The third sign is privacy. For many years, Swiss banks provided the gold standard in that regard by refusing to reveal anything about their depositors to anyone. That changed in 2008, when Swiss banks agreed to report on their depositors to 43 European countries. The loss of the complete secrecy that Switzerland once provided has made shell companies – and the countries that make them easy to set up – much more attractive. Shell companies are basically companies without active business operations or significant assets that are stacked one on top of the other to make it harder to trace ownership. In the eye of the beholder Identifying a tax haven isn’t as simple for the governments intent on controlling them as it is for the taxpayers who

the fall growing season for several weeks. This can be done on an individual plant basis for small gardens. It can also be easily done on a larger scale using season-extending techniques such as low tunnels. A low tunnel is

a simple structure, usually constructed out of small diameter PVC pipe or metal conduit, that allows you to drape insulating fabric or plastic over the crops. Low tunnels can also extend the growing system in spring, by warming the soil and

If you are frustrated with growing vegetables through our challenging Oklahoma summers, or even if you’ve mastered the art and just wish you could extend the growing season, consider fall gardening. By overcoming a couple of key hurdles, residents of our area can successfully grow many garden crops well into late October, or even November some years. The three biggest challenges to successful fall gardens are locating seeds or starts, getting seedlings off to a good start with very high soil temperatures, and preventing damage from early cold fronts. Fall gardening is not a big enough business in Oklahoma for most garden retailers to stock seedlings or starter plants. Even finding seeds can sometimes be a challenge so you’ll need to plan ahead and perhaps even consider growing your own starter plants indoors. Leftover seeds purchased for your spring garden should still be viable and can easily be used for this fall’s crop. Overcoming high soil temperatures can be managed a few different ways. Second Home Loan Requirements There are specific requirements for defining a second home. Fannie Mae’s second home requirements are: • It cannot be a full time rental or investment property. Second

home loans tend to have lower rates than rental and investment properties. • Restricted to single-unit dwellings. • Must be suitable for yearround occupancy. • Cannot be subject to any agreements that give a management firm control over the occupancy of the property. • The borrower must have exclusive control over the property. You may also need to need to meet minimum distance requirements from your primary residence. If it is located in a recreational area such as a lake or a ski resort, the mini-

MORTGAGE MATTERS mum distance requirements may not be required.

Conventional Financing for a Second Home The loan process is similar to purchasing a primary residence with small differences in minimum down payment and reserve requirement. Second homes require at least 10% down. The lender will need to verify you have sufficient funds for closing and between 2-6 months’ worth of reserves to cover both your primary and second home loan payments. Since

government loan programs (FHA, VA, USDA) are not available for second home financing, let’s look at other financing options.

Second Home Financing: Cash-Out Refinance A cash-out involves refinancing your primary residence mortgage and receiving cash for the remaining equity. You need sufficient equity in your home for this to be an option. For example, if you owe $100,000 on your home worth $500,000, you may be able to cash out up to 80% loan-tovalue (LTV), which would be $400,000 minus

the $100,000 you owe. This leaves you with $300,000 in cash to purchase your vacation property. You can choose term options from 5-30 years fixed or adjustable, plus you’ll have one monthly payment, not two.

Second Home Financing: Home Equity Line of Credit (HELOC) A Home Equity Line of Credit (HELOC) adds your loan to your primary residence. Typically, this loan will not pay off your cur-

rent mortgage, but be a second lien adding to your monthly expense on top of your current mortgage. Depending on the lender, this loan may go to a LTV higher than 80%, which helps if you need more funds than what 80% will allow. Attorneys at the National Association of Realtors admit that landlords can’t prohibit the use of medical or recreational marijuana by their tenants in states where such usage is legal. DEAR DAVE: My grandfather left me a small apartment building in Connecticut about three years ago, and I have always kept a strict “no smoking, no illegal drugs” policy there. But now, a law allowing recreational use of marijuana in Connecticut took effect on July 1. Does this mean that I will have to allow my tenants to smoke dope in their individual units, even though I have a no-smoking policy? ANSWER: Not necessarily.
