In order for the shift to circularity to be self-sufficient, there has to be local engagement. Without the people of a nation backing this shift, especially in a democratically governed nation, it would be extremely difficult for any changes to hold much weight. Local NGOs and other organizations play an important role in transforming local culture to be excited about a circular economy. As culture shifts towards buying products that are made with sustainability and renewability in mind, this puts pressure on businesses and institutions to make a circular economy a priority.
To conclude, the shift to circularity and a self-sufficient system where there is engagement on a local level and within businesses and institutions is not something easily achieved. It will take the combined efforts of the government to implement laws and incentives, the responses of large corporations, the building of new infrastructure, and engagement within civil society to encourage a culture that supports the economy being built.
