Raising children while working at home Younger people who work from home while also watching over their children often face some unusual difficulties. DEAR DAVE: Over the past few months, you have been writing about how “millions of baby boomers” have been stuck home-schooling or simply taking care of their kids since the COVID-19 virus hit while also trying to keep their regular jobs. But how come you never mention the problems that millennials like me are having when it comes to child care? I am a single mom and work from home in a three-bedroom apartment that I share with three other women, and their patience with my 2-year-old’s noise and smelly poops has worn so thin that they have suggested that I move out! ANSWER: You’re right. Perhaps I’ve spent too much time dwelling on the plight of baby boomers with stayat-home kids because I’m a boomer myself. Although both of my own kids left the nest a long time ago. In fact, millennials (ages 24 to 39) often face some unique problems when trying to take care of their kids in their home while also holding down a paying job. Often times, their place
just isn’t big enough to provide space for an infant or rambunctious toddler while also allowing workspace for themselves. Younger people often live far away from their immediate family, which can make leaving their offspring with their siblings, parents or grandparents nearly impossible. And, as you are already aware, any roommates that young parents might have don’t always take kindly to the presence of little kiddos either. Some recent surveys also found that many younger parents don’t want to leave their traditional workplace because they’re worried that they won’t be “in the loop” for possible job promotions within the company or won’t have the opportunity to learn from the experience of older co-workers. Fortunately, several municipalities, states and nonprofit groups are now offering free or lowcost child care and even pupil tutoring during the pandemic. Your local elected representative or congressperson should be able to point you in the right direction. In addition, the recently approved Families First Coronavirus Response Act, or FFCRA, requires many employers to provide

ANSWER: Current tax law still allows married couples who file their federal taxes jointly to keep up to $500,000 of their home sale profit-free of taxation, provided that the home had been their primary residence for a total
of at least two of the five years before the date of the sale. That same twoout-of-five rule applies to single tax filers, though their exclusion is capped at $250,000. However, we have now been notified by our sales agent that the sale cannot close until
two or three weeks later because “appraisers are backed up with work and are under-staffed.” Is this true, or is it just a stalling tactic by the seller? ANSWER: Your sales agent is likely telling the truth. In normal real estate times, appraisers can usually be called out within a week or so. But these aren’t usual times. Sales are up sharply from a year ago, and historic low mortgage rates have pushed home-refinancing rates to an all-time high. In short, just about any urban or suburban appraiser worth his or her salt is backlogged with work. In some of the nation’s hottest markets, real estate agents report that it can take more than

It is the season to begin seeing small mounds of soil appearing in your lawn, sometimes with very large insects close by. The typical report is multiple mounds two to four inches in diameter, sometimes with a hole in the center but sometimes without. Given the splash of attention to “murder hornets” a few months ago, it might be worthwhile to note that, no, these are NOT murder hornets. There are a couple of insects that can create this type of soil activity but the most common cause in the fall is the cicada killer. This very large wasp (about an inch and a half long), while quite intimidating at first glance, is usually benign and harmless. Even though the female cicada killer can sting people, it generally only does so when provoked. The male of this species is more aggressive, but it lacks the capacity to sting. As the name indicates, cicada killers do kill and feed on cicadas. The mounds are created from the soil removed to create a burrow the insect uses as a home to lay its eggs. The dead cicada is placed in the burrow to provide a food source for the newly hatching wasp larvae. Under most circumstances, control of these insects is not

college towns. The Census Bureau says college students should be counted where they would have been on April 1 – at school – if not for the outbreak. The undercount problem involves only students living off campus in non-university housing; the Census Bureau relies on records supplied by colleges to count students living in dorms or university apartments. Still, off-campus students make up about 4 million of the 19 million college students in the U.S., according to Dudley Poston, a demographer at Texas A&M University. “College students overwhelm the demography of places with large universities,” Poston said. “This could be a costly setback for university towns.” In State College, Pennsylvania, home to Penn State University, the percentage of students who
answered the 2020 census either online, by mail or by phone in a downtown neighborhood populated with apartments for thousands of off-campus students was 25%, compared with 60% during the 2010 census, said Douglas Shontz, a city spokesman. “It’s going horribly,” Shontz said. With less than a month left until the census ends, the city has placed signs and banners all over downtown State College, encouraging students to answer the questionnaire that helps determine the distribution of $1.5 trillion in federal spending and how many congressional seats each state gets. The city also spent $5,000 mailing out postcard reminders about the census to students who returned for the fall semester to off-campus apartments or fraternity and sorority houses. In Athens, Ohio,
home to Ohio University, the mayor estimates each student missed accounts for at least $1,400 a year in lost funding for the community. If last spring’s graduating class of 3,500 students isn’t counted, that could translate into $49 million in lost federal funding over the decade, said Mayor Steve Patterson. The question of where to count off-campus college students in any oncea-decade census can be confusing enough, with parents often incorrectly thinking their college-age children should be tallied with them when they should be counted where the students do most of their sleeping. After college students began moving back home because of the outbreak, the Census Bureau had to shelve plans to send door-knockers to neighborhoods around campuses starting in April. Now that the dis-
ruption has extended into the fall, hopes of finding and counting students before the census is completed have dwindled further. Some college towns are considering drastic measures, like asking for another count of their communities, but the cities would have to foot the bill for a “special census,” which could cost hundreds of thousands of dollars. Ames, Iowa, home to Iowa State University, has 67,000 residents. Officials are worried that if the 2020 census misses the more than 15,000 students who live off-campus, it could put the city’s population count below
50,000. Dipping below that threshold would cost Ames millions of dollars in federal funding annually for low-to-middle-income housing and transportation projects, making a special census more appealing, said Gloria Betcher, a professor who sits on the city council. “From our perspective, this is like watching an accident in the long term,” Betcher said. “We are watching these cars approaching each other and seeing that they’re going to crash. It’s not surprising to us, but it is surprising that nothing is being done to stop the accident.”

location below 28% of your gross income, leaving you enough room in your budget to build up savings. An emergency fund of even $500, if you can afford it, will help you deal with surprise expenses and keep you from accruing more debt. Also, be prepared to adjust your budget to account for your new financial situation. You may be able to save on travel and child care costs if you move closer to family and friends. But you may also have new expenses, such as buying and insuring a car rather than using transit, says Luong. Moving to a different state affects other costs, such as how much you pay in taxes and your access to health insurance options. You can use a cost of living calculator
