Changes to the way roads, bridges and local infrastructure are funded have put a $1.62 million black hole in Macedon Ranges projects, deputy mayor Russell Mowatt said last week. The former Calder Action Group president said May’s state budget left out $1 million in recurrent funding for country roads and bridges plus a further $625,000 for local infrastructure development. ‘‘This represents five per cent of our rates,’’ Cr Mowatt said. ‘‘This is another classic example of cost shifting by a state government, which will be further exacerbated by the introduction of their CPI rate capping policy next year.

‘‘As a council, we are subsidising the growth of inner Melbourne.’’ Cr Mowatt said the funding had not been factored into the council’s 2015-16 budget because it was not guaranteed by the new Labor government. He said the council was concerned that it was being left to shoulder the maintenance and repair burden of 854 kilometres of sealed roads, with 37 kilometres already beyond the stage of remedial intervention. He said projects that had been funded since 2010 include the Kyneton-Baynton Road, Romsey-Wallan Road at Springfield, Market Street at Kyneton and Peter Godden Drive at Woodend. Many of the shire’s 140 bridges and major

culverts have also been strengthened or replaced, including the Barringo Road bridge at Gisborne, Forbes Road bridge at Romsey, Pipers Creek Road bridge at Kyneton and Howey Street culvert at Gisborne. Cr Mowatt said projects funded or partially funded by local infrastructure money in the past four years include construction of the New Gisborne netball complex and Kyneton’s Barkly Square pavilion, and the refurbishment of Tylden’s public hall. ‘‘We have the Loddon Mallee South regional growth plan and our settlement strategy showing and preparing for growth in our shire,’’ Cr Mowatt said. ‘‘The state government has cut us off at the knees with these funding cuts.’’

A spokeswoman said the government was committed to supporting regional communities. ‘‘That’s why we have guaranteed that $70 million of the government’s new $500 million Regional Jobs and Infrastructure Fund will be invested in our 38 rural councils.’’ She said guidelines for the fund, which is expected to start from July 1, were being prepared. ‘‘Additionally, as part of Project 10,000, the government has committed $1 billion to upgrade and repair unsafe and congested roads and bridges in regional communities. ‘‘We will continue to work with councils to identify their infrastructure needs and allocate funding accordingly,’’ she said.

Terror claims spark censure call By Matt Crossman An Islamic leader has condemned controversial remarks about terrorism made by a Hume councillor. As reported by Star Weekly Weekly, an investigation was launched after Cr Jack Medcraft referred to the municipality as the ‘‘terrorist training centre of Australia’’ on a closed social media group. Responding to an article about counter terrorism raids in Hume earlier this month, Cr Medcraft referred to a 2003 ban on ham and pork being served at council functions in his Facebook post.

‘‘First it was ham sandwiches we were known for, now this garbage,’’ he said. ‘‘Watch out Sunbury, we could be next.’’ Islamic Council of Victoria secretary Kuranda Seyit said he was disappointed by the comments and trusted that council processes would lead to Cr Medcraft being censured. ‘‘It’s very concerning that an elected leader would echo the sentiments of a small minority of bigots,’’ Mr Seyit said. Council chief executive Domenic Isola said a council investigation had already been conducted under the councillors’ code of conduct. He did not disclose details.

Cr Medcraft has apologised for causing offence but said a serious discussion is still needed about terror links to Hume. ‘‘My comments were tongue in cheek; they weren’t meant with any malice,’’ he said. Cr Medcraft said a lot of people are ‘‘worried about what’s going on’’.

There have been several alleged terrorist links to Hume. Jake Bilardi, of Craigieburn, and Suhan Rahman, of Roxburgh Park, were reportedly killed fighting overseas for Islamic State. A 17-year-old was arrested in a counter-terrorism operation at Greenvale on May 8. A police spokeswoman said it was important that people recognise there are an extremely small number of people involved in terrorism-related activities. ‘They are not representative of, speak for or act on behalf of, any community, religious or ethnic group.’’ She said Victoria’s commitment to multiculturalism was a great strength.

The opening of a $5 million sports stadium at Gisborne Secondary College has been hailed as a major win for the community. Unveiling a plaque at the centre last Wednesday, Education Minister James Merlino said the project, built with the help of $1.5 million from Macedon Ranges council, showed what could be achieved when schools, governments and residents worked together. The community sports centre includes two courts for basketball and volleyball, toilets, offices and a kitchen. It will be used by the school during the day and sport and community groups after hours. Groups are already using the centre for basketball, soccer and netball training. Macedon MP Mary-Anne Thomas said the centre would strengthen the school’s ties with Gisborne sports clubs.

Briefs Toddler found in pool

A Lancefield toddler was taken to hospital in a serious but stable condition after being found floating in a pool on Sunday. An Ambulance Victorian spokesman said a helicopter was called in to transport the toddler after paramedics were called to a residential address about 4.20pm.

Photo tells the story

A photo taken by an unintentional witness has led to a Sunbury man being nabbed for hooning offences. A resident witnessed a Holden sedan doing a burnout at the intersection of Noble Way and Bradman Drive and took a picture of the incident, handing it in to police about 5.40pm on May 19. Police were able to identify the owner and car driver. A Sunbury man, 19, had his car impounded for 30 days and he is expected to be charged on summons.

Community radio stations in Sunbury and the Macedon Ranges are confident they will be able to weather another federal funding freeze. The Community Broadcasting Association of Australia has slammed the federal government for extending an indexation ‘‘pause’’ for the next two years, saying it represents an incremental withdrawal of government support that would cost the sector more than $1 million. But representatives of Sunbury’s 3NRG and Woodend-based Highlands FM said the move would not have a major affect on their operations. ‘‘We believe that as long as we remain engaged with our community and ensure that we deliver relevant content, we will have no issue with our operations or programming,’’ 3NRG president Adrian Lodders said. ‘‘The majority of our funding comes from our sponsors, many of which are small businesses within the community. ‘‘As long as we remain relevant [and] we are able to increase our pool of sponsors over time, this allows us to remain self-sufficient.’’ Mr Lodders said the station had spoken with Federal Communications Minister Malcolm Turnbull on several occasions and had a great relationship with various industry bodies. ‘‘All of these stakeholders are actively engaged year-round to ensure that the community broadcast sector remains viable into the future,’’ he said. ‘‘What’s important to 3NRG is our ability to reach out to local organisations and businesses.’’ Highlands FM secretary Geoff Murray

Last month’s budget included $5 million for a new trades hub at the school, on top of $8 million for Kyneton Primary School’s rebuild. Education Minister James Merlino visited Sunbury College on Wednesday to confirm $3 million for modernisation of its science wing.

Drug drivers on notice

Ice session to help parents

By Matt Crossman The latest weapon in the fight against impaired driving is already having an impact, with Macedon Ranges police catching nine motorists under the influence of drugs in three days. Roadside drug testing technology has been available in Victoria for several years but, until recently, local police had to rely on qualified officers from Melbourne or Bendigo to carry out tests. Inspector Ryan Irwin said extending the capability to every police car in the area would lead to a major increase in the number of tests conducted. He said police were alarmed by the number of crashes involving alcohol or drug use. ‘‘We know that some sectors of the community view the use of some drugs, such as cannabis, ecstasy and methylamphetamine, as low risk or as being socially acceptable,’’ Inspector Irwin said. ‘‘This is simply not the case, particularly if people choose to use drugs and then drive. ‘‘When people drive a car while impaired by drugs, they are exposing other innocent parties to that risk.’’ Highway patrol Sergeant Geoff Neil said police had long suspected that the drug-driving problem was widespread. He said the rollout of testing would end the ‘‘exceptionally frustrating’’ situation where police could not easily test drivers and would help tackle related problems, such as errant driving and collisions. ‘‘Unfortunately, we are getting results,’’ Sergeant Neil said. ‘‘As a tool, we are over the moon about it. But it’s like drink driving … you kind of hope you don’t end up with positive tests.’’

Sergeant Neil said motorists who drove after using drugs were being put on notice. ‘‘If you are stupid enough to drive with those substances [in your system] and you come into the Macedon Ranges, you can now be tested and caught.’’

Parents and health workers will get help to ‘‘demystify’’ use of crystal methylamphetamine (ice) at a Sunbury session next week. The free event will include talks from a drug and alcohol treatment expert and education agency ReGen and two local health workers. A Sunbury Community Health spokeswoman said the session would give people a better understanding of ice, its short and long-term effects and treatment options, including detox services. She encouraged parents of teenagers and young adults to attend. ‘‘One of the things we’re really targeting is giving parents that information, so that they can know what to look for.’’ The spokeswoman said the information session was organised in response to increasing concerns about ice and its affects in the community. ‘‘We probably receive one or two new inquiries every week, from parents or from a user,’’ she said. In March, Sergeant John Letchford said ice was a ‘‘hideous’’ drug that was ruining local lives. He said its use was widespread and had a flow-on effect to assaults, burglaries and other crime. ‘‘We’re coming across it more and more,’’ Sergeant Letchford said. Health service merger ditched By Matt Crossman A Macedon Ranges-based community health organisation says clients can look forward to better services following a decision to abandon a merger. Cobaw chief executive Margaret McDonald said that while there were still challenges on the horizon, including the full rollout of the National Disability Insurance Scheme, the short-term situation was significantly better than it was 12 months ago. As reported by Star Weekly online, a merger between Cobaw and Bendigo Community Health has been called off because of fears about the joint venture’s ability to attract government funding. The partnership was set to take effect mid-way this year after being unanimously endorsed by members last November. At the time, the merger was billed as ‘‘an exciting win’’ that would lead to improved services. But a subsequent review of the merger’s finer details found significant funding could have been lost. Ms McDonald said clients, and the ongoing provision of programs and services, were paramount. ‘‘We embarked on the prospect of a merger more than a year ago, when the environment in which we deliver services in terms of funding and community demand was different,’’ she said. ‘‘It has changed over that time and we need to take that into account.’’

Ms McDonald said the two health services would continue to work closely together on already established regional programs. She said Cobaw was in a better position than it was last year, when federal budget cuts threatened a range of services. ‘‘Some programs have been de-funded, however we have regained funding in many areas,’’ Ms McDonald said.

Ms McDonald said there was also greater certainty about allied health services. She said a new strategic plan would be put to the Cobaw board soon. Cobaw’s services range from physiotherapy and occupational health to speech therapy, drug and alcohol counselling, and support for young people. The organisation, which has a staff of 90, offers more than 20 programs and has an operating budget of $5 million.

Hub extends its reach A Hume program that connects new arrivals and those doing it tough with health, education and children’s services is going national. Established in 2006, Hume council’s 12 early learning hubs also provide playgroups and English programs to help break down barriers that often prevent migrants and disadvantaged residents from engaging widely in community. The concept has been so successful that last week the council hosted community leaders involved in the rollout of similar programs around Australia. Hume mayor Adem Atmaca said it was wonderful to see the concept spreading to other areas. ‘‘The program has worked well because it

helps our residents from diverse backgrounds to access assistance in a safe and comfortable setting,’’ Cr Atmaca said. ‘‘The hubs enable parents to get to know one another and assist children to be really well prepared for life in an Australian school. ‘‘We want all our residents to know how to access doctors, education providers and children’s services, regardless of their backgrounds.’’ The hubs are located at Hume primary schools, including Sunbury Heights. On the campaign to cure MS Sunbury’s Mark Fisher was almost 34 when he and wife Brenda noticed he had developed a slight limp when he walked. Constantly tired, the Ansett worker initially put it down to fatigue but, after a short stay in hospital, he was diagnosed with multiple sclerosis (MS). The couple’s first thoughts were for their children, then aged seven, four and two. ‘‘Our first thought was we’ve gotta get our kids through this,’’ Mrs Fisher says. Almost 20 years on, the Fishers continue their efforts for others. As MS Society ambassadors, they run a support group for about 35 Sunbury residents affected by this disease of the central nervous system. They regularly speak to groups, and Mr Fisher is involved in medical trials as the search for a cure continues. ‘‘Life is still worthwhile and there is so much that we can do,’’ Mrs Fisher says. The couple will take part in the MS Society’s annual walk and fun run this Sunday. Almost 12,000 people will walk and run in Melbourne, Sydney and Canberra. SPORT Sunbury United trying to strike the right balance Sunbury United is taking small steps to get to where it wants to be in FFV state league 1 north west. It has been a tough start to the year for the side, with injuries and new players keeping good results at bay. In recent weeks though, United has shown glimpses of form, which has resulted in them taking points in three of the past five games. But on Saturday, United lost to Altona Magic 1-0. Before the game coach Greg Czapnik said there had been a big focus on defence recently.

“Defensively, we have not been that great this year and we focused on it last week and wanted to keep a clean sheet, which we had only done once for the year. “It was really positive at the back and we want to do it again this week.” He said the return of Aaron Turner from injury and Nathan Fox, who is back at the club after spending the first part of the season with Green Gully, had boosted the side. While the defensive end is starting to click, the attacking end is the next aim of attack. “Last couple of weeks, we have drawn with

Corio – and we were lucky to get away with a point. “We were 1-0 in the first half but should have had five or six goals. “Against Westgate, we completely dominated the game and should have had five or six goals on the board again. “We are missing a striker and we are having to play players out of position. We are looking to recruit a striker [in the trading period] who can put the ball in the back of the net. “We are creating chances.” Czapnik said the next aim was to win a few

Riddell league powers on By Tara Murray It was a case of deja vu for Riddell District Football League interleague coach Matt Power in Saturday’s AFL Country Championship match against Nepean Football League. Last year the league led Alberton by 18 points at three-quarter time, only to fall one point short. This time the RDFL led by 12 at three-quarter time but Nepean hit the front late in the last quarter. “It felt like last year 100 per cent,” Power said. “I thought the gods were against us again.” However this time there was one more twist and a Jack Mills goal with one minute to go put RDFL back in front by three points. “We knew how much time was left and we didn’t play the last minute well at all,” Power said. But it didn’t matter and the RDFL won 15.9 (99) - 13.18 (96). The result was the biggest upset of the country championships, with the 29th-ranked RDFL defeating the 13th-ranked Nepean FL. The two teams played each other because their original opponents both pulled out of the competition. Power said Nepean looked likely to take the game away from the RDFL on more than one occasion. “They were clean with the ball in the first quarter and we struggled to stay with them,” he said. “The boys’ work rate was pretty good. “Once we got into the game we took control in the second quarter. “They came at us again in the third quarter and late in the fourth but we held them out. Credit to our boys.” Power said all 23 players contributed. “To beat a side like that you need all 23 players at or near their best,” he said. Corey Viani was awarded the best afield medal for the RDFL side, while Kris Bardon won the medal for the Nepean side. “Everyone played well,” Power said. “All the bench players went on and did their roles. “Mills got what he deserved with kicking the winning goal and Jase Williams was dangerous across half back. “The back line was very disciplined and [Rex] Hickman, [Kane] Murphy and [Hayden] Ross were lively up forward.” Power said he didn’t think a hamstring injury to James Nolan was too bad and he was taken off only as a precaution. Slow start to Tigers’ title defence Sunbury Tigers are slowly working their way into the Victorian Rugby League season. The two-time reigning premier started the first-grade season with two losses but bounced back to win the next three games. The winning streak came to an end on Saturday, when the Tigers lost 34-20 against ladder leaders Werribee Bears. Coach Jamie Blackwood said before the match that it was not yet panic stations despite starting the year with consecutive losses. “One of those losses was close and the other was a match where we weren’t up to scratch all day,” he said. “Our three wins were against good opposition and boosted the confidence of the side. “We’re third at the moment and we’re going to continue to improve and work hard.” One thing the club had been really focused on was promoting younger players into the side. Salie Faniu, Joe Tunumafono, Mathew Faoagali and David Matangi have all stepped up into the senior side this season. “Three under-18s have come into A-grade and performed remarkably well,” he said. “They are close to holding down their positions and keeping some of the senior players in the reserves. “They’ve been dominant at their age group and we don’t want them to get complacent. “Salie, Joe and Mathew have been really good and stood up playing against adults. We have been blooding David since he was in under-16s.” Blackwood said it was a young side overall. “Our oldest player is 24 and we’re looking to be dominant with this group for the next five years,” he said. “We want to be a club people want to come to.” Blackwood said he had been given a lot of support in his first season as head coach. “I have wonderful support staff in Jack Leslie, Brad Saunders and John Burke,” he said. “Scott Matthews our captain has taken it to another level. Terry Constantinou, at 24, is the eldest in the side and has been a great help. We want to continue changing the culture of the club.” The Tigers’ second division side beat the Bears 28-22. Coach sees positives in defeat By Tara Murray The Riddell District Netball League was beaten by a slicker unit in the AFL Victoria Country Championships on Saturday, The Nepean Netball League side contained several Victorian Netball League Championship division players and that showed on the court in a 60-49 win in Macedon. RDNL coach Di McCormack said Nepean’s experience playing together was the difference. “It was a great game and the standard was the best I’ve seen in the interleague championships in the last three years,” she said. “We took it at them. To have lost by 11 goals was good considering the standard of their team.” RDNL started and finished the better of the two sides. “We did well in the first quarter and were up by six goals,” McCormack said. “They quickly came back at us … they were winning all the one per centers. We then won the last quarter.” All 10 players got on the court for RDNL as McCormack tried to find the right combinations. Hope Hamilton scored 31 of the RDNL’s goals. “I thought Hope was really good,” McCormack said. “She scored the majority of the goals for us and only missed three shots for the whole game. “Chrissy [Christine Harris] did a good job switching between goal attack and wing attack, while I brought Renee [Hulls] on in the second quarter to try and mix it up.” McCormack said that when the RDNL midcourters struggled a bit, she was forced to move Bridget Aughton into centre.

Ballarat blitz blows Bendigo’s country hopes away A second-quarter blitz ensured the Ballarat Football League held bragging rights over its Bendigo Football League rivals in the AFL Victoria Country Championships on Saturday. While nothing could split the two teams early in the contest, Ballarat showed its quality in 30 minutes of dominant football at Eastern Oval. Ballarat trailed by two points at quarter-time but a goal to Daniel Tung at the five-minute mark kicked off the second-term onslaught. Lucas Anderson and Mitchell Phelps then got in on the act, combining for four goals

in quick succession to drag the margin to 28 points. Despite having the momentum, Ballarat wasn’t about to ease up on the pressure, and Rowan Marshall and Anderson added to the home side’s advantage as half-time approached. The late goals put an exclamation point on the league’s dominance and handed Ballarat a 41-point lead at half-time. There was no coming back from there for Bendigo and the Ballarat players were able to savour their 17.11 (113) - 4.12 (36) win. Nathan Horbury was outstanding for Ballarat, winning a number of important

contests and helping his team stay on top when the match was in the balance. He was well supported by Grant Bell and Callum Currie, who both worked hard until the final siren. Derick Micallef was the leading goal kicker for the winners with four majors. On a tough day for Bendigo, Matthew Thornton and Brayden Dorrington were among the standouts, while Gisborne’s Tom May and Tim Walsh were part of the team. Ballarat will take on Goulburn Valley at next year’s interleague championships in a battle between the third and fourth-ranked leagues in the state.

Import spreads his wings By Tara Murray Sunbury Jets didn’t have to look far when it came time to find an import for the Big V basketball division 1 this season. Canadian Javari Williams, who now calls Melbourne’s west home, joined the side in the off-season and has been one of the teams’ standouts since. “I live in Sydenham,” Williams said. “I came over for family reasons and have been here for just over a year and really enjoyed it. “I had met Grant [Spencer, Jets men’s coach] a couple of times and there was nice facilities at Sunbury, so I decided to join the team.” Williams played basketball in America, China and New Zealand before joining the Jets. But it has been a challenge for him Down Under at times, as he plays in an unfamiliar position. “It is a bit weird as I’m not normally in the position I have been playing in,” the Canadian said. “I am playing in the centre role but I normally play as a guard.” This change of position has also bought about a change in his playing style. Williams is used to matching up with smaller opponents. While 195 centimetres may seem tall to normal people, Williams is short compared to many opponents. He said competing against taller players has been a challenge. “I’m a lot smaller than most of my opponents. The team as a whole is smaller than all the other sides. “[But] it has helped me become a more rounded player.” Williams is still averaging 15.4 points per game, along with 9.2 rebounds per game on average. “It has been OK playing so far. It has had its ups and downs. “It is hard to say whether it has been harder than what I was expecting. I wanted to come and contribute and help the team.” The Jets are currently 12th on the ladder. On Saturday night, the Jets lost to Geelong 93-90. Williams had 25 points, seven rebounds and three steals. “As we were a new team, it took the first couple of games to adjust,” Williams said. “We need to come together, collectively, and make changes to turn the corner and get some more wins and a bit more consistency. “I’d liked to finish off the season strong and still, hopefully, play finals.”

The Geelong Football League is again the top-ranked country league in Victoria after beating Goulburn Murray. In the senior netball, Ballarat made it a winning double in a tight contest. Ballarat’s ability under pressure to convert was the difference in the 46-40 win. A game the Thunder would have been confident of winning got off to a poor start, leaving the side down by four goals at quarter-time. The Thunder reduced the margin to seven points at half-time but only kicked three goals in the second half to lose 13.17 (95) 8.12 (60). Kamen Ogilvie and Mitchell Johns kicked two goals each for the Thunder, with James Edwards named its best player.

In the second round of the ladies club championships, Kath Jekabsons took to the conditions and left the field in her wake, winning 98-24-74.

Calder Cannons Nick O’Kearney was among the best for Vic Metro in the opening round of the AFL under-18 championships. It was a heartbreaking loss for Vic Metro against arch rival Vic Country, with a goal after the siren giving Country an 11.7 (73) - 10.8 (68) win. Metro had the early lead in the game and led at quarter-time. While not much separated the two teams all day, in the end Jy Simpkin marked the ball in the goal square just before the siren went. He went back and converted the kick to give his side the win. O’Kearney was one of three Cannons to play in the opening match. He had 26 possessions, the highest number of any Metro player. Hisham Kerbatieh kicked a goal, while Mark Kovasevic was also part of the team. Matthew Stillman, Bruno Laguda, Callum Moore, Karl Brown, Jack James and Tom Wallis are all in the mix to play for Vic Metro having made the 50-man final squad.
