Fannie, Freddie want to make mortgages easier for the gig-economy workers WASHINGTON -- The two biggest sources of home-mortgage money in the country – investors Fannie Mae and Freddie Mac – are quietly working on ways to make qualifying for a home purchase easier for participants in the booming “gig” economy. The gig economy refers to hundreds of income-earning activities that allow workers to set their own hours, work for as long or as little as they choose, and function as independent contractors or freelancers as opposed to salaried employees. Prominent examples include people who work as drivers for Uber or Lyft, assemble IKEA furniture for TaskRabbit or offer rooms in their homes on Airbnb. Estimates vary, but anywhere from just under 20 percent to 30 percent or more of the U.S. workforce participates in some way in the gig economy. Last year, Intuit, which owns TurboTax, estimated that 34 percent of the workforce earned money in gig pursuits and projected that this could rise to 43 percent by 2020. But when it comes to buying a home, the challenge for

disrupted by tech, in which case the loss of a job would be devastating financially.” You can bet Fannie and Freddie are listening to recommendations like this. Bottom line: If you make money in the gig economy, be aware that your earnings may not be “income” for conventional mortgage purposes. But sometime soon, if pilot programs and research now underway at Freddie Mac or Fannie Mae are successful, they just might. Ken Harney’s email address is Harneycolumn@ gmail.com.

Horticulture tips for June landscaping Consider the following tips for your June landscape: • Almost all ornamental landscape plants, and quite a few vegetables, benefit from a good layer of mulch to help retain moisture and keep soil temperatures down. Transition from cold to hot this year happened pretty fast; mulching as soon as possible should help them weather the summer better. • Based on client feedback, tick populations are higher than average around the area this year. Insecticides labeled for insect and tick control are effective on fleas and ticks when applied correctly, but keep in mind these products tend to be “broad spectrum”

Comprehensive new survey ranks best states for retirement There’s a lot more that older folks need to consider when picking a state to live in during retirement than just home prices and income taxes. DEAR MR. MYERS: You recently listed the 13 states that tax the Social Security payments that retirees receive. But are you aware of any recent reports that rank the best states for retirement based on other factors, such as the quality of their health care facilities and their overall living expenses? ANSWER: Sure. As I said in that earlier column, there’s a lot more to deciding whether to move when you retire than simply determining whether your Social Security benefits would be subject to state income taxes. Researchers at one of my favorite financial websites, Kiplinger.com, recently ranked all 50 states based on a combination of factors. They ranged from the quality of health care options, housing costs and general living expenses to each state’s ability to pay their current and future financial obligations.

MYERS: I have signed a contract to purchase my first home and followed your advice by making my offer contingent on first receiving a satisfactory report from a professional home inspector. But what if the home fails the inspection? ANSWER: A home cannot “pass” or “fail” an inspection. The nonprofit American Society of Home Inspectors (847-7592820; www.homeinspector.org) notes that it’s merely a general examination of a property’s physical condition, much like a routine visit to a medical general practitioner.

mistake. Will they appear on our credit report and ruin our chance to refinance? ANSWER: Probably not. Bounced checks and overdraft fees aren’t reported to the nation’s big three credit bureaus, so they don’t have a direct impact on a consumer’s credit score. However, if you fail to promptly

“make good” on the bounced checks and the recipient or bank turns the matter over to a collection agency, the agency will report its collection activities to the bureaus and your credit score would drop. In short, the primary purpose is to gauge the home’s general physical shape and to indicate what repairs may be needed. Nonetheless, you were wise to include the inspection contingency in your purchase offer. If you’re unhappy with the inspector’s findings, you’ll have the power to insist that the seller either makes the needed repairs, cut the asking price so you’ll have the money to do them yourself, or simply cancel the sale and get your good-faith deposit back. *** DEAR MR. water table and diminished rainfall. The consequences of failure to provide adequate moisture to a mature tree are dieback, borers and diseases spread by insects that flock to struggling plants. With dehydration, the hydrostatic interior pressure falls and natural defenses are lost. This is when opportunists move in to take out your favorite shade tree. Those who live in areas that did not receive adequate rainfall this year should stay vigilant this summer. Trees already showing drought issues last year will have double trouble this year if not remedied. If you don’t assess your trees and become proac-

tive with hydration, they will not have enough moisture this summer. With trees contributing high property values, you can’t afford to lose them to neglect. When creating a drip system to replace your old spray heads, there are some important things to remember. The root systems were trained to feed on surface water applied by full coverage spray heads. When you switch to emitters, the water goes deep in a narrow column beneath each emitter. Roots there will grow and feed off that tube of moisture while the rest of the roots may be dry as a bone. Unless you periodically flood that root zone,

it will take even longer for new root tips and hairs to form before water can be taken in. Just imagine the trunk of your tree growing out of the hub of a bicycle wheel. The spokes are all the feeder roots on the surface drawing up water from daily spray irrigation. If you create a ring of drip emitters around your tree like the rim of that bicycle wheel, you can maintain a circular ring of active root growth. This ring keeps all sides of the tree able to take up rainwater or an occasional flooding with living roots. When the system is turned off for the rainy season, it’s easy for the tree to make its transition

The rush to remove lawns and change our landscapes to a whole new kind of irrigation is not allowing much time to work out the transition effects. All over the West, folks forgot about their trees in the process, perhaps because they once survived on deep ground water. Last summer they started whispering their grievance, If not remedied before high temperatures arrive, they will punish our omission with an unprecedented rate of attrition.

to absorbing rainfall. This is why irrigation design and maintenance is the most important aspect of any drought related changes to a landscape. Adequate delivery won’t cut it. Plants need efficient, well designed coverage with quality products you can obtain, repair or replace for many years without failures. Find a good irrigation contractor or gardener with great skills to review your older plants and make sure they’ll be properly watered this summer.

How to repair a splintering deck By HomeAdvisor HomeAdvisor

Splintering decks are usually the result of neglect – occurring after a deck remains untreated and unsealed for a number of years. The lack of protection allows water to soak into the boards, eventually causing them to splinter and crack. Fortunately, all is not lost. It may be hard to get that brand new look back completely, but following a few simple steps can help you bring your neglected decking back to life. BLEACHING SPLINTERING DECKS Your first order of business is the

easiest. Mix up a solution of half bleach, half water and spray down your entire decking. If you see areas of deck mold (not unlikely if it’s been a while since your deck’s been treated), hit those especially hard and work at them with a scrub brush until the mold has been removed. Finally, wait for the deck to dry before moving on to the next step. The bleach does two things: It kills deck mold and mildew, and it bleaches the wood to a uniform color, preparing it for treatment. If you treat a deck that’s at the point of splintering without applying bleach, you’ll end

up with dark, unattractive decking. Using bleach will bring out the natural wood look you’re trying to recover. SAND IT DOWN Once the bleach solution has dried off the deck (it’s a good idea to give it about 24 hours, just to be sure), you can move on to sanding. Since splintering decks mean lots of painful slivers for bare feet, it’s important that you sand down your deck so that you’re once again working with a smooth surface. Renting a large floor sander will certainly speed up the job, though the railings, banisters, steps and other hard-to-reach places will probably

need to be done with a hand sander or sandpaper. Finally, rent a power washer and clean off the deck. It’s going to be covered in a fine layer of dust from the sanding, and you’ll need to get rid of that if you want your sealer to take properly. TREAT THE DECK Once the deck has dried out a second time, you’re ready to treat the deck. Using a power sprayer drastically reduces the time it takes to treat a deck, though it can be done with paint rollers and brushes if you’ve got the patience. Just be sure to watch out for drips and runs, and to brush them

up quickly. Waiting until after the deck is dry to try to get rid of them is almost impossible. Finally, remember to treat your deck on a regular basis (at least every few years). It’s the only sure-fire way to prevent problems like splintering, cracking, rot and mold. HIRING CONTRACTORS TO FIX SPLINTERING DECKS While it’s possible to repair decking yourself, it’s a time-consuming and laborious job – especially if you don’t have the right tools. A decking contractor is experienced enough to repair

decking of all sorts, and they will also have the supplies and know-how to get it done right in a fraction of the

time. For this reason, many homeowners find hiring a decking pro to be worth the extra cost.
