Donor welcome By Cam Lucadou-Wells Premier Daniel Andrews offered to call property developer John Woodman to invite him back to Labor fundraisers after reports of alleged corruption emerged, an IBAC inquiry has heard. The inquiry heard of his “quick chat” with Mr Woodman about a development at an ALP dinner in 2015 as well as him “waxing lyrical” about Mr Woodman’s financial support for the ALP. According to IBAC evidence, Mr Woodman gave more than $150,000 to Labor’s 2018 state election campaign. Mr Andrews has distanced himself from Mr Woodman, who is the subject of the corruption inquiry into land deals, Casey councillors and state MPs.

The Premier has declared a Flower Drum restaurant lunch with Mr Woodman, as well as a 2002 election donation but denied talking to him about property matters. In a phone intercept of Mr Woodman, his hired ALP lobbyist Philip Staindl told of chatting with “the boss” - Mr Andrews - at a function in March 2019. In Mr Staindl’s words, the Premier said that Mr Woodman was “more than welcome to come back” to ALP’s Progressive Business events. Mr Andrews offered to give Mr Woodman a call to say “things are OK but also to thank you for your support”, Mr Staindl said. “He started waxing lyrical about how much you’ve given to the party. “He made a note to call you and got me to send your number to him via SMS so I’m sur-

prised that you haven’t heard from him.” Mr Staindl describes Mr Andrews as describing an Age reporter as a “right a***hole” and the government having to shelve a proposed land rezoning C219 due to the reporter’s story in the last weeks of the 2018 state election. “He said ‘And fancy trying to make the City of Casey out to be the sanctimonious organisation”.” Mr Staindl told IBAC that may be “some embellishment” in his narration. He couldn’t recall the encounter with “absolute certainty” because he’d had a “few glasses of wine” at the function. “The general tenor was accurate,” Mr Staindl replied. “There may have been a little bit of spice put in it.”

In an IBAC phone tap on October 2018, Mr Woodman referred to going to Mr Andrews if we “get pushed back”. “I know that I said I wouldn’t go to the boss but if we get pushed back on this I’ll go to the top,” Mr Woodman said. “He had certainly met the Premier on a few occasions,” Mr Staindl told the inquiry. “But I would not agree that there would be an expectation that he would intervene based on his financial support. “He may do it by way of advocacy, but I don’t think there’s a direct correlation there.” In four consecutive months, Mr Staindl discussed a Point Cook development called Aviators Field with “various people” in the Premier’s office and local MP and minister Jill Hennessey, the inquiry heard. Ex-mayor’s ‘strong’ support By Cam Lucadou-Wells Former Casey mayor Janet Halsall’s re-election campaign in 2008 was ‘assisted’ by developer John Woodman, according to his own internal memo tabled at an IBAC inquiry. The then-mayor Ms Halsall had a “very strong” association with Mr Woodman’s company Watsons, Mr Woodman wrote in the memo in June 2008. She had indicated “overwhelming support” for Mr Woodman’s quest for the inclusion of Brompton Lodge farmland within the urban growth area in Cranbourne West, he stated. “Watsons are assisting Janet’s re-election in the forthcoming election (in) November 2008.” The memo was addressed to landowner Pe-

ter Carpenter. Mr Woodman’s son Heath and lobbyists Philip Staindl and Geoff Leigh were copied in. The 100-hectare farmland was rezoned as a “logical inclusion” by the Liberal State Government in 2012. At the IBAC Operation Standon inquiry on 10 November, Mr Staindl said Mr Woodman knew the ex-councillor “quite well”. Mr Staindl denied having knowledge of Ms Halsall’s role at the time, despite being copied into the memo and named as a “political facilitator”. “It doesn’t ring any bells.” Ms Halsall was a Labor branch member when Mr Staindl ran as the ALP’s candidate for

La Trobe in the 2001 federal election, he told the inquiry. “I think it was a couple of years after that she changed her political allegiance and joined the Liberal Party. “So I had nothing more to do with her from that point.” Ms Halsall had allegedly managed a Woodman-funded campaign for nine “friendly” core candidates and support candidates in the 2016 Casey Council elections. The relevation led to Ms Halsall to stepping down as a staffer in federal Liberal MP Jason Wood’s office. Mr Staindl said he had “absolutely no knowledge of that”. “What came out in the media ... I was quite

surprised at the level of involvement.” At the inquiry in December 2019, former Casey mayor, Liberal MP and later Woodman lobbyist Lorraine Wreford stated Ms Halsall and husband Bob Halsall managed the near$100,000 campaign. Ms Wreford said the scheme was conceived by Casey’s mayor at the time Sam Aziz, who is being investigated by IBAC for alleged corrupt dealings with Mr Woodman. Campaign invoices were paid in a “covert” fashion, Ms Wreford said. “It was definitely designed that the candidates didn’t know where the money was coming from ... apart from Cr Aziz.” None of the elected councillors declared the funding, the hearing was told.

IBAC hears claim of $10k donation for rezoning support By Cam Lucadou-Wells Cranbourne MP Pauline Richards has come under fire after an IBAC inquiry heard a claim she’d accepted an extra $10,000 election donation from allegedly corrupt developer John Woodman after expressing support for a land rezoning. In Parliament question time on 11 November, state opposition leader Michael O’Brien said Ms Richards’ “political support is for sale to the highest bidder”. “Why does the Premier believe the member for Cranbourne is a fit and proper person to be a government representative on the Public Accounts and Estimates Committee?” In response, Premier Daniel Andrews said Ms Richards was “not only an outstanding person but an outstanding advocate on be-

half of her community”. “You could not hold a candle to the member for Cranbourne. The people of Cranbourne had their verdict on you, and they showed you the door.” At the IBAC Operation Sandon hearing the day before, ALP lobbyist Philip Staindl said Ms Richards expressed “broad support” for Mr Woodman’s push for rezoning Cranbourne West industrial land for housing - also known as Amendment C219. The support was expressed in a meeting between Mr Staindl and Ms Richards before the 2018 state election. “After that meeting, I indicated to Mr Woodman that the meeting went well, she was generally supportive,” Mr Staindl told the inquiry. “He then said, ’You’re authorised to offer a contribution of $20,000 to her campaign’.”

Mr Staindl said Ms Richards accepted an extra $10,000 for her “very well-resourced” campaign, with $5000 allocated to each of Ringwood and Ferntree Gully seats. IBAC Commissioner Robert Redlich said it was part of the human condition that when a person A gets something from person B, they’re more likely to feel a “willingness to ... help” person B. “Yes, and it’s probably an accurate one,” Mr Staindl said. In 2019, Mr Woodman told IBAC he’d “upped the ante”, lifting his donation to Ms Richards from $5000 to $20,000 ahead of the 2018 state election. He agreed with counsel assisting Michael Tovey QC that it was in exchange for Ms Richards’ support for Amendment C219. The inquiry continues.

Deputy mayor race For the first time, Greater Dandenong’s mayor will have a deputy. The 12-month mayor and deputy-mayor positions will be elected by councillors on Thursday 19 November - the first face-to-face council meeting for four months. Under social distancing, the councillorelects’ can each invite one other to watch proceedings on Harmony Square’s big screen outside the council chamber. Mayoral candidates Angela Long and Jim Memeti didn’t have a ‘ticket’ of a preferred deputy mayor candidate. They both however supported the new role. Ms Long tried to install a deputy mayor when she was mayor last in 2014. Her original vision was for the previous mayor to hold the deputy office. “It would give relief to the mayor. “The mayor can’t get to everything - they might be invited to five functions in one day, especially during Christmas time. “I think everyone should have an opportunity to be mayor or deputy mayor.” Mr Memeti said the deputy - when standing in - assumed the powers of mayor at council meetings or formal events such as citizenship ceremonies. They were a valuable back-up for the mayor, who was unable to attend all of the 1000 invitations a year. The new position was also a “stepping stone” for inexperienced councillors seeking to be mayor, Mr Memeti said.

The pair are the most experienced councillors elected in the October local government polls. Mr Memeti - who has served four terms is aiming for his second consecutive stint as mayor. He said he would aim to bring together councillors to work together on a Covid recovery plan. The council’s bottom line had taken a $12 million hit from the pandemic so far - such as from waiving rents, rates, outdoor dining permits and parking fees or spending on emergency relief and grants. But the budget was still in a “strong” place, Mr Memeti said.

“It’s a huge job and I really want to continue to work with supporting residents, clubs and businesses. “I’m getting some really good feedback from my colleagues. Others are saying that they’re considering it - I’ll wait and see on the day. “I ask them what they want to see in the next 12 months and see if they align (with what I can deliver). “I’m very inclusive - that’s why I normally get the votes as the mayor.” Ms Long - a two-time mayor - said colleagues were “quite positive” about supporting her mayoral tilt. “I’m quite happy about the way it’s going. “I think we’ll work very well together. “If I win, I win. If I don’t, I support the mayor - but of course, I want to be mayor. “Otherwise I wouldn’t be putting my hand up.” She said 2020-’21 would be challenging for the mayor. “But if we work together with the (council’s) economic development unit, we’ll do OK.” Ms Long said isolated elderly residents were missing their social outings and activities at senior citizens clubs. “Seniors do like to get together, have a natter, play their games ... . to speak to someone other than the four walls.” There’s no provision for paying a deputy mayor more than the maximum councillor salary of $31,444 a year. The mayor is paid $100,434 a year.

A group of thieves are on the run after damaging property and stealing fishing equipment from the Compleat Angler recreational sporting store on Princes Highway, Dandenong in the early hours of Sunday 8 November. An allegedly stolen car was seen arriving at the store at 12.40am and was used to rip the front doors from the business. The culprits then entered the store, smashing glass cabinets and stealing a number of fishing reels, tackle and waders before fleeing the scene in the same vehicle. Glenys Cooper, owner of Compleat Angler Dandenong said that the robbery was “just devastating”. “We’ve been gutted as a retail store for so long with Covid,” Ms Cooper said, “so it’s been a hard enough year without having to have something like this [happen] as well, on top of it.” The team at Compleat Angler had only just reopened the store 10 days before the burglars struck, having been forcibly shut down for months during Melbourne’s strict coronavirus lockdown. Ms Cooper said police are currently investigating the crime and that some promising leads have been made, with the help of CCTV footage, a witness statement and the discovery of the burnt-out vehicle hours after the robbery. “We’ve cleaned up and now it’s just a matter of going through the insurance process, which again is just an unnecessary stress going into Christmas when you’re trying to condense five months of trading into five weeks,” Ms Cooper said. Like many businesses in Melbourne, the Compleat Angler team were excited to have finally reopened again after a tough year relying on online sales and remote work and feel that this burglary is yet another blow. “It’s just unfortunate that people feel that they need to have my doors and my reels more than I do,” Ms Cooper said. Surrenders up post Covid By Gabriella Payne The Australian Animal Protection Society (AAPS) at Keysborough has been awarded a $150,000 State Government grant towards the establishment of a new vet clinic. The new vet clinic will provide veterinary care for shelter animals and will also provide low cost veterinary services to the community and animal rescue groups. “Every animal deserves to live a happy and healthy life. These grants will help to ensure more people can access affordable veterinary care for their beloved pets,“ said Agricultural Minister Jaclyn Symes. “These grants recognise the significant role

not-for-profit and community animal welfare organisations play in ensuring Victorian pets are provided with the care they deserve.” With Melbourne’s tough lockdown laws easing, animal shelters across the city are experiencing a notable increase in the number of dogs and cats being surrendered. AAPS spokeswoman Charlie Keele said that “from July 1 to September 30 we had just shy of 40 dogs come through our shelter, which was a really optimistic sign, but since 1 October to now we have seen almost the same amount come through our care“. Ms Keele said that it had been a very difficult time “as some of the surrenders were be-

cause people could not afford to care for their pets properly” due to loss of income during the pandemic. No direct correlation has been made between the number of surrendered animals rising and restrictions being lifted, but Ms Keele said that whatever the reasoning, there had still been a “dramatic increase”. As well as dogs, AAPS has been inundated with stray and unwanted kittens in recent weeks, due to stray cats and owners not having their pets desexed. Ms Keele said that it was currently kitten season, with some as young as one day old being handed over to their team of dedicated

staff and volunteers. “We are just lucky enough that there are people out there who bring them to us, so we can provide the care they need,” Ms Keele said. Earlier in the year, many people adopted new animals and turned to their pets for support during lockdown, as the majority of Melbourne were forced to work from home. Now that people are slowly returning to work, the AAPS are urging pet owners to continue thinking of their furry friends, promoting the message “don’t forget your pets”. If people are struggling to care for their pets, Ms Keele said “there is always help out there, whether it be training or behaviour support”.

TKD champ’s welfare rort By Cam Lucadou-Wells A former taekwondo champ from Keysborough who rorted more than $88,000 in carer payments has been sentenced to a community corrections order. Seda Demirkiran, now 28, failed to declare her employment income to the Commonwealth’s Department of Human Services for more than four-and-a-half years up to 2018, County Court judge Michael Bourke said in sentencing on 6 November. She earned up to $280,000 over that time

in mainly financial sector jobs, including with NAB. Judge Bourke said there was a link between Demirkiran’s borderline personality disorder and her prolonged offending. Her mental illness stemmed from a “persistently traumatic” upbringing and family home, where she cared for her seriously sick and opioid-addicted mother. Demirkiran legitimately claimed the full carer’s allowance from 2013 but failed to notify Centrelink of her employment from January 2014.

There were opportunities to stop the “serious” offending as well as several acts of dishonesty, Judge Bourke said. “It is offending that is difficult to detect and in effect exploits the necessary trust of the social welfare system. “There’s community loss in all these things.” Demirkiran misrepresented her work status to be reinstated on the carer’s allowance in 2015 as well as to an eligibility review in 2016. In 2018, her ruse ended after data-matching her income declared to the Australian Taxation Office. The former Australian taekwondo rep-

resentative has a new employer after losing her job with NAB in 2018. Judge Bourke accepted there was financial difficulty, with the family home sold to resolve Demirkiran’s bankrupt father’s debts. Demirkiran avoided jail due to her guilty plea, no prior convictions, good rehabilitation prospects and relevant mental illness. She was placed on a three-year supervised CCO including 350 hours of unpaid work and mental health treatment. She was ordered to repay the remaining $87,574.73.

Dining probe By Cam Lucadou-Wells Developer John Woodman spent more than $10,000 to dine privately with Premier Daniel Andrews in in the top-end Flower Drum restaurant in 2017, an IBAC inquiry has heard. Mr Woodman successfully bid $8500 for the prize at an auction at a fundraising dinner for ALP Greek MPs in 2016. He then paid for a private room and lunch for seven at the Flower Drum on 13 September 2017. At the table were Mr Andrews, Mr Andrews’ adviser, South-East Metropolitan MP Lee Talarmis as well as Mr Woodman and his team including Mr Woodman’s hired ALP lobbyist Philip Staindl. Counsel assisting the Operation Sandon inquiry, Michael Tovey, asked “what was in it for Mr Woodman?” for his $10,000-plus investment. “I think he’s put it down to relationship building and continuing on his support,” Mr Staindl told the hearing. At the time, Mr Woodman was seeking the rezoning of Cranbourne West industrial land for housing - also known as Amendment C219. But Mr Staindl insisted that Mr Woodman’s specific planning projects were not talked about over lunch. “There was a specific recommendation by me, and one which he carried out, not to discuss any planning related matter over that lunch,” Mr Staindl said. “I didn’t think it was appropriate. It may have placed the Premier in an awkward position. It would have detracted from the social value of (the lunch). Because the event was purchased at a fundraising night the optics wouldn’t have been good.” However, Mr Woodman’s “notion of housing affordability” was one of the subjects discussed, Mr Staindl said. About a month later, politicians felt a “sense of unease” being seen with Mr Woodman when

The Age reported he was doing planning work for the Madafferi family in Keysborough. Mr Tovey read aloud excerpts from an email by Mr Staindl stating Mr Woodman should keep a “low profile”. “Intimate events” like the Flower Drum with “you know who” were off the schedule till the end of the year, Mr Staindl allegedly wrote. “The nervous nellies in the Premier’s office” didn’t want a close association with “anyone named Madafferi”. In 2019, Mr Andrews defended a 2002 donation from Mr Woodman as well as the lunch. At the time, Mr Andrews said the $2500 donation to his 2002 state election campaign was “declared as it should have been at the time 17 years ago.” He said the lunch in 2017 was “principally” about sponsoring a charity golf day. “He’s never raised active planning matters with me otherwise I would have stood up and left.” The Sandhurst Club “Golf for Cribs” Premier’s Monash Children’s Hospital Golf Day on 17 November, 2017 was sponsored by Mr Woodman’s company Watsons. It raised “in the order of $400,000” for Monash Children’s, Mr Andrews said. Mr Talarmis was at the lunch due to being the co-ordinator of the Greek MPs dinner the year before, Mr Staindl told the inquiry. “I think Mr Woodman had established a relationship with Mr Tarlamis independent of me. “It was probably through the Greek MPs’ function, because Tarlamis coordinated that function.” Mr Talarmis used to be based in an electorate office with Mr Andrews and recently retired MP Gavin Jennings in Noble Park, Mr Staindl said.

Donor ‘welcomed’ by ALP From page 1 In September 2015, Mr Staindl attended the “Sandbelt MPs dinner” with Mr Woodman to speak to Mr Andrews. “I think just as the Premier was departing Mr Woodman shook his hand, said, ‘Nice to see you, and I’m having ... I’ve got some frustrations with Aviators Field,” Mr Staindl told the inquiry. “So it wasn’t a formal meeting but, yes, it was a quick chat about it.” An email by Mr Staindl at the time suggests they handed a briefing “note” to Mr Andrews at the time. Mr Staindl told the inquiry he was likely to have updated the Premier at a function in late 2015. Mr Staindl agreed that if there was one person who could “do something about the impasse” it was the Premier. “Whether or not anything is then acted upon from there is entirely a matter for the Premier.” Mr Staindl had said developers weren’t supposed to raise specific development issues with ministers at functions. But in this case, there was a level of “frustration” that the process was “stymied by bureaucracy”. According to an email by Mr Staindl, a copy of the briefing note was also to be handed to someone who would “find it interesting”. He agreed that the person could be former Labor MP Theo Theophanous who was appointed as a director of the Metropolitan Planning Authority. At a private meeting with Mr Staindl at the time, Mr Theophanous “very, very quickly indicated that he’s not there to consider individual applications”, Mr Staindl told IBAC. Mr Staindl conceded the MPA was a

“key submitter” to the independent planning panel that recommended Amendment C219. In an email, Mr Woodman refers to an “extremely chummy” Mr Theophanous who was “very thick with Daniel (Andrews)”. “(He) gave me his card saying any time he could help.” Mr Andrews also attended a Greek MPs function in March 2016, which was attended by Mr Staindl and Mr Woodman. No “business-related matters” were discussed, Mr Staindl said. At the function, Mr Woodman successfully bid in a fundraising auction for a private lunch with Mr Andrews - the Flower Drum meeting in 2017. In 2019, Mr Andrews said the lunch was “principally” about sponsoring a charity golf day for Monash Children’s Hospital. “He’s never raised active planning matters with me otherwise I would have stood up and left.” In Parliament on 12 November, upper house opposition leader David Davis called for Mr Andrews to “get himself down” to IBAC. “There is a cloud hanging over his head—a corruption cloud. “He cannot any longer leave this cloud hanging over his and his government’s heads.” Greens leader Samantha Ratnam called for a ban on developers’ political donations as well as a land rezoning tax to remove the “incentive for corruption”. Under questioning in Parliament, Mr Andrews said: “It has never been my practice, nor will it ever be my practice, to essentially interfere in processes that are very important and are ongoing. “I stand by all the comments I have made and the fact that people in this government behave appropriately.”

Cash ‘eased’ MP access By Cam Lucadou-Wells The joke was apparently on a journalist inquiring about an ALP election fundraiser staged by property developer John Woodman. In a secretly taped conversation played at an IBAC hearing, Mr Woodman and his hired ALP lobbyist Philip Staindl discuss an upcoming “negative” article in The Age on the eve of the 2018 state election. The story was about to reveal the 2014 fundraiser at Crown Casino for MPs Martin Pakula, Judith Graley and Jude Perera, the IBAC Operation Stanton inquiry is told. “The imputation (the journalist) is trying to create is that ... the function is to raise funds for the South East MPs, that is giving you undue access and influence to them,” Mr Staindl says. “Yeah, which is exactly right,” Mr Woodman replies. The pair laugh before Mr Woodman adds: “Well I wouldn’t say undue access.” In the covert tapes heard by IBAC, Mr Staindl tells Mr Woodman of how he “claimed ignorance” to the journalist. He mentioned Mr Woodman’s company Watsons bought four tickets to the event - but didn’t tell the reporter that associates Wolfdene and Schutz Consulting may have both bought four, he says. Villawood Properties executive director Tony Johnson was also at the event, he says. Mr Woodman struggles to recall - remembering a fundraiser that auctioned off a helicopter ride. “Geeze we’ve run so many of these things,” he says. “Yeah I know, I felt like saying ... ‘F***. You’ve only found out about one?’” Mr Staindyl says. “Ha, ha, yeah, what about the other twenty?” Mr Woodman says, laughing.

Mr Staindl tells Mr Woodman that the story wouldn’t have “leaked” if not for then-Cranbourne MP Mr Perera “spilling the beans”. “Jude just spilled his guts.” An ALP life member, Mr Staindl tells Mr Woodman he spoke to Mr Pakula the night before. “The reason I spoke to (the journalist) was because Pakula had told him it wasn’t a Watsons function, it was a Staindl function and I’m happy to wear that,” Mr Staindl says. “So make sure we hold to that line because that particular function was just a Watsons function.” At the IBAC hearing on 10 November, Mr Staindl said Mr Pakula was a “political acquaintance” rather than friend. Mr Staindl agreed he misled the journalist. He was trying to “minimize the political fallout” from a “potentially damaging story”, he said. “You were talking about lying, weren’t you,” counsel assisting the inquiry, Michael Tovey, said. “I was putting a particular slant on the story,” Mr Staindl said.

Mr Tovey said Mr Woodman was laughing at the “exactly right” line because “why am I paying all this money if I’m not getting undue access?” Mr Staindl said he didn’t “entirely” agree. “People like Martin Pakula are smart enough and sensible enough to be able to balance different influences on them in making a decision, and as a senior minister I couldn’t imagine him being persuaded or swayed in a particular direction by virtue of someone who has contributed money to candidates or MPs associated with him.” Mr Tovey said “we’re talking about access, we’re talking about the opportunity to persuade”. “Possibly,” Mr Staindl said. “At the end of the day, if a minister doesn’t want to see someone, they won’t.” The IBAC inquiry is investigating allegedly corrupt dealings involving Mr Woodman and Casey councillors. It is also exploring Mr Woodman’s links with State Government Ministers and South East MPs.

Martin Pakula’s 2014 election campaign received funds from a developer-staged event at Crown Casino. The inquiry heard that Mr Woodman donated more than $150,000 to Labor ahead of the 2018 election, including $20,000 to the successful Cranbourne candidate Pauline Richards and $20,380 to then-Attorney General and Keysborough MP Martin Pakula. Mr Pakula has disputed the size of the donation. The hearings are ongoing.

100 years ago 18 November 1920 Tropical Downpour at Dandenong On Sunday morning there was an exceptionally heavy tropical downpour at Dandenong, and it was not surprising that water channels that had hitherto proved sufficient were utterly inadequate to accommodate the vast quantity of water. The roadways had to take the overflow. In the afternoon, there was another torrential rainfall, and, as a result, the main drain in the town overflowed, and the vast body of water “backed up” and covered the roadways and footpaths in Walker, Langhorne, Pultney and Lonsdale streets. At about 5 o’clock the flood was at its worst.

‘Big Need’ for AID BUREAU As was obvious from the response that people in Springvale wanted a service such as the City of Springvale Community Aid and Advice Bureau, the bureau’s steering committee president Mr N Toyne said in his report. In his report, Mr Toyne said: “The survey of most homes in the city was carried out ... .and more than 700 forms were returned. In 1995 Dandenong Plaza was redeveloped to create a modern convenient shopping centre with an extension link to the existing Myer department store, new Target, Kmart and other specialty stores. Dandenong Plaza was one of the largest shopping centres in Melbourne’s south eastern suburbs. Over the last five years there have been a number of changes to both customer expectations and the overall requirements of people as a result of modern day society. While Dandenong Plaza was redeveloped just 5 years ago, recent retailing trends and the changing needs of consumers in the late 90’s required the Plaza to be “re- mixed”. Plans were made to bring in a new range of specialty stores and major stores. The $28 million remix kicked off in February this year. 28 new stores have “opened their doors” as part of the changes.

5 years ago 16 November 2015 Frustration at fiery forum About 50 people put Keysborough South in the spotlight at a fiery forum on Wednesday 11 November. Councillor Matthew Kirwan said frustration arose about the lack of community infrastructure in the area. Hot topics included the Keysborough South Community Hub project, the Tatterson Community Sports Complex project, and lobbying for a school and a bus route. Cr Kirwan said construction of the Tatterson Park Community Sports Complex would start mid next year and the public could comment on hub design concepts early next year. Cr Kirwan also that the education department was considering a P-12 school rather than just a primary school and there was positive signs of a bus route.

Hindu Philosophy (also known as “Sanaadana Dharma” - A prescribed way of leading life) believes that God does not give you

a problem that you cannot resolve. When we enter this world, we are born unique. Each one of us has a unique fingerprint, which not only identifies who we are but also reminds us of our unique and innate abilities and strength to face the challenges in life. Hardship or adversity is a test - to bring out

the best in you. The world will not know that it is gold until the ore is melted and extracted. Similarly, the raw milk that has a short shelf life (even while well refrigerated!), when you boil it and add the right ingredients and temperature, it turns into yoghurt, which not only feels and tastes different but also lasts a little longer. When you churn this yoghurt, you can turn it into butter, which is more desirable, and with even longer shelf life! So whenever there is hardship - just know that it is a test to make you a better version of yourself. Help is out there and often you do not need to see the entire staircase, just the first step will do and other steps will be visible, as

you get closer to the first. Seek - you shall get it. Often the Guru or the teacher presents to you when you are ready to learn / receive. Love is the language of hope. As the saying goes: “What goes around comes around”, every action has an equal reaction. When you express love and compassion to others, it is inevitable that it comes back to you in one form or another. When you lose hope, it denies you the very chance to get out of your hopeless situation! Remember - when you have fallen flat - everything is looking up.

Snorts of laughter Actor and comedian Diana Nguyen’s latest Melbourne Fringe offering is a feast of local comedic styles. The SnortCast Variety Show, is an extension of Ms Nguyen’s live-streaming interview show The SnortCast, which interviews comedians all around the world. The latest event includes stand-up comedians Shiralee Hood, Annie Louey and Samuel Gebreselassie and clowning from The Two Donnies. Remembrance Day anger By Mitchell Clarke Dandenong/Cranbourne RSL president John Wells said he was “angry“ and “disappointed“ that traditional Remembrance Day gatherings were off limits this year because of strict social distancing rules. “I’m a little angry and bitterly disappointed to be honest,” he said. “I don’t see why we can have 30 people in our bistro but we can’t have 30 people at an outdoors ceremony, which is fundamental in recognising where we are today as a country. “Social distancing could absolutely be practiced in this instance.” In any normal year, the RSL would host

commemorations at the cenotaph in Cranbourne and the ANZAC Pillars of Freedom memorial park in Dandenong. This year the Cranbourne service was cancelled and only a small gathering held in Dandenong. “We would have the best part of 1000 people at Cranbourne and about 800 in Dandenong. We’d usually have people of all ethnicities coming out and taking the time to remember,” he explained. “It’s a solemn time. Its a time where we see parents bring their kids about and teaching them about our history, which is what we like to see.”

Mr Wells said he had hoped the State Government would’ve looked closely at the restrictions and refined them accordingly. “I understand the need for us to be Covid careful for some time to come, but there are some restrictions which need to have some sense,” he said. “I’m not saying don’t have restrictions, but perhaps have a little more consideration. We are bitterly disappointed, especially from an organisation that apprises freedom, the thing we supposedly fought for.” Shadow Minister for Veterans Affairs Tim Bull echoed a similar sentiment, pleading for the restrictions to be relaxed ahead of the special day.

“There is clearly a desire in the community to have Remembrance Day outdoor service restrictions fall in line with the restrictions that apply to other similar settings which can have up to 50 people,” Mr Bull said. “The element that does not make sense is that these services are short, generally going for around 10-15 minutes. “It is an important day for many to be able to reflect and commemorate not only those who made the ultimate sacrifice, but all those who served. Communities should be given the opportunity to mark Remembrance Day together, but the State Government won’t budge.”

Paying respect to Australia’s fallen at Noble Park RSL By Gabriella Payne In a year like no other, many events were forced to change or go virtual due to Covid-19, and annual Remembrance Day services around Melbourne proved no exception. Despite restrictions, members of the Noble Park RSL banded together to hold a meaningful service as they do every year on 11 November, paying their respects to Australia’s fallen service men and women. Although a maximum of ten people were allowed at this year’s ceremony, Noble Park RSL president John Meehan said that “it was just beautiful to even be able to do it on such a smaller basis”. Mr Meehan said that this year had been hard on everyone and the RSL would have loved to have been allowed more people, “but we battled on and [overall] people were very pleased”. Despite being more “restrained” than previous years, the ceremony went well, being held just outside the front doors of the RSL where wreaths were laid, odes and poems were read and a moment of silence was held at 11am, like usual. “We nearly did everything that we do on a full scale, except for the numbers of people,” Mr Meehan said. As a trumpet played The Last Post, those in attendance took a moment to reflect on not only Australia’s fallen war heroes, but of those people lost during this difficult year. “We’ve lost five members of our RSL, five Vietnam veterans in the last three months,” Mr Meehan said. “It feels like a gap, you know these beautiful men have gone and maybe they would have gone if it wasn’t all closed down anyway, 10 STAR JOURNAL

Remembrance Day at Noble Park RSL. but it just seems to be a hell of a loss and it’s a very sad time for us.” Whilst it has been a tough year, Mr Meehan said it was great to see restrictions beginning to ease and to be able to come together as a community once again, remembering all those who had fallen. “We were feeling for them as for all the people who have given up their lives, sacrificed their lives for the betterment of us Australians,” he said.

We have experienced an unprecedented number of women being referred to Wellsprings for Women for support due to impact of family violence on their lives and the lives of their children. The lockdown and restrictions meant that women already in abusive relationships became trapped with no avenue for relief. Wellsprings for Women’s Support Team continued working both on-site and remotely in providing support to women with emergency relief, counselling, self-care,

and conducting risk assessments and safety plans. Even for the women who had already left due to family violence, the impacts continue to affect them and their children for years. And especially women from migrant and refugee backgrounds, who rely on their connections with our Centre and the support they receive through the various programs, have struggled during the lockdown with depression, anxiety and PTSD. As the restrictions ease, we look forward to engaging the women and their children in activities outside the home which they are so eager to join.

Important cause marches on By Liz Thomas, Wayss chief executive Wayss exists so that people can live a life free from family violence and we take part in the Walk to show our organisation and individual commitment to ending family violence. That begins with promoting a culture that says violence against women and all family violence is unacceptable. The Walk has gained more and more momentum each year, we don’t want the pandemic to stop that - especially as we have seen historically high incidents of family violence in recent months. Now more than ever is the time to shine a light on what is going on behind closed doors and to be a voice for people who have lost theirs. Wayss continues to experience a high service demand, coupled with clients with higher risk levels and more complex situations. Since March 2020 and throughout the pandemic, Wayss family violence support services have experienced the highest sustained year on year demand of all Wayss funded services. There have been noticeable spikes in service demand after lockdown restrictions ease, and women have increased opportunities to access help. On the Melbourne Cup Public Holiday, in one day, Wayss received 75 family violence reports from Victoria Police. In short, there are more reported incidents of family violence, it is more violent and women are being subjected to the violence for sustained periods of time.

Victoria’s winter of Covid-19 discontent By Brian Oates and Ahmad Samadi of SMRC There’s no doubt that the fine weather we in Victoria enjoyed at the start of November made a stark difference to the long and dreary winter we have experienced. The initial lockdown was a novelty, Victoria had undertaken the highest restrictions in Australia, and we thought we were doing well, Then, in July, suddenly the numbers exploded, and we were into severe stage 4 isolation. There would be very few people who could claim they were not impacted by that situation. The isolation, with little opportunity to go outside was frustrating, unpleasant, and frightening. with only others in their household to interact with and limited opportunity to control the experience. This could lead to intolerance and a buildup of resentment and anger as others appeared to be irritatingly different to the images some had of them, but we were all facing this struggle together. There are people who must find someone else to take the blame and be the focus of their anger, that’s when things start to go wrong as there were limited choices and those were all those closest. Violence cannot be tolerated and there is no excuse when people resort to uncontrolled outburst of anger and violence but it happened in unprecedented numbers. The vast majority were males attacking female partners.

Those who were victims should be enabled to speak up and we need a safe system by which this can be done, as early as possible. Those who were perpetrators have to now acknowledge their unacceptable behaviour, face the consequences and undertake lifechanging training to ensure they better understand, modify and control their emotions, like most civilized human beings, in the future. White Ribbon Day is a reminder of how terrible is the toll of women beaten and murdered by men, many their former partners.

White Ribbon walkers tied together in common cause Greater Dandenong’s annual Walk Against Family Violence goes virtual on White Ribbon Day on Friday 20 November. People are being urged to get involved by sharing photos of themselves walking in their neighbourhoods on the day. This year would have been Greater Dandenong City Council’s eighth Walk Against Family Violence. Due to Covid-19 restrictions, the event will not go ahead in its traditional format in 2020. Chief Executive John Bennie said this year has meant we have all needed to do things differently, and White Ribbon Day was no exception. “Family violence is a significant issue here in Greater Dandenong and is one that affects people right across Australia. “While we can’t walk together this year, we are encouraging everyone to virtually walk with us, in a Covid Safe way, and stand together to say no to family violence.” On White Ribbon day, Friday 20 November, Council staff will be walking in their own neighbourhoods and sharing photos to show their support. “We encourage everyone in the community to join us on the day, by walking at a time convenient for you and sharing a photo with us. “If you have a Walk Against Family Violence T-shirt from previous events, we encourage you to wear this to show your support.” “By participating in the virtual walk, we can show that our community stands united in opposing violence against women and children, and in supporting those who have experienced such violence.” Participants can share their images by tag-

from the Family Violence Investigation Units have been actively checking in on people who have been assessed as high risk of being the victim of further family violence offending. They’ve also been checking in with victims to ensure they can let police know about any harm they may be experiencing. As the Chief Health Officer’s restrictions continue to ease, local police will be working hard to ensure victims feel more comfortable in coming forward to report incidents to police. Our message is that police will respond to any report of family violence - whether from the victim directly, from a friend, family member or other concerned person on their behalf.

By Gabrielle Williams, Minister for Prevention of Family Violence and Dandenong MP This year will be the eighth Walk Against Family Violence in Dandenong - and without question, one unlike any other. While we can’t come together in person, I encourage everyone to take part, whether it’s walking around your neighbourhood with your family or a friend or just by wearing something orange - the universal colour representing the fight to end violence against women. The pandemic has been tough in so many ways, but particularly for those experiencing family violence. We’ve seen incidents rise due to the nature of stay-at-home restrictions and surges in calls for help and service demand. Since April, the Victorian Government has invested $40.2 million in extra services - particularly crisis accommodation - so that anyone impacted can find the help they need, wherever and whenever they need it. It’s part of a broader $2.9 billion investment towards family violence prevention that the Government has made to date - more than the Commonwealth and all the other states and territories combined. We knew setting up the country’s first Royal Commission in 2015 that this was a problem that must be fixed - and we’ve worked day and night since then to keep women and children safe.We’ve opened another two Orange Door dandenong.starcommunity.com.au

The team at inTouch Multicultural Centre Against Family Violence have been working here in Dandenong to protect and support migrant and refugee women from family violence. Unfortunately, the lockdown has increased demand for our services and our team has been extremely busy. But they’ve all shown such strength and dedication taking on the extra workload and pivoting to working from home, and supporting clients in a COVID safe way. It’s a pity we can’t all band together for the Walk Against Family Violence as we usually do. But we can still show our presence in other ways - get a group together in your neighbourhood, put up pictures on social media and give what you can (if you can) to local organisations.

Give to those in need at Christmas By Danielle Kutchel With just six weeks to go until Christmas, Michael’s Fresh Food Market in Keysborough is getting into the spirit of the season with a food and gift drive. The IGA supermarket has joined forces with The Salvation Army to bring a bit of joy to families doing it tough this year. For those who lost their jobs during the recession, even the smallest of festive celebrations could be tough which is where the food and gift drive can help. Customers are welcome to donate food and gifts in store for families who might otherwise miss out this Christmas. Any food products donated should have a long expiry or be non-perishable. Gift vouchers are also accepted. Store manager of Michael’s Fresh Food Market, Mario Dell’Oste, said staff at the store just wanted to do something for the community in their time of need, at what should be the most wonderful time of the year. He urged customers to get involved to help add a bit of joy to a difficult time. “Every little bit helps,” he said. The food and gift drive will run until Christmas. Donations can be made in-store at Michael’s Fresh Food Market IGA at 466 Cheltenham Rd, Keysborough.

Virus gone As Victoria celebrated a Covid milestone on Friday 13 November - 14 straight days with no new cases and no deaths - Greater Dandenong sat at the top of the list of the remaining active coronavirus cases. But with recorded active case numbers so low, Greater Dandenong’s tally of two was actually something to smile about. With no new cases recorded, those two were due to drop out of the stats over the weekend. The city had two of the three remaining active cases in the state. The other case was in neighbouring Casey City. Since the first outbreak of the virus in January, Greater Dandenong had carried very low numbers, according to DHHS figures, up until the second wave. The city recorded just 39 cases between Australia Day and 16 July. Just a week later, on 23 July, the tally was approaching 100. And two weeks later, on 7 August, Greater Dandenong had recorded 280 total cases. Those active cases peaked at 211 on 17 August, a month after the second wave struck, with total cases on that day sitting at 384. Greater Dandenong would go on to record 542 total cases by 16 October, with that number revised down to 540 by 13 November. Active cases dropped sharply from the peak in mid-August, dipping below 20 cases by 20 September. But those last cases have lingered for almost two months, dropping below 10 on 15 October and trickling down to the last pair by last Friday.

Movie star plays around By Mitchell Clarke A Hollywood megastar has been spotted at a Noble Park North play centre, which was transformed into the set of an upcoming blockbuster. Liam Neeson was snapped being escorted to his car from the Lollipos Playland on Wednesday 11 November, after a long day of filming scenes for his upcoming movie, ’Blacklight’. Paparazzi descended on the Elonera Road property following rumours the 68-year-old Northern Irish actor would be in town for the three day shoot. The Taken star arrived in Melbourne recently to film the $43 million action thriller, after a stint of hotel quarantine in Sydney. Neeson is set to play the main character in Blacklight, which is about a “troubled off-thebooks fixer for the FBI tasked with pulling undercover agents out of dangerous situations”. The film, which is written, directed and produced by Ozark co-creator Mark Williams, is set to provide a welcome boost to the struggling local film industry. Creative Industries Minister Danny Pearson unveiled a $33.8 million package to bring to life more international and local films in Victoria. “It’s great for our industry ... this is going to make sure our industry can get back to work,” Mr Pearson said. Production will now move to the Melbourne Convention and Exhibition Centre, with Neeson expected to remain in Melbourne for the next six weeks.

SPORT It’s set to be a season like no other in the Dandenong District Cricket Association’s highly-regarded Turf 1 competition, and finally the on-field action begins on the weekend in a welcome relief to the cricketloving community. DDCA reporter NICK CREELY takes a look at how the Turf 1 clubs are shaping up ahead of the 2020/21 season...

Champion cricketer Matt Chasemore was at his very best last season and will be looking to carry on with the momentum for the club, who will be well and truly hunting back-to-back Turf 1 flags for the first time. The combination of quick James Wilcock and spinner Ruwantha Kellepotha was incredibly dangerous, combining for 62 wickets last season, with the pair set to play another vital role for the Bears, while the batting group worked well around Chasemore all season. The highly destructive Nathan Pilon returns for a full season and in the one-day format will cause plenty of headaches with the Bears’ batting side featuring a great mix of experience and developing talent. With just the loss of one player, and to the Premier Cricket ranks, spots will be tight once again, which is sure to lift the standards of the club as a collective. The Bucks didn’t have it all their own way last season, finishing fourth at the end of the homeand-away season, but lifted itself up for the finals series with wins in the semi and preliminary finals. With overseas pair Jerome Jones and David White unable to return after taking the association by storm, particularly White over the last two seasons, the Bucks have lost a massive amount of firepower, but like all powerhouses do, they have recruited sharply and welcomed in many great cricketers, including former Wookey Medal winner Michael Davies 18 STAR JOURNAL

With newly appointed skipper Jayson Hobbs to lead the group and Welegedera to coach, and the season to be played in a one-day format, this well-drilledgroup is well poised to push hard for another Turf 1 title and continue on what has been a brilliant few years for the little powerhouse out of Park Oval. The loss of seamer Chris Pereira to Endeavour Hills does hurt after he snared 21 wickets last season, but Hammond’s inclusion with both bat and ball, as well as Lee Brown - a man who is no stranger to the competition - will give the Hawks plenty of depth and quality with the ball. Excitement machine Matthew Cox joins the Hawks and will significantly bolster the batting department, with his ability to score big hundreds, and at a fast rate making him a huge inclusion for the club, particularly in a purely one-day season which will rely on those types of players. While missing out on finals last year, the Hawks are a proud club, and one that will be confident it can break back into the four and do some serious damage in finals. SPORT More: The Cobras were once again ultra-competitive in Turf 1 last season, narrowly missing out on yet another finals appearance with seven wins. But the 2020/21 side is set to look drastically different with champion pair Kaushayla Weeraratne and Michael Davies departing for fellow Turf 1 rivals. It’s arguably the biggest losses of any club this off-season, with the pair producing stunning cricket for a long period of time at Reedy Reserve, and ‘Slick’ Davies only winning a Wookey Medal a few years ago. The club has also lost quality leg spinner Cam Dinger to Narre Warren. But instead of going hard on the recruitment front, the Cobras are set to back in their juniors coming through the grades, so spots are well and truly open for young players looking for a taste at the association’s top level. Expect some short-term pain, with long-term gain with the club looking to build back up again through strong development and homegrown talent. But off the back of an impressive season, there will be added expectation that the Lions will back it up and push hard for what would be a memorable flag in the DDCA’s top tier. Crucially, legendary all-rounder Scott Phillips will go around again after initially retiring, and that in itself is a major boost for the club looking to make that flag titlt. But the Lions have identified some key areas to recruit in, and the addition of champion DDCA allrounder Kaushalya Weeraratne and impressive quick Josh Dowling from Casey-South Melbourne is a major coup as the Lions look to catch up to the heavyweights, but also consolidate its position as a top-four side. Dowling, in particular, will provide plenty of strike power with the ball, while Weeraratne’s ability in the DDCA is well established. With strong retention, including reigning Wookey medal winner Morteza Ali, the Lions are looming as one of the sides to keep an eye on in 2020/21. NORTH DANDENONG Nickname: Maroons President: Jason Shaw Coach: Leroy de Alwis Captain: Clayton McCartney Last season: Last in Turf 1 Most wickets: Nimesh Kariyawasam (16 wickets at 23.38); Matin Sultani (9 wickets at 32.67) Most runs: Clayton McCartney (327 runs at 25.15); Syed Mehmood (279 runs at 18.60) Ins: Javid Khan (Kingston Hawthorn), Buddhika Janith (Springvale), Mahesh Kumara Outs: Austin Heldt (Endeavour Hills), Zafar Sheikh (Buckley Ridges) First match: vs Buckley Ridges, 21 November, Park Oval More: While 2019/20 was an incredibly difficult season for the Maroons in Turf 1, Dingley’s departure out of the association leaves the club in the top-tier. It’s certainly seen as a blessing in disguise for the club as they look to re-invent themselves under a new skipper in Clay McCartney, and with plenty of enthusiasm also under new coach Leroy de Alwis, a man that knows and understands success at community cricket level. The Maroons don’t just want to make up the numbers, in fact they want to bounce back in a big way and become one of the hardest clubs to play against in the competition. Crucially, the Maroons have kept the majority of its first XI players and added ex-junior Javid Khan, who is a quality cricketer with plenty of Premier Cricket experience and gendandenong.starcommunity.com.au

A few handy names do come out of the club which will hurt the batting department, including Austin Heldt, but the Maroons will back in its youth and are expecting a big lift from its senior core to rise up the ladder and stay in the top-tier of the DDCA in the long-term. SPRINGVALE SOUTH Nickname: Bloods President: Jason Quirk Coach: Darren Arter Captain: Nathan King Last Season: Third Most Runs: Ateeq Javid (616 runs at 47.38); Nathan King (471 runs at 29.44) Most Wickets: Jarryd Straker (31 wickets at 14.23); Nathan King (21 wickets at 18) In: Akshat Buch (Dandenong), Paul Hill (Coomoora), Steven Spoljaric (Bundagualah), Matt Wetering (returning) Out: Akshay Ballal (overseas), Craig Slocombe (retired), Ateeq Javid (overseas) Home Base: Alex Nelson Reserve, Springvale South Turf 1 premierships: 8 Most recent premiership: 2010/11 First match: vs Heinz Southern Districts, 21 November, Park Oval More: The Bloods are the prototype club for consistency, and once again the club enjoyed a strong 2019/20 season before going down in a brilliant preliminary final against bitter rivals Buckley Ridges. But the Bloods will once again be chasing its ninth Turf 1 flag after winning its last a decade ago, and it’s expected that the side will have a bit of a different look to it. There is no bigger name in south-east cricket than the legendary Steven Spoljaric - a man that sends genuine shivers down the spine of opposition sides - and with the six-time Alan Wookey Medal winner returning to the association after one year away playing in East Gippsland, the Bloods are once again going to be hard to beat. Add Spolly to the recruitment of Dandenong left-arm spinner Akshat Buch, a quality tweaker and a handy lower order bat, keeper Paul Hill and seamer Matt Wetering returning, and the Bloods have an abundance of depth and quality to add to the likes of skipper Nathan King and spinner Jarryd Straker who have been at the top of their game in the last few seasons. The club has lost DDCA legend Craig Slocombe to retirement, and overseas pair Ateeq Javid and Akshay Ballal won’t return, but it shouldn’t unsettle the side too much so expect the club to once again be right

played some strong cricket, but would still be disappointed to have finished seventh on the Turf 1 table despite its competitiveness, which included a few scalps, including Springvale South. It’s been a huge off-season for the club, who set about recruiting after the loss of Rob Peat in particular, who once again had a solid season for the club. Archy Rajapakse returns to the club to captain-coach, and he’s a quality addition who adds plenty of on-field leadership, while a host of other additions are going to significantly bolster the side and add depth throughout the club, which is key to buiding pressure on the first XI and lifting the collective standards of a club. While the association Turf 1 heavyweights from the last few seasons appear to have once again become stronger, it now raises the challenge for clubs like St Mary’s to find another gear and perhaps push into the finals in a season that is going to be like no other.
