Stittsville may soon have another roundabout. The intersection of Shea Road and Fernbank Road is being touted as the site for installation of a roundabout to help regulate the flow of traffic through this increasingly busy spot. City of Ottawa Stittsville ward councillor Shad Qadri is working with city officials now on such a roundabout. The councillor has not yet seen any detailed design drawings for the roundabout but preliminary thoughts are that Shea Road north of Fernbank Road will be re-routed to the east to avoid a cell phone tower installation at the base of one of the high voltage hydro towers conducting wires that cross over part of the intersection. The existing section of Shea Road immediately
north of Fernbank Road would be closed. There will be a public meeting held for input about this roundabout idea. No date has yet been set but councillor Qadri feels that it may take place in June. The roundabout is considered preferable to any implementation of a four way stop situation at the Shea Road/Fernbank Road intersection. Councillor Qadri believes that roundabouts make more sense than other traffic control measures such as four way stops. Indeed, speaking at the recent March meeting of the Stittsville Village Association executive, councillor Qadri said that as councillor, he has agreed to only two new four way stop installations despite two dozen requests for them. Royal weddings are in the spotlight these days, what with the upcoming nuptials involving William and Kate. And so a good place to visit to get in the Royal wedding spirit is the Goulbourn Museum at Stanley’s Corners just south of Stittsville where there is a new exhibit, just unveiled publicly at the Museum’s delayed Heritage Day celebration last Sunday, that deals with Royal weddings along with Royal memorabilia. The exhibit includes a display of photos of Royal personalities, with the viewer challenged to link up the individuals with their Royal spousal partners. Accompanying this new Royal exhibit is another exhibit outlining the etiquette practices of a bygone era. There is a wide assortment of Goulbourn-based photographs associated with the various applications of the etiquette of the past. The exhibit outlines the etiquette for women, the etiquette for children, the etiquette for gentlemen and the etiquette for teachers. To visually demonstrate the etiquette for women, for
instance, the exhibit features a photograph of the five Cherry sisters of Stittsville, all dressed in black dresses, taken in 1900. Among the etiquette for gentlemen is the requirement to be responsible to escort a lady to the dance floor. On the part of women, etiquette dictated that a woman should never be in the company of a man without the presence of a chaperone. For teachers, etiquette dictated that they should not get married during the term of their teaching contract and they were not permitted to smoke. The exhibit also includes a display of books on etiquette and explains the etiquette surrounding the wearing of a hat. The etiquette exhibit also features the display of a couple of dresses from bygone years. The Goulbourn Museum, located on Huntley Road at Flewellyn Road at Stanley’s Corners just south of Stittsville, is open from Tuesday through Friday and on Sunday from 1 p.m. to 4 p.m. The Goulbourn Museum can be contacted at 613-831-2393 with more information available on its website at goulbmus@rogers.com.

Roundabout at intersection of Shea and Fernbank From page 1 These two four way stops are at West Ridge Drive and Mazari Crescent due to difficult sight lines there and at Cherry Drive and Fernbank Road because of students crossing Fernbank Road there on their way to Guardian Angels Catholic School. SVA director Phil Sweetnam voiced his support for roundabouts, saying that four way stops are very frustrating and waste a lot of vehicle energy. Councillor Qadri feels that the roundabouts now installed in the city are working quite well including a two lane one now operating in Orleans. Stittsville currently has a roundabout on Huntmar Drive at Rosehill Avenue in the Fairwinds subdivision just north of the Huntmar Drive bridge over Poole Creek north of Hazeldean Road. There are also two roundabouts on access roads in the new Grant Crossing shopping area on the north side of Hazeldean Road west of the Carp River. While currently only serving the shopping area, these roads will eventually handle traffic flowing to and from the future residential areas north of Grant Crossing.
Councillor Qadri says that establishing roundabouts at intersections is not necessarily cheaper than the installation of traffic signals since roundabouts require more land than a signalized intersection. However, there are less long term operational costs for a roundabout versus traffic signals. In addition, roundabouts are more driver friendly and more environmentally friendly as well, since long lineups do
not form waiting for a light to change. If properly used, traffic flows through a roundabout and does not back up as happens at a traffic signal. The city has instructions on how to use a roundabout on its website. One problem with the introduction of roundabouts in the city of Ottawa has been the long presence of a traffic circle at the Experimental Farm. This traffic circle has operated over the years under different rules
and so motorists familiar with it have had to readjust their thinking when going through a roundabout. This situation is going to change in that the traffic procedures at the Experimental Farm traffic circle are going to be changed to conform with the rules governing roundabouts in the city. This will make everything uniform. SVA director Anthony Tsoukanas, speaking at the last SVA
executive meeting, pointed out that roundabouts are common in both England and Australia where motorists follow specific protocols for their use. “I think we need a little more of an education program,” he said with regard to the introduction of roundabouts in the city of Ottawa. He said that it is important to follow the proper protocols for their use, especially when there are two lane roundabouts.

Roundabout rules SPECIAL TO THE NEWS
So, just what is a roundabout and what are the rules governing its operation? A roundabout is an un-signalized circular intersection engineered to maximize safety and minimize traffic delay. The key to remember is that all traffic circulates counter-clockwise within a roundabout, always to the right of the central island. In addition, all traffic entering a roundabout must yield to traffic already within the roundabout. This is different than what has been traditionally happening at the traffic circle on Prince of Wales Drive at the Experimental Farm. So, the most important motoring tips related to a roundabout are low speed on approach, approaching vehicles yield to traffic within the roundabout, vehicles drive counter clockwise within the roundabout and low speed on exit. These tips, if followed, result in the continuous movement of traffic through a roundabout. The design of a roundabout allows traffic capacities comparable to a signalized intersection but with generally a higher
degree of safety. A roundabout can offer a safer environment for pedestrians as well because the pedestrian crossing at a roundabout is reduced to two simple crossings of one way traffic moving at slow speeds. In contrast, a pedestrian crossing at a traffic signals needs to contend with vehicles turning right or left on green, vehicles turning right on red and even vehicles running the red light. On its website, the city of Ottawa offers the following tips for drivers navigating a roundabout: reduce speed when approaching a roundabout; watch for pedestrians and cyclists and be prepared to stop if necessary; when approaching a roundabout, notice the yield sign and the yield line on the pavement and then look to the left for approaching traffic within the roundabout and be prepared to stop as vehicles in the roundabout have the right of way; enter the roundabout when there is an acceptable gap in traffic within the roundabout; once in the roundabout, you have the right of way over all entering traffic; and as you exit the roundabout, maintain your slow speed and watch for pedestrians and cyclists.

Waste Management of Canada Corporation Environmental Assessment for a New Landfill Footprint at the West Carleton Environmental Centre OPEN HOUSE #2 Waste Management of Canada Corporation (WM) are undertaking an Environmental Assessment (EA) seeking approval for a new landfill footprint at the existing Ottawa Waste Management Facility (Ottawa WMF). The new landfill footprint will be one component of the proposed West Carleton Environmental Centre (WCEC). The proposed WCEC will be an integrated waste management facility that will include: • A new landfill footprint for disposal of residual waste materials; • Waste diversion and recycling operations; • Composting Operations; • Renewable energy facilities; and, • Recreational lands for community uses. The new landfill footprint is the only component of the WCEC that requires EA approval under the Environmental Assessment Act (EAA). The proposed location of the WCEC and the new landfill footprint component is within the City of Ottawa in the area shown on the map below. The purpose of the EA is to study the potential environmental effects (positive or negative) of the proposed new landfill footprint. Key components of an EA include consultation with government agencies and the public; consideration and evaluation of alternatives; and, the management of potential environmental effects. Conducting an EA promotes good environmental planning before decisions are made about a proposal.
Consultation WM recently held a series of Public Open House events as well as a Workshop to discuss the EA for the proposed landfill footprint and other ancillary facilities to be located at the WCEC. As part of the next phase of the EA, WM will be hosting a series of Open Houses scheduled for the week of March 29th - 31st, 2011. Lights out in Healey’s Heath SPECIAL TO THE NEWS “The Night The Lights Went Out in Georgia” is a song first recorded by Vicki Lawrence in 1972 which made #1. It told of bleak happenings and corrupt justice in Georgia. For a couple of Healey’s Heath residents at Stanley’s Corners, just south
of Stittsville, the night the lights went out there was overnight on Wednesday, March 16/Thursday, March 17 when the light fixtures on their gateposts were vandalized, believed to be around 2 a.m. In one case, both light fixtures were destroyed, forcing their removal and future replacement. The incidents have been reported to the Ottawa Police Service.

EDITORIAL
A precious community asset We all too often forget that firefighting, just like police and other emergency work, is dangerous. It takes a tragedy like happened in Listowel, Ontario on Thursday, March 17 when two volunteer firefighters died while battling a blaze to make us all realize that there is danger is this firefighting role. And, of course, this applies not only to our volunteer firefighters like those we have here in Stittsville and Richmond but also to the full time firefighters of the Ottawa Fire Service. We all too frequently, it seems, think about our volunteer firefighters in their community role – participating in parades, visiting schools, helping with the Canada Day fireworks, serving
at pancake breakfasts. We always, as well, think about them in their firefighting and emergency roles, rushing to the scene of an accident or a house fire, at all hours of the day and night. But we never really think much about the danger that they can face when battling a fire. We know that they are well trained. We know that they place safety above all else. We know that they have the best of training and top leadership. But, as the Listowel situation has shown so painfully, these firefighters do put their lives at risk and sometimes the worst can happen – tragedy can strike. That’s why it is important for us all to remember this and when we see a volunteer firefighter somewhere at a community event, take time to thank
him or her for their service to their community, a service that can prove deadly. Our community is better and stronger because of the efforts and involvement of our volunteer firefighters in our midst. We don’t want to ever be faced like a situation that now faces the Listowel community, where they must face such a tragic consequence of people who volunteer to do this task in the community because they believe in service to that community. The possibility of a similar tragedy is always present, both here and in every other community in Ontario. Our volunteer firefighters are one of our most precious community assets. Try to tell them that every once in a while. It will mean a whole lot to them.

Remember tailfins? Remember baseball? Nostalgia, as they always say, is not what it used to be. In fact, it is becoming bigger. We used to think of nostalgia as having to do with big cars with tail fins, the Cold War and dance bands on Saturday night. Now, as our society changes at a rapid clip, more and more things we used to think of as the latest thing are heading for nostalgia land. The printed book, perhaps. Maybe the daily newspaper, at least on paper.
CHARLES GORDON Ottawa, playing outside would mean playing in the slush, but still, it could be baseball any day now. At a gathering of a particularly intense group of fans the other night, an audio tape of an old baseball game was playing. Remember audio tape?
Look what is already there: television sets that are too heavy to carry, VCRs, CDs and — suddenly — video stores. Remember the chain video store on the corner? Look again. Your grandchildren won’t remember them. And here’s a question: will they have any memory of baseball? Various events bring this thought on. The days are suddenly long and with that comes an urge to play outside after supper. Mind you, this being
It was a Montreal Expos game played in the early autumn of 1986, the last game with Duke Snider in the broadcast booth. Snider, a great outfielder and a great broadcaster, died late last month. You don’t have to be ridiculously old to remember when the voices of Snider and Dave Van Horne, calling the Expos games on Ottawa’s country music station, were the sound of summer. Snider went away in 1986. The Expos went away in the season of 2005. Only
country music radion seems to have thrived. You can’t say the same for baseball, especially in this country. The Expos are gone. The Blue Jays have not been drawing anything like the crowds they did in the last millennium. What used to be known as the Lynx Stadium has no Lynx in it. Baseball there fights for survival while the parking lot shrinks. In our neighbourhood, the park across the street, which used to be busy with Little League ball every night, now has soccer (and an terrifying array of minivans parked beside it). It is true that huge salaries are still made by baseball players south of the border and huge profits are made by owners and broadcasters and the people who resell tickets on the Internet. But the ordinary person has lost the ability to identify with millionaires and billionaires, particularly when the behaviour of many of them has been less than exemplary.

Their pictures are not taped onto kids’ bedroom walls. Worse than the lack of adulation is the lack of emulation. Kids still want to be Sidney Crosby. Do they want to be Roy Halliday? The game won’t survive if people don’t play it. Even in the U.S., there are signs that young athletes are turning to basketball or football, rather than baseball. Here it is hockey, of course, and, increasingly, soccer, and, even more increasingly, stuff kids play while sitting in front of a computer screen. It is not fun to consider baseball as something we used to do, like square dancing or renting videos. The game, while con-
sidered too slow by some and not violent enough by others, has many qualities that other games lack. Unlike hockey, it has no clutch-and-grab, no headshots. Unlike football, coaches do not send in the plays. Oddly, athletes and fans in other countries are finding this out, while baseball edges into nostalgia in North America. In Asia and Latin America, particularly, baseball is hot. Here, we miss the Expos and we miss what used to be the enthusiasm for the Blue Jays. We miss seeing kids in the park across the way learning how to field ground balls. The nostalgia grows as the days get longer.

Leading role for Sacred Heart’s Alexandra Isenor JOHN CURRY john.curry@metroland.com
Sacred Heart High School grade 12 student Alexandra Isenor is following in the footsteps of the famous Judy Garland. This April, Alexandra will be donning the ruby slippers and following the yellow brick road in the school’s production of “The Wizard of Oz,” when she plays the leading role of Dorothy, just like Judy Garland did in the 1939 film that has become the most watched motion picture of all time. This will be Alexandra’s first leading role, making it an exciting time in her life, but she is as prepared as possible for it. She has taken singing lessons for a decade. She performed in the school’s production of the musical “A Chorus Line” two years ago. She has performed with local community theatre companies Suzart Productions and Goya Theatre Productions. She has taken dance lessons. She has taken drama in high school, being involved in as many aspects of production as possible such as lighting and directing. Alexandra has sung in the Kiwanis Music Festival in the musical theatre category. She has worked
as a volunteer counselor at a drama camp. She is involved with the music ministry at Holy Spirit Parish in Stittsville where she also volunteers for such events as the children’s Christmas party. At Sacred Heart, she has been involved with The Well, the program that helps students delve into issues of faith. She took part in the Well retreat last fall and then volunteered as kitchen staff for the most recent retreat. She wanted to contribute in some way so that other students could have the same Well retreat experience that she had had. Alexandra has been involved with student council, the school choir, the White Pine reading club and with the school’s improv club. She enjoys improv because it provides time on stage and helps
develop the ability to work with others. And in the fall she will be off to the theatre program at the University of Ottawa as a prelude to attending teacher’s college and eventually becoming a drama teacher. This will combine her passions of working with children and being involved with drama. Her scholastic goal this year is to achieve a 90 percent average which she feels is achievable. This will help her not only in the hunt for scholarships but for her it is a matter of personal achievement. Alexandra, who has attended Sacred Heart since grade seven, is now rehearsing virtually every day preparing for the school’s production of “The Wizard of Oz.”

A little bit of the tropics came to Stittsville on Friday, March 18. It all took place at the Therien Martial Arts and Fitness facility on Cedarow Court off Hazeldean Road in Stittsville as a tropical party was the windup for a week-long kids camp held during March Break week. And what a tropical party it was, complete with a palm tree, Hawaiian leis and grass skirts â&#x20AC;&#x201C; all adding to the atmosphere. This tropical party
was the culmination of a March Break camp that gave the youthful participants a wide range of fun experiences â&#x20AC;&#x201C; including becoming a ninja, testing their soccer skills, visiting Cosmic Adventures, doing a treasure hunt, learning to limbo and enjoying a visit from Little Ray and his lizards and snakes. This fun March Break program at Therien Martial Arts and Fitness in Stittsville is just the beginning. Other fun camps are being planned for this summer.

Ice Marines triumph SPECIAL TO THE NEWS The United States Marines are noted for their fighting tradition and their teamwork. These traits apply also to the Stittsville Bantam B5 Ice Marines team which used a fighting spirit and a strong team effort to capture the championship in a recent tournament in Cobourg. Indeed, the Stittsville Ice Marines posted an undefeated record comprised of four wins and a tie to capture the tournament championship. Things got off a little slowly for the Ice Marines on Saturday, March 5 when they battled to a 2-2 tie against the Cobourg Black team. Troy Valters scored both goals for the Ice Marines who was selected as the MVP for
the game. Zach Gillis and Teddy Beingessner provided great penalty killing in this game as the Ice Marines played a strong defensive game. The Ice Marines took a fast 3-0 lead against a team from Orillia in their second game of the tournament but Orillia came back to tie the score 4-4 by the end of the second period. But it was the Ice Marines who eventually prevailed with a 6-4 victory. Ryan Laushway, with three goals, was the MVP for the game. In their final round robin game, the Ice Marines chalked up a 6-2 win over Oshawa, giving them first place in the ‘A’ pool of the tournament. Justin Laframboise was selected as the MVP in this game. It was the Ice Marines against
another Cobourg team in semifinal action, with the Marines winning 6-1. Justin Falcone was the MVP for the game while Troy Valters and Ryan Laushway dominated the team’s scoring. The Sunday afternoon final saw the Ice Marines take on the Cobourg White team. It did not take long for the Ice Marines to jump ahead as Ryan Laushway of the Ice Marines scored just eight seconds into the game for a 1-0 lead. Jacob Grenon added another goal to make it 2-0 going into the second period. Jarred Mazur in the Ice Marines’ net kept the Cobourg team off the scoreboard until midway through the second period but this was as close as the Cobourg squad would get. Patrick Dempsey, Troy Valters and Jacob Grenon all scored for the Ice Marines to ensure a 5-2 win and
the tournament championship. Goalie Jarred Mazur, who was the MVP in this championship game, in accepting the award, said that he wanted to share it
with teammates Ben Plunkett, Eric Belanger, Justin Laframboise and James Baak for their solid defensive play throughout the tournament.

Swimmer Caitlin Corcoran of Stittsville is at Tulane University in New Orleans this year because she worked hard to get there. This involved training more than 25 hours a week while also working at a part-time job to pay for her swimming with the Nepean Kanata Barracudas swim club. This paid off as she reached the Canadian Senior National time standards that got her noticed by American universities. Now, this season, she is a freshman swimming on the Tulane University Green Wave women’s swim team, specializing in the breast stroke and the individual medley. She is the only Canadian swimmer on the 23-member swimming and diving team and one of only two from outside the United States (the other is from Egypt). At the Conference U.S.A. swim championship in Houston, Texas at the end of February, the Tulane swimming and diving team placed fifth overall, with Rice University winning. Caitlin, for her part, recorded a time of 2:32.30 in the 200 yard breast stroke event, good for a 23rd placing in this top event. Caitlin, who is five foot, ten inches tall, will now be swimming for Tulane in the NCAA Division 1 swimming championship in Austin, Texas. Caitlin, as a member of the Tulane University swim team, has been participating in meets from early October through to the present. These have occurred in such places as Texas, San Diego, Baton Rouge and Nashville. Tulane University, located in New Orleans, was founded in 1834 and is one of the most highly regarded independent research universities in the United States, offering undergraduate, graduate and professional degrees in the liberal arts, science and engineering, architecture, business, law, social work, medicine and public health and tropi-

Currently the university has Caitlin Corcoran a 14 sport prog ram, with the women’s swimming and diving team being one of teams involved. “Caitlin is one of those swimmers that just cannot get enough of the sport and is motivated to do whatever it takes,” writes Nepean Kanata Barracudas head coach Scott Faithfull in an email about Caitlin. And doing whatever it takes is exactly what Caitlin did last year in order to achieve her goal of swimming for an American university. Caitlin joined the Nepean Kanata Barracudas at the age of 8 and progressed rapidly, with some success throughout her age group career. She reached Junior National levels in her swimming but she knew that to achieve a scholarship at an American university, she would have to reach the Canadian Senior National time standards at the very least. After graduating from grade 12 at Sacred Heart High School in Stittsville and still 17 years of age, she decided to concentrate on her swimming for a year and see what would happen. This involved not only training more than 25 hours a week but also taking a part-time job to pay for her swimming. This showed her determination to make things happen. After 13 weeks of training harder than ever before, she made her Senior National standards. And the rest is history as she is now swimming for Tulane University in New Orleans.

Blues music filled the gymnasium at Holy Spirit Catholic School in Stittsville on Friday, March 11, the last day of school before the March Break. But, for the most part, the music did not come from the three professional blues musicians present; rather, it came from the school’s grade six students who had just experienced a week of exposure to blues music and how to write and perform it thanks to the “Blues in the Schools” program associated with the Cisco Ottawa Bluefest. And so you heard the “Elementary School Blues,” a Holy Spirit original that came with performance hand movements and clapping and lyrics like “Hey, bully, leave those kids alone.” And who could ever forget the Holy Spirit version of the Beatles’ memorable, blues-based song “Scream and Shout,” which was turned into a blues ballad about the spirit week that was then just about ending at the school, with pyjamas being the featured clothing on that particular day. It was a singalong song, with the words shown on a giant screen – words like the verse “Today is Friday/TGIF/Better be no homework/On my March Break/There are no more recesses/School is out/Winter is over/And that’s no doubt!” – all delivered with the feeling and music of the blues. There, of course, was more, from the warmup blues song “Sleep in Late” led
by blues musician Tyler Kealey on the keyboard, along with rhythmic clapping from the assembled students and with its student-sung refrain “Please let me sleep in late” to a rendition of Johnny Cash’s blues-influenced song “Fulsom Prison Blues” by a group of students accompanied by blues musician Peter Voith to the Elvis Presley tune “Blue Suede Shoes” with blues musician Shawn Tavenier accompanying a group of students in this upbeat rock ‘n roll standard. The student performers also let their fellow students know something about the origins of blues music, telling them that music now known as the blues was first sung by African slaves working in the fields, reflecting their hardships but also remaining upbeat. Eventually blues music came to include anyone experiencing hard times such as a lost love. In his closing remarks at the performance, blues musician Shawn Tavenier noted that this group of Holy Spirit grade six students was the biggest group that he had worked with in five years in the Blues in the Schools program and yet the students pulled it off, delivering a spectacular performance finale. Holy Spirit principal Margaret Skinner, in thanking the school’s Parent Council for providing the funds to have the Blues in the Schools program at the school, said that the windup performance assembly was a special event for the school’s grade six students, allowing them to showcase their talents.

Rural Ottawa residents will see an extra 2.4 per cent (about $60 for an average home) tacked onto their tax bill this year. City council made quick work of its budget on March 8, passing the budget in about four hours with few changes. After the budget passed, councillors broke out in a standing ovation for Mayor Jim Watson, whose first budget met his election commitment to keep the tax increase under 2.5 per cent. Music in the spring air SPECIAL TO THE NEWS Spring is in the air. It’s enough to put a song on your lips. And this is exactly what it is doing for the 14-voice Goulbourn Male Chorus as this singing group, under the direction of Robert Dueck, has a spring concert in the works. Barb Creech is the group’s accompanist. “Sing Me A Story,” a concert of folk songs, ballads, songs of the sea and, yes, even more, will be presented by the Goulbourn Male Chorus on Sunday, April 10 at 3 p.m. at St. Andrew’s Presbyterian Church in Stittsville. Those who attended the group’s inaugural concert before Christmas at the same site will testify that this group, just formed last September, presents an entertaining and robust program that is, quite simply, very enjoyable. More of this can be expected at this upcoming spring concert. For this spring concert, the Goulbourn
Male Chorus is being joined by the West Ottawa Children’s Chorus under the direction of Gloria Jean Nagy. This Children’s Chorus will be performing several selections written by composer Craig Cassils. So, it is going to be quite an afternoon of music, with the mature voices of the Goulbourn Male Chorus on the one hand and the youthful voices of the Children’s Chorus on the other hand. The Goulbourn Male Chorus, for its part, will present songs of several genres including irish, English, Scottish and German folk songs as well as sea shanties, ballads and gospel songs. There may also be some selections that are just plain fun songs. Two familiar folk songs will be included in the program, ideal for audience singalongs. Tickets for the concert will be available at the door at $12 for an adult. There will be free admission for those aged 16 and under.
More open houses for proposed landfill SPECIAL TO THE NEWS Another series of public open houses is being held by Waste Management as it moves along in the Environmental Assessment process related to its proposed new landfill at its Carp Road site near Stittsville. These open houses, the second in a series of such planned events dealing with the Environmental Assessment, will be held on Tuesday, March 29 at the West Carleton Amateur Sports Club in Carp, on Wednesday, march 30 at the Lions Den on Castlefrank Road in Kanata and on Thursday, March 31 at
the Stittsville Legion Hall in Stittsville. All of the open houses will run from 4 p.m. to 8 p.m. These open houses are to provide an opportunity for area residents to speak with representatives of Waste Management and its consulting team on the alternative methods of proceeding with this new landfill site and proposed related facilities such as waste diversion and recycling operations, composting operations, renewable energy facilities and recreational lands for community use. Input provided at these open house will allow Waste Management to further refine the criteria,
indicators and measures proposed as part of the evaluation process. Information on baseline studies, the approval process and future planned consultation activities will also be provided at these open house. Input provided at these open houses will be used by Waste Management and its project team to develop a recommended alternative for the proposed new landfill footprint at the Carp Road site that is the only part of Waste Management’s proposal for a West Carleton Environmental Centre that requires approval under the Environmental Assessment Act.

The city is spending about $30 million on infrastructure renewal in 2011, but it should be spending more than twice that amount in order to replace aging infrastructure, said Wayne Newell, general manager of infrastructure services. Rideau-Goulbourn Coun. Scott Moffatt wants to streamline the budget process. He introduced a motion asking council to consider developing multi-year budgets. The city treasurer’s office will study that possibility, and council’s governance renewal subcommittee will debate it.
Community led meeting on Carp Landfill EA process
I am encouraging residents to attend a community meeting on Monday, March 28th between 7:30 pm and 10:30 pm at the Goulbourn Recreation Complex in regards to the Environmental Assessment Process of Waste Management’s proposal to expand the Carp Road Landfill into the West Carleton Environmental Centre. I would like to congratulate the coalition of community members who organized this meeting and give residents a chance to voice their opinions and concerns regarding landfill expansion plans. Some residents feel that the process has been rushed and the community has not had a fair opportunity to express their concerns over a possible landfill expansion. Please attend this meeting and have your say. Your comments will be forwarded to the appropriate individuals at Waste Management and the Ministry of Environment. OC Transpo’s 2011 Network Optimization Proposals OC Transpo needs your feedback into proposed network service changes to support Budget 2011. They have presented a network optimization proposal that aims to make routes more direct, productive, and reliable, while ensuring that fares are kept down and that Ottawa’s transit system remains sustainable in the long term. The service proposals alone are designed to save $19.5 million annually starting in 2012 and $6.5 million in 2011. Combined with additional efficiencies, OC Transpo anticipates finding savings of $22 million annually and $7.3 million for 2011. This network optimization proposal creates a financially sustainable footing for OC Transpo now, and for the future. Without these changes, public transit alone would increase property taxes by at least 5 per cent by 2016. The vast majority of customers – more than 90% – will not be affected by the proposed changes. However, as OC Transpo looks to eliminate some of the runs that weave in and out of streets, some transit users will have to walk a little farther to get to their bus stop. The hours of service on some routes will be reduced. OC Transpo is launching a comprehensive public consultation process so all residents can access information and participate in an online survey at octranspo.com. The public consultation sessions will take place between March 29 and April 5. During these sessions, senior transit planning staff and Transit Commission members will be onsite to provide a presentation and answer questions. Customer Feedback Forms will also be available. United Empire Loyalists were early settlers in the Rideau River area. While other areas such as along the St. Lawrence River, the Quinte area west of Kingston, the Niagara area, the Eastern townships and even Nova Scotia and New Brunswick are perhaps better known as the areas where United Empire Loyalists settled after leaving the United States as a result of the American Revolution, the Rideau River area was also one of the destinations for the Loyalists. This United Empire Loyalist flavour to this Rideau River area can be found in some of the names now associated with
the area. Smiths Falls gets its name from a Major Smith, a Loyalist, who received his land grant there in 1786. Charles Jones, another Loyalist, is the person behind the name of Jones Falls, another Rideau River location. Roger Stevens, after whom a city of Ottawa road is named (Roger Stevens Drive) and the person considered to be the first settler in the future Carleton County, was a spy for the British in Vermont and the New England area after twice being imprisoned for his Loyalist sympathies. He eventually landed in the Rideau area in 1788 and drowned in that very Rideau River in 1793. His daughter, Martha, married Colonel Stephen Burritt who settled along the Rideau in 1793, along with his brothers.

The present-day community of Burritt’s Rapids, which is partly in the city of Ottawa, bears his name. William Merrick acquired a sawmill from Roger Stevens at what is now Merrickville and developed more mills there. There is some debate about whether he was a true Loyalist or whether he had just come to the area for the available land. There are no records of him serving the British in any capacity during the American Revolution, a requirement for being considered a Loyalist. The whole area along the Rideau River from present-day Merrickville to Burritt’s Rapids was settled by Loyalists, as were other areas such as South Gower and Kitley townships. Nepean township was also surveyed early in the 1783-84 period, along with these other areas, but the Nepean area along the Rideau was deemed inhospitable at that time which is why Loyalist settlement happened farther upstream. The lower Rideau in Nepean was considered too marshy (Dow’s Lake was a swamp at that time) and the Hog’s Back falls prevented easy navigation along that part of the river. There were some land grants given around the mouth of the Rideau River in what is now the New Edinburgh area but the recipients never took up residence there. All of this and more, including background information about the American Revolution, was presented to a capacity crowd of over 50 at the meeting room of the Stittsville branch of the Ottawa Public Library last Saturday, March 19 at the monthly meeting of the Goulbourn Township Historical Society by Brian Tackaberry, president of the Bay of Quinte Branch of the United Empire Loyalist and a member of the Sir Guy Carleton Branch in Ottawa, who delivered a presentation entitled “Loyalist Settlements in Eastern Ontario.” He gave some background about the American Revolution which he said was really not so much a war between Britain and the American colonies as a civil war within the colonies, with one third of the population rebels, one third loyal to the British Crown and the other one third of the population sitting on the fence. He explained, though, that the rebels set up Committees of Public Safety which used aggressive tactics against those loyal to the British – tactics such
as tar and feathering and pouring hot tea down their throats. Mr. Tackaberry told how Loyalist regiments were formed to combat the rebels, with three of the main ones being the King’s Yorkers, the Butlers and the Queen’s Rangers. The King’s Royal Regiment of New York was the largest of these Loyalist brigades. When these Loyalists choose to flea to British land to the north, they travelled by several routes: from Boston to Halifax and St. John, New Brunswick; from New York City by sail to Quebec City and Sorel and then to the north shore of the St. Lawrence; overland through Albany and Lake Champlain; and overland through New York State to the Niagara area. Many fled only with the clothes on their backs and with what they could carry. Two main areas were surveyed as the home for these Loyalists. One was the socalled Royal townships stretching along the St. Lawrence River from Cornwall to Brockville while the other was the area along the north shore of Lake Ontario west of Kingston. The Rideau River area was a third, lesser area, along with the Niagara area. Each Loyalist settler received a land grant with the acerage depending on his military rank, ranging from 100 acres for a private to 700 for a captain and more for those above the rank of captain. In addition, each additional person in a family meant 50 more acres. “So the government was very generous to the land it was giving to these Loyalists,” Mr. Tackaberry said in his presentation. Indeed, in an unusual step for that era, the British government treated women equal to men and both the sons and daughters of Loyalists were eligible to receive 200 acres of land. It was Lord Dorchester who, in a 1792 proclamation, created what was really the first Canadian hereditary title, allowing Loyalists to write U.E. (for Unity of Empire) after their names. There is a website, www.uel.ca, which provides more information about United Empire Loyalists and details how a person can have Loyalist roots confirmed. Basically, a Loyalist designation can be obtained if it can be proven that an ancestor did something to support the Loyalist cause at the time of the American Revolution.

There was art, art and more art at Art Mad in Stittsville during last week’s March Break. The art supply and instruction shop at the Stittsville Shopping Centre offered a variety of arts and crafts activities for youth throughout the week.
There was making papier mache masks, painting t-shirts and tote bags, making robots and working with Plasticine. For the older youth group, there was instruction in various art forms such as pastels and Manga which is used in cartoon art. The papier mache masks took on a variety of finished forms
such as an owl, a bear, a rainbow and a vampire cat. The masks were created using a balloon as the form to create the rounded mask shape. Then it was up to the youngsters, aged 6 to 9, to create the finished image with their paints. They all drew a sketch plan before starting on their papier
mache mask to provide guidance as they proceeded with the project. The Manga workshop, for those aged 10 through 17, featured instruction on how to create the art form – for instance, sometimes using a stickman form to learn how to portray motion. The pastels and charcoal
workshop with artist Janet Knowles, which attracted youth aged 8 through 12, saw the creation of sea creatures as a learning tool. There was also tracing of figures or just creating them from imagination, among other exercises to develop the artistic talents essential for pastel and charcoal drawing.

tied together? Well, they are the items that are being sold by the seven businesses that are involved in the first-ever trade show organized by the Stittsville Le Manege cooperative child care centre at Ecole Jean-Paul II in Stittsville. 456937

And while the actual trade show itself will be held in the library of the Abbott Street school on Tuesday, April 5 from 4 p.m. to 8 p.m., there are online purchase opportunities that will prevail from this Thursday, March 24 through to Friday, April 8. All seven of the participating trade show businesses will credit identified online purchases as well as orders by telephone or by email made during this extended time period to the fundraising campaign. A portion of all sales are being donated back to the child care centre by the participating businesses. The parent fundraising committee feels that this trade show is an innovative approach to needed fundraising for the cooperative child care centre as it involves the community, helps seven local businesses, provides an opportunity for customers to connect with these entrepreneurs, and allows fundraising while providing items that people would want to purchase, especially with Easter, Mother’s Day and Father’s Day coming up, not to mention those family birthdays.. “It’s kind of a win, win, win,” Joelle Mackenzie, one of the
parent organizers, says about the situation. In planning the event, the organizers tried to ensure a wide range of business involvement, covering all kinds of tastes. That is why there are eco-friendly toys, unique jewellery, beauty products, the list goes on. They are products that you would want to purchase even if they were not part of a fundraising campaign. There are also a number of prizes, worth $650 in total, that will be given away to those participating in the fundraising campaign. There will be a prize for online participation and another prize for attendance at the actual trade show on April 5. All in all, there are door prizes donated by Stampin’ Up! (Monica Hornof), Epicure Selections (Jillian McKim), The Laundry Tarts, Local Lawns, Salon Estetica (Anita Del Ciotto Abramo), Lavender Salts (Joelle Mackenzie), Pillowpacker Pillows, Saunders Farm, Arbonne (Diane Lacroix), Eko Bear, Mabel’s Labels, Steeped (Kindell Tolmie), PartyLite, Irish Hills Golf & Country Club and Ottawa Integrated Health Centre. Those planning to attend the
trade show itself on Tuesday, April 5 are reminded to bring along cash if possible because some of the participating businesses do not accept credit cards. The organizing committee started its work before Christmas and came up with the trade show/online sales concept because they wanted an innovative approach to fundraising. They did not want to resort to the standard food or chocolate sales, enticing people to purchase items that they really did not want. The funds raised by this trade show initiative will be going to help fund the purchase of new outdoor toys and play structures for the children who attend the cooperative child care centre. A total of 81 children attend the centre, ranging from 18 months through to 10 years of age. The centre’s school age program runs from September through June while its toddler and pre-school programs operate year round. If this year’s initial event proves successful, the organizers hope to expand the event next year, involving even more businesses.

RVA ups its budget for 2011 to $12,650 JOHN CURRY

The Richmond Village Association (RVA) has upped its budget in 2011. The budget, approved at the RVA’s recent annual general meeting, is $12,650. This is an increase from the RVA’s 2010 expenses which amounted to $9,979.11. “We have to find a bit more money”, commented RVA immediate past president Bruce Webster when the budget was approved, a comment to which RVA treasurer Judy Wagdin indicated agreement. In 2010, the RVA received $6,764 in funding from the city of Ottawa. RVA fundraising amounted to $2,465, for a total RVA income for the year of $9,229. The 2011 budget will cover seven categories including winter activities, community activities, community flyers, fees/permits, community seasonal, administration costs and advertising. The winter activities, which include the Santa Claus parade, the Winter Wonderland banner contest and the Lighting of the Park ceremony had expenses of
$3,603.10 in 2010. The budget for 2011 has been set at $4,000. Community activities such as weekly square dancing for seniors cost $560 in 2010. The budget for 2011 has been set at $2,200 as the RVA wants to provide $100 a month to the Richmond youth centre for program development. Community flyers cost $440.65 in 2010. This activity will be funded to the tune of $500 in the 2011 budget. Fees/permits cost $128 in 2010 and are being budgeted at $150 in 2011. This expenditure covers rental of a post office box. Community seasonal activity costs in 2010 were $3,360.62. This includes the annual garden contest, the spring cleanup and the flower baskets hung in the summer to beautify the village. The budget for 2011 has been set at $4,000. Administration costs were $732.66 in 2010 and are being projected at $800 in the 2011 budget. Adveritising is the only budget category where a decrease in expenditures is being forecast. In 2011, the RVa spent $1,154.08 for advertising. The 2011 budget includes $1,000 for advertising.

The Monaco Northeast Explorers are coming to Richmond! This recreational vehicle group will be holding a rally at the Richmond fairgrounds slated to run from Monday, June 13 to Sunday, June 19. Officially known as an Ottawa, Canada rally, it is being hosted by Monaco Northeast Explorers members Sandra and Pierre Bernier of Carp. The Richmond Village Association (RVA), for one, is preparing for this recreational vehicle rally with promotional items about Richmond such as a brochure and buttons. The RVA may also be collecting coupons from local businesses, such as the Richmond Centennial Golf Club and restaurants. It is expected that there will be 30 to 40 recreational vehicles involved in the rally and the RVA wants to showcase the village to them, providing them with information about its attractions. The Monaco Northeast Explorers are already aware of the famous Richmond Bakery and the presence of the Country Quilter quilt shop. It is expected that the Explorers will also be visiting

The two have campaigned for several months for the right to represent the Progressive Conservative party in the riding of Carleton-Mississippi Mills in the lead-up to Ontario’s 40th general election Oct. 6. Mississippi Mills. Sterling, viewed as a centrist, is the elder statesman with 33 years experience in provincial politics. MacLaren, considered on the right side of the party, is a former president of the Ontario Landowners’ Association and a farmer and engineer living at MacLaren’s Landing in West Carleton. The campaign has been feisty, with some calling exposure of internal party politics a sign of a “robust democracy” and others calling it a fight that threatens to split the local party to its core. Sterling counters the charge he is a career politician by talking up his days as a lawyer. Some say Sterling doesn’t do enough to solve constituents’ issues; he insists he has “helped a lot of people.” MacLaren answers every challenge to his libertarian values with assertions that today’s governments lack the moderate, middle way they once held. Some say his preoccupation with rural property rights issues puts him out of touch with suburban voters in Kanata and
Stittsville, to which he responds with “property rights affects urban landowners as well.” Sterling says MacLaren is on the wrong side of major local issues such as the Carp landfill expansion (which Sterling opposes) and the Nortel pension fiasco. He said MacLaren has little interest in other issues such as providing more classroom spaces in Kanata. MacLaren, for his part, says Sterling can’t possibly stay fresh and offer new ideas after three decades in office. He promised to serve no more than “two or three terms” and will dedicate his time to reducing the size of government. He maintains the way for the PCs to lose the coming election is fight the McGuinty Liberals for the centre. The campaign spilled into local and national newspapers when MacLaren earlier this year attempted to displace those on the riding executive with his own people, a move many saw as too aggressive. It failed. Then came the now-infamous letter to a Toronto newspaper from Conservative MP Scott Reid, accusing Sterling of ne-

Earth Hour, the worldwide event that began in Sydney, Australia in 2007, asks individuals to turn off the lights and reduce energy use for an hour on Saturday, march 26 from 8:30 p.m. to 9:30 p.m. This will be the fourth consecutive year that Ottawa residents will take part in the event. But when Ottawa-West Nepean Liberal MPP Bob Chiarelli was asked on repeated occasions to address the campaign and provide an update as to whom might represent his party in the Carleton-Mississippi Mills riding in the election, he was unavailable for comment. The nomination meeting will be held at Scotiabank Place on Thursday, March 31. The location was switched from Sacred Heart High School in Stittsville to ensure that all 2,000 or so attendees could assemble together in one spot to hear the candidate speeches.

Liberal backbencher Rick Johnson sent a letter to Ontario’s integrity commissioner accusing Hillier of “abusing taxpayer dollars” by using his website and legislative resources to help MacLaren win the nomination. On Feb. 10, MacLaren sent out a campaign email that routed through the MPP’s constituency website to his own. If the commissioner establishes that MacLaren’s email account is paid for through Hillier’s constituency funds, an “improper use” of tax dollars meant for non-partisan purposes would be leveled. Hillier calls the “frivolous” controversy a technical error by a website operator, and isn’t worried over the outcome. “This is politics. It’s just another partisan shot by the Liberals,” Hillier said. “It’s a technical error by a third party.” He also denies supporting

The Amberway Resident’s Community Association has a mission and money. But what it really needs is manpower to make it all happen. This hopefully is what will be solved at the upcoming annual general meeting of the Association which will take place on Tuesday, March 29 starting at 7 p.m. at the Goulbourn Recreation Complex on Shea Road in Stittsville. The Community Association has lost executive members recently as they have moved to other areas in Stittsville. Indeed, the positions of president, vice-president, treasurer and two representatives will all be open at the annual general meeting. All residents of the Amberway area of Stittsville, which includes Victor Street, Denham Way, Greer Street and Savage Drive, are eligible to fill these executive positions. The Amberway Resident’s Community Association exists to help foster a sense of community within the Amberway area. In addition, it represents the community’s interests to the city of Ottawa, facilitates spring clean up and park beautification and holds community events such as fun days and street parties. The city of Ottawa is turning its attention to rural villages. The city is holding a series of public workshops to talk about various villages and to receive input on matters such as what kinds of land uses should be allowed in villages, challenges in villages related to servicing and infrastructure such as roads, the rural environment such as greenspace and water protection and the character of the community i.e. how a village should look and feel. Twenty-four of the 26 designated villages in the city’s Official Plan are going to be covered through these workshops. Only North Gower and Richmond, which have recently completed village plans, are not being included in this project. The workshop for the village communities of Ashton, Munster and Fallowfield will be held on Saturday, April 2 from 9 a.m. to noon at the Goulbourn Town Hall on Huntley Road at Stanley’s Corners just south of Stittsville. These workshops will allow the city to consolidate existing Official Plan policies into one consistent set of policies that will apply equally to all villages that do not have a separate, independent plan. These workshops will help develop a vision statement for each village, to identify any specific needs for the village and help create an updated land use schedule for the village. Planning policies with regard to Ashton go back to policies approved in the former Township of Goulbourn Official Plan that dates to the 1990’s. As a result, the policies need to be updated. Ashton is on the boundary line between the city of Ottawa and the township of Beckwith in Lanark County. The Beckwith township portion of Ashton has limited development potential as the township of Beckwith’s Official Plan limits development there to infill severances and a limited number of new severances. Most of the existing dwelling units

in Ashton are in the city of Ottawa part of the village, namely 36 dwelling units with a population of 111. The Ottawa portion of Ashton contains only 1.6 hectares of vacant land and as a result the development potential within the village boundary is only seven new lots. Munster, also covered at present by policies in the former Township of Goulbourn Official Plan from the 1990’s, has a population of 1,357, with 438 dwelling units. It is served by central sewer and a communal water system, both of which are considered at capacity. There is only .2 hectares of vacant land within the village limits, leaving a potential for only one new dwelling unit. Fallowfield, which is covered by policies included in the former City of Nepean Official Plan that dates to the 1990’s, has a population of 366 people in 123 dwelling units. Its development potential is limited to 17 new lots within the village boundary. Fallowfield village homes are serviced via individual wells and septic systems. The city of Ottawa is now working to complete a village ground water characterization study to assess the groundwater of the village.

The Richmond Legion has a newly renovated kitchen thanks to Don Wakerell, John Villeneuve and John Olsen. The old white cupboards, counter and sinks have been replaced with wood cabinets, a new double sink with an arched tap and a dishwasher. The provincial service officer will be at
the Richmond Legion branch during the week of April 4th. If there are any veterans, spouses of veterans (living or deceased) or families of veterans who have any questions and concerns, the provincial service officer should hear them. The Richmond Legion will be taking part in the village-wide garage sale on
Saturday, May 7, including the very popular plant table. It will get underway at 9 a.m. that day. The annual branch elections will be held on Thursday, May 19 at 8 p.m. at the Legion Hall. There is a need for people to step forward to consider chairing or cochairing one of the branch committees. The barbeque dates have been set for the coming summer: May 27, June 17, July 8, July 22, Aug. 5, Aug. 19, Sept. 2 and Sept. 23. Hornets champs, overcome injury SPECIAL TO THE NEWS The Goulbourn Hornets major bantam girls’ basketball team had to overcome not only stiff opposition but also a dramatic injury to a teammate in winning the Kingston Impact Girls’ Major Bantam AAA Tournament on the weekend of March 4-6. In the semi-final game against the Russell Rockets, the Hornets watched as their teammate Katie Kennedy was carried away on a stretcher. Katie and teammate Madison Graves collided when they were both going after the ball. Katie fell backwards and banged her head on the gym floor. As a precautionary measure, paramedics decided to take her to the hospital to get her checked out. Fortunately, Katie was able to return to watch her teammates win the gold medals in the subsequent championship game. In this final game, the Hornets faced off against the Cornwall Lions, jumping into an 11-3 lead after the first quarter. Cornwall, though, did not give up and
closed to within a basket going into the fourth quarter. Clutch foul shooting by the Hornets in the final quarter made the difference, as the Goulbourn squad won 32-30, capturing the gold medals. The Goulbourn Hornets won all three of their pool round games to advance to playoff action in the tournament. In these pool games, the Hornets beat Orillia 49-21, Belleville 64-18 and Kingston 32-10. Chloe Brownlee, Katie Kennedy and Madison Graves were selected as the Hornet players of the game in these encounters. In semi-final action, where Katie Kennedy was injured and left on a stretcher, the Russell Rockets led 12-10 after the first quarter. But the Hornets found their range in the second quarter, scoring 20 points to lead by 15 at half time. Despite Katie Kennedy’s injury, the Hornets managed to defeat Russell and advance to the championship game against the Cornwall Lions.

Skaters dance to silver medals SPECIAL TO THE NEWS
What a time to perform better than ever before! No wonder figure skaters Alex Gunther of the Goulbourn Skating Club and his dance partner Chelsea Sheridan of the Gloucester Skating Club are provincial silver medalists. It all happened at the 2011 Ontario Trillium STARskate Championship in Port Credit, Ontario on Saturday, March 12 where the pair skated away with the silver medals after performing a Willow Waltz and a Fiesta Tango.
These are the same two dances which they performed in the pre-juvenile dance category at the Eastern Ontario STARskate Invitational Championship at the beginning of February which qualified them to represent the Eastern Ontario Section at the Trillium Championship. Alex Gunther has been skating with the Goulbourn Skating Club since October 2007 when he started in the Canskate program. He quickly developed a passion for figure skating and participated in his first competition just two months later. He
advanced rapidly to the Goulbourn Skating Club’s STARskate program where he is coached by Cathy Skinner. She has guided him through many competitions and several skating tests. In the summer of 2010, Cathy introduced Alex to the fledgling dance program at the Gloucester Skating Club. Former Canadian national team and world team members Allie Hann-McCurdy and Michael Coreno are now coaching at the Gloucester Club where they are building a dance program for figure skaters.
After a round of auditions, Alex was paired up with Chelsea in this program and they began to learn their dances together. They practice together twice a week which is in addition to Alex’s regular skating lessons at the Goulbourn Skating Club. This practice by Alex and Chelsea has clearly paid off as evidenced by their spectacular performance at the Trillium Championship. Their two skating clubs as well as their coaches are proud to recognize their skating accomplishment at this provincial event.

It was mat time for high school wrestlers at the recent National Capital Secondary Schools Athletic Association (NCSSAA) wrestling championships at Bell High School. Five South Carleton High School wrestlers brought home gold medals from these championships while two wrestlers from Sacred Heart High School in Stittsville struck gold at the event as well. Three South Carleton wrestlers triumphed in the girls’ competition. Holly Leclair won in the 44 kilogram class while Courtney Argue topped the 51 kilogram class. Emma Crouch finished first in the 61 kilogram class. Winning gold in the boys’ competition were South Carleton’s Will Heney in the 61 kilogram class and South’s Brad Davies in the 67.5 kilogram class. Ben Christopher of Sacred Heart won in the 64 kilogram class while Dillon Kirasack of Sacred Heart was champion in the 95 kilogram class. Other South Carleton wrestlers who medaled in the girls’ competition were Sabrina Calogeralos, second in the 47.5 kilogram class; Madeline Hood, third in the 57.5 kilogram class; and Cheyenne Lindsay, third in the 72 kilogram class. Other South Carleton wrestlers who medaled in the boys’ competition were Elijah MacPherson, third in the 44 kilogram class; Brent Davies, second in the 72 kilogram class; and Alex Sample, third in the 77 kilogram class. Sacred Heart wrestlers who medaled in the girls’ competition were Tayah Liska, third in the 47.5 kilogram class; and Maddie McConomy, second in the 51 kilogram class. Tim Hickey of Sacred Heart placed third in the 57.5 kilogram class.
