We Care project coordinator Jenner Ramasima said the organisation was responding to gaps in community support in the Cranbourne area with the opening of the new food bank. “We’ve noticed there is an enormous need with international students and visa holders who are unable to access federal funding at the moment, and we felt that branching out to Lynbrook would help the community out there,” she explained. The food bank held its official opening on Friday 2 October and will be open weekly on Friday, from 10.30am-2pm. Ms Ramasima indicated that demand was expected to be high, given that the Dandenong food bank has seen demand for its services triple during the pandemic. We Care is working closely with Foodbank and the City of Casey to remain stocked with pantry essentials, including flour, sugar, baked beans, rice and pasta. Fresh fruit and vegetables may also be available. The organisation is looking to establish partnerships with others who will be able to assist, and will also take donations from the public. Ms Ramasima encourgaed anyone who needs help to reach out, and said the volunteer-based team stood ready to welcome visitors and help them through this tough time. “We enjoy being generous and being there to support people. By Cam Lucadou-Wells A second stab at a townhouse development near Noble Park Secondary College and Mile Creek has been rejected by the state’s planning tribunal. Victorian Civil and Administrative Tribunal member Peter Gaschk found the three double-storey residences at 16 Callaghan Street Noble Park had “significant design shortcomings”. The proposal was scaled down from a failed four townhouse application - a decision rejected by both City of Greater Dandenong and VCAT in January 2019. On 22 September, Mr Gaschk stated the site could accommodate medium density housing, including “appropriately designed” double-storey buildings. But the revised application still had too much double-storey “built form” and didn’t comply with a requirement for a single-storey rear building. Its narrow side and rear setbacks and private-open space were inadequate. There

was not enough space to plant canopy trees to screen neighbours and the Mile Creek surrounds, Mr Gaschk stated. “As with the previous proposal, I find the revised design response fails to appropriately address the existing and preferred neighbourhood character outcomes.” The proposal met on-site parking requirements, despite “legitimate” traffic flow and parking concerns during school peak times, the VCAT member found. Applicant Kiet Anh Do, in his revised proposal, argued the site was suitable for medium-density housing due to its proximity to public transport, shops, services and facilities. It was consistent with a new neighbourhood character with emerging double-storey and medium density development, he argued. The council was against the proposal’s bulk, long walls, the “minimal setback” from neighbours, and its jarring with the neighbourhood character.

Supreme Court ruled out By Cam Lucadou-Wells Greater Dandenong Council has ruled out a Supreme Court of Victoria challenge against a controversial waste-to-energy plant in Dandenong South. Acting city planning director Jamie Thorley said the council could only appeal the VCAT’s recent permit approval for the 70 Ordish Road project on a point of law or if the decision was unlawful. “These concerns have not been raised or identified by the council’s lawyers,” Mr Thorley told a council meeting on 28 October. “No further action can be made on the planning permit.” The council however will appeal the Environment Protection Authority Victoria’s works approval for the Great Southern Waste Technologies project. The hearing is set to start at VCAT in February 2021. But the appeal was unlikely to cancel the

A design for the proposed waste-to-energy plant in Ordish Road, Dandenong South. project, according to community-based South East Environmental Group. “If successful, and with the best possible outcome, it may lead to imposing more conditions on the already-granted permit to build and operate the incinerator, based on numerous European examples,” it stated.

The site is on the western edge of the “suitable” Industrial 2 zone - a zone that is typically more than 1500 metres from residences. A coalition of schools, residents and community centres in Keysborough within five kilometres have objected. In its findings, the EPA stated the “potential air emissions ... pose negligible risk to human health”. The proposed air emission, odour and noise pollution controls were “consistent with international best practice standards of the European Union”. The EPA found that the plant’s 1.4 kilometre distance from the closest residents and Mt Hira College was “acceptable”. The gasification facility with two 55-metre chimneys will process 100,000 tonnes a year of household solid waste, commercial and industrial waste, producing 7.9MW of electricity. Nearby are a clinical waste incinerator, a resource recovery facility and a transfer station.

“The only way to try to reverse the VCAT decision and to cancel the permit ... is for the Council or anyone else to appeal to the Supreme Court.” SEEG stated that the council’s best “way out” was to propose a “safe eco-friendly alternative” such as anaerobic digestion technology. In a public statement, the council stated it engaged experts, lawyers and a specialist barrister for the February appeal. A specialist firm was providing technical advice on air quality, noise, vibration, human health and environmental risk, waste classification and handling fly ash, the council stated. “This is one of the most significant VCAT planning appeals Greater Dandenong has pursued and demonstrates Council’s commitment to ensuring the proposal is opposed.” Since November, the project has attracted public outrage, with homes as close as 800 metres from the site.

Who funds playgrounds? By Cam Lucadou-Wells The annual $350 open-spaces levy on Keysborough South Ward residents has emerged as a late election issue. The ‘maintenance levy’, which raised $1.55 million in 2019-’20, has been charged on the estates’ ratepayers since 2006. According to Greater Dandenong Council, it covers the higher cost of maintaining the area’s 20 per cent open space - four times more than other estates. Ward candidate Stephen Fanous has pledged to knock on every home’s door in the ward to petition for the levy’s removal. “It’s unfair, it’s been going on for many years. “Those facilities are used and made available to all people in the City of Greater Dandenong. “Now more than ever, especially with Covid-19, people are going through tough times and we need to work as hard as we can to remove it.” Rival candidate Ramy El-Sukkari said the maintenance fund was initially intended to last for just three years. Now there seems to be no end-point, he said. He has sought an explanation on what the levy was used for, given its reserve fund held a “surplus” of about $1.7 million. “We’ve got people affected by Covid and families are really struggling. “So is the $350 levy justifiable? Can it be reduced? Is there a way of scrapping it all completely? “We’ve organised an upcoming meeting with the council to get a better understanding.”

Rhonda Garad, who is also running for election, said residents should be getting better value for money. “I don’t support removing it, because the council need extra resources to maintain the extra parks and gardens. “But residents should be getting more timely, quality service. At the moment, they’re not getting it.” Ms Garad had unsuccessfully tried to rouse the council to attend a “fetid” body of water that had long laid across one of the reserve’s footpaths. After phoning the council three times on the matteer, its unreceptive response had been “extraordinary”, she said. “They don’t know if its Melbourne Water or the council’s responsibility. I got no feedback on what’s been done. “You just have to keep ringing and ringing. There’s no system to quickly address it.” Greater Dandenong corporate services director Mick Jaensch said the levy paid 75 per cent of the maintenance cost, with the council’s general funds covering the rest. In 2019-’20 the levy raised $1.55 million. Only $1.442 million was spent, the rest remaining in the levy’s reserve fund, Mr Jaensch said. The reserve fund of $1.72 million was expected to be drawn down in future years due to rising maintenance costs, he said. Tasks such as mowing, tending garden beds, playground, footpath, fencing and furniture repairs, tree planting, lighting and graffiti removal are funded. Melbourne Water maintains the open spaces’ vegetation up to the high-water mark.

All-Labor battle in the race for Springvale Central By Cam Lucadou-Wells Springvale pharmacist and strong favourite Richard Lim is suddenly facing an uphill battle to win a seat on Greater Dandenong Council. Mr Lim, a popular philanthropist and a long-time Labor member and benefactor, was seen as the unbackable favourite for Springvale Central Ward. He was also endorsed by Cambodian Association of Victoria leader and outgoing Greater Dandenong councillor Youhorn Chea. But without a running mate, Mr Lim was blind-sided by a late challenge by three Vietnamese-Australian candidates. The tilt is led by fellow ALP member and accountant Minh Van Tran, with real estate agent Theresa Huynh and post office worker Thi Gam Tran. ing Springvale to a “better place” to live and shop, and making rates more affordable. He has pledged to upgrade the unpopular

multi-level car park at 8 Balmoral Avenue as well as more modern, tidier shopfronts and more cultural events. “After 30 years in Springvale, I feel like my customers and members of the community are my family.” Mr Tran, who unsuccessfully ran in the 2016 local elections, has attacked rising rates and supported more funds for businesses, community groups and sports clubs during Covid-19. “More grants and cash-flow support should be provided to local business in retail, food services, hairdressing, events, gyms etc, to help them survive and keep employing our local residents,” he stated in a Star Journal candidate survey. “More funding should be provided to community groups and associations to create more activities. A number of these leaders’ councillors and activists gathered of the Dandenong Council Chamber last Wednesday to launch the Family Violence Prevention Resource Kit - the culmination of the Challenge Family Violence project. The challenge project is a three-year partnership between Casey, Cardinia, and Greater Dandenong councils, with funding currently scheduled to finish at the end of 2015. The resources Kit, entitled ‘Promoting Equality and Respect: an interfaith collaboration on preventing family violence’, includes fact sheets, faith perspectives, legal services, support contact numbers and more. It was funded by the Department of Justice and Regulation and supported by Monash Health and the three councils.

Under Working for Victoria, Casey will provide these roles for unemployed people whether they have lost their jobs due to the impacts of Covid-19 or have been without work for a period of time. Recruitment will begin within weeks, with different positions advertised over the coming months. Council aims to have all recruitment completed by the end of December. City of Casey CEO Glenn Patterson said the $500 million Victorian Government initiative is matching people that have lost their jobs with employers who need additional staff. “We are really pleased to take part in Working for Victoria and are looking forward to welcoming our new employees on board,” Mr Patterson said. Improved community and family facilities, like upgraded library services, more CCTV and a community safety focus. 3. Protection of the Green Wedge and green spaces. Reduction of heavy traffic. What extra Covid-19 relief does your community need? As a whole, the City of Greater Dandenong community is looking for positivity and hope after such a difficult year. Some new faces and fresh ideas on the council would go a long way in doing that. Before COVID I was an enthusiastic cook, but I’ve really stepped up my game during the past 6 months. My focaccias are insanely good - maybe it’s my Italian heritage! I do not support any housing, commercial, recreational or industrial development/s within the Green Wedge. The Green Wedge plays an important role as the lungs of Melbourne and must be protected. Three most important issues for your ward: 1. Strong leadership on local COVID responses. 2. Implementation of high-quality, integrated community facilities - Keysborough South Community Hub, Westwood Boulevard park upgrade, public toilets and shading playgrounds, upgraded sporting infrastructure. 3. Environment - effective management of public parks and gardens, stopping the Waste-to-energy plant, new composing rebate, extra hard-rubbish collections. Also, improved public safety and traffic calming measures. What extra Covid-19 relief does your community need? I am advocating for rate relief for those individuals who have lost income due to COVID-19. Also as the Government subsidies decrease in the coming months, extra funding to direct support agencies to assist with food and shelter, and, support for domestic violence agencies. Dense developments where it’ll cause more traffic, less parking availability and compromising the safety of our children and residents is a major concern. Developments like these close to schools, playgrounds and shopping centres should be scrutinised to ensure that it is designed and developed in a manner that addresses these concerns. As the local residents who resides here will have to deal with the ongoing issues that dense residential developments can cause. If I were to vote in favour of any changes it’ll be to use this piece of land for our community to enjoy and benefit from. Such benefits could be a winery like that of nearby Craft and Co, an animal farm for kids of all ages to visit and more importantly a Secondary College should our residents need one in the future, as I’m sure my daughter would like to attend somewhere local when she comes of age. Opposing the ‘Waste to Energy Facility’ as our health and wellbeing shouldn’t be compromised due to toxic waste omissions in such close proximity to our homes. 2. Implement safety programs and amenities to protect children and residents. 3. Improving current footpaths and establishing new ones along parks and playgrounds. What extra Covid-19 relief does your community need? Extra funding and support for not-for profit and community groups who are in need of extra funding during this tough time. While my four children were at schools, I was actively involved in school councils. Some 12 months ago I, with many highly motivated local residents living in Keysborough South, formed the South East Environmental Group SEEG to mobilise the community against the MSW incinerator project and to protect and improve our environment. Small businesses have been badly affected. Senior residents, particularly the isolated ones, have no doubt been affected. In some cases dual occupancy developments may be appropriate but I don’t wish to see multi storey towers popping up everywhere. I was amember of Springvale Rise Primary School Council, but I still help fund school camps and supplies for students. I would deem the multi-level carpark at 8 Balmoral Avenue in Springvale to be an example of inappropriate development. This 540-space carpark constructed to combat road congestion in Springvale has ultimately failed in serving its purpose. This is due to its extremely poor design which consists of narrow and accident-prone ramps, as well as lack of CCTV and security patrol. This carpark remains close to empty most of the time, with road congestion still a rampant issue. What type of new development would you support in Greater Dandenong’s Green Wedge (Housing/commercial/recreational/industrial/none)? I would aim to preserve as much of the Green Wedge as possible to protect our fragile environment. However, I would support recreational development such as playgrounds and picnic areas for our community to enjoy the nature and open spaces. Three most important issues for your ward? Severe road congestion and lack of parking, poorly maintained infrastructure such as roads, footpaths, security, outdated shopfronts, etc., and minimal designated recreation areas in the central (e.g. social seating and dining spaces). What extra Covid-19 relief does your community need? Due to COVID-19, many local businesses have been forced to shut which has heavily impacted the lives of our business owners and residents who have lost their jobs. Once restrictions are lifted, the council needs to work on ways to attract more visitors and customers to Springvale, helping small businesses recover quickly and increase jobs in our local area. The council also needs to make government financial aid and mental health services more accessible to the 18% of residents in Greater Dandenong who have limited English skills by actively promoting these services in different languages. I have spent most of my free time during lockdown hosting multilingual online seminars from home on health advice, current events and COVID-19 updates for multicultural organisations such as SBS, SK Media, SK Health Time, CANN, Radio Free Asia, etc. I run these seminars up to four times per week. ALP candidates at odds By Cam Lucadou-Wells Keysborough South Ward candidate Stephen Fanous has been seemingly snubbed by his fellow ALP member candidates. Mr Fanous says he has been denied preferences from the three ALP candidates ahead of this month’s Greater Dandenong Council election, despite him being confirmed as an ALP member in late September. He says he applied for membership in March. Under party rules, Labor-member candidates are required to exchange their earliest preferences. However due to being a member for less than 12 months, Mr Fanous has been told he must preference other ALP members first but not expect reciprocal preferences back. “I’m a little disappointed that the other Labor members haven’t kept an open dialogue. “As fellow Labor members, they should at least be open to a conversation regarding preferences.” Ramy El-Sukkari, an ALP member candidate and one of the election front-runners, said he would not - and was not obliged to preference Mr Fanous early. “My values are apart from Stephen Fanous. He won’t be getting any favours.” The other ALP member candidates are Jessica Halliday and Gam Le. Mr Fanous has however gained top preferences from candidates My Dung Phung, Thineng Meng and Vivekkumar Desai - none of whom returned a Star Journal candidate survey. Their preferences are in official candidate statements, which will be mailed out to voters from 6 October. Mr Fanous denied the three were ‘running mates’. Stephen Fanous says he’s disappointed in ALP member candidates’ lack of “open dialogue” with him. “We’ve reached out to everybody to discuss preferences”. He denied a claim by Greens candidate Rhonda Garad that he offered to pay for her how-to-vote cards in exchange for preferences. “In discussing preferences with me, Stephen offered to print and distribute my howto-vote cards, which I didn’t think was appropriate,” Ms Garad said.

NPAC reopens Covid safe After a dormant three months, Noble Park Aquatic Centre’s outdoor pool is set to re-open on Monday 5 October. The 50-metre pool will be open for up to 20 lap swimmers at a time. Changerooms will be closed, but toilets open. The centre as well as Dandenong Oasis has been closed in early July under stage-3 and stage-4 Covid-19 restrictions. As of 29 September, Greater Dandenong had not recorded a new case for three days. The council area’s active cases had dropped to 12 - its lowest total since 16 July. From 5 October, NPAC visitors will have to pre-book their swim sessions. They will also be subject to temperature checks, signing-in and 1.5-metre social distancing. According to the NPAC website, all of its staff have completed DHHS COVID-Safe training as well as additional training by the pool’s manager YMCA Victoria. All visitors are required to wear face masks, and expected to apply the hand sanitiser provided on arrival. The centre will be cleaned every 24 hours. High touch-points such as doors and toilets will be cleaned regularly during the day. The indoor pools at NPAC and Dandenong Oasis will remain closed until further notice.

Dandenong’s shopping ‘heart’ celebrates 154 years Dandenong Market’s 154th birthday will be a low-key celebration, in keeping with Covid-19 restrictions. In the heart of Dandenong since 1866, the birthday date rolls around on Saturday 10 October. As the accompanying photos show, the market’s building and place as a “melting pot of culture” have constantly evolved, says general manager Jennifer Hibbs. The market holds childhood memories for many customers, she says. Such as the taste of a sweet Dandee donut after school, the football oval next door or being pushed around the market by Grandma in a jeep. In the early days, Dandenong Market was a fortnightly livestock market visited by swarms of local and Gippsland farmers some even travelling days to trade. Popular items included livestock, dairy products and fresh fruit as well has hay, honey and lard. The market moved to its current site in 1927 to accommodate the region’s evergrowing population. The offerings began to change too. Confectionary, clothing, hosiery, leather, shoes, smallgoods and grocery traders were added to the list of popular sellers who were now trading weekly. Much like it is today, Dandenong Market has remained open through large and devastating world events to support the community. The market was converted into a sleeping quarters for soldiers in the second World War and played a vital role in providing economic opportunities for people during The Great Depression. In Covid-struck 2020, Dandenong Market has continued to trade. “If there is one good news story in the midst of Covid-19, it is the love felt from the market community,” Ms Hibbs said. Dandenong Market welcomes more than 5.6 million visitors each year to more than 200 small family businesses sell a variety of products ranging from soaps to seedlings, fish to flowers and breads to Bahn mi. Dead centre Dandenong’s centre has been surreally quiet as Covid-19 pandemic rules have tightened. Most shops were closed in mid-morning, with people only permitted to shop on-site for food and “essential items”. Under the ‘Second Step’ of the state’s recovery roadmap, cafes and restaurants are permitted to open only for take-away and delivery. In the Third Step, outdoor dining may be permitted. There are moves to create more outdoor dining areas in parking bays to accommodate the shift.

Time drags for Emerson By Cam Lucadou-Wells A Dandenong specialist school that’s been teaching in shipping containers and foyers has been given $1.56 million funding for a longawaited upgrade. Emerson School is one of 33 Victorian schools given funds to plan for stage 1 of rebuilding the junior-senior campus including new offices, learning areas and a library. School council president Heather Norman said the campus’s “antiquated portables and established buildings” were “seriously inadequate”. The school had not had major capital works for nearly 50 years since it opened in 1973, she said. Its 415-strong student body had outgrown the Heatherton Road campus built for 144 students. “Emerson has some of the oldest portables in Victoria still in operation. “The school relies on nine shipping containers to provide storage shortfalls for housing valuable equipment and resources. “Classes are taking place in foyers.” Emerson’s main Information Technology and Fibre Optic Centre is based in the senior school foyer, Ms Norman said. The school is also hoping to include a pedestrian crossing and traffic lights at Heatherton Road as part of stage one. It is the only Melbourne metropolitan school without a pedestrian crossing or traffic light management, Ms Norman said. “The extreme danger at the schools’ front gate has long been recognised. “This traffic project has been supported by the Department of Transport, The City of Greater Dandenong Council, the Department of Education & Training, the Victorian School Building Authority and the Emerson School Council.”

After the stage one masterplan is complete, the school will still have to wait until a future State budget for capital works funding. The planning process includes ‘bricks and mortar’ training for principals and school leaders from the Victorian School Building Authority. Yet the school’s principal John Mooney had already managed the building of a $6.1 mil-

lion middle-school campus in Gloria Avenue in 2012. The project, originally costed at $10.8 million, was delivered with a saving of $4.7 million. It was funded from within the school’s own budget. Ms Norman said the school had $4 million ready to inject into the four-stage $49 million upgrade of the junior-senior school. “The school would like to invite companies, philanthropic associations and private benefactors to donate funds to make the four stage

project happen at a faster rate. “The students of Emerson have been waiting for so long.” Education Minister James Merlino said the upgrades planning would give a “much needed boost to our economy as we get on with the post pandemic recovery.” Dandenong MP Gabrielle Williams said: “The Andrews Government is supporting schools in Dandenong, and delivering the facilities local students deserve.”

The roadmap to a return By Nick Creely Cricket Victoria (CV) has released its much-anticipated roadmap back to community cricket this season, with metropolitan clubs and associations beginning preparations for 2020/21 in a Covid-safe way from mid-November. With metropolitan Melbourne moving into Step 2 of the Victorian Government’s roadmap, and with regional Victoria currently at Step 3, CV has produced its own roadmap in line with government restrictions in its latest Return to Train and Play document. In metropolitan Melbourne, with local associations the Dandenong District Cricket Association (DDCA), the Victorian Premier Cricket competition, and the Victorian Sub-District Cricket Association (VSDCA), restrictions are currently limited, but some more freedom has come to clubs and players in terms of training. With the next step from the Victorian Government expected to come on 19 October, metropolitan cricketers are now able to meet outdoors for exercise with up to five people from two households, which crucially includes cricket ovals and nets. In the CV document, turf wicket preparation is now able to begin, though all indoor facilities remain closed and school ovals remain closed, while the metropolitan and regional border restrictions remain in place. But, come 20 October onwards, if the state daily average cases is five over a 14-day period and less than five unknown sources, the roadmap signals an official return to training and play, with CV listing 14 November as a potential start date for metropolitan cricket. From 20 October, outdoor training will resume, but with a limit of 10 players, plus a coach in two groups permitted on an oval and one group in the training nets. Previously, CV announced that spectators would be banned from community cricket this season, however this has been lifted and there will be a maximum groups of 10 allowed, with proper social distancing, face masks and attendance registers a requirement. For ‘Covid normal’, which will be triggered when there are no cases in the state for 28 days and no active cases, it is expected there will be no caps on group sizes for training or spectators, but there is no timeline at this stage over when this step will be taken. CV has also reminded clubs and association to adhere to Covid-safe principles throughout each step, which includes face masks when off the field for everyone over 12 years of age, physical distancing of 1.5 metres, regular hand hygiene, and not attending training or matches if sick with Covid-19 or

Picture: STEWART CHAMBERS any other illnesses. “Everybody involved in cricket wants to see cricket returned to ‘normality’ as soon as possible, but we need to play our part in complying with the State Government directions,” CV said in its document. “(This includes) group sizes for training, wearing a face covering, hygiene protocols. “As the nation’s summer sport, we want people to be healthy, active and for communities to connect. “Cricket will progress through the steps on the roadmap as the State Government informs the public of the change to restriction levels.”

DDCA aims for a December start to its new season By Nick Creely The Dandenong District Cricket Association (DDCA) is aiming for a Saturday, 5 December start at the latest - with the competition confirming the dates to clubs as it looks to get a season underway. The DDCA has informed clubs of its plans, but has crucially left the door ajar for a 21 November start at the earliest if Melbourne’s Covid case numbers remain low and trigger the potential lifting of restrictions coming forward. Cricket Victoria only recently released its suggestions for the 2020/21 season to clubs and associations, advising to consider a start date of 14 November for metro Melbourne if restrictions are further eased on the 26 October deadline, allowing enough time to familiarise themselves with Covid protocols, a shortened pre-season, a potential practice match, and preparation of facilities. However, with Premier Daniel Andrews announcing that metropolitan Melbourne could move ahead of the 26 October deadline and into the next step in mid-October, it could mean that the DDCA can push for an earlier start. At a DDCA presidents meeting on Thursday, 24 September, the clubs agreed to aim for a 5 December start - allowing enough time for a shortened pre-season, with training expected at this stage to be cleared for 26 October at the latest, but have agreed that if it can start earlier that they will. It is, however, a season like no other, and like for every association in Victoria, there are a number of changes for the DDCA in 2020/21. There will be 14 one-dayers played this season, with seven matches to be played with white balls and the other seven with red balls, 22 STAR JOURNAL

Other Turf grades will be 40 overs per side and begin at 1pm. All finals will be played in the one-day format. Synthetic grades will be 36 overs per side and begin at 1pm with 11 matches for the season, with the one-day competition to be amalgamated into the senior synthetic grading. The DDCA junior season has also been confirmed for a 28 November start, but can start on 21 November at the earliest, and will feature a mixture of one day and two day games, with junior finals to be two-day matches.

The DDCA’s highly-regarded Twenty20 competition, which is usually played midweek, will not proceed this season. DDCA vice president Steven Richards said it’s exciting to get the dates locked in, and said clubs and the association have quiet optimism that they could start slightly earlier than the December date after doing a lot of background work with the executive to come up with a plan. “Especially given the numbers, having single figures for the first time in a long time, we’re optimistic to get a late-November, early-December start, and given the recent trends, we’re quietly confident we’re able to

start as early as possible,” he said. “We had a number of scenarios planned out, and we ironed those out as we went along - we wanted to play minimal Sundays, and that December was, I suppose, the last date that we could play to avoid that.” Richards said it’s terrific to have more clarity and confidence that cricket in the DDCA will proceed this season - something he believes is vital for the community in the summer and for clubs to start planning for the season, as well as iron out Covid-safe plans which are integral part of how community sport can proceed. “We’ve had a lot of feedback in the last three or four weeks, and I think clubs just want to a start date, so now that they’ve got that start date, they can start doing registrations, and getting the numbers together to work out what sides they can have this season,” he said. “We’re decided that we now have a date, and hopefully the 21st is going to happen we want to get out and play as soon as possible, and individuals need to get out of the house.” Richards confirmed that the DDCA executive will meet this week to look at the fixtures and how to face the challenges clubs may face in complying with some strict protocols to start training and playing. “We’re giving the chance for clubs to reaffiliate,” he said. “We’re going to have a separate Covid meeting this week, but obviously there’s a lot of stuff that clubs will need to do to be compliant with all the Covid stuff. “We’ve given the clubs the opportunity to look at whether they can meet those guidelines that have been put in place when they play outside of their venue.” dandenong.starcommunity.com.au

Development drives him By Lance Jenkinson While his cricket whites have not seen daylight for some time, Lynbrook youngster Jono D’Rozario has not used that as an excuse to stop looking for an edge during lockdown. The practical side of his game had to take a back seat, but the Buckley Ridges product has focused on other aspects that will be beneficial once he can get back into the field of battle. It is D’Rozario’s self-drive and dedication to the game that went some way to sealing his selection in the Cricket Victoria Under-19 Emerging Performance Squad. “There’s always things to do around the game,” he said. “It’s been a decent opportunity to work on some things that you can work on, on your own.” “It’s also been a really good opportunity to work on fitness.” If D’Rozario can fulfil his potential, he will be a valuable asset for his club - Richmond in Premier Cricket for years to come and he will be knocking down the door of Victorian selectors before too long. Not only is he a quality leg spin bowler, but he is also a strong batsman, which will offer rare versatility to a batting order. “I can bat sort of wherever the team needs me to,” he said. “It’s about being as flexible as you can and knowing your role in the game, as well as your role in the team.” The lockdown has allowed D’Rozario to be solely a student of the game. He has turned to the digital sphere to analyse his bowling technique and further enhance his batting. One area of his focus has been situational batting, something he only needs to flick on his television to observe, with so much professional cricket being played across the globe. It’s one thing to be a skilled batsman, but for D’Rozario, who prides himself on being able to play roles in the top, middle and lower orders, it’s vital that he is aware of all game situations and knows when he needs to accelerate and when to remain calm. “Something I’ve been able to do is watch a lot of the cricket,” he said. “Looking at guys bat in different types of game sense.” “Hopefully I’ll be able to improve my ways in that respect.” D’Rozario has relished the chance to take part in online sessions with the Emerging Performance Squad. The ongoing theme of those Zoom conferences has been mental toughness and selfbelief. “It kind of widened our eyes about cricket, not just being about the bat and ball,” he said. “We’ve talked about the resilience side of things.” “With the game of cricket, a lot of it is done above the shoulders.” “It’s definitely good to have a clear mind, and it’s something that got reiterated a lot and being confident in your own ability.”

As part of the emerging Victorian squad, he is training alongside like-minded individuals with development at the forefront of their minds, while getting to “pick the brains” of coaches and mentors who have played at the highest level. In clubland, D’Rozario could not be in a better situation, with Richmond putting in plenty of time developing its talented crop of youngsters. Ten members of the Emerging Performance Squad are from Richmond and they are ultracompetitive. Training sessions among these tenacious teens are fierce and that only helps D’Rozario and the other players to get better. “We’re a very young club with plenty of opportunity,” he said. “We’re all pushing each other to get better.” “The competition that goes on in the nets

bat versus ball is pretty intense.” “We’re all youngsters and we all want to improve and impress.” “There’s a few battles going on.” Even on the home front, D’Rozario has the benefit of his dad, Shane, who is a cricket tragic and once a Buckley Ridges star. Shane took out the Dandenong District Cricket Association’s highest honour, the Wookey Medal, in season 2006-07. “It’s good to always have someone around that I can have a chat with about the game,” D’Rozario said. “He’s like that coach who is always around.” It was at Buckley Ridges where D’Rozario got his launching pad for a successful junior career. He said the club has been a powerhouse of the DDCA for “some time”, but still prioritised the development of its young players. “It’s provided a fair few juniors the opportunity to go and play Premier Cricket,” he said.

“It’s provided them with a really stable base.” “I’m really grateful for what they’ve been able to do for me.” D’Rozario has one thing on his mind going into the 2020-21 season: Development. While he relished the chance to play first XI cricket at Richmond last summer, he knows the battle for spots will be intense. He is “not fazed” what grade he starts in this season, as long as he is continually improving. “I was lucky enough to have a couple of good performances in the twos and sort of work my way up into the ones,” D’Rozario said. “That was a good tick in the box for the 2019-20 season.” “As we’ve always said, as a young player you’re always looking at your development first.” “I’m really enjoying it at Richmond, where every guy is looking to develop and get better at their game, so whether it be in the ones or the twos, as long as I feel like I’m developing, I’m happy.”

The Rebels’ bold move for their new coach pays off By Lance Jenkinson It was an ambitious play by the Mulgrave Rebels - but what’s the harm in asking the question? The Rebels put the call out to revered baseball figure David Clarkson to ask if he would consider taking over their head coaching position and they got their desired answer. “I’ve been a Waverley Baseball Club guy all of my life and I’ve coached Dandenong in the winter,” he said. “They chased me and I said ‘yes’.” A former Victorian representative in the Claxton Shield, an Australian Olympian and renowned catcher, Clarkson has a wealth of experience and knowledge to share. dandenong.starcommunity.com.au

But Clarkson is just as excited by the opportunities the Dandenong-based Rebels present to him. The team Mulgrave assembled gives him plenty of young talent to work with and the facilities at the club’s Clow Street field are impressive. “Make no bones about it - they’ve got some good players there,” Clarkson said. “The new clubrooms, the lights, the ground looks fantastic, so there’s a bit of a buzz around the place.” It has been a peculiar introduction to life at Mulgrave for Clarkson. The Covid-19 situation has thrown any convention out the window. Given that all Baseball Victoria clubs are

operating with one hand tied behind their backs this pre-season, Clarkson wants no excuses from the Rebels when the government gives baseball the green light out of lockdown. “It will be a sprint race rather, than a marathon this season,” Clarkson said. “I’ve posted [messages to the players] on Facebook that I want to hit the ground running. “Pitchers should be utilising their two hours getting work into their legs and arms, and hitters should be swinging the bat, whether it’s just dry swings or hitting the ball off a tee until such time where we can get a group together on the field.” “Whatever the league sets up, we have to abide by and hopefully it won’t be too long of

a preseason and we can get into it.” “Hopefully we can catch everyone by surprise with guys that have been doing a little bit.” Clarkson has confirmed that Mulgrave will not have an import player on its roster this summer. It will be the same for most clubs, with the border restrictions making it tough for clubs to source an overseas player. He is confident the Rebels have the pitching and hitting depth to give the Baseball Victoria Summer League Division 2 title a real shake this season. “A lot of other clubs rely on imports, so hopefully our local talent will be better than theirs,” Clarkson said.
