Prime site for ambos By Lexi Cottee The state government has secured a site for the long-awaited Wallan ambulance station. Land at 1-5 High Street, next to the Wallan GP Super Clinic, has been secured for the new 24-hour station. The revelation is yet to be formerly announced but was discovered in the latest Victorian Government Gazette. It comes four years after the former Baillieu government pledged to build the station in its first term at a site chosen by Ambulance Victoria with advice from Mitchell Shire and the local community. Wallan area have been operating from a small, temporary facility in Kilmore, a 15-minute drive from Wallan. Yan Yean MP Danielle Green and state Opposition Leader Daniel Andrews were in Wallan last week campaigning for a hasty opening of the station. “It’s a travesty. The money has been sitting there since 2011,” Ms Green said. “It shows abject neglect by this government not to build something so necessary to community safety and health in Wallan.” Earlier this month, Health Minister David Davis told Parliament it would be built this year, but according to Ms Green, “not a sod has been turned nor a builder tender let”.
It follows a letter MP for Northern Victoria Wendy Lovell sent to Wallan residents late last year reassuring them the ambulance station was on track. “I am writing to you today to let you know that the government is on track to fulfil this commitment to the people of Wallan and surrounds despite considerable difficulties securing appropriate land,” Ms Lovell wrote. Wallan paramedics have been operating from the shared Piper Street, Kilmore, premises for just over a year. Funding for the project is coming from the state government’s $151 million commitment to increase the number of paramedics and ambulance services across the state.
The three-person panel appointed to oversee Sunbury’s secession from Hume has until next Monday to deliver its report. Former local government minister Jeanette Powell appointed the panel in October last year to advise on the most effective way to separate the town from Hume. Since then there has been no news from the government or the panel about how they will achieve the split without causing the unacceptable rate hikes predicted by accounting firm KPMG in its original financial analysis of the idea. Instead, the community consultation, running in tandem with the panel’s work and headed by Upper House MP Amanda Millar, has been marred by complaints of sloppy processes and conclusions. One major hiccup arose from comments by Ms Millar that she found “considerable” support for commissioners or administrators to replace all elected Hume councillors and oversee the transition of Sunbury out of Hume. She said she based her conclusions on verbal and written feedback. But Ms Powell had earlier assured Hume councillors they would represent their constituents until the next council elections, to be held in 2016. Just under 60 per cent of Hume ratepayers voted in a secession poll last year. Of those, less than 60 per cent voted for Sunbury to secede. Helen Grimaux

Awards connect pupils A shared passion for learning has been recognised with 45 Hume primary school pupils receiving the council’s 2014 Connecting Hume PC awards. Each year, all primary schools across the municipality nominate outstanding
students for the learning awards. This year’s winners were each presented with a laptop computer, with 12 months’ internet access, at a presentation at Craigieburn Global Learning Centre earlier this month. Mayor Casey Nunn said the initiative rewarded students and, by extension their families, by providing technology and software

Hume residents are among the state’s largest consumers of sugary soft drinks, which increases their risk of developing heart disease, diabetes and cancer, health professionals warn. A Dental Health Services Victoria (DHSV) report reveals 18 per cent of Hume residents consume a fizzy drink each day, against 12 per cent for the whole state. In Whittlesea, 14 per cent of people have a daily sugary drink. The figures have been released as part of a new campaign encouraging people to improve their dental health. Rethink Sugary Drink, launched by a coalition of health groups including the Obesity Policy Coalition, is aimed at increasing awareness of the amount of sugar in soft drinks. A 375-millilitre can has the equivalent of 10 teaspoons of sugar, while a 600ml bottle has 16 teaspoons. Obesity Policy Coalition executive manager Jane Martin said soft drink consumption was high in Melbourne’s north because there were more families struggling financially. “Sugary drinks are cheaper to buy than milk,” she said. “The cost of a healthy diet can be relatively expensive when you’re spending a high proportion of income on food.” Males aged 16-24 were the main consumers of soft drinks, followed by families with children, she said. Ford fund creating jobs
MFB training base opens
Two Campbellfield companies are the latest local manufacturers to receive investment support through the Ford transition fund. Kitchen Innovations and Premier Extrusion have committed to redevelopments valued at $1.92 million, with $900,000 to be shared between them from the auto-industry transition fund. State Manufacturing Minister David Hodgett said Kitchen Innovations was granted $600,000 to support its $1.2 million redevelopment plans, which are predicted to create 20 full-time jobs. “The company will use the grant to help expand its capability to produce stone benchtops in-house as market demand has switched from laminex benchtops,” Mr Hodgett said. “This will involve the purchase and installation of a bridge saw, straight line polisher, water treatment plant, and materialshandling equipment to process the stone.” Premier Extrusion was awarded a $321,000 grant to help with a $722,000 project, which will create eight full-time jobs. The company will install new equipment that will enable it to make technologicallyadvanced, foamed polyethylene products for new markets. The Ford transition fund, also known as Melbourne’s North Innovation and Investment Fund [MNIIF], is a $24.5 million package put together by the former Labor federal government, Ford Australia and the Victorian government in response to Ford’s announcement that it will cease local production in 2016. “The expansion plans [of] both Kitchen Innovations and Premier Extrusion demonstrate how MNIIF continues to

generate innovative and exciting projects for the communities of Melbourne’s north,” Mr Hodgett said. A specialised learning and training centre for firefighters and emergency services personnel opens in Craigieburn this week. The $109 million Victorian Emergency Management Training Centre will be the main training complex for Metropolitan Fire Brigade officers and will have training sites that can be used to simulate real-life hazards encountered by MFB in residential, commercial and industrial areas. The training will extend to marine and transport incidents. The complex includes 12 buildings for fire-simulation training and a 5800square-metre academic centre. Turning the first sod to start construction two years ago, Premier Denis Napthine said the centre would bolster training across emergency services. “It supports a vital move towards inter-agency training and an all-hazards approach to emergency management in Victoria,” the Premier said. “The centre will also provide training facilities for the state’s other emergency service organisations, including the Country Fire Authority, police, Ambulance Victoria and the State Emergency Services.” He said the centre would capture, treat and recycle all water used for training. Cultural group to light it up Diwali, the festival of lights, is celebrated by Indian communities all over the world as a thanksgiving for autumn harvests. Victoria’s worst drought on record made Tony Kelly a household name. Head of Yarra Valley Water at the time, Mr Kelly spoke for all retail water authorities during a decade and more of tough times, when reservoirs approached “empty” and outer urban growth areas were wilting from the water shortage. “Every drop counts” was the slogan for campaigns across the state, while Save Water Target 155 introduced water-saving incentives, such as household rainwater tanks and special valves to reduce water losses from schools and other large buildings. Recycled water started flushing toilets and the design of new housing estates on the urban fringes was completely revolutionised. More than 1.7 million people and 50,000 businesses in Melbourne’s northern and eastern suburbs source their water supply and sewerage services from Yarra Valley Water. On the eve of his retirement from the limelight, Mr Kelly reflects on how our city has changed since the Millennium Drought, as it is now known, and what the future holds for this metropolis. “The community should be very proud of the [water] savings they delivered during the drought,” he says. “It gave us time to implement new supplies and get us out of trouble.” Consumption patterns have not gone back to the “bad old days”, and Melburnians are using 40 per cent less water per head of population than they did in the 1960s and ’70s. “It was a game changer,” Mr Kelly says of the drought, which began in 1995 and continued Australia-wide until late 2009 with some areas only taken off the danger list two years ago. But when Yarra Valley Water started

In conjunction with Melbourne Water and the Office of Living Victoria, Yarra Valley Water is developing an integrated recycled water/stormwater facility that will reduce algae-breeding nutrients going into local waterways of the Merri Creek. The company’s sewerage plant at Aurora in Whittlesea is developing its capacity to include recycling of food wastes from local supermarkets and primary producers, which would normally be dumped in tips. A $20 million stormwater treatment plant has just been commissioned for Kalkalo, which will deliver Class-A recycled water to about 2000 homes as part of a two-year trial being overseen by the Health Department. Tony Kelly will leave as managing director of YVW at the end of this month. He will be replaced by the water company’s manager for strategy and communication Pat McCafferty.

Kinder places open up in city By Lexi Cottee Whittlesea will have three new integrated kindergartens in 2016. The state government is committing $3.56 million to deliver an extra 330 kindergarten places across the three centres: Epping, Doreen and South Morang. Whittlesea mayor Mary Lalios said the new centres – Farmhouse Child and Family Centre in Epping, Bassetts Road Integrated Children’s Centre in Doreen, and Redgum Child and Family Centre in South Morang – would help meet demand for early years services in an area that has experienced a surge in birth rates in recent years. “As one of the fastest-growing municipalities in Australia, we have experienced a significant increase in the demand for kindergarten, particularly over the past five years,” Cr Lalios said. “When it comes to meeting future demand, there is much work to be done and we can’t achieve it on our own. “Partnerships with key stakeholders such as the state government are an integral part of providing the community with the services and infrastructure they need and deserve.” The City of Whittlesea will fund $3 million of the $4.6 million Farmhouse Child and Family Centre, with the rest coming from the state government. The centre will offer 132 four-year-old kindergarten places, 88 three-year-old places, maternal and child health (MCH) services, early childhood intervention (ECIS) and
allied services. The $3.28 million Bassets Road Integrated Children’s Centre will be funded by the state government ($1.31 million), site owners Simon and Jenny Kearney ($1.8 million) and Melbourne City Mission ($161,517), which will operate the centre.

It will provide 81 places for long-day sessions, up to 66 four-year-old kindergarten places and up to 22 three-year-old places, as well as MCH, ECIS services and supported playgroups. The $1.03 million Redgum Child and Family Centre will be funded with $650,000 from the state government and $382,000 from the City of Whittlesea. It will offer 132 four-year-old kindergarten places and 88 three-year-old kindergarten places alongside playgroups, parenting programs and MCH and allied health services. Children and Early Childhood Development Minister Wendy Lovell, Northern Metropolitan Region Liberal MP Craig Ondarchie, Northern Victoria MP Amanda Millar, Yan Yean Liberal candidate Sam Ozturk and Cr Lalios were at Laurimar Kindergarten last Wednesday to make the announcement. Four new kindergartens are set to open for the start of the 2015 school year in Doreen, Mernda and Epping North.

Cop shop gets a lift Refurbishment works are under way on Broadmeadows police station and are on track to be completed in August this year. The Dimboola Road station is undergoing a $1.5 million extension to accommodate more police officers in Hume. Work on the station started in February. The upgrades include increased locker room and muster room space, a new interview room, areas for transit and protective services officers, installation of a lift, new doors and improved supervision capacity for police cells. But it’s business as usual for the Broadmeadows police team, which is operating from a mobile facility as building proceeds. A Victoria Police spokeswoman said the
public could attend the temporary, on-site office for inquiries or assistance. The station’s phone number, 9302 8322, is unchanged. Police Minister Kim Wells said the works were part of a wider program to upgrade stations across the state to accommodate an extra 1700 frontline police and 940 protective services officers by November. “As part of the 2014-15 budget, the Coalition government will invest more than $77 million in new police station facilities and equipment upgrades as part of its commitment to reducing crime,” Mr Wells said. Whittlesea council has thrown its support behind Thomastown’s Bubup Wilam for Early Learning centre with a 50-year lease at $1 a year. The lease, signed at the council’s annual reconciliation dinner on June 13, was described by Whittlesea mayor Mary Lalios as a commitment to the centre’s ongoing success. “Bubup Wilam is an important part of our community, a vital service for Aboriginal families in Whittlesea and for those who travel from across Melbourne to use it,” Cr Lalios said. “Council will continue to work with the centre’s board members and CEO Lisa Thorpe to further its advocacy efforts to the state and federal governments to continue its great work in the early education field,” the mayor said. Ms Thorpe said the centre now needed core funding, and a state government assessor had visited Bubup last week to identify options for its ongoing operation. “If they say there’s no funding, we’ll be in strife,” Ms Thorpe said. “We won’t close the doors come July 1, but will I have to get rid of three-quarters of our staff?” Funding from the early-start kindergarten program provides a qualified teacher for every 15 children; Bubup Wilam has five adults and a qualified teacher for 18 to 20 children.
