Families at the Crossroads By Lexi Cottee Years of physical and emotional abuse from her husband took its toll on Lisa and her two sons. Rick (Lisa and Rick are not their real names) had become increasingly controlling. Lisa was forced to ask for money to buy the weekly groceries, clothes and other necessities, and to pay for the boys’ school needs. Friends had dropped off, confused as to why Lisa had become so distant, although it wasn’t for want of her trying. Rick controlled who Lisa could catch up with, but his paranoia meant that lately she couldn’t see anyone. Aside from an embarrassed wave from the car as she dropped the boys at school, Lisa was alone. A loud fight one night led neighbours to call police, who removed Rick from the house. That week a teacher at Lisa’s sons’ school gave her the number of the Salvation Army’s Crossroads Family Violence Service. She called and met with a case manager that same day to map out a risk assessment and safety plan developed in consultation with local police. For the third time, Lisa and her boys left the family house with plans not to return until it was safe to do so. This time, though, motel accommodation was arranged through the Salvos’ Safe at Home program. She was granted an intervention order and Rick was given information for men’s housing and a referral for a behaviourchange service. With help from her case manager and a financial adviser, Lisa negotiated with her bank to rearrange their joint mortgage and bank accounts. Garden shrubs were cut back in the family home, outdoor lighting was installed, broken windows and furniture repaired, locks were changed and Lisa was given a personal alarm.

Just four days after making the call, Lisa and her kids returned home and went back to work and school. Lisa and her sons’ battle with family violence is not an unusual one. In the City of Whittlesea, 41 incidents of family violence are reported to police every week. But funding shortfalls for response services and prevention work means Lisa and her boys are among the lucky ones. Funding for the Safe at Home program is

uncertain beyond June 2015. Its family violence program manager, Karen Hagen, says the program is extremely valuable as it enables women to remain at home and in employment. Funding through the National Partnership Agreement on Homelessness was provided for four years from the state government, but only until mid-next year from the federal government. The Salvation Army is one of 45

multi-disciplinary agencies that make up the Whittlesea Community Futures Partnership (WCFP), which is seeking federal government support to help reduce the prevalence of family violence, among other aims. Star Weekly asked federal Social Services Minister Kevin Andrews about whether the National Partnership Agreement on Homelessness would be renegotiated and when. No response was received before deadline.

La Trobe University vice-chancellor John Dewar’s claim that a budget crisis was the reason for proposed cuts of 350 academic and support positions has come under challenge from an education union. In submissions lodged with senior university management, the National Tertiary Education Union (NTEU) questioned Professor Dewar’s “thinking and behaviour” in foreshadowing widespread job losses, claiming his restructure was based on incorrect data and analysis of the position at La Trobe. “He has fabricated a budget crisis,” the Victorian secretary of the NTEU, Colin Long, told Star Weekly. “There’s no budget crisis; the university just wants to set up a huge building fund.” Dr Long said claims of a budget crisis being the reason for the university restructure and job losses were exposed as false by Professor Dewar himself at a recent meeting with staff and students at the Bendigo campus. He said Professor Dewar told the meeting the cuts were proposed because “there are 500 staff at La Trobe with performance issues”. “The university does have a performance problem,” Professor Dewar was quoted as saying. “The fact is that a third of staff are not performing.” Last year, Professor Dewar blamed the uni’s $65 million “budget hole” on the Gillard government’s cuts to the sector.

Hume detectives spent a couple of months fitting together the pieces of a jigsaw that came together last week in a major discovery of stolen vehicles dumped in a dam near Attwood. A motorbike and 20 cars were dragged from the dam. Fourteen of the cars were later identified as stolen. Acting Detective Senior Sergeant Mick Gaul told Star Weekly police were first tipped off by Australian Federal Police, who’d been told by pilots landing at nearby Melbourne Airport they regularly saw fires in the gully at night. Patrols of the area identified the dumping ground, but the isolated terrain and wet weather at the time prevented a full-scale recovery. Meanwhile, about six weeks ago local police arrested a young man after an early-morning pursuit in the same area. Further investigations led to the arrests of six young males, aged 16 to 20, who were charged with a range of offences, including theft of, and from, motor vehicles, petrol theft and arson. Hume’s Acting Superintendent Steve White said there had been a significant rise in vehicle thefts in the Hume area, with recent crime statistics showing vehicle theft in the city had increased 19.5 per cent. “These stolen cars are being used for joy rides and other risk-taking behaviours and then being torched and dumped in this area,” he said. Thefts of cars and thefts from vehicles are two of the crimes most reported in both Hume and Whittlesea. The Department of Justice, in collaboration with Victoria Police, is running a community crime prevention campaign called Help Yourself, a pilot program focused on reducing

Shoe work’s a great fit The rough and physically demanding work of a farrier doesn’t normally conjure images of international travel and prestigious competitions. But Northern Melbourne Institute of TAFE (NMIT) farrier teacher Colin Smith, pictured, jetted off to Malaysia last week to be chief judge of an international farriers competition in Kuala Lumpur. NMIT development manager Donald Warren said Mr Smith’s inclusion on the judging panel showed the esteem in which he’s held worldwide. Mr Smith, 49, is Australia’s only full-time farrier teacher and is among just 30 people in the country to hold a diploma of farriery. He’s also among 189 people worldwide to have completed a postgraduate qualification

in the trade. Mr Smith said he was excited about heading to Malaysia for the nation’s equine expo. He will judge several events where competitors must shoe a horse within a certain time frame. “It’s not the first to finish, though,” he said. “It’s about quality. It’s a bit like shearing a sheep.” Mr Smith will be looking for symmetry, neatness and cleanliness of work. He said farriers were simply a modern incarnation of a blacksmith. Mr Smith, who came to Australia from North Yorkshire in 1990, said he hoped to pass on the skills of his trade to his 10 and 14-year-old sons. Lexi Cottee

Camera catches crash driver

A driver who used the tram easement on Plenty Road before swerving into traffic and hitting a car has been caught and charged. Police viewed footage from another driver’s dashboard camera to track down the offender.

Hume police pulled over a vehicle being driven erratically in Craigieburn last week and found the driver had knuckle-dusters and a loaded gun. He was arrested and charged with a firearms offence and a traffic matter.

Ned’s childhood home sold

Ned Kelly’s childhood home in Beveridge has sold for $640,000 to a Craigieburn family. The heritage-listed bluestone cottage was built by Kelly’s father in 1859 and is part of a 1.4-hectare block with a modern Federation-style home on the site. The owners of a cannabis crop raided in Doreen last week appear to have gone up in smoke. Detectives from the Whittlesea criminal investigation unit raided a McKenzie Way property last Thursday and found cannabis crops with an estimated value of more than $1 million. Detective Senior Constable Matthew McKenzie said 530 cannabis plants were growing in every nook and cranny of the house, including the shower, kitchen cupboards, wardrobes and a recess reserved for a fridge. The house’s intricate wiring system powered transformers for an around-the-clock lighting system. Senior Constable McKenzie said detectives knew who owned the house and had been trying to make contact for more than a week. Detectives have visited a number of addresses in the western suburbs but have not found the house owners. The house is no longer a crime scene and all crops have been destroyed. Detective Senior Constable McKenzie said frequent visitors to the house at unusual times throughout the day had triggered a tip-off to the police. It was the fourth raid Whittlesea detectives had carried out in the past three months in relation to the cultivation of cannabis. Two of them were in Lalor and one in Wollert. A woman was charged with cultivating a commercial quantity of marijuana after one of the Lalor raids. A man was charged with cultivating marijuana after the raid in Wollert.

New landscape for state poll As many as a third of Victorian voters will find themselves in new electorates when they go to the polls in November. The VEC’s 2014 state election website goes live this week with all the details of who will be voting where, and other information about the November 29 poll. Under new state electoral boundaries announced last year, 15 districts will be abolished and 15 new ones created, moving a million-plus voters (29.27 per cent of electors) into different districts. The new districts are Eildon, Buninyong, Clarinda, Croydon, Euroa, Keysborough, Murray Plains, Ovens Valley, Ringwood, Rowville, St Albans, Sunbury, Sydenham, Wendouree and Werribee. Changes to upper house seats (aka regions) have not been as great, with no new regions created, although almost 400,000 electors have been shifted to different regions. Party candidates have until November 13 to declare their intent to stand, while independent candidates must nominate by November 14. Writs for the election will be issued on November 4, with postal voting applications opening on November 5. On November 17, the VEC will distribute a new easy-to-vote guide to all voters with specific information about boundary changes affecting them. Stopping the cash leaks Water leaks can damage buildings and send a lot of money down the drain. In an effort to help customers better understand their water usage, Yarra Valley Water signed up about 1600 Craigieburn homes to test a small electronic device, attached to meters, which takes readings every half hour and sends the results to YVW’s database. Managing director Pat McCafferty said the trial had already saved one customer about $200 a month. “We’ve seen some amazing results where we’ve been able to detect a leak, notify the customer shortly after it started, and they’ve had the leak fixed the next day,” Mr McCafferty said. “One customer was losing $200 a month by paying for water that was

leaking out of their pipes and ending up as an extra cost on their bill. Another customer had a leaking toilet, which he thought had been fixed, but it was actually seeping into the bedroom next door.” The largest leak recorded so far was sending about 200 litres an hour down a drain. This had the potential to add $1600 a month to the customer’s bill. The customer was able to fix the leak on the same day. “As well as detecting leaks, the device can also help our customers understand their usage,” Mr McCafferty said. The silence of Wollert is almost deafening for Kuol Garang. The South Sudanese-born 26-year-old was raised in a remote village amid the turmoil of a bloody ethnic war. Growing up during the Second Sudanese Civil War (1983-2005) normalised death, constant disruption and a nomadic way of life as he moved with his parents, brother and sister between villages and refugee camps before migrating to Australia seven years ago. To release years of bottled-up pain, Garang penned a book, Journey of Good Hope, which was published this year. “It took me about a year to write the book and another six months to find an editor willing to take it on board,” he said. “Telling my story about how I came to Australia and suffered in the conflict has released some of my pain.” Garang came to Australia with his older sister in 2007, having spent four years in a United Nations refugee camp in Uganda. His older brother was already in Australia and had been sending money to pay for Garang’s schooling. But Garang and his then 20-year-old sister made the journey to Australia alone after his mother died of starvation and his father due to liver failure. The Wollert resident now works as a support liaison officer for VincentCare, looking after homeless people. Share your Broady story In October 1974, the booming city of Broadmeadows finished building a modern shopping centre in the heart of town. Industry was running at peak production and the population was booming; there was a technical college and a leisure centre. A young Princess Diana even passed for a meet and greet in 1983 and in the early 1990s a $45 million expansion and upgrade added a new cinema complex and trebled the retail floorspace. To celebrate its ruby – 60th – anniversary, the centre will launch a competition asking

residents to send in their favourite stories or most memorable recollections of their ‘Broady’ shopping experiences. Photos can be uploaded using an app on the shopping centre’s Facebook page. A short list of 20 will be selected and customers can vote for their favourite either online or in-store. The campaign runs from October 8-22 and the winner will be announced in November.
