Value-Added Ag Grows Rural Nebraska By Governor Pete

Nebraska’s official nickname is the Cornhusker State, and unofficially we’re known as the Beef State because of the world-class red meat produced by our cattlemen and women. Our family farms and ranches grow and raise some of the finest agricultural crops and livestock on the planet. Our soybeans, corn, eggs, beef, pork, wheat, grain sorghum, and other ag products have an unsurpassed reputation for their quality. This has been the toughest year for agriculture since I’ve been Governor. From flooding and low commodity prices to trade uncertainty and a packer fire, ag producers have been through a lot. As we pull through this together, it’s critical that we grow agriculture for the next generation of Nebraskans to keep our state strong. One of the keys to growing agriculture is adding value to our traditional commodities. We can do this by expanding livestock production, attracting investments in biosciences, and growing our biofuels industry. Growing livestock production helps create new ag products and creates more demand for the corn and soybeans we already raise in Nebraska. This week, Costco is celebrating the grand opening of its poultry operation in Fremont, which will turn Nebraska-grown broilers into Costco’s popular rotisserie chickens and other chicken products. Costco sells 90 million rotisserie chickens at its stores annually, and
the plant in Fremont will help meet this demand. At full capacity, the facility will process over 2 million chickens each week. In addition to the jobs at the plant in Fremont, this new poultry operation is already creating opportunity for many farm families. Costco is partnering with more than 100 farm families to build new chicken barns in Nebraska. Thanks to this, next generation farmers, like Hannah Borg of Wakefield and Joe Schulz of Seward, will be able to return home to carry on their family’s legacy in agriculture. Additionally, corn and soybean growers will supply the equivalent of 2,000 acres of corn and 2,000 acres of soybeans to Costco every week. Having a direct buyer will improve these local farmers’ basis. Overall, Costco’s $450 million investment in Nebraska could have an annual financial impact of $1.2 billion, or roughly 1 percent of our state’s GDP. From fish farming to ethyl acetate, investments from bioscience companies have been growing opportunities in agriculture in recent years. In June, Veramaris, a Dutch-German joint venture, cut the ribbon on a brand-new production plant in Blair. Veramaris CEO Karim Kurmaly is a marine biologist who is passionate about stewarding our oceans’ resources. His company will produce omega-3 fatty acids using fermented algae and dextrose from Nebraska-grown corn. Producing the omega-3s in Nebraska allows fish farmers to give salmon the nutrition they need without having to use wild fish as feed. In turn, reducing reliance on wild fish prevents the depletion of marine life. Veramaris is creating high-tech manufacturing jobs in a rural community, while simultaneously strengthening agriculture in Nebraska. Biofuels are another way we’re creating opportunity through value-added agriculture. Nebraska is

the second largest ethanol producing state in the nation. Ethanol groups and my administration have been working with President Trump to expand ethanol production over the last year. In May, the President finalized approval of year round E15. Previously, E15 could only be sold during certain months of the year. Two weeks ago, the Trump Administration announced plans to cut red tape so that distributors can more easily sell E15 at the pump. In the same announcement, the President agreed to ensure that Renewable Volume Obligations do not fall below 15 billion gallons. Since 2017, the EPA had given waivers to oil refineries, exempting them from over 1 billion gallons of renewable fuel obligations each year. Going forward, the EPA will make up for the waived gallons so that they no longer lower demand for ethanol. Value-added agriculture opens up exciting new possibilities for our state’s farmers and ranchers. Through innovative partnerships and initiatives, we can take advantage of these economic opportunities so that Nebraska’s youth can succeed in agriculture. Time and again—in places like Fremont, Seward, and Blair—I’ve seen the difference a dedicated, unified, and hard-working team can make in attracting value-added agriculture projects that create opportunities for young farmers. I applaud the leaders in these communities for having the vision to grow their local economy and for successfully promoting their cities and area ag producers. In the coming years, Nebraska’s rising generation will harness new techniques and technologies to grow the economy, create jobs, and expand value-added agriculture in our state. 785-282-0255 USDA Opens 2020 Enrollment for Agriculture Risk Coverage, Price Loss Coverage Programs Agricultural producers now can enroll in the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs – two U.S. Department of Agriculture (USDA) safety net programs – for the 2020 crop year. Meanwhile, producers who previously enrolled farms for the 2018 crop year have started receiving more than $1.5 billion for covered commodities for which payments were triggered under such programs. ARC provides income support payments on historical base acres when actual crop revenue declines below a specified guaranteed level. PLC provides income support payments on historical base acres when the effective price for a covered commodity falls below its reference price. The 2018 Farm Bill reauthorized and updated both programs. Signup for the 2020 crop year closes June 30, 2020, while signup for the 2019 crop year closes March 15, 2020. Producers who have not yet enrolled for 2019 can enroll for both 2019 and 2020 during the same visit to an FSA county office.

Sharp Drop in Temperature May be a Cause for Concern in Trees Rachael Boyle Phillips-Rooks District Extension Agent Agriculture and Natural Resources The area experienced an extremely sharp drop in temperature during the latter part of last week. Temperatures were near 80 on Wednesday and dropped to near 20 Friday morning. Unfortunately, trees were not hardened off before this happened. In other words, they were not ready for these cold temperatures. Some trees will very likely be affected by this sharp drop in temperature. The first sign of damage is marcescence in which trees that normally drop their leaves in the fall, don’t. Leaves don’t drop because they didn’t have enough time to develop an abscission layer at the base of each leaf that allowed it to fall. Though marcescence itself does not harm the tree, it is a clue that further damage may have occurred. Notice I said “may.” Trees that exhibit marcescence may be perfectly fine. It is possible that trees that show evidence of marcescence, may also have suffered damage to the living tissue under the bark. The sharp drop in temperature may damage at least a portion of the phloem and the cambium. Remember the phloem carries food made in the leaves to all parts of the plants including the roots. The cambium produces new phloem. If the phloem and cambium are killed, the cambium can-
Trees so affected will not die immediately. First of all, a healthy root system has stored energy reserves that it can use to keep the tree alive. When those reserves are depleted, the tree will die very quickly. Usually, this occurs during the summer following the year the damage occurred. However, there is more to the story. Doesn’t a tree also need water? Since the living portion of the trunk was killed, wouldn’t this stop water flow? Actually, it would not. Xylem is the structure in the tree that carries water from the soil throughout the plant. The reason the tree can still distribute water to the top portion of the tree is due to how a tree grows and, specifically, how xylem works. Even in perfectly healthy trees, most of the xylem is dead. This dead xylem forms hollow tubes that carry the vast majority of water and nutrients throughout the plant. Though there are living xylem cells, the contents of those cells make them inefficient in
moving water. Therefore, the functional portion of the xylem wasn’t hurt by the freeze because it was already dead. Since this xylem system still works and provides water for the tree, the tree can live for quite a period of time until the roots starve. Remember, as stated before, trees with marcescence may be fine. Even if there was also damage to tree tissues, it all depends on how much of the living tissue under the bark was killed. If only a small portion is killed, then the tree may recover. If the entire circumference is killed, the tree is done for and there isn’t anything you can do to save it. Any portion of the trunk where the bark comes off and
PAGE 5 the underlying layer is brown, is dead. So, is there anything we can do now to help the trees? Since we don’t know the extent of the damage, if any, we need to insure there is no further stress. Primarily, that means to water the tree as needed. Keep the soil moist but not waterlogged until freezing temperatures are here to stay. For further information, please contact the local K-State Research and Extension office. New legislation introduced in the Senate seeks more accurate weather forecasting. The Learning Excellence and Good Examples from New Developers, or LEGEND Act, would require the National Oceanic and Atmospheric Administration to make certain weather models public and seek innovations to improve weather models. The bill was introduced by Republican John Thune of South Dakota, and Brian Schatz, a Democrat from Hawaii. Thune says the legislation builds on his efforts to improve weather forecasting during his time on the Commerce Committee, saying the “livelihood of farmers
says it’s “important that we find innovative ways to improve government forecasting capabilities.” Included in the legislation is a requirement for the U.S. Weather Research Program to establish the Earth Prediction Innovation Center, which was intended to advance weather modeling. The legislation would clarify and strengthen those efforts, according to Thune. When fully established, the program will provide a platform for collaboration to improve operational models and advance NOAA’s forecasting skills.
