I FEEL honoured and privileged to have been selected as your Mayor with the support of my Councillor colleagues, and encouragement from the community. I recognise the wonderful job that Cr Brett Owen has done over the past year. I look forward to continuing a positive dialogue between Council and the community. The December and January period is always an exciting time in the Shire, with community events such as Carols by Candlelight, Australia Day and the official opening of the new Henry Family Children’s Centre (details inside this edition). Some exciting news is that Council is now purchasing, instead of leasing, its new civic centre at Officer. The cost to do this works

out to be less and will have no impact on people’s rates, which is the best possible outcome for both Council and community. I look forward to the positive challenges of the Mayor’s position, working with the Councillors and Council staff as a united team for the betterment of Cardinia Shire in 2014. May I take this opportunity to wish all the residents of Cardinia Shire my personal Christmas greetings and a happy and safe new year.

COUNCIL has welcomed a $250,000 grant from the State Government’s Department of Justice towards a project that will deliver significant improvements to Bourke Park in Pakenham. The project has been funded under the Victorian Government’s Community Crime Prevention Program.

Council’s Urban Designer Jaime Parsons said the funding would be used by Council to improve the park’s safety and security and revitalise it with new facilities.

The safety of the precinct around Pakenham railway station has also improved with Protective Service Officers (PSOs) patrolling the station.

COUNCIL will launch its Municipal Public Health and Wellbeing Plan with a series of fun activities in January 2014. The plan aims to improve the health and wellbeing of residents where they work, live and play.

PLAYGROUNDS and play spaces are set for a revamp over the next 10 years. Council invites residents to comment on its Play Space Strategy by completing a community survey or by making a public submission. The strategy will guide the planning, provision and management of play spaces for all ages and abilities, including fitness equipment, half courts and rebound walls in the Shire. Meet… Council’s Open Space Team Leader Kevin Alexander I was lucky enough to join Cardinia Shire Council in June this year but have worked in local government for approximately 10 years. I’m the Open Space Coordinator which means I manage all the parks, gardens, trees, bushlands and lakes across the Shire. My ‘office’ is the great outdoors. I don’t have a typical day, it may include caring for our flora and fauna, planning, upgrading and maintaining our parks, talking with school groups about the health benefits of open spaces, or liaising with some of the many terrific ground staff across the Shire.

My favourite part of my job is helping create and manage wonderful landscapes which allow park visitors to enjoy their own special experiences and memories. I get upset when people dump rubbish, graffiti, or harm our native flora and fauna. This behaviour prevents us from further enhancing our parks for all to enjoy.

“I believe if we all do our little bit as a community, we can achieve great things.”

I completed an apprenticeship in horticulture many years ago. Then while continuing my study in arboriculture (trees) at Burnley, I attended a lecture on butterflies; the lecturer spoke about how volunteer friends groups worked to protect habitats to allow the butterflies to survive. I wanted to understand natural systems in greater detail, so I ventured off to Deakin University to complete a degree in park management.

I love my job and often get told that I’m lucky to have it. I understand my role in the local community, and the importance of clean, safe, functional, open spaces. I take that responsibility seriously. I’m most proud of being able to contribute to a wide range of projects. I believe if we all do our little bit as a community, we can achieve great things.

If I could offer residents one piece of advice it would be to take time to experience your local park. We all have busy lives and often don’t take the time to just watch. Take the time to see what is around you, we are lucky to have some wonderful native flowers and wildlife within the Shire. See what you can find, take a photo, look it up on the internet, and share what you found with a friend.

Henry Family Children’s Centre comprises of a double-unit kindergarten, a maternal and child health service, two consulting rooms and a community room which will be available for hire by community groups. What will you do to stay safe? BUSHFIRE season is upon us – do you know what steps to take if confronted with a fire emergency? Council and the CFA agree on how important it is to prepare a bushfire survival plan now, and leave early on a high-risk day. Sometimes however, life does not go to plan, therefore Council has created a last ditch safety option for Gembrook, Emerald and Cockatoo residents if a ‘life or death’ bushfire disaster strikes this summer. Council’s Community, Risk and Emergency Management Manager, Myles O’Reilly said a key requirement for an NSP-PLR was that it provided protection from lethal levels of radiant heat. “Victoria is one of the world’s most bushfire-prone areas and Cardinia Shire includes some of the state’s highest fire-risk communities,” Myles said. “Neighbourhood safer places are a place of last resort when all other bushfire plans have failed. “They are not purpose-built, fire-proof structures; rather, they may be public open spaces such as a local sports field or park, or physical buildings such as a community centre, hall or school. 8 | www.cardinia.vic.gov.au 1300 787 624

Council to purchase new civic centre COUNCIL will purchase rather than lease its new civic centre at Officer. Cardinia Shire Council CEO Garry McQuillan said Council had signed a contract of sale to buy the civic centre, currently under construction, from Places Victoria. Mr McQuillan said the decision made sound financial sense and residents and ratepayers could be confident it delivered the best possible result for the local community. “The cost of financing the loan to purchase the building will be less than the costs Council would have been liable for under the lease arrangement previously entered into with Places Victoria. “The lease was already budgeted for in Council’s long-term financial plan so this decision will have no impact on people’s rates.

“Importantly, we now also have a building that we will own, which will be a considerable asset for Council and the community.” “In terms of the future development of the civic centre and the broader Officer precinct it gives Council greater scope to expand service delivery and to grow with the community,” Mr McQuillan said.

The new civic centre will have an area of about 5,000 square metres and feature five-star energy efficiency not yet seen outside of Melbourne’s CBD. It will be four storeys in total and feature a flexible floor plan to ensure it can adapt to changing needs. The new building has the following key features: • parking space for 200 cars • significantly improved customer service areas • fully accessible facilities including public amenities • meeting room space • plaza in the forecourt • bicycle and pedestrian access. Council’s move to Officer will take place in mid-2014 and will consolidate all indoor staff in one location for the first time in several years. The current offices were built in the early 1980s and no longer provide enough space. Residents can expect enhanced customer services and improved public access to Council as a result of the move to Officer. “There will be significant gains in productivity and energy efficiency. It will also eliminate the extra costs associated with renting office space elsewhere in Pakenham. “The move to Officer will make a big difference in service provision and with our decision to purchase the building we will now have a greater stake in the future of this growing community.”

Healthy tips for summer Relay raises money for life REGISTER for Cardinia’s Relay for Life and help raise money for vital cancer research by the Cancer Council. The event will be held from 6pm on Friday 28 February to 12noon on Saturday 1 March 2014 at Toomuc Reserve, Princes Highway, Pakenham. Cardinia Relay for Life Coordinator Michael McKenzie said he hoped to beat the $50,000 raised at the 2013 event. “The money goes towards the 302 Cardinia Shire residents diagnosed with cancer annually, as well as support programs and research,” Michael said.

“One in two Australians will be diagnosed with cancer by age 85. “I encourage everyone to organise a team, raise money and play a part to help fight cancer. “The relay is good fun, while bringing the community together for a very worthy cause,” Michael said. “A big thanks to the Star News Group and Yellow Brick Road for their support as major sponsors.”

Advertised planning applications are now online RESIDENTS wanting to view advertised planning applications no longer have to visit Council’s offices – the information is now online. In a move that Manager Development Services Brett Jackson said shows Council’s commitment to improving customer service, a new web-based system means advertised planning application details can now be accessed anywhere, anytime.

“Council advertises many planning permit applications, usually for two weeks, to provide those who may be affected by the granting of the permit an opportunity to lodge a submission,” Brett said. “Previously this information was only available from the Council offices. However, we understand that sometimes people don’t have the time to come in and inspect these applications. “The new system allows everyone to access the list of advertised planning applications via Council’s website, and to look over the details of those applications.

“Our goal is to make Council more accessible and convenient for people in the community and this new system is another step towards achieving that.” Council receives about 900 planning applications each year, of which around 40 per cent are advertised. The type of planning applications advertised vary widely, and include proposals for sheds, subdivision, multiple houses and commercial developments.
