The North Mole/New Town Development Project Proposal

This is a draft proposal/conceptual tabletop project.

The artist has no qualifications in architecture or engineering, although he has sought advise from experts in the field to which he has been advised that such a project is both economically and physically feasible. This with even considerations taken on the depths of waters in which the port would be required to be build upon, some of which is 24m deep. The project has also been valued at a guess-estimate of ÂŁ250 million in property values once completed using lower side of market values.

The North Mole project is a proposed reclamation and development of the area of the port.

The port would thus also be redeveloped, with the present area used for reclamation for residential and commerical developments and a further reclamation out into sea where a new port would be create. The port would have a new power station, a container deport and warehouse. The cruise terminal would be brought alongside the side of the residential area, bringng tourism away from the commercial industrial port area.

The reclamation would be build just beyond West View Park, therefore affording and area of water between both. This would provide a canal access to GASA which could be used by swimmers and or boats.

1 - Bus & coach terminal With underground car parking spaces to facilitate parking for stadium, shopping centre and business centre. A seconday coach and taxi depot would be located next to the cruise liner terminal.

Two new access roads would be build over the canal which allows water into GASA. One at Europlaza linking to a road going on the outside of area of hospital and linking to Bishop Caruana Road. And a second one linking to road by Harbour Views.

Small road bridges would provide access to the reclamation at three points

1) by Euro Plaza

2) by area West View Park where road heads parallerl to Morissons

3) by area directly opposite SWJG

A third road would run by side of GASA where the present power station is. North Mole Road would continue to exist as it is.

North Mole road would continue running parallel to the new reclamation and would provide a direct link to the port. This would mean that traffic can be diverted away from the central areas of the new urban zone.

At least five junctions would link to North Mole Road, allowing for traffic to circulate.

This would allow for traffic management contingency plans to be put in place quickly with diversions easily resolved.

The roads have been build using ring type zoning, with the inner zone being the stadium, outer being the port and then zones around estats linking in to main roads.

All estates, complexs would have underground parking available.

Ample space would also be provide in the exterior at ground level for parking areas.

These areas would have build in exit and entry points which also link to roads and can be used as secondary diversion points to divert vehicular traffic.

Park with green zone

A park with a green zone would be at the far end used as a divisionary zone from industrial to residential zones, and next to stadium and shops. This allows for recreational zone.

All estates and complexes have their own open exterior zones for green areas.


This stretch is the area where Waterport Terraces and the industrial park and bonded stores warehouses are located, including north mole road. These areas remain untouched, with the furthest point west of the present port demarcating the furtherest point westwards of the residential zone reclaimed and the start of the new port reclamation. The port itself would not be reclaimed due to depths of up to 24m in some areas at which the berths would be located. The creation of the port could be undertaken by building on pioylons sunk into the seabed and a ground level pier type structure used as the decking. On other words the port would have water under it and would not require land reclamation.

The present detached mole would be required to be taken out further to create a waterbreak withiin the new port area. This means a major increase in inner waters of the port. and more area to move vessels.

Business and Retail zones

The new development would have ample areas for business and retail zones.

The Business centres would provide space for new sectors which could include the media sector which the Government is proposing to attract, even possibly technological services related to online sector, insurance, finance and other white collar sectors. The retail zones would provide space for shops, a small mall, restaurants and bars. This would mean that a new town area would be created removing burden from other area, and keeping visitors in the area instead of spread around other parts of the city. Thus easier to control.

Residential Zones

The new development would generate income through property sales, one of which would be the residential complexes. These estates would range from low cost affordable housing to the higher end of the market.

All estates would have their own underground car parks, external parking areas and green zone recreational space within the estate.

The proximity of a bus deport and shopping areas would make it easier for residents to use public transport.

The inclusion of a new school and police station means the area does not become reliant on the other services in other parts of the city.

The open spaces and trees would ensure that there is enough space for adequate crowd control. As a development the area is also created so that the stadium does not become a significant detractor to visitors, with the area looking like an avenue leading to shopping areas, small mall and business zone.

The the bottom right there would be a school, with open space and bottom left would be the new police station.

To the left is the school and then directly above (south) is the police station. This would be a four stroey building with underground basement area for compound. Located in an area close to main shopping centres, school and stadium but with easy access in all sides to respond to any emergency providing access roads on all sides and away from crowded areas.

In the centre behind the stadium is a small shopping area and a bus & coach park with underground parking also. Centrally located to allow access to all facilities.

A four stroey building with full access to all roads and allowing easy access to back roads.

An underground compound would allow for vehicles to be under cover and to have secure area for impounded vehicles. Top floors could accomodate training and sports facilities.

The release of New Mole House would add further value as it would allow for the present police station to be resold as a high end property generating substantial income.

Located where the present power station is located, would be a residential estate and a music centre/auditorium. The latter would have facilities for dance, music and other arts. The rear of the building would be facing the canal by GASA, looking directly south with its own green area behind. The front of the centre would have the auditorium. An open space to host small concerts in which up to 1,000 - 1500 people can be accomodated within the space (standing).

Two small building structures to either side of the auditorium would act as buffers to reduce sound. The auditorium would be directly opposite the present industrial park by North Mole, the end of Waterport Terraces.

The backdrop to this view is the Rock of Gibraltar. Beyond the residential estate would be the evacuation momument and SWJG.

All buildings are models taken from SketchUp model library and have been placed to scale using geolocation maps.
