Leaves can damage a cool season lawn if left to pile up by limiting light and air. While it is not important to remove every leaf that falls, do try to chop them up or at least stir around on occasion to prevent them from forming a dense mat. Note

Buyers should be wary of home with unpermitted changes Purchasing a house with an addition or conversion that was made without the local government’s approval is a risky proposition. DEAR DAVE: We made a successful offer to buy a home and followed your advice to get a satisfactory report to have the property examined by a professional home inspector before the deal closes. The inspector’s report said that the house is in good physical shape but noted that the rear bedroom was apparently added without a city building permit and that the garage was remodeled into a home-office without a permit either. What should we do now? ANSWER: I get this type of question fairly often, and my answer is always the same – proceed with extreme caution if you want to purchase a property that has had unpermitted work done on it. The inspection-contingency clause that you wisely included in your purchase-offer contract should now

But if you complete the transaction, you would likely have to pay for the permits, any structural changes that might be needed before the certificate can be issued and possibly any fines that local officials might levy for the sellers’ failure to follow the local building-code laws. If you’re still interested in closing the purchase despite the home’s faults, ask your inspector to recommend two or three good local contractors in the area if you don’t know a few yourself. Then ask those contractors for detailed written bids to see how much it would cost to ensure that the bootleg bedroom and converted garage are up to code. Next, contact the building department to see if you can obtain an “as built” permit for the ad-
dition. An as-built permit is essentially a permit that is retroactively issued after a construction project is completed. Also ask if any fines or penalties would be involved because the work that the sellers did was performed without the city’s or county’s pre-approval and final building inspection. After you add up these figures, go back to the sellers and ask them to pay for the work and
any possible fines. If they don’t have the cash now, perhaps they’ll agree to give you an equal credit from their resale profit if the deal goes to closing so you will have the money to pay for the job yourself. Your real estate agent might have some other ideas to solve this problem. If the sellers balk at any of your requests, it may be best to cancel the sale, get your deposit back and start looking for another home with a better permit pedigree. *** REAL ESTATE TRIVIA: The average home inspection costs around $315, according to price-tracking website HomeAdvisor.com. The
fee for inspecting some condos or small houses with 1,000 square feet or less can be as little as $200, while buyers of homes with more than 2,000 square feet should expect to pay $400 or more. *** DEAR DAVE: I own my home but would like to rent one of my empty bedrooms to a tenant to get some extra income. My synagogue publishes a monthly newsletter that prints advertisements for free, but your recent column about
fair-housing laws makes me think that advertising in it would be illegal because I would not be offering the bedroom to people who don’t get the newsletter. Would it? ANSWER: It shouldn’t, but it could. The federal Fair Housing Act requires homeowners and potential landlords like you, even though you just want to rent out a bedroom, to make sure that the place is available to virtually everyone. A person who happens to see your ad in the synagogue’s
newsletter and applies for the bedroom but gets turned down could file a lawsuit. He or she could claim that advertising only in the newsletter and no place else suggests that you are discriminating against people who don’t share your same religious views. Play it safe by supplementing the advertisement in the newsletter with another ad in this general-circulation newspaper or online. Keep copies of all of the ads to help protect you against possible fair-housing claims, spurious or not.

Make your mantels merry and bright By Katie Laughridge Tribune News Service
Now that the weather is starting to turn crisp and is soon to be cold in Kansas City, I can begin daydreaming about warming my hands on a cup of tea and my feet by the fireplace. After a busy day of work for my husband and me – and a busy day of preschool for my 3-year-old – it is nice to have a spot to regroup and spend a few moments together. With so much cozy family time spent
around the hearth, especially during the colder months, I think it’s lovely to have your mantel be a focal point in the home all season long. Recently I was at Mary Carol’s guest cottage and her mantel is – unsurprisingly beautifully decorated. She has the gift of simplistic elegance that is truly eye-catching without being overwhelming. Her mantel is a great example of using varying heights and asymmetrical balance to create a captivating design. Not one to re-
peat an item, she uses different art pieces, plates, lamps, books and jars to create a display full of texture and depth without overdoing it with color. While simplistic at first glance, the more you admire it the more you can see the thought and balance that went into creating the dynamic display. When it comes to holiday cheer, there are a few ways to approach a mantel display. There is subtle Christmas, and then there is what I
can only describe as a “holiday explosion.” Both are looks I enjoy and admire. For a fuss-free approach, I like the look we created at our designer Anne’s home. We used a healthy amount of greenery with pinecones to provide a natural base for her mantel. She has a lot of wooden accents and natural materials throughout her home, as well as a stunning large-scale piece of art we wanted to include. We introduced boxwood wreaths to help bridge the gap
between her tall art and the greenery and brought in a wooden lantern. We added more Christmas cheer by including Santa in the mix as well. The best thing about the display is its versatility. By switching out a few elements (like the Santa) the display could be used for Thanksgiving as well as a generic winter design once Christmas has passed. Now for our “holiday explosion” decorators.
