Simple steps to understanding new tax rules for home-equity loans The Internal Revenue Service recently clarified the rules for homeowners who want to borrow against the equity in their home. DEAR MR. MYERS: I have read conflicting stories about how the tax-reform plan that President Donald Trump signed into law in December affects home-equity loans. Can you help? ANSWER: Sure. Under the Tax Cuts and Jobs Act that the president signed on Dec. 22, interest on a new second mortgage, home-equity loan or home-equity line of credit can be deducted only if the proceeds are used to build, buy or “substantially improve” the property that secures the loan. In addition, total debt on the property (including any first mortgage) cannot exceed $750,000 for joint tax-filers and $375,000 for single-filers. If it does, interest on the overage can’t be written off. The new rules only apply to loans issued on or after Dec. 15, 2017. Under the old law, homeowners could borrow against their built-up equity and use the proceeds any

However, added Doyle, “if the Space Settlement Institute has its way, new laws will allow space colonists to stake moon claims and start a colony.” Several private-sector companies today sell one-acre parcels of land on the moon, replete with grant deeds, for about $30. But Doyle said that some sort of lunar governing body would

Use these colors for an invigorating spring home By Cathy Hobbs Tribune News Service

Although it may not feel like it in some parts of the country, spring is officially here. The transition to spring not only signals the start of warmer temperatures, but also an opportunity to infuse fresh, invigorating colors into the home. While some colors may automatically come to mind when you think of spring, other colors may surprise you. Looking for interesting colors to use this spring? Here are some of our top spring color tips. USE RED Red is one of the most versatile colors. In nature, found anywhere

from flowers to birds, red is an ideal color to signal the return of spring. CONSIDER USING A COMBINATION OF CITRUS COLORS When looking for interesting spring colors to pair, you won’t go wrong with yellow and green. DON’T BE AFRAID TO USE TINTS, TONES AND SHADES OF GREEN Green is a very clean color and combined tints, tones and shades in a single space can feel crisp and fresh. USE SPRING COLORS IN UNEXPECTED AREAS OF THE HOME SUCH AS KITCHENS AND

BATHROOMS Often these spaces are ignored and may even need more attention. GO BEYOND FLOWERS While flowers are a wonderful way to include elements of spring, accessories and artwork can go a long way in telling a spring color story.

space. Paint. Walls don’t have to be white. Whether an accent wall or overall color, painting is a quick, affordable and instant way to add color to your space. Greenery. Whether trees or plants, greenery can also help to bring an element

of spring into the home. Orange. Orange is one of the more popular colors in home decor. It’s not only a warm and happy color, but it also blends well with other colors including those suitable for spring because most shades have strong yellow undertones.

Are lower tax rates linked to higher home appreciation? WASHINGTON -Nobody likes getting tax bills, especially homeowners who are burdened with ever-escalating local property taxes. Last year, property taxes collected by local and state governments rose by an average 6 percent – $293.4 billion in total – almost three times the annual rate of inflation. But the tax rates you pay are probably very different from what owners pay elsewhere. In Essex County, New Jersey, the average property tax on a single-family home last year was just under $12,000, according to a new study by ATTOM Data Solutions, a firm that tracks information on 155 million U.S. properties. In West Virginia, by contrast, the average was just $807. Sure, average home values in New Jersey and West Virginia differ dramatically, as do the effective tax rates imposed by local governments to pay for the services they provide. But on average, low to modest tax rates appear to be connected to higher recent appreciation. Why is my Bermudagrass lawn declining? It will be a couple of weeks before we’ll know how much, if any, bermudagrass lawns suffered from winter injury this year as the off/on temperatures have things off to a slow start. However, this discussion is focused more on long-term trends. In other words, has your bermudagrass lawn declined over the last few years for no apparent reason? To further fine tune this discussion; let’s assume we are talking about lawns that have been cared for with regular mowing, fertilizer, weed control and irrigation. If the above conditions are met, bermudagrass should

Symptoms of this being the problem might include bermudagrass stolons (runners) lying on the ground but not rooting, damaged turf following drainage patterns, or widespread damage to other plants in the area. Next week we will continue this discussion focusing on solutions to some of these issues. Occasionally, something will cause a tree to redirect it’s root growth in one direction, pushing the roots out well beyond the canopy of the tree. Sweetgums, sycamores and silver maples are all trees known to do this. • Salt damage from ice melt. While this was certainly not an issue this last winter, this can happen from time to time in areas where water collects after running off an area regularly treated with salt to

A good example might be thin areas adjacent to the driveway; it’s very possible the area could be severely compacted from the previous owner parking on the lawn. • Shade encroachment. Have the trees on your property grown enough that the area in question no longer gets enough sunlight to support bermudagrass growth? The same problem can happen as a new structure (fence, house remodel, etc.) is added to the property. Bermudagrass needs at least 6 hours of full sun a

Guide to defining your second home When it comes to buying a second home, understanding how to define the property will help you better understand your mortgage options. Let’s go over the basic home types defined by Fannie Mae. Principle Residence, a property the borrower occupies as his or her primary residence. Second Home, a property that must be occupied by the borrower for some part of the year, restricted to residences suitable for year-round occupancy. Borrower must have exclusive control of the

Mortgage Matters KENNETH WOHL property, must not be rental property or timeshare, and cannot be subject to any agreements that give management firm control over the occupancy of the property. Investment Property, a property owned but not occupied by the borrower. The property types seem straightforward, but here are a

not occupying their primary residence. If you plan to rent the property while you are not using it, it may not qualify as a second home. If you’re planning to purchase a vacation home or second property speak to a lender before you start the mortgage process. The more you

know about your loan options and your individual qualifications, the more satisfying your homebuying experience is. Invest in yourself RCBbank.com/ GetFit Opinions expressed above are the personal opinions of Kenneth Wohl and meant

couple examples of when it gets tricky. College homes Many parents planning to purchase a home for their kids while they attend college will often apply for a second home mortgage. If a home is considered as someone’s primary residence, regardless if that person (or student) is obligated or not on the loan,

the home cannot be someone else’s secondary. In this case, the college home is an investment property. Vacation homes Another area of confusion are timeshares or homes managed by a management group, e.g., rental company. Most often, these do not qualify for conventional financing. Your vacation home may qualify as a second home if it is in your full control and not generating income. Remember, second homes are a second residence for the borrower to enjoy or use when
