Farm Groups Disappointed Over Potential SRE Appeal Pet Food Manufacturers Feed America’s Pets and Agricultural Economy

A group of farm organizations expresses disappointment over the Trump Administration contemplating an appeal to a court ruling striking down three small refinery waivers. The petitioners in the case—the Renewable Fuels Association, National Corn Growers Association, American Coalition for Ethanol, and National Farmers Union, say,

"the Administration has opted to kick the can on deciding whether to appeal the court decision." Last week, the U.S. Court of Appeals for the Tenth Circuit approved requests by the Department of Justice for an extension of the deadline to file motions asking for a rehearing. The new deadline for requesting a rehearing is March 24. The Court found the

Environmental Protection Agency vastly exceeded its authority in granting compliance exemptions to three refineries from 2016 and 2018 Renewable Fuel Standard obligations. The farm groups say the delay "just prolongs uncertainty in the marketplace and stokes more angst and frustration in farm country." They say rural America would view an appeal by the Administration as a “senseless poke in the eye.”

New research finds that U.S. pet food manufacturers provide balanced, safe meals for America’s dogs and cats, and also stimulate the overall agricultural economy. The Institute for Feed Education and Research, North American Renderers Association, and Pet Food Institute released a new the jointly funded report Wednesday. The research found that through the purchase of ingredients,

labor and services from related industries, the $30 billion pet food industry gives back to the agricultural economy by using 8.65 million tons of animal- and plant-based ingredients for dog and cat food to provide the nutrition that pets need, at a value of $6.9 billion. The data shows that pet food manufacturers use an estimated 3.8 million tons of animal-based products, such as ren-

dered products or meat and poultry. Pet food manufacturers also use 4 million tons of farm and farm-product processor ingredients, such as grains, soy products and fruits and vegetables, and approximately 200,000 tons of seafood products. Many of these ingredients are left over from making food for people.

Farm Debt Just Short of Record Levels

A new analysis shows total farm debt is near record levels and farm real estate debt is at an all-time high. Agricultural Economic Insights found that today, total debt stands at $425 billion, just short of the 1981 peak of $440 billion. However, the annual increase from 2000 to 2020 has been achieved through

the relatively consistent small increases in debt, as opposed to a rapid run-up. Meanwhile, at $264 billion, real estate debt is well beyond any levels seen in history. Since 2000, real estate debt has grown at an average annual rate of four percent per year. This has caused real estate debt to more than double over that time period.

The analysis says at present, it would seem that the current levels are sustainable, but with little room for further growth, adding, that while it is quite likely that the sector will navigate through this territory with few problems, it also removes some of the room for error.

Soil Temperature and Vegetables One of the most neglected tools for vegetable gardeners is a soil thermometer. Soil temperature is a much better measure of when to plant than air temperature or the calendar. Planting when soil is too cool can cause some seeds to rot and transplants to sit there. A number of vegetables

can germinate and grow at cool temperatures. For example, peas will germinate and grow well at a soil temperature of 40F. Though lettuce, parsnips, and spinach can sprout at a soil temperature of 35F, they prefer at least 45F for best germination and

growth. Radishes also do well at a soil temperature of 45F. Even if the seeds of these cool-season crops are planted below their commended soil temperature, the seed will rarely rot. Warm-season crops such as tomatoes, sweetcorn and beans are different. They prefer at least 55F for germination (or transplanting), but others such as peppers, cucumbers, melons and sweet potatoes need it even warmer, about 60F. If planted when soils are too cool, they likely will rot before germinating. Taking soil temperature accurately is a bit of a science. First, use a metal soil thermometer, which is sold in many garden, auto parts and hardware stores. Take temperature 2.5 inches deep at about 10:00 to 11:00 a.m. Temperature variations throughout the day and night affect soil temperature, with lowest readings after dawn and warmest around mid-afternoon. The late-morning reading gives a good average temperature. If taking the soil temperature at this time is not practical, take a reading before you leave for work and a second when you return home and use the average. Also be sure to get a consistent reading for four to five days in a row before planting, and make sure a cold snap is not predicted. For more information,

Kochia Control Now is the time to finalize plans for kochia control. Major flushes of kochia emerge in late February and continue through early April, resulting in dense populations that make adequate herbicide coverage difficult. In addition, glyphosate-resistant kochia is prevalent across western Kansas, making kochia control even more challenging. For these reasons, it is important to apply pre-emergence herbicides in fall or early spring to control this weed before it emerges. The choice of herbicides for effective pre-emergence control of kochia in February and early March will vary depending on subsequent cropping intentions. Each herbicide program needs two components. First, a very soluble and effective herbicide that can be incorporated with very little precipitation, such as dicamba. Second, an herbicide that has longer residual activity, which will require perhaps 0.75 inches

or more precipitation for adequate incorporation, such as atrazine. Precipitation events during late winter are often too small to activate longer residual herbicides, but dicamba may control kochia for 4 to 6 weeks until the longer residual herbicide is incorporated. The best timing for this application is January through the first week of March but prior to kochia emergence, which can vary depending on weather conditions. Later applications, for example, at the time of burndown, are more likely to occur after kochia emergence, which increases the risk of control failure. Fall-applied treatments can help ensure timely application. Resistance to key post-emergence herbicides coupled with early emergence makes herbicide timing critical for kochia management. Pre-emergence herbicides should be applied in fall or very early spring. In Kansas, kochia generally emerges in March, but can

emerge as early as late January. Kochia can produce more than 50,000 seeds per plant, which are spread when the matured plant breaks off at the soil surface and tumbles in the wind (Figure 3). Kochia seeds are viable in the soil seedbank for only 1 to 2 years. If uncontrolled, kochia can reduce soybean yield by 30%, corn and sorghum yield by about 40%, and wheat yield by 58%. Kochia populations in Kansas have confirmed resistance to: chlorsulforon (Group 2), dicamba and fluroxypyr (Group 4), atrazine (Group 5), and glyphosate (Group 9).
