With fall coming on, deer rut (mating season) will be here soon. If you are new to the area, you might be surprised to learn that very few places are completely off limits to deer activity in Payne County. In other words, this message is not just for those with rural landscapes. Male deer are notorious for scraping bark off young trees during this time. While some of this damage can just be cosmetic, the damage is usually permanent and often bad enough that the tree will never fully recover. The trees most vulnerable are small in diameter (from about one to four or five inches) and having few side branches. The damage is typically concentrated from two to four feet off the ground. They also tend to prefer single trunked trees rather than multitrunk. The best prevention method is also the most time consuming and labor intensive. Installing wire cages (anchored by posts or significant stakes) around the tree will keep them away. While it is OK to leave this system in place through a growing season or two, it can become problematic if left on for too long. Check this system regularly and make sure new branches are not being damaged by the wire and that

‘Sale-leaseback’ deal can help parents and their offspring alike A novel plan can help parents take cash out of their house while also helping their kids along the path to homeownership. DEAR DAVE: I am a single woman and would like to buy my first home. My parents are retired and paid their mortgage off about 11 years ago. The three of us have been talking about the possibility of me buying their house and then renting it back to them. This seems like it would be good for everyone, because my folks would get a lump sum from the sale but could stay in the house as long as they wish, and I would get the property when they eventually move out or pass away. What do you think of this plan? ANSWER: The type of deal that you and your parents are considering is called a “sale-leaseback.” It can be a great decision, provided that you and your parents structure the transaction properly. Let’s say that you agree to buy the home for $200,000. You could make a down payment of
10% (or any other amount) and then get a bank loan to finance the rest of the purchase. Your parents would get to keep all $200,000 of the sale proceeds tax-free and would have the comfort of knowing that they could stay in the home for as long as they want by leasing it back from you. Meantime, you would collect monthly rental payments from your parents and would also be eligible for all the special tax breaks that only rental-property investors can claim. And when your parents eventually move or pass away, you could move into the home yourself, sell it or rent it to new tenants. Although a sale-leaseback can benefit everyone who is involved, it can also raise some complicated tax and legal issues. Buy now, pay later isn’t bad – but be careful

Before you choose a payment plan, review what you have in your bank account and how much money you earn each month, so you know you can afford the payments along with your other obligations. “This is not for somebody that is complaining about never having money, or is always borrowing money from people,” he says. “This is for people who have consistent income, who
are looking for ways to take advantage of some of the benefits and the convenience of breaking up a purchase over a few weeks.” Yes, you can spring for the nice shampoo and split the purchase into four $6 payments, but just because you can, doesn’t mean you should. BNPL services are helpful, but they also make it far too easy to impulse shop when your budget is tight. “We’re in a world of instant gratification,” Gold says. “There’s a ton of overindulgence and excess in everybody’s life.” REVIEW THE FINE PRINT Before you make a major purchase, find out how you can get your money back if
you return the item, it gets lost during shipping or it arrives damaged. What rights do you have if the merchant won’t refund your money? If the merchant allows for refunds, you can get your money back. Affirm, Klarna and Afterpay will refund you in full, for example – though Affirm notes that if your plan includes interest payments, you won’t get that money back. Should you need to dispute a charge because the item is missing or damaged, your first step is to contact the merchant directly, much like you would if you paid
with a credit card. In some cases, if the merchant grants you a store credit instead of a refund, you must still make payments on your installment plan. GO IN WITH A STRATEGY Stay organized by using BNPL for very specific purposes, like a series of purchases for one event. Alexandria Broward used BNPL when she and her now-husband decided they wanted to elope in a month’s time. With just three weekends to find a dress and sort out other logistics, Broward put some ex-
penses on credit cards and used BNPL for her outfit. She ordered several dresses and fronted a fraction of the cost, returning all but one and getting money back for those returns. Her tactic was to avoid putting the whole cost on credit cards. She also used BNPL to divvy up the cost of her $400 wedding shoes . “They really tied the dress together,” she says. “If I ever have a daughter, she’ll get those.” “It was a great solution and service to have in my situation, given how last-minute everything was,” Broward says.

Those cheesy TV infomercials promising “three easy payments of $19.99” were quite ahead of their time. Though calling a toll-free number to buy asseen-on-TV items is no longer in style, the idea of paying in installments remains popular thanks to a booming marketplace of buy now, pay later services. With companies like Affirm and Klarna, and credit card issuers like Chase and Citi, you now have a variety of ways to divide up the cost of large purchases. Of course, there are rules and limitations – some BNPL services partner with specific merchants, while credit card companies require you to carry one of their cards to participate. But limitations haven’t stopped it from becoming a trend. In June 2021, Competiscan, a company that tracks and analyzes direct marketing activity, noted a 530% increase in BNPL email marketing campaigns in the past year, with 28% of retail emails mentioning BNPL in the first quarter of 2021.
BNPL is still a form of debt, though. If you’re debt-averse and would rather save up for major purchases and pay for them in full, that is indeed an excellent tactic. But debt isn’t inherently evil. It’s merely a financial tool that can make major purchases more manageable. As with any financial tool, it’s all about how you wield it. Here are some ways to use BNPL thoughtfully. said. “It’s absurd.” In California, more than 250 cities and counties enacted voter-approved tax increases since 2018 – most coming during or after the 2018-19 fiscal year that forms the basis for calculating revenue loss, according to an analysis conducted for The Associated Press by government finance consultant Michael Coleman. The southern San Diego suburb of Chula Vista, which did not enact new taxes, calculated revenue losses of more than $32 million under the Treasury’s guidelines – covering over half its $57.5 million allotment under the American Rescue Plan. Among other things, the city is directing $12.2 million for culvert repairs at two intersections to alleviate flooding and $8 million to add new aquatic facilities to a planned renovation of the Loma Verde Recreation Center.
Had the city not been able to tap the revenue-loss category for federal funding, those projects could have been pushed off indefinitely, said Chula Vista city engineer William Valle. In Oceanside, however, officials have less latitude over their federal aid. Voters there approved a one-half cent sales tax that took effect in April 2019, reducing its revenue loss under the Treasury formula from $22 million to $12 million and limiting its spending flexibility. Further complicating matters, the city spent nearly $2.6 million from its reserves – which otherwise could have gone toward infrastructure – to provide meals, homeless services and business grants during the pandemic. But the Treasury’s rules prohibit the federal aid from being used to replenish reserves. Oceanside officials would like to be able
to direct more of their federal money toward fixing the seismically unsafe 1920s-era bridge that leads to its pier. “It’s imperative that the pier be maintained and restored so that it continues to attract visitors,” said Rick Wright, CEO of MainStreet Oceanside, the downtown business association. He added: “I don’t think it’s immediately noticeable to people that it’s in grave need of restoration, but if you look close enough, you can see where there’s cracks and pieces that have fallen out already.” Other cities also have written to the Treasury asking it to loosen its revenue-loss rule and give them greater say over the money. Treasury officials said they are considering the comments but have given no indication of whether they will change the rule, nor when the final version will be released.
