JOHN CURRY NEWS STAFF Water and waste water services plus roads related to development in Richmond carry a price tag of over $69 million. These are the costs outlined in the planning staff report recommending the new Richmond Community Design Plan which is going before Ottawa city council’s Agriculture and Rural Affairs Committee on Thursday, July 8. Development in Richmond is to take place via a new public communal well system feeding from a deep aquifer. This communal well system will provide water for development in the western part of the village including the Mattamy lands. It will also have the capacity to supply water to houses in the entire village if private wells ever have to be abandoned. Total cost of this new communal well system is estimated at $14,330,250 over a 15-plus year period. The initial phase would include two in-ground storage cells, a pumping station with four pumps and wells to provide up to 2600 litres per minute of capacity each. Further phases would see more wells added to meet demand and eventually adding a third storage cell, replacing pumps to meet demand and expanding the distribution piping system. The Fire Spinners brought a fiery feature to this year’s Canada Day celebrations on Thursday, July 1 in Stittsville. But they were just the appetizer – the real headliner was this year’s fireworks display – 21 minutes of spectacular bursts lighting up the sky, especially several that went on and on, exploding across the darkness. What a fireworks display! It certainly more than made up for last year’s fireworks which, due to an announced technical problem, were over way before they should have been. The Stittsville Village Association, organizers of the Canada Day celebrations, promised that this year’s fireworks display would make up for last year’s disappointment – and it sure did. With five to six thousand eyeballs watching, the Sweet Instincts Band led a countdown at 9:44 p.m. – 10-9-87-6-5-4-3-2-1…and then the first firework soared into the sky, bursting overhead, and the show was on. A couple of the fireworks, particularly one that went on cascading continuously and another which sparkled continuously, brought forward applause from the onlooking crowd. The show went on until 10:05 p.m. when a final flurry wrapped up the show. Applause rung out over the Goulbourn Recreation Complex grounds as those in attendance realized that they had just seen perhaps Stittsville’s most spectacular fireworks display ever.

These upgrades to the waste water collection system and the existing pump station are estimated to cost $22,151,459. This would be done in phases to meet demand, based on a growth rate of 150 new dwelling units per year. Initially, the pump station will be expanded and upgraded. There will also be the installation of about three kilometers of new forcemain as well as the replacement of an existing 250 metre section of the forcemain. In about five years or so, there will be the need to construct another 10.5 kilometers of new forcemain as well as to upgrade some of the gravity sanitary sewers in the village. With regard to road improvements required to serve the needs of the existing community and to accommodate future growth, there are $32,570,000 worth of road projects contemplated over the next 20 years. Most of these costs are to be born by developers. In the period from 2011 to 2020, the projects contemplated include a collector road in the Mattamy lands north of Perth Street ($3.61 million), a collector road in the Mattamy lands from Perth Street south to Burke Street ($4.36 million) and widening Perth Street to four lanes from Shea Road east to Eagleson Road ($4.04 million). SPECIAL TO THE NEWS Stittsville’s “Karate Kid” is off to the world championships. Bren Hunter, 11, of Stittsville earned his way to the 2010 World Kickboxing & Karate Association (WKA) world championship in October in Edinburgh, Scotland by capturing two silver medals and a bronze medal at the WKA Canadian National Championships held recently at the Bell Sports Complex in Montreal, competing with a record number of competitors in the “boys under 13” age category. At the world championships, Bren will represent Canada in Creative, Traditional and Musical Weapons categories. Bren’s most emotional fight at the WKA Canadian National Championships was his victory in winning a tie-breaker to claim the last spot in the finals for Musical Weapons kata. This allowed him to remain in the hunt for a medal, which he did by moving up five positions on the final day to take the bronze medal. All in all, Bren competed in five divisions at the national championships, making the finals in all five. He finished as an alternate for Hard-Style Kata as well as in Point Sparring. Bren also recently became “Sensei” Bren, achieving his karate junior black belt status earlier last month. Bren trains at Pro-Style Martial Arts in Kanata as well as with his personal competitive trainer at Canadian Sport Martial Arts Academy in Kanata. Bren’s trip to the WKA world championship in October in Scotland will mark his second consecutive trip to this world stage. He competed in a single event in the WKA world championship in Spain last year.

Commemorative Naming Proposal – “Johnny Leroux Community Centre” In 2002, City Council created the Commemorative Naming Program as a means to formally recognize individuals who demonstrate excellence, courage or exceptional service to the citizens of Ottawa, the Province of Ontario, or Canada. This program provides the opportunity for the contribution and dedication of these individuals to be honoured through the naming of municipal streets, parks and facilities. Further to an application received under the Commemorative Naming Program, the City is considering a proposal to name what is commonly referred to as the Stittsville Arena the “Johnny Leroux Community Centre.” This Centre is located at 10 Warner Colpitts Lane just off of Stittsville Main Street. John Leroux is an upstanding member of the Stittsville community and is particularly well-known for his dedication to sporting initiatives. John is a former Canadian Army Featherweight Boxing Champion and has won the Golden Glove competition in Montreal. He served his country in the Korean War and is an integral member of the Stittsville Legion. John’s passion for sports led him to form a local boxing club, a recreational men’s fastball league, as well as the bantam girls’ softball team, the Stittsville Roadrunners. John is also the founder of the Stittsville Merchant Select teams who have hosted numerous old-timer hockey tournaments and participated in national and international tournaments, including the Can-Am Tournament in Lake Placid. In addition to playing and coaching, John has been a stick boy, an umpire, an official time keeper, and a referee. He has also maintained baseball diamonds in Stittsville for 15 years and has contributed to fundraising efforts by hand-crafting benches for the benefit of local sports teams. John has many accomplishments under his belt, and his charitable spirit has touched the lives of so many people in the community. He has received several awards of appreciation from the sporting community, including the Stittsville Men’s 30 Plus Hockey League and the men’s and women’s recreational softball leagues, and was inducted to the Goulbourn Sports Wall of Fame in 1999. He also received the Legionnaire of the Year Award in 2002 and the Certificate of Merit from the Government of Canada for his contributions to his community. The lead in to this year’s fireworks display was also on the awesome side. While the Sweet Instincts Band performed on stage, the Fire Spinners did their thing in front of the stage in the growing darkness. Imagine batons twirling with flames on each end. Imagine a fiery hula hoop being spun round a waist and then an ankle. Imagine a barbell being tossed in the air, with flames soaring into the darkness. Imagine juggling three batons with fire on their ends. And as the Fire Spinners did their thing with fire, living up to their name, the Sweet Instincts sang “Taking Care of Business”, following it up with a Led Zeppelin classic. And then, with a final singing of “O Canada” with the crowd and then the countdown, the fireworks took over. This was all a fitting conclusion to a day of patriotism and fun which started at 3 p.m. with a ceremonial marching on of the colours to the stage area, with bagpiper Jordan McConnell leading the way. Carleton-Mississippi Mills MP Gordon O’Connor carried the Canada flag while local MPP Norm Sterling held the provincial Red Ensign flag. City of Ottawa Stittsville ward councillor Shad Qadri displayed the city of Ottawa flag while Legion members carried the Royal Canadian Legion flag, with the whole colour party under the guidance of the Legion’s John Leroux as sergeant-at-arms. As red and white balloons adorned the stage, along with mini Canada flags placed across its front, Stittsville’s singing youth duo of Kyle and Joel Curry led in the singing of O Canada, with many in the red-outfitted crowd singing along. The Curry’s then followed this up by singing the song made famous by the Vancouver Olympics, “I Believe.” It was then time for some official greetings, all brief, delivered by MP Gordon O’Connor, MPP Norm Sterling and city councillor Shad Qadri. Both MP O’Connor and MPP Sterling reminded everyone that Canadians live in the greatest country in the world. Councillor Qadri noted that Canada opens its doors to the world and is unique in that once here, everyone contributes to the country. On-stage entertainment included the Stittsville community band, Highland dancer Michaela McConnell, singers Kyle and Joel Curry, the Sue Fay Healy Irish dancers, the Stittsville Dance Band, the Johnnie Conkaroo Band, the Rothwell & Mofatt Band and, winding up, the Sweet Instincts Band. There were also a couple of martial arts demonstrations, one by Therien Martial Arts and one by the Ottawa Academy of Martial Arts. But there was more than just ongoing entertainment. The Stittsville Scouts were on hand with a number of activities such as joisting and shooting rubber chickens with bows and arrows. There were hay rides, with the wagon going around the adjacent Sacred Heart High School track. There was bingo under canvas, thanks to the Stittsville Legion. The Goulbourn Museum was on hand with a Canada Day quiz and a craft activity involving hand painting. Ray’s Reptiles were in attendance, with snakes and other reptiles, always a hit with youngsters. There was a bounce and croquet golf. Amberwood BBQ was on hand offering pork and chicken sandwiches and hot dogs. Sunshine poured down on the site all day long, although a rather constant wind blew until about 5 p.m. when things started to become calmer. Hundreds of glow sticks were handed out free to those in attendance as the evening went along. When darkness descended on the site, just before the fireworks, the glow sticks could be seen throughout the crowd which had swelled to a couple of thousands by then. Videographer Sandy Durocher of Stittsville showed live pictures of the crowd on a giant impromptu screen which was set up beside the stage. Classic Amusements was on scene all day long, with a couple of midway rides and games. Even after the fireworks, as the crowd was dispersing from the scene, the rides kept going.

Summer is here - have fun but be safe
Summer is finally here with sunny weather and warm temperatures. School has ended and many have taken off to the cottage. Others are relaxing right here at home thanks to a backyard pool or an air conditioned sun porch. Others are travelling, visiting relatives and vacation spots in other spots of Canada. It’s a time when the regular is not the norm and doing unusual things is on the agenda. Yes, that’s summer and that’s what’s happening. The only problem with summer is that it flies by too quick-

ly. It’s Canada Day and then it’s the August Civic Holiday before we know it. And then it’s Labour Day and the regular routines of work, school and family begin again. There’s nothing wrong with these regular routines but it is great when they are superseded by summertime happenings. The most important thing about summer, though, is to be safe. Don’t take that unnecessary chance; don’t let danger get the better of you. On the roads, slow down and get there safety. In or on the water, show great respect and don’t take foolish chances – and always wear a life jacket. When walk-
ing or cycling, take that second glance – make sure that it is safe to go, whether on foot or on your wheels. Summertime is the time to relax and enjoy life and all that it can offer. But this does not mean that safety should be thrown to the wind. Activities can be fun but they should not be hazardous. There’s lot of fun to be had, no doubt about it. But it can be safe fun, healthy fun. Don’t take foolish chances and end up injured – or worse. We hope that everyone has a summertime filled with family and fun – and safety.

A total of 33 units of blood were collected from these donors at the clinic which was held at the St. Philip Catholic Church’s parish hall in Richmond. Since one unit of donated blood can save as many as three people, up to 99 patients will be touched by the blood donations made at this clinic in Richmond. On average, every minute of ev-
ery day, someone in Canada is in need of blood or a blood product. It is community clinics like this one in Richmond which provide this needed blood. The Canadian Blood Services clinics held on a regular basis in Richmond would not be possible without the participation of volunteers from the Richmond branch of the Royal Canadian legion and the support of St. Philip’s Parish. Ike Gauvin passes away JOHN CURRY NEWS STAFF As a young man, he flew high over occupied Europe and Germany, a tail gunner on a Halifax bomber. As a longtime Stittsville resident, he raised a family, was active in his community and also in his church. As a World War Two veteran, he was a longtime member of the Stittsville Branch 618 of the Royal Canadian Legion. And as a person with a perpetual twinkle in his eye and laugh in his voice, he loved to play golf and euchre. Yes, Ivan “Ike” Gauvin of Stittsville lived a full life, one which ended on Monday, June 28, when he passed away at the Granite Ridge long term care home in Stittsville at the age of 85. He had been living at Granite Ridge since leaving his Stittsville Main Street home
about half a year ago. Born in Leger’s Corners which later became known as Dieppe, just outside Moncton, New Brunswick, he was working as a civilian employee for the British Commonwealth Air Training Plan in Neepawa, Manitoba when he and a friend signed up with the Royal Canadian Air Force in July 1942. After basic training and specializing in air crew, he became an air gunner, eventually getting his wings. Ike was posted overseas in March 1944. After initial training, he was assigned to No. 6 Canadian Bomber Group 415 Squadron stationed in Yorkshire, England. His best memories of wartime England were of pubs and nice girls. He was one member of a seven member crew for a Halifax bomber. Because of
his gunner training and also because of his small size, he became the crew’s tail gunner, the most dangerous position because German planes attacking a bomber would approach from the rear, making the tail gunner the first line of defense. Ike and the crew flew on numerous bombing excursions from England over occupied France, Holland and Belgium and Germany. Bad weather over the bombing target was the only thing that prevented the nighttime excursions. In Aug. 1945, with the war in Europe over, Ike returned to Canada. Ike and his wife Rosemary (nee Harris) eventually ended up in Stittsville where they settled in to raise their two sons, Gary and Glen, and their daughter, Gail. Ike and Rosemary were
deeply involved with the fledgling Holy Spirit Catholic Mission which operated in a former one room schoolhouse on Flewellyn Road just west of Stanley’s Corners from 1967 through to 1974. Rosemary served as a church secretary. This church had grown out of earlier Sunday masses which had been held at the Stittsville Public School in Stittsville. Ike continued to serve his church when Holy Spirit Catholic Parish began again in the community in the late 1980’s, being an usher, a role that he continued over the years. He was particularly overjoyed when the new Holy Spirit Catholic Church on Shea Road was constructed and opened in 2008. Ike, a longtime member of the Stittsville Branch 618 of the Royal Canadian Legion, was a familiar sight at virtually every Legion function.
Ike enjoyed playing euchre but golf was really his game. He and Rosemary were among the first members of the Glen Mar Golf and Country Club when it opened three decades ago. After Rosemary’s death, he continued to play, with his usual playing partners being Bill Bradley, Doug Nesbitt and Ian Colpitts. They would play on the Ottawa Valley Seniors Tour as well as at Glen Mar. Ike maintained close contact with his family back in New Brunswick, paying regular visits back home. He is survived by two siblings, Gerard “Pete” Gauvin of Monction, New Brunswick, and Armand of Lachine, Quebec. Predeceased by his wife Rosemary, he is survived by his sons Gary of Rockwall, Texas and Glen of Scottsdale, Arizona, and his daughter Gail of Mountain View, California. He is also
survived by five grandchildren, Chris, Adam, Alex, Ryan and Krystal. A Mass of Christian Funeral was held at Holy Spirit Catholic Church in Stittsville last Saturday morning, followed by a reception at the Stittsville Legion Hall on Stittsville Main Street. In memoriam donations to the Canadian Cancer Society would be appreciated by the family.

More than 250 local residents packed the Stittsville fire hall to enjoy a delicious buffet breakfast provided Dave Smith, who owned Nate’s Delicatessen. Dave and his team make a special visit to Stittsville each year for Canada Day and once again, provided residents with a wonderful

The community came out to celebrate in huge numbers on such a gorgeous day. It was a wonderful turnout as it is every year. The community really came out and showed pride for their Nation. The fireworks, as per usual, capped off a great day and were once again terrific to watch. The City of Ottawa is hosting a one-day household hazardous waste collection depot from 9 a.m. to 4 p.m. on Sunday, July 11 at the Kanata Research Park located at 411 Legget Drive. Council approves Lansdowne Live plan On June 28 after a lengthy discussion at the Council table, Ottawa City Council approved the Lansdowne Live proposal in a 15-9 vote. This margin was the same when Council initially approved the proposal, in principal, last November. The Lansdowne Park issue has been one that has been discussed and debated for years and it was time for this Council to move on and make a decision regarding what to do with this vacant piece of land. With such a rich history and so much potential, it was important to move ahead. There are those who see both ends of the spectrum with what this project will or won’t bring, but if we were to defer this decision, it would just be delaying this process even more and in that case, when would a decision be made? It was crucial that we make a decision and we did. Now we can look forward to the next steps leading up to what has the potential of leaving a legacy for our great city. The rejuvenated Lansdowne plan has the ability to bring back rich sports history in Ottawa and be an attraction and destination for people.

adjacent Stittsville Public School to the north. The house under construction was only framed, meaning that the fire was able to spread quickly throughout the structure, aided by winds that also spread the fire to the adjacent home at 42 Feldspar Crescent. Firefighters were able to protect the home on the west side of the home under construction, although it did suffer damage as its siding melted from the heat of the fire. A total of 42 firefighters along with 13 fire vehicles ended up at the fire scene, battling the blaze. The fire was considered under control by the Ottawa Fire Service at 6:21 p.m. Estimated damage from the fire is $900,000, with another $100,000 in damage to the contents in the home at 42 Feldspar Crescent. The newly constructed home ended up with just some charred framing standing on the foundation. The home at 42 Feldspar Crescent, to the east of the home under construction, was considered uninhabitable due to its severe damage which included roof damage. Cause of the fire is under investigation. Possibilities include a dumpster for construction waste which was located at the site or persons setting off fireworks.

JOHN CURRY NEWS STAFF Canada Day is usually associated with fireworks, be they on Parliament Hill, in Kanata or in Stittsville. But Canada Day 2010 in Stittsville is forever going to be associated not only with the spectacular fireworks display which capped off the community’s Canada Day celebrations bur also with a million dollar fire which affected three homes. Indeed, the fire and the Canada Day celebrations at the Goulbourn Recreation Complex grounds on Shea Road were not totally isolated happenings. More money needed for long term care

T
he answer to gridlock across Ontario’s longterm care system is an injection of new money, elder advocates say. For nursing-home operators, a top priority is the fulfillment of a long-standing promise from the province to fund more staff. Ontario’s Health Quality Council, a watchdog agency, sees more assisted-living homes as a potential pressure relief valve for overwhelmed nursing homes. For thousands of Ontario families battling the system’s long waiting lists and cumbersome bureaucracy, any relief measure would do. “I think the first thing that is needed are more homes,” Denise Riekstins of Toronto wrote in a typical e-mail response during research for Metroland’s special report. “The waiting lists are ridiculous, especially for newer homes. I also think that more thought should go into how to improve home care, maybe make it more affordable, so the person can stay in their home as along as possible. Institutional homes are certainly not like home.” Health Minister Deb Matthews says quality improvements are taking hold now in all nursing homes, with a focus on reducing traditional health risks such as falls and bed sores. Efforts to make more home care available as an alternative are in progress under a $1.1-billion program created in 2007. More short-stay beds are being created, to help reduce the number of seniors placed permanently in long-term care. Such “restorative” beds, as Matthews calls them, allow elderly people with short-term needs to be placed temporarily
in nursing-home beds to regain their health, and then go home. But what exactly has to happen to produce real change? “I think more time,” Matthews said. “I mean, it does take time to change a system.” Christina Bisanz, CEO of the Ontario Long Term Care Association, believes in a conversion that would see nursing homes become a “hub” for all types of care. With the right kind of planning, she says, Ontario’s existing 625 homes could feature day programs for the frail elderly who have dementia or chronic diseases, “to help them to live in the community as long as possible.” Bisanz said nursing homes can become “more than just the residence where 24-7 care is given.” In some Ontario long-term care homes, that’s already happening. At Shalom Village in Hamilton, residents pump iron to help maintain functional mobility. Shalom’s health-club concept was originally regarded skeptically by potential funding bodies, said Pat Morden, the home’s chief executive. A longterm care home is traditionally viewed as a place of restful care. That’s changing. Experts in the field of gerontology say such workouts help prevent falls and other debilitating mishaps, and can also improve cognitive ability. Benefits flow to the home and the resident. Attitudes about what longterm care settings should be like and what services they should offer are changing rapidly. Researchers are looking at ways to incorporate brain-benefiting music classes and computer games, and body-strengthening practices such as yoga and tai chi, into daily routines to make the final years of life more rewarding, positive and healthier. Morden has witnessed the ca-
pacity of activities such as music to reactivate mind and spirit. One resident who had a musical background but was debilitated by Parkinson’s and dementia began to participate in the home’s long-standing drum circle. He hadn’t spoken for two years. “He was in the drum circle and he was drumming, and he was sobbing,” Morden said. “He just sobbed and sobbed. And then gradually he took over the leadership of the drum circle. That’s the magic, to find those moments for people, at some level.” Demands on long-term care in Ontario are mounting as the population ages, and as a more affluent and informed population demands better care and more services. Expectations of long-term care
have steadily increased in recent decades, said Dominic Ventresca, director of seniors services for Niagara, who oversees eight municipally run homes. Residents who grew up during the Depression were content with “a bed and a meal,” and an occasional visit from a doctor or nurse, Ventresca said. Ontarians now expect care that is above that base level, Ventresca and others said, with a greater selection of meals and activities, and more timely service — not just having nursing or personal support available, but having it delivered in a timely way, such as more frequent changing of diapers and other incontinence products. Gerry Phillips, Ontario minister responsible for seniors said that the province is also encouraging development of tech-
nology — from high-tech pushbutton devices to summon help or monitor health, to low-tech kitchen sinks people in wheelchairs can use — that could help seniors stay home longer. As demand for senior-friendly devices grows, Phillips said, costs should go down. In a decade, the first of the baby boom generation will hit 75. By 2036, the number of Ontarians 75 and over will rise to 2.2 million, from 850,000 today. Seniors will outnumber children in the future, and one might expect that a scramble to build as many new nursing homes as possible would be under way. But that’s not what the province is doing, contrary to what some experts on the elderly advise. Indeed, the focus is on aging in place. Ontario elder advocate Doris Grinspun said Scandinavia incorporates the elderly into dayto-day life, and embraces them as vibrant members of the community. Every senior in Denmark gets a phone call at 75. “Happy Birthday!” says the nurse on the line. “We’d like to discuss how to help you stay in your house as long as you want.” Grinspun, cochair of the Elder Health Coalition, an adviser to the province of Ontario since 2004, said “we haven’t made enough progress” on helping seniors age gracefully at home, and there’s no time to waste. In many places, small steps and shifts in attitude are inching toward a future where it’s intended that most Ontarians won’t need a nursing-home bed, no matter how long they live. Long-term care in Ontario is undergoing “total renovations,” and elder advocates Concerned Friends of Ontario Citizens in Care Facilities said it is pleased with the province’s new patientcentred direction, said Phyllis Hymmen, the group’s president. “There’s a lot of encouraging things happening,” she said, adding people are still afraid of what the future may be like, “but increasingly less so.”

Immanuel House should be reality in 18 to 24 months from now. That is how long it is expected to build the five storey retirement building, the centerpiece of a four building retirement complex at Hyde Park in Richmond. Already over 75 percent of the units in the main Immanuel House building have been sold while half of the units in an associated three storey seniors apartment building have also been sold. Courtyard Developments Inc., the developer of Hyde Park, expects to start selling units in the two additional three storey seniors apartment buildings as well. These units are all being sold under the “land lease” arrangements which have
prevailed for the sale of the units in the existing Hyde Park residential development. Immanuel House and its related buildings is the third phase of development for Hyde Park, located immediately north of the existing two low-rise residential phases of the development. Immanuel House will be a five storey retirement building featuring seniors residential dwelling units as well as recreational and assembly areas. The building will be linked via a first floor walkway link to a second building, a three storey facility with seniors residential dwelling units and basement parking facilities. An additional phase of the development will see the construction of two more three storey buildings with seniors residential dwelling units and basement
parking. They will be linked by a third floor walkway. The main floor of Immanuel House will have staff offices, a community centre auditorium, child and adult day care, medical offices, a dining room, a kitchen and a lounge. The basement of Immanuel House will have a small theatre, a gymnasium, a swimming pool, a games room, a hair salon and various multi-use and hobby rooms. The existing water pump house plant on the site will be modified to supply Immanuel House and its three related buildings. This will include a new well, additional pumping equipment and additional water storage tanks. Water for firefighting purposes will be stored in underground concrete holding tanks supplied via trucked-in water.

He admitted that his Richmond experience has at times been challenging but that it has always been “rewarding.” Mr. Hyde made it clear that those who will be residing in the Immanuel House project do not have to have the same religious beliefs as he does but he said that the name Immanuel House is meant to reflect that the Lord wants to be recognized for the work that He is doing in today’s society. God wants to be known for what He is doing, Mr. Hyde said. He said that with Immanuel House, God is providing a place where people can come together in the community, bringing together young and old, men and women and those of all nationalities. “I want to thank God for everything He has done,” he added. He also thanked his wife Jan for her support over the years, noting that trying to achieve a vision and dream like he has done has been like a roller coaster ride, with its ups and downs. She lifts me up when I’m down, he said about his wife. And there were some ups and downs as the Immanuel House project has been on hold for three years while Mr. Hyde and municipal authorities worked out the infrastructure requirements for the project. Before the ground breaking, Mr. Hyde was presented with a plaque commemorating the ceremony, a plaque which will be mounted in Immanuel House. The plaque features an appropriate verse from Hebrews. In his remarks at the event, city of Ottawa Rideau/Goulbourn ward councillor Glenn
Brooks praised the Hyde Park development as not only being progressive but ahead of its time. “This development is the way of the future as far as seniors are concerned,” councillor Brooks said, calling Hyde Park one of the best kept secrets in the city of Ottawa. “This is unique,” he said. “It’s ahead of its time.”

Man struck, woman charged SPECIAL TO THE NEWS A man was struck by a vehicle at the Richmond Plaza on Perth Street in Richmond on Friday, July 2 about 9:39 a.m. The 60 year old sustained serious injuries from being hit by the vehicle. He was taken to hospital where he was listed in critical condition but has subsequently been listed as in stable condition. The driver of the vehicle involved was taken into police custody, with the investigation ongoing. The police are treating the matter as a possible attempted murder. The police have confirmed that the two parties involved were known to each other. A 38 year old Ottawa woman has now been charged with several crimes including attempted murder, aggravated assault, assault with a weapon, dangerous operation of a motor vehicle and failure to stop at the scene of an accident. The woman appeared in court on Monday, July 5.

A recent breakin at a home on Joy’s Road near Richmond netted the thief or thieves not only guns but money. Sometime between 3 p.m. on Thursday, June 17 and 11:30 a.m. on Sunday, June 20, an unknown suspect or suspects broke into the house, stealing two handguns and three rifles that were secured in a gun cabinet. In addition, a large sum of cash was stolen.

WASTE MANAGEMENT HAS SUBMITTED ITS TERMS OF REFERENCE TO THE MINISTRY OF ENVIRONMENT FOR THE PROPOSAL TO EXPAND THE WEST CARLETON ENVIRONMENTAL CENTRE, FORMERLY KNOWN AS THE CARP ROAD LANDFILL: •
The WCEC proposal includes a variety of waste technologies and services, including a request for a new landfill cell that will accept up to 400,000 tonnes of waste per year for 10 years.

The current landfill cell is scheduled to close by September 2011 and is to be capped with a permanent cover and then grass.
•
The environmental approval process for a private landfill expansion is controlled by the Ontario Ministry of the Environment (MOE).

at high school but also reminded them to always remember their years at Guardian Angels. Co-valedictorian Chris Walsh noted that the leaving ceremony marked the end of the students’ elementary school education. “I think we’re excited about our own locker and own cafeteria,” he said about their up-
coming experience in high school, although 19 he lamented that there would be no more recesses or snack times. Co-valedictorian Andrea Vervoort lamented the earlier school start time coming up in high school but said that everyone in the class was looking forward to making new friends at Sacred Heart in the fall. In her remarks at the school’s grade six leaving ceremony on Tuesday, June 22, principal Andrea Green called the class of 2010 “a dynamic, promising group of young adults.” She told them about the triangle that forms the cornerstone of Catholic education: home/family, parish and school, saying that this triangle would continue as they advance to high school. “The triangle will always be working together to guide and support your journey,” principal Green said. She told the grade sixers that they had helped shape the school’s culture through
their practice of the gospel values while at Guardian Angels. She praised the portfolios which the students had prepared, quoting the visions enunciated in a couple of them such as “You can live your life in a shell or you can hatch.” She noted that the grade six students had become conflict resolvers and had brought honour to the school through their participation in sports tournaments. “What a talented, diverse group of students,” she said. Urging them to remember the Ottawa Catholic School Board’s spiritual theme this year, “We Care For Gold’s Creation.” Principal Green urged the students to remember to share their gifts with others when

“Merrily We Go” Preschool focuses on pre-reading skills ‘Merrily We Go’ Preschool is a small school with a big heart. Industrial land or something else? It was also noted that leaving all of these lands as industrial is designating too much acerage for such industrial uses in a village the size of Richmond. City of Ottawa planner Donald Morse, who has been working on the Community Design Plan for Richmond, said that initially he had proposed that the lands south of Ottawa Street between Eagleson

The proposed Community Design Plan for Richmond, which is going before Ottawa city council’s Agriculture and Rural Affairs Committee this week is leaving the existing industrially designated lands west of Eagleson Road, south of Ottawa Street and east of McBean Street as the village’s industrial area. And owners of part of this area do not like it. While city planning staff refused to change its report recommending the continuation of these lands as industrial, the Richmond Village Plan steering committee at its meeting on Monday, June 28 passed a motion asking that the Agriculture and Rural Affairs Committee consider the landowners’ request that a portion of the industrial lands be put to some other land use. The motion arose after Gary Foster, one of the landowners, expressed the unhappiness of the owners with the proposal to keep all of the lands in question as an industrial area. While declaring that the landowners are all in favour of development in Richmond including the Mattamy Homes proposal, he said that their lands at the corner of Eagleson Road and Ottawa Street have been designated industrial for 40 years, with no buyers com-
ing forward. He said that the landowners have a draft concept plan that would see half of the industrial lands south of Ottawa Street used for some other land use. He added that if the voice of the landowners is not heard, they are prepared to try to stop the approval of the whole proposed Community Design Plan.

However, he said that provincial policy statements regarding economic development in communities and planning principles led to a conclusion that all of these lands should remain as industrial. However, Mr. Morse did admit that there is no percentage of land that must be left as industrial but only that the municipality had an obligation to designate some lands as industrial.

St. Philip Catholic School principal Edward Rogan also brought up memories, saying that he has fond memories of all of the students who were leaving the school this year. He called the class of 2010 the kindest and most gentle grade six students with whom he had ever dealt. Besides the presentation of school leaving certificates to all of the members of the class of 2010, a number of individual awards marking various accomplishments were presented. Amber Bailey received the Director of Education Award as the student best exemplifying the Gospel values of “Believing, Discovering and Achieving.”

And memories were indeed one of the joys which members of the class of 2010 experienced in their time at St. Philip Catholic School in Richmond. Valedictorian Lily Oliver, speaking on behalf of her classmates at the school’s grade six leaving ceremony on Friday, June 18, thanked the staff and fellow students for providing such great memories. She cited some of the lasting memories as well as lasting friendships which resulted from attendance at St. Philip, with many of the students together since kindergarten. “Our field trips were amazing,” she said, particularly noting trips to the Museum of Civilization and the Baxter Con-

The love you have expressed for Rory – and the kindness and compassion you have shown for those he left behind – have touched us deeply, and helped us through this most devastating time. Rory would have appreciated everything you have done for us, from offering a shoulder to cry on, food to keep us nourished and company when it was needed most. There are so many people to thank, beginning with my four pillars – Shelley Clarke, Susan Oliver, Donna Price and Jody Thomas. I can’t begin to list all that you did for us. We could not have made it through without you. Thank you also to Peter Oliver and Deb Bradley for their moving eulogies, Mark Kelly for his endless hours of video editing, to Canon John Bridges for providing a special tribute, to Justin Sterling for taking over the wheel and being with us each day, to pall bearers John and Tom Bissonnette, Jim and Peter Oliver, Dave Waterhouse and Liam Maguire. On behalf of the entire Bradley and Leroux families, we say thank you for your support and kindness over the past weeks. We take comfort in knowing that Rory meant so much to so many people, and in knowing that we can continue to count on such a caring group of people.

While insisting that the planning staff’s report on the matter will not change, he did suggest that any member of city council could bring forward a motion to reduce the amount of industrial land as proposed in the staff report. No members of the steering committee nor Mr. Morse had seen the draft concept plan being put forward by the landowners. As a result, the steering committee did not endorse the concept plan but simply passed the motion asking that the Agriculture and Rural Affairs Committee consider the landowners’ request. Ed Schouten, one of the landowners involved, suggested that the rest of the Community Design Plan go ahead but that the section dealing with the industrial lands be deferred for further discussion. He said that these industrial lands are not selling currently, suggesting that the price may be too high

Mr. Morse suggested that perhaps the question of these industrial lands in Richmond should be referred to a study now being done by the city which is reviewing the city’s requirement for industrial lands. Earlier in the meeting, Mr. Morse did reveal that while the staff is recommending that the lands remain as industrial, it is also being proposed that more uses be added to the zoning. The added uses include research and development centre, technology industry, a nursery, greenhouse or market garden, broadcasting station, a catering establishment, place of assembly, a production studio and a training centre. “It gives you a wider range of uses in respect of industrial lands,� Mr. Morse said, noting that the zoning will be similar to that found along the Carp Road north of highway 417, an industrial area that is now experiencing substantial development.
