What kinds of things can homeowners associations dictate? It may seem unfair, but a homeowners association may be able to dictate the type of flooring that an owner can use. DEAR DAVE: We live in a large condominium complex and would like to replace our wornout carpet with a new wood floor. Our homeowners association got wind of our plan and sent us a letter stating that wood floors are not allowed here, but the board members are being evasive in explaining the reason for the prohibition. The board members can’t dictate what color we can paint our interior walls, so isn’t it illegal for them to say what kind of flooring we can have? ANSWER: No, the board’s officers are probably within their legal rights to ban wood flooring in your individual unit and throughout the entire development. Carpets and rugs muffle noise, which is an especially important consideration in condo and townhome developments that have relatively poor soundproofing or where units are
stacked on top of each other. Wood floors can transmit sound more easily, which is why many developments prohibit them. In addition, many new wood floors also require the installation of beefedup subflooring or involve other major engineering or design issues. Some HOA boards just don’t want to deal with such headaches, especially if it could pose related structural problems or create noise or dust that might disturb the people who live in neighboring units. Check your development’s governing list of covenants, conditions and restrictions -- commonly referred to as its CC&Rs -- to determine whether the board of director’s ban on the installation of wood floors is included in the documents. How to know when you can stop mowing As fall gradually transitions to winter, homeowners may wonder when to stop mowing their lawns. Each lawn is different, and when to stop mowing may depend on a host of factors, including local climate and the type of turf. In addition to climate and turf, homeowners can keep an eye on these conditions to determine when the time is right to put their mowers away for the winter. • Frost: Warm-season grasses typically go dormant after a couple of significant frosts. Homeowners can jot down each frost during fall. Frosts
are most noticeable in the early morning hours, so be sure to check lawn conditions each morning as the weather begins to grow cold. Frost may be noticeable without even going outside, but homeowners may need to go outside to check on chilly mornings or on days when the previous night was especially cold. If you must go outside, stay off the grass to protect it. Two or three frosts might be enough to make warm-season grasses go dormant for the winter. Cool-season grasses may keep growing and require moving even after a few
frosts, so it’s imperative that homeowners determine which type of grass is in their yards. • Soil temperature: If it’s hard to determine if frosts have occurred, homeowners can try checking the temperature of their soil to decide if they need to keep mowing. The lawn care experts at

Horticulture tips for August using quite a bit of water this time of year. The first opportunity for successful weed control begins late this month with the application of a fall preemergent. Remember, if you have an area that is in need of a fall seeding, avoid applying these products as they will prevent turfgrass seeds from germinating as well as weed seeds. August-September is the best time of year to apply glyphosate herbicide when attempting to eradicate bermuda from an area. The bermuda begins storing winter energy reserves at this time and this helps the herbicide move through the plant a little better than at

Buying a home and the minimum down payment Do I need 20% down to buy a home? This is a common question I hear when people are deciding if they want to buy a home. While it is ideal to put a 20% down payment on a home when you buy, several loan types offer lower down payment options. Why 20% down is ideal If you are able to put 20% down, you will not only pay less over the life of the loan, you will also avoid paying private mortgage insurance. Lowering these two costs may can save you thousands over the life of the loan. In addition, you will likely have a lower monthly payment since the overall loan will be for less money. Conventional loans Although putting 20% down is ideal, there are other down payment options. Traditional conventional loans allow a minimum down payment of 5% with mortgage insurance as a requirement. The cost is dependent upon individual factors, but the higher your credit score and the lower the loan to
value, the less you are likely pay for mortgage insurance. There are even 3% down conventional loans available for borrowers who make under certain income levels, as well as for buyers who are classified as first-time homebuyers. VA loans If you served in the military, you may qualify for a Veterans Affairs (VA) loan. These loans often require no money down and are insured by the Department of Veteran Affairs on your behalf.
