The landmark legislation was inspired by the teachings of Dr. Martin Luther King Jr. and pushed through a reluctant Congress by President Lyndon B. Johnson. DEAR MR. While our latest cold snap might rightfully give cause for doubt, spring gardening season will be here before we know it. If you’re anxious to get started as soon as possible in order to get the maximum production out of the growing season, you may want to consider using some simple season extension structures. Terms for these can vary but they are commonly referred to as hoop houses, low tunnels or high tunnels. In Oklahoma, these structures can extend the growing season approximately one month, both in the spring and fall. On first glance, these structures resemble plastic covered greenhouses. However, there is a fundamental difference. Greenhouses are permanent (or at least semi-permanent) structures with supplemental heating and cooling capabilities. Season extension structures, we will refer to them as hoop houses for the balance of this discussion, do not have these features. Hoop houses rely strictly on the power of the sun for heating. Once the soil is warmed under a hoop house, it creates a significant heat sink that allows

The language of mortgage lenders Lending officers have their own language. We try not to use unfamiliar jargon when working with customers, but “talking mortgage” is second nature to us. Let me clarify some lingo my customers have called me out on. 1003, pronounced ten-o-three, is simply your loan application. This is a uniform document all lenders use as their mortgage application. LTV, loan-to-value. This is a ratio of what you owe on your home versus what it is worth. In a home purchase transaction, this is also your loan balance versus your

Therefore, your purchase LTV may be higher than your actual LTV if your appraisal comes in higher than your purchase price. CLTV, combined loan-to-value. This is like your LTV, but includes the overall loan amount

versus the overall value when combining a first and second mortgage. DTI, debt-to-income ratio. Also known as back-end ratio. A percentage of a consumer’s monthly gross income that goes toward paying debts. Front-end ratio, mortgage-to-income ratio. Indicates which portion of an individual’s income is used to make

mortgage payments. It is computed by dividing your projected monthly mortgage payment by your monthly gross income. Front-end and back-end ratios are used by lenders to determine how much you can afford to borrow. PMI, private mortgage insurance. Commonly referred to as MI or mortgage insurance. This is required on loans for which the buyer makes less than a 20 percent down payment or has less than 20 percent equity on a refinance. This insurance policy protects the lender in case the borrower ends up in foreclo-

sure. CD, closing disclosure. A required disclosure given to all borrowers on mortgage loans three days prior to closing. This is a five-page document that details loan terms, payments, fees and other costs. LE, loan estimate. This document mirrors the closing disclosure, but is issued at the beginning of the loan application. Since the two documents look alike, it is easy to compare fees, costs and changes from start to finish. Hazard Insurance, homeowners insurance. When it is time to buy or refinance

WASHINGTON – It’s a big and confusing question for many homeowners in the wake of the December tax law changes: Are new interest-deductible home equity credit lines (HELOCs) and second mortgages now totally out of reach going forward? The new law eliminated a long-standing section of the tax code that allowed homeowners to borrow against their equity and use the proceeds for whatever purposes they chose, while deducting interest payments on their federal taxes. That provision of the new tax law took effect Jan. 1, so it’s logical to assume that popular tax-deductible HELOCs no longer will be available. They’re dead. Right? Not quite! To borrow a phrase from Miracle Max in “The Princess Bride,” the traditional uses of HELOCs may be “mostly dead” – but not all dead. A close reading of the final language rushed through Congress last month reveals that interest-deductible HELOCs and second mortgages should still be available to homeowners provided they qualify on two criteria: they use the proceeds of the loan to make “substantial improvements” to
