Recent budget deal revives pair of important housing tax breaks The stopgap budget deal reached in February brought back tax write-offs for private mortgage insurance and reinstituted a break for owners who lost money through a foreclosure or short sale. Both had expired at the end of 2016. DEAR MR. MYERS: I heard a brief report on the radio that said some of the tax breaks that expired in 2016 were suddenly extended into 2017, which would allow taxpayers to take them on the returns they are filling out now. Is this true? If so, are any of these extensions related to real estate? ANSWER: Yes, it’s true that a handful of breaks that expired in 2016 were brought back to life earlier this month. The socalled tax extenders were part of the stopgap budget agreement that Congress and President Donald Trump reached a few weeks ago to temporarily reopen the federal government after a brief shutdown. Two of those extensions affect millions of homeowners who are completing their 2017 tax returns now. The first involves private mortgage

Unfortunately, you won’t find the directions to claim either of these breaks in the printed tax publications, because the IRS went to press before the extenders were approved. The government hasn’t updated its irs.gov website, either. Both the IRS and tax-software companies are scrambling to update their forms and directions. If you qualify for either of the breaks, you’ll have to delay filing your return until the new documents are officially revised.

If you have already filed but now qualify for one of the reborn tax breaks, you’ll need to file an amended return in order to claim it. *** DEAR MR. MYERS: Is a testamentary trust the same thing as the living trusts that you sometimes write about? ANSWER: No. Unlike a basic living trust, a testamentary trust is contained in the trustmaker’s last will and testament. It’s sometimes used by people who have young children or disabled relatives who would have problems managing proceeds

from the estate by themselves. You also can choose an expiration date for a testamentary trust. Typical expiration dates include the day that a beneficiary turns 21 or 25 years old, graduates from college or gets married. Testamentary trusts have their share of drawbacks. Perhaps the biggest is that, while a properly formed living trust can avoid the probate process completely, a testamentary trust doesn’t take effect until the will is officially vetted by a probate judge. That’s a potentially long and costly proposition.

One of the most important dates for Oklahoma gardeners is our last freeze of the spring season. Garden discussions would be much simpler if we lived in a climate where we could consistently guess what this date might be. Unfortunately, that is not the case with our last freeze coming anywhere between mid-March and early May. The best we can do is go with our long term average, which falls somewhere between April 10-15th for Payne County. Given this information, now is a good time to plant many cool season crops. Cool season crops are those that prefer the cooler temperatures of spring and fall. An important part of this is their ability to withstand frosts or temperatures just below freezing without suffering damage. Warm season crops on the other hand, will usually die at even the first hint of a frost and most are the happy when the weather is summertime warm.

Taxpayers get good news on HELOCS WASHINGTON – It’s official: Despite widespread fears to the contrary, the IRS has clarified that last year’s big tax bill did not kill all interest deductions on home equity lines of credit (HELOCs) and equity loans. In a policy statement, the IRS said that it has received “many questions received from taxpayers and tax professionals” about HELOCs and equity loans in the wake of the Tax Cut and Jobs Act of 2017, which passed in December. That legislation eliminated a section of the federal tax code authorizing interest write-offs on “home equity indebtedness” from 2018 through 2025. But as noted in this column in January, the law did not curtail deductions on all HELOC and equity loan interest payments. It depends on how you use the money you borrow. Taxpayers can “often still deduct interest on a home equity loan, home equity line of credit or second mortgage, regardless of how the loan is labeled,” said the IRS, provided the borrowed funds are used to “buy, build or substantially improve the taxpayer’s home that secures the loan” and the total debt on the house does

It’s slow and tedious, but fun if there are two of you working from opposite ends. While the ground is open, add some nutrition. Composted steer manure is the cheapest soil conditioner out there, and one of the best. You can’t use too much. It will bring in microbes and micronutrients that may be lacking,

as well as organic matter. Plus, there’s something different about manures that offers more immediate fertility, which is why it’s used to cover newly sown lawn seed. Work the manure in as you use the iron rake to pulverize clods, remove sticks and roots and rocks. Your goal is a smooth, soft surface to accept seeds and seedlings. This method takes much of the guesswork out of a first garden. It’s hand-watered, as folks have done for a century here, and it will produce like

gangbusters. Without beds to restrain you, the space can be fortified and tilled year after year for a large family garden. Maybe its size grows unhindered by boundaries. Above all, you can rearrange your garden each year for crop rotation, which is vital to maintaining soil fertility overall. Is this an organic garden? That’s up to you. CLASSIC HARDWOOD CLEANING New hardwood floors are generally sealed with urethane. But in older homes, you may still find classic, wax-sealed hardwood flooring. This kind of flooring requires more intensive care. These floors are particularly vulnerable to liquid, so it’s never a good idea to use a wet mop to clean them. Vacuum, sweep or dust mop frequently to prevent scratches caused by trackedin dirt. And periodically buff the floor to make it shine. It’s also important to clean up spills immediately to prevent stains. Occasionally, these floors may need to

be partially sanded and re-waxed to remove individual stains. Once wax builds up thick enough and floors lose their luster, the wax must be stripped and a new layer of wax must be applied. CLEANING HARDWOOD FLOORS SEALED WITH URETHANE Cleaning modern, urethane-sealed hardwood flooring is a lot like cleaning engineered or laminate floors. But these hardwoods are more susceptible to moisture damage. Never wax a urethane-sealed floor, as it can severely damage the finish and even void your warranty. Urethane finishes are more durable than wax finishes, but they can still be scratched. It is a good idea to vacuum, sweep or dry mop frequently to prevent damage.

The bad news is you will most likely have to remove the entire vanity countertop along with

your old sink. Once your contractor has the open vanity base, he or she can start the new vessel sink and countertop installation. Vessel sinks mount above the vanity top and usually require a smaller drain hole in place of a larger sink cut out.
