Dream A BETTER BLOCK PROGRAM

Over 40 “Better Block” projects have been taken on in cities around the U.S. as a tool to help redevelop communities. Modeled from the nation-wide “Better Block” program, Pop Up in the Rock’s focus is to create a temporary urban demonstration of what is possible, not only on that particular street, but also within the context of the city. It is to exhibit those elements of the city which we believe are important, such as multiple transportation options and an active street edge. The multiple transportation options we demonstrate include walking, biking, public transit or bus, and traditional vehicular. The elements of an active street edge include placing the buildings along the street, opening up the ground floor to retail, and having the buildings and street overlap with seating, signage, shade and activities that benefit the whole and create a community.

SOUTH MAIN STREET [SoMa]

In it’s inagural year, Pop Up in the Rock focused on South Main Street, specifically the three blocks between 12th Street and 15th Street. The event was a huge success, and received great feedback from the community:

“I was on south Main today, and the traffic was MUCH more under control. Hopefully, Little Rock naysayers will disappear, and SouthMain can continue it’s revival (and I’m not talking about a tent revival).”

“Loving all the happenings @PopUpMainStreet !!! Visited the dog park, ate food truck lunch at cafe seating, shopped vendors...”

why 7th Street? SOUTH CROSS - SOUTH IZARD

Seventh Street was chosen as the location for this year’s Pop Up in the Rock for three reasons: Firstly, Seventh Street has an existing urban fabric, including buildings on the edge of the street. This urban fabric has slowly deteriorated, and it is our intention to demonstrate the activity and life that could occur by rebuilding with urban design tenants. Currently, there are several buildings available to be used for temporary retail, restaurants and community spaces to activate the street. Seventh Street also provides a diverse capability for transportation options. A bus route already exists here, but there is room for improvement such as biking and walking, which require only minimal traffic signage requirements. Finally, we have several community partners in the area to participate in the event, such as Goodwill Industries, the City of Little Rock, Art Outfitters and Vinos. The Seventh Street area is rife with opportunity and revitalization; we only mean to provide the vision!

ACTIVATING THE STREET EDGE Providing anemities (or enhancing those existing) to activate the street edge creates “stay power”, encouraging residents and visitors to linger in the space, and invite their friends! The plan for activating each block’s street edge is detailed on the following pages.

cOMPLETE sTREETS Complete Streets are streets for everyone. They are designed and operated to enable safe access for all users. People of all ages and abilities are able to safely move along and across streets in a community, regardless of how they are traveling. There is no singular design prescription for Complete Streets; each street is unique and responds to its community context. Roadways that are planned and designed using a Complete Streets approach may include: sidewalks, bike lanes (or wide paved shoulders), special bus lanes, comfortable and accessible public transportation stops, frequent and safe crossing opportunities, median islands, accessible pedestrian signals, curb extensions, narrower travel lanes, roundabouts, and more. - smartgrowthamerica.org/complete-streets In our Pop Up Planning, each block was carefully evaluated to determine the best opportunities to promote multimodal transportation. Complete Streets concepts to be implemented throughout the Pop Up include:
