They use information culled from database breaches, such as the massive one at Equifax that exposed sensitive financial data of most adult Americans, to access people’s credit reports with relative ease. “You don’t remember who holds your mortgage because it’s been sold five times. But a criminal has got all the information right in front of them,” Sullivan says. Sullivan has some sympathy for the credit bureaus. Finding the right balance between security and convenience can be tough. One solution is to make the information in credit reports, primarily Social Security numbers, less valuable. These numbers were meant to track our earnings history, not to be an all-purpose identifier. Stolen Social Security numbers allow criminals to open fraudulent
credit accounts, steal tax refunds, get medical care using someone else’s insurance and even pose as someone else if they get arrested. Other countries have separate identification systems for different uses; so should we. Another, more dramatic but perhaps necessary reform suggested by Consumer Reports: Credit reports
should be frozen by default, which means consumers would have to consent before their information could be shared. You don’t have to wait for government reform, of course. You can freeze your credit reports for free right now. “A credit freeze can put the control of the credit report in the consumer’s hands,” Ejaz says.

If you remember, we were in that weather pattern for an extended period of time, and then we jumped into very hot for a short time, then wet again. This proved to be an ideal setup for premature leaf drop. If you have trees that consistently do this, perhaps this might be a good time to think about planting additional trees of differing species. The more diversity we can add to our landscape, the more resilient it will be as a whole, especially when individual species struggle as they are this year. Now is a good time to start thinking about what to plant as

In the last few weeks, the Payne County Extension office has been receiving an unusually high number of reports of trees suddenly dropping their leaves. This happens from time to time; but for trees to do so this early in the season when the leaves are full and green is a bit unusual. The main message is don’t panic! Trees that are otherwise healthy and in good condition have the ability to put on additional leaves when the conditions are right for it to do so. It is unnecessary to take any extra maintenance measures (such as extra fertilizer or pesticide applications) as these can sometimes do more harm than good. The only exception would be some additional irrigation if we are in a drought, but that is not the case this year. Most of the leaf drop we are seeing how is a result of a variety of leaf-spotting type fungal

Pros, cons of real estate ‘love letters’
The nation’s red-hot housing market is prompting more buyers to adopt some offbeat measures to make their offers stand out from others. DEAR DAVE: My husband and I are trying to buy a house in a market where there aren’t many homes for sale and some buyers are offering to pay more than a property’s full asking price. I have read several magazine and internet articles that said it can sometimes help if buyers write a “real estate love letter” to the seller, explaining how much they adore the home and how it would be a perfect match for the buyers’ family. Does this strategy really work? ANSWER: Sometimes it can, but other times it can backfire. I’m devoting this entire column to explaining the pros and cons of penning such a letter, and why one state has even essentially banned them. ••• Q: What does a

The best letters tug at sellers’ heartstrings and convince the sellers that the buyers would get as much joy out of the house as they have had in previous years. ••• Q: What’s the problem with that? A: Nothing, although not even the most Shakespearean of real estate love sonnets rarely trumps an offer made by a different buyer who is pre-approved for a loan and is willing to pay an even higher price. Moreover, some sellers and real estate agents are wary that simply reading such a letter could eventually trigger a
lawsuit that’s filed by a buyer whose offer has been scorned. ••• Q: How so? A: Because many of the letters can pose fair-housing risks by containing detailed personal information and characteristics about the buyer -- such as race, religion or marital status -- that could be used (knowingly or sub-consciously) by a seller to accept or reject an offer. Let’s say that the buyers pen a letter telling the sellers how the buyers could imagine their children running into the living room on Christmas morning to open their presents. This not only reveals the potential buyer’s familial status but also their religion, both of which are “protected characteristics” under fair housing laws. Using protected characteristics as
a basis to accept or reject an offer, as opposed to price and terms, would violate the federal Fair Housing Act. The seller could then face a civil lawsuit and even criminal prosecution. ••• Q: Does this mean that writing a real estate love letter is technically illegal? A: No. However, a new state law in Oregon prohibits a seller’s agent from forwarding such letters or other correspondence to their client outside the typical nuts-and-bolts information like an offer’s price and terms. The Oregon law is the first of its kind in the nation, though other states may soon adopt similar measures in an effort to further fair-housing practices. ••• Q: I don’t live in Oregon, but I am a fulltime real estate agent. What should I do if a buyer wants to give one of my sellers a love letter? A: To help stay out of legal trouble, attorneys
at the National Association of Realtors (www.nar. realtor) urge their members to flatly tell their sellers that they will not deliver buyer love letters. Instead, the trade group’s lawyers say that agents should educate their clients about fair-housing laws and remind them that a decision to accept or reject an offer should be based on objective criteria only. If a client insists on writing a buyer love letter, don’t help draft or deliver it. Document
all offers that a seller receives, as well as the seller’s objective reason for accepting it or turning it down. ••• Q: If I decide to write a letter of my own, can I find samples on the internet? A: Sure. Just search online for “sample real estate love letter,” and you’ll get dozens of results. Some internet sites offer sample letters for free, while others charge as much as $20. ••• Our booklet, “Straight Talk about Living

For Keenan Kimbrough , a 27-year-old resident of Pennsylvania, the rewards and low-interest rates were worth making the switch from a bank-issued credit card to a credit union card. His credit union card gets a lower interest rate of 12% compared with the 22% of the old card and the credit union card earns elevated rewards in common spending categories. When redeeming rewards, “I can get $40 or $50” in cash back, Kimbrough says. “It was a good move.” MORE FLEXIBLE OPTIONS TO ACCESS CREDIT When you have less-than-ideal credit and don’t have enough money for a security deposit on a secured credit card, a credit union may provide alternatives to build credit. For instance, USAlliance Financial, a credit union based in New York , is one of many credit unions that offers a credit builder loan as an alternative for members
who can’t pay a minimum deposit upfront to qualify for a secured credit card. “Over half, around 53%, of members are at credit unions that offer credit builder loans that help people establish credit,” says Jordan van Rijn, senior economist for the Credit Union National Association. With this type of loan, the amount borrowed is held in a bank account while you make small incremental payments over the term of the loan. At USAlliance Fi-
nancial, the lowest payment with a credit builder loan can be around $4 2 a month compared with a minimum upfront cost of $250 for a secured credit card. At the end of the loan, the funds are returned to you and can be applied toward a secured credit card deposit to continue establishing credit. ACCESS TO RESOURCES Credit unions typically provide members access to resources when it comes to managing a credit card or spending. “Financial educa-
tion and financial literacy programs are extremely common at credit unions, that’s a big part of what they do,” van Rijn says. “We have data showing that 83% of credit union members are at credit unions that offer financial education classes.” Resources are available in the form of online educational tools, seminars or partnerships with organizations that provide credit counseling or financial planning services. If you carry a balance on a credit card over a long period, you can potentially save more money on interest with a credit card from a credit union than one from a bank. That’s because, unlike at banks, interest rates at federally chartered credit unions are capped. Federal law caps the interest rate on loans and credit cards at 15%. However, the National Credit Union Administration Board temporarily raised it to 18% and recently voted to maintain this rate through March 10, 2023. As of March 2021, the national average interest rate for a credit card from a credit union is 10.97% compared with 12.55% at banks , according to the NCUA.
