embers who attended the recent ARCA Annual General Meeting will have heard me discussing the implications of the Construction Leadership Council decision with regards to card schemes carrying the Construction Skills Certification Scheme (CSCS) logo, CSCS cards. In addition, Satish Patel and myself have been updating members at the recent round of ARCA regional meetings as to the current situation. Earlier in the year The Construction Leadership Council (CLC) made a decision that card schemes carrying the CSCS logo needed to meet certain requirements, one of which was that the minimum standard for skilled occupations is an NVQ level 2 qualification relevant to the occupation. The RSPH Level 2 qualification, developed with the approval of the CSCS, has been in existence for 5 years and has always been accepted as a qualification suitable for obtaining a CSCS card. The decision of the CLC cast doubt on the ability of holders of the RSPH Level 2 qualification, and for that matter Level 3 and 4, to obtain CSCS cards in the future. A meeting was held with the CSCS, ARCA, the NFDC, ACAD and CITB. ARCA were told that the RSPH Level 2 qualification could not be considered as equivalent to an NVQ as it was assessed under ‘simulated working conditions’, as opposed to the NVQ qualification which was assessed ‘on-site’. As many ARCA members pay the CITB levy and therefore eligible for substantial grant funding for the NVQ, ARCA decided to provide the NVQ qualification, as well as the RSPH qualifications. Five pilot NVQ’s were conducted and assessed by ARCA. Three of the pilot NVQ’s have been Externally Verified by the NSAC (National Specialists Accredited Centre - part of the CITB). The NSAC Internal Verifier commented that assessment carried out by ARCA demonstrated good assessment practices, showed a clear understanding of the assessment process and NSAC procedures, and plenty of quality evidence was collected during the assessment process. What was clear form the pilots was that whilst the NVQ assessments were conducted on site, the majority of the criteria required the candidate to ‘describe’ or ‘explain’ in order to provide evidence, i.e. it was a mainly a knowledge test. There were few criteria which
required the candidate to ‘demonstrate’ in order to provide evidence. ARCA still believe that simulated demonstration, observed by the assessor, is better evidence of competency than asking a candidate to ‘describe’ or ‘explain’ what he would do, or has done in the past. Following ARCA’s meeting with the CSCS, ARCA contacted the CLC directly to appeal their decision to set the NVQ Level 2 as the benchmark qualification for CSCS cards in the asbestos removal industry. We were pointed in the direction of BuildUK who had been tasked with implementing the CLC decision. After some correspondence with BuildUK, in which we stated ARCA’s position, ARCA attended a meeting with BuildUK, the NFDC and ACAD on the 20th November 2015. As a result of this meeting we are hopeful that; the NVQ will be reviewed to ensure it is fit for purpose, simulated evidence will be allowed, the RSPH qualification can be mapped to the NVQ and therefore accepted as a qualification suitable for gaining a CSCS card, those companies who currently have individuals with Level 2 RSPH qualifications will be able to obtain funding to bring their existing qualification up to the required standard whether they are a CITB levy payer or not. In addition, the meeting agreed to develop Level 3 and 4 NVQ’s for Supervisors and Contract Managers, but these would follow the requirements of the existing RSPH qualifications at Level 3 and 4 for Supervisors and Contract Managers. This will mean that they will map and both the NVQ and RSPH qualifications can be accepted as qualifications suitable for gaining a CSCS card. Further meetings are planned for January 2016, so I hope that by the next edition of ARCA News in March 2016 I will be able to give you a clearer picture as to how the CSCS card system will function within the asbestos removal industry. REGIONAL MEETINGS REPORT
New venues, new times, lots of attendees! M
embers turned out in good numbers at the ARCA November Regional Meetings to hear both ARCA news and the latest information from the HSE Asbestos Liaison Group (ALG) meetings. The second regional meeting to be held in Washington, for the North East of England members, was once again well attended. This level of support will ensure that this regional meeting remains a permanent fixture on ARCA’s regular regional meeting schedule. For the South East of England members the
November meeting moved venue and time, after members suggested an earlier time and a more convenient venue at the previous meeting. The November meeting, which moved to a 9am start at the Thurrock Hotel in Aveley, was very well attended, so … same time and same place in March. The Scottish Regional Meeting has always been well attended, and although the venue had to be moved for the November meeting due to room availability, the turnout was fantastic. Infact, we had to ask the hotel for more chairs!

Supporting Charities A
RCA members have supported many charities such as Ellen MacArthur Cancer Trust, Havens Hospice, Sick Childrens Trust, Mesothelioma UK and Alzheimer’s Society. Funds have been raised from donations and fundraising events – from teams taking on challenging events like tough mudder and marathons to fun runs and quizzes. Thank you for all who have taken part, as over the last few years over £80,000 has been raised for charity. This year ARCA will be supporting: w The Association’s charity is Mesothelioma UK - a national resource dedicated to supporting people with this asbestos cancer, providing specialist Mesothelioma information, support & improved care and treatment. w The Chairman’s charity of choice is the Indee Rose Trust - this charity helps children, and their families, who have been diagnosed with a brain or spinal tumour, by providing support such as, treasure boxes full of treats a child and holiday accommodation for their families. Good luck to those who are planning fundraising events to support these charities. Have fun knowing that your efforts will help others.

t the London Zoo Conference Centre on the 2nd October ARCA held the Association’s 30th Annual General Meeting (AGM). Following a welcome from the Chairman, Grant Beglan, the meeting departed from the usual format as a guest speaker was invited to address ARCA members. Clive Johnson, Group Head of Health and Safety for Land Securities, gave a presentation which outlined Land Securities approach to Health and Safety, and what they expect in terms of health and safety management from contractors working on their sites. Clive’s presentation highlighted the thought processes necessary to design effective solutions to health and safety problems. After Clive’s presentation the Chairman introduced various ARCA staff members and Committee Chairmen. They in turn reported on the activities of the Association over the past 12 months and outlined plans for the future. These presentations focused on the Association’s strategy and what had been done in relation to the strategy to achieve the Association’s objectives. Members at the AGM heard that it had been a successful year for the Association. Membership numbers for Full Contracting Members were at a record high - 190 Full Contracting Members - and a further seven companies currently undergoing the membership process. In addition, the training department and training committee have been very active this year. Members were informed that ARCA was able to meet the Institute of Leadership and Management (ILM) requirements to become a registered centre for the delivery of their qualifications. Also, that ARCA had developed and delivered some of the ILM Level 4 Certificate in Leadership and Management units at ARCA training centres around the country. Feedback from candidates has been excellent. Also, members were informed that ARCA has begun offering the Level 2 NVQ in Hazardous Waste Removal - Licensed Asbestos, so that ARCA members paying the CITB Levy can now take advantage of the grants that are available for this qualification. The members present at the meeting were informed that Marketing of both ARCA and its members featured heavily in the Association’s Strategic Plan. The first major action within the marketing plan was to appoint a Marketing
Manager, and in February 2015 Sarah Haslam joined ARCA as the Marketing Manager. Members heard that Sarah is an excellent addition to the ARCA team, and has been busy overhauling ARCA’s corporate identity and publications, as well as enhancing ARCA’s presence on the web and other social media. Sarah has also taken over complete responsibility for the production of the ARCA News magazine. Members were reminded that Colin Seditas has now been with ARCA for over a year as the Association’s Technical and Development Manager. In this time Colin has given valuable input into the ARCA Guidance Notes, Training Syllabi, and is working with Geoff Silver in reviewing and revising the ARCA Site Audit Scheme. Also, many members have benefitted from Colin’s knowledge and experience gained within the HSE Asbestos Licensing Unit, with Colin reviewing and revising management systems, and supporting member’s preparation for asbestos licence assessments. Members availing themselves of these services have reported back on how extremely useful Colin’s input has been to their businesses. The ATaC division have continued their work with the Royal Society for Public Health to develop alternative qualifications for the asbestos testing and consulting industry. The bulk sampling, the air testing and clearance, and the surveying qualifications are already in place. Many members are already taking advantage of these courses which are fully accepted by UKAS as alternatives to the BOHS P Modules. ATaC are currently developing a Lab Managers qualification and plan to develop a Diploma in the near future to provide alternatives to all the BOHS qualifications currently accepted by UKAS as part of their accreditation process. The introduction of the first RSPH courses for the analytical industry has shown the benefits of competition within the market. Following the AGM members enjoyed a three course silver service lunch in the Prince Albert Room at the London Zoo Conference Centre. Thank you to all Members who attended. 31st AGM - the ARCA AGM is always held on the first Friday of October, so 7th October 2016 is a date for your diary. We are delighted that Archie Mitchell, Head of the HSE Asbestos Licensing Unit, has agreed to be the guest speaker.

than just being deemed as satisfactory or not. The grading system enables licensed removal companies to see how close they are to achieving the Gold Site Audit Award standard.
Under the ARCA Site Audit Accreditation Scheme, Full Contracting Members are required to undertake two site audits per year within their two allocated quarters, with the resulting audit report assessed against a standardised marking scheme.
“Auditing is crucial in managing Health and Safety within organisations. We believe that our award scheme assists members to achieve, maintain and demonstrate the high standards expected of licence holders. This supports the mission of ARCA to assist members and customers in providing safe, effective and ethical management of asbestos, thereby safeguarding the public,” commented Geoff Silver.
The Award is for those companies who met the following criteria over the 3 year period ending 30th June 2015: w all six audits must be within Grades A-C, with an average of at least a Grade B w all audits must have been undertaken within the audit schedule w no formal enforcement actions received ARCA Membership Compliance Manager, Geoff Silver, said: “We continue to monitor the performance standards of our members, by operating the most extensive site audit scheme in the asbestos abatement industry. These 24 companies have been able to demonstrate, through site audits, consistently high standards of site work over a sustained period. We look forward to more companies demonstrating this standard in 2016.” In order for ARCA members to closely monitor their own progress against the ARCA standard, all audits are graded A to F, rather

These audits are carried out by approved ARCA auditors to the same standards as the SAAS audits, and allow for direct comparisons to be made across all audits. Non-members can also benefit from having ARCA take care of their external auditing requirements, as well as clients, who can benefit from the independence and expertise offered by ARCA auditors, by insisting on or arranging for ARCA to conduct additional audits on the sites they manage.

ARCA Licence Renewal Services Preparation W
ith a unique knowledge pool, a team of experts in asbestos, auditing and regulatory requirements, ARCA is able to offer a comprehensive range of services to support member businesses. One of these services is licence renewal preparation. Being fully prepared for a licence renewal assessment is vital for asbestos removal businesses - even more so today, as in recent years licence restrictions and reduced terms have become increasingly common. To support members, ARCA’s licence renewal preparation service offers a full review of the removal contractor’s systems and procedures to support the application for a full three year licence. ARCA can help members analyse existing performance history in order to give a clear
indication of how arrangements are likely to be viewed by the Health and Safety Executive’s (HSE) Asbestos Licensing Unit and the assessing inspector. This process will identify any potential areas of weakness to be addressed prior to an assessment. For maximum benefit, ARCA advise that reviews should be carried out six to twelve months prior to the licence renewal assessment meeting. This would enable improvements to be put in place, progress to be monitored and established procedures illustrated at the licence renewal assessment. A New Analysts’ Guide
for the New Year
O
n 12th October 2015 the Health and Safety Executive issued a draft of the ‘Asbestos: The Analysts’ Guide 2016’ for public consultation (all comments had to be submitted by 20th November 2015).
Purpose of this Guidance This guide has been designed to provide guidance for Analysts involved in asbestos work and to be the authoritative source of analytical procedures. This draft document is a revised version of the Analysts Guide first published in 2005. It has been updated to take account of changes in legislation, developments in analytical procedures and methodology, provide clarification on technical and personal safety issues and to consolidate guidance from a number of HSE sources (including MDHS87 and the water absorption test). The document also introduces new guidance on asbestos in soils in response to industry requests. The guidance is also designed to help Analysts and their clients comply with the Control of Asbestos Regulations (CAR) 2012 and the associated Approved Code of Practice (ACOP) and guidance L143 (Second Edition). The guidance should be used in conjunction with other current HSE guidance for asbestos, such as: Asbestos essentials, HSG 247, Asbestos: The licensed contractors’ guide and information on the HSE web site.

Analysts have a key role to play in the protection of people’s health and it is essential that they act competently and professionally. Therefore this document details the methods to be used by Analysts for the measurement and identification of asbestos. It also provides instructions on other matters including: clearance procedures for asbestos removal work; and information on personal safety for Analysts including the use of personal protective equipment (PPE) and respiratory protective equipment (RPE), as well as decontamination processes. Although this guidance covers the sampling and analysis of suspected asbestos containing materials (ACMs), it does not go into detail about the surveying and assessment for asbestos. However, for the first time, the Analyst Guide does now contain the basic strategies for assessing the presence of asbestos in soils and made-ground. This guidance is designed to be compatible with further industry based guidance, being prepared by the Joint Industry Working Group on Asbestos in Soils, CIRIA and the “Blue Book (EA 2015).
Who is the Guidance for? The Analyst Guide is designed for a technical audience e.g. asbestos Analysts, asbestos consultants, occupational hygienists, safety professionals etc. It may also be useful to asbestos removal contractors and supervisors, employers,
building owners and people with responsibility for managing properties and estates. Certain parts of the guide will also be useful to clients (and/or duty holders) who have asbestos removal work carried out on their premises or who engage Analysts to conduct asbestos sampling. The guidance provides specific pieces of information designed especially to enable clients to know what to expect from Analysts and to assess the standard and quality of work. This information is set out in the preface to this document. In addition, the template for the Certificate for Reoccupation (CfR) has been redesigned to allow it to provide further information for the client. In the last issue of ARCA News (Issue 90, Autumn 2015), we discussed the first of two types of human failure – human error, which is defined as an unintentional act or decision. This article focusses on the second type of human error – often referred to as violations. Unlike human errors, violations are intentional or deliberate actions. The violation of health and safety rules or procedures is one of the biggest causes of accidents and injuries at work. While violations are often wellmeaning, they are misguided, and are often exacerbated by unwitting encouragement from management to ‘get the job done’. Section 7 of the Health and Safety at Work etc. Act 1974 places clear responsibilities on every employee to take reasonable care for the health and safety of himself (or herself) and of other persons who may be affected by his (or her) acts or omissions at work. Intentional violations are deliberate actions to go against established rules and procedures (therefore omitting to follow them), and can lead to devastating consequences. Some violations are described as ‘Routine’, meaning that noncompliance becomes the norm, with a general consensus that rules no longer apply. It is often characterised by a lack of meaningful enforcement, particularly in-house. ‘Situational’ violations are non-compliances that are dictated by situation-specific factors such as time pressures, unsuitable tools and equipment, or weather conditions. An individual or a site team may view such a violation as the only solution to a seemingly impossible task. An ‘Exceptional’ violation is usually rare, where a person attempts to solve a problem that has occurred as a result of highly unusual circumstances, taking a calculated risk.

How can you reduce violations? Safety behaviour, whether beneficial or detrimental, is considered by many to be the product of three factors – Capability, Opportunity and Motivation.

Workers somehow thinking that the rules or procedures don’t apply to them, or to the current situation Being under time pressures, often with insufficient time allocated or due to unforeseen delays in a job Not having enough workers to do the work, whether through insufficient allocation or absenteeism Not having the right equipment, or the equipment is not functioning correctly Blaming circumstances rather than taking responsibility A lack of understanding of why the rule or procedure is in place Perceptions that the rules or procedures are ‘over the top’ or are unnecessary Wanting to take the easy option, especially with complex tasks Giving incentives to finish a job early The perception amongst workers that they won’t get caught, so no-one will ever know Peer pressure
Effective managers will look at this list and identify these as potential circumstances and associated attitudes that they may encounter in managing their own workforce.

If the violation is seen as a behaviour, then the three elements driving that behaviour are capability, opportunity and motivation. We would want our workforce to be capable and competent in their job roles, and through Training Needs Analysis we strive to ensure they have sufficient training and understanding of the application of company policies, rules and procedures. By default, in clearly knowing how tasks need to be done, the workforce would be well capable of violating procedures should they choose to. Vigilant managers will therefore focus on reducing the opportunity and motivation to violate, such as: w w w
Increasing the chances of spotting violations by increasing routine monitoring, such as unannounced management visits or independent external audits Making sure that rules and procedures are relevant, practical, easy to read and in date Explaining to the workforce the reasons behind any policies or procedures and their relevance. When reasons are understood, compliance is more likely.

Ensure worker involvement in any changes to procedures in order to increase their acceptance Improve planning for all jobs, ensuring the necessary resources of workers, equipment and time are sufficiently allocated Encourage the reporting of any problems (e.g. job pressures, equipment malfunction etc.) through open communication with a ‘no blame’ culture. Encourage the reporting of violations. Provide training for abnormal and emergency situations, addressing these through training needs analysis Always think about the possibility of violations when carrying out risk assessments, bearing in mind that risk assessments often assume everyone is fully vigilant and co-operative Strive to eliminate reasons to cut corners, by setting realistic workloads and targets Try to reduce time pressures on workers to act quickly in unusual situations Identify any work activity on your site where rule breaking has become the norm
While we may successfully decrease the opportunities for violations, identifying people’s motivations can sometimes be extremely difficult. Sometimes workers will go to great lengths to conceal pertinent factors or circumstances, whether they are airline pilots, commercial vehicle drivers, contracts managers, supervisors, or operatives. Sometimes these factors or circumstances may be very personal, embarrassing or impacting on their loved ones. Acquiring the trust of your workforce can take considerable sustained effort and time. Where rule breaking has become the norm, it is crucial to establish why rule breaking is considered by some as acceptable. If the rule in question is legislative (or within an ACOP) then an appropriate form of discipline may become necessary. If the rule being violated is just an in-house procedure
or preference, it may be that the rule is unnecessary or burdensome, and that worker involvement and consultation may result in company procedures that are not only more acceptable to employees, but are also more manageable and effective. Another significant factor in the planning of work revolves around the plan of work itself. Authors of plans of work need to ensure that these are suitable and sufficient for the task, and that the information and instruction included within them are relevant to the proposed works. Any irrelevant material should be avoided, not only because it is irrelevant, but because it encourages site teams to start picking and choosing what to comply with and what to ignore. Once a culture of picking and choosing begins to develop, the next step is a rise in human errors and violations, and ultimately the loss of future business and company reputation. There is no quick fix to eliminating violations, but competent managers will find ways to identify potential violations and reduce the likelihood of their occurrence. Remember, they are most likely to occur if workers have the capability, opportunity and motivation to do so. Conversely, if workers have the capability, opportunity and motivation to comply with well written and relevant procedures, and well planned and resourced jobs, compliance is more likely to become second nature to them.

Chief Inspector challenges small construction sites to act now to manage workers health and safety. T
he Health and Safety Executive’s (HSE’s) Chief Inspector of Construction is challenging the refurbishment industry to act now and protect their workers, after 46 per cent of sites fell below standards during a recent inspection initiative*.

HSE targeted small refurbishment sites during the month long drive and 692 enforcement notices and 983 notifications of contravention had to be served where there was a material breach of health and/or safety. Inspectors had to deal with immediate risks, such as work at height, and also to deal with sites where workers were being exposed to silica dust and asbestos, which cause long term health problems.

Falls from height are the most common killer in the industry but we still found workers put at risk to save minutes on the job – believing it wouldn’t happen to them. “The mis-conception that health issues cannot be controlled is simply not true and ruining people’s lives. Harmful dust, whether silica or wood, is a serious issue and can be managed effectively with the right design, equipment and training. Health effects may not be immediate but the ultimate impact on workers and their families can be devastating. Each week 100 construction workers die from occupational disease.”
Despite the high rate of enforcement action, the inspectors found a number of examples of good practice.
“HSE inspectors found lots of good examples of small sites carrying out work safely, proving it can be done. Larger construction sites accepted the challenge a few years ago and have made big improvements, which all of the industry can learn from. My message to smaller businesses is don’t wait for an accident or visit from an inspector before you make the change, but act now and learn from your colleagues’ example.”

Heating engineer fined after homeowners put at risk of asbestos T exposure
A
self employed heating engineer has been fined after removing asbestos lagged pipework in a domestic property with no precautions to prevent exposure to asbestos fibres. Karl Locher pleaded guilty at Trafford Magistrates’ Court after an investigation by the Health and Safety Executive (HSE). Locher was employed to install a new heating system in the domestic property. He removed the redundant pipework that was lagged with asbestos, using a powered electric saw. He then transported the pipework through the property and deposited it outside on the drive. The Court heard that Karl Locher did not have any asbestos awareness training. HSE told the court that had Karl Locher been appropriately trained, he would have been in a position to recognise that the lagging may be asbestos. He would have known to avoid any work until it had been demonstrated as asbestos free or been removed by a licensed contractor. Instead, Locher removed the pipes with no precautions to prevent his own exposure to asbestos fibres, and the potential for other persons to be exposed. The homeowners have had to move out of their home pending thorough decontamination of the property.

enants of a house in Lincolnshire, including a three year old girl, were exposed to dangerous levels of deadly asbestos dust, a court was told. A judge at Lincoln Crown Court fined Blankney Estates Ltd, the company which rented the property in Scopwick, after it pleaded guilty to health and safety offences. The court heard it did not manage adequately what were clearly deteriorating asbestos materials, and did not ensure that work within the property to remove an asbestos-lagged tank was properly planned and carried out safely by competent contractors.
The same court also fined plumbing company Michael Grace Ltd and Adam and John Thurlby, who were directors of a family-owned demolition company ART Dismantling Co Ltd. These defendants were prosecuted by HSE for breaching the Control of Asbestos Regulations (CAR) 2006 when they worked on removing the tank from the house. Farming company Blankney Estates Ltd, registered address of Pannell House, Charles Street, Leicester, but with its main operations in Lincolnshire, pleaded guilty to breaching Section 3(1) of the Health and Safety at Work etc Act 1974.

n engineering firm has been fined after asbestos was found at their factory and they failed to document or manage the risks to employees or visitors to the site. Darlington Magistrates’ Court heard how Blue Diamond Engineering Limited of County Durham, was notified of the presence of asbestos materials during a survey carried out at the company’s factory premises in 2006. Work undertaken at the premises had the
potential to disturb the hazardous asbestos materials, and until HSE’s intervention, the company had not documented or implemented an Asbestos Management Plan to adequately control the risk of exposure. Blue Diamond Engineering Limited, of Shildon Industrial Estate, Shildon, was fined a total of £11,000, with costs of £1,610 after pleading guilty to offences under Regulation 4(8)(b) of the Control of Asbestos Regulations 2012.

Northern Team cruise to victory in the ARCA European Golf Event. T his annual event saw the two intrepid teams representing the North and South of the country venture once more to Vilamoura, Portugal, to contest the Glen Telford Memorial Trophy.
This year the event took place 18th - 21st September, with golf played on the 19th and 20th. The two teams were captained by Phil Mullins of Aspect Contracts Ltd (Northern Team) and Ross Darsey of Erith Contractors Ltd (Southern Team). The traditional Vilamoura base of the Tivoli Marina Hotel was once again utilised by both teams. The Tivoli Marina Hotel is a beautiful hotel located alongside the marina in the heart of Vilamoura, a bustling hub of restaurants, bars and shopping opportunities making it an ideal location. The Pair’s Matches were played on the Saturday on the Quinta do Lago south course. This course has played host to the Portuguese Open no less than eight times. Designed in 1974 by William

Mitchell, who raised the bar by introducing American-standard greens, tees and bunkers to the Algarve, it soon gained a reputation as one of the foremost courses in Europe and remains to this day one of the flagship European Tour Courses. The weather was warm and sunny, and after a full day of golf the competition was closely matched. In the past the northern team have had to build a significant advantage on the first day to stand any chance of counteracting the southern team’s charge on the second day during the individual matches. The northern team had failed to put any distance between themselves and the southern team on the first day, so their chances of overall victory after the second day seemed slim. On Sunday the Singles Matches were played on the Laranjal course which was voted Best Golf Course at the Portuguese 2011 Travel Awards, Laranjal opened in 2009 as the newest course in Quinta do Lago. Originally an orange grove, this beautiful par 72 championship course is situated in the Ludo valley. Boasting some spectacular
fairways and well-defined greens, Laranjal is renowned for its five beautiful lakes and its abundance of umbrella pines, cork and orange trees. Once again the weather was hot. During the round it was difficult for players to get news as to how the scores were playing out. However, as the last few players arrived back at the clubhouse it was clear that the northern team had already amassed enough points to regain the title. When the scores were announced the northern team had won by a convincing score of 21 to 11. At the presentation dinner on Sunday evening, Ross Darsey, the southern captain, presented the Glen Telford Memorial Trophy to Phil Mullins, the northern captain. Next year’s event is set to be held at a new venue for ARCA European Golf, in Malaga. The plan is then to return to La Manga, Spain in 2017 and Vilamoura, Portugal in 2018.

ARCA Members support the Alzheimer’s Society
A
RCA members raised over £12,500 to support the valuable work undertaken by the Alzheimer’s Society. Dementia can happen to anyone and there’s currently no cure. There are around 850,000 people with dementia in the UK and the number is rising. The most common type of dementia is Alzheimer’s disease, affecting 62 per cent of those diagnosed. The Alzheimer’s Society is the leading charity, funding research, providing support and campaigning for people affected by dementia. For example, the Society has almost 3,000
community-based services across England, Wales and Northern Ireland, providing practical and emotional support for people with dementia and their carers. Also the Society funds research, and by 2017 aims to increase spend to at least £10 million a year on new research projects that will make a real difference to people’s lives. “At the Alzheimer’s Society we believe passionately that life doesn’t end when dementia begins, so we are here to support anyone affected by dementia or worried about dementia. We also campaign for better quality of life for people with dementia and greater understanding of
the condition,” commented Julie Lee of the Alzheimer’s Society. “As a charity we rely on voluntary donations to continue our vital work. So a big thank you to all those who helped raise this donation.” The Alzheimer’s Society was the ARCA Chairman’s charity of choice, therefore, John Horsfall, past Chairman of ARCA and Steve Sadley, Chief Executive of ARCA, went to the Society’s office in York to present the donation to Julie Lee, the Society’s Community Fundraiser for North & West Yorkshire.

NVQ Level 2 the routes to gain an
NVQs can measure whether someone has the competence to do their job according to a set of standards, which are based on work performance. These standards are agreed and set by the industry and awarding bodies. NVQs are generally measured in different ‘units’, each representing a different area of work performance. The core units for the Asbestos Level 2 Diploma NVQ include: ‘Installing and Removing Containment Areas for Hazardous Waste in the Workplace’; ‘Sorting and Storing Hazardous Waste in the Workplace’; ‘Conforming to General Health, Safety and Welfare in the Workplace’, ‘Conforming to Productive Working Practices in the Workplace’, ‘Moving, Handling and Storing Resources in the Workplace.’ As well as being used to improve standards through examination, ARCA members can use NVQs in a couple of other ways. In the last edition of ARCA News we presented an outline of ‘frequently asked questions’. To provide greater detail on the NVQ we’d like to draw your attention to the two key routes available to you and your staff.
On-Site Assessment and Training (OSAT) route The OSAT option is designed for those operatives who want all the hassle taken out of the assessment process, do not want to be away from the job and are experienced in their occupational area. Operatives taking this route are already working within the asbestos removal industry and have the skills, knowledge and understanding. The OSAT option is to verify this and candidates are assessed, generally, in a shorter space of time.

SUPs option provides bespoke courses offering the correct level of training to meet the needs of the asbestos industry and reduce the amount of time that is required for the operator to be off site.

These programmes recognise that many ARCA members may employ a wide age group, and will encourage the recruitment back in to the industry of experienced operatives with some existing skills who may have been recently unemployed.
1. Enrol onto the NVQ Level 2 Diploma.
The SUPs are designed to provide short modules of training which will enable candidates to improve existing skill levels and work towards achievement of the Level 2 NVQ to the required level of competence. The candidate will have a maximum of 12 months to complete the training. VQ assessment and CITB grant will be available for in-scope employers to offset the costs of training attendance and assessment fees.

On-site assessment(s) will be arranged between the individual, employer and ARCA assessor. 5. The ARCA assessor will mark the assessment and then submitted to the CITB National Specialists Accredited Centre for verification. 6. Once approved an NVQ certificate will be issued. It recognises the members’ commitment towards training and the achievement of individuals who received the training,” comments Satish Patel, Training Manager for ARCA. The Ross Turner Memorial Award for Operative of the Year 2014/2015 was presented to Barry Brookes of Erith Contractors Ltd. Congratulations to Barry, who scored 100% on
the theory and practical sections of the operative refresher training course and achieved the RSPH Level 2 Certificate on the first sitting. The Roy Brent Memorial Award for Supervisor of the Year 2014/2015 was presented to Tommy Logan of City Building (Glasgow) Ltd. Congratulations to Tommy, who scored 100% on the supervisor refresher training course and achieved the RSPH Level 3 Certificate on the first sitting.
