Oklahoma Insurance Commissioner and coverages offer
If you recently started a home improvement project, you probably have noticed the rise in construction costs. According to Verisk’s (ISO) most recent 360Value Quarterly Cost Update, total reconstruction costs increased 8.1% countrywide, on average, between January 2020 and January 2021. Lumber, iron, steel and labor costs all have increased in just a year. These drastic increases are not exclusive to building materials. These rising construction costs may have a significant impact on your homeowners insurance as well. Homeowners insurance covers the cost to rebuild or repair your home after a loss or claim and construction costs directly correspond with the cost of home insurance. As construction costs increase, it’s important to review your policy with your insurance agent or company to ensure your ex-

Oklahoma. Lastly, I would caution against insuring for less or keeping your current coverage to avoid paying more on your premiums. The purpose of insurance is to cover you for risks so you do not have a high out-of-pocket cost in the event of a loss. If you need help selecting homeown-

A trio of companies have teamed to offer a new card that helps renters improve their credit scores and slowly earn cash to purchase a home. DEAR DAVE: Do you know anything about this new type of credit card that can help people save for a down payment on a home? ANSWER: Sure. Real estate startup Bilt Technologies teamed up with Evolve Bank & Trust and Mastercard about a month ago to launch the program, which can help renters improve their overall credit scores and slowly build up a down payment for a house or condominium. For most tenants, it’s the score-improving aspect of the new “Bilt Rewards” loyalty program (www.biltrewards. com) that holds the most short-term promise. By putting their monthly rent payments on their Mastercard

About Real Estate DAVID MYERS and then consistently making prompt payments on the card itself, the tenant’s credit score will begin to slowly but steadily rise. Tenants whose landlords don’t accept credit cards can still benefit from the program by using the Bilt Rewards App, which will automatically send a check to the property owner on the renter’s behalf. Reward points earned through the program can eventually be used for rent credits or converted to cash to put toward the purchase of a home. Yet, that down-payment pot grows at a glacial pace. Is this correct? ANSWER: With all due respect, your dad is giving
you some outdated tax guidance. Prior to the federal Taxpayer Relief Act of 1997, homeowners indeed had to buy a home of equal or greater value than the one that they sold in order to avoid a hefty tax bill. But the act did away with that requirement, so single tax-filers can now keep taxfree up to $250,000 of their net resale profit and joint-fil-
ers can keep up to $500,000, provided that the property has been their primary residence for two of the previous five years. How to chop remodeling costs when wood prices are high NerdWallet
high-priced twoby-fours lowered the project’s cost from $1,000 to about $100. If you don’t have access to extra, unclaimed wood, you can buy it. Habitat for Humanity’s ReStore has over 900 locations , many of which sell recycled wood or wooden items you can rehabilitate or convert into something like shelving. Some locations let you browse their inventory online. Your local lumber or flooring liquidator may have enough wood to redo the flooring in a small room or on a single floor of your home, says Rebekah Hernandez, a Dallas-based interior designer. “You can’t be picky, because there’s not many options, but they’re out there,” she says. PUT AFFORDABILITY FIRST If you choose to delay the project to wait for lower prices or to save up, Hernandez
says small changes like a new rug, decorative pillows and updated art may be enough for now. “All of those things, although they’re subtle and minor changes, they do ultimately contribute to just making you feel happier and better about your space,” she says. Out-of-pocket is always the least expensive way to pay for a renovation. But finance the project only if you can get a low interest rate and affordable monthly
payments, says Larry Pershing, a Chicago-based certified financial planner. Pershing says home equity lines of credit have low rates, and you can draw on the money usually over a 10year period. This means you can borrow as much as you need up to your limit whenever you need it if a large project has unpredictable costs and timelines. An FHA 203(k) loan lets homebuyers combine the costs of a fixer

upper and renovations into a single mortgage . Pershing recommends them for homebuyers who don’t have much equity yet. A home improvement loan will quickly provide project funds, and you can often pre-qualify to estimate your monthly payments and interest costs. With a lumpsum financing option like a personal loan, try to have a final price tag in mind. If lumber prices increase, you can’t go back and borrow again.

That way, you won’t overpay if prices drop before your contractor starts buying, but you can still delay if the project will be too expensive. SEARCH FOR ALTERNATIVES, PLAN FOR SCARCITY If a small DIY or good-to-great update could wait a few months, Logan says he’d take the gamble and wait for wood to become more affordable. “Knowing perfectly well that prices could be higher by the time I do it,” he says. In the meantime, search for recycled, reclaimed or alternative materials. Ty Lindgren, a shift leader at a food and beverage manufacturing company in Olympia, Washington , brought home leftover wood pallets from work to build a playhouse for his kids. What to Know: Rural Development Program Does buying a home feel out of reach because you think you haven’t saved up a down payment? Take a look at the U.S. Department of Agriculture Rural Development Loan (RD loan or USDA loan), which may provide up to 100 percent financing for qualified households purchasing homes in eligible rural areas. If you live in a designated rural area, you may qualify for a USDA Rural Development Loan. This program helps rural individuals, families, communities and businesses obtain the financial support they need to improve their quality of life and economies. If you would like to buy a home in an eligible rural area, the USDA currently offers two types of loans: Direct Loans • Low to very low-income homebuyers • Offered directly by the USDA • 33-year fixed interest rate (typical term) • Applicant’s income must be below
local low- or very low-income limits as determined by the USDA • Payment assistance may be available • Apply at your local USDA Rural Development office
