Some sellers take new steps before hosting open houses Some sellers are taking greater precautions before showing their home to prospective buyers as the virus pandemic flares again. DEAR DAVE: We have been shopping around to buy our first home. Some of the sellers and their agents won’t even let us tour their property unless we first provide them with a “loan-preapproval” letter from a bank that says we can obtain a loan that’s large enough to close a deal. Isn’t this unusual? ANSWER: Not really, especially now that the pandemic has made many sellers wary of letting potential buyers traipse through their home if they cannot first prove that they have the financial wherewithal to complete a transaction. It’s important to understand the difference between a loan “pre-qualification” and a mortgage “pre-approval.” A pre-qualification, or “prequal,” is basically just a lender’s ballpark

A pre-approval is more in-depth and takes more time to obtain. The lender usually requires the borrower to provide a variety of documents, such as several recent pay stubs and bank statements, two or three years of past tax returns, W-2s or similar proof of earnings and evidence that funds for a down payment are easily available. Taking the time to obtain a pre-approval letter can demonstrate to a seller that you’re serious about buying a home, rather than a mere “lookie-loo” who enjoys touring houses that you cannot afford even as coronavirus cases have begun rising again. Beyond requiring potential buyers to
provide a pre-approval letter, many sellers today are taking additional precautions to protect against the virus when hosting an open house. Many sellers are requiring visitors to wear face masks. Some are scheduling tours an hour or two apart to allow for proper cleaning and disinfecting. Others leave their home’s interior doors open and turn on light switches to help buyers avoid touching surfaces. Hand sanitizers in nearly every room are becoming the “new normal,” and some sellers are even providing disposable shoe covers that you might see in a hospital or at a police crime scene to prevent visitors from tracking germs onto their floors or rugs. ••• REAL ESTATE TRIVIA: Sellers
who insist that potential buyers first provide a pre-approval letter before touring an open house should also insist that all others meet the same requirement. Failing to do so could be construed as a violation of the federal Fair Housing Act, triggering a civil lawsuit and possibly even criminal prosecution. ••• DEAR DAVE: We recently purchased a 100-squarefoot, pre-cut woodshed “kit” from our local home-improvement store and assembled it ourselves in our backyard. Is the shed and all the stuff that we put in it protected by our homeowners insurance policy, even though it isn’t physically attached to our house? ANSWER: Probably, though you should review your policy and then contact your insurance agent to make sure. A standard policy, known as an “HO-3,” will help pay to repair or rebuild your home if it is damaged or
destroyed by fire, hurricane, hail, lightning or other disasters listed in your contract. “Most policies also cover detached structures such as a garage, tool shed or gazebo -- generally for about 10% of the amount of insurance you have on the structure of the house,” according to the nonprofit Insurance Information Institute (www.iii.org). ••• DEAR DAVE: My husband and I work for the same company, and we are both being trans-
ferred to another state. We also have three children, all under the age of 10. How can we determine if there are any registered sex offenders in the area where we plan to purchase or rent our next home? ANSWER: Start by checking the Justice Department’s National Sex Offender Public Website (www. nsopw.gov). It’s a free “clearing house” for information about convicted sex offenders in all 50 states, the District of Colum-
bia and U.S. territories. The site lets you type in the ZIP code of the community you have targeted to see if there are convicted predators there, or enter a specified address (if you have already picked out a property) and see a list of offenders living within a 3-mile radius. Also call the local police or sheriff’s department in the community, because some law-enforcement agencies have more data than the federal website provides.

Census experts puzzled by high rate of unanswered questions Associated Press
Ron Jarmin said recently in a blog post that the blank answers spanned all categories of questions and all modes of responding — online, by paper, by phone or face-to-face interviews. “These blank responses left holes in the data which we had to fill,” Jarmin said. In a statement last week to The Associated Press, Jarmin declined to go into details, saying only that the bureau would release updated rates later this month “based on the correct numbers.” To fill in the holes, Census Bureau statisticians searched other administrative records such as tax forms, Social Security card applications or previous censuses to find people’s race, age, sex and Hispanic background. If available records didn’t turn up the information needed, they turned to the statistical technique called imputation that the Census Bureau has used for 60 years. The technique has been challenged and upheld in courts after past censuses. In some cases, statisticians looked for information answered about one
member of a family, such as race, and applied it to another member that had blank answers. Or they assigned a sex based on the respondent’s first name. In other cases, when the entire household had no information, they filled it in using data of similar neighbors. “Imputation has been shown to improve data quality and accuracy compared to leaving these fields blank, or without information from respondents,” Census Bureau officials Roberto Ramirez and Christine Borman wrote recently in a blog post. The tragic collapse of Champlain Towers South in Florida, on June 24, 2021, made millions of Americans focus for the first time on the risks of high-rise construction. Many also became more aware of the pitfalls of condos and other forms of co-ownership in which each unit in a multifamily building is individually owned, while the structure itself is owned collectively. As I explain in my book “High Life,” however, there are many benefits to co-ownership. People who buy condos can more easily afford choice locations, have less maintenance to deal with and get the freedom to remodel. Those advantages have made this kind of lifestyle popular for more than a century. Location, location, location As cities grew in the 19th century, many of the people moving into urban areas clustered together in new kinds of housing. Low-income Americans moved into tenements, the middle class resided in boarding houses and
residential hotels, and the prosperous inhabited apartments. Many Americans, though, were squeamish about sharing a building with other families. There were also complaints about sky-high rents. By the 1880s, the co-ownership model emerged in U.S. cities. At first, mainly upper-middle-class bohemian types bought these properties, especially successful artists and writers. Lawyers, doctors, bankers and businessmen quickly joined them. By the 1920s, affordable co-owned buildings were being built in New York City. Buying rather than renting an apartment transformed a relatively public space into a more private home and helped strengthen a community of neighbors. It also allowed many people to own homes in places they otherwise couldn’t afford to. Initially, most co-owned buildings were in popular areas, including Manhattan’s Upper East Side, Chicago’s lakefront, San Francisco’s Nob Hill and the area around Rock Creek Park in Washington.
