Cheer on the Socceroos at Sunshine Village Cinemas Love football? Brimbank City Council, Village Cinemas, the Sunshine Business Association, Sunshine Marketplace and the Melbourne Victory Football Club have come together to host a full high definition screening of the 2014 FIFA World Cup for the local community.

The event is first-come, first served- as seating is strictly limited. Cinema doors open at 7.15am with kick off 8am local time.

Football is hugely popular in Brimbank; the municipality has one of the highest numbers of football clubs in Melbourne’s West.

Children can join in the fun with giveaways and a Melbourne Victory football clinic. There will be no alcohol allowed at the screening and Village Cinemas’ management reserves the right to check all bags prior to entry.

Community Notice St Albans Leisure Centre pool closed for maintenance Indoor pool facilities at St Albans Leisure Centre are now closed for essential maintenance works to the indoor pool hall roof. The pool facilities will be closed for approximately six weeks. As previously advised, the roof above the pool hall at St Albans Leisure Centre is in need of repair, and while works are underway there will be no access to the pool deck, including toddler pool, spa and sauna. The gymnasium, group fitness room, crèche and change rooms will remain open for business. Swimming lessons are expected to recommence as normal in term three following the completion of repairs. While the pool is closed, community members wishing to have a swim can access the pool facilities at Sunshine Leisure Centre. Building boom ahead By Ben Cameron Residential growth in Sunshine and St Albans will underpin future population increases in Brimbank, with the city expected to break the 200,000 barrier within six years. The estimated population in April was 192,844. Council budget papers reveal the number of Brimbank residents should exceed 200,000 by 2020, but there will be a decline in the 18-24 age bracket. “These predictions are updated regularly,” a Brimbank council spokesman said. The council is expecting an almost 10 per cent increase (6757) in new properties over the next decade – from a current housing stock of 67,759 to 74,516 by 2024. The biggest property growth in Brimbank is projected to occur in Sunshine (1494), Sunshine North and Sunshine West (1141), St Albans East and West (923) and Delahey (380). “The addition of dwellings to the housing stock is a major driver of population growth in an area,” a consultant’s report to council said. “Forecasters worked with the City of Brimbank’s planners to understand the likely development activity in each small area.” In March, Star Weekly reported that St Albans residents, in submissions to the council, accused it of treating them like second-class citizens with its new 10-year housing strategy. One submission to a council study, titled Home and Housed, expressed fears the plan would create a “ghetto”. One resident said he often saw 10 cars outside three units on Helen Street. According to the study, 78 houses, on average, are expected to be built in St Albans every year to 2021.

Police probe suspicious Albion blaze An Albion house will have to be demolished after fire tore through the property last week. Metropolitan Fire Brigade (MFB) crews were called to the single-storey, vacant weatherboard house in Derrimut Street at 2.24am last Tuesday. It was fully alight by the time the crews arrived. Due to the extent of the blaze, little could be done to save the house, but firefighters worked hard to successfully protect a neighbouring property that had a two-metre separation. It took 20 minutes to bring the fire under control. Special asbestos procedures were put in place because of the age of the property. An MFB crew remained at the scene overnight to ensure any remaining hot spots were quickly dealt with. A statement released by the MFB said the replacement cost of the property had been estimated at $250,000, and the house would be demolished because of the extent of the damage. Police are investigating the fire, which has been deemed suspicious. It is the second major fire in Brimbank in the past three weeks. We’ll rebuild the west: Andrews Six months out from the state election Xavier Smerdon spoke exclusively to state opposition leader Daniel Andrews A common sentiment we hear from residents is that Labor had 11 years to solve many of the issues facing the west and instead it let a lot of them fester and become much worse. Why should residents give Labor another chance? Well, the fact of the matter is that in so many of the key and fundamental areas the basics that define our quality of life and define our standard of living … things are worse today than they were three and a half years ago. Whether it’s ambulance response times, hospital emergency departments, surgery waiting lists, unemployment, youth unemployment, the number of new jobs that are being created, the number of TAFE courses that are available for kids of working people across Melbourne’s West, roads, public transport, in all of those areas things are not better. Things are worse and getting worse because we’ve got a government and Premier that just don’t get the right priorities. You touched briefly on TAFE there. It’s obviously a big issue and we’ve got Victoria University as our major university in the west, so will you guarantee to reverse the situation there and increase funding to TAFE? We made a commitment two years ago that we would put this right and we’re going to repair as much of the damage as we possibly can. Not damage done by Labor… damage done by Liberals who, if they cared about the

kids of working people, wouldn’t cut TAFE, and yet they have. [A total of] $1.2 billion gone, courses gone, staff sacked, campuses closed and fees skyrocketing, even for the courses that are left. There’s so much more money that needs to be paid out in order to enrol in those courses.

We’re going to have more announcements. We’ve made an announcement in the broad sense; it’s called a statement of intent, if you like. There’ll be more detail including the costing, the funding and the exact detail of where money will go well before Victorians vote. We understand how important this is and at a time when you’ve got 20 per cent youth unemployment, cutting TAFE’s no answer. The west desperately needs a second river crossing, so why are you opposing the East West Link, and what’s the alternative? Well, I think what the west needs and what every community needs is a government that will be honest with it. What we’ve got at the moment is Denis Napthine, who’s done nothing for three and a half years and suddenly is going to do everything simultaneously…

What I’m going to do is treat the people of the west with some respect. We’re going to get on and we’re going to get thousands of trucks off the Westgate every day. Then we’re going to get on and properly plan … Melbourne Metro should deliver extra stations servicing the west but they’re cut out of Denis Napthine’s botched transport scheme. That’s what it is, a botched transport scheme; a station at Fishermans Bend and he can’t tell you where, no stations in the north and the west of the city, no additional support for the growing western suburbs. You’ve put out a plan to remove 50 of the worst level crossings in Melbourne. Which ones do you think would be the first to go? We need to be careful to get expert advice on this. There’s a list. The RACV and the national safety regulator have got a list or data. There’s evidence of how many accidents, how many tragedies have occurred and we’ll be guided by that. Residents have been calling for the Caroline Springs police station to be opened for 24 hours a day. Is that something you will deliver? [Labor MP for Kororoit] Marlene Kairouz has spoken to me about this a number of times. I understand the issue well and our commitment to the people of Caroline Springs is that we will talk to Victoria Police

Blue over taskforce plan By Charlene Macaulay and Xavier Smerdon A controversial Victoria Police plan to move frontline police into dedicated taskforces has received a mixed reaction. Victoria Police is working on a Blue Paper that will determine the best way to police in the future based on population growth, societal changes and crime statistics. In a statement released last week, Chief Commissioner Ken Lay said it was time for Victoria Police to modernise its practices after running under the same model for 161 years. He said the state needed a “mobile” police force that could allocate officers according to crime trends, not just population. “Victoria Police is fundamentally and at every level a community policing organisation,” Mr Lay said. “But that is not to say a policeforce can stand idly by and ignore the many pressing challenges that cannot be confronted by putting all our resources into police stations and uniformed patrols. “We need to build greater flexibility into the way we deploy our resources. “That’s why we are now allocating police numbers at larger geographic ‘divisional’ level so that police commanders have the freedom to move our officers from town to town as and when needed. In addition, we also need more dedicated, specialist taskforces that can help police tackle the greatest drivers of harm. “Challenges such as organised crime, family violence and the destructive prevalence of ice in the community are not going to be solved through traditional policing alone.” Police Minister Kim Wells fully backed Mr Lay’s comments, but opposition leader Daniel Andrews has criticised the move.

“Frontline policing is about a visible police presence, deterring crime, fighting crime and keeping communities safe,” Mr Andrews said. “Hiding people away, or even this other issue of we need forensic accountants and CSI-type lab technicians – they’re not frontline police. “They’re important, of course, but to be building up specialist teams at the expense of

constables on the street, on the beat, in local communities providing a presence, deterrence and doing good old-fashioned community policing, that’s not what was promised by this government and it’s not what communities want.” Keilor MP Natalie Hutchins said Victoria Police was out of touch with local communities. “I really feel that it’s unacceptable for Ken Lay or the government to consider cutting police numbers on the beat, particularly in our area where we’ve seen a huge increase in our population,” Ms Hutchins said. The Police Association did not respond to Star Weekly’s request for comment by deadline.

Residents rally for police Residents have rallied in Caroline Springs as the push to extend police station operating hours continues. Members of the Taylors Hill Safety Committee took to the streets on Saturday, urging the state government to make Caroline Springs a 24-hour station and deploy more police across the north west. The rally comes after Keilor Labor MP Natalie Hutchins tabled a petition bearing 1142 signatures in Parliament late last month. Taylors Hill Safety Committee member Ian Herbert said hooning and family violence were commonplace outside station hours. “The police numbers are down in the north west and the crime figures are up,” he said. “That tells you something. This is not a criticism of the police. We are trying to get support for them.” Police Association secretary Ron Iddles supported the move. “Melton and Brimbank desperately need an injection of more officers so they can provide an adequate policing service to their community,” he said. “Front line police numbers are nowhere near keeping pace with the rapidly growing populations in theses municipalities. A Victoria Police spokeswoman would not say whether Caroline Springs would become a 24-hour police station, but said that police numbers had jumped by 1500 since November 2010. Right hops make true brew When it comes to beer, there are hops and there are hops. It’s fair to say you’d have to be quite the beer boffin to be able to pick the difference between Galaxy and Nelson Sauvin or your Pride of Ringwood in a beer, but, boy, do hops make a difference to a beer’s character. “Different hops bring different characters to beer,” says Cascade’s head brewer, Mike Unsworth. “Some are good at imparting bitterness and others contribute more to the flavour and aroma of a beer. It’s all to do with the chemical components that are contained within the hops, particularly in the glands.” Hops are added at different stages of the brewing process – for bittering at the start and for flavour and aroma towards the end – and often different hops are chosen for the characters they bring. “In hops that are good for bittering, you have what are known as alpha acids, and when they’re boiled up they impart a lot of bitterness,” Unsworth says. “What actually happens is that during the boil [of the brew] the acids change. The heat that’s imparted in the brew makes them more bitter. It’s a process known as isomerisation, where the acids become a more bitter compound.” Bittering hops are added at the start of the boil as heat and time are needed to achieve maximum bitterness. “On the other hand, contained within some hops are more volatile components and they contribute to flavour and aroma,” Unsworth says. “These are things that boil off. Add them too early and you end up blowing most of their characters out the chimney.” While Foster’s may be Australia’s bestknown contribution to the world of beer, our development of a couple of hop varieties – Pride of Ringwood and Galaxy – may be our most important. “The Pride of Ringwood hop that was

developed in the 1950s is probably the best truly bitter hop and is used worldwide,” Unsworth says. He says Cascade first used Galaxy hops in its seasonal First Harvest, a beer that uses fresh hops, picked on the day the brew starts.

Cascade works with Hop Products Australia – which has been farming hops in Tasmania for more than 150 years – on its First Harvest beer as a testing ground for new hop varieties. “The Galaxy hop was first used in First Harvest in 2006, when it was an experimental hop,” Unsworth says. “We use all experimental hops in First Harvest. We had a good result with Galaxy and it has gone on to become a major commercial variety. ‘‘We now use Galaxy in a couple of beers. And it’s quite an unusual hop; it’s quite bitter,

but it’s also got a strong aroma.” Cascade releases its 2014 First Harvest this week, and I was on hand for the picking of this year’s three experimental hops: Brooker for bittering, Argyle for flavour and the aromatic Macquarie. Later that day, I added the Argyle hops to the flavour stage of the 20,000-litre, limited-edition First Harvest brew. Who knows, one of those new hops may go on to be the next big thing in beer. Ben Thomas travelled to Tasmania as a guest of Cascade.
