Home inspections are not mandatory, but always necessary No state legally requires a potential buyer to get an inspection of a house he or she wants to purchase, but those who don’t get one increase the chance of buying a real estate “clunker.” Sellers should welcome an inspection, too. DEAR DAVE: You always advise buyers to make their offers contingent upon receiving a satisfactory report from a professional home inspector, but are such inspections actually required by law? Also, if a seller receives an offer that includes such a contingency, does the seller have the right to demand that it be removed? ANSWER: None of the 50 states requires that buyers make their offers contingent on a home inspection, nor does any state prohibit sellers from rejecting an offer that contains such a clause. Nonetheless, it’s foolish for buyers to purchase a house without first obtaining an inspection and equally foolish for sellers to balk at

a buyer’s request to have the property inspected. If you were buying a car, you would never close the deal without first having it examined by a mechanic or at least taking the car for a spin around the block. So, too, would it be unwise to spend hundreds or even thousands of times more for a house without ordering an inspection by a construction professional. The report would likely cost between $300 and $600, but it would be money well-spent if it helps you to avoid purchasing a real estate “clunker.” Separately, while sellers always have the right to reject a buyer’s request for a report, doing so may make the buyer wary that the home is filled with costly hidden defects that the seller doesn’t want anyone to know about. I would never enter a transaction with a seller who refused a request for an inspection, and other buyers shouldn’t, either. ••• DEAR DAVE: If

Historically, leaf drop season is several weeks away here in Payne County. However, the current hot dry streak is accelerating the normal timeline and leaves are already dropping on several species. This is a good opportunity to remind you that fallen leaves are a valuable nutrient resource that should be captured and returned to the landscape. Here are some tips on how to do that without being overwhelmed by the process. No matter the ultimate destination for the leaves, the most helpful step is to simply mow frequently and chop them up into small pieces. This step not only lowers the volume of collection and storage needed, in some cases it can eliminate the need for any further action as long as the turfgrass is not completely covered up in the process. If mowing alone doesn’t take care of the leaves, the next step is composting. There are two basic approaches to this. The easiest thing to do is simply pile the leaves up and let nature break the leaves down over time. Since it can take several years for leaves to break down in this scenario, it’s not ideal for many people because of the space and time required. Pile composting

Consider refinancing into a shorter-term loan Paying off your mortgage is a marathon, not a sprint. But what if you’ve reached a point of the marathon and found a way to run the rest of it downhill? Now is a great time to consider refinancing your loan from your current 30-year note to a 15-year mortgage. You’ll likely end up paying significantly less interest over the term of your new loan compared to your current loan. The interest rate for a 30-year mortgage in 2006 averaged more than 6.0%. Recent rates for a 15-year home refinance have been in the 2%’s. This is a potential savings of tens of thousands of dollars by refinancing. Your savings come as the amortization schedule pays down much faster with more money going to principle and less to interest. For example, if you got a $100,000 loan with a 30-year repayment period in January 2006 paying 6% interest, the monthly payment would be around $600. The amount of interest paid per payment would range from around

$100 at the first payment to around $250 in 2021. If you refinanced the remaining balance of around $71,000 into a new 15-year loan with a 2% interest rate, the monthly payment would drop to around $460 per month and would save approximately $25,000 in interest compared to the 30year loan.

But does refinancing your loan make sense? There is no cookie-cutter approach to refinancing. There are many factors to take into consider-

The example scenario described above could be different for your situation depending on a variety of unique factors specific to you and your mortgage. Do you plan on staying in your house for a while longer, or do you plan on moving soon? If you don’t plan on staying

in your current home much longer, it likely would not make sense to refinance because of the cost and fees associated with refinancing. Interest rates can emotionally draw you to refinance, but be sure to do the math of how much will you would save monthly and/or over the life of the loan versus how much it costs to refi-

nance. For example, if it cost $4,000 to refinance and you save $100 per month, it will take 40 months – a little over 3 years – to recoup the cost. If you plan on moving prior to that time frame, it probably would not be worth the “feel good” rate.

BENICIA, California – The machine Ted Bowman helped design can make water out of the air, and in parched California, some homeowners are already buying the pricey devices. The air-to-water systems work like air conditioners by using coils to chill air, then collect water drops in a basin. “Our motto is, water from air isn’t magic, it’s science, and that’s really what we’re doing with these machines,” said Ted Bowman, design engineer at Washington state-based Tsunami Products. The system is one of several developed in recent years to extract water from humidity. Other inventions include mesh nets, solar panels and shipping containers that harvest the moisture from the air. Bowman said his company’s machines – made for use at homes, offices, ranches and elsewhere – dehumidify the air and in doing so create water that’s filtered to make it drinkable. The technology works especially

well in foggy areas and depending on the size can produce between 200 and 1,900 gallons of water a day. The machines also operate efficiently in any area with high humidity, including California’s coastline, he said. But they’re not cheap, with prices ranging from $30,000 to $200,000.
