Doomsday predictions over tax cuts have not come true – yet WASHINGTON – What if Congress passed a massive tax bill with scary cutbacks in deductions for homeowners – prompting dire predictions of mass property-value declines – but nothing much happened? What if home prices in the market segments expected to be hurt the most by the tax changes actually rose significantly and showed no hints of decreasing? Six months after the passage of the Tax Cuts and Jobs Act of 2017, where are we? The law slashed the maximum mortgage amount qualified for interest deductions to $750,000 from $1 million; capped write-offs for state and local taxes at $10,000, (previously there was no limit); and clamped new restrictions on home-equity loans and credit lines, stripping the section on “home& equity” As s o c i a t e s from the R federal E A L Ttax Y code altogether.

The Nation’s Housing Column KENNETH The net effects of the changes, which were designed to raise billions of dollars in new federal revenues, were widely predicted to be negative for owners, especially in highcost, high-tax areas of the country. These include metropolitan areas along the West and East coasts, along with dozens of pockets of high-cost neighborhoods in the Midwest, South and Rocky Mountain states. Late last year, some independent economists and real estate industry advocates predicted declines in home values nationwide averaging 10 percent, with potentially much higher reductions in high-price, high-tax markets.

effective Jan. 1, 2018. • Home-equity growth and prices overall are soaring. Homeowners saw their equity holdings surge by $1.01 trillion from the first quarter of 2017 to the same period this year. Owners nationwide gained an average $16,300 in equity for the year and presumably far more in expensive, fast-appreciating neighborhoods. Zillow’s Real Estate Market Report issued in May found that median home values nationwide are up 8.7 percent for the year – the fastest pace in 12 years. In Seattle, values are up 13.6 percent; in Las Vegas, 16.5 percent; and in San Jose, 26 percent. Realty agents in some of the highest-cost areas say
the tax bill is a non-subject among affluent buyers and sellers. Jeff Dowler of Solutions Real Estate in Carlsbad, California, told me “I haven’t heard anything from clients or potential buyers. The market is actually very strong and demand hasn’t changed” since the tax law’s enactment. Anthony Lamacchia, broker-owner of Lamacchia Realty Inc. in the Boston area, agrees. His “gut” sense is there’s been “no difference” posttax law. But Alexis Eldorrado of Eldorrado Chicago Real Estate LLC, believes the new law could be contributing to an increase of inventory in the upper brackets. Exceptionally high property and income taxes, capped as deductions at just $10,000 a year, are
prompting owners to want to sell in rising numbers. What to make of all this? It’s still early in the process to be definitive about the long-term impacts of the tax law. Other, possibly short-term macroeconomic factors may be overwhelming the real estate tax changes – record low unemployment, rising incomes, and record low inventories of homes for sale that are driving prices higher. But next year, who knows? Meanwhile it’s safe to say the calamitous plunges in home values so boldly forecast by economists last December are nowhere in sight – not yet anyway. Squash bugs, insects that attack not only squash, but pumpkin, watermelon, cantaloupe, and cucumber are a significant garden problem. If you have had squash bugs recently, you can count on having them again this year. Consider these factors to increase your odds of successfully dealing with this troublesome pest. Let’s begin with the life cycle. The true key to successful management is not to completely eliminate this pest, but to manage the populations. Early success will pay big dividends. Squash bugs can overwinter as adults in last year’s plant debris. This makes fall garden cleanup for these crops especially important. This is your first line of defense. When the adults begin laying eggs in late April-early May, simply crushing or otherwise disposing of the egg clusters is your second most effective control method. The bugs hatch as small green nymphs (looking nothing like the adults). It is at this point that chemical control will
The art of welcoming guests properly By Mary Carol Garrity Tribune News Service
When my sister, Judy, comes to visit us in a few weeks, she will be lucky if I have stocked the guest bath with toilet paper and put a few scraps of food in the fridge. But if Judy (or I!) had been lucky enough to have my friend Marsee as a sister, she would have had a different experience. Very, very different. Marsee is the Queen of Hospitality, making her guests feel like visiting royalty, whether they are there for a few hours or a weekend. So it wasn’t surprising to hear that when Marsee and Mike downsized to a smaller townhome,
they knew that using their home’s smaller spaces to make guests feel welcomed would be a top priority. EAT, DRINK AND BE MERRY A few days ago, I received an invite that made me bounce with joy. Marsee was hosting a small luncheon for her mother and my dear friend Nancy, and I was invited to join the fun. Even though it was just the four of us, Marsee dressed the table grandly. She thought through every detail, from fresh flowers on the table to a mouthwatering menu, complete with sorbet to cleanse our palates between courses. So
much for my diet! When Marsee entertains in her smaller home, she has to get creative on how to serve food and drinks. She may greet guests at the door by inviting them to onto the patio, where a table filled with drinks and appetizers awaits them. This entry table also becomes a perfect place for appetizers. Vermont program offers big money to some new relocatees, but strings are attached About Real Estate DAVID MYERS legislature, hopes it will attract as many as 100 individuals and families, because not everyone will need the maximum $10,000 to ease their transition. The program primarily is designed to beckon to workers in the technology industry. The grants could be used to offset moving expenses, pay for new computers and software or broadband access, or even cover the cost of
renting space in an office shared with other tech professionals. However, there are strings attached. For starters, applicants must have a full-time job with a company that is based outside of Vermont but be able to work remotely inside Vermont’s borders. They also must become a full-time Vermont resident and meet other requirements. Sirotkin believes
the new program may be particularly attractive to residents of tech-heavy New York and Boston who would like to continue working for their current employer but want to live in a more laid-back environment. *** DEAR MR. MYERS: My credit isn’t very good. I was watching a “credit-repair” infomercial on TV the other night, and something that the host said got me wondering: If I get a free “Taxpayer Identifi-
cation Number” from the Internal Revenue Service, could I use it to apply for a mortgage without providing my Social Security number so the bank would not discover my lousy credit history? ANSWER: Probably not. The bank likely would demand that you supply your Social Security number in addition to your Taxpayer Identification Number, commonly referred to as TIN, so your spotty credit would still be revealed.

Security card. Misuse of a TIN, though, can get you into trouble. For example, it’s illegal to apply for credit using a TIN rather than an SSN if you are simply trying to elude existing creditors or law-enforcement officials. Penalties can include hefty fines or even jail time. In short, relatively few individuals can benefit from obtaining a TIN. Those who do must be careful how they use it.

And even if the lender didn’t ask for your SSN, the fact that your TIN would be brandnew means that there would be no credit history attached to it. That would be akin to applying for a mortgage with no credit record at all. Virtually anyone can get a TIN and then use it to apply for a mortgage or other types of credit. The Green Mountain State soon will offer up to $10,000 to people who move there, but relatively few will qualify for the plan. DEAR MR. MYERS: I heard a brief report on the radio that said Vermont is now offering $10,000 to anyone who will move there. What are the details? ANSWER: It’s true that the Green Mountain State will launch a new program that will provide up to $10,000 to some folks who relocate there. But it isn’t open to everyone in fact, it may help only 100 or fewer new arrivals. The plan was signed into law on May 30. When the program begins next year, it will provide some people who move to Vermont from another state up to $10,000 to help ease the transition, with a maximum of $5,000 in 2019 and up to another $5,000 in 2020. A total of just $125,000 will be available statewide next year. But Vermont state Sen. Michael Sirotkin, who helped to push the relocation-reimbursement bill through the state

Change of pace: Whether your current color scheme is dated or you’re simply switching things up, sometimes the best determining factor is your taste. If you want a change, then it’s time to paint. WHAT PAINT SHOULD YOU CHOOSE? Even if you’re just repainting a wall the same color, picking the right paint is important. Paint technology continues to improve, and you may be able to find a better performing product for your needs. Color: Color is largely a personal decision. But experts typically sug-

gest the following: Kitchens, laundry rooms and bathrooms should be painted clean, refreshing colors like warm neutrals, whites, grays and blues. Bedrooms are best painted in calm and soothing colors like blue, purple and green. Avoid oranges and yellows. Living rooms can be either energized or relaxed, so a range of colors like red, yellow, pink and purple can thrive here. Finish: It’s best to consult with a painting expert as you navigate your finish options, but here are the basic rules of thumb: Flat and matte – Low gloss and tough to clean. Use in low-traffic areas.
Satin and eggshell – Slight gloss and easier to clean. Use in living rooms and bedrooms. Semi-gloss – Around 50 percent gloss, easy to clean and more resistant to moisture. Use in kitchens and bathrooms. Gloss – Reflective and shows imperfections easily. Use on trim, doors and cabinets. HOW MUCH WILL IT COST? The cost of your interior painting project will depend on several factors: the type of paint, the number of rooms and whether you decide to do it yourself or hire a professional, to name a few. Having an average-sized room professionally painted costs around $400-$800,
according to HomeAdvisor’s True Cost Guide, and homeowners typically spend around $2,000 to have their entire home interior painted. Having a single bathroom painted could cost as little as $300, while painting a kitchen could cost over $1,000.
Interior painting can be a DIY project if you put in the time to do it right. The only direct costs will be tools, paint and various necessities like ladders and tarps. On average, homeowners pay $200 to $300 to paint a single room themselves.
