In last week’s column, we talked about the tendency for problem insects to be cyclical in nature, using fall armyworms as an example. This week’s topic is an example of a different type of insect outbreak, one that pops up suddenly and unexpectedly. The Payne County Extension office has received several calls from clients in the area reporting unusually high numbers of whiteflies in the landscape, on both ornamental and vegetable plants. Whiteflies are extremely small flyers and easy to mistake for a gnat at first glance. They can easily be identified when at rest (usually on the back sides of leaves) or as a “cloud” of insects when plants are disturbed. Whiteflies feed on plants much like aphids, they pierce the leaves and suck plant juices away. Also like aphids, this leaves honeydew (insect waste) on the leaves. This sugary substance then serves as a feeding ground for fungal diseases such as sooty mold. Fortunately, while it is not unheard of for whiteflies to cause direct damage for outdoor plants, it is rare and control is not usually suggested for a homeowner. This is especially


Tenants, landlords urge reform on state eviction laws Oklahoma lawmakers have come under pressure from advocates for tenant and landlord rights to reform the state’s eviction laws. Oklahoma courts last year handled 44,612 eviction cases, with more than 1,200 tenants a month receiving eviction notices in Tulsa County alone, according to

Tulsa World. Tulsa has the 11th highest eviction rate in the country. “Eviction is a pox on both houses,” Michael Figgins, the executive director of Legal Aid Services of Oklahoma, told a House of Representatives committee hearing Thursday. “It’s not helping anyone.”

Figgins recommended three legislative changes: allowing eviction records to be expunged after a certain amount of time; extending how long tenants have to respond to an eviction notice; and giving tenants a right to legal counsel during an eviction hearing. Tracy Streich, a property manager

who testified on behalf of landlords, told the committee that eviction only becomes an option after all other options have been exhausted, and that the tenant usually bears responsibility when a case reaches that point. Statewide, 5% of landlords – mainly large property companies – filed more

than 60% of eviction cases last year. The Legislature could standardize rules for evictions, which vary from county to county, Streich said. “What is a reasonable late fee? What is a reasonable amount of time to wait for someone to catch up?” he asked. “If we knew what the

rules were going in, I think it would cut down on the frivolous evictions.” And though the coronavirus pandemic has helped reduce the number of evictions since the state shutdown caused courtrooms to close, officials say 40 million people nationally and 500,000 in Oklahoma could

face eviction due to high unemployment and other economic consequences from the pandemic. “There won’t be a single Oklahoman that doesn’t feel the effects of this crisis,” said Becky Gligo, housing policy director for the city of Tulsa. – Tulsa World via AP

their degrees. Building a community: Some colleges have had on-campus housing programs for student parents since just after World War II. One of them is the University of Oregon, which I attended as a young undergraduate student – and a parent with two kids. Living on campus and enrolling my children in the college’s child care center, I had only to walk across the parking lot to drop off and pick up my kids each day, before riding my bicycle to class. I connected with other sociology major moms who lived in the family housing community. We held study groups in the living rooms of each other’s on-campus apartments while our kids played together in the next room. I always knew my rent and utility bills were paid, because they were deducted from my financial aid each

term. I graduated with honors, magna cum laude and an acceptance letter to graduate school. Paying attention: Now that university budgets are becoming tight due to COVID-19, I worry that student parents won’t be seen as a priority, if they are seen at all. Many universities don’t even track the number of their students who are parents, leaving them unaware of whether those students’ needs are being met. Advocates of student housing for parents say that must change. “Deliberately collecting student parent data is the only way colleges and universities can accurately quantify their student parents each term,” said Mary Ann DeMario, institutional research specialist at Monroe Community College in Rochester, New

York and lead on the Single Mothers Success Design Challenge, which focuses on helping single mother students get through school, in an email exchange for this article. “Moreover, it allows institutions to uncover the types of student parents they have.” DeMario collects data on the number and age of the children of student parents at her institution. This can be important for assessing need for services such as family housing and childcare on-campus. Nationally, most student parents have 1 to 2 children, and 53% have a child under age 6. When students who have kids succeed, society benefits. College graduates embark on careers that are meaningful to them, earn higher wages that make them less likely to live in poverty and are more likely to volunteer and contribute in their communities.
