Welcome to the August–September edition of Connect magazine. I HAD the pleasure of attending the community capital works grant night in July where Norma Jackson was awarded the 2013 Stan Henwood Award. Congratulations to Norma and the 58 recipients of community capital grants which were announced at the presentation dinner. Additional neighbourhood safer places have been designated for residents living in high bushfirerisk areas, including Cockatoo and Emerald. These places were put through a rigorous assessment process, as well as a six-week public consultation period. Council is developing an environment eNewsletter called ‘Down to earth’. With tips and information on all things sustainable, it will be an environmentally friendly addition to your inbox each month. Details on how to sign up are on page 3.

I am pleased to direct you to our new ‘Community compass’, an online mapping system that gives residents access to information on a range of services, facilities and planning controls in their area via Council’s website. Improving our customer service has been a real focus in recent times. More on pages 8 and 9. With the federal election looming, Council has been busy advocating for all sides of politics to commit vital funding towards priority projects in Cardinia Shire. I also encourage residents to vote ‘yes’ in the upcoming referendum to ensure local government is acknowledged in the Australian constitution. A ‘yes’ vote will ensure that the Federal Government can directly fund local government for vital infrastructure and community projects.

Get ‘Down to earth’ WANT to become more environmentally friendly? Sign up for Council’s eNewsletter ‘Down to earth’, and receive tips and tricks on reducing waste, grants, workshops, local works and events. The eNewsletter will be issued three times a year, and provide useful links to inspire and empower residents to live sustainably. Look out for profiles of local community groups who help others live a more sustainable life. Leap into spring: Recreation facilities like Cardinia Life are just some of the services Council provides.

Vote‘yes’forsupport HELP ensure local government is formally recognised in the Australian Constitution by voting ‘yes’ in a referendum on the day of the federal election. Councils across the nation are encouraging residents to vote ‘yes’; protecting direct federal funding to local government for roads and facilities that provide sporting, cultural, learning and health services to our community. “Voting ‘yes’ means a tiny change in the constitution that will protect communities and ensure that monetary flow-through from federal to local government continues,” Mayor Cr Brett Owen said. “The role of Council has vastly increased over the years and we are now responsible for a multitude of programs, services and facilities.

“We cannot rely on rates alone; it’s simply beyond Council’s capability, we need the support of the Federal Government. “Let’s work together to ensure our Shire, and communities around Australia, receive the funding and support we need, and deserve, to thrive.

Fire services levy now in rates notices THE new fire services levy introduced by the State Government earlier this year will now appear on 2013–14 Council rates notices. The levy, previously included on property insurance premiums, means that all property owners pay a share towards the provision of fire services. Information supplied by the State Government has been included with all rate notices and explains how and why the levy is calculated. Residents with queries regarding the levy on their insurance premiums should contact their insurers first and if not satisfied with the response contact the Fire Services Levy Monitor (www.firelevymonitor.vic.gov.au or 1300 300 635).

Troublemakingpayments? Council understands that times are tough and residents may be having difficulty paying rates especially now that the fire services levy is included in rate notices. The first instalment is due in September, otherwise full payment is due in February.

ILLEGAL rubbish dumping is on the increase, much to the annoyance of Council, and residents who put up with the offensive waste in their neighbourhoods.

Penalties for persons convicted range from $5760 for general waste, up to $8640 for aggravated littering and/or, one month imprisonment or both.

Alternative payment arrangements are available. Residents who may have trouble paying can contact Council to discuss a weekly, fortnightly or monthly payment arrangement.

On a positive note, the use of mobile technology such as smart phones is enabling people to catch offenders on video and contact Council to ‘dob in a dumper’.

Council encourages residents to report any suspicious behaviour. Vehicle registration numbers can be useful in investigations.

All discussions are confidential and providing a suitable arrangement is made, interest will not be charged. Call 1300 787 624 to develop a payment plan.

The Victorian Seniors Festival

What is your role/what does your work involve? I am the executive assistant to Council’s CEO Garry McQuillan.

IT’S your time to live it up at the Cardinia Shire seniors’ festival. The events calendar is filled to the brim with activities and events ranging from cooking classes, computer classes, musical performances and social dancing around the Shire.

How long have you been working at Cardinia Shire Council?

Mayor Cr Brett Owen said the annual event was an opportunity for seniors to get together with other community members around the Shire and have some fun.

I started 25 years ago as an executive assistant with the Shire of Pakenham, as it was then called. I assisted the Mayor and 12 councillors, managed events and recruited all staff. We’ve certainly changed a lot since then!

“We are happy to be providing new opportunities and some of our popular ones from previous years for Cardinia Shire seniors this year,” Cr Owen said.

What led you to work in this field?

“Activities will be either free or low cost and happening all around the Shire, including an afternoon or morning tea hosted by our Councillors.

I fell into it by accident, but am very pleased I did! While waiting for my final school exam results, I completed a short secretarial course. I then got a casual job as a personal assistant and enjoyed it so much that I made it my career. It’s been a rewarding job since day one.

What is a typical day like? My day depends on Garry’s schedule. I help respond to residents’ enquiries, book and confirm meetings and generally assist Garry so he can devote as much time as possible to making the important decisions! Because he needs to be across so many issues relating to Cardinia Shire, it’s also my job to help Garry get the information he needs.

Can you tell readers a little about yourself? I was born in Sri Lanka and migrated to Australia in 1974. I am married with two adult children.

What’s your favourite part of your job? We have a great team working here at Council, and I’m fortunate to regularly come in contact with most people in the organisation. I enjoy working alongside Garry. He listens to residents’ feedback and genuinely wants great things for the Shire’s future, such as the best facilities, more local jobs and opportunities for businesses.

What difficulties do you face in your job? Many different organisations and people want time with Garry, which is understandable. But it’s just not possible to accommodate everyone. The least favourite part of my job is sometimes having to say “no”. 4 | www.cardinia.vic.gov.au 1300 787 624

“I encourage everyone to come along and be involved.

I’m proud of the small part I play each day to help the CEO guide Cardinia Shire. What keeps you motivated? I love my job. Each time a new CEO is appointed, it’s like starting a new role! Garry is the fourth Council CEO I’ve worked with in my many years here, so this keeps things fresh and interesting for me.

What are you most proudof havingachieved in this job? Former Prime Minister John Howard thanked me for arranging his visit to Council offices and personally praised me for my strong organisational skills. I was thrilled! I’ve also visited Government House as a guest of the Governor of Victoria, which was a wonderful experience. But generally speaking, I’m proud of the small part I play each day to help the CEO guide Cardinia Shire through lots of growth and change. It’s an exciting time!

“Not only is the festival good fun, it facilitates health, wellbeing and social connection,” Cr Owen said. The festival will be held during October. Local legend!

Salute to a Pakenham legend PIONEER player for Pakenham Netball Club Norma Jackson, otherwise known as ‘Aunty Norma’, has been honoured with Council’s Stan Henwood award for 2013. At 89 years of age, Norma’s achievements are many and her commitment to the community seems inexhaustible. She is a life member of the Pakenham football and netball clubs, a member of Pakenham Fire Brigade Ladies’ Auxiliary, and also found the time to campaign with the ‘Save the Pakenham Pool’ group in 2008. These are just some of the many ways in which Norma has made Cardinia Shire a better place. Councillors agreed that Norma is extremely well deserving of the award. Cr George Blenkhorn, who nominated Norma for the award, says she always has a smile for everyone.

“Norma is especially supportive of young people, and encourages them to be active and involved in sport. She attends every footy and netball game with great gusto and passion. “She even helps out with catering for local community groups; making sandwiches and serving tea and coffee. “Norma Jackson is an inspiration to others and there is a warm place for her in the hearts of many,” Cr Blenkhorn said. The award, recognising those who make a valuable contribution to the Shire, is a highlight of Council’s annual grants presentation dinner and is now in its ninth year. The award commemorates the lifetime contribution of the late Stan Henwood to Cardinia Shire through his charity work, sporting and volunteer roles.

Record grants for community COUNCIL’S community capital works grants program has approved a record number of applications for 2013. Council granted $586,000 to 58 capital works projects across Cardinia Shire, including the purchase of a commercial ride-on mower at Garfield Recreation Reserve. A gala grants presentation dinner was held in July. Mayor Cr Brett Owen said it was great to celebrate the many volunteers who contribute their time for various recreational and sporting clubs and organisations, kindergartens and community centres and halls across the Shire.

Customers are our focus! CARDINIA’S Customer Service team is committed to delivering high quality care and attention to people who contact Council. Both at the front counter, or on the phones, residents can expect Council’s customer service staff to provide the best service possible. “We support 75,000 residents and 14,000 businesses with more than 200 Council services, programs and information,” Customer Service Manager Rob Petreski said.

“Our contact centre receives more than 500 customer calls and welcomes over 75 counter visitors per day. Come and say hi. We operate between 8.30am and 5pm Monday to Friday. “All requests for action are entered in a customer request tracking system which allows us to send and track a request to the appropriate business unit. While Council would like to respond immediately to all concerns, it’s not possible with staff resourcing, however priority is given to emergency and dangerous situations. “When customers contact Council, customer service staff will assist whenever possible at the first point of contact. Where assistance is needed from a particular department, we will get them on the phone or arrange for the right person to respond to the enquiry as soon as possible.”

“Simply by typing their address into the search engine, residents can find out all sorts of details about their property, including when their home was built, what planning regulations may apply to the area, garbage collection dates, even the contact details of their ward councillors.

Cr Owen said Council would continue to expand the information available via the online mapping service. “I encourage everybody to visit Council’s website and check out Community compass. Chances are, you’ll find what you’re looking for, and if not, make sure you let Council know so we can further improve this service for our community.”

App delivers services on the go THE Cardinia smart phone app is another way residents can have instant access to Council. Launched earlier this year, the free app, available for iPhone and Android phone users, provides a mobile resource for residents and visitors to Cardinia Shire. The smart phone app emphasises Council’s commitment to improve communication, keep pace with new technology and broaden service delivery. Save a piece of local history

Grants help history repeat DO you own or care for a piece of local history that is in need of some TLC? Council is currently accepting applications for the 2013–14 heritage grants program to assist with necessary repair works.

“We are an important meeting spot in the township and still function as a central cafe. “Without the grant, the building probably wouldn’t be in operation,” Fiona said. The building forms part of the Garfield commercial heritage precinct, comprising predominantly of brick and stucco commercial buildings from the town’s boom period around 1920–30.

A maximum of $5,000 is available to help repair or conserve significant objects such as plaques, memorial boards and historical gates in the community, as well as the develop conservation and interpretation management plans. The Garfield Bakery is one local building where grants over two years have facilitated the restoration of the old rusting roof and the oven. “The building is significant to the town and adds character to the main street,” building owner Fiona said.

Book launch for kids! THE clever ‘kids’ of Cardinia Shire have written and published seven books, to be launched as ‘Cardinia Kids Voices’ during Children’s Book Week on Thursday 22 August at Cardinia Cultural Centre, Lakeside Boulevard, Pakenham, 5.30pm–7pm. Titles such as ‘Shapes and patterns are just beautiful’, ‘My favourite numbers big and small’, and ‘Bunyips of Bunyip’ are sure to enthral and entertain.

Children from all over the Shire have made more than 150 hotdog books and you can read them at the ‘Cardinia cubby’ that has been created at the Pakenham library.

Kindergartens increase hours EVERY four-year-old child in Cardinia Shire now has access to 15 hours of funded kindergarten per week, over a 40-week year, compared to the previous 10.75 hours. Community-based kindergartens have been working with Council to implement the hours without reducing capacity, or displacing threeyear-old kindergarten programs. Nine long day-care centres have also applied for the extra hours. Council’s Children’s Services Coordinator Tracey McKay said the variety of session timetables

available to families across the Shire was a testament to the efforts of local kindergartens and cluster managers to understand the needs of their local community. “It’s important for parents to have choices to best meet the needs of their families. “There are proven benefits of early childhood education including improved learning, health and behaviour that continue into adulthood and the 15 hours of quality kindergarten reflects that,” Tracey said. Council will continue to work closely with all service providers to ensure adequate places are available now and into the future as new children’s centres are built. Road Safety Expo and Children’s Day FREE entry, free food and loads of fun for the whole family! We know what we’ll be doing between 10am and 2pm on Saturday 26 October at the Cardinia Cultural Centre. The Road Safety Expo and Children’s Day will be bigger than ever with more than 80 attractions, stacks of children’s activities, car and truck displays, performances, ‘come and try’ sports activities and prizes. Jumping castles, animal farm, pony rides, trackless train, face painting, art, craft and story time are sure to keep the kids amused. Basketball, bike riding, cricket, dancing, karate, floor ball, football, golf, skateboarding and table tennis activities will also be on offer. Council recently approved the submission for a public art project in Gembrook. The sculpture name ‘Camaraderie’ represents the strength of the community and reminds us that its members built Gembrook.

As part of Neighbourhood Safer Places designation for Worrell Reserve, Emerald, 50 cypress trees will be removed and replaced with ‘fire-wise’ trees. Potential species are Australian Blackwood or Pin Oak. If you have a preferred option, please let Council know by 5pm, Friday 4 October. Soil recovery requirements mean that revegetation works may not occur until mid-2014.

Congratulations to Norma Jackson on being awarded the prestigious Stan Henwood Award for 2013. This award is presented to a resident who has dedicated tireless community service and longevity. Norma has served the Pakenham football club for over 65 years and a founding/existing member of the CFA auxiliary for over 54 years. Norma still helps out the Pakenham Football and Netball Club. Well done Norma. May we all learn from Norma, it’s not what the community can give us but what can we give to the community!

The Toomah Community Centre being built near the Lakeside Station is progressing well and will be opened early next year. The ground floor is for community use and Windermere will occupy the upper floor. This will enable Windermere to expand their community services in Cardinia Shire. According to police statistics cases of family violence have increased in the Shire 50 per cent in the past 18 months, this is one of the many areas in which Windermere services will really help.

I am once again proud to be a member of Council’s grants committee. Grants night is always a memorable occasion. Selfless volunteerism, commitment and dedication to community projects are acknowledged with successful grants. The Stan Henwood Award went to a very deserving and beautiful lady, Norma Jackson. I attended the opening of World Refugee Week at Living and Learning Pakenham. The consequences of political unrest and factional hatred and fighting resulting in war, death, starvation and deprivation of people’s human rights is tragic.

It was an honour to officially hand over the Black Saturday Memorial site in Bunyip after many hours of planning and consultation, including instigating many additional improvements to Koolangarra Park. It was a pleasure to be involved with the relocation of the Railway House from Koo Wee Rup to Bayles with restoration work progressing. After an extremely wet and windy winter I have continued to monitor, personally inspect and action road/drainage maintenance within Port Ward.

After a very late but wet autumn break, June was mild and much drier allowing some good grass growth. It was pleasing to see so many Port Ward organisations partnering with Council to improve their community assets through the grants program announced last month. I encourage groups to take advantage of this program. The CEO’s upcoming address to the business community will outline many of the business opportunities within the Shire and the measures Council is taking to facilitate new business activity.
