Quick home sale could save owner’s credit rating Equity-rich but financially troubled owners should consider putting their home up for sale quickly rather than risk damaging their credit score by missing future payments. DEAR DAVE: I lost my job last year and have been unable to find a new one, and it is getting to the point where I can no longer make my monthly mortgage payments. I have a lot of equity in my home and tried to refinance to lower my payments, but no bank will give me a loan because I am unemployed, and I don’t qualify for any of the government’s “saveyour-home” plans. I visited a financial counselor, who recommended that I put my home up for sale immediately and stop making the payments because it would take at least 90 days for the bank to begin foreclosure proceedings -- a strategy that would allow me to continue living in the house without paying any money for at least three months. What do you think of this idea? ANSWER: I agree
with the counselor’s suggestion that you should put the home up for sale immediately. However, I strongly disagree with the counselor’s recommendation to stop paying the mortgage altogether. Sure, skipping the next few payments would allow you to stay in the house for at least 90 days on a mortgage-free basis before foreclosure proceedings could begin. But when the home is eventually sold, all those missed payments (plus back-interest and perhaps thousands of dollars in other fees and penalties) will be taken out of the sale proceeds -- thus leaving you with a lot less cash than you would get from your built-up equity if you could instead somehow find a way to keep making the monthly payments until the deal closes. In addition, if you stop making your payments, your credit score would soon plummet. That means that you would have to pay a higher interest rate or might not be able to get another mortgage at all,

Aren’t we entitled to an explanation?
ANSWER: Yes. Insurers in every state must explain to consumers why they intend to drop a policy and also provide a certain number of days (a figure that varies from state to state) before the policy can be terminated or fail to be renewed. Call your insurer or insurance agent for an explanation. If you’re not satisfied with the answer, contact your state’s insurance de-
partment or department of consumer affairs for help. ••• DEAR DAVE: My house is separated from a neighbor’s by an old wood fence that has fallen down in several places. I asked the neighbor if he would share the cost of replacing the fence with a cement or brick wall, but he refused. Could I tear down the fence and have a new wall built if I paid the entire cost myself? ANSWER: I guess the guy who lives next door isn’t a big believer in poet
Robert Frost’s observation that “good fences make good neighbors.” But no, you cannot tear down the old fence and build a new wall -- even if you’re willing to pay for it yourself -- unless you first get written permission. That’s because it stands on your shared property line, so you can’t do anything to it unless you first get his approval. It would be great if the neighbor is willing to sign a simple letter that would allow you to rip down the fence and build a new
wall on the property line. But if he won’t, you have an option: Leave the fence alone, but build the new wall six inches or a foot on your side of the property. You would lose the use of a few inches of your land, but at least you’d get the wall that you want. Facebook inks deal to end discriminatory housing ads the basis of race, sex and other characteristics. Facebook also will develop a new system over the next half-year to address racial and other disparities caused by its use of personalization algorithms in its delivery system for housing ads, it said. If the new system
is inadequate, the settlement agreement can be terminated, the Justice Department said. Per the settlement, Meta also must pay a penalty of just over $115,000. The announcement comes after Facebook already agreed in March 2019 to overhaul its ad-targeting
systems to prevent discrimination in housing, credit and employment ads as part of a legal settlement with a group including the American Civil Liberties Union, the National Fair Housing Alliance and others. The changes announced then were designed so
that advertisers who wanted to run housing, employment or credit ads would no longer be allowed to target people by age, gender or zip code. The Justice Department said Tuesday that the 2019 settlement reduced the potentially discriminatory targeting
options available to advertisers but failed to resolve other problems, including Facebook’s discriminatory delivery of housing ads through machine-learning algorithms.

Blooming wildflowers Are you curious as to what wildflowers are in bloom alongside the road right now? Well maybe I can help you identify a few of the more commonly seen roadside flowers for this time of year. One of my favorite wildflowers is the Butterfly milkweed, Asclepias tuberosa. It’s the most popular of Asclepias species with bright orange to yellow-orange flowers on upright stems growing 1 to 3 feet tall. Native to America, Asclepias species are well adapted to many soil types and drought tolerant. Milkweeds are known as the host plant for monarch butterflies and have gained a lot of attention lately. Efforts are being made across the country to reestablish lost milkweed habitats in hopes to help save the declining monarch population. White Prairie Clover, Dalea candida, and Purple
HOME GROWN LAURA PAYNE Prairie Clover, Dalea purpurea, have small cylindrical spike flowers on the terminal ends of stems. The flowers open from the bottom of the spike and progress upwards, unlike liatris flowers which blooms open from the top to the bottom of flower spike. Dalea is in the legume family and has nitrogen fixing characteristics which makes it a great prairie restoration plant. Wild Bergamot, Monarda fistulosa, is a clump-forming member of the mint family with pinkish/purplish
flowers. This species isn’t as showy as Mondarda didyma, (bee-balm), but it definitely attracts pollinators and is very attractive growing along roadsides. Daisy Fleabane, Erigeron strigosus, is a member of the Aster family and grows to about 3 feet tall and the blooms tower over the other plants along the roadside. HOW TO START A SAVINGS CIRCLE OF YOUR OWN If you are looking to start your own savings circle, enlist trusted friends and family. Nothing will be cheap.” Concerns about finding affordable homes outside floodprone areas aren’t new, said Miyuki Hino, a professor at the University of North Carolina’s Department of City and Regional Planning. Inflated housing prices have shined a greater spotlight on the limitations. “In general, they weren’t designed from the start with the idea of, ‘How does this household end up in a better place in the end?’” Hino said. “The focus has been on removing the buildings from the flood plain.” Buyout offers can be based on a home’s fair-market value as well as its pre-storm worth. The latter generally stems from the assumption that a home is worth less because it’s been damaged. But rising home prices complicated that assumption, while magnifying concerns about the often yearslong wait for FEMA dollars. FEMA Press Secretary Jeremy Edwards said in a statement the process can be lengthy, in part, because the agency must determine that a buyout is cost-effective and complies with
environmental and historic preservation requirements. Edwards also said that FEMA now allows for an increased payment of up to $31,000 to assist homeowners in their search for comparable housing. Democratic U.S. Reps. Sean Casten of Illinois and Earl Blumenauer of Oregon introduced legislation last month that’s designed to shorten wait times and offer more assistance. “The science makes crystal clear that this climate-driven devastation will only get worse and more costly,” Casten said. Meanwhile, the Nowiskis are waiting to know how much money they’ll get for the buyout they agreed to in 2019. They’re now considering selling to a “house flipper” or just staying in their home, which is near a tributary of the Cape Fear River. North Carolina Emergency Management, which handles the buyout program where the Nowiskis live, said in an email that a state fund provides up to $50,000 to help people find similar homes when federal grants aren’t enough. Keith Acree, an agency spokesperson, acknowledged that buyouts through federal programs can be a long process. “Homeowners that want to get out of a property quickly will often pursue other
methods, if they have the means,” he said. Other states are also offering money on top of federal disaster dollars. In response to rising home prices, the South Carolina Office of Resilience teamed up with coastal Horry County to create a “market adjustment incentive” in February, said Ran Reinhard, the office’s mitigation director. The incentive ranges from $10,000 to $50,000 on top of the pre-storm home value offered by the buyout program. It appears to be making a difference. Twenty-seven offers have been made, and 21 homeowners have signed on so far. But in some areas, the housing market has been so competitive that private buyers have out-bid the government – even when it offers
fair-market value. North Carolina’s Mecklenburg County, which includes the city of Charlotte, is one such place. It created its own self-funded program to move people away from the Catawba River and other waterways that can overflow from heavy rains. Rising home prices aren’t making it easy. For example, the appraised buyout value of one Charlotte home rose from around $250,000 in 2020 to about $325,000 in late 2021. The property was then purchased by a private buyer for what county officials believe was as much as $100,000 over asking price. “I would tell you probably it’s twice as hard to get to the closing table on flood plain buyouts,” said Dave Canaan, the county’s director of
storm water services before leaving the position in early June. In Chesapeake, Virginia, no one participated in the buyout program last year, said Robb Braidwood, coordinator of emergency management. Many older homes were built along the Elizabeth River and tributaries that swell from heavy rains and storms that push water in from the Chesapeake Bay. There’s a fading sense of urgency because the last major flood was in 2016, Braidwood said. Another problem is the wait times for FEMA money and the limits of its grants. Increased home prices are also likely to blame. “We do this once a year where we call out to everybody that floods,” Braidwood said. “And we just hear crickets back.”
