Now accepting ‘drive by’ appraisals Some loans can now be approved without an appraiser physically entering the house. DEAR DAVE: We applied for an FHA loan last month and were surprised to learn that the property has already been appraised at about $5,000 more than we agreed to pay for it. That’s fine by us, but the seller said that no appraiser ever came over to inspect the property. Isn’t that unusual? ANSWER: Yes, it’s unusual. But then again, the COVID-19 virus has made for some unusual times in the real estate business. The Federal Housing Administration is just one of several agencies that recently announced that it will now allow banks to use exterior-only appraisals, commonly referred to as “drive by” reports. It will also allow desktop appraisals, where the appraiser doesn’t enter the home but instead depends on data from the local Multiple Listing Service, public records and other third-party sources to identify the home’s size and other characteristics. The change is also being adopted by the Department of Housing and Urban Development, Department of Veterans Affairs and credit giants Fannie Mae and Freddie Mac. The modification is an attempt to speed

It only applies to loans that the lender will keep in its own portfolio rather than selling them to Fannie Mae, Freddie Mac or other companies. REAL ESTATE TRIVIA: Pay-tracking firm PayScale Inc. (www.payscale. com) reports that appraisers earn an average of $60,348 a year, although those with several years of experience can make more than $100,000. DEAR DAVE: I am retiring from the U.S. Army after 20 years of service and would like to build a retirement home in a small town. Can I get a VA loan to finance the construction, or is the program limited to the purchase of already built houses? ANSWER: The Veterans Affairs’ popular no-money-down mortgage program can be used to build a

new house, purchase an existing one or to refinance a current loan. The home must be used as your primary residence – it cannot be a vacation getaway. Lending website valoans.com reports that about 90% of borrowers who get a VA-guaranteed mortgage choose the nomoney-down option. The loan limit in most counties is $510,400, but goes up to $765,600 in pricier markets. If you already have a location picked out, you can find out which limit would apply in that area by visiting www. veteransunited.com. The VA’s own website, va.gov, also has lots of useful information. Thank you for two decades of service to our nation. DEAR DAVE: Some time ago, you wrote that homeowners who create a living trust so their heirs can inherit their property quickly and inexpensively instead of forcing them into probate proceedings should also create a “durable power of attorney” that would allow someone else to handle their affairs if they get too sick to do it themselves. But wouldn’t that same

power of attorney also allow the designated person to unilaterally change the terms of the living trust? ANSWER: No. That’s because any well-written trust document includes two common provisions that protects it from any unautho-

rized changes. The first provision states that the “grantor” – the person who creates the trust – is the only one allowed to amend or dissolve it unless he or she specifically grants such power to another person through a durable

power of attorney. If the durable power document doesn’t contain such specific language, the trust can be changed only by the grantor. The other common provision states that the trust automatically becomes irrevocable and cannot be

amended after the grantor dies, unless an exception is made elsewhere in the trust document. This is another safeguard that protects against unauthorized changes, even if someone else holds a durable power of attorney. – Cowles Syndicate

at sanitizing things, it should be second nature to wash our hands, gloves and tools before moving on. A can of spray disinfectant works well for this task. When pruning, never remove more than a quarter to a third of a plant’s leaves at one time. For small plants right now, this could mean removing one or two healthy bottom leaves might be too much. In this case, just remove a portion of the leaf, wait a few days, and then complete the task. This softens the shock of tissue removal and will help the plant to continue growing without pause. Mulching around these plants will also help minimize soil splash, where rainfall or heavy irrigation sends soil particles flying up into the plant. However, since we are still having cool nights (in the 50s and low 60s), it’s a good idea to hold off on mulching another couple of weeks as the soil is still relatively cool. Mulching also pays big dividends by evening out soil moisture. Tomatoes especially appreciate consistent moisture availability.

This “Quick Starting” series is an attempt at responding to the surge in interest in growing your own food, perhaps for the first time. Since right now is gardening go time, and proper timing is an important part of that, this article will just be hitting on basic action points without dedicating space to the why of the task. If you need detailed information on any topic or would like to see a topic covered, please see the contact info below. If your tomatoes and peppers are not coming on strong with growth, expect that to start happening any day now. To help minimize disease infection, it is very helpful to prune up the plants so that the lower leaves are not in direct contact with the soil. There are a few important points to mention that are also applicable to other garden and landscape care. Disease (and sometimes very small insects) can easily be transmitted by pruning tools, or even your hands or gloves in rare cases. If you are working with multiple plants of the same species, it’s a good idea to do a quick assessment and work on the healthiest plants first before moving onto those that look like they might have something wrong with them. Buying a foreclosed property If you are considering buying a foreclosed property, it is good to familiarize yourself with the process. There are typically three times during this process when it is possible to buy the property: pre-foreclosure, at auction and after the foreclosure.

What is foreclosure? A foreclosure is the process where a bank or financial institution takes ownership of a property due to a variety of reasons, but most commonly because of lack of payments on a loan.

Buying pre-foreclosure It is possible to buy a home before the foreclosure is finalized and the homeowner has vacated the property. The bank is not involved in the sale yet and allows investors to make the homeowners an offer on the home. The benefit is that the buyer can inspect the home and get relevant details before purchasing. The seller also gets a chance to sell the home quickly and without it affecting their credit rating as much. If the sellers do accept your proposal, be

Buying at Auction Once the legal process is complete, the foreclosed property is sold at a public auction to the highest bidder. This process is completed in-person or online, and you are required to register if you want to bid. If you win the bid, you generally have to pay in full immediately after the auction. The bidding generally opens with an automatic starting price of the amount owed on the property. To buy a foreclosure at auction, there are some things to keep in mind: 1. Do your research – When you buy a foreclosure at auction, you do not receive any guarantee that the property is free of liens or encumbrances. This means you could potentially buy a property that has claims against

the property, such as a tax debt. Do a title search on the property you are interested in to make sure you can afford any additional costs. Title searches can be done at the county courthouse, or a title company can run a title for you for a fee. 2. Condition – Since the property belongs to the homeowners up to the point of foreclosure, you are not likely to get a chance to see inside the property. Look closely at any available pictures and drive by the property to inspect the

exterior before the auction.

Buying post-foreclosure Post foreclosures or real estate owned properties are those that did not sell at auction. To try and cover their loss and fees, banks will sell the properties through real estate agencies. The properties are generally sold “as is” and may need repairs. This makes the home inspection essential since you will pay for any repairs. It is also smart to get an appraisal to ensure the bank price is fair. They’ll want to know when you can repay before they put together a customized game plan for you.” Which debts you can delay will likely depend on the type of debt and credi-
