What are tax havens? And why the G-7 effort to end them is unlikely to succeed

The third sign is privacy. For many years, Swiss banks provided the gold standard in that regard by refusing to reveal anything about their depositors to anyone. That changed in 2008, when Swiss banks agreed to report on their depositors to 43 European countries.

The loss of the complete secrecy that Switzerland once provided has made shell companies – and the countries that make them easy to set up – much more attractive. Shell companies are basically companies without active business operations or significant assets that are stacked one on top of the other to make it harder to trace ownership.

In the eye of the beholder Identifying a tax haven isn’t as simple for the governments intent on controlling them as it is for the taxpayers who

haven – Forbes even calls it the best in the world – the U.S. government would never do so, even though it fits all the key criteria, such as providing legal ways to avoid virtually all taxation and strong taxpayer privacy.

The race to the bottom This is why the G-7 global corporate minimum 15% tax agreement is unlikely to work.

the fall growing season for several weeks. This can be done on an individual plant basis for small gardens. It can also be easily done on a larger scale using season-extending techniques such as low tunnels.

A low tunnel is

a simple structure, usually constructed out of small diameter PVC pipe or metal conduit, that allows you to drape insulating fabric or plastic over the crops. Low tunnels can also extend the growing system in spring, by warming the soil and

preventing damage from late frosts and freezes.

If you are frustrated with growing vegetables through our challenging Oklahoma summers, or even if you’ve mastered the art and just wish you could extend the growing season, consider fall gardening. By overcoming a couple of key hurdles, residents of our area can successfully grow many garden crops well into late October, or even November some years.

The three biggest challenges to successful fall gardens are locating seeds or starts, getting seedlings off to a good start with very high soil temperatures, and preventing damage from early cold fronts.

Fall gardening is not a big enough business in Oklahoma for most garden retailers to stock seedlings or starter plants. Even finding seeds can sometimes be a challenge so you’ll need to plan ahead and perhaps even consider growing your own starter plants indoors. Leftover seeds purchased for your spring garden should still be viable and can easily be used for this fall’s crop.

Second Home Loan Requirements There are specific requirements for defining a second home. Fannie Mae’s second home requirements are: • It cannot be a full time rental or investment property. Second

home loans tend to have lower rates than rental and investment properties.

• Restricted to single-unit dwellings.

• Must be suitable for yearround occupancy.

• Cannot be subject to any agreements that give a management firm control over the occupancy of the property.

• The borrower must have exclusive control over the property.

You may also need to need to meet minimum distance requirements from your primary residence.

If it is located in a recreational area such as a lake or a ski resort, the mini-

MORTGAGE MATTERS mum distance requirements may not be required.

Conventional Financing for a Second Home The loan process is similar to purchasing a primary residence with small differences in minimum down payment and reserve requirement.

Second homes require at least 10% down. The lender will need to verify you have sufficient funds for closing and between 2-6 months’ worth of reserves to cover both your primary and second home loan payments. Since

government loan programs (FHA, VA, USDA) are not available for second home financing, let’s look at other financing options.

Second Home Financing: Cash-Out Refinance A cash-out involves refinancing your primary residence mortgage and receiving cash for the remaining equity.

You need sufficient equity in your home for this to be an option. For example, if you owe $100,000 on your home worth $500,000, you may be able to cash out up to 80% loan-tovalue (LTV), which would be $400,000 minus

the $100,000 you owe.

This leaves you with $300,000 in cash to purchase your vacation property. You can choose term options from 5-30 years fixed or adjustable, plus you’ll have one monthly payment, not two.

Second Home Financing: Home Equity Line of Credit (HELOC) A Home Equity Line of Credit (HELOC) adds your loan to your primary residence. Typically, this loan will not pay off your cur-

rent mortgage, but be a second lien adding to your monthly expense on top of your current mortgage.

Depending on the lender, this loan may go to a LTV higher than 80%, which helps if you need more funds than what 80% will allow.

The drawback is this type of loan is typically adjustable and at a higher rate than today’s conforming loans.

Still, lawmakers in most of those states haven’t really thought about how those pot-related measures can impact real estate -- especially when it comes to rental property. After all, it’s one thing for someone to use pot in a single-family home that they own; it’s quite another when smoke, whether from marijuana or a traditional cigarette, can easily waft into a neighbor’s unit on the other side of an adjoining wall, or kids playing in a development’s common areas come in contact with the fumes.

Attorneys at the National Association of Realtors admit that landlords can’t prohibit the use of medical or recreational marijuana by their tenants in states where such usage is legal. But they generally can limit

New laws in Virginia, Connecticut and New Mexico make it legal to smoke or even grow marijuana. That’s a problem for some landlords and neighbors.

DEAR DAVE: My grandfather left me a small apartment building in Connecticut about three years ago, and I have always kept a strict “no smoking, no illegal drugs” policy there. But now, a law allowing recreational use of marijuana in Connecticut took effect on July 1.

Does this mean that I will have to allow my tenants to smoke dope in their individual units, even though I have a no-smoking policy?

“Consider a smaller guest list to begin with, in the first few forays to test the waters, then tweak your approach as you go along,” Panos suggests.

Says Lizzie Post: “A lot of people are experiencing fatigue a little faster than before. A couple hours out is often as much as people are ready for at the start. People should be able to let a host know ahead of time if they think they may want to make it an early evening.

And hosts should try to be flexible and understanding.

“It’s a time to be compassionate and understanding, and not to take things too personally.”

ALLOW FOR SPACE, OUTDOOR ACCESS “For overnight guests, think of making space for a comfortable chair or a little desk in the guest room. Make it

into a kind of mini hotel room so they have a place to rest and recharge. Many of us are taking longer trips, and will be needing to get some work done while we’re there,” says Panos.

And instead of piling onto the couch or squeezing around a dining table, as people did before the pandemic, these days people tend to be more comfortable if they’re able to spread out.

“This may be the time to invest in stackable stools or chairs to keep handy so people can spread out comfortably, and keep the windows open if you can,” Panos says.

As Martha Stewart Living director Tanya Graff says, “We have become pros at doing everything outside. If you can entertain as much as possible outside, I would continue to do that.”

TIDY UP — EVEN WITH RECONFIGURED HOMES While it’s not necessary to dismantle pandemic-config-

ured home offices, you’ll want to tidy things up, especially in areas where you’ll be entertaining.

“Any time you’ll be inviting people over, make sure you have a nice, clean, available space. If your living room is also an office, office things should be cleared away. Get the space ready for guests,” says Post.

Says Tiglias: “I think we’ve all been cleaning more, but a deep clean of highly trafficked areas is a good idea. Walk through where guests will be, and make sure everything is clean and organized.”

REMEMBER THE KIDS “Remember that those under 12 still

She suggests setting up a separate kids’ table, and being outdoors as much as possible.
