Homeowners who move but keep their current property instead of selling it can reap several special tax breaks. DEAR DAVE: I bought my home five years ago, and it is now worth about $110,000 more than what I paid for it. My employer gave me a 60-day notice that our office is closing but gave me the option to keep my job if I move to its main office in another state. If I decide to rent my home to tenants instead of selling it, would I owe federal income taxes on the “paper profit”? ANSWER: No, you would not. That’s because you would not be selling the home but instead converting it to a rental, which the Internal Revenue Service considers a “non-taxable event.” Though you would have to declare all of the rental income that you receive from the tenant on your next tax return, most or all of the taxes owed would be offset by the new write-offs that you could claim as a landlord. For example, in addition to the deductions for mortgage-interest payments

ANSWER: Yes, it’s true. Though the furniture and home-accessories giant is based there, the nation’s 1982 Naming Law
prevents parents who aren’t from Swedish nobility to give their baby a name already held by a family or individual that has official noble status. The same law also states that “First names shall not be approved if they can cause offense or can be supposed to cause discomfort for the one using it or names which for some obvious reason are not suitable as a first name.” So, naming a kid Ikea would run afoul of Sweden’s national law. It’s worth noting (I guess) that the IKEA name is a combination of the initials of founder Ingvar Kamprad and the first letters of Elmtaryd (the farm on which he grew up) and the farm’s nearby village of Agunnaryd.

Landlords, many of whom have challenged the moratorium, say the court’s decision increases pressure on the federal and state governments to speed up rental assistance distribution. “Instead of propping up legally-questionable policies, government at every level needs to cut the red tape and focus on distributing the $46 billion in rental assistance efficiently,” Bob Pinnegar, president & CEO of the National Apartment Association, said in an email interview. “Getting rental assistance funds into the hands of those renters and rental housing providers who need it most is the only way to prevent irrevoca-
ble harm to our nation’s housing supply.” President Joe Biden’s administration on Friday announced changes aimed at doing just that. Government agencies implementing the rental relief program will be required to offer assistance directly to renters if landlords choose not to participate, said Gene Sperling. Sperling is the White House coordinator of Biden’s American Rescue Plan, a sweeping, $1.9 trillion pandemic relief package Congress passed to help the country defeat the coronavirus and nurse the economy back to health. Also, the waiting time for delivering the assistance to renters is cut in half if landlords aren’t involved, Sperling said. “We need to make sure that as we implement these emergency funds that we are nimble enough to address growing needs,” he said. The eviction ban was put in place last year to prevent families from
losing their homes and moving into shelters or sharing crowded conditions with relatives or friends, conditions health officials said could exacerbate the spread of the highly contagious coronavirus. Proponents of the moratorium argue it is necessary since the pandemic is still a threat and so many people are at risk of eviction or foreclosure. Nearly 4 million people in the U.S. said they faced eviction or foreclosure in the next two months, according to the Census Bureau’s biweekly Household Pulse Survey. “In the short term, Congress and the Biden administration have the power to strengthen the moratorium across the country and halt all evictions for the remainder of the pandemic,” Dawn Phillips, executive director of Right To The City Alliance, a national coalition of 90 housing-justice organizations, said in an email interview. A handful of states are picking up the slack them-
selves. The state of Connecticut and the city of Philadelphia both have their own eviction moratoriums in place. “While we’re ahead of the curve in working to get our rental relief money out compared to our peers, we still have a long way to go,” said Democratic Connecticut Gov. Ned Lamont, who indicated that his state’s moratorium would probably remain in place for another month. “ ... We’re trying to work with tenants and landlords to put together something that allows people to stay in their homes a lot longer.”
In Philadelphia, lawmakers credit a local moratorium with helping to reduce evictions from about 20,000 a year to only 5,000 last year. On top of that, a program started in September requires landlords to apply for rental assistance prior to going to court to evict tenants. The so-called diversion program has been credited with preventing thousands of evictions. “We had to create alternatives to eviction,” said Philadelphia City Council member Helen Gym, who helped put the program in place.

Organic options for bermudagrass control This is one of the most challenging problems many Oklahoma gardeners face, especially for people either new to gardening entirely, or new to gardening in a region dominated by bermudagrass. Bermudagrass is a marvelous turfgrass for lawns or athletic fields. It’s easy to establish, very tough, and has a tremendous ability to recover or repair itself from damage. The unique characteristics that allow it to do this have to do with its reproductive properties. It can reproduce from underground runners (rhizomes), above ground runners (stolons) and seed.
Home Grown KEITH REED Unfortunately, it is these same properties that make it such a difficult weed to control. Attempting to do this following organic principles adds another level of difficulty. Before getting into the details, please note this conversation is specific to bermudagrass. If you do not like the advice I’m offering below (it’s time-consuming hard work) and you search the internet

Solarization isn’t nearly so labor intensive but it also has limitations with one of the most significant being it kills the living component of the soil (beneficial microbes, insects, etc.). This can limit a new gardens success for a few years as this component of the soil is much more important to healthy plant growth than most people realize. Attempting to smother the bermudagrass with multiple layers of cardboard covered by compost or mulch (woodchips work
well) is my personal method of choice. I prefer this because the cardboard allows air, moisture, insect and microbial movement to continue. Overlap the cardboard so the bermudagrass has to work very hard to find its way air and sunlight. Even after doing this, you can expect the bermuda to break through in places. The key to success is removing the bermuda as soon as you see it break through. It has been weakened without sunlight but it’s not dead yet. As soon as the new leaves start
absorbing sunlight, the plant begins restoring its energy reserves. Rake aside the mulch, remove all the live solons and rhizomes you can find, and repeat the process with additional cardboard. There are no certified organic herbicides that will effectively kill well-established bermudagrass. The products currently on the market work by destroying the protective coating of the leaf surface causing it to wilt and die. This works
well for small, immature weeds but they do little to harm the mature stolons or rhizomes of bermudagrass. This leaves you with the following options. You will find your greatest opportunity of success exists when you employ all of these as a part of a long-term plan. These are: physical removal, i.e. digging it up, solarization, and smothering it using multiple layers of cardboard covered with mulch. Physical removal is effective but VERY labor intensive. Bermudagrass rhizomes can easily extend more than 6 inches below the ground so you basically have to sift all the soil down to at
